▼ This dissertation concerns the extent to which the propaganda model advanced by Noam Chomsky and Edward Herman in their Manufacturing Consent: The Political Economy of the Mass Media is still applicable to the current media ecosystem, where both legacy and new media converge, especially given the emergence of global democratic resistance both to the excesses of neoliberalism in general, and to the problems associated with shale gas mining through hydraulic fracturing (or fracking) in particular. In this regard, firstly, the tensions between the views of seminal propaganda theorists and of critical theorists opposed to propaganda will be thematized in relation to Chomsky and Herman’s propaganda model, through which they sought to account for the negative impact of neoliberalism on journalistic freedom. Secondly, the primary features of neoliberalism will be considered in relation to the advent of the Internet, which has helped spread laissez-faire capitalism globally, both through integrating financial markets and augmenting consumerism, and through facilitating new practises of consent engineering via digital forms of censorship and surveillance. Thirdly, the correlative emergence around the world of digital democratic resistance on the part of new social movements and through both new and legacy media means, to the excesses of neoliberalism in general, will be investigated. Fourthly, the corporate underpinning of fracking in the United States will be explored, along with the media strategy by which anti-fracking groups – following Vera Scroggins’s activism – have contested government endorsement of such resource extraction. Fifthly, the resonances/dissonances between the media strategies of the American anti-fracking movement and the South African anti-fracking movement – most notably the Treasure the Karoo Action Group (TKAG) – along with the different contexts out of which they emerged and their respective efficacy, will be examined. Finally, some potential deficits in the TKAG media strategy will be identified, and appropriate recommendations will be made.

▼ This study focuses on the role of the press in violent political conflicts in Kenya in the period that preceded the 2005 referendum on the draft constitution. Based on media reports, six major thematic areas of concern emerged during constitution making. These were: land tenure, devolution of power, the executive, the legislature, the Bill of Rights, and the provincial administration. These sections of the draft constitution caused a remarkable divergence of opinion. The citizens either supported or opposed the draft constitution on the basis of how the draft had treated those sections in the draft constitution. Besides the major thematic areas, newspapers regularly focused and reported on ethnicity, violence, political leaders‟ utterances, the process of constitution making, and political conflicts. Three main objectives guided the study. The first objective focused on the relationship between media content and different levels of political conflict. The influence of media content and how these may have led to high political conflict, medium political conflict, low political conflict and no political conflict, are tested in this study. The second objective highlighted the kind of coverage that the draft constitution got during the period that preceded the referendum in November, 2005. This objective facilitated interrogation of media content and whether media content focused on aspects of the draft constitution such as land ownership, the executive, devolution, the legislature and religion, as highlighted in the draft constitution of Kenya 2005. The third objective examined the thematic emphasis that the media undertook in the period that preceded the referendum. The themes that were dominant in the period before the referendum could have impacted on readers' perceptions of the critical issues that could have informed the voters' decisions. Three primary questions were addressed in the study: Firstly, was there a link between media content and different levels of political conflict in weak democracies such as Kenya? Secondly, did media content influence ethnicity and did it encourage ethnic conflict in diverse societies? Finally, what were the key thematic areas of coverage by the press, and how were they used during the referendum? In order to study these research objectives, I used a combination of theories to enhance understanding of the interplay between media content and audience in the society. The theories are: agenda setting, two-step flow, priming, framing, and the public sphere. The study adopts a triangulation convergence design in mixed- methods research that involves both qualitative and quantitative methods. A structured questionnaire and content analysis were used to seek responses to the research questions of the study and to meet the stated objectives. ▼ This thesis focuses on Louisiana Governor Kathleen Babineaux Blanco’s press strategies. The first section of the paper provides the standard and documented description of the role and press strategy for a governor. The second section provides a background of the responsibility of the press within a democratic society in the context of the Social Responsibility Theory. The third section examines what elements define a press/politico relationship and what defines positive and negative aspects related to this type of relationship. This research utilizes a qualitative research design, including in-depth interviews, participatory observation/field notes and case studies. Perceptions, derived from the governor’s staff members inside the Blanco administration and one capitol bureau reporter, examine; 1). Governor Blanco’s press strategy; 2.) Elements for a successful news story, and; 3). A description of the press/politico relationship. There is a lack of research on gubernatorial press relations. Therefore, three topics from the Blanco administration are examined as case studies in this paper. The topics include the negotiations with the Saints, the Executive Order on non-discrimination against gays and lesbians and Union Tank Car. These were the most popular issues covered by the press in the governor’s first year in office. Each followed a press strategy within the organization and provided valuable situations to evaluate with regard to the press and the strategies within an Executive level of government. From the thesis and out of the perceptions of the interviewees, a successful governor will manage a message to the media by first being successful in managing a message within the administration. If these messages are disseminated in an organized fashion, reporters are more apt to objectively reporting the elements of a story. Interviewees also perceived that objective reporting is defined for how accurate the news stories are in relation to the information that was provided by their political source. It was also found through the interviews that for the governor to have a successful press strategy may mean that she will use discretion with accessibility to the media. Meaning, the governor is aware that speaking openly to the press on all occasions, may not guarantee success, but will successfully provide media accessibility.

Esta tese traz uma reflexão acerca das transformações observadas na sociedade brasileira nas décadas de 1960-70, muitas das quais tiveram início ou se aceleraram a partir do golpe de abril de 1964, com a instauração do regime militar. A discussão proposta parte do estudo dos artigos assinados por David Nasser, em O Cruzeiro, principalmente, e em Manchete, esporadicamente, e Carmen da Silva, na revista Claudia, entre 1963-1973. Mostro, através do trabalho destes autores, as sementes do que resultou num endurecimento político baseado num aparato repressivo cuidadosamente construído, com o objetivo de cercear e punir idéias políticas diferentes daquelas que sustentavam a ditadura instaurada. Paralelamente, no campo social/cultural, observouse a abertura dos costumes e dos comportamentos, o que contradiz, neste momento da história brasileira, a noção segundo a qual: \"É mais fácil derrubar um ditador do que mudar a cabeça das pessoas\".

This thesis ponders about the transformations that took place in the Brazilian society in the 1960-70s. These changes have started or increased in pace following the civilianmilitary coupd\'état of April 1964, with the establishment of the Brazilian military regime. The proposed discussion has its roots in the study of the news articles authored by David Nasser, mostly in O Cruzeiro but sporadically in Manchete, and Carmen da Silva, in Claudia, spanning the years 1963-1973. I show, through the work of these authors, the seeds of what would later turn into the political hardening based in a carefully built apparatus to stifle and punish political ideas dissonant with the ones defended by the established regime. At the same time, other realms of society saw an increasing flexibility of societal norms and behaviors. This fact, in this particular moment of the Brazilian history, contradicts the common belief that: \"It is easier to topple a dictator than to change people minds\".

▼ “Gentlemen of the Press: Post-World War II Foreign Policy Reporting From the Washington Community,” rethinks the role that print journalism played in creating a Cold War consensus about American foreign policy. By creating one conversation for public consumption and tolerating another behind closed doors, reporters in the capital created an appearance of consensus about foreign policy that for decades shaped American international relations—most significantly that, after World War II, the United States would have to “win the peace,” a phrase and idea soon replaced with that of waging a Cold War. I contribute a new element to the historiography of the Cold War by emphasizing the importance of World War II experiences to the post-war diplomatic press corps, as well as the social and professional spaces in which they operated. The exclusive information economy operating on the ground in the capital limited dissent about the government’s foreign policy decisions. In paying particular attention to the social world that fostered consensus reporting and the role of fellowship, expressed through whiteness and masculinity, I contribute to ongoing scholarly discussions about gender and foreign policy as well as communications scholarship on the sphere of consensus. While some observers have written about “boys on the bus,” or “pack journalism” in campaign coverage that limited independence of thought, they have failed to understand how daily life in Washington created a much larger and more permanent consensus. I also examine how war institutionalized journalistic practices and norms that continue to the present day. I trace the roots of “background sessions” between reporters and officials to World War II, when the government took reporters into confidence on war-related matters, and kept them there as the Cold War necessitated limiting the circulation of information. The ambivalence reporters felt about whether the Cold War was peacetime created tension between their obligations to be good reporters and their obligations to be good citizens in an unprecedented, nuclear era. Caucus leaders in the House of Representatives are distinguished from other leaders by their roles as agents for the entire caucus. Therefore, they seek to cater to the needs of their members, especially the prospects for individual reelection and collectively maintaining or attaining majority status. The electoral priority relies, in large part, on building a strong party brand and that requires active leadership engagement as national messengers speaking on behalf of the entire congressional party. Between 1981 and 2010, top leaders in the House dramatically expanded the time, resources, and personnel dedicated to promoting their collective partisan narratives in the national media. Simultaneously, they navigated dramatic internal and exogenous change, including the aftereffects of 1970s reforms, the emergence of unique, ambitious leadership personalities, increasing sophistication in messaging technology, the changing media landscape, and a sharp rise in partisanship. We know very little about how this transpired and under what conditions leaders were more or less successful in their quest to generate coverage. This dissertation examines those questions while taking into account the current literature’s tendency to ignore differences between majority and minority leaders, Democrats and Republicans, and caucus leaders and anyone else with a leadership title. By employing qualitative data from nineteen interviews with former communications staff members for top House leaders, and content analysis generated from 3,096 articles in the Washington Post and the New York Times, randomly selected from the thirty-year period, this dissertation finds that coverage of congressional leadership is largely driven by the power bias: reporters write about those who have the greatest ability to affect the final outcome in the House. The majority party, therefore, consistently retains this advantage. Further, quantitative analysis that operationalizes “media coverage” in five different ways produced very mixed results, indicating that past scholarship that relied on just one measure of coverage (e.g., mentions of leaders) may obscure a more complicated story.

▼ This study is concerned with the constructions of the Tanzanian nation in the press. It has confined its focus, first, to the coverage from 2005 to 2011 on Union Day that marks the Union between Tanganyika and Zanzibar and the formation of the United Republic of Tanzania and, second, to two prominent Tanzanian newspapers, namely the state-owned Daily News, and the privately-owned The Citizen on Union Day. As the Union remains a contentious issue, the relevance of this research relates to the press’s considerable power to shape understandings and influence attitudes. The study works within a broad cultural and media studies framework and is informed by a constructionist approach to representation and to culture, and to nation in particular. It also draws of journalistic theories of agenda-setting and the normative roles of the press to probe the agendas set by the press on Union Day and to interrogate how the two newspapers construct and frame the Union of Tanganyika and Zanzibar as nation. The research responds to the question: ‘How has the Tanganyika-Zanzibar Union been represented in The Citizen and Daily News newspapers from 2005 to 2011?’ It employs quantitative and qualitative (thematic) content analysis to investigate the coverage in the editorials and feature articles of The Citizen and Daily News newspapers on Union Day (26 April) of 2005 to 2011. This study finds that the government-owned newspaper, Daily News, publishes more articles related to Union on Union Day than the privately-owned, The Citizen and collaborates more determinedly with the state in the process of constructing the nation. However, both newspapers adopt a collaborative role consistent with the development journalism tradition that endorses an informal partnership between media and the state in the process of development (Christians et al, 2009:201). Both publications tend to emphasise the hegemonic ideology pertaining to Union while giving limited attention to challenges to such constructions. While both newspapers do identify certain problems of the Union and thus exercise a monitorial role to varying extents, it is apparent that the press in Tanzania tends to be largely acritical, perhaps attributable to a long period under single party rule

▼ This thesis is a study of the Islamist discourse on terrorism and how western countries are constructed in four Indonesian magazines, Tempo, Gatra, Sabili and SuaraHidayatullah, in relation to the five bombings which took place in Indonesia. I define the first two magazines as the general magazines and the last two as the Islamist magazines. The bombings coverage analysed is that of the Bali bombings 1 and 2, the JW Marriott 1 bombing, the Australian Embassy bombing and the JW Marriott 2/Ritz Carlton bombing. The first study is of the bomb which killed or injured more than 200 people in Kuta, Bali, an area which attracts large numbers of international tourists; the second is of the bomb which exploded in Jimbaran,Bali, also a tourist area; and the last three studies are of the bombings of icons of ‘the West.’ In addition, the way in which the readers of the magazines responded to the reporting of the five bombings analysed is also examined. To address the topic, I conducted research in the offices of four magazines in Jakarta. I copied articles from the Gatra, Sabili and Suara Hidayatullah offices, and Tempo provided me with digital copies. I also interviewed two or three journalists/editors from each magazine. Further, I conducted focus group discussions for the readers of the magazines. Ten focus groups were involved during the fieldwork. There were two groups for each magazine and the other two groups involved readers of both the general and Islamist magazines. The examination of the two general magazines shows that each constructs a different anti-western Islamist discourse in its reports on the terrorism. Gatra, in part, presents the Islamist view and construct that western countries are opposed to Islam, and therefore conspiracy theories concerning who was responsible for the bombings are likely to be true. Tempo, on the other hand, does not present an anti-western Islamist view in its reports. Mainstream views of terrorism are dominant. The comparison of the Islamist magazines shows a similarity in how the Islamists construct anti-western Islamist discourse in their reports. Both Sabili and Suara Hidayatullah view the western countries, mainly the United States, as anti-Islam and as enemies who would try to destroy and undermine Islam. The readers of the magazines generally perceive terrorism in Indonesia from an Islamist perspective, although they do not agree with acts of violence. The readers of both the general and Islamist magazines perceive the western countries (particularly the United States) as being in opposition to Islam and Muslims. The bombings which occurred in Indonesia are viewed with the suspicion that the western countries were involved. These findings show, partly, the Islamisation of society in the social and political context in contemporary Indonesia. They show not only that Islamisation exists in society (as exemplified by the readers), but that, to some extent, the media institution also has been Islamised. Este trabalho tem por fim discutir as representações anticomunistas na Bahia, particularmente na imprensa. Esta se tornou ao longo de décadas uma disseminadora de idéias importantes para a consolidação de certas posturas e a construção de instrumentos eficazes de dominação por intermédio da divulgação de ideários. O principal deles, durante o século XX, foi, decerto , o anticomunismo. Elemento de agregação para os setores conservadores da sociedade em momentos de crise e justificativa para o cerceamento de direitos básicos, como os de sindicalização e associação, ele encontrou terreno fértil na Bahia. Nos períodos em que ocorria alguma manifestação mais contundente por parte das classes subalternas, as elites empreenderam um combate violento ao comunismo por intermédio da imprensa bahiana, geralmente desqualificando-o. Na Bahia, onde o contingente operário e o Partido Comunista não tinham a mesma força que em outros estados, como São Paulo e Rio de Janeiro, a imprensa terminou por instrumentalizar o anticomunismo e ao mesmo tempo foi um instrumento deste, através da contraposição entre o comunismo e os valores cristãos e ocidentais presentes na idéia de povo ordeiro e pacífico.

This work intend to discuss the anticomunists representations in Bahia, specially in the press. The press became through out the decades very important to broadcast relevant ideas to consolidate certain positions and the construction of efficient instruments of domination by transmition of ideologies.One of the most importants in the XX century was, surely, the anticomunism. Element of union for conservatives sectors of society in times of crisis and reason to limitate the basic laws, as sindicalization and association, the anticomunism found a good place in Bahia. In the periods that happened some strong manifestation by lower sectors of population, the blamed them as comunists. In the society of Bahia, whose the workers and the Comunist Party didnt have the same power as in other places, like São Paulo and Rio de Janeiro states, the press instrumentalized the anticomunism and at the same time was a instrument of that, through of oposition between the comunism and the Christian and western values presents in the idea of pacific people.

Le champ de la communication politique connaît, depuis plus d’une dizaine d’années maintenant, des mutations considérables qui impactent de manière globale ses processus discursifs. Confrontée à un phénomène de peopolisation, dont l’expansion dans le social apparaît être sans limite, la communication politique emprunte désormais la voie quelque peu exhibitionniste du dévoilement de soi. Et ce, pour le plus grand plaisir d’un public de citoyens qui, jusqu’à preuve du contraire, ne cesse de se délecter des secrets d’alcôve en lien avec le gotha. Si bien que, de nos jours, il n’est pas rare que l’actualité s’inscrive dans le sillage d’informations focalisées sur la vie privée des personnalités politiques, au point d’avoir donné naissance à un nouveau genre d’événement public : l’événement peopolitique. Tel est donc l’objet nodal de la présente recherche, l’événement peopolitique, cet hybride informationnel né de la convergence de la politique et du people. Aussi, cette thèse de doctorat se donne pour mission principale de décrire, puis de comprendre, les différentes manifestations phénoménales de cet artefact social de la postmodernité. En ce but, trois événements peopolitiques ont été passés au tamis d’une analyse qualitative, à dominante inductive. Une analyse qui, in globo, est parvenue à mettre au jour le caractère profondément tyrannique d’un phénomène social qui, à bien des égards, se présente à nous comme une véritable anomalie de l’histoire politique française.

Over the last ten years, the field of political communication has seen considerable mutations which have had a global impact on the discursive process. Confronted to a new phenomenon of « People-ization » which seems to have no social boundaries, the Political Communication has now fallen into the fully exposed path of self-unveilment, for the greatest pleasure of a general audience whose hunger for such « Celebrity Gossips » appears to be insatiable. As a result, it is quite common that news come within the framework of information focused on the private life of political personalities, to an extend that gave birth to a new sort of public event : the « peopolitic » event. Such is the nodal object of the present research, the « peopolitic » event, this informationnal hybrid borned of the convergence of politics and celebrity. Moreover, this thesis submitted for doctorate has for mission to first describe, and then understand the different phénomenals manifestations of this postmodernity social artefact. In this purpose, three different « peopolitical » events have been sieved through a qualitative analysis, with an inductive prevailing. An analysis wich, in globo, managed to bring up to light the profound tyrannical nature of social phenomenon which in many ways, could be seen as a real anomaly of French political history.

Même si elles constituent des pratiques rituelles bien codées, les visites officielles des présidents français en Argentine (De Gaulle en 1964, Mitterrand en 1987 et Chirac en 1997) sont des événements construits par la presse à partir des occurrences extérieures. Or, lorsqu’un journal découpe la réalité, la retranscrit, la met en page et la met en ordre pour construire l’événement, son récit ne se borne pas à relater le côté purement rituel, mais il laisse la place à d’autres voix, à d’autres énonciateurs, voire à d’autres événements. Nous soutenons donc que la presse écrite argentine s’approprie la figure de la France et/ou des présidents français dans le cadre de leurs visites officielles en Argentine et se sert d’elles pour rappeler des problématiques de politique intérieure argentine, voire pour les assimiler au contexte politique français, soit par le biais de la figure des chefs de l’Etat français, soit à travers un rapprochement conjoncturel et/ou institutionnel. Dans notre travail, nous étudions le traitement des trois visites dans cinq journaux nationaux argentins Clarín, Crónica, La Nación, La Prensa et La Razón, notre but étant d’analyser les stratégies énonciatives de la mise en récit des « discours imprimés » dans l’aire de la page en vue de saisir l’« identité discursive » inhérente à chaque journal qui révèle également des récits politiques sous-jacents aux visites d’Etat.

Although they constitute well coded ritual practices, the official visits of the French presidents in Argentina (De Gaulle in 1964, Mitterrand in 1987 and Chirac in 1997) are events built by the press from external occurrences. Now, when a newspaper cuts the reality, transcribes it, formats it and puts it in order to construct the event, its narrative is not limited to telling the purely ritualistic side, but it leaves room for other voices, speakers and even other events.We therefore argue that the Argentine print media appropriates the figure of France and / or French presidents as part of their official visits to Argentina and uses it to recall issues of domestic policy in Argentina, or even to assimilate them to the French political context, either through the figure of French heads of state, or through a conjectural and / or institutional rapprochement. In our work, we study the treatment of the three visits to five Argentine national newspapers Clarín, Crónica, La Nación, La Prensa and La Razón, with the aim to analyse the strategies of the narrative of « printed speeches » in the printed area to capture the « discursive identity » inherent in each newspaper that also reveal political narratives underlying state visits.

▼ This thesis analyses the development of provincial Toryism during the period from the end of the Napoleonic wars in 1815 to the passage of the Reform Acts in 1832, examining the beliefs, organisations, and actions of local Tories particularly in some large British towns. In the early nineteenth century, the existence of two parties, Tory and Whig, became a major feature of parliamentary politics, and local political associations supporting each of them were gradually organised and became powerful and influential in urban centres. Local Tories expressed their opinions and acted together in order to support the Tory party in Parliament. They found support in different regions, and developed a recognisable network and identity in various British towns. Like parliamentary Tories, however, they were not completely coherent in their ideology nor entirely agreed in what policies to pursue. They were ‘issue-oriented’ associations, which were loosely connected with each other. They sometimes acted independently and flexibly, lacked complete unity, and were not controlled by the national party at Westminster. Taking these circumstances into consideration, this thesis attempts to reveal how national and local politics were connected, and some of the most important aspects of local Tory politics particularly in terms of identity and organisation Chapter One examines the political ideology of local Tories, by looking at the provincial Tory press published in Bristol, Colchester, and Edinburgh in particular. Chapter Two investigates Tory clubs and societies, such as the Pitt Clubs, the True Blue Clubs, the King and Constitution Clubs, the Brunswick Clubs, and the Orange Lodges, which were widely and deeply entrenched in British urban communities. Chapter Three examines Tory electoral politics in three large, open, freeman boroughs: Liverpool, Bristol, and Colchester. It analyses the political opinions and actions of the electors and non-electors and investigates the extent and the ways in which national issues impacted on these urban constituencies. Chapter Four also examines the impact of national issues on local Tory politics, but does so by presenting a case study of the involvement of local Liverpool Tories in such significant provincial political arenas as Corporation politics, mayoral elections, and public meetings. The Conclusion stresses the importance of the diverse and flexible reactions of provincial Tories to various political events occurring in the localities as well as at Westminster.

▼ The importance of First Amendment protections for assembly, speech, and the press is manifest during protest events in a way that is not seen in many other situations. Entrenched political and commercial powers, which benefit from the status quo and resist the change supported by the protesters, use many tactics to suppress the message and repress the messenger. One of the tools of repression is the policing of protests. Protest policing, where the government uses law enforcement personnel as a tool to impose its will on the protesters, has evolved over the years. Another of the power center’s tactics is control of press coverage. Honest and informative news reports are vital for movements as a way to spread their message. However, the mainstream press has traditionally downplayed the message and instead focused on troublemakers who provide the action that raise the ratings. The rise of Internet publishing and inexpensive video cameras, as well as small, local newspapers has mitigated this and supported the ascension of the independent media, or the Indy Press. The Indy Press offers a favorable depiction of protests and the message of protesters. This development has led some mainstream reporters to follow the lead of the Indy Press, thus presenting a threat to the power center’s control of the message. During the 2008 Republican National Convention, the police and other security forces providing security for the event arrested at least 43 journalists who were recording the protests and actions on the streets. These arrests were made in spite of the fact that many journalists were wearing valid press passes and identified themselves as reporters. Beyond that, the police maliciously assaulted many of the journalists during their arrest. This work examines the link between the policing of protests, the arrest of protesters, and the repression of reporters. These actions by the power centers serve as a form of intimidation known as propaganda of the deed. Utilizing the accounts of those reporters and witnesses, this work details the potential threat to democratic freedoms posed by the repression of the press, especially the Indy press, by the government. This thesis examines the evolution, functionality and versatility of constructions of the 'European' and to a lesser extent, of 'Europe, as an integral element of the larger vocabulary of Australian identity formation in press discourses of the 1920s and 1960s. Knowledge of the Other(s) and oneself as Australian was (and still is) generated through the processes of minority representation and categorisation. This knowledge germinated within, and was disseminated by, the Australian printed press that served as a preliminary arena within which boundaries of inclusion and exclusion to the imagined national community were drawn. Assessing the press correspondents' deployment of the 'European' and the labels' underpinning attributions, this thesis reveals that the 'European' did not fit neatly into a Manichean divide where representation is constructed through opposition. In contrast to other classifications - 'white' and 'British', in particular - the 'European' stood out as an anomalous category that offered more flexibility in that it allowed for levelling over a range of national, ethnic and cultural cleavages of those subsumed under this label. The thesis shows that it was precisely this malleability that made the 'European' a valuable means to create social cohesion. – This thesis is essentially an investigation into how press correspondents and readers consolidated representations of the 'European' in diverse media contexts to suit contemporary political imperatives. The analysis is sectioned between two decisive periods of radical social and cultural change in Australia that are characterised by intensified nation building. The first section examines the media debates on the settlement of tropical Australia, Southern European immigration and the administration of Australia's territorial dependencies Papua and New Guinea. In each debate, the 'European' emerges as a discursive tool to alternatively describe the multi-ethnic community residing in the north, members of the expatriate community, or dissecting the term along geographical (and assumed racial) lines, as migrants from Northern or Southern Europe.
