Uždaviniai: • išanalizuoti priemiestinės vietovės diferenciaciją verslo plėtros patrauklumo aspektu; • ištirti verslo ekonominę struktūrą skirtingo patrauklumo priemiestinėse vietovėse; • įvertinti konsultavimosi poreikius ir jų specifiką priemiestinėse vietovėse; • sudaryti konsultavimo paslaugų verslo plėtrai priemiestinėse vietovėse organizavimo modelį. Tyrimo metodai: mokslinės literatūros analizė, verslo ekspertų ir verslo subjektų sociologinė apklausa ir jos rezultatų analizė statistinio grupavimo ir santykinių dydžių metodais. Tyrimas buvo atliktas Kauno rajono savivaldybėje, kurios didelė dalis kaimiškųjų vietovių yra priemiestinės ir patiria didelius urbanistinius, ekonominius ir socialinius pokyčius.

Dans ce travail nous cherchons à comprendre comment les conditions de projet du renouvellement périurbain modifient les structures de la production de l'habitat périurbain. Le développement durable qui a progressivement gagné toutes les sphères de l'action publique s'attache plus récemment à reconsidérer les modèles de développement d'habitat du périurbain. Dans ce contexte, nous comparons deux pratiques professionnelles récentes, française et américaine, qui reconfigurent le système de production de l'habitat périurbain. Pour mettre cette reconfiguration en évidence nous déployons une réflexion en trois temps. D'abord, nous constatons que ces deux pratiques entrainent une évolution effective des formes urbaines et architecturales. Au prisme de la notion de transition, introduite par la théorie des systèmes sociotechniques, nous montrons qu'au-delà de l'évolution typomorphologique constatée, les logiques de projet de Bimby et du New Urbanism sous-tendent l'implication d'un pluralisme d’acteurs bénéfique. Ensuite, nous présentons et analysons les processus de design charrette et de micro-conception par lesquels les deux pratiques étudiées visent à répondre aux besoins d'une collectivité locale en impliquant une variété d'acteurs. Dans cette partie nous évaluons le degré d'influence des participants sur l'évolution des formes constatée plus tôt. Enfin, par la comparaison nous caractérisons des logiques de projet, des logiques de contrôle ainsi que des figures de l'appropriation par lesquelles le jeu d'acteurs que nous mettons en évidence poursuit une vision durable du périurbain. Nous précisons également les définitions de la co-conception et de la coproduction comme des approches de la médiation situées en amont et en aval des structures de production classiques. Les résultats de cette recherche contiennent plus particulièrement la modélisation des logiques de projet de Bimby et du New Urbanism, la modélisation du système de production de l'habitat périurbain durable, et la modélisation du renouvellement périurbain.

This doctoral research aims to understand how different priorities and actions in the process of suburban renewal can change the ways suburbs are built. Sustainable development, which has increasingly gained acceptance in various venues of public thought and action, has recently entailed the reconsideration of suburban models. In this context, we compare two recent professional practices from France and the United States — Bimby and New Urbanism — that reconfigure the ways suburbs are designed and built. To substantiate this premise we have organized our demonstration in three steps. First, we observe that these two professional practices lead to an effective evolution of urban and architectural forms, and through the sociotechnical lens that examines the interaction between the structures of society and the human behavior of the residents we show that beyond this evolution of urban types and patterns, Bimby and New Urbanism both require a diversity of stakeholders that is beneficial to the design and…

▼ Accountability in education is perhaps the most significant issue faced by school leaders and teachers today. With the reauthorization of the Elementary and Secondary Education Act in the form of No Child Left Behind (NCLB, 2001), school districts have been concentrating efforts directed at student achievement as related to state standardized testing. School districts have subsequently focused attention more intensely on existing curricula and effective instructional practice to increase student learning. Action research has been used, and is gaining more momentum as a staff development tool, to impact student achievement in classrooms. Fox Chapel Area School District in Pittsburgh, Pennsylvania has a long-standing tradition of high student achievement and academic success. The adoption of the Professional Education Program (PEP) has enabled the district to provide teachers with staff development opportunities during the school day to closely examine instructional practices and refine daily activities to further improve student achievement. Fox Chapel Area High School (FCAHS) has expanded this to include a specific teacher initiated, action research initiative. Teachers identify areas of inquiry upon which to gather data and make adjustments in instruction and/or assessment to meet or exceed the requirements of federal legislation. This study was designed to be a comprehensive program evaluation of the PEP program that assessed multiple aspects of the program through the lenses of the classroom teachers who have completed the PEP action research course. Utilizing survey instruments and questionnaires, teachers provided feedback to evaluate PEP's effectiveness as a professional development tool. Data was gathered through both qualitative and quantitative means to establish support for both the cultural impact of action research on the professional staff as well as its impact on student performance. Data were analyzed comparing three distinct cohorts of educators who completed the action research phase. The data were used to determine if the program had a positive impact on instructional practice and to what degree action research is sustained in the daily lives of the professional educators. National Staff Development Council's Standards Assessment Inventory was the primary survey instrument used. The Professional Development Survey, Section 2 as designed by Lowden (2005) and published in The Journal of Research in Professional Learning provided additional information specific to instructional practice. Results of the study suggested that a positive impact occurred with respect to teacher efficacy issues and improvements in instructional practice. Data suggest that action research, when used as a reflective/professional development tool, was sustained after teachers were no longer formally involved in the PEP program as participants. Additional areas of study related to standardized and achievement tests are needed to establish a direct impact on student achievement. ▼ RESEARCH QUESTION: How can a town with a lack of functions and limited space be reformed? ABSTRACT: With the rapid development of Beijing’s economy, more and more people have been attracted to the city in the past two decades. In order to settle the huge numbers of people moving to the city, the government has constructed numerous commuter towns on the outskirts of Beijing. However, the residents of the commuter towns typically have a poor quality of life because of the long commute time and lack of local public service facilities. The main function of the commuter towns is for sleeping, which is why locally they are called “Sleep Cities.” Moreover, there is not much developable land left to build on. The urban complex, as a special urban phenomenon, is a concentrated presentation of urban intensive, organic, and vertical development trends. By examining the origin and development of the urban complex concept and the evolution of mixed-use development, it can be shown that an urban complex might solve some of the problems that exist in commuter towns like those in Beijing. This project takes the Huilongguan Community, one of the largest commuter towns in Beijing, as a research subject. By analysing the current situation of the site, as well as learnings from literature reviews and successful precedents around the world, a possible design solution is identified. Based on data and analysis, the design introduces an urban complex at one traffic node to optimise traffic transit and provide plenty of diverse public service facilities. The project makes up for the lack of public resources and seeks to create more jobs and to enhance the vitality of the commuter town. This research definitively answers the question, “How can a town with a lack of functions and limited space be reformed?” It also identifies the values of urban complexes. If such urban complexes are promoted, it may improve the quality of life of the residents living in the commuter towns and make society more harmonious and stable. ▼ This study examines how suburban development and metropolitan racial politics in the United States have been influenced since World War II by the interactions between national and local policies, laws, and practices. It argues that since the 1940s, national institutional transformations and local political mobilizations over race and housing have decisively shaped white peoples' ideas about race and rights. First, by reexamining the histories of municipal incorporation, zoning, restrictive covenants, and federal mortgage policy – from the 1910s through the 1960s – this study demonstrates that the laws, contracts, and programs that facilitated suburban growth after 1940 were grounded in a theory of the economy and the polity that described racial minorities as a categorical threat to property and to property owners. Exclusionary zoning and federal mortgage policies did not represent the racist application of otherwise neutral police powers and legislative authority, but rather were tools of state power grounded in a racially constructed theory of the market for private property. A case study of the Detroit metropolitan area then demonstrates how people of European descent built upon and grew invested in this story about property, race, and rights. Whites mobilized for racial restriction in large part by turning directly to the statutory, legal, and professional guidelines that had facilitated metropolitan growth for decades. Through a wide range of local mobilizations, whites taught themselves that racial segregation was necessary because the laws of urban development required it. Restriction, most insisted, had nothing to do with ideology or racism. The study demonstrates that throughout the postwar decades, whites invoked this narrative about race, property, and rights to make sense of black protest and state reform. White backlash politics were not new to the 1960s, but rather an extension of a deeply institutionalized and well-rehearsed local politics developed since the 1940s. It was a politics, moreover, which did not make distinctions between economic and racial motivations for restriction, but rather which understood metropolitan economics in specifically racial terms. Thus this study suggests that historians and social scientists need to re-evaluate their models for understanding the links between race and development. Cette thèse a pour objectif de théoriser et d’opérationnaliser la notion de publicisation des espaces agricoles périurbains. Cette notion, encore peu courante en géographie, désigne tout processus qui transforme la nature d’espaces agricoles sous influence urbaine, les rendant plus publics. Ce processus, complexe, est composé de débats sur l’avenir des espaces agricoles périurbains et de pratiques spatiales qui illustrent leur multifonctionnalité (production, paysage, loisirs…). La première partie vise à théoriser la notion en construisant sa définition et une grille de lecture composée de cinq dimensions : juridique, sociale, politique, historique et économique. La deuxième partie décrit le processus par l’étude des débats qui ont lieu lors d’un projet d’Agenda 21 Local. L’objectif est de savoir si des débats qui débouchent sur des actions peuvent, en territoire périurbain, publiciser des espaces agricoles. Cette partie montre que la publicisation fluctue dans le temps et se matérialise dans des lieux agricoles. Dans une troisième partie, la publicisation est étudiée à l’échelle d’un territoire : la communauté de communes du Pays de Lunel. De l’analyse de ses projets politiques et associatifs, dont certains prévoient l’ouverture d’espaces agricoles au public, à l’analyse précise de six lieux du territoire, la publicisation est un phénomène pluriel. Une typologie de lieux agricoles périurbains publicisés rend compte de la diversité du processus: débats globaux et pratiques locales s’imbriquent dans la fabrique de lieux publicisés. Cette thèse débouche sur plusieurs perspectives de recherches pour éclairer les transformations à l’oeuvre dans les espaces agricoles périurbains.

This thesis aims to theorize and operationalize the publicness process of suburban farmland. This notion, still uncommon in geography, means any process that transforms the nature of farmland under urban influence, making it public. This complex process is composed of debates on the future of agriculture and of suburban spatial practices that illustrate theirmultifunctionality (agricultural production, landscape, leisure…). The first part aims to theorize the concept and its definition by constructing a theoretical framework in five dimensions: legal, social, political, historical and economic. The second part describes the process by studying the debates surrounding a project of Local Agenda 21. The objective is to know if discussions that lead to actions can, in suburban areas, result in publicness of suburban farmland. This section showsthat the publicness process fluctuates over time and is materialized in agricultural places. In the third part, the publicness process is studied at territorial scale: the Pays de Lunel municipalities group. We analyze its political and associative projects which include the opening of agricultural areas to the public. Then we study the composition publicness process in six places of the municipalities group. We conclude that the publicness process is a multi-faceted phenomenon. So we create a typology of…

▼ This master’s project and report examines the correlation between social inequity and vacancy to develop a phased revitalization strategy for Raytown, Missouri. The perception of vacant built landscapes cause people to interpret places as having no productive use (Corbin 2003). Vacant spaces appear void of opportunities and are fueled by a capitalist society where markets move toward the urban fringe in order to remain competitive (Fainstein 2010). Vacancy creates a cultural response that “erodes the local social fabric, [signifying] the ills of neglect, [and] communicating to people the futility of inner-city living” (Jakle and Wilson 1992, 175). As a result, people passing through a community dismiss these vacant spaces because what they see is a place of little value. The perception of vacancy can lead to severe social inequity as society’s affluent members move from inner-city cores. Economic viability and the overall quality of life begins to decrease. Building on the Creating Sustainable Places Initiative for the Kansas City region and planning efforts for redeveloping the currently unused Rock Island Rail Corridor, this project explores how vacant built landscapes within Raytown’s Central Business District can be reprogrammed to establish place identity. Through critical mapping, key equity dilemmas at the metropolitan level are brought forth to identify issues that can be addressed through corridor redevelopment in Raytown. Mapping vacancies in the Raytown CBD identifies current vacant parcels. Together, the identification of vacant parcels with parcel size indicates primary redevelopment sites that can readily support higher density development in anticipation of a potential rail transit system. Using a phased approach, temporary design solutions regain public interest in the community, while working to develop mixed-use neighborhoods, pedestrian oriented streetscapes, and improved open space amenities at future build out. Strategies at each phase provide opportunities for community gathering and living choices that accommodate a variety of people. Studying social inequity and vacancy allows landscape architecture professionals the opportunity to better understand this phenomenon and promote community revitalization through the creation of welcoming places for all people. ▼ Urban and suburban watersheds have the potential to be highly impacted by chemicals, especially insecticides used to control insect pests on lawns, ornamental plants, and home gardens. Three of the most common lawn-care insecticides detected in urbanized watersheds, carbaryl, chlorpyrifos, and malathion, have been evaluated in the laboratory to determine their acute toxicity, joint-toxicity as mixtures, bioavailability in the presence of organic matter, and effects on survival, growth and development to black fly larvae, Simulium vittatum cytospecies IS-7. An acute orbital shaker toxicity test was used to determine the 48 hr LC50 value of the three insecticides for S. vittatum IS-7 larvae. Results of the 48 hr LC50 tests showed chlorpyrifos to be the most toxic (LC50 = 0.28 µg/L) followed by carbaryl (LC50 = 23.72 µg/L), and malathion (LC50 = 54.2 µg/L). These insecticides were also tested as mixtures using a toxic unit (TU) approach. Toxicity was greater than additive for the ternary mixture of chlorpyrifos-carbaryl-malathion (LC50 = 0.56 TU), and the binary mixtures of chlorpyrifos-malathion (LC50 = 0.72 TU), and carbaryl-malathion (LC50 = 0.78 TU). The binary combination of chlorpyrifos and carbaryl was additive (LC50 = 0.98 TU). Bioavailability of the three insecticides to S. vittatum IS-7 was significantly altered in the presence of a laboratory diet. Chlorpyrifos bioavailability decreased whereas carbaryl and malathion bioavailability increased when diet concentrations were =150 mg/L. Natural seston had little effect on the bioavailability of these insecticides except in carbaryl dosed larvae where mortality was significantly increased when seston concentrations reached 150 mg/L in the flasks. Multiple pulse-exposures of chlorpyrifos, carbaryl and malathion individually and as mixtures in a trough flow-through dosing system had little effect on survival, growth and development of S. vittatum IS-7. Survival in black flies exposed to chlorpyrifos was significantly lower than survival in malathion and carbaryl exposed insects. However, this effect was not significant compared to controls. No significant differences in growth or development were detected between insecticide-exposed and control larvae.

▼ In the context of New Zealand planning history, planning can be seen in two forms. Informal planning describes planning-related activities already taking place before the establishment of formal town planning in the early 20th century. Formal planning describes planning activities based on legislation, a developing body of knowledge, and a planning profession. Whether informal or formal, planning has been concerned with the arrangement and control of activities in space, with the objective of creating a better living environment. For Napier, a provincial centre, the influence of planning on the growth and development of the town is discussed in terms of four principal themes, covering the period from the birth of the town in the 1850s until 1968. These themes are reclamation, reconstruction, suburban growth, and place promotion/civic improvement. Reclamation planning was important, given that the original town was almost totally surrounded by sea or swamp, with insufficient land for future expansion. A major earthquake in 1931 destroyed the business area of Napier, but helped solve the expansion problem by raising the level of land so that reclamation became easier or was now unnecessary. From the 1930s to the 1960s, new suburbs were planned and developed as single entities. Throughout its existence, the Napier Borough/City Council endeavoured to promote growth and improve town amenities. From about 1900, tourism became an increasing interest. The planning associated with each of these themes was largely informal, with the focus on project and development planning. This is not surprising, given that legislation creating the need for formal planning was not enacted until 1926. The informal planning undertaken involved liaison among public authorities, particularly the Council, the Harbour Board, and the neighbouring County Council. While the earthquake provided Napier with an opportunity to create a town that might have been fully planned under the new planning legislation, the Commissioners, who assumed control of Napier affairs for two years, opted to introduce a partial town planning scheme only. This set a precedent so that future town planning schemes were initially developed on a sectional basis, with the town not becoming fully covered until the 1960s.
