This dissertation analyzes personal and institutional narratives that shape the Canadian phenomenon of anti-LGBT violence as hate crime and locate queers within and without the discursive figure of the responsible, legitimate and undeserving victim of hate crime. These socio-legal narratives were taken from interviews with LGBT community activists involved in anti-violence projects, mainstream and gay print news media reportage of two notable homicides, Parliamentary debates of the enhanced sentencing provision that sought to include ‘sexual orientation’ to the list of biased motivating factors, Senate witness testimony on the amendment to Canada’s hate propaganda statutes which sought to include ‘sexual orientation’ to the list of protected groups, interviews with police officers who had direct experience with anti-hate crime initiatives, and judicial reasons for sentence. Utilizing an interdisciplinary analysis and drawing on hate crime scholarship and victimology, this dissertation asks: how is legitimate and, consequently, illegitimate LGBT hate crime victimization being represented and constituted through Canadian socio-legal narratives? In revealing how socio-legal actors and institutions have positioned LGBT individuals discursively within or without legitimate victimhood, that is, within and without the status of innocent victim deserving of social empathy and socio-legal institutional response, my dissertation illustrates how the spectre of illegitimate victimization is repeatedly invoked in socio-legal narratives of anti-LGBT hate crime. My analysis of these narratives about queer victimization and hate crime suggests that the figure of the responsible, legitimate and undeserving victim of hate crime remains an elusive and unstable identity for the queer victim of hate crime. Insofar as hate crime scholars have argued that the mobilization of hate crime activism has produced a victim whose hate crime status ensures its legitimacy, I contribute to this scholarship by arguing that this status is particularly challenging for the queer victim of hate-motivated violence. I demonstrate that the resiliency of the figure of classic victimology’s self-endangering and risky ‘homosexual’ and the sustained ideological resistence to LGBT individuals as full citizens, despite their notable legal gains, positions LGBT individuals, particularly gay men, ambiguously, situating them conceptually both without and within legitimate victimhood.

▼ Fear of Aboriginal aggression was a reality for the early settlers of New South Wales and Van Diemen’s Land, but it only gained imaginative currency through the trope of white victimhood. This discursive emotional frame continues today, providing a means for many contemporary settler Australians to reconcile with a colonial legacy defined by frontier violence and dispossession. In engaging this dialectic between the past and the present, this thesis seeks to understand how fear and white victimhood gained such purchase upon the Australian settler imaginary. In their response to and coverage of frontier violence, colonial newspapers and administrators did much to validate the unsettled feelings of settlers and their servants as they consolidated the dispossession of Indigenous people. Despite the language of “amity and kindness” which guided the settlement of Australia, early governors were quick to deploy “terror” as a means of arresting Aboriginal resistance to European occupation. This provided settlers an immediate means through which they could channel their emotions and expectations of frontier policy as the eighteenth century gave way to the nineteenth. Terrorising Aboriginal people was framed as the most efficient means of consoling their anxieties over the tenuous nature of their lives and properties in this unfamiliar land. A direct relationship thus came to exist between the acknowledgment of settlers as victims and the “eliminationist logic” of settler colonialism. This thesis provides a critical commentary on the collective emotional experience of Europeans during the colonial era. It analyses the ways in which newspapers like the Sydney Gazette developed a narrative that juxtaposed the “unfeeling” disposition of Aboriginal people with the passive victimhood of settlers, facilitating the circulation of fear across geographical, although administratively porous, boundaries. It also explores how colonial elites cloaked their responsibility in this formation of settler subjectivity in the hope of maintaining a belief in their own humanity towards Indigenous people. Through a discourse of sympathy and compassion men like George Augustus Robinson increasingly sought to challenge the destructive impulses of settler colonialism, emphasising the depravity of convicts and frontiersmen. As this challenge became the central platform of humanitarian governance throughout the 1830s, however, it was less a vehicle for the representation of Indigenous rights as it was a means for colonial elites to retrieve their own sense of Britishness predicated upon the paradox of humane colonisation.

▼ The aim of this thesis is to probe subnational varieties in compensation enacted for war victims in post-war Bosnia and Herzegovina. The current literature in transitional justice posits that mainly the nature of previous conflicts, democratic and economic development, international normative pressures, and the regional clustering of justice explain why only some post-war countries award material assistance to victims (Olsen et al. 2010; Kim 2012; Risse and Sikkink 2013; Powers and Proctor 2015). While these explanations provide critical insights into the processes behind compensation adoption across states, they do not explain why only some victim categories within a state secure compensation. Drawing on a large database of qualitative data ranging from interviews to newspaper articles collected during fieldwork in Bosnia, this thesis explores compensation for military and civilian war victims, victims of torture and sexual violence, and families of missing people. By zooming in on these victim categories in the Bosnian context, this thesis advances a new understanding of compensation for victims as an outcome of complex political, external, and economic influences exerted on the main domestic policymakers. This thesis uses a new analytical framework about the inter-category varieties in compensation that draws upon arguments about bounded agency of war victims who are constrained by the parameters of post-war political structures that to a large degree shape their strategies. I show that the different compensation outcomes can primarily be explained by the varying effectiveness of victims in convincing domestic political authorities that compensation is in their political interest by using framing and advocacy strategies at the domestic and international level. While such strategies are limited by the political and socioeconomic characteristics of the state, victim categories that are able to strategically frame their demands and access resources to mobilize are more likely to secure compensation adoption. Therefore, this thesis introduces three tools that victims can leverage - international salience, moral authority, and mobilization resources - that are shaped by both structural conditions and the victims' agency.

This literary study explores the female condition in four naturalistic novels, namely, Stephen Crane’s Maggie: A Girl of the Street, Edith Wharton’s The House of Mirth, Kate Chopin’s The Awakening, and Gustave Flaubert’s Madame Bovary. The purpose is to reconsider the context of “woman” in this genre by extending from dialectical views with positive and negative connotations towards a reimagining of the “female” with some degree of agency despite claims of “determined conditions” in naturalism. The study’s examination of the heroine’s interplay with “forces” in society illustrates that as exemplified in my chosen novels, these “forces” do not demonstrate total control of an individual’s fate. In exploring the female condition in the novels, the study goes through three steps: namely, examining the condition of the female protagonist in society, analysing the relation between suicide and the role of free will, and investigating the role of the spiritual dimension within the frame of Gaudium et Spes for issues raised in the novels. In relation to the female condition, the study incorporates important issues on female disempowerment and displacement namely, commodification, conspicuous consumption, consumerism, and rugged individualism culled from Marxist-Feminist criticism, Foucault’s and Beauvoir’s concepts on power or free will, and discourses on spirituality within the frame of Gaudium et Spes to clarify issues on marriage, family, human dignity, and self-preservation raised in the novels. It is found that the female protagonist’s non-conformism and defiance of societal “forces” are expressions of willpower that compromises self-preservation and continuity. Despite the socio-cultural disadvantages experienced by the female protagonist, her tragic fate is the result of her choice that suggests a clamour for spiritual regeneration. Her misdirected passions and quest for individuality and self-fulfilment imply a need for something more, which links to the spiritual dimension of her nature. Spirituality within the tradition of Gaudium et Spes highlights the good of the human person with the acknowledgment of divine will, the same aspiration (with emphasis on social awareness) that naturalism conveys for humanity, with its lens however on individual will. Hence, the criticism on naturalism’s reductionist treatment of the non-physical and intense focus on the physical social realities actually point to the same aspiration that Gaudium et Spes projects – the betterment of the human condition and humanity as a whole.

▼ Before the 1960s, most history textbooks in Western Europe hardly contained any information about the ‘Holocaust’. This was partly because contemporary history still was a rudimentary part of the history curriculum. In addition, many teachers and textbook authors did not seem to be willing to discuss the persecutions of the Jews in class. Other (military) aspects of the Second World War gained more attention. Anno 2017, the situation has changed completely: the Holocaust has become one of the most important historical themes in the national curricula of many (western) countries. In 2010 (the last year of my research period), National Socialism and the Holocaust have become mandatory parts of the secondary education curricula in Germany and the Netherlands. In this dissertation I have studied fifty years of narrating the Holocaust in history textbooks for upper secondary education, published between 1960 and 2010, in North Rhine-Westphalia (one of the federal states of Germany) and the Netherlands. Although the number of Holocaust studies has increased sharply since the 1990s, comparative research into the Holocaust in education and textbooks is scarce. In both countries, the Holocaust receives more attention over the years, and there is room for other victim groups such as Sinti, Roma, handicapped people, Soviet POW’s and Poles. Didactical changes are imminent: textbooks provide more illustrations, assignments, primary sources and web-support. In the textbooks, Auschwitz-Birkenau has become the ultimate symbol of the Holocaust, which seems to demonstrate the Western European perspective on the Holocaust; the events in Eastern Europe do not play a significant part in Holocaust narratives. In both countries, textbooks continue to use the perpetrators’ perspective through using Nazi-terminology without proper contextualization and relatively marginalizing (Jewish) victimhood. Most recent German textbooks demonstrate forms of collective accountability for the tragic events, are very thorough in describing the Holocaust and treat the topic as an international set of events. Dutch textbooks continue to witness the persecutions as a matter between the Nazi’s and the Jews, have no attention for the responsibility of Dutch officials, and in general see the Holocaust as a by-product of WWII. Information on the Holocaust in the textbooks is brief, insufficient and often incorrect and incomplete. Instead, the national trauma of the occupation in 1940 is highlighted. The recommendations following this research are enhancing closer relationships between textbooks authors, publishing companies and academic researchers, deconstructing national narratives through offering international multiple perspectives and conflicting opinions, and engaging more research into the use of history textbooks in education, especially about taxing subjects as the Holocaust.

▼ Colombia—home to one of the world’s longest lasting armed conflicts—is currently in the midst of a profound transformation. Over five decades of war are drawing to a close while the Colombian government continues the fraught process of reconciliation. In this critical moment, my dissertation analyzes reparation-mediated encounters between victims of conflict and state reparation administrators as constituting an emerging politics of visibility, in which victims must <i>visibilizarse</i> (make themselves visible) in order to access their rights and reparations. Victim visibility, is not just about victims’ making their experiences visible to the state in order to receive reparations. It is also about the state and its (urban) citizens <i>seeing</i> and becoming conscious of the victim population and the pervasive effects of war. This dissertation builds on over 15 months of multi-sited ethnographic research with two primary groups: (1) the institutional entities that oversee Colombia’s ongoing reparation and reconciliation process and (2) the communities in the predominantly Afro-Colombian rural region of María la Baja, Bolívar that are trying to gain access to their rights as victims. I examine this process through the concept of “critical visibility,” which highlights the oppressive and innovative ways in which victimhood is constructed through acts of visual display and bodily performance. In parallel, critical visibility tracks the way images and public acts reverberate across the political landscape and take on new meanings—sometimes different from the creator’s intention. Through the concept of critical visibility, I expose how—even in times of “peace”—the requirement of visibility perpetuates systematic violence and marginalization against victim communities, especially those of rural and ethnic minority backgrounds. Further, I highlight the creative ways in which these communities transform this requirement into a tool that challenges simplified notions of their victimization and subjectivities. Am Anfang des einundzwanzigsten Jahrhunderts konnte man die Schwächung des amerikanischen „unipolaren Momentes“ und die allmähliche Wende zur Multipolarität betrachten. Die Russische Föderation, ein Staat, dessen Fähigkeiten und Entschlos-senheit stets unterschätzt wurden, hat sich inzwischen wieder auf der internationalen Bühne etabliert. Zudem hat Russland demonstriert, dass es nicht davor zurück-schreckt, Gewalt zur Erreichung seiner außenpolitischen Ziele anzuwenden. Trotz schwächerer Wirtschaft ist es Russland gelungen, die Interessen des Westens in der Region, welche es für seine Einflusssphäre hält, zu vereiteln. Diese Masterarbeit verknüpft die Lehre des offensiven Realismus und des Konstruktivismus mit einem geschichtlichen Zugang, um die Schwächen und Stärken des zeitgenössischen Russlands zu ermitteln. Zusätzlich zur Analyse der Qualität und Ausgangsbedingun-gen der russischen Macht behandelt diese Masterarbeit die Wahrnehmung Russ-lands anhand von vier Merkmalen, welche in der politischen Kultur Russlands zu finden sind: Opfertum, Messianismus, Autokratie und Westenophobie. Gemäß den relevanten Kriterien sollte Russland für eine Großmacht gehalten werden. Die vier obengenannten Merkmale sind immer noch wichtig für das Verständnis der russi-schen Außenpolitik im einundzwanzigsten Jahrhundert.

The beginning of the twenty-first century is witnessing the weakening of the Ameri-can ‘unipolar moment’ and the gradual shift of the international system towards mul-tipolarity. The Russian Federation, a state whose capabilities and resolve were un-derestimated by the West, has in the meantime returned to the international stage. Moreover, Russia has demonstrated that it is not afraid to use force in order to attain its foreign policy goals. Even though it lagged behind in economic terms, Russia has succeeded in hindering Western interests in several region which it considers its own sphere of influence. This thesis combines the teachings of offensive realism and constructivism with a historical approach in order to ascertain contemporary Russia's strengths and weaknesses. Furthermore, in addition to analysing the quality and preconditions of Russia’s power, the thesis places special emphasis on the percep-tion of Russian foreign policy, which is analysed with the help of four traits found in Russian political culture: victimhood, messianism, autocracy, and anti-Westernism. The author has concluded that Russia should be considered a twenty-first century great power, and that the four above-mentioned traits are still relevant for the under-standing of contemporary Russia’s foreign policy

▼ Contemporary Okinawan anti-base activists have attempted to give moral force to the their arguments supporting removal of large American garrisons on Okinawa Island by portraying Okinawans as repeatedly victimized by Japanese and American militaries, beginning with the Pacific War in 1945 through the American Occupation from 1945 through 1972, and continuing through the present. Activists be contemporary perceptions of victimization to past abuses by American military members and mainland Japanese to demonstrate historical continuity. These claims are heavily invested in maintaining that nothing has changed since the occupation ended over three decades ago in 1972. This dissertation introduces specific activist discourses of victimhood, including former Prefectural Governor Ota Masahide's testimony at the Japanese Supreme Court in 1996, where he maintained that Okinawans are a historically pacifist people victimized by Japan and the United States during the 20^th century. I also analyze activist and politician Takazato Suzuyo's perspectives on American military crime before turning to the subject of how local newspapers contribute to victim consciousness through their accounts of U.S. military accidents and incidents. I introduce the pragmatic utility of victimhood discourses deployed by activists and politicians, discussing the emergence of a suffering for subsidies moral economy through which activist claims are redirected by local politicians to bring economic support from mainland Japan. Okinawa's economic dependence on mainland Japanese subsidies is discussed as one of the factors that keep the bases in place despite significant opposition. I consider the possible meanings of a new mall constructed in Chatan Town in the 1990s. The mall, called American Village, was built on former military base land as well as that reclaimed from the sea. I discuss how American Village is an historical outgrowth of Okinawan reappropriation of elements of American culture, and as such, may be viewed as an agentic construction that reverses the gaze on its former occupiers. Finally, I explore the how anti-base activism marginalizes Okinawan women who date or are married with military members. This chapter also discusses the discrimination experienced by Amerasians. ▼ This dissertation examines how the German expellees have represented and commemorated their experiences of World War II and its aftermath in the form of local monuments. More specifically, it presents a critical, interpretive analysis to investigate the historical narratives articulated by these vitally important, yet overlooked memorials. Erected in every decade following the war, more than one thousand local expellee monuments dot the landscapes of every Bundesland in reunited Germany, are located in small numbers throughout the former “German East”, and can be found as far away as the USA and Africa. Drawing its material from the monuments’ individual elements—their forms, inscriptions, iconographies, locations, initiators—this study also explores the commemorative ceremonies held at the monuments, which bring these objects to life. Fusing historical, art-historical, sociological, and cultural-anthropological approaches, I contend that the monuments make profound statements about their initiators’ understandings of the past and disprove the notion that German wartime suffering has been unmentionable or was not permitted in the postwar era. Moreover, while expellee activists suggest that the local monuments construct innocuous, parallel narratives which augment prevailing Holocaust-centered narratives, this dissertation demonstrates the ways monuments dedicated “to our dead”—that is, to German victims of the expulsion rather than to the victims of the Nazis—obfuscate strict perpetrator/victim binaries and contest official memories of the war. In fact, I argue that expellee organizations have used the monuments to shape postwar discussions of victimization by constructing one-sided, de-contextualized narratives of German suffering based on the loss of Heimat (homeland) and on assertions of collective innocence. This dissertation is the first all-encompassing exploration of expellee monuments. The multifaceted approach it employs contextualizes and categorizes thematically the methods and motifs chosen to represent the fates of the roughly 12 million Germans forced to resettle at the end of and after WWII and casts new light on this under-analyzed aspect of German postwar memory culture. Thus, the study contributes to larger debates over German wartime suffering and to the enduring discussions over “coming to terms with the past” in twenty-first century Germany. ▼ This dissertation investigates how different stakeholders have competed over the interpretation and commemoration of the Aum Affair. The Aum Affair was a series of crimes committed by new religious movement Aum Shinrikyō between 1988 and 1995, which culminated in the gassing of the Tokyo subway system using sarin in March 1995. The Tokyo attack was the largest act of terrorism in post-war Japan. I combine qualitative methods of media analysis, interviews, and participant observation to analyse how different stakeholders have narrated and commemorated the Aum Affair. I propose ‘collective trauma’ as a revised theory of ‘cultural trauma’ to describe an event which is represented as harmful and indelible to collective memory and identity. In contrast to ‘cultural trauma’, which stresses the importance of symbolic representations of traumatic events, ‘collective trauma’ considers other ‘material’ processes – such as establishing facts, collective action, state responses, and litigation – which also contribute to trauma construction. My overarching argument is that various stakeholders – including state authorities, mass media, public intellectuals, victims, and former Aum believers – have constructed the Aum Affair as a collective trauma in multiple and conflicting ways. Many media representations situated Aum as an evil ‘cult’ which ‘brainwashed’ believers and intended to take over Japan through terror. State authorities also responded by treating Aum as a dangerous terrorist group. In some instances, these binary representations of Japan locked in a struggle against an evil force led to municipal governments violating the civil rights of Aum believers. Some individuals such as public intellectuals and former believers have challenged this divisive view by treating Aum as a ‘religion’, not a ‘cult’, and locating the root causes of Aum’s growth in Japanese society. Additionally, victims and former members have pursued divergent goals such as retributive justice, financial reparations, and social reconciliation through their public actions. A key conclusion of this dissertation is that whilst confronting horrific acts of violence may require social construction of collective trauma using cultural codes of good and evil, the entrenchment of these symbolic categories can result in lasting social tension and division.

▼ This dissertation discusses the rebuilding of cities after war in the context of the changing character of warfare and the increased expectations for societies to deal with difficult pasts. Departing from studies that approach post-war reconstruction focusing on the functional dimension of infrastructural repair and housing relief or on debates about architectural form, this dissertation examines reconstruction through the lens of the process of ‘coming to terms with the past’. It explores how understandings of victimhood and responsibility influence the rebuilding of urban space. Conversely, it argues that cities and architecture, through the meanings ascribed to them by various actors, play an important role in dealing with the past. Building on the moral philosophy of Theodor Adorno and Hannah Arendt, it discusses the potential of reconstruction for societies to work through the past, then it engages with frictions highlighted by three situations of rebuilding after different types of war. First, it examines the rebuilding of Belgrade as the capital of socialist Yugoslavia after the aerial bombings typical of the Second World War. Second, it analyses reconstruction debates in the same city after the 1999 NATO bombings, a high-tech operation, framed by NATO as a preventative, humanitarian intervention against a ‘perpetrator’ state. Third, it discusses rebuilding processes in Sarajevo, where destruction was inflicted between 1992 and 1995 by actors internal to the country, albeit with international ramifications, exemplary of Mary Kaldor’s ‘new wars’. Based on thirteen months of fieldwork conducted in Belgrade and Sarajevo between 2012 and 2015, it analyses intentions and consequences of reconstruction acts. It suggests the potential and the challenges of a reflective reconstruction, which engages critically with the past, and of a syncretic place-making reconstruction, which focuses on place and its agonistic promise. Its main contribution is to highlight the essential relationship between reconstruction and coming to terms with the past, arguing for an understanding of reconstruction with regards to conflict itself.
