Adoption of accrual basis IPSAS is considered a relevant improvement to the cash basis
Of accounting since it enables comprehensive reporting on financial transactions of the
Public sector .This study examines the roles of public sector accountants in the
Adoption of accrual basis IPSAS in the public sector . Particularly, the study attempts to
Provide the roles of public sector accountants in the accounting class of Ghana Civil
Service under the Controller and Accountant General Department .
The study employs the ethnographic qualitative research method to achieve the
Objectives of the study .This method aids discovering meanings that public sector
Accountants attribute to their lived experiences regarding their roles. Semi structured
Interviews and observations were also used by the researcher .
The study indicates that the current accounting model used in the Ghanaian public
Sector is modified or cash basis. It finds that this method fails to generate General
Purpose Financial Statements in accordance with the requirements of IPSAS thereby
Necessitating the need for the adoption of accrual basis IPSAS. Following this, public
Sector accountants under the accounting class have diverse roles to play to ensure the
Adoption of IPSAS in the public sector .
The study recommends that stakeholder groups such as accounting firms should be
Engaged to facilitate the adoption of IPSAS and provide training programs for public
Sector accountants. It also recommends that future studies should focus on the
Involvement of external stakeholder groups such as accounting firms in the adoption of IPSAS in the public sector

O debate sobre as diferenças salariais entre os sectores público e privado tem, ao longo dos anos, adquirido importância acrescida na definição das políticas públicas. A actual conjuntura, de crise económica e financeira, na qual as medidas impostas pela Troika entre 2011 e 2014 atingiram sobretudo a Administração Pública via diminuição salarial e congelamento de carreiras, veio demonstrar a actualidade desta temática.
O objectivo central desta dissertação é investigar se se pode afirmar que os salários no sector público são, em geral, mais elevados do que no sector privado. Pretende-se elaborar um estudo comparativo entre a distribuição dos salários dos sectores público e privado em Portugal, com vista a perceber se a afirmação é verdadeira ao longo de toda a distribuição dos salários, tendo em conta as características individuais dos trabalhadores de ambos os sectores.
Recorrendo aos dados do Inquérito às Condições de Vida e Rendimento (EU-SILC) é possível concluir que a afirmação de que os salários no sector público são mais elevados que os do sector privado é verdadeira, mas não o é ao longo de toda a curva da distribuição de salários.
Podemos, ainda, concluir que as diferenças salariais entre os dois sectores são, em parte explicadas pelas características individuais dos respectivos trabalhadores.
The debate on the wage gap between the public and private sectors over the years has gained increasing importance in the definition of public policies. The current situation, marked by an economic and financial crisis, and by the Troika measures that hit mainly the public administration, (reduction in wages, freezing careers during 2011-2014), shows the relevance of this theme.
The main goal of this thesis is to analyse if the wages in the public sector are generally higher than in the private sector. So, our proposal is to develop a comparative study that will focus on the distribution of wages in the public and private sectors in Portugal, in order to understand if the statement over the wage distribution is true, taking into account the workers' individual characteristics differences between sectors.
Using the data from the Survey on Income and Living Conditions (EU-SILC) we can conclude that the wages in the public sector are higher than those in the private sector, but not along the entire wage distribution curve.
We may also conclude that the wage gap between the two sectors are partly explained by the individual characteristics of their employees.

▼ Alliances, with other inter-organisational forms, have become a strategy of choice and necessity for both the private and public sectors. From initial formation, alliances develop and change in different ways, with research suggesting that many alliances will be terminated without their potential value being realised. Alliance process theorists address this phenomenon, seeking explanations as to why alliances unfold the way they do. However, these explanations have generally focussed on economic and structural determinants: empirically, little is known about how and why the agency of alliance actors shapes the alliance path. Theorists have suggested that current alliance process theory has provided valuable, but partial accounts of alliance development, which could be usefully extended by considering social and individual factors.
The purpose of this research therefore was to extend alliance process theory by exploring individual agency as an explanation of alliance events and in doing so, reveal the potential of a multi-frame approach for understanding alliance process. Through an historical study of a single, rich case of alliance process, this thesis provided three explanations for the sequence of alliance events, each informed by a different theoretical perspective. The explanatory contribution of the Individual Agency (IA) perspective was distilled through juxtaposition with the perspectives of Environmental Determinism (ED) and Indeterminacy/Chance (I/C).
The research produced a number of findings. First, it provided empirical support for the tentative proposition that the choices and practices of alliance actors are partially explanatory of alliance change and that these practices are particular to the alliance context. Secondly, the study found that examining the case through three theoretical frames provided a more complete explanation. Two propositions were put forward as to how individual agency can be theorised within this three-perspective framework. Finally, the case explained which alliance actors were required to shape alliance decision making in this case and why.

the problem of infrastructure backlogs and budget constraints. The
South African government through the National Treasury recognized
the need to co-operate with the private
sector in order to address
this problem, by establishing the PPP unit. This research examined
the role of financiers in facilitating the implementation of PPPs,
as well as the factors that blunt the effectiveness of PPPs as
infrastructure delivery mechanism in SA. The research was done
through conducting semi-structured in-depth interviews with 18
experienced and knowledgeable stakeholders in the Private and
Public sectors, who are and have been exposed to PPPs in South
Africa. The findings on the success of PPPs as a medium for
infrastructure delivery gave credence to the necessity and
timeliness of this research. There was a difference of opinion as
to the success or otherwise of PPPs between the
Public Sector on
the one hand and the Private
Sector on the other. The major factors
which facilitate the successful implementation of PPPs included
financial innovation and discipline, technical competency, and
supportive legislative framework. The major findings in respect of
the inhibiting factors were skills shortage and political
commitment Suggestions were made to stakeholders on minimizing the
inhibitors.

▼ Australian workplaces are experiencing substantial challenges because of population ageing. In addition, the labour market is highly competitive, so organisations need to offer competitive employment terms and conditions to attract, engage and retain talented employees. Paralleling this is evidence of the need for workplace flexibility, with organisations requiring greater structural flexibility to increase efficiencies and productivity, and individuals wanting flexible working arrangements for work-life balance. Literature indicates that different generations hold different expectations and aspirations about work.
Strategic Human Resource Management [SHRM] theory prescribes that organisations should align their workforces to meet organisational goals, with workforce policies determined by the senior executive. Literature addressing current workforce challenges is deficient in addressing public sector workforce management, particularly the different environment in which it exists and operates. This literature fails to recognise the importance and value of how managers’ and employees’ perceptions about their employment can contribute to determining appropriate workforce policies to achieve sustainable workforces.
The current research examined attraction, engagement and retention in public sector Agencies, using in-depth interviews with public sector employees and managers to record their perceptions about their employment prior to commencement and currently, and the factors influencing their ongoing service. A survey of public sector Agencies assessed the types and level of alignment of Human Resources [HR] practices and policies against the themes of attraction, engagement and retention.
The findings show that employees’ perceptions about their employment are more cohesive than the literature indicates. The need for job security, challenging work and community contribution were values shared by participants, but their interpretations varied. Employee results were compared with managers’ perceptions and the Agency survey findings to identify what attraction, engagement and retention factors are held to be valuable and whether there was an alignment with organisational policies and practices. The findings highlight the need for a considered organisational approach that incorporates employees’ and managers’ perceptions about their employment. The results contribute to understanding how public services can manage and sustain their workforces by developing appropriate HR practices and policies. This study was unique in that it drew evidence from employees’ and managers’ perceptions about attraction, engagement and retention, and contrasted this with organisational policies and practices. The importance of informal flexible workplace arrangements was a key finding. The research adds to the emerging body of knowledge regarding workforce management, particularly how knowledge of employees’ perceptions can contribute to building effective policies that meet individual and organisational needs.

▼ South Africa like many other countries is faced with the
problem of infrastructure backlogs and budget constraints. The
South African government through the National Treasury recognized
the need to co-operate with the private
sector in order to address
this problem, by establishing the PPP unit. This research examined
the role of financiers in facilitating the implementation of PPPs,
as well as the factors that blunt the effectiveness of PPPs as
infrastructure delivery mechanism in SA. The research was done
through conducting semi-structured in-depth interviews with 18
experienced and knowledgeable stakeholders in the Private and
Public sectors, who are and have been exposed to PPPs in South
Africa. The findings on the success of PPPs as a medium for
infrastructure delivery gave credence to the necessity and
timeliness of this research. There was a difference of opinion as
to the success or otherwise of PPPs between the
Public Sector on
the one hand and the Private
Sector on the other. The major factors
which facilitate the successful implementation of PPPs included
financial innovation and discipline, technical competency, and
supportive legislative framework. The major findings in respect of
the inhibiting factors were skills shortage and political
commitment Suggestions were made to stakeholders on minimizing the
inhibitors.

▼ The Ethiopian government aims to increase the overall expenditure especially on service
sector
by more than double from time to time even if the theorical foundation of some scholars-are
inconclusive. I.e. according to Keynesian view, the increase in
public spending on socioeconomic
and physical structures is important and encourages economic growth while classical
economists argue that the increase in
public expenditure may shift resources from the
productive private
sector to
public sector which they believe unproductive and hence, crowd out
overall performance of the economy. This implies policy makers are under debate whether to
increase in
public spending helps or hinders economic growth. This paper attempts to measures
the impact of
public spending on service
sector on economic output in Ethiopia; by using annual
data set on GDP and government expenditure for the period of 1974-2012. The elasticity of GDP
with respect to
public spending on service
sector is estimated using VAR regression. The study
employ co-integration and error-correction model to examine the short and long run
relationships between GDP and government sectors spending on service
sector (education,
health, defense, transport and communication, tourism, culture and sport). It is found that
health, education, defense, tourism, culture and sport have both short and long run statistically
positive significant effect on growth while transport and communication have negative
insignificant effect on economic growth. These results have policy implication because if health,
education and tourism are given the priority by investing more on these sectors they will bring
us about sustainable economic growth.

▼ Information and Communication Technologies (ICTs) have been expected as a powerful tool for
development. However, there is a high rate of e-government project failures. The purpose of this
study was to assess the challenges of managing development programs in
public sector: the case
of e-government program in Ethiopia. Descriptive survey method was used to attain the objective
of the study. The study was conducted by using 4
public institutions engaged in e-government
program and or program project implementation and beneficiaries. Respondents were from
management of the program/program project, experts, support staffs teachers, students and from
business community. Respondents were selected through purposive sampling. Questionnaires,
interviews, document review and observation techniques were employed. The statistical tools
used to analyze data were percentage, tables, graphs and charts. SPSS is employed to analyze
the data. The results have revealed that e-government program has faced and still facing various
challenges like lack of
public awareness, limited participation of beneficiaries in design and
implementation, limited electronic service development culture in Ethiopia , lack of
organizational capability, weak program governance and poor strategic e-readiness many of
which arise from lack of strategic e-readiness given appreciation to the efforts done so far. As
far as the contributions of e-government in the area are concerned, it is insignificant. The
government of FDRE has enacted e-government strategy in 2010, which is a tool for egovernment program in Ethiopia. Its immediate impact will be discouraging against efforts
exerted and even the cumulative positive effect of its outcome is time taking. In the long term its
effect will be highly encouraging as the experience from literature, empirical review and
discussion part shows. Office for e-government councils should be opened. Government in a
short period shall designate e-government high level council members to overcome the
challenges. Finally it will support to assure the expected outcome of the program.

▼ The objective of the study was to asses the achievement and challenges of Balanced Scorecard
implementation in Addis Ababa city Administration Trade and Industry Development Bureau of
Guelele and Arada Sub- Cities offices.Both qualitative and quantitative methods of data were used
and sixty respondents participated in the study. The respondents were selected using purposive
sampling method from the population of one hundred. The study was carried out from March,2014 –
March, 2015.The study result shows that there were thirty (50%) of the respondent replied that BSC
provides benefit for Work organization. It uses as the cornerstone of an organization’s management system
since it helps to align and support key processes, including clarification of strategy, communication of strategy,
alignment of multiple objectives, alignment of strategic initiatives, and linking of strategic objectives to long –
term goals. Seventy (70%) of the respondent responded that there was still a challengeinthe process of
achieving to globalization, electronic commerce, diversification of the workforce, the learning
organization rapid technological advances, governmental regulations, and increasing competitive
forces in the environment. Therefore, this shows that BSC in the studied organization is in infant or
emerging stage. The practical experience of Addis Ababa city capacity building Bureau were setting
the evaluation criteria the same to all
sector offices and cascade BSC document to the sub -cities, subcities cascade to woreda without making any adjustment or amendment on the cascaded work
evaluation criteria. In this study the researcher recommended that to bring one self into the line of
global competition and to improve work efficiency and effectiveness the Addis Ababa Trade and
Industry Development Bureau should give intensive training and continuous follow up to their
employees before cascading the Balanced Scorecard.

▼ There has been a gradual shift the world over of Occupational Pensions schemes from the
Defined Benefits to Defined Contribution. This initially occurred in the Private Sector
but lately Public Sector Occupational Pensions Schemes have embarked on the process of
conversion with the aim of ensuring that there is equity in sharing cost of funding the
schemes benefits between the employer and employee thus reducing the financial strain
on the Government. The objective of the study was to establish the employee perceptions
to the new Defined Contribution pension scheme from the previous Defined Benefits
pension scheme. The research used descriptive survey design to explore the employee
perceptions. The target population for this study were the employees in the Public Sector
Occupational pension schemes registered by the Retirement Benefit Authority (RBA).
The primary qualitative date on the employee perceptions was collected using self
administered questionnaires with close ended questions. The date was analysed using
descriptive statistics. Statistical tools such as mean, percentages and standard deviation
were computed with the aid of Statistical Package for Social Science (SPSS) software.
The survey shows that the conversion from the previous DB scheme to the new DC
scheme had an impact on the employee. The conversion to the DC scheme moderately
affected employees in the Public Sector Occupational Pension scheme. However, for a
number of employees the previous DB scheme met their expectations to a moderate
extent as opposed to the new DC scheme mainly due to the fact that for the DB scheme,
they employees knew in advance what their benefits were which is not the case in the DC
scheme. For the mobile workers who often move from one job to another, the DC scheme
was the preferred choice. The study recommends that the Government should provide
ample time for the occupational pension schemes to first understand the implications of
the conversion and from that stand point cascade the information to its employees. In
addition the study recommends for more sensitization of employees on the benefits of the
new DC scheme as it was clear from the study that the new DC scheme did not meet the
expectations of the respondents.

▼ This research aims to examine the persistence of corruption in the
public sector in Vietnam and explain why anti-corruption measures have been unsuccessful. It seeks to capture people’s lived experience of corruption in Vietnamese society and their perception of the failure of anti-corruption measures. It demonstrates what government officials and ordinary citizens think about corrupt practices and how they explain corrupt behaviour. The research also draws a clearer picture of Vietnam’s anti-corruption system, the weaknesses of the Anti-Corruption Law (ACL) and its implementation, from insiders’ perspectives. The research illuminates some factors identified in the literature that need to be better understood when dealing with corruption: historical, cultural, economic, administrative and political factors.
This project situated Vietnam’s anti-corruption strategy within Jon Quah’s analytical framework, which identifies elements he argues are needed for an effective anti-corruption strategy in any country. Those elements include a set of formal, legal, and institutional instruments, and the need for political will, especially from governmental leaders.
A qualitative approach is applied to examine corruption in the
public sector in Vietnam. The main data was gathered by in-depth, semi-structured interviews and from official documents. Different groups of participants - specialists in the anti-corruption field including politicians, high-ranking government officials, journalists, academics, international organisations, and NGOs - were interviewed. Vietnamese citizens also were interviewed; all had experienced corruption in their daily life.
The findings suggest an institutional anti-corruption framework, while necessary, cannot adequately deal with the multi-factor causes of corruption in Vietnam. Moreover, “political will” is not only about providing Anti-Corruption Agencies with enough resources, nor about their institutional arrangements, but also about politicians being willing to support the institutions they have created and to reinforce their effectiveness by making hard political decisions. The essential elements of political will in fighting corruption involve not only the institutional framework (the top-down approach) but also society as a whole (the bottom-up approach).
The thesis concludes that corruption in the
public sector in Vietnam is the product of a complex mix of state institutions, elite political behaviour, social, cultural, economic and management factors. These are at the root of the corruption problem in the country, but they have not been seriously addressed. The current anti-corruption system needs to be reformed if it is to become more effective. Policy attention also needs to shift to the design of effective incentives for the populace to resist succumbing to bribe demands. This “citizen resistance” will, in fact, make governments more accountable for taking effective action against both grand and petty corruption.

▼ Literature on entrepreneurship has been criticised on several grounds including a strong bias to examine masculine traits, being deeply rooted in the private sector, limited to economics, conceptualised as a specialist skill pertinent only to non-public entities, overly positivist, single causal and with a tendency to downplay the relevance of both the social and human sciences. The relatively few studies of female entrepreneurs in the public sector have been criticised on the grounds of privileging structure over agency and for ignoring new research perspectives. The literature calls for the generation of alternative viewpoints on entrepreneurship and specifically towards those that pay greater attention to the level of the individual within an institutional setting and that embraces like interaction with multiple sociological variables. To generate research outside these biases, a dynamic relational model consisting of four interactive variables (structure, agency, networks and context) was developed and then used to guide a case study on women entrepreneurs within a male dominated institution - the United Kingdom’s (UK) Armed Forces.
A critical realist research methodology was used. Interviews were conducted with a stratified sample of 52 female, uniformed officers drawn from all three services (Navy, Army, Airforce). The findings revealed how women use structure, agency, networks and context to create the necessary leverage to bring about entrepreneurial institutional change based on individual goal realisation strategies. The originality of this research is threefold. Firstly, it examines female entrepreneurs in a male dominated public sector institution. Secondly, it uses a critical realist research methodology. Finally, the research develops a dynamic relational model that has wider utility. The overall net result of this research approach is to provide a richer understanding of the complex, multi-causal nature of public sector entrepreneurship that has the potential for far broader application.

▼ This study explores the concept of Talent Management (TM) within the context of a Canadian public sector organization. More specifically, by undertaking a qualitative study, we solicited the views of managers concerning the design and implementation of TM within their organization. We outline the various structural, cultural, and environmental challenges inhibiting TM within the case setting and discuss participants’ views on how TM should be approached moving forward. Furthermore, we contribute to the evolving narrative on inclusive TM by exploring contextual nuances, offering organization-level and individual-level considerations, and proposing a definition and model rooted in the strengths-based literature.

▼ Agility is increasingly being used in the public sector as its adaptive approach through short-cycled development could allow public services to keep up with developments in technology and the complex problems contemporary societies face. There are, however, some dilemmas at play when it comes to agility and the public sector’s transparency and stability for accountability. Furthermore, agile projects appear to be less predictable and more likely to go off track. The main paradox of agility is that even though it appears to be at odds with control, it is required for agility to be effective. Besides, public sector bureaucracies come with their own control mechanisms which theoretically conflict with agility. The research explores these phenomena by considering how control over agile processes in the public sector can be enhanced through the use of control mechanisms. By using an explorative and single case study approach with validation sessions the research combines qualitative data from theoretical and practical findings which are analyzed through a Revised Levers of Control framework to provide recommendations for controlling public sector agility. It indicates that the agile process itself is the main means of control for which an extensive list of mechanisms is provided of both strategic and operational nature. Besides, the vast presence of interfaces in the public sector increases complexity while external deadlines and tight budgets provide a clear desire for planning as control. A main recommendation therefore consists of mechanisms to be used to perform planning within agility. The research also showcases that types of bureaucratic control can facilitate or are even required for the agile process to function when it comes to centralized strategic visions on priorities and an organizational vision on implementation of agility. Overall, this implies control over agility in the public sector to be a balancing act between mechanisms associated with ‘pure agility’ and with public sector bureaucracies. Further empirical research into the use and implications of proposed control mechanisms and presence of interfaces in practice would help in enriching the findings and provide more insight into the requirements of different types of public sector organizations to control their agile processes.

▼ This thesis is concerned with understanding how smart technologies are conceived, created and implemented, and explores the ways these processes are shaped by historical, geo-political, economic and technical contexts. At its core the thesis is concerned with understanding how technical citizenship and democracy can be preserved within the design process against a backdrop of increasing neoliberalism and technocracy. This is investigated by means of a comparative study of smart public bikeshare schemes in Dublin, Ireland and Hamilton, Canada. These schemes are configured and systemized using a variety of technical and ideological rationales and express the imaginaries of place in significantly different ways. Utilising a conceptual framework derived from Andrew Feenberg’s critical theory of technology, the thesis unpacks and problematizes the innovation process in order to understand how the outcomes of these schemes support the way of life of one or another influential social group. The philosophical orientation of the study is critical constructivism which combines a form of constructivism with more systematic and socially critical views of technology. The axis of comparison between the schemes is democratization and the manner in which the rationalizations and embedded cultural assumptions characterizing particular places operate to support or resist more egalitarian forms of participation. Methodologically, Feenberg’s critical framework is supported both by theory-driven thematic coding and critical hermeneutics which is an interpretative process that compliments the theoretical framework and positions issues of power and ideology within a wider, macro-level context. Data sources supporting the research comprise interviews, a variety of documentary sources and the architectures and technical specifications of both smart bikeshare systems. The findings from the research illustrate that despite the pervasiveness of a neoliberal orthodoxy conditioning technology production, citizen-centric design is still possible within a climate of consensus building and cooperation. As such, the thesis adds to the body of knowledge on philosophy of technology, critical urbanism, smart city development, democratic engagement and collaborative infrastructuring. In addition, the conceptual framework, developed in response to the empirical cases, represents an elaboration of Feenberg’s work and so the thesis also makes an important contribution to the analytic and methodological potential of critical theory of technology.

▼ The purpose of this research is to understand the nature of auditor independence by exploring it in the level of practice using the case of Indonesian
public sector audit institution. In the auditing field, independence is regarded as one of the key principles since the auditors are required to have an unbiased and unimpaired judgement in providing their opinions. Moreover, in the
public sector, there is a greater requirement for auditors to be independent given the social significance of protecting the
public interest. Independence is also recognised as a difficult and contested concept, therefore, this research sought to contribute to understanding auditor independence through exploring the way it is practised by the auditors.This research uses a case study research method. Using this method, this research provides an in-depth analysis of auditor independence using the case of the Audit Board of the Republic of Indonesia (the BPK) as a
public sector or government audit institution. In this research, data used for analysis were gathered using semi-structured interviews among 24 respondents. The respondents were divided into four groups: auditors, audit managers, top officials, and board members. Interviews were then transcribed and analysed to identify the emerging patterns in the responses of participants about auditor independence and at the level of their practice.The results of this research confirm that independence is one of fundamental values in auditing practice. Moreover, this research also found that the multifaceted nature of the perception and practice of auditor independence must be acknowledged in understanding auditor independence. In this research, there are three aspects of independence that appear prominently during the interviews, namely personal, professional, and institutional aspects. Ultimately this research discovered that there are different approaches, views, and practices in maintaining independence by the auditors. This research found that auditors in different positions, with different duties and responsibilities, and different experiences report differently on what are the important aspects of independence

▼ Marketing communications is traditionally associated with the private
sector and commercial activities, but the term is nowadays also widely used in
public sector contexts. In this thesis marketing communications is analysed from a
public administration point of view. The empirical part deals with marketing communications executed by the Municipal IT Unit of the Ministry of Finance.
The objective is to find out what is considered important when it comes to planning and implementing marketing communications in
public administration, to clarify how this has been done in the Unit and to ascertain whether its marketing communications objectives have been reached. Reputation and image management, along with marketing strategy and tactics, are not discussed.
The research method used is traditional qualitative research. In addition to a literature review, a questionnaire was compiled and sent to a group of municipalities’ IT managers in order to obtain supplementary data. In its entirety, the work was done from April to October of 2011.
It was discovered that there are certain steps that should be taken when planning marketing communications in
public administration. Special attention should be paid to customer orientation and integrated marketing communications.
It turned out that the Unit’s marketing communications plan contains most of the es-sential stages of marketing communications planning. The Unit had also largely achieved its marketing communications objectives. It was recommended that special care be taken in ascertaining that the Unit’s employees are acquainted with marketing communications concepts and committed to carrying out consistent marketing communications. It was also suggested that one person be responsible for all major marketing communications tasks in the Unit and that customer research, especially concerning the success of marketing communications, be conducted on a regular basis.

Centered on the evidence obtained through the literature review, the current study proposes a quantitative correlational research study to analyze the effect that leadership style has on motivation and job satisfaction in the
public sector. The study findings can contribute to understanding what leadership style is beneficial for the increase of motivation and job satisfaction in the
public sector.

▼ Technological innovations and the Telework Enhancement Act of 2010 drastically amplified teleworking prospects for employees in the
public sector. The upsurge in the number of teleworking employees created many challenges for the administration in
public social services attempting to continue and endure the operation of serving millions of county beneficiaries, residents, and stakeholders. The purpose of this study is to explore the telework program in social services in the
public sector by discovering experiences of teleworking employees from three levels from the organizational hierarchy of the existing bureaucratic system of governance in the
public sector. Four themes emerged from the interviews: organizational, employee, social benefits of telework program and its leadership aspect for successful implementation. Furthermore, this paper will address the implementation of the telework program through e-leadership. This project employed the case study design with telework program organizational leadership framework. To gain an understanding what could be used to successfully manage the telework operation through human resources and technology under e-leadership.It used the qualitative research method to gain insight from managers, teleworking supervisors, and employees within
Public Social Services Department, Los Angeles County participating in the Telework program. Data were collected through structured interview questions to explore the viewpoints of managers use to ensure the effectiveness and efficiency, as well as accountability and equity in dealing with the distant system of operations. Suggestions for future study include research focused on the telework program in
Public Sector leading to improved and increased teleworking opportunities for employees countywide benefiting not only the organization and employees but also, the community at large by expediting the process of services, decreasing traffic congestion, reducing greenhouse gases and decreasing air pollution resulting healthier and happier County residents.

▼ Work-related stress among employees in Sweden is reported to increase, women areexperiencing higher levels of stress than their male colleagues. Organizational Role Stress is a denomination for all stress related to an individuals role in an organizationand the annual cost for Organizational Role Stress in the European Union exceeds € 20 billion. Managers in Lycksele municipality emphasized a troublesome working situation where time is not enough to balance administrative responsibilities and operative leadership. Hence, the aim to investigate: “How does Organizational Role Stress affect the balance between administrative responsibilities and operative leadership among managers in Lycksele municipality?” Four key words were deduced from the research question: Organizational Role Stress, Administrative Management, Public Sector Leadership and Public Sector, which guided the search for existing theories to help substantiate and answer the research question. The study introduced the Organizational Role Stress Framework developed by Udai Pareek into a Swedish pubic organization with the aim to measure the impact of Organizational Role Stress. The Organizational Role Stress Framework contributed to a quantitative study amongmanagers in Lycksele municipality to measure the impact of Organizational Role Stress. The sample population consisted of 60 managers who were given an equal opportunityto participate in the study. In total, 49 out of 60 managers participated in the study, which corresponds to a satisfying response rate of 82 %. The main conclusion of the study is that Organizational Role Stress has a negativeimpact on managers’ ability to balance administrative responsibilities and operativeleadership. The Organizational Role Stress Framework can explain 50 % of the variancein managers’ problems with balancing the responsibilities in their roles. Furthermore, the findings also imply that two stressors from the Organizational Role Stress Framework namely: Inter-Role Distance and Role Overload are a better model to describe the problem among managers. These two stressors as a model can explain 52% of the variance among managers ability to balance administrative responsibilities andoperative leadership.

▼ This research aims to enrich the existing literature on public administration, public accountability and public sector auditing. The research was undertaken through a comprehensive examination of the quality of information in the audit reports of the Indonesian State Audit Institution (Badan Pemeriksa Keuangan or BPK) with comparisons made between pre audit reform (1945-2000) and post audit reform (2001-2009). The study also evaluates the factors influencing the effectiveness and ineffectiveness of BPK audit information. To achieve these purposes, two main research questions were the focus of the study: How is the quality of information in BPK audit reports before and after audit reform? What are the key factors influencing the effectiveness and ineffectiveness of information in BPK audit reports?
Data were collected through triangulation of observations, documentation, questionnaires and personal interviews. Purposive sampling and snowball techniques were applied in this study. The respondents and key informants engaged in this study were:(i) BPK auditors, Board members and managers;(ii) members of both central and regional Parliaments;(iii) public sector officials (auditees) at both the central and local level; and (iv)academics, researchers, and non government organisations (NGO).
The study revealed that the Indonesia's Executive (the President, Governors, Regents and Mayors)has historically neglected the roles and functions of BPK. Since the third amendment of the 1945 Constitution in 2001, the Indonesian government has reformed laws and regulations related to public sector auditing, including setting new rules for strengthening and improving BPK's roles and functions. In situation where the Indonesian government needs immediate reform, BPK has been attempting to improve its professionalism and independence to provide better quality audit reports.
Independence, professionalism and integrity are among the most important factors that influence public sector audits. However, in the past, BPK auditors lacked independence as the Executive influenced its administration and finances. Auditors also lacked opportunities to increase their professionalism by undertaking additional education and training. Since there was little incentive for auditors not to accept audit fees from auditees, the objectivity and integrity of auditors were reduced significantly.
Fortunately, in response to the audit reform in 2001, the roles and functions of BPK have been strengthened. BPK has been able to give much more attention to education, training and the development of other skills and knowledge. BPK has also implemented improved remuneration and applied a rewards and sanctions system to strengthen auditor professionalism and integrity. This study revealed a significant improvement in the quantity and quality of BPK's audit resources, including increases in the number of qualified auditors, representative offices, modern equipment, and in the use of Information Technology (IT). practices in Indian public and private sector banks and its impact
on employees managerial effectiveness. Banks are vital for the
growth of Indian economy. In the 21st century competitiveness
implies delivering value to the customers and being responsive and
proactive to the needs of the customers. HRD intervention are time
bound and tailor-made for the specific problems of any organization
and therefore HRD intervention in the present study is dealt as HRD
practices. HRD practices is a major tool available to banks to
innovate and increase their competitiveness. The global economy is
increasingly becoming dependent on trained, skilled and developed
Human Resource. However the Indian banks have yet to reap the
immense benefit of various HRD practices to increase the employees
managerial effectiveness. In view of the above, study of HRD
practices responsible for managerial effectiveness is an important
subject. The study is based on public and private sector banks of
India. It is unique in the sense that heterogeneity of banks is
considered and HRD practices are analyzed for the public and
private sector banks separately. Inter sectoral difference in HRD
practices and managerial effectiveness is examined and for this
purpose three public sector banks and three private sector banks
have been studied. Relationship of impact of HRD practices on
managerial effectiveness is empirically studied. A framework
consisting of qualitative and quantitative tools has been used in
the study. Standard questionnaire for HRD practices and managerial
effectiveness was adopted and the same has been administered to 356
managers of selected banks across Delhi and NCR (National Capital
Region).

▼ Research shows that workers in the public sector tend to exhibit lower work motivation compared to workers in the private sector. Theory suggests that observed differences are owing in part to differences in the economic and political
environments in the respective sectors. Few studies have explored whether work motivation and related attitudes are fundamentally different in the public and nonprofit sectors. This topic is of especial interest inasmuch as the role of economic
incentives seems to differ little between these two sectors. By treating work motivational attitudes as the dependent variable and investigating public-nonprofit comparison via three different approaches – sector affiliation, switching, and moderation, I
found that public-nonprofit distinction matters in determining work motivational attitudes in different ways. First, nonprofit managers have more positive work motivational attitudes than public managers do. Their different perceived risk aversion, red
tape, and formalization are main sources of this attitudinal gap. Second, statistical results concerning sector switching suggest that public-nonprofit sector switchers (those who have had working experience in the other sector) and non-switchers (those
who work only in one sector) are likely to report different levels of work motivational attitudes, and their attitudinal differences should be explained by their different perceived task clarity, risk aversion, red tape, and formalization. Finally,
public-nonprofit distinction determines work motivational attitudes indirectly through the moderation effect. That is, different external environments across the public and nonprofit sectors influence one’s need satisfaction and accordingly create two
distinctive scenarios of the need-attitude relationships in these two respective sectors. I conclude that work motivation is not fully explained by differences in economic environments and incentives and scholars should continue developing different
motivation theories for public and nonprofit managers.

▼ To improve public sector innovation more understanding is needed about the impact of organizational culture on workplace innovation. This has been neglected in literature despite the public sector representing up to 30 per cent of local economies and Workplace Innovation contributing well over 30 per cent of Sector innovation. This thesis investigated the relationship between Workplace Innovation and Organizational Culture within the context of a large Victorian Public Sector Organization. Culture in this study is treated at three levels; public sector culture, organizational culture, and group (department) level culture. The thesis utilized a case study approach within a Victorian State Government Department and an explanatory sequential mixed methods approach was undertaken. A survey of 479 employees was analyzed using correlation, ANOVA, T-Tests, regression and structural equation modelling. Public Sector Culture was shown as a significant antecedent of Workplace Innovation predicting 24.6 per cent of variation and identifying significant variation in Individual Innovation, Organizational Innovation, Team Innovation and Workplace Innovation Climate. Analysis of Demographic and Employment Characteristics found considerable variation between groups. Group level culture was particularly influential in the relationships identified. Triangulation with qualitative data corroborated the findings, and a final mixed methods integration including a second triangulation of findings identified additional factors explaining the relationships including sustained organizational change that reinforced the strength of subcultures. This thesis accessed as its subject organization a Department of State, an entity which is rarely available for research. For the first time to date the results empirically identified a significant relationship between Public Sector Culture and Workplace Innovation. As an unusual and critical case the findings could be generalized to public sector theory. The findings identified significant correlations where culture was an antecedent to workplace innovation which impacted on employee’s capacity to innovate. The research extended the theory of public sector innovation by proving a relationship between Public Sector Culture and Workplace Innovation. In addition, the thesis extended the theory of Public Sector Culture highlighting its importance to Workplace Innovation and the negative impact on innovation of constant organizational change. The thesis built on the theory of public sector management identifying culture as important when managing public sector innovation. The research has implications for management of innovative public sector workplaces and cultures.

public money have been spent creating
Public Sector ICT Shared Services (PSISS) based on expectations of improved customer service and cost reduction. Unfortunately, the promised benefits have often failed to materialise and governance has been identified as a barrier to PSISS success.
The research first locates the concerns that governance, and in particular arrangements for governing PSISS, is contributing to PSISS failure in the academic and practice literatures on PSISS governance. Our current knowledge of PSISS governance is principally informed by literature from three domains: management,
public administration and information systems. These domains, to an extent, exist in silos with unique traditions, perspectives and knowledge claims. As a result, how it informs the governance of PSISS could be at best unhelpful and even confusing to practitioners. This state of knowledge is not assisted by “how to govern” guides that obscure their different theoretical origins and do not appear to address the complexity of PSISS governance.
Despite this apparent lack of coherent frameworks in the academic and practice literatures, practitioners are expected to use this literature to develop governance arrangements and perform effective PSISS governance. This lack of coherence led me to ask my first research question: How do practitioners perceive PSISS governance in practice?
Exploring how PSISS governance occurs in practice through the lived experience of PSISS governance practitioners led me to select grounded theory as an appropriate methodology and research design to examine 20 years of governance practice for an electronic identity (E-ID) PSISS in New Zealand. My grounded theory of practice enabled construction of a
public sector governance model to explore vertical and collaborative governance arrangements through three perspectives: system strategy, delivery and assurance. The model has been extended to provide a system-wide
public sector governance lens, which was used to reflexively explore current academic literature and seven practitioner informed critical
public sector governance issues to answer my refined secondary research question: How have governance arrangements addressed critical issues in
public sector governance?

O contexto de mudança constante em que a sociedade se insere, acompanhado por um ambiente extremamente competitivo, pelo elevado grau de exigência dos mercados e evolução das novas tecnologias de informação, impõe a qualquer organização um sistema de controlo de gestão eficaz e eficiente. Em suma, é necessário avaliar em que medida é que os objectivos estratégicos delineados na missão e visão das organizações estão a ser alcançados. O balanced scorecard (BSC) surge assim, na década de 90, como um sistema de avaliação de desempenho que fornece uma visão integrada e global do desempenho, uma vez que se baseia num conjunto, não só de indicadores de carácter financeiro, mas também de carácter não financeiro, para medir o desempenho da organização, ajudando na implementação e comunicação da estratégia, através da clarificação da missão e visão das organizações. O BSC inicialmente foi aplicado ao sector privado, no entanto na segunda metade da década de 90, devido ao sucesso que este sistema de avaliação de desempenho revelou, passou a ser implementado nos serviços públicos. O modelo apresentado inicialmente necessitou de sofrer algumas adaptações devido ao seu objectivo principal ser o de criar valor para os cidadãos, não se centrando no lucro como no sector privado. O presente estudo tem como objectivo apresentar uma proposta do modelo BSC, adaptado ao ISEG. Neste estudo é assim apresentado uma proposta para o mapa estratégico do ISEG com os objectivos estratégicos, bem como as esperadas relações de causa-efeito entre os diversos objectivos e ainda os respectivos indicadores.
Due to the constant change that society is suffering, mainly the highly competitive environment, the high demand of markets and the constant evolution of new information technologies, all organizations need to implement an efficient and effective management system control. It is fundamental to evaluate if the strategic objectives established in the mission and vision of the organizations are being achieved. The balanced scorecard (BSC) appeared in the 90s, as a performance measurement system that provides an integrated and global view of organizational performance and it is based on a set of, not only financial metrics, but also non-financial metrics, to measure the results of the organizations, helping in the implementation and communication of the strategy by clarifying the mission and vision of the organizations. The BSC was initially applied to the private sector, however in the second half of the 90s, due to the success that this system of performance measurement revealed, was implemented in the public sector. The model presented initially required some adjustments, because the main objective of these organizations is to create value for the citizens, rather than focusing on profit, like in the private sector. ▼ Despite the largess of mentoring literature, there is little research investigating mentoring in the public and nonprofit sectors and even less research comparing mentoring in the two sectors. Mentoring programs have become increasingly
popular in both sectors, making it more important to understand how mentoring affects career outcomes in each sector. This dissertation investigates two research questions related to mentoring outcomes in the public and nonprofit sectors. (1) Does
mentoring affect protŽgŽ time spent at work and organizational involvement? (2) How do protŽgŽ time spent at work and organizational involvement vary by sector? By investigating these two research questions and focusing on protŽgŽ career outcomes and
variation in mentoring outcomes, by sector, this research addresses two significant limitations of the current mentoring literature. First, this dissertation compares work behavior outcomes for mentored and nonmentored individuals. Second, it tests for
sectoral differences in mentoring outcomes by first comparing a split sample of public and nonprofit sector employees and second, using multilevel modeling to isolate the relationships between individual-level and group-level factors that affect the
career outcomes of mentoring. The results indicate that having had a mentor has a significant affect on the amount of time a protŽgŽ spends at work and the protŽgŽÕs organizational involvement. Second, the affect of mentoring on time spent at work and
organizational involvement significantly varies by sector, producing larger effects for protŽgŽs in the nonprofit sector compared to public sector. Third, the results of the multilevel models indicate that, for mentored respondents, a larger proportion
of the variance in time spent at work and organizational involvement is explained by the group level factors of organization age, size, and sector than the individual level factors of work motivation, job history, current job characteristics, mentorship
type, and demographic characteristics.
