▼ Public sector across the globe is currently experiencing a decline in public trust and this issue has been widely discussed across the globe. While working as a fundraiser in summer 2018, the author discovered that charities are struggling to recruit and keep their regular donors. Donations from general people are one of the main sources of charity funding. Individuals who donate to charities do not receive a direct benefit in exchange for their support to charities. Moreover, they don’t have all the necessary information, on which they can decide to donate. Trust is what facilitates the transactions between charities and donors in such a situation. Some studies, for instance by the European Fundraising Association shows that the number of donors in Finland and Sweden has declined. But research on public trust in Finland and Sweden is scarce. There is a gap in comprehensive studies of public trust in charities in Finland and Sweden. The key research aim of this thesis is to examine the level of public trust in Charities in Finland and Sweden. This thesis aims to answer the question "how is the situation of public trust in the charity sector in Finland and Sweden?"
To answer the research questions two separate surveys were conducted to observe situation of public trust in Finnish and Swedish charity sectors. Another two separate surveys were conducted to observe the level of public trust in Greenpeace Finland (experiencing a decline in donor numbers) and Finnish Red Cross (experiencing growth in donor numbers) and its effects. Interviews were conducted with fundraising manager of Finish Red Cross and Greenpeace Finland, and annual reports of these organizations were also analyzed in this thesis. Quantitative descriptive analysis of survey data and content analysis of qualitative interview data were done.
Three main points can be highlighted in this thesis. First, public trust in charity sector in Finland Sweden is in satisfactory level, which also means that there is room for improvements. Second, public trust is important for donors while making donation decisions and administrative efficiency, transparency and accountability are main determinants of their trust towards a charity organization. And the third, public trust is not the sole reason that determines the growth in donation collection in the charity organizations.

▼ Research dedicated to understanding the effects of charter schools on student outcomes has yielded mixed results. Some findings indicate increased levels of student achievement in charter schools as compared with traditional
public schools and some findings indicate lower levels of student achievement in charter schools as compared to traditional
public schools. What is not known is teacher perceptions of cultural conditions in charter schools that could potentially influence student outcomes. This exploratory study compared teacher perceptions of collective faculty
trust in the charter school where they are currently teaching and their perceptions of collective faculty
trust based on previous teaching experience in traditional
public schools. Paired samples t-tests were conducted to compare the means of each paired sample. Findings included statistical significance (2-tailed) at .000 for all four paired samples that were analyzed. These findings support the hypotheses that teachers who have taught in both charter schools and traditional
public schools perceive higher overall collective faculty
trust in charter schools and that perceptions of collective faculty
trust of the principal, colleagues and clients is also higher in charter schools than in traditional
public schools where they have taught. These findings may provide a foundation for further research investigating why some charter schools are successful and others are not. Additionally, the study may guide policy makers, law makers, and state department officials as they contemplate charter school expansion.

▼ This paper presents an argument that there is a
public trust doctrine which is part of New Zealand’s common law. The
public doctrine imposes an obligation on administrative decision-makers, with respect to decisions that impact commonly held natural resources, to act in the interests of the
public. I argue the doctrine was inherited by New Zealand in 1840, as part of the English common law, and that it has been subsequently recognised in the New Zealand common law. I also argue that the doctrine has not been extinguished by the Resource Management Act 1991 or the Marine Coastal Area (Takutai Moana) Act 2011: the common law doctrine supplements these regulatory regimes. My argument concludes that the doctrine is best conceived of as a ground of judicial review, perhaps under the heading of illegality, and that there are strong normative arguments for its augmentation by common law development or legislative codification.

▼ This dissertation includes three chapters that utilize experimental methods to answer questions relating to social choices. Social choice is a broad category that can incorporate an individual’s choices when it comes to charitable giving, providing a
public good or creating externalities through one’s choices.
In the first chapter “To Be or Not To Be Corrupt: An Experimental Study on Bribery” I designed a modified version of the bribery game used in Abbink et al. (2002) to study whether information on the prevalence of bribery activity within the experimental environment has an effect on behavior. In addition it also tests whether this prevalence effect can be reduced by implementing a strict punishment.
In the second chapter “Can Cooperative Behavior Improve Efficiency in
Public Good Provision?” laboratory experiments are used to test whether information about the cooperative behavior of the group members in a
trust game affects contribution to a
public good game. The first part of the design utilizes a
trust game to measure the cooperative behavior of the subjects. This information is provided in the
public goods game to see if there is an effect on contributions. The essay also looks at if there is an effect on contribution, and if that effect lasts over time or it merges towards a selfish-man equilibrium of no contribution.
The third chapter “Means and Ends in Charitable Giving for Environmental Protection: A Discussion” conducts a discussion on the charitable giving literature related to environmental charities and builds a simple model of warm glow to show that the attributes of an environmental charity may affect giving. The model can also be used to consider attributes on how the money is used. For example, whether there is a difference when a market-based mechanism like Payment for Environmental Services (PES) is used versus more traditional mechanism like education on alternative livelihood. It then proposes a possible design for a field experiment to test the hypotheses.

▼ The process of statehood, as outlined by the General Land Ordinance of 1785 and the Northwest Ordinance, required western territories to set aside substantial stocks of land for the benefit of public schools. These lands are now managed
under the trust doctrine in 31 states, and are accordingly referred to as school trust lands or state trust lands. The history of Mississippi’s school lands begins over 200 years ago, and is laden with struggles over proper management. Local school
boards became the trustees as a result of the Sixteenth Section and Liu Lands Act of 1978 and have since supervised substantial increases in surface lease rents and timber receipts. Surface leases are managed by the local Superintendents of Education,
and the majority of the timber management services are contracted to the Mississippi Forestry Commission (MFC). The school districts and the MFC are legally required to maximize revenue from these lands. However, school districts are also legally
permitted to outsource forestry services to private vendors and do so on a regular basis by recommendation from the MFC. This dissertation examines the legal precursors of the school trust lands and the obligations of their managers, as well as conducts
ordinary least square regressions and stochastic frontier analyses of surface lease rents and timber production. Average technical efficiency of timber production on the sixteenth section lands is 44%, and about 50% on surface rents. The impact of the
1978 Reform is estimated to have increased receipts between 30% and 40%. And there is a positive and statistically significant increase in total timber receipts when a higher proportion of management services are outsourced to private
vendors.

▼ The Valles Caldera National Preserve, created in 2000, is not managed by a traditional federal agency. Instead, it is operated as a public trust and governed by a nine-member board. Seven of the members are appointed by the U.S. president in
consultation with the New Mexico congressional delegation. Five of the appointees must be from New Mexico, and each must have a specific expertise or represent an organization interested in the land and its resources. Additionally, the trust is to be
financially self-sufficient by 2015, raising the funds necessary to carry out its multipurpose mission. The experimental institutional features of the Caldera represent a bid to circumvent much of the stalemate and gridlock facing public lands, as well
as an effort to enhance responsiveness to various stakeholder groups. The arrangement raises questions regarding the optimal mix of political and expert decision-making, the appropriate role of citizen input and participation, and accountability to
national and local interests. This research examines whether the unique management structure for Valles Caldera leads to a higher level of responsiveness to important stakeholders than typically found under the usual bureaucratic approaches. The research
design is built on a qualitative case study. Data sources consist of interviews, documents, and direct observations. Interview subjects include Preserve trustees and staff members, as well as external actors. The cluster of unique institutional features
comprises the independent variable, and a series of dependent variables intended to measure responsiveness are conceptualized and evaluated. Evidence on the extent to which the Caldera experiment enhances responsiveness is mixed. Many of the policies and
procedures of the Preserve promote trust and create a positive view of the role of public lands management. However, many others, including less than transparent decision-making, inadequate communications, and a lack of opportunities for meaningful
citizen engagement, leave stakeholders feeling disenfranchised. However, most of the shortcomings are associated with problems common to the creation of new organizations and the implementation of new procedures and programs, rather than being intrinsic
to the experimental model. This research concludes with a discussion of theoretical and policy implications, as well as advice for key actors.

▼ Corporate Social Responsibility (CSR) is a practical and strategic implementation process corporations often use to build social
trust with the communities they serve. This process of developing social
trust, according to Francis Fukuyama, creates conditions for corporations and communities to deepen their investments in each other, thus increasing the probability of economic prosperity. By seeking to balance social, environmental, and economic imperatives, corporations seeks to create a lasting, sustainable relationship with the communities they partner with. CSRs are not merely about re-branding and impression management, for they are about establishing a healthy, trusting relationship with the customers that corporations identify in order to generate social
trust.
CSR is especially important in an industry as crisis prone as the oil industry. In
The Texaco Incident, Hoff (1987) argues that corporations have a moral responsibility to keep their workers safe, regardless of whether harm was intended or not. Events leading up to an industrial accident at a Texaco Oil Refinery point to poor regulatory enforcement of health and safety codes on part of both the refinery and the federal government.
Creating and implementing a CSR is one way corporations can responsibly enforce health and safety codes to keep their workers and communities safe and build lasting relationships with their communities. Similarly, in
Risk Management, Real Options, and Corporate Social Responsibility, Husted (2005) argues about the merits of understanding CSR as a means to ensure economic returns by investing in communities. Husted (2005) argues CSR should be thought of as a
real option: an investment strategy that decreases business risk and encourages investment within communities of interest, thus generating reciprocal partnerships—a point Fukuyama also makes.
While Husted (2005) demonstrates the importance of reducing business risk, Hooghiemstra (2005) suggests that corporations must take part in CSR in order to remain socially relevant. In
Corporate Communication and Impression Management: New Perspectives Why Companies Engage in Corporate Social Reporting, Hooghiemstra (2005) posits that corporations need strong social relationships, a robust corporate identity, and an effective communication strategy that focuses on developing and strengthening
public relations and social capital.
Since CSR is a prevalent, significant, and valuable business strategy that Chevron developed and implemented within its corporation, why was it not used effectively during the Richmond Refinery fire in 2012? public trust in various government
officials, including
public administrators, elected executives,
politically appointed agency officials, and legislatures, across
the three levels of United States government. The study utilizes
primary data from a random sample telephone survey conducted in
2004 of 1,078 adult residents of Stark County, Ohio. The study
yielded evidence to support the assertion that the general
public
has a higher level of
trust in federal and state
public
administrators compared to elected and politically appointed
officials, but this was not the case for county government
public
administrators. Although
public administrators tended to be trusted
more than other government officials, they were trusted less than
people in general. Likewise, most groups of government officials
were trusted less than people in general. The study also yielded
evidence to support the assertion that government officials are
trusted more at the local level compared to similar officials at
the state and federal level. For instance, county
public
administrators were trusted more than their state and federal
counterparts, while state
public administrators were trusted more
than federal administrators. General support for government was
found to be directly related to
public trust in elected executives
and their appointed agency executives, regardless of the level of
government. When controlling for the effects of
trust in other
government officials,
trust in
public administrators had no
significant relationship to government support, regardless of the
level of government. Another finding of the study was that
trust in
public administrators was a function of respondent
trust in people
in general and support for the associated level of government, with
societal
trust being the dominant variable. This model held for all
three levels of government with no other explanatory variables
influencing
trust in
public administrators. Explanatory variables
for
public trust in other government were varied and dissimilar to
the
public administrator model with variables such as political
ideology, political party affiliation and household financial
status being more prominent.

▼ In recent years, the influence of the New Left has grown in Latin America, posing a serious challenge to representative democracy. Governments of the New Left have undertaken extensive institutional reforms that have undermined core elements of liberal democracy. While reducing economic and social inequality, and making major strides in poverty reduction, these regimes, especially in South America, have systematically curtailed civil liberties.
Through these reforms and policies governments question and weaken values and principles that are central to democratic life, because while these new Latin American regimes are elected, in many other ways they do not subscribe to broader democratic principles. So, what are the new Latin American democracies like? And how are citizens accommodating to the changes?
This work takes a quantitative approach to understanding how citizens perceive the legitimacy of the New State in Latin America within the context of institutional reforms and the political project of the New Left by taking an in-depth look at Bolivia as a case study.
The analysis includes the effect of the economic context in addition to the political context on individual perceptions of legitimacy. It approaches the issue of political legitimacy using two dimensions of measurement: political
trust and institutional performance, and argues that the combined performance of democratic institutions in all areas of State activity determines the general level of democratic legitimacy in each country.

▼ This dissertation project tries to answer the following question: How is collective political
trust generated from individual political
trust across federal and local levels? As a function of maintaining democracy, political
trust has been examined since survey research started. The extant literature has discovered the mechanisms shaping
trust in government but focuses only on
trust in federal government. To grasp the entire picture of
trust in government, it is important to analyze the interaction between
trust in subnational and national governments.
Specifically, I focus on a puzzle in the literature on a relationship between political
trust and civic engagement. Despite the expectations of the extant theoretic work on social capital, there is little empirical evidence of a relationship between individual political
trust and civic engagement. To solve this puzzle, I examine the effects of social
trust on individual political
trust not only at the federal level but also at the local level.
The central argument of my dissertation is that the mechanisms shaping citizens’
trust in each level of government are different. I argue that
trust in local government largely stems from civic engagement while
trust in federal government is mainly a function of citizens’ perception of government performance.
The dissertation starts by constructing a formal model and demonstrates that other information sources available to citizens prevent the government from manipulating information. This suggests that civic engagement works as another information source in local politics differently than in national politics. Following this model, I examine the effects of civic engagement on
trust in national and local government. The first empirical chapter demonstrates the different effects of aggregate civic engagement on
trust in the national and local governments using Bayesian vector autoregression models. The second empirical chapter examines the relationship between civic engagement and
trust in the national and local government at the individual level using a multivariate multilevel model. This chapter also tries to explain the covariance between national and local political
trust at the individual level.
The results presented in the dissertation lead to the following conclusions: (1) Civic engagement does not affect political
trust. (2) The movement of civic engagement affects the movement of
trust in local government more strongly than
trust in the federal government. (3) Community-level civic engagement affects individual’s
trust in local and national government. In sum, civic engagement collectively affects
trust in local government more closely than
trust in the federal government.
By examining the relationship between political
trust in each level of government and civic engagement using time-series and multivariate-multilevel models, we can learn how the hierarchical structure of democracy contributes to its stability.

▼ Institutional reforms are meant to inject a sense of accountability in transitioning societies laced with human rights abuses and poor governance structures. Increasingly, vetting has become the most common institutional reform mechanism for transitional reforms meant to hold bad actors accountable; rid public institutions of bad leaders and more importantly (re)building public trust of such tainted institutions.
The main objective of this study was to assess vetting as a mechanism for institutional reform in Kenya taking the case of the vetting exercise in the judiciary. Specifically, the study sought to establish whether there were changes in the levels of public trust in the judiciary since the vetting exercise began and what factors account for the changes experienced. The study relied on primary and secondary data. Primary data was sourced from Afrobarometer survey data for Round 4, 5 and 6. In addition, interviews were conducted with key informants who had been purposively selected. Interview guides were developed in line with the objectives of the study.

Este estudo pretende avaliar em que medida a relação de influência da confiança organizacional sobre o comprometimento organizacional é mediada pelo comprometimento com o supervisor, verificar as relações entre as componentes dos três constructos e procurar diferenças nos níveis de confiança e de comprometimentos no local de trabalho na Administração Pública Central e Autónoma Local. Foi aplicado um questionário a 904 sujeitos em diversas entidades do Sector Público e com base na investigação quantitativa é proposto um modelo, com recurso a modelagem por equações estruturais. Os resultados obtidos sugerem a possibilidade por um lado de estabelecer relações de influência da confiança organizacional sobre algumas componentes dos comprometimentos investigados, por outro de identificar algumas relações em que o comprometimento com o supervisor é um mediador da confiança organizacional sobre o comprometimento organizacional e por último que existem algumas diferenças estatisticamente significativas nas relações dos constructos entre os dois sectores públicos estudados. Existe a possibilidade de inferir que as recentes alterações gestionárias na Administração Pública portuguesa, na generalidade têm plasmado o Modelo da Nova Gestão Pública, estando ainda num estado embrionário o Modelo da Governança Pública, no que diz respeito a processos colaborativos no seio organizacional.
This study aims to assess the extent to which the relationship of influence of organizational trust on the organizational commitment is mediated by the commitment to the supervisor, check the relationships between the components of the three constructs and look for differences in confidence levels and commitments in the workplace in Central and Local Public administration. It was applied a questionnaire to 904 subjects in several public sector entities and based on quantitative research, proposed a model using modeling for structural equation. The results suggest the possibility on one hand to establish relations of influence of organizational trust on some components of the investigated commitments, on the other to identify some relationships in which commitment to the supervisor mediates organizational trust on the organizational commitment and finally that there are some significant differences in the relations of the constructs between the two studied public sectors. It is possible to infer that recent management changes in the Portuguese Administration in general have shaped the model of New Public Management, still being in an embryonic state the Model of Public Governance, regarding the collaborative processes within the organization.

▼ This dissertation explores how journalists in the United States and Germany have been addressing declining levels of trust and attacks on their credibility. I comparatively examine how journalists interpret the trust crisis, and consequently, the strategies they have developed for addressing it. This study is based on multi-site ethnography: I interviewed 87 journalists, conducted observations in 15 local and national newsrooms, and examined metajournalism from the United States and Germany. Findings show that U.S. and German journalists interpret declining trust and anti-media sentiments differently: U.S. journalists believe they stem from information gaps and lacking media literacy, while German journalists believe they reflect a sense of alienation. And so, in their efforts to gain credibility, U.S. journalists focus on increasing transparency and showcasing their professionalism, while German journalists focus on increasing reciprocity and showing that they listen to criticism from outside the profession. As this dissertation shows, both U.S. and German news media are thoroughly professionalized, but their different relationships to their audiences and communities shape different perceptions on — and strategies for — trust building.

Putnam emphasizes the horizontal relationship among peopleand Coleman puts an emphasis on the vertical contribution and the relation among people incivil institutions as the creators of social capital on the one hand, and the products of socialcapital on the other hand .When it comes to the notion of sustainable development, social capital besides other capitalsis an essential part of the resources that a sustainable community requires, and is consideredas one of the engines of development.It needs to be considered that social capital has the characteristic of multiplication andreproduction. It means that through its proper utilization, there is an opportunity ofaggregating it. On contrary, leaving it not used leads to its destruction and diminishing. Thisfact shows an important difference between social capital and other forms of capital.The main objective of this research is to investigate the relationship between social capitaland sustainable development in the city of Zahedan the center of Sistan and Baluchestanprovince in Southern Iran. This province is located far away from the Capital city of Teheranand thus, compared to more central parts of the country, is considered as one of the leastdeveloped Iranian provinces.Zahedan on the one hand has an increasing population growth in a heterogeneous formconsisting of different cultures, social classes and ethnicities and on the other hand, theprovince shares the same border with two crisis stricken countries of Pakistan andAfghanistan, whose crises have great negative impacts on Zahedan such as social insecurity,economic instability, high risk of financial investment, and high rate of crime related tosmuggling and drug trafficking. The uncontrolled immigration of refugees and their dwellingin the most deprived parts of the city have resulted in conflict, weakened conformity coupledwith little sense of belonging, growth of formlessness in this area and also increase in povertyrate and marginalization. All of these problems created many obstacles in the way of theZahedan’s sustainable development. Thus sustainable development takes a new meaning withsocial capital. Knowing the indices such as public trust, participation and social awarenesscan play a significant role in increasing and decreasing social capital and sustainabledevelopment. According to the latest census, the population of this city was 567449 peoplewhich included the main ethnic groups of Baluch (48%), Zaboli (41%), Birjandi (7%) and others (4%). For the analysis of the above mentioned indices in this research, 183 peoplewere selected based on the proportion of each ethnic group through random sampling and thenecessary information was collected through using questionnaires and it was analyzedthrough using the Pearson Test in SPSS software. public health officials seek to maintain high levels of confidence in vaccine safety and high vaccination rates. This secondary analysis of survey data from mothers of healthy newborns in Washington State examines the association between
trust in health providers and vaccine information sources. We found that mothers with less
trust in health providers used more sources, more informal sources, and were less likely to consider their child’s pediatrician their main source of vaccine information. However, they did not report more effort to read or watch stories about vaccines than more trusting mothers, and there was no difference by
trust for reporting the internet as main vaccine information source. Many new mothers seek information about vaccines, but their level of
trust in health providers may influence which sources they believe.

▼ Globally seen, two trends are noticed that threaten the quality of the living environment in cities. First of all, a strong urbanization trend is seen. Secondly, cities have to deal with increasing climate changes. These two trends lead to the development of new policies with the aim to sustain the liveability of city centres by making motorized vehicles less dominant in city centres and improve the quality of
public space. Such new policy development always takes place in a network consisting of
public and private actors, as well as non-profit organisations and societal stakeholders. All these actors in the network are highly interdependent and characterized by different values and interests. In practice these differences lead to strategic choices and actions of actors to stand up for their own interests which cause complex decision-making processes during spatial redevelopment projects. Despite such varying values and interests, to achieve good outcomes of such collective decision-making processes, support of a suggested policy by involved actors in the network is important. However, although
trust is considered as an important condition for support and consequential successful policy development, based on earlier studies it can be concluded that the amount of literature on
trust in
public-private networks” in
public administration,
public management and policy science is remarkably small. Consequently, it is not clear which governmental interventions can be carried out during decision-making processes in governance networks to steer on
trust. For this reason, the goal of this research project is to find out how
trust within
public-private networks works and if this can be influenced. The following research question is formulated: “Which and to what extent lead interventions to
trust within networks during the initiating phase of spatial redevelopment projects in city centres with the aim to make motorized vehicles less dominant and improve the quality of
public space?” This research project starts with literature research to construct a preliminary model that shows how we assume that “
trust within networks” evolves during the initiating phase of spatial redesigning projects. During the second phase of the research project three cases in Rotterdam are investigated. Neighbours, entrepreneurs, municipal officials and independent researchers are interviewed. This explorative research leads to a number of observations that improve the model and answer the question which specific interventions and events lead to more or less
trust during the initiating phase of spatial redevelopment plans. It is observed that the initial amount of
trust that actors have at the start of the initiating phase, is not significantly changed by current investigated interventions during the initiating phase. Especially the trend of competence

▼ This dissertation examines how government is made visible in the lives of Americans, how this visibility varies across social groups, and what political consequences flow from this variation. Using in-depth interviews, ethnographic fieldwork, and quantitative analysis, I argue that public policy changes have created a racial divide in the way government manifests itself in the lives of Americans. Over the last 50 years, public benefits that disproportionately favor white Americans have grown increasingly hidden, while taxes and poverty programs perceived as mostly assisting people of color have risen in their conspicuousness. In addition, the decline of the civil rights legislation has clashed with the growing visibility of the criminal justice system, particularly due to the rise of mass incarceration and broken windows policing. As a result, government is most visible to white Americans as an entity that wastes “their” tax dollars on “welfare” programs, while the criminal justice system has become a uniquely visible face of government for people of color. This visibility helps explain why political trust has fallen to historic lows, but importantly by highlighting that this distrust is tied to different parts of the state, this dissertation illuminates the different political consequences caused by this distrust. Where white distrust tied to a concern over tax dollars is a politically mobilizing force, distrust of government pushes people of color away from the political process because it is rooted in a fear of the criminal justice system. Ultimately, this dual visibility dynamic promotes a racially patterned political inequality that hinders the prospects of progressive policy.

▼ Civil society and social capital have become staples of political science and
public administration since the publication of Robert Putnam's landmark book Making Democracy Work in 1993 and his bestseller Bowling Alone in 2000. The research presented here explores the role of social capital and
trust in enhancing institutional performance. Specifically, this dissertation analyzes the dynamics of social capital and government performance in metropolitan county governments. The dissertation also explores alternative theoretical approaches that have recently or historically been proposed as predictors or determinants of government performance in
public administration and political science scholarship.
The results reported here indicate that many of the dimensions of social capital are significantly correlated with government performance. The results suggest that counties with citizens that are more open to taking risks, that are more open-minded and less averse to change, that have faith in major political and economic institutions, that are more optimistic and that are more trusting of people they perceive to be like themselves, tend to have higher performing governments. The results also indicate that the relationship between the various dimensions of social capital and government performance is more nuanced than portrayed by a simple bi-variate correlation analysis, suggesting that the relationship between government performance and social capital is strongest at the margins, that is, among both the highest and lowest performing county governments.

trust, as an essential element of political culture, is assumed to strongly affect the effectiveness of political institution. However, such studies in non-democratic settings are scarce, and even scarcer in the Chinese context. This dissertation, using data drawn from an original survey in rural China, examines the extent, sociopolitical origins, and political consequences of social
trust in China. The results suggest that China has a unique pattern of social
trust owing to its dual Confucian and Communist heritages. While trusts in relatives, neighbors, kinsman, and other villagers (i.e., particularized
trust) are extensive,
trust in strangers (generalized
trust) is scarce. Using multilevel level analysis, this dissertation finds that both personal traits and village attributes help to explain the distributions of social
trust in rural China. Finally, contrary to the common beliefs, this dissertation finds that variations in
public goods provision in rural China can be best explained by particularized
trust, but not generalized
trust.

▼ A new reform was introduced by the Swedish government in 2016 called Tillit i styrning. This reform looked for a new way to govern the public sphere, from local- to national level by introducing the concept of trust. Different projects and round tables were coordinated by Tillitsdelegationen, who was the delegation in charge of the reform. The establishment of a trust-based perspective within the public sector was developed due to the sector being perceived relying too heavily on supervisory control and goal orientation. The delegation concluded their work during 2019 which resulted in the termination of the projects and round-tables with the authorities. This Bachelor’s thesis aims more specifically to research the implementation of trust within the public authorities, since they are central actors in the furthering of the Swedish governance and its democracy. It aims to further research why the reform was developed and constructed, as well as how five public authorities have implemented the reform. This has been done by analysing political documents as well as conducting five interviews with representatives from five public authorities. The study showed that trust was seen as an important tool for the furthering of an efficient and citizen orientated organisation. The public authorities both favoured the influence the reform could have on the governance structures and implemented it in a variety of ways but also emphasised the challenges which needed to be handled.

and good governance in Africa. This study centrally explores the
relevance and viability of social
trust-based governance and
constitutionalism in Malawi, specifically, and Africa, generally.
Social
trust-based governance and constitutionalism is an approach
to governance and constitutionalism that is informed by the
trust
concept and is also fully mindful of local conditionalities in its
operationalisation. By referring to the Constitution of Malawi and
other pieces of legislation in Malawi, this study demonstrates that
there is a legal basis for articulating and practising social
trust-based governance and constitutionalism in Malawi. This legal
basis stems primarily from sections 12 and 13 of the Constitution
but is also supported by legislation like the Corrupt Practices
Act,
Public Finance Management Act,
Public Procurement Act and the
Public Audit Act. In spite of the fact that there is a basis for
social
trust-based governance and constitutionalism in Malawi it is
evident that governance and constitutionalism in Malawi have not,
so far, been practised in line with the stipulations of the social
trust-based approach. The current approach to governance and
constitutionalism in Malawi is heavily steeped in the liberal
democratic tradition. In this connection, this study demonstrates
the limitations of the liberal democratic approach to governance
and constitutionalism in Malawi principal among which is the lack
of autochthony. Since the apparatus of liberal democracy has
subsequently become quite entrenched in Malawi and most African
countries, it is argued that the way forward involves creating a
synthesis out of liberal democracy and the norms, traditions and
values indigenous to Africa. This study identifies the philosophy
of ubuntu as being an important source of values and principles
that can be utilised to confer some autochthony to governance and
constitutionalism in Malawi, specifically and Africa, generally.
The approach adopted in this study concedes that neither a rigid
insistence on liberal democratic constitutionalism nor a strict
adherence to ubuntu-based governance and constitutionalism can
succeed in Malawi. The solution is to utilise values from both
traditions in order to generate a viable approach to governance and
constitutionalism. In this study, the viability and relevance of
social
trust-based governance and constitutionalism is demonstrated
by reference to the relationship between the branches of
government,
public resource management and the accountability of
public functionaries and citizenry empowerment in Malawi. This
study argues that a social

▼ People need to eat. Because food is essential to well-being, food systems have become a vital component of sustainable development. With the role of converting farm and seafood harvests into the food that graces our tables, food processors are key food systems actors. In addition, food processors are major economic contributors and their operations have huge environmental impact. Despite being a major contributor to social, economic, and environmental well-being; the three main pillars of sustainable development, food processing has largely been excluded from the discourse. In order to understand how leaders in sustainable development think food gets to the table, this study sought to identify how they framed food processing. Frame analysis of the rhetoric and reasoning of sustainable development leaders revealed nine dominant frames that guide leaders thinking about food processing: The Modernization Frame; the Undermining of Foundations frame; the Frankenstein frame; the Cook and the Store frame; the Consumer Stance frame; the Personal Health as Good Individual Food Choices frame; the Fantasy Food System frame; the Silo, Not System Thinking frame; and the Invisible Link frame. These frames revealed negative perceptions and the invisibility of the BC food processing industry explaining its omission from discourse surrounding sustainable development. In addition to facilitating the identification of frames, an invitational rhetoric approach offered the opportunity to test reframes that provided new information about the food processing industry. The results of this unique study provide valuable insights as to how food processing should be reframed in future public relations strategies.

▼ In liberal democracies, the police are expected to be scrupulously objective, impartial, upstanding, and protective of all segments of society in enforcing the law. However, centralized police establishments in post-colonial countries such as Ghana tend to operate as appendages of the ruling governments and are almost invariably politically-biased against sections of society that do not share the same political views as the ruling governments. When there is such a lack of political impartiality of the police, how are the police perceived by the citizenry, and what is the effect on the legitimacy that the citizens accord to the police? What is the effect on public cooperation in the polices mandate of law enforcement? This study sought answers to these questions. Drawing on data from a survey of 584 adults in the West African country of Ghana, the study found that Ghanaians perceive the police as lacking political impartiality and that this correlates with low public trust and confidence in the police. These then were associated with low perceptions of police legitimacy. The study further found that Ghanaians desire to cooperate with the police irrespective of these negative assessments can be attributed to dull compulsion in their attitude towards the police. The study concludes with recommendations for policy reforms for police conduct to conform to democratic policing principles in line with procedural justice, and a review of the Ghanaian Constitution to make the police more politically independent of executive leadership of the country.

trust have been widely explored within the context of biobanks. As an established body of literature demonstrates,
trust is believed vital for conducting modern research in which thousands of human tissue specimens are linked with de-identified information from medical records in a "Big Data" approach to finding genomic patterns and correlations behind disease manifestations. Without
trust, the literature holds, potential donors are liable to refuse donation out of fear of weak data security or of researcher misconduct. With transparency, security, oversight, and proper engagement practices, biobanks hope to secure donor
trust.
Trust is also important, albeit much less examined, in health care learning systems where a similar situation – researchers seeking to conduct research with subjects recruited within clinical spaces – prevails. Both biobanks and health learning systems are becoming increasingly popular means of finding answers to biomedical problems, and how
trust functions in these settings cannot be overlooked. Purpose: This dissertation aims to 1) examine stakeholder preferences, including those particular to
trust and patient consent and engagement preferences, during the establishment of the Northwest BioTrust, a biorepository resource local to Seattle, WA, 2) qualitatively analyze IRB and patient views on
trust as they apply to the health care learning model, and 3) explore significant policy ramifications remaining to be explored within the literature on
trust in biomedical spaces. The overarching purpose of the project is to better inform research practices, to promote research obligations in
trust-building ways, and to strengthen our research ecosystem. Methods: My methods include: 1) semi-structured interviews with local biobanking experts and stakeholders, a focus group of King County citizens, and a systematic literature review spanning work published from 2000-2010 focusing on elements of
trust and communication methods involving biobank donors and research participants, 2) qualitative content analysis of focus groups at leading Northwest clinics convened to discuss the ethics of research on medical practices, and 3) the linked advancement of a normative argument based on relational ethics.
Results:
Trust is critical, and in clinical spaces, potential participants prefer
trust to be established relationally with one's care professionals, instead of with researchers or within research contexts; this characteristic adds important considerations to ongoing
trust-building policy, particularly with regards to health learning systems. Conclusion:
Trust is relational and not simply transactional. Though consent forms are the most common way of seeking to build
trust and of encapsulating donor and researcher expectations and duties, they fail to capture several elements of
trust-building that merit consideration. Researchers should examine their assumptions about the regulatory and ethical duties they must discharge in the light of relational ethics.

Pour disposer de cette connaissance, il importe au préalable de choisir un système normatif de référence, ici le droit, et de l’étudier pour en extraire des principes favorables au bien-agir. Dans ce contexte, il ne s’agit pas de proposer une théorie, qui serait propre à l’auteur, de ce que devrait être la déontologie des gouvernants. La réflexion porte au contraire sur la manière selon laquelle les gouvernants conçoivent eux-mêmes leur déontologie. Le droit constitutionnel et, l’enrichissant, le droit politique se révèlent ainsi le matériau brut de l’analyse. S’y ajoutent les lois de déontologie, dites de moralisation, qui montrent la préoccupation des gouvernants de garantir leur intégrité auprès de l’opinion publique.Un premier temps du raisonnement s’intéresse à la situation particulière du Président de la République, comme institution et comme personnalité politique. Dans le cadre de la Ve République, le recul est désormais suffisant pour restituer une vue d’ensemble de ce qu’est la déontologie du Président de la République. Alors qu’elle discute des acquis en la matière, la réflexion déontologique se poursuit à l’aune d’éléments fondateurs, posés par la Constitution, que sont les valeurs du libéralisme politique et de l’Etat de droit.Un second temps du raisonnement concerne les gouvernants dans leur ensemble au regard de la volonté, qui les anime, de restaurer la confiance dans la vie publique. Il apparaît alors utile de s’interroger sur la capacité de la déontologie à œuvrer en ce sens. Là encore, la réflexion se révèle critique et interroge quant aux effets d’une déontologie, conçue à l’anglo-saxonne, sur la culture française du gouvernement représentatif.
In the meaning of Jeremy Bentham, deontology is “the knowledge of what is right or proper”. To obtain this knowledge one needs first to select a normative system as for a reference, which here is the Law, and study it in order to extract from it principles aiming for good behaviours. In this respect the present work does not seek to elaborate a theory, which would be the author’s own, of what deontology for constitutional rulers should be. On the contrary, the reflection concerns the way how these rulers conceive by themselves their deontology. Thus, constitutional law and its extension which is “political law” are the rough material of the analysis. ▼ This study extended Gehrke Walter’s (2004) research to
explore the relationship between
trust and perceived team
effectiveness, thus identifying factors that might support or
damage the development of
trust in virtual teams operating within
the
public sector. For the purposes of this study, the
public
sector is defined as the part of the economy concerned with
providing basic government services. This study utilized a
correlational mixed methodology based on a modified version of the
virtual team
trust instrument (Sarker, Valacich, & Sarker,
2003) and an instrument developed by Lurey and Raisinghani (2001)
to measure team effectiveness. To enhance the study, open-ended
survey items developed by Walters (2004) were also used to gather
much-needed qualitative data to ascertain which factors foster or
damage virtual team
trust. The results of this study will assist
researchers, managers, and team members in understanding the
relationship between
trust and perceived team effectiveness in
virtual teams operating within the
public sector—an
under-represented area in the study of virtual teams. The results
of the study showed a strong relationship between
trust and
perceived team effectiveness. However, unlike previous studies, one
of the subscales of
trust was not shown to have a stronger
relationship to perceived team effectiveness compared with the
others. Recommendations for increasing
trust in virtual teams
include a re-emphasis on open and honest communication, recurring
face-to-face meetings, and demonstrated work performance from the
participants. Finally, recommendations for future research related
to
trust and virtual team effectiveness are
presented.

▼ Social capital and community participation have been widely examined, but the potential impact of
trust within community-based and congregation-based groups has not often been considered. This is important area of research because these groups may provide a key context and/or mechanism for development of
trust and could have an impact on participants' health. In an effort to further investigate this issue the Relationships in Community Groups Study was performed to develop a scale to assess particularized
trust in community-based and congregation-based groups, and examine the relationship between group participation, particularized
trust, and health. This study included three major aims. The first aim was to describe the psychometric properties of the newly developed
trust scale. Internal consistency was high, with Cronbach alphas of 0.89 in community-based groups and 0.90 in congregation-based groups. Other validity assessments including content validity, criterion validity, construct validity, and mean comparisons showed positive results. These results suggest that the
trust scale has sufficient reliability and validity and can be recommended for utilization in future research investigating
trust in community groups both within and outside a congregation. The second aim of the study was to investigate the association between
trust and group characteristics including type of group, length of group membership, frequency of participation, and number of people in the group, and to determine if these characteristics differ between community-based and congregation-based groups. Data were analyzed using an analysis of covariance (ANACOVA). In community-based groups, individuals who completed college and/or graduate study had a higher mean
trust score than those who did not complete high school (p=0.021), individuals who participated in their group several times a week had a higher mean
trust score than those who only participated several times a year (p=0.020), and individuals who participated in small groups (15 or less) had higher mean
trust scores than those who participated in large groups of 100 or more (p=0.009). In congregation-based groups, individuals who participated in an informal group had a higher mean
trust score than those who participated in a formal group (p=0.038) and individuals who participated in their group for 1 to 2 years and 3-10 years had a higher mean
trust scores than those who participated in their group for less and 1 year (p=0.026). The results of this study suggest that efforts to promote certain group characteristics in community-based and congregation-based groups may help to create environments that promote better quality, trusting relationships.
