▼ Before-after road safety evaluation (B/A) to measure safety treatment effect is a key mission in road safety management, and has fueled considerable research. However, previous research in this area has been overwhelmingly dedicated to safety model estimation with less emphasis on other methodological issues. As a result, there continues to be uncertainty in the validity of treatment effect estimates. This study seeks, with innovative paradigms, a systematic solution by solidifying methodologies for every essential step of a thorough B/A process to secure its ultimate validity.Methodologies of data sampling and processing, and before and after model development, both vital procedures that have been historically neglected, are investigated. A pre-test data sampling approach to select reference groups is established in the context of B/A application. A post-assignment propensity score matching method is developed in order to further eliminate statistical bias while the treatment effect indicator – collision reduction ratio (CRR) – is being estimated.Rather than focus on single safety model development as is common in traffic safety research, this study seeks all viable knowledge by employing various safety measures including collision and safety surrogates, by embedding several adaptable random distributions, by fitting models through both "Frequentist" and "Bayesian" approaches, and by exploring a variety of model forms and components. Accordingly, the output of this study is not a "best" single model, but rather an amalgamation of diversified models. The diversity is shown to be attractive in terms of information conveyed, especially for the B/A process.Finally, this study succeeds in finding a methodology to integrate all of the diverse knowledge sources. The Bayesian Model Averaging (BMA) method is investigated and developed to integrate a variety of statistical significant models without exclusion, in forging a unified model.All methodologies explored and developed in this study are essential to secure the validity of the B/A process. As important, they are substantially connected to each other. Should one method be deficient, the remaining steps cannot guarantee validity of B/A process. As a whole, these methodologies, if properly developed and applied, constitute a logical chain to estimate treatment effect with minimal errors and high validity. ▼ World Health Organization reports that about 1.24 million people die annually on the world’s roads, with 20–50 million sustaining non-fatal injuries. More than 85% (1.05 million) of the global deaths due to injuries occur in the developing world. Statistical techniques known and applied to model these scenarios are limited to basic statistics such as linear and Poisson regression that do not account for over dispersion. Further, Road Traffic Accident data violates assumptions that standard Poisson regression models is based. Appropriate extensions of this model, even though available, are rarely used by most applied statisticians. Data was collected from Zambia Police, Traffic Section on accidents that occurred on the Great North Road (GNR) highway between Lusaka and Kapiri-Mposhi in Zambia from January 1, 2010 to December 31, 2016. Results from standard Poisson regression were compared to those obtained using the Negative Binomial (NB), Zero-Truncated Negative Binomial (ZTNB) and the Zero-Truncated Poisson (ZTP) regression models. Diagnostic tests were used to determine the best fit model. The data was analysed using STATA software, version 14.0 SE (Stata Corporation, College Station, TX, USA). A total of 1, 023 Road Traffic Accidents (RTAs) were analysed in which 1, 212 people died. Of these deaths, 82 (7%) were Juveniles and 1, 130 (93%) were adults. Cause of accident such as pedestrians crossing the road accounted for 30% (310/1,023) while 29% (295/1,023) were as a result of driver’s excessive speed. The study revealed that driving in the early hours of the day as compared to driving in the night had a significant increase in the incidence rate of death from RTAs, Incident Rate Ratio (IRR) of 2.1, (95% CI={1.01-4.41}), p-value=0.048, further, public transport as compared to private transport had an increased incidence of death from RTAs (IRR=5.65, 95% CI={2.97-10.73}), p-value<0.0001. There is a reduced incidence of dying if one is using a private vehicle as compared to a public vehicle or a truck. Driving in the early hours of the day (between 1AM and 7AM) had an increased incidence of death from RTAs. This study suggests that when dealing with counts in which there are a few zeros observed such as in serious and fatal RTAs, ZTNB fits the data well as compared to other models. ▼ Traffic congestion and safety along urban corridors have become major challenges for most highway agencies in the United States. Adverse weather conditions also present a considerable challenge, both in terms of safety and operations. All these problems along with the increasingly limited resources for infrastructure expansion have urged transportation agencies to investigate innovative traffic management approaches. One of these approaches is the use of Active Traffic Management (ATM) strategies. Within ATM, the practice of Variable Speed Limit (VSL) systems is well suited to improving safety and operations. These systems dynamically utilize real-time traffic and/or weather data to post appropriate speeds that are thought to improve safety and operations along a corridor. The overall aim of this thesis is to investigate the benefits of a recently installed advisory VSL system along OR-217 freeway in Portland, Oregon. This corridor is characterized by high traffic levels, severe congestion and unreliable travel times. The congestion of the freeway contribute to crash rates exceeding the statewide averages for this type of facility. Pacific Northwest's unpredictable climate presents another challenge that doubles the congestion and safety problems along the corridor. The effectiveness of this system was explored through an in-depth 'before and after' and 'on-and-off' analyses. The study was designed in a way that it encompasses both the safety and mobility benefits of the system. Besides, driver compliance with the system was also measured under different scenarios. The results indicated that the system had significant impacts on both mobility and safety. In terms of mobility it was found that system had lowered the average speeds along the corridor. The advisory VSL activation also resulted in reduced capacities. Safety assessment of the system suggested that, VSL has decreased crash rates and temporal and lateral variations of speed. Under certain scenarios, the system also decreased the longitudinal variations of speed. Further, it was also found that due to the advisory nature of the system, the majority of drivers do not comply with the system. However, VSL has resulted in reducing the percentage of aggressive drivers and have increased the number of drivers complying the static speed limit. ▼ Modeling crash severity is an important component of reasoning about the issues that may affect highway safety. A better understanding of the factors underlying crash severity can be used to reduce the degree of crash severity injury, locate road hazardous sites, and adopt suitable countermeasures. In order to provide insights on the mechanism and behavior of the crash severity injury, a variety of statistical approaches have been utilized to model the relationship between crash severity and potential risk factors. Many of the traditional approaches for analyzing crash severity are limited in that they are based on the assumption that all observations are independent of each other. However, given the reality of vehicle movement in networked systems, the assumption of independence of crash incidence is not likely valid. For instance, spatial and temporal autocorrelations are important sources of dependency among observations that may bias estimates if not considered in the modeling process. Moreover, there are other aspects of vehicular travel that may influence crash severity that have not been explored in traditional analysis approaches. One such aspect is the roadway visibility that is available to a driver at a given time that can impact their ability to react to changing traffic conditions, a characteristics known as sight distance. Accounting for characteristics such as sight distance in crash severity modeling involve moving beyond statistical analysis and modeling the complex geospatial relationships between the driver and the surrounding landscape. To address these limitations of traditional approaches to crash severity modeling, this dissertation first details a framework for detecting temporal and spatial autocorrelation in crash data. An approach for evaluating the sight distance available to drivers along roadways is then proposed. Finally, a crash severity model is developed based upon a multinomial logistic regression approach that incorporates the available sight distance and spatial autocorrelation as potential risk factors, in addition to a wide range of other factors related to road geometry, traffic volume, driver's behavior, environment, and vehicles. To demonstrate the characteristics of the proposed model, an analysis of vehicular crashes (years 2013-2015) along the I-70 corridor in the state of Missouri (MO) and on roadways in Boone County MO is conducted. To assess existing stopping sight distance and decision sight distance on multilane highways, a geographic information system (GIS)-based viewshed analysis is developed to identify the locations that do not conform to AASHTO (2011) criteria regarding stopping and decision sight distances, which could then be used as potential risk factors in crash prediction. Moreover, this method provides a new technique for estimating passing sight distance along two-lane highways, and locating the passing zones and no-passing zones. ▼ Strategizing to decrease statewide road fatalities is an important aspect in road safety research in the United States. But obtaining information on a variety of variables, such as economic, socio-cultural, demographic and political factors, at the state level can be a difficult task. The public databases sometimes do not provide full information on these variables due to missing data. If these variables are neglected from the analysis because of missing data points. valuable information is lost in the process. Therefore, analyzing missing data has been considered as an additional step towards variable selection process in this thesis study. In order to impute the missing data, multiple imputation method was chosen. After the data imputation, the significant variables associated with road fatalities in 50 states were identified. This was done using a linear regression model which revealed that the top reasons for road fatalities are drunk driving, distracted driving and unemployment. In the process of linear regression modelling 48 predictive models were obtained. During the process of data collection, it was observed that data sources did not offer necessary information on road safety culture, behaviors, norms, attitudes and beliefs related to road fatality. This study offers two solutions for inferring a road safety culture and understanding its effects. The first solution was to analyze residuals from random effects two-way panel regression model and to generate performance indicator of inferred road safety culture. From the value of the indicators it was clear which state was the safest twenty years ago and which state is the safest now. Through the change in the value of the indicator, a state's progress in terms of safety culture was also measured. The second solution was to use people's political views on the democratic party and the republican party as a proxy for the road safety culture. This resulted in a significant increase in the goodness of fit for the linear regression model. This thesis provides prediction models, significant factors, and performance indicators of a road safety culture which can be used in state level road safety strategy development and policy making. роблем безбедности саобраћаја на глобалном нивоу је један од водећих проблема, са којим се сусрећу све земље света, почев од развијених, па све до неразвијених земаља. Кључ успеха у свакој области, па и у унапређењу безбедности саобраћаја огледа се првенствено у успешном и прецизном дефинисању постојећег стања, чиме се ствара могућност за достизање постављених циљева. За прецизно дефинисање постојећег стања неопходна су одговарајућа мерења, па се слична аналогија може применити и у области безбедности саобраћаја. На глобалном нивоу још увек није усаглашена и установљена процедура мерења и оцењивања стања у безбедности саобраћаја, између осталог и због тога што је безбедност саобраћаја комплексна област и што на безбедност саобраћаја утичу многи фактори, који су међусобно најчешће у јакој корелацији. Дакле, у безбедности саобраћаја још увек није успостављен прецизан и међународно признат и усвојен ''топломер'', који би указао на небезбедност или безбедност и који би указао на кључне области деловања у безбедности саобраћаја. У досадашњој пракси мерења и оцењивања нивоа безбедности саобраћаја користе се најчешће подаци о саобраћајним незгодама и последицама саобраћајних незгода. Овакав, тзв. традиционални приступ мерења и оцењивања нивоа безбедности саобраћаја је реактивни приступ, где се на основу излазних резултата оцењује стање. Међутим, тенденција у данашњем, савременом приступу је тзв. проактивно, односно превентивно деловање, које подразумева да се оцени стање у безбедности саобраћаја без познавања података о броју и последицама саобраћајних незгода, али и да се оцени стање у безбедности саобраћаја и пре догађања прве саобраћајне незгоде. Овакав приступ је широко прихваћен у последње време у безбедности саобраћаја представља и тзв. ''хумани приступ'' унапређења безбедности саобраћаја.

▼ This report sought to assess the communication strategies used by the Road Transport and Safety Agency in pedestrian road safety among children below the age of 16. The study employed the Descriptive and Analytical Research Design. Triangulation of research methods was also used. Quantitative analysis was done using the SSPS and content analysis was used for qualitative data. The major findings were that RTSA employs a combination of different communication strategies to bring about pedestrian road safety awareness amongst children. The strategies include the use of mass media communication channels such as are television and radio. RTSA also uses posters, brochures, billboards, t-shirts, banners, newsletters, workshops, school clubs drama and musical concerts to disseminate road safety information. The research findings revealed that the majority of the respondents both parents and children had significant knowledge and understanding of road safety. However, the children’s road safety knowledge was biased towards road safety for motorists and passengers on motor vehicles as opposed to safety of pedestrians. The main source of road safety information for parents was television while the main source of road safety information for children was television followed by their parent/guardians. Findings further reveal that the majority of the parents thought that children’s Pedestrian road safety was not being given enough attention because of limited road safety awareness campaigns. The research also established that apart from road safety awareness campaigns, there was a lack of road safety infrastructure for pedestrian which was seen as a contributing factor to increased pedestrian road traffic accidents amongst children in Lusaka. The research established that RTSA communication strategies have not had the intended impact as the country has continued to record an increase in the pedestrian accident among children. The study concluded that RTSA’s road safety communication strategies by themselves would not significantly reduce pedestrian road accidents amongst children. There is need for the communication strategies to be combined with other intervention such as provision of pedestrian safety infrastructure and enforcement of traffic laws and regulations for the country to have sustainable reduction of pedestrian accidents amongst children.

The focus of this dissertation is on the evaluation of management in traffic safety, and how it is applied, using the Road Traffic Management Corporation (RTMC) as a case study. Road Traffic Management in South Africa is in a state of crisis. The constitution provides for concurrency with respect to road traffic management, however, no mechanism has been implemented for co-operation and coordination. It has been found that the current institutional arrangements are not conducive to co-ordination and rapid interventions. Due to the scarcity of resources and the desire to streamline the institutional arrangements, an innovative model has been developed which will perform road traffic management collectively, the Road Traffic Management Corporation, RTMC. The implementation of the RTMC will require full co-operation and acceptance by all the various departments concerned, from National Government level, through to Provincial levels, and the Local Authorities. Before the Corporation can be implemented, the funding needs to be secured, and the source of the funding must be stable and committed. The implementing of such a corporation will be delicate, and organizational structure needs to be clear to all parties. At this early stage of the RTMC, the methods of management already used by the RTMC need to be compared to proper management principles, to ensure that the RTMC will have the best structure to ensure its success. Any uncertainties or concerns that may exist among those involved at lower levels can be communicated to top-level management implementing the corporation. By conducting an independent, external investigation, any short falls can be identified which may have been over looked previously. This dissertation aims to ensure that the RTMC adheres to the relevant management principles, focussing on the objective of improving road safety. A questionnaire is devised for the National Department of Transport, so that an independent view of the vision of the RTMC can be acquired. The organizational structure proposed by the RTMC is examined and evaluated to determine the relationship, communication channels, functions and responsibilities, which are intended between the various levels of management and stakeholders. The funding of a corporation such as the RTMC is considered, as the source of such funds needs to be secured before the RTMC can be implemented. A preliminary budget prepared for the RTMC is compared to what funding has been made available. The main objective of the RTMC is to improve road safety. Therefore, the process it intends to use is evaluated to determine whether the goals it intends to achieve through this process are realistic. The engineering function required to improve road safety will also be evaluated in terms of what can be done by engineers to improve the safety on South African roads.

▼ The number of road traffic accidents (RTAs) have been on the increase in Zambia due to various factors. Pedestrians in residential areas in Lusaka at high risk of RTAs include University of Zambia (UNZA), Misisi-John Laing and Mandevu due to their proximity to busy highways. The Road Transport and Safety Agency (RTSA) is a government agency responsible for the road safety matters, in particular, sensitization and education of all road users. This study was aimed at assessing the nature and effectiveness of RTSA’s communication strategy in enhancing awareness, knowledge, attitudes and practices/behaviour (AKAP) on road safety to bring about behavioural change among pedestrians and motorists. The study used qualitative methods by conducting desk reviews, one-to-one interviews and focus group discussions with selected RTSA officers. The study also utilized quantitative methods through a survey of 150 pedestrians and motorists sampled from the three residential areas. The survey found that there are fewer pedestrians and motorists who are aware that RTSA is responsible for road safety education and sensitization functions in comparison to the licensing functions. The study found that RTSA uses annual communication plans as the major strategy in the communication of road safety matters to pedestrians and motorists. RTSA’s communication plans use the multi-channel approach, using three major communication channels, mass media, group and interpersonal. The study has shown that MUVI TV, ZNBC TV 2, ZNBC TV 1, ZNBC Radio 4, ZNBC Radio 2 and ZNBC Radio 1, Daily mail, Post Newspaper and Times of Zambia, were found to be most popular communication channel in the order given. The study further found that songs/ jingles, branded materials, drama, press statements, brochures, roadshows, internet, newsletters, press circular, workshop and press conference found to be most useful methods of communication by pedestrians and motorists, in the order of importance as given. A high proportion of pedestrians and motorists considered crossing traffic highways as being a risky behaviour. Despite this perception, the proportion of residents who use the footbridges regularly was found to be low. The reasons advanced by the residents included, cumbersomeness, fear of heights, fear of being attacked and bad position of the footbridges. The survey also found that the proportion of pedestrians and motorists who use RTSA sources of information on road safety was generally lower than the proportion who are aware of the sources. A small proportion of pedestrians and motorists mentioned having used RTSA sources of information for obtaining knowledge on road safety purposes as compared to licensing use. The results have also shown that pedestrians and motorists are reasonably knowledgeable on how to use the road. However, a large proportion of pedestrians/motorists are not knowledgeable on the correct cyclist behaviour as stipulated in the road safety regulations. ▼ Pedestrian road safety is a priority for Canadian municipalities due to the particularly large social and economic impact that pedestrian-vehicle collisions can have on society. There is a constant need to improve roads to make them safer for all users, but especially for vulnerable road users such as pedestrians. Despite the existence of several methods to prioritize locations for improvements in pedestrian safety, there is no consensus on which method should be used. In this thesis, several methods were identified which could be used to prioritize sites for pedestrian safety improvement (i.e., network screening), specifically signalized intersections, using their geometric, operational, and land-use characteristics. Three methods were selected for further investigation, including the NCHRP ActiveTrans Priority Tool (APT), the FHWA Pedestrian Intersection Safety Index (Ped ISI), and the ODOT Pedestrian Intersection Risk Score. Traffic volume data in the form of annual average daily traffic (AADT) are required as input for these methods. Given that AADT are frequently not available for all intersections, another objective of this thesis was to develop a set of multiple linear regression models for the AADT of signalized intersection legs. Site data for both safety method application and AADT estimation modelling were collected for 438 Niagara Region signalized intersections from site imagery, GIS, and other online sources. Using existing AADT data as the dependent variable, six multiple linear regression models were developed. Each model is structured to be applied when different geometric, operational, and land-use characteristics are available as inputs. As one might expect, the models with the highest predictive power were those that also required the greatest amount of knowledge about existing conditions. Nevertheless, all models were shown to be statistically significant and provided reasonably strong to very strong predictive power. The AADT estimation models were used to estimate AADT for intersections for which observed AADT was not available. The pedestrian safety risk evaluation methods were then each applied to rank the 438 signalized intersections in Niagara Region. The potential for safety improvement (PSI) method was also applied to obtain a ranking based on collision frequency. Overall, the rankings were found to be very different between methods, as demonstrated by high measures of rank error (relative rank error weighted averages ranged from a low of 34% to more than 80%). This revealed a substantial challenge for practitioners as they would be faced with substantially different and inconsistent site prioritization results depending on which ranking method was chosen, despite all methods aiming to provide measures of pedestrian risk. ▼ There has been a good effort made in Abu Dhabi for the last couple of years between government stakeholders to develop a road safety strategy, define rules and responsibilities, and gain a fully coordinated and integrated framework to deal with road safety. According to my point of view, the challenges that might be seen as a problem for the future development of Abu Dhabi can be the management and the usage of traffic safety technologies to reduce serious road traffic accidents. This study focused on the relationship between the use of traffic safety technologies and serious road traffic accidents on Abu Dhabi Highways. The motivation for this research is to implement correctly the traffic safety technologies in Abu Dhabi highways as a part of the need to adopt plans, programmes, and preventive measures to reduce or prevent the occurrence of traffic accidents in order to ensure the safety of individuals and property, in addition to preserving the security of the state and its human and economic components. The overall approach to this study is a mixed methodology, which combines quantitative and qualitative methods. A questionnaire is one method used in this regard, and is designed to be quantitative. In the quantitative method, comparing statistics of fatalities and injuries before and after installation of the speed cameras is used. As a result of this study and by making the connectivity between reviewing the results and findings of the literature review, identifying the questionnaire results, and exploring the before and after statistics led to findings which were used to develop a decision support framework that can be used to advise the regional safety strategy to be sustainable. The design framework was also validated through Abu Dhabi highways by a panel of experts, which was carried out using the focus group method, which was qualitative in nature. It is recommended from this research to invest much in traffic safety technologies, focus more on driver support systems and rapid response systems, improve driver behaviour as a priority in Abu Dhabi highways using traffic safety technologies, and integrate the compatibility of all of the above through an integrated system and specific performance indicators that are measured and followed up on an ongoing basis, and supported by geographic information systems (GIS).

▼ This paper will look to identify how the built environment can affect collisions at intersections. The Regional Municipality of York was used as the study area. York Region has areas of high-density traffic as well as rural regional road. Due to York Region’s proximity to Toronto there is also commuting traffic during rush hours. A literature review looked into different studies of traffic collisions. A focus of many was human factors, such as impaired driving, distracted driving and inexperience to name a few. For this paper, the focus is on the built features and how different design components of on intersection can affect the number of collisions. Using information from the literature review data was gathered for different built environment features, i.e. intersection type, bus stops and red-light cameras. Data was also gathered for collisions that occurred in York Region, this included the location, time of day, day of the week, and initial impact type. To evaluate how these features effected the number of collisions at an intersection, descriptive statistics, linear regression and qualitative analysis was used. The descriptive statistic shows an overview and percentage of accidents that occurred in separate groups. These groups include property damage, injury, and fatal accidents, traffic control types, and intersection types. Linear regression was used to determine which factors were increasing the number of accidents and which were helping to decrease accidents. Finally, qualitative analysis was used to study the intersections that had the top ten number of accidents that were fatal or injury. After completing the analysis, a case study was conducted on three intersections, one that has seen an increase in accidents one that has seen a decrease in accidents and finally one that has consistently had a high accident count. From all the information and analysis conclusions and recommendations were put forward to help improve road safety in York Region. Advisors/Committee Members: Wang, Shuguang (Degree supervisor).

▼ Road traffic crashes are one of the major causes of deaths and injuries around the world killing approximately 1.2 million people and injuring over 50 million every year. One of the primary goals of transportation agencies around the world is to reduce crashes as well as minimize the potential for human error and provide a forgiving road environment. Estimating the safety effects of highway design and operational elements is essential in achieving this goal. This research is divided into two components aimed at advancing the methodology for estimating these effects. The first component looks at evaluating the potential of cross-sectional analysis for developing crash modification factors/functions (CMFs/CMFunctions) used to represent the effects of safety treatments on crashes. First, the cross-sectional approach was used to investigate the safety effects of horizontal curvature on rural two-lane highways, which would be impossible to evaluate with before-after data. Second, this approach was further evaluated using databases of sites that were actually treated and similar, but untreated reference sites. The treatment databases for this part consisted of combination rumble strips (center line plus shoulder), wet reflective pavement markings and intersection conflict warning systems. The results from the cross-sectional analysis were then compared to recent studies where empirical Bayes before-after analysis was conducted with the same dataset used for the cross-sectional analysis. The results were promising in that the effects from the cross-sectional and before-after studies were reasonably comparable in each case. In addition, it was possible in some cases to relate the CMF to application circumstances by developing CMFunctions, providing results that could not be achieved in the before-after studies. The second component of this research involved development of roundabout crash predictions using conflicting volumes and delays, which could only be estimated from turning movement counts that are rarely collected at roundabouts. The object was to determine whether the considerable extra effort to collect these data would be worthwhile. The developed models were compared to the traditional models based on approach flows. The results suggest that collecting turning movement data, which is also required for capacity analysis, would be worthwhile for evaluating roundabout safety.

▼ Among the various risks on the road, driving second hand tyres is a contributor to accidents. Roadway is a dominant mode of transportation in Zambia and records the highest number of deaths and injuries caused by accidents in the country. An analysis of the traffic accidents recorded over a period of four years between 2011 and 2014 were approximately 112,327 (Zambia police, 2015). Out of these recorded, 275 were reported with a tyre problem in 2015 (Zambia Police, 2015). In Zambia, the business of selling second hand vehicles with second hand tyres has increased. This research evaluated the effects of driving second hand degraded tyres and their contribution to accidents in Lusaka, Zambia. It further suggests preventive measures. The main objective of this research was to identify the risks associated with the use of second hand tyres on light vehicles in Lusaka. A triangulation method involving the use of secondary data, interview and the use of a questionnaire was used to collect data. A questionnaire was distributed randomly to 80 users involving road users, mini bus drivers and tyre menders within Lusaka of which 45 respondents provided feedback. Structured interviews were conducted with car dealers, second hand tyre dealers, participants from Zambia Bureau of Standards, Police Traffic officers, and Road Transport and Safety Authority. Further, accident statistics from Zambia Police were used to analyse recorded accidents that occurred in the period of 2006-2015 within Lusaka province. Overall results revealed that users and second hand tyre dealers are ignorant of minimum tyre quality expectation. About 72 percent of Road user respondents revealed that the minimum tyre marking and numbers were not understood. Over 75 percent of the vehicle owners did not know that tyres have expiry dates on them. A total of 57.1 percent of the respondents were not conversant with either summer or v winter tyres. The results also revealed that over 80 percent of the respondents felt that the tyres were not fit for Zambian weather. ZABS revealed that they did not have standards on second hand tyres. All respondents dealing in new and second hand tyres revealed that they have never been inspected by ZABS since they started trading. Of the tyre dealers and respondents from the menders, only one vendor expressed knowledge of a disposal area for defective tyres. A total of 64.3 percent of road users did not know the dangers of driving second hand tyres whilst 78.6 percent did not know about the 1.6mm deep from the legal limit determined by the manufacturers. These findings suggest the need for authorities to improve safety of all road users by ensuring that imported second hand tyres meet the manufacturer’s minimum recommendation. Regular checks and inspection of tyre dealers should be improved by the responsible authorities such as RTSA, traffic police and ZABS. They should also be able to sensitize all road users.
