▼ Since the 1970s, Anglo-American countries have begun to attach importance to
educational accountability. In view of the limited national resources, people advocate
the universities accept inject resources while also assuming the responsibility to make
good use of them, and must allow the public to understand the operation of the
University of achievement, that is its educational effectiveness. However, it is not easy
to measure the effectiveness of education. Among the many ways, building the
educational
evaluation system is seen as the most direct and effective way. Many
countries began to establish a series of educational standards for the domestic education
system. They are in an attempt to get objectivity, reliable measure results, and periodic
evaluation through a consistent standard, to ensure the enhancement of the quality of
university education.
Taiwan was affected by this trend, and in 2007, we also published
university
evaluation approach, the sources of law of the formal establishment of the
university
evaluation system. Under the Governmentâs active implement of
evaluation system, the
current higher education accreditation system has been completely dominated by the
evaluation system, which forms a culture of
evaluation. It is curious that this study, our
evaluation systemâs development so far, whether it has certainly enhanced the quality of
higher education as our original concept? Although in the past numerous
university
evaluation studies have been published, there was little literature that explored the
university evaluation systemâs effect on
university education from a holistic point of
view. Therefore, this study is to analyze the educational system through
systems
thinking within the four major participants: the interactions between
university,
government, industry, and teacher. We use them to explore the impact of
university
evaluation system brings.
In this study, we use literature analysis and interviews to collect data, and system
archetypes to analyze the impact of
evaluation system by government. After analysis,
the study found that
evaluation system can play a role of supervision in the short term,
but in the long run, it will produce many unexpected side effects, which are not
conducive to the development of Taiwan's higher education system. Finally, this
research tries to provide suggestions for the current
evaluation system of Taiwan, from
the perspective of
systems thinking, hoping to improve the impact that current system of
evaluation brings.

▼ Academic institutions across the world and specifically m Kenya have welcomed the
revolution of modern Information Communication Technology (ICT) and are increasingly
spending for delivering their courses to students electronically. However, despite the
implementation of these technologies as content delivery channels, students have different
perceptions in regard to E-Iearning systems.
The research project was based on a case study of Kenyatta University (KU) which uses a
Moodie E-Iearning platform. Evaluation of the E-learning system in Kenyatta University was
done so as to establish its success from the students' perspective and validate the E-Iearning
Success Model in this context. The researcher chose this Model because it makes the process
approach explicit to measure and assesses success and also includes success metrics developed
specifically for the E-Iearning context being investigated. Using quantitative methods,
specifically a survey questionnaire based on the five- point Likert scale, students' responses
regarding the overall use of the system were gathered. Further more, the Clyde and LeePost's
E-Iearning Success Model was tested.
The findings of the study revealed that the system under study was quite successful from the
student's point of view and six factors of the E-Iearning success model were closely inter
related. The E-Iearning model was also found to be well structured and suitable to measure
success of E-Iearning systems in the Kenyan context. The hypothesis that success of system
design is essential to the success of system delivery, which, in turn, affects the success of system
outcome, was found to be supported.
Understanding the problems relating to education and training in an E-Iearning environment and
how the problems can be addressed should help the country (Kenya) develop more effective
policies and systems to ensure that current and future systems are both effective and sustainable.
This research on the success of the E-learning system has identified that other factors need to be
considered besides just providing access and implementing the technology. The extra
measurement items added by the researcher besides the ones in the research model were found to
be essential in determining the success of the E-Iearning. Identifying important success factors,
this research enables new, as well as more experienced E-Iearning project leaders, to have higher
chances to succeed in E-Iearning implementation and use in their Institutions/organizations

▼ Heterogeneous wireless networks expand the network capacity and coverage by leveraging the network architecture and resources in a dynamic fashion. However, due to the presence of different communication technologies, the Quality of Service (QoS)
evaluation, management, and monitoring of these networks are very challenging tasks. Each communication technology has its own characteristics while the applications utilising them have their own QoS requirements. Most current methods are based on analysing the QoS of each application or access network separately. However, these methods do not combine the performance of all the applications and the radio access networks while reporting the QoS of the overall configuration. Therefore, it is hard to get any aggregate performance results using these methods. To fill this gap, in this thesis, a methodical approach is adapted for the QoS analysis of these types of networks. At first, the approach uses a simple fixed weight-based method, and then moves to a more complex dynamic weight-based method and in the end integrates the concepts of fuzzy logic. The proposed methods consider the significance of QoS-related parameters, the available network-based applications, and the available Radio Access Networks (RANs) to characterise the network performance with a set of three integrated QoS metrics. The first metric denotes the performance of each available application on the network, the second one represents the performance of each active RAN on the network, and the third one characterises the QoS level of the entire network configuration. Using the fixed weight-based method, the weights for the QoS-related parameters, applications, and RANs are defined based on their significance relevant to a given situation. Then, the dynamic weight-based method determines the weights of these entities dynamically by incorporating the changing circumstances of the network. Although, the dynamic weight-based method can account for the active changes of the network, it has some limitations. For instance, it cannot capture the underlying uncertainty of network dynamics. To overcome these limitations, the concepts of fuzzy logic are adapted for further enhancement of the QoS evaluations. This results in a methodical approach that is particularly useful for QoS management, and monitoring of complex networks, consisting of different configuration settings, various network technologies supporting different applications. Therefore, it can quantify the performance of heterogeneous network-based service models by a unified QoS metric. This approach is also useful when some specific network-based service models are re-deployed from one region to another region. Each area has its own service requirements and technology availability. As a result, the service model, which demonstrates better performance in one context, is not necessarily going to have the same outcomes in another region. ▼ Firefighting foams are categorised based on their composition and use into two classes: Class A and Class B. Previously, Class B foams were widely used in extinguishing fires involving flammable liquids, however, many Class B foams contain fluorinated compounds and have since been deemed detrimental to the environment and human health (Department of Environment and Heritage Protection 2016). As a result, there has been a recent push to utilise Class A foams over Class B foams, however the ecological effects of the use of Class A foams, particularly in NSW, has not been fully determined. The ecotoxicological and microbial effects of two Class A foams, ‘foam 1’ and ‘foam 2’, in three NSW soils were studied. The foams were applied as a foam/water mixture with a v/v concentration of 0.4% foam. This represented the foam concentration commonly employed in Compressed Air Foam
systems (CAFS), which is a technique used for the generation and application of foam for firefighting purposes. The effects of exposure to these foams in the three different NSW soils were evaluated at three different lengths of exposure – freshly exposed (day 0), 7 days of exposure and 30 days of exposure. The experiments were conducted under controlled laboratory conditions and ambient outdoor conditions. The effects of germination and growth of Latuca sativa and Triticum aestivum as a result of exposure to foam 1 and 2 under these conditions were evaluated. The results of testing utilising Latuca sativa were invalid, however testing utilising Triticum aestivum indicated no significant inhibition of emergence of growth in seedlings as a result of exposure to the two Class A foams. The effect of exposure to foam 1 and 2 on the behavior of Eisenia fetida/Eisenia Andrei was evaluated utilising controlled laboratory conditions and the same lengths of exposure (0, 7 and 30 days). Avoidance was observed for foam 1 in one soil type, however no behavioural changes were observed in any other foam or soil combination. The observed avoidance for foam 1 in the one soil can therefore not conclusively be linked to the application of foam. Changes in microbial activity in the three NSW soils as a result of exposure to foam 1 and 2 at day 0 and day 30 were evaluated. No significant inhibition of microbial activity was detected in any soil/foam combination. The results of this study indicate no significant ecotoxicological or microbial effects on a variety of soil
systems as a result of exposure to the two Class A foams.

▼ The Cooperative Research Centres – Projects program, began in 2016. This qualitative study investigates the experience of twenty-five CRC-P participants in the first two rounds of the program along with four informed observers.
Three main outcomes emerge from the research. First, in contrast to the interorganisational and public policy literature on collaboration, a relational model reflecting strategic cooperation appeared evident. Second, boundary spanning by post-doctoral graduates bridged the two worlds of academia and industry. Finally, three levels of outcomes were identified in the interviews, codified by the author as primary, secondary and tertiary outcomes.

▼ Este estudo parte do pressuposto que os atributos qualitativos das vias para pedestres têm um impacto direto sobre os níveis de acessibilidade do local em que estas vias formam uma rede. A partir desta hipótese, o objetivo principal desta pesquisa foi incorporar medidas qualitativas na configuração da rede de vias de pedestres que compõem um modelo de acessibilidade, a fim de avaliar o impacto das mudanças propostas nos resultados do modelo. Um modelo multicritério para avaliação de acessibilidade, baseado em SIG, foi tomado como referência para as alterações propostas, que foram testadas em um estudo de caso desenvolvido no campus sede da Universidade Federal de Sergipe, Brasil. O estudo envolveu os seguintes procedimentos: coleta de dados; cálculo dos valores de acessibilidade com o modelo original; inserção de atributos qualitativos na rede do modelo e cálculo dos valores de acessibilidade após as mudanças; comparação dos resultados obtidos com os dois modelos; e avaliação dos níveis de acessibilidade relativa. Valores de acessibilidade relativa são obtidos a partir de uma comparação entre os resultados encontrados para os usuários com restrições de mobilidade e os resultados encontrados para usuários sem restrições de mobilidade. Os resultados confirmaram que as medidas qualitativas de vias para pedestres afetam os valores de acessibilidade, se comparados com os valores calculados com o modelo que considera apenas as distâncias entre origens e destinos como impedâncias. Além disso, a combinação dos efeitos da velocidade e da distribuição espacial dos destinos-chave fez com que os nós da rede mais distantes da região central apresentassem baixos índices de acessibilidade, apesar de em muitos casos pertencerem a segmentos de rede bem classificados na avaliação de qualidade realizada para o estudo. O grupo de deficientes visuais foi o mais prejudicado no caso estudado, o que de certa forma contraria o senso comum, de que os cadeirantes são os mais prejudicados em se tratando de acessibilidade. Este resultado é, no entanto, uma consequência direta da topografia do campus, que se situa em um terreno praticamente plano. Se não são criadas barreiras artificiais, o local é, em princípio, favorável a deslocamentos de cadeira de rodas.
This study is based on the assumption that qualitative attributes of pedestriansṕathways have a direct impact on the accessibility levels of the site in which these paths form a network. ▼ Building on Shulruf, Hattie and Tumen (2008), this work examines the capacity of various National
Certificate in Educational Achievement (NCEA)-derived models to predict first-year performance in
Biological Sciences at a New Zealand university. We compared three models: (1) the ‘best-80’
indicator as used by several New Zealand universities as a predictor of grade point average (GPA); (2)
the ‘best-80’ as a predictor of outcome grade in biology courses and (3) ‘domain status’ in biology and
chemistry as a predictor of outcome grade. These models span quantity, quality and competency
measures in examining student performance and success at both university-wide and specific
disciplinary levels. Results show that the models explain between 25 and 45% of the variance, which
may present challenges if one of these models were to become the sole determinant for enrolment and
limitation of entry policies, but can be useful in an advisory capacity.

▼ Esse estudo relata a geraÃÃo e sistematizaÃÃo de conhecimentos, levando a reflexÃes conceituais, teÃricas e aplicadas sobre sistemas de educaÃÃo corporativa. Parte do pressuposto de que inexistem processos de autoavaliaÃÃo institucional para sistemas de educaÃÃo corporativa, aplicados de forma intencional e sistemÃtica, em bancos de desenvolvimento brasileiros com abrangÃncia regional ou nacional que possuem universidade corporativa. Apresenta como objetivos a verificaÃÃo de diagnÃstico das prÃticas, das dimensÃes e fatores de educaÃÃo corporativa nessas instituiÃÃes, possibilitando a proposiÃÃo de modelo de autoavaliaÃÃo institucional. Vale-se de metodologia quadripolar, expressa nos polos epistemolÃgico, teÃrico, morfolÃgico e tÃcnico. Considera, ainda, a adoÃÃo de abordagens multirreferenciais â mÃtodos analÃtico e comparativo, e anÃlises sistÃmica e crÃtica. O estudo das categorias educaÃÃo, desenvolvimento e avaliaÃÃo possibilita delimitar suposiÃÃes e marcos epistemolÃgicos e teÃricos que fundamentam a proposiÃÃo de modelo de autoavaliaÃÃo. Em sua elaboraÃÃo à considerada a anÃlise de oito modelos de avaliaÃÃo, incluindo visÃes nacionais, europeias e norte-americanas, valendo-se de uma perspectiva multirreferencial, que incorpora as dimensÃes econÃmica, sociopolÃtica, ambiental e de gestÃo, dialeticamente articuladas, tendo como pano de fundo o desenvolvimento sustentÃvel. Esse modelo procura conciliar as perspectivas humanista e construtivista, com seus focos no aprendiz, na autorrealizaÃÃo, com a abordagem crÃtica, que se norteia pelos resultados da aprendizagem, notadamente com a mudanÃa social, e com uma vida melhor, a partir da autocrÃtica e da consciÃncia reflexiva dos atores envolvidos no processo de educaÃÃo corporativa. O modelo proposto serve de insumo para a composiÃÃo dos instrumentos de pesquisa, sendo analisados em prÃ-teste e utilizados na pesquisa de campo. Utiliza tÃcnicas qualitativas (entrevista, grupo focal e pesquisa documental), e quantitativas (aplicaÃÃo de questionÃrio) sendo os dados analisados mediante anÃlise de conteÃdo e anÃlise estatÃstica descritiva e inferencial. A amostra envolveu dois bancos de desenvolvimento, com aplicaÃÃo dos instrumentos junto a 184 sujeitos. O pressuposto foi validado junto aos participantes do grupo de prÃ-teste, dos dois gestores dos sistemas de educaÃÃo corporativa entrevistados, dos quatro grupos focais dos dois bancos pesquisados, bem como a partir da anÃlise documental. O instrumento (ApÃndice 2) demonstrou alto nÃvel de consistÃncia interna, com coeficiente Alfa de Cronbach superior a 0,900 para os critÃrios considerados na avaliaÃÃo do questionÃrio (relevÃncia 0,946, utilidade 0,940 e viabilidade 0,938). A aplicaÃÃo do instrumento (ApÃndice 2) com os grupos focais e treinandos aponta que a mÃdia geral das dimensÃes do questionÃrio foi relevante, Ãtil e viÃvel. University, San Bernardino's Office of Technology Transfer and Commercialization's Solicitation Management System (SMS) software, used to facilitate the processing of grant proposal solicitations. The SMS software update improved the interface so that it is more user-friendly, increased the processing speed, and added additional functions necessary to comply with new requirements. The software was rewritten using the Spring and Hibernate frameworks.

▼ V doktorski disertaciji smo se osredotočili na trajnostni razvoj v visokošolskih institucijah. Mnoge elitne univerze, predvsem ameriške so že prevzele načela trajnostnega razvoja in jih pričele vključevati v svoje dejavnosti (od upravljanja univerz do raziskovanja, izobraževanja in vsakodnevnih aktivnosti). V doktorski disertaciji smo z namenom vključevanja trajnostnega razvoja v strukturo, organizacijo in politiko univerze predstavili dva koncepta, Demingovo spiralo in družbeno ekologijo, ki smo jima sledili pri vključevanju trajnostnega razvoja na študijskem primeru Univerze v Mariboru. Pri Demingovi spirali smo se osredotočili na prvo (politika), drugo (operacije) in delno na tretjo (evalvacija) stopnjo. Ti koraki vključujejo vizijo, poslanstvo, ustanavljanje teles in aktivnosti trajnostne univerze. Prednost te metodologije je možnost nenehnega preverjanja in izboljševanja projekta trajnostne univerze. V kontekstu družbene ekologije smo se osredotočili na elemente, ki jih mora zadovoljiti trajnostna univerza in sistemski pristop, kar pomeni njeno vpetost v regionalno in globalno okolje. Rezultati naše raziskave so prikazali načela družbene ekologije kot smotrno ogrodje približevanju univerze trajnostnemu razvoju. S preudarnim načrtovanjem lahko univerze izboljšajo svoj okoljski odtis, zmanjšajo stroške in spodbudijo deležnike k družbeni odgovornosti. Z metodami družbene ekologije smo razpoznali izzive, ki se pojavljajo na Tehniških fakultetah. Mednje sodijo zmanjšanje vplivov na globalno segrevanje ozračja, upravljanje z odpadki in posodabljanje kurikuluma.
Trajnostni razvoj na univerzi ni pomemben zgolj iz vidika upravljanja, ampak tudi iz vidika izobraževanja. Da bi lahko analizirali izobraževalne programe, smo v doktorski disertaciji izvedli študijo sistemske razvrstitve trajnostnih izrazov in definicij z namenom razviti osnovo oz. ogrodje za izboljšano, skladno in povezano izrazje, ki se navezuje na okoljsko tehniko in trajnostni razvoj. Študija zajema več kot petdeset okoljskih pojmov in definicij ter omogoča jasno in nedvoumno razlikovanje med posameznimi izrazi in njihovimi definicijami.
Pri študiji izobraževanja za trajnostni razvoj smo pozornost namenili predvsem kurikulumom prve stopnje kemijske ter okoljske tehnike in tehnologije. Naša raziskava se je nanašala na raznolikost in pogostost trajnostno usmerjenih predmetov v kurikulumih kemijske in okoljske tehnike ter je pokazala, da v tem oziru nove članice EU prednjačijo pred državami predpristopnicami in državama prostega trgovinskega pretoka. V doktorski disertaciji smo se osredotočili tudi na učbenike, namenjene izobraževanju okoljskih inženirjev, ter ugotovili, da bi jih lahko izboljšali. Na osnovi raziskav smo zasnovali modul ter predmetnik druge stopnje Okoljske tehnike in trajnostnega razvoja. Oba temeljita na akreditacijskih merilih, tudi ameriških.
