Magistrska naloga z naslovom: Dnevne migracije in prost pretok delovne sile in storitev v Evropski uniji na primeru Avstrije je sestavljena iz dveh delov: s teoretičnega in z empiričnega. Evropska unija na kratko EU je gospodarska in politična povezava 28 evropskih držav. Ustanovljena je bila po drugi svetovni vojni, s Pogodbo o Evropski uniji (Maastrichtsko pogodbo). Migracije predstavljajo gibanje ljudi iz enega kraja v drugega. Dandanes so v družbi zelo kompleksen in raznovrsten pojav. V največji meri pa se vse vrti okoli denarja, ki v današnjih časih obrača svet. Največji delež ljudi se seli, da bi dobili boljšo službo, zaslužili več in seveda posledično živeli boljše življenje. Med tipi migracij prevladujejo ekonomske migracije. Velik je tudi delež ilegalnih migracij, ki označujejo nedovoljen prehod državne meje. Prost pretok delovne sile poleg prostega pretoka storitev, blaga in kapitala predstavlja eno od štirih temeljnih svoboščin na notranjem trgu Evropske unije. Pri teoretičnem delu spoznamo pojme kot so: Evropska unija (osnovne informacije o Evropski uniji, njeno širjenje, delovanje, institucije in organe, naloge in težave), migracije (vzroki, posledice, vloga migracij v današnjem času, vpliv globalizacije na migracije) in prost pretok delovne sile. V empiričnem delu magistrske naloge smo želeli dejavnike dnevnih migracij spoznati tudi v praksi. Raziskavo smo naredili s pomočjo anketnega vprašalnika, ki smo ga razdelili med tiste, ki so zaposleni v Avstriji. Zanimalo nas je, zakaj so se anketiranci odločili, da si zaposlitev poiščejo v Avstriji, kaj so prednosti le-te, v katerem sektorju so zaposleni, v kako velikem podjetju delajo, koliko kilometrov prevozijo, da prispejo v službo ter ostale zadeve v zvezi z zaposlitvijo, ki so opisane v analizi ankete.

This Master's thesis entitled 'Daily commutes and free movement of labour and services in the European Union on the example of Austria’ is made up from two parts: theoretical and empirical part. The European Union (EU) is a politico-economic union of 28 European countries. It was founded after the Second World War with the Treaty on European Union (Maastricht Treaty). Migrations are movements of people from one location to another. In today’s society these represent very complex and diverse situations. They are mostly linked to money which makes the world go round. People often migrate in order to gain better employment, earn more money and consequently lead a better life. Among various types of migration, economic migration is certainly prevalent. There is also a high number of illegal migrations defined as illegal crossings of state borders. Free movement of labour beside the free movement of services, goods and capital is one of four fundamental freedoms of the European Single Market. L'histoire des logements sociaux en France est intimement liée à celle de l'architecture moderne et de l'urbanisme. L'expérience coloniale marocaine (1912 - 1956) joue un rôle important dans l'évolution de ces derniers; le Maroc leur servant de terrain d'expérimentation pendant l'entredeux-guerres avant que les concepts développés ne soient transférés en France métropolitaine. L'objet de cette étude est de démontrer comment l'expérience coloniale marocaine eut une grande influence sur les politiques de logements sociaux menées en France métropolitaine entre 1912 et 1980. Le principe de l'histoire croisée permet d'analyser les transferts qui eurent lieu entre les deux pays, comment chacun des pays influencèrent l'évolution des concepts transférés et comment ces transferts influencèrent les politiques nationales. L'étude des villes de Bordeaux en France et de Casablanca au Maroc permet d'étudier l'application de ces politiques nationales au niveau local et d'analyser comment ces différentes politiques modifièrent le visage des deux villes.

The history of social housing in France is strongly connected to those of modern architecture and urbanism. The Moroccan colonial experience (1912- 1956) plays an important role in the evolution of both fields. Morocco served both of them as a field of experimentation during the interwar period, before the developed concepts get transferred back to France. The goal of this study is to demonstrate how the Moroccan colonial experience influences the social housing policies that have been done in-France between 1912 and 1980. The concept of histoire croisée allow to analyze which transfers take place between both countries, how each of both country influence the evolution of the transferred concepts and how these transfers influence the national policies. The study of Bordeaux in France and Casablanca in Morocco allows to analyze how theses national policies get applicate on local level and to study how these differences policies change the face of both cities.

Cette thèse étudie le choix optimal du système de retraite en Palestine. L'économie palestinienne se caractérise par un très faible niveau de protection sociale et un taux de pauvreté élevé .Le premier chapitre présente une analyse de l'environnement démographique, social et économique en Palestine. Le deuxième chapitre propose une revue de littérature sur les systèmes de protection sociale. Le troisième chapitre analyse le taux d'accès au système de protection sociale en fonction de différentes s caractéristiques socio-économiques. Le quatrième chapitre présente une analyse économétrique de la décision de participer au système de retraite. Le cinquième chapitre, en mobilisant le modèle PROST (Banque Mondiale), propose une analyse prospective du système de retraite en Palestine. L'étude prospective détermine le taux de cotisation approprié en fonction de plusieurs scénarios de chômage et son impact sur l'équilibre du système de retraite en prenant en compte la situation spécifique des femmes en Palestine.

This thesis aims to explore the optimal choice of retirement system for the Palestinian case motivated primarily by the problems of high poverty rate and the noticeably low coverage rate of social security.Accordingly, the first chapter focused on the environmental analysis of the Palestinian case. The second chapter focused on the literature review of social security. The third chapter explores the access rate to social security systems in each aspect of social security by socioeconomic characteristics. While, fourth chapter present an econometric analysis about the decision to participate at the pension system. Finally, chapter five presents and discusses guidelines for an optimal alternative pension reform followed by a projection test for proposed parameters of DB scheme using PROST model (World Bank) in several scenarios. The results determined the most important characteristics that increase the probability to participate to a pension system. Further, the projection shows the proper contribution rates in each unemployment scenario and its impact on the balance of the system and adequacy of income given the specific situation of females in Palestine.

▼ Cette recherche porte sur les pratiques artistiques usant de la flânerie comme moyen d'investiguer et d'habiter l'espace urbain actuel. Le point de départ de cette réflexion se trouve dans les écrits du poète français Charles Baudelaire. Au milieu du XIXe siècle, ce dernier amorce une réflexion portant sur l'expérience urbaine à l'aube de l'industrialisation. Dans ce contexte, Baudelaire développe une première conception de la flânerie comme l'émergence d'une nouvelle personnalité sociale qu'il lie à la figure de l'artiste et à une nouvelle forme d'expérimentation de la ville. Cette figure baudelairienne du flâneur constitue le point nodal de nombreuses pratiques artistiques, en particulier depuis les années soixante jusqu'à aujourd'hui. Par exemple, les œuvres de Vito Acconci, André Cadère et Tehching Hsieh introduisent des problématiques liées à la flânerie dans leurs pratiques artistiques. En amont de ces œuvres, se met également en place une démarche à la limite de l'art. Durant les années cinquante, L'Internationale situationniste développe une conception de la flânerie comme dépassement de la forme artistique pour s'immiscer dans l'expérimentation concrète de la ville. Ce procédé, associé aux concepts de dérive et de psychogéographie, vise à transcender le statut de représentation de l'œuvre d'art pour confronter l'expérience urbaine. Dans la même optique, cette recherche a également pour objectif de comprendre le processus urbain et la dynamique qui influence l'expérience même des lieux. Pour ce faire, cette recherche s'est notamment intéressée aux écrits de Walter Benjamin, Georg Simmel, Henri Lefebvre, Susan Buck-Morss, Marcel Hénaff et David Harvey pour tenter de saisir les transformations marquantes de la ville depuis la révolution industrielle jusqu'à nos jours. Les transformations urbaines qui ont façonné la ville moderne sont alors intimement liées à la survie et à l'expansion du capitalisme. Ce long processus urbain s'inscrit aujourd'hui dans un nouveau contexte qui est défini comme postmoderne, en référence principalement aux écrits de Fredric Jameson et de Marc Augé. Dans ce contexte actuel, cette recherche s'est intéressée plus spécifiquement à la situation urbaine dans un cadre géographique précis, c'est-à-dire la grande région métropolitaine de Montréal et aux pratiques artistiques qui y prennent place. ▼ Le mémoire qui suit porte sur les relations entre l'art actuel québécois et la vie quotidienne. Nous cherchons à étudier plus particulièrement les modes d'appréhension de la vie quotidienne des pratiques artistiques de BGL, de Jean-François Prost et de Devora Neumark. La proximité de ces pratiques avec l'espace quotidien engendre une modification des paramètres traditionnels, non seulement de création mais également, de réception des oeuvres et des interventions. Ces dernières misent sur l'exploration de l' « indécidabilité », de la mouvance et des « entre-deux » pour engendrer des manières inédites d'envisager l'espace quotidien. Leurs oeuvres et leurs interventions créent des rapprochements et des mises à distance, par rapport à la vie quotidienne, qui remettent en question la vision homogénéisée et standardisée du monde contemporain. Nous étudierons, dans un premier temps, le contexte de création des oeuvres et des interventions, nous mettrons l'accent sur « l'expérience sociale du quotidien ». Deux caractéristiques prédominantes du monde contemporain, l'excès et le paradoxe, nous permettront, par la suite, d'analyser les transformations de ce dernier. Nous étudierons la façon dont les artistes actuels investissent l'espace quotidien au moyen de tactiques. Ces « manières de faire » mettent l'accent sur la mobilité en se jouant des frontières et de la rigidité des normes sociales. Les tactiques artistiques permettent à BGL, à Prost et à Neumark d'appréhender la vie quotidienne de manière autre, d'une part, en explorant et en activant des «mi-lieux» et d'autre part, en adoptant une posture artistique similaire à celle de la figure théorique du nomade. Ensuite, les études de cas seront analysées en fonction des notions de rituel et de jeu. Ces notions, aux fondements de la « socialité », nous permettront d'analyser de manière plus spécifique les relations qui se tissent entre l'individu et le collectif lors des pratiques artistiques. Ces dernières permettent aux artistes d'instaurer des rapports ambigus à l'espace quotidien par le biais de « l'agir mimétique ». Enfin, à la lumière de ces études de cas, nous verrons que les oeuvres et les interventions contribuent à allier le corps physique et le corps social, en générant des relations qui sont autant locales que globales. Les oeuvres et les interventions touchent ainsi le récepteur par le biais de la médiation corporelle, tout en s'inscrivant dans le réseau de pensée qu'est « l'écologie cognitive ». Les agencements, créés par les relations esthétiques, contribuent également à rapprocher les oeuvres et les interventions de questions d'ordre politique et éthique. ▼ Ultra-Wideband (UWB) is an emerging wireless technology that has attracted many applications in modern day communications. Its ability to provide high data rates at very low complexity makes the system attractive for many indoor high-speed wireless communications. UWB signal can be transmitted by either impulse radio (IR) or multicarrier techniques. Impulse radio technique in particular, is a carrier less technology using pulses in the range of nanoseconds or less providing a low complexity, low power and low interference susceptible wireless system. These features motivate the usage of energy detection based receiver structures that operates at very low power. With the recent developments in UWB technology, a promising feature of this system is to provide high data rate with transceivers operating at very low power. High data rate on the other hand can be achieved only by using a complex modulation schemes that requires more transmitted power. As a limitation in the spectral emission associated with UWB, only low-level modulation technology can be used in UWB systems. Hence, in order to achieve high data rates using low-level modulation schemes, the Inter-symbol interference (ISI) becomes unavoidable. Decision feedback equalization (DFE) is one of the signal process techniques that can be used to mitigate the effects of ISI. This thesis proposes an energy subtraction algorithm combining with the principles of DFE to mitigate the effects of ISI in an impulse radio UWB system employing energy detection receiver. Computer simulations have been performed to verify the operation of the new proposed algorithm under UWB channel characteristics and relevant comparisons have been made with the basic energy detection receiver. Simulation results show that the ISI can be effectively mitigated with low system complexity. ▼ Frequent emergency department (ED) use has been studied for decades but frequent ED user subgroups have not been adequately studied, classified, and validated by the research community so designing clear, focused policies have remained problematic. This study used a cross-sectional design, using secondary data obtained from national Veteran Health Administration’s (VHA) administrative databases for fiscal years 2010- 2011 in order to inform and enhance the VHA’s understanding about frequent ED users among the Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) veteran group through the classification of distinct subgroups within the frequent ED user group including examining factors that explain variation in ED utilization among OIF/OEF veterans, address whether using Department of Veterans Affairs (VA) secondary data sources can classify distinct subgroups within a frequent ED user population, and determine if prior fiscal year ED utilization and associated factors can be used to predict future ED utilization. Using counts of ED visits as the dependent variable, results indicated that 5.2% of all ED OEF/OIF veteran users could be considered frequent ED users which is in alignment with previous studies. The adapted model of Andersen’s Behavioral Model of Health Services Use was adept at selecting predisposing, enabling, and need variables for our predictive models with a Zero-inflated Negative Binomial (ZINB) regression model. Results showed that veterans over 30 years of age within the OEF/OIF cohort had significant decreased odds of having another ED visit compared to the younger under 30 group. Compared to Whites, Blacks or African Americans were the only race group found to be significantly more likely to have increased numbers of ED visits. However, the final ZINB predictive regression model was unable to accurately predict future year utilization using only one prior year’s utilization and associated factors. Three distinct subgroups within ED users were identified, classified and characterized in this study: The Low ED-use/Low EDR subgroup constituted the majority of the sample, Based on primary care use, this subgroup has a primary care physician but never use the ED except in rare circumstances when they find themselves in the ED due to a traumatic event such as a broken bone, car accident or other type of true emergency; The Low EDuse/High EDR subgroup, which consisted of veterans who based on primary care use also have a primary care physician who helps them manage a chronic illness such as Asthma or Diabetes but had an incident where their chronic illness gets out of control after business hours and requires a trip to the ED for care. ▼ After a wide proliferation in the last decades, nowadays standards are globally diffused and are having effects on world market. Adoption of public standards grew both in numbers and variety, including several areas like nutrition, health, quality, safety, environment and social concerns. Standards introduction is a controversy issue. Their adoption has been justified as a response to consumers concerns, but they are also having effects on trade. Several authors pointed out that public standards represents a new form of non tariff barriers (NTBs) and protection-in-disguise. Nevertheless, some empirical observations showed that standards may be anti-protectionist when foreign producers are more efficient in comply with standards than domestic ones. Parallel to public standards, food companies have increased the introduction of private standards. Private standards are adopted in the same domains as public standards (e.g. food safety and quality) to increase consumers’ trust and promote product differentiation. Private standards may also serve to preempt government regulations, in order to induce weaker public standards. In this context, we analyzed the role of public and private food standards on the global food market. We focus on GMO standards given the relevance and sensitivity of this issue, both politically and commercially, in developed and in developing countries. In the first chapter we present the problem of food standards, providing classification and definitions and discussing economic effects on trade and welfare and problem related to their measurement. In the second chapter, we developed a composite index for 60 countries distributed in all continents. The index is obtained by assigning a score to main components of the GMO regulation: approval process, risk assessment, labeling, traceability, coexistence and membership in international agreements. The overall index is obtained by score summation and normalization, so that it ranges between 0 and 1. Higher values correspond to more stringent regulations. Moreover, we studied the socio-economic determinants of GMOs regulation among country pairs. We calculated two different measures of the bilateral GMO index, namely GMOwij and GMOdij, for comparison purposes. Explanatory variables are classified in three groups: trade costs, institutional differences and economic controls. Our econometric strategy is to compare three different OLS regression specifications. The first is a pooled specification, in the second we include country fixed effects and in the third we include country fixed effects coupled with a dummy variable controlling for EU membership. Results showed that health expenditure and trade flows are significant determinants of similarity in GMO standards. Countries with different health systems and health protection investments may adopt dissimilar GMO standards. ▼ In the last decades, the structure of agricultural input industries has changed very rapidly. Private sector investment in agricultural and food research and development (R&D) has grown dramatically, while public-sector investments remained relatively constant. Private-sector plant breeding has been the fastest growing segment of the private research portfolio. Mergers, acquisitions, strategic alliances, and some divestiture have characterized the sector (Shoemaker et al., 2001). The number of patents of agricultural innovation has increased as a reaction to both the intervention of the private sector and its needs of intellectual property rights, and the 1980 Bayh-Dole Act, which enabled universities to patent results of research financed with federal funds (Yancey and Stewart, 2007). Research and development in the agricultural sector was traditionally provided by public research institutions (Alston et al., 2001), but the recent introduction of innovative research tools and technologies, usually owned by private firms, allowed them to become the leading actor in agricultural inputs production. Among new technologies, biotechnologies have many applications in agriculture, including diagnostics, vaccines and therapeutics for animal health, DNA fingerprinting, marker assisted selection, intragenics and genetic engineering to develop genetically modified (GM) plants (Beuzekom and Arundel, 2009). Over the past decades, scientific discoveries in agricultural biotechnology accelerated and the use of patents and other intellectual property rights (IPRs) instruments increased proportionally to the number of final agbiotech products on the markets. Patents are a functional information tool to study changes, development and transfer of agricultural input innovations. Several studies examined the role of patents in the developmentand use of plant biotechnologies (i.e. plant transformationtechniques and structural genomics) showing that patents are important in inducing private firms to develop these platform technologies. Patent protection boosted the commercialization of many GM varieties. The impact of IP protection on public research appears ambiguous. Some authors suggest that the adoption of IP protection instruments gives public research institutes the opportunity to raise funding and provides incentives to researchers to produce innovations. Moreover, although the use of IPRs may seem to be in conflict with the traditional role of universities, which is to create, sustain and disseminate knowledge as a public good, it may be a way to increase social welfare. Maredia et al. (1999) argue that IP protection can be compatible with the mission of public organizations, especially in those cases where private firms underinvest in R&D due to small markets, high R&D costs and technological complexity. ▼ In Sardinia abandoned granite by-products stockpiles deriving from different excavation and processing methods are becoming an environmental and economic concern. Currently, these materials derive mainly from the ornamental quarry industry, very active in the region since late 1900’s, but also from civil engineering works consisting of tunnels, dams and other excavation projects. The storage of granite by-products in such great amount and for long periods produces damage to the environment, in terms of alterations of the landscape that can be temporary but in several cases permanent wen waste deposits become part of the landscape surrounding, subtracting large extensions of land to more important purposes such as agriculture. Also there is the visual and air pollution problem due to the suspension of fine particles in the air that these materials can produce when exposed for years to environmental climate conditions. The possibility of using of such materials that are already been extracted and that for them energy and therefore CO2 emissions has already been spent, would decrease the use of other natural aggregates that have yet to be excavated instead. Reducing the exploitation of non-renewable natural resources and limiting consumption of energy and CO2 emissions. In order to limit and in some cases solve some of these problems this thesis takes in to account the possibility of using granite by-products for road construction purposes. The possibility of using these materials, that in many cases are considered a waste, as a valid alternative to other aggregates that normally are used in pavement layers could decrease road construction costs. In this research granite by-products from the Sarrabus-Gerrei region were studied to evaluate the physical and mechanical properties to assess the possibility of using them to their fullest extent in both unbound and bound pavement layers. Three types of granite byproducts deriving from the same mother rock but subjected to different processes were studied. Two resulting from: Drill and Blast (D&B) and Tunnel Boring machine (TBM) excavation methods. The third material was obtained from the crushing of the larger blocks obtained during D&B excavation. The work reported herein describes test conducted in order to determine the best suitable application according to the type of layer in which use such material, evaluating the possible variations in terms of physical and mechanical characteristics that granite by-product performed when subjected to different processes. A preliminary characterization was conducted evaluating the environmental compatibility of such materials, based on Italian regulations on the use of excavated earth and rocks. The results of such tests were important to assess and determine the possible application in road pavement layers. Firstly, unbound layers were studied, analyzing aggregate properties and performing tests on different mixes. This research aims to use a current resource available in high quantities in Sardinia to optimize the uses of the extracted materials and not to take just advantage of the Region. The mining activity in Sardinia, which is very important since ‘60s, during these years, has produced huge amounts of granite by-products. The ornamental use of granite is an important money source for Sardinia. Unfortunately, as the virgin material extracted must have high aesthetic qualities, many rock blocks are rejected. This research has the aim of making the most of the material stored in a quarry sites and of optimizing the uses of resource stone examined. The target is the use of granite by-products as material with high mechanical featured to be used for road pavements, from the foundation to surface. This research gives you the opportunity to make the most of regional resources, to minimize the thickness of asphalt, reducing the maintenance and realization costs. This is a good start for the Island to make money of something easy to export. Granite by-products will be used for the construction of innovative road pavement design. The Inverted Pavement Technique, studied and developed in South Africa since 1950, is going to be used for road infrastructure. In particular, I have focused the attention on the behavior of granular base layer. Thanks to this technique is actually possible to take advantage of mechanical features of base layer, creating base layers that assure high and long lasting performances with almost zero environmental costs. The Project is finalized to a sustainable design by using resources, considered as waste so far, present in the Sardinian Land and the minimal use of exhaustible and expensive row materials as asphalt layers. The increasing costs of petrol products and their limited availability leaded to find alternative solutions to flexible infrastructure everywhere in the world. Another target was to make sure that European and South African Regulation matched regarding granular aggregates. Through laboratory testing physical, chemical, and mechanical features of granite by-products were analyzed comparing to Dolerite, used in South Africa in the Inverted Pavement Technique.

▼ Indian forests are predominantly (98.46%) owned and managed under command and control system by State through State Forest Departments (SFD) since 1865. Numerous legislations enacted by the States since 1865, has alienated people from forests, and curtailed their forest related rights severely. However, owing to acute dependence on forest for habitation and livelihood needs, tribal and other forest dependent people continue to stay and use forests unauthorisedly, facing stiff resistance of SFD‟s. Their prolonged struggle for recognition of their forest related rights has led the Government of India to enact “Forest Rights Act” (FRA) in the year 2006, which confers host of forest use and habitation rights to the forest dependent communities. It also empowers them to protect and manage the State owned forests. Such empowerment places them on equal footing with SFD in management of State owned forests and lead to existence of two parallel power structures at village level. Therefore, the FRA is considered as an important piece of legislation in decentralisation of forest governance to grass root level in India and expected to affect the working pattern and resilience of SFD‟s. Thereby, the implementation of FRA is likely to result in conflict between SFD and forest dependent communities due to their differing interest in forest management. Despite of enactment in the year 2006, the FRA has not yet implemented in many States in India. Among various reasons cited for poor progress, non-cooperation from SFD is also considered as a major factor. Contrary to the accusation, the Madhya Pradesh Forest Department (MPFD) in India is actively involved in implementation of FRA and the State of Madhya Pradesh leads other States in FRA works in India. Thereby, the MPFD provides scope to assess the effect of FRA on Forest Department working and its resilience. To assess these issues, a perception study was conducted among the forest officers of Madhya Pradesh, working at State, district, and village levels on how they view the effect and changes caused by FRA and their perceived position in the changed environment
