ENGLISH ABSTRACT: This study seeks to analyse regionalism in theory as well as in practice with regard to the Southern African region. Its purpose is thereby twofold: Firstly, this work claims to make a contribution to critical and reflectivist theorising of regionalism. The study of regionalism remains highly dominated by rationalist theories focusing predominantly on states as regionalising actors as well as on formal inter-state frameworks and market-led processes of regional integration. The hegemonic status of these approaches reinforces a specific form of regionalism which is compatible with neoliberal practices in the world economy. In order to reveal shortcomings and normative tenets of conventional theories and to account for the complexity and multidimensionality of regional projects and processes, a combination of theoretical insights from Robert W. Cox’s Critical Theory (CCT) as well as from the New Regionalism(s) Approach (NRA) are proposed as the theoretical framework for the study. The second objective is to bring civil society as a regionalising actor into the debate. Focusing on the highly exclusive and elite-driven regional project pursued by the region’s most comprehensive inter-state framework, the Southern African Development Community (SADC), the study addresses the question, as to what extent civil society at the regional level can act as a transformative force in terms of people-centred socio-economic development and social equity.
After introducing crucial meta-theoretical, conceptual and methodological considerations, the major theoretical contributions to the study of regionalism are reviewed critically and a critical/reflectivist approach is proposed as an alternative to mainstream rationalist theorising. In a broad historical overview, the social, political, economic and cultural contexts which characterize the contemporary region of Southern Africa are discussed. Subsequently, four regional civil society organisations, namely the SADC Council of Non-governmental Organisations (CNGO), the Southern African Trade Union’s Co-ordination Council (SATUCC), the Economic Justice Network (EJN) of the Fellowship of Christian Councils in Southern Africa (FOCCISA) and the Southern African People’s Solidarity Network (SAPSN), are scrutinized with the intention to assess their transformative potential within SADC. The research conducted for the study is based on an eclectic employment of a combination of mostly qualitative methods, among them field research interviews, participatory observations as well as the analysis of primary and secondary sources/data. Two important conclusions can be drawn from this work: Firstly, an explicitly anti-reductionist and critical theoretical approach is seen as essential to account for the myriad of multi-level structural as well as agency-related factors influencing regionalism and regionalisation in Southern Africa. ▼ ENGLISH ABSTRACT: The fall of the Berlin Wall in 1989 ushered in a new era of globalisation and with it, intensified levels of global migration. The movement of people across increasingly fluid and penetrable boundaries has altered the demographic profile of European states and this cultural diversity has confronted contemporary Western liberal democracies with a unique set of challenges concerning the integration of diverse groups into society for the purpose of fostering cohesion and domestic stability. The effects of cultural diversity are not limited to demographics however, and this thesis focuses predominantly on the political and public responses that this phenomenon has evoked. The context of the Netherlands provides a particularly enlightening example of the way in which attempts to manage cultural diversity have stimulated intensive debate on immigration and integration topics, which have subsequently become firmly ensconced within public and political discourse. This ongoing debate in the Dutch context has brought to the fore wider questions pertaining to citizenship, national identity and culture. More importantly, these issues have exposed the limits of Dutch tolerance: increasingly restrictionist immigration and integration policy over the last two decades, and in the last 10 years in particular, has appeared incongruous with stereotypical perceptions of the Netherlands as an ultra-liberal and progressive paragon of multiculturalism.
This thesis therefore seeks to rework this image of the Netherlands by observing possible shifts in public attitudes towards immigrants and immigration in the context of considerably less favourable material circumstances, occasioned by the current global financial crisis. Attitudes towards Muslims in Dutch society are of particular interest to this research given the particular cultural and symbolic threat that Islam is considered to pose to liberal values. Realistic Group Conflict Theory provides a useful framework for analysing inter-group competition and conflict stemming from both material and non-material perceptions of threat. Whilst particular focus is accorded to the specific macro-economic conditions of the ongoing financial crisis for observing potentially shifting sentiments, this discussion is situated within a larger national debate about immigration and integration spanning two decades. Linking public perception data to analyses of Dutch integration and immigration policy, patterns of voting behaviour and the real effects of the financial crisis on the Dutch economy, the ultimate intention of this research, then, is to assess the prospects and overall “health” of liberal democracy in the Netherlands. The country‟s experiences in attempting to deal with cultural pluralism reveal that liberal democratic norms have not simply been entrenched as “givens” and they are subject to contestation and ambiguity. It is in attempts to address difference and “otherness” in society that the shortfalls of Dutch liberal democracy have been laid bare.

▼ ENGLISH ABSTRACT: The Japanese-African aid relationship has evolved since World War Two. The majority of studies on Japan’s role in Africa have focused on the economic aspect, while Japan’s aid relationship with Africa remains a relatively underexplored area of enquiry. This thesis aims to contribute to the study of Japanese-African relations by focusing on the role of aid in Japan’s involvement with the continent. The research question focuses on the evolution of Japan’s aid relationship with sub-Saharan Africa and the factors that have shaped this relationship. The study is qualitative and exploratory in nature and makes use mostly of secondary sources. Theoretically, the study analyses the aid relationship with reference to three sources of motivation for the provision of aid, namely economic,
political and moral rationales. The findings of this study highlight the fact that, before 1990, Japan’s aid relationship with Africa was motivated by all three rationales. From an economic perspective, aid served as security for resources from Africa especially after the oil crisis of 1973. From a
political perspective, Japan’s aid relationship served a number of objectives that changed over time. The study highlights these changes, suggesting that, from a
political perspective, Japan’s aid in respect of Africa initially served to play a critical role in the Western camp in its anti-communist struggle on the continent. It was also used to curb criticism directed at Japan by African countries for its pro-Pretoria policy.
After 1990, Japan’s aid relationship with Africa from
political perspective served Japan’s ambition to be recognised as a
political power, most importantly to receive the support from Africa that would allow Japan to secure a permanent seat on the United Nations (UN) Security Council. From an economic perspective, it served to secure strategic natural resources for Japan that would sustain its growing economy and help to achieve its ambition of attaining global economic supremacy. From a moral perspective, the aid relationship served to promote a development path for Africa similar to that experienced in Japan’s Asian neighbourhood. Japan’s aid relationship with sub-Saharan Africa can be explained from a realist perspective, since the country’s national interests played a key role in the distribution of aid in this region. It has been important for Japan to maintain its momentum regarding global economic prominence and influence and for it to try to secure a permanent seat on the UN Security Council. By distributing aid to Africa, it has hoped to improve its chances of achieving its economic ambition and importantly its elevation to the Security Council. The study thus suggests that
political ambitions have been the primary motivating factor in the distribution of aid in sub-Saharan Africa.

▼ ENGLISH ABSTRACT: The point of departure for this study was the wide-ranging furore in media publications regarding the pervasive decline in donor funding for civil society organisations in South Africa, as influenced by the recent global financial crisis, and the subsequent shutting down of a number of civil society organisations. The decision to embark on this study has its roots in the fact that civil society is an important feature in a democracy with regards to government responsiveness, accountability as well as citizen participation in democratic governance. In South Africa, particularly, this is important in light of the country’s fledgling democracy, and even more so, when considering the ruling party’s overwhelming
political power resulting in a dominant party system.
The aim of this study was to find out what accounts for the plummet in donor funding, and the overriding question guiding this study was: Has the global financial crisis influenced civil society in South Africa? The broader question asked was: What are the challenges facing civil society organisations in South Africa? This study aims to assist in the evaluation of the potential role that civil society has played and continues to play in South Africa’s young democracy and what the implications would be for democracy if civil society organisations were hampered in these roles and continued to close offices. This study is explorative in nature and relied on qualitative data obtained from in-depth interviews conducted with two prominent South African non-governmental organisations; namely the Institute for Democracy and the Treatment Action Campaign. A key informant was selected and interviewed from each organisation. The findings of the interviews were operationalised through the lenses of Andrew Heywood’s (2007) conceptual theoretical framework, which puts forward five resources that civil society organisations need in order to exert their influence. While acknowledging the importance of all five resources, this study pays particular attention to financial resources received through international donor funding, for without financial resources it is difficult for an organisation to survive.
The findings of the interviews and the conclusions drawn underscored four realities: firstly that the decrease in funding is not limited to the organisations examined in this study, but civil society as a whole. The second reality rests on the fact that the global financial crisis has indeed influenced the Institute for Democracy and the Treatment Action Campaign in ways that are a cause for a concern, not only for the survival of the organisation, but also for the durability of South Africa’s young and at times fragile democracy. The third reality points to other challenges that have influenced donor funding, such as South Africa’s middle income status, a shift in donor orientation and focus and donor-specific problems. ▼ This thesis is a critical study of two approaches used to analyse Zambia's regional policies in Southern Africa in the period 1964-80. One approach, the idiosyncratic, regards personality and ideology as the central factors that have shaped the country's regional behaviour while the political economy school treats economic interests and class formation as the key to the understanding of Zambia's regional policies. These two approaches have generated debate amongst scholars as to the relative impact of these two sets of factors on the country's regional policies. This thesis has endeavoured to expose the theoretical as well as the analytical strengths and weaknesses of these approaches when applied to Zambia's responses to U.D.I, in Rhodesia, the civil War in Angola in 1975-76 and to Zambia's relations with South Africa. What has emerged from this study is that neither of these approaches offers an adequate analysis of Zambia's regional policies since their exponents are selective in their choice of evidence: Zambia's foreign policy consistently and simultaneously reflected elements of
ideology and interest. However, the insights outlined by the two approaches have been utilized in this thesis to
provide a comprehensive analysis of Zambia's regional policies in the period 1964-80.

▼ This thesis is a comparative work in which two historical events are defined and examined as political myths. The definition immediately raises problems as the habitual use of the term myth by historians implies falsehood. The author argues that the traditional dichotomy of mythos and logos is more problematic than is habitually understood. Rather, he argues that certain highly-resonant historical episodes are a disconcerting mixture of fact and fiction, and that their appeal to their target audience is predicated on an authority that overrides concerns about factual accuracy. Furthermore, as this is a study of civic religion and the politics of public commemoration, the thesis problematises both the status of the sacred in (supposedly) secularised societies and the role of the rational in politics.
Two cases are presented. These are the Battle of Kosovo Polje of 1389 and the Munich Agreement of 1938. Noted is that both events have been extraordinarily influential; that they have a paradigmatic status and an authority that has often been used to confer political legitimacy. The comparative method uses several factors: durability, factual accuracy, ownership, flexibility, level of usage and media of transmission.
The examination of the legacy of the Battle of Kosovo Polje study is longitudinal. It seeks to establish to the small degree possible what actually happened in 1389, and contrast this with the popular narrative. This popular narrative, most especially the vibrant tradition of Serbian epic poetry, is then explored at length through a well-known theory of myth analysis. Previous studies have not approached this oral tradition at length or in a systematic manner. The work then offers different examples of the agents and events inspired by the legacy of the battle, among them the most important events in the modern Balkans. It then attempts to systemise the different modalities through which the event has been instrumental.
The examination of the Munich Agreement also offers an overview of the events of the 1930s, and contrasts this with a highly simplistic narrative that has been extracted from these events. This is in strong contrast to the Kosovo legacy; in that case there were few sources to indicate what happened; as regards the Munich Agreement and the policy of appeasement from which it grew, much is known, but the record is largely ignored at the expense of an inaccurate but seemingly deeply-compelling narrative. The political usage of Munich is then examined via several cases, typically conflict situations. Emphasis is placed on the statements and justifications of politicians in different periods and political cultures. Modes of argumentation are examined, and a singular pattern is detected. Finally the thesis compares the two cases, their differences and similarities, with the ambition of solidifying the concept of a political myth, highlighting the extraordinary influence of the usable past on the present.

▼ This study investigated Romania's early 1960s policy change towards the Soviet Union, focusing on two questions why the change occurred and what actually changed. Calling it detachment from Moscow, dissidence, new state security strategy, independent or autonomous line, historiography focuses from an objectivist perspective on the external permissive conditions that allowed the change. It works within a paradigm which maintains that after the war Romania allied (balanced) with the USSR against the Western threat but contends that Romania s alliance with the USSR and its (post-1960) opposition to the USSR were mutually exclusive. In tackling this dichotomy, some scholars argue that the change was simulated or apparent, while others acknowledge a partial, incomplete detachment but pay little attention to what actually changed.
Drawing from recently declassified archive materials, this study used a perceptual approach and a paradigm which argues that post-war Romania allied not against the threat but with the (perceived) threat the USSR. It focused on the proximate causes triggering the change and explained what changed. It investigated the emergence of Romania s opposition to the USSR mainly through two case studies (the CMEA reform process and the Sino-Soviet dispute) and covered the period between 1960 and 1964 between Romania s first categorical (albeit non-public and indirect) opposition to the USSR and the issuing of the Declaration marking Romania s first public and official (although indirect) acknowledgement of the disagreements with the USSR.
This study found that the proximate causes of Romania s policy change towards the Soviet Union resided in the Romanian leaders perceptions of the threats posed to Romania s interests by various specific Soviet policies, such as the attempts to impose the CMEA integration or a strong collective riposte against China. The Romanian leaders considered that such Soviet policies had to be blocked, but they feared that opposition risked triggering even bigger threats or even the ultimate (perceived) threat to Romania s security an open confrontation with the USSR. Thus, they responded to the perceived threats by conceptualising the change in Romania s policy towards the USSR not in terms of breaking off the alliance, but in terms of finding practical ways (tactics) to block specific (perceived) less-than-ultimate Soviet threats, without provoking a confrontation with the USSR.
Through its findings, this study opens new research perspectives on the Romanian-Soviet post-war relations and on the role of the leaders beliefs in Romania s foreign policy choices. It may also be a starting point to understand the unusual present-day relations between Romania and the Russian Federation.

▼ This thesis contributes to a growing body of research on the relationship between Euroscepticism and the media, as well as that on Eurosceptic movements. The main purpose of the thesis was to answer the question What is (the meaning of) Euroscepticism? by comparing the meanings attached to Euroscepticism in leading Swedish, Finnish and Estonian newspapers to the meanings that Eurosceptic authors in these three countries attached to the phenomenon in their written discourse during 2000-2006. Instead of offering a normative definition of Euroscepticism as a phenomenon, this study analysed the actual empirical uses of this term, including its synonyms, as well as the self-perceptions of people who identify with this label (or its synonyms). The study employed framing analysis, with a special emphasis on how frames are embedded in texts, as well as on processes of self-framing. It introduced a constructivist, interpretive and qualitative approach to the study of Euroscepticism, which has so far received an overwhelmingly realist, positivist and quantitative treatment in research literature. The newspaper data was obtained by searching for keywords ( Euroscepticism and its various synonyms). Texts written by Eurosceptic authors were gathered through a modified snowball method, asking the respondents to suggest five of their writings for analysis. The results of the study indicated that leading newspapers in these three countries were biased against Euroscepticism, framing it as a problem to be solved , using pejorative terms and condescendingly framing Eurosceptics as people, whose fears are irrational, mainly resulting from a lack of familiarity with the European Union (EU) and a misguided projection of other grievances on the EU, by and large ignoring the content of Eurosceptic argumentation. By contrast, Swedish, Finnish and Estonian Eurosceptic authors framed themselves as knowledgeable, circumspect, perceptive, chivalrous, honest, highly moral, shrewd, patriotic, economical, responsible, fair and peace-loving, and presented Euroscepticism as a solution to various social and economic ills. The analysis focused on explicating the interpretive processes of inductively identifying (frequently subtle and culturally specific) framing devices such as metaphors and allusions.

▼ This study explores how opportunities for higher education (HE) are distributed in Ghana's public universities to students; and particularly, how those from the disadvantaged sections of the Ghanaian society fare in that regard. It was approached as a multi-level (integrating elements of micro, meso and macro) and multi-perspective dual transformative case study. Drawing mainly upon data collected from semi-structured interviews with students, graduates, university officials and policy-makers, as well as secondary data archived by the relevant institutions; it examines the processes and patterns in the distribution of admission slots to students. It engages with the tensions and dilemmas confronting the universities in such allocations, and debates same, in the context of procedural justice and meritocracy on the one hand, and distributive justice and affirmative action on the other. The interactions and intersections of socio-economic and other significant variables parental education, family income, geographical location, gender and disability are discussed, principally, in the framework of effectively maintained inequality (EMI), to understand the factors influencing the patterns of distribution observed. The data were thematically analysed using both sensitising concepts from the literature review, the conceptual frameworks as well as the indigenous concepts that emerged from the data.
The findings indicate that the distribution of HE seats in the two public universities selected for the study is highly inequitable with students who graduated from the few urban-based and elite upper secondary schools overrepresented while graduates from the majority rural-based and resource-poor schools are underrepresented. Although there was unanimity among the different groups of participants about the existence and persistence of the problem, their approaches to dealing with the problem proved dichotomous. While students from the rural schools, for instance, exposed their status frustration and assumed a reformist stance on the issue of remodelling the current grade-based admission system to one cognisant of the difficult circumstances under which rural students pursue their upper secondary education, their counterparts from the elite schools essentially defended the maintenance of the status quo. The majority of female participants, contrary to the views of policy-makers, strongly objected to affirmative action for the admission of females; arguing that the policy reinforces the notion that they are inferior to their male counterparts.
The results further reveal a multi-layered social stratification in access to, and equity in HE in Ghana. Almost all the students and graduates who were admitted into the universities on affirmative action basis identified themselves as rural people from low-income families, with little or no parental education, and poor parental occupations. ▼ The research focus is a specific case study analysis of collective violence in the North of England, in particular West and South Yorkshire. There are three cases: the Bradford Riots June 9-11th, 1995, The Battle of Orgreave, June 18th, 1984 and a violent encounter between Leeds United and Manchester United fans at Elland Road on October 11th, 1975. The cases are set within the dynamic of violence mutation revealed in both their specific genres and in the fusion of violence that draws together the cases and manifestations of violence in the region throughout the period covered.
The unique challenges of violence research are addressed and a triangulation methodology was employed drawing upon extensive newspaper sources, official reports, secondary sources and a limited sample of supporting interviews to garner an insight into the events.
Fundamental problems of definition were broached, highlighting the difficulties of undertaking a multidisciplinary study of violence. This was compounded by different disciplines seeing the phenomenon through their own restrictive lens, resulting in divergent and contradictory conceptualisations of violence. This necessitated the formulation of a conceptual framework - violent conflictual contention, to obviate some of the weaknesses in violence definition. Inculcated within the framework were thematic strands of grievance and identity formation set within the contentious repertoire of non-institutional actors leading up to and emanating from the cases themselves.
Primary attention was devoted to the non-institutional actors, although recognition was made of the role played by the police in all the cases. Yet irrespective of the level of social control employed by the police, and all three cases exhibited differing crowd control strategies, they nonetheless could not prevent the outbreak of violence and may have in fact have inadvertently exacerbated an increased recourse to violence.
A grievance framework was proposed in which suddenly imposed grievances were identified in the unfolding events and reference was made to grievances of illegitimate inequality and violated principles that may have been key causal factors or factors that perpetuated the continuation of the violence.
Grievance factors were juxtaposed with identity considerations that highlighted the fragility and transitory nature of identity formation. As the research developed it became evident that those confronting the non-institutional actors in the cases were derived not from some external other but were in part sourced from their own fractured communities.
Compounding the volatility of grievance and identity formation was a realisation of violence that transformed in both time and space and effectively negated any essentialist approach to the study of violence, thereby compromising the concept of violent conflictual contention. ▼ The thesis explores African small arms control practices and how these have emerged and changed over time. The thesis traces the origin of small arms control practices in Africa by using a historical narrative methodology. It then categorizes and interprets the findings using a critical theory, historical-relationalism , and identifies five different small arms control practices embedded in different historical periods: the pre-colonial, the imperial, the colonial, the decolonial and the neoliberal governance system. These systems are described, compared and situated in their historical contexts. The neoliberal governance system is specifically explored through an in-depth case study of the Nairobi Protocol. The Nairobi Protocol is an intergovernmental convention adopted by states in East and Central Africa to address proliferation of small arms and light weapons. Based on the institutional design and implementation record of the Nairobi Protocol, as well as evidence of simultaneous ongoing militarism in member states, the author draws conclusions about neoliberal governance as small arms control practice. She finds that neoliberal governance of small arms is associated with technical-, administrative- and legal reforms, aimed at protecting state and market interests, by, for example, enhancing controls of weapon flows not sanctioned by the state, while enabling state sanctioned proliferation.

När FN försökte återupprätta internationella avtal om skjutvapen på 1990-talet, användes väpnade konflikter i Afrika ofta som exempel för varför sådana ansträngningar behövdes. Sedan dess har en rad olika åtgärder antagits, inte minst av afrikanska länder. I östra-, centrala-, södra och västra Afrika har grupper av stater gemensamt antagit rättsligt bindande konventioner för ökad kontroll av skjutvapen på nationell och regional nivå. Dessa regionala vapenkontrollsåtgärder är mer långtgående än i de flesta andra regioner i världen. Avhandlingen försöker förklara uppkomsten av de afrikanska skjutvapenkontrollsavtalen, samt hur de skiljer sig från tidigare vapenkontrollpraxis i Afrika. Avhandlingen försöker även att analysera resultaten av de regionala avtalen, med hjälp av en fallstudie om Nairobiprotokollet. ▼ This dissertation presents political participation and engagement trends in Thailand, seeking to explain how and why the quantity, quality, and equality of political participation and engagement have changed during the past decade (2001 – 2010). Data for its quantitative analyses are taken from two major sources. The first source is information collected by several government agencies such as the National Statistics Bureau (NSB) and the Office of Election Commission (ECT). The second source is data taken from several national surveys conducted in Thailand during the last decade by the Asian Barometer (ABS) and the Comparative Study of Electoral Systems (CSES). Relying on its longitudinal analyses, this dissertation argues that political participation and engagement in Thailand since 2001 has changed—not only in its quantity (number of participants) but also in its quality and equality. In order to explain changes in patterns of political participation, this dissertation proposes a participatory model that included not only socioeconomic status but also various attitudinal and mobilization factors to be tested in several context;s (years). This dissertation claims that participatory differences among groups of Thai citizens were not solely a consequence of differences in socioeconomic status backgrounds. Rather, there are various psychological, motivational, and context;ual factors affecting participatory disparities among social groups. Additionally, people participate in politics differently depending on types of political activity and on the political environment.

▼ A comprehensive case study was conducted on the policy problem of disposing of U.S. weapons-grade plutonium which has been declared surplus to strategic defense needs. Specifically, implementation of the mixed-oxide fuel disposition option was examined in the context of national and international nonproliferation policy, and in contrast to U.S. plutonium policy. The study reveals numerous difficulties in achieving effective implementation of the mixed-oxide fuel option including unresolved licensing and regulatory issues, technological uncertainties, public opposition, potentially conflicting federal policies, and the need for international assurances of reciprocal plutonium disposition activities. It is believed that these difficulties can be resolved in time so that the implementation of the mixed-oxide fuel option can eventually be effective in accomplishing its policy objective.

▼ A between-groups experimental design tests the theory that PACs have an advantage over constituents in gaining access to members of the U.S. House of Representatives. Sixty-nine congressional staffers participated in an exercise designed to simulate the process by which scheduling decisions are made. The study was conducted in Washington, DC in the Fall of 1996. Analysis of variance reveals constituency to be the main effect. There are, however, partisan differences in the way access is granted to PACs. When making decisions on requests from non-constituents, Democrats and Republicans behave alike, favoring PAC associated requests over the non-PAC requests. But when responding to requests from constituents, Democrats favor requests from constituent PACs over those from constituents not associated with a PAC, while Republicans exhibit the opposite pattern, granting greater access to constituents not associated with PACs than constituents associated with PACs. Nevertheless, constituency remains the strongest influence as both Democrats and Republicans are more likely to grant requests from constituents than from non-constituents with the same PAC status. Further analysis of covariance suggests that a member's historical dependence on PAC contributions may influence the priority of access granted to PACs.

▼ The idea that international conflict and economics are related is not new, and political scientists studying this subject have reached various conclusions over time. Some argued that economic growth led to expansion, competition, rivalry, and consequently violence between states. Others argued that patterns of economic international interaction have not changed over the past 2500 years, and that states consistently initiated conflict against other states when they felt it beneficial to change the existing political, economic, or social system. Still others argued that the underlying goal of every state over the past few centuries was to accumulate capital through political and military means. I, like these political scientists, also tried to establish a link between the likelihood of military conflict and economic factors. Specifically, I tested whether a state's level of economic development or international dependency affected the type of international interaction in which it normally participated. I hypothesized that, for the years 1950 to 1992, economically developed or internationally non-dependent states would attack less developed or dependent states more often than states of similar economic status. I also hypothesized that conflicts initiated by economically developed or internationally non-dependent states against less developed or dependent states would be less violent than they would be in conflicts they initiated against states of similar economic status. What I found was that economically developed and internationally non-dependent states were more likely to initiate conflict against other developed or non-dependent states during this period. I also found that the probability of a developed or non-dependent state initiating violent conflict against another developed or non-dependent states was higher than it was against less developed or dependent states. Regarding violent conflict initiation, I found no evidence that disparate levels of economic development or international dependency between two states caused conflicts between them to be more or less violent. I should note that I found disparities in military capability to be the best predictor of violence among conflicts initiated by the top developed or non-dependent states, and democratic dyads not to be a deterrent to violent conflicts.

▼ The relationship between foreign policy issues and vote choice has not been given proper attention by political scientists. The preeminent work on the topic, Aldrich, Sullivan, and Borgida (1989), mentions that many political scientists justify this by believing that foreign policy issues do not matter to voters. They find, using NES and Gallup data from 1980 and 1984, that foreign policy does matter to voters. One possible problem exists in the validity of these results. They may be time bound by the end of the Cold War in 1991. This thesis will determine whether foreign policy issues have become less important to the electorate since the end of the Cold War and will determine reasons why this has occurred. I will test several different possible reasons why foreign policy issue salience has changed since the end of the Cold War. These reasons include the end of the Cold War in 1991, the possibility there may be no difference between the candidates on foreign policy issues, the salience of all issues has declined, and the possibility there may be no difference between foreign policy stance and party. All of these will be tested using NES data from the 1980, 1984, 1988, 1992, 1996, and 2000 elections. If one or more of these possibilities turn out to be true, then we will have another answer to the question of what factors are important in the area of vote choice.

▼ In this work the author identifies the existing disparities among the European Community regions and analyzes their development during the last decade (1980-90), with main emphasis on the disparities between the Community lagging regions and the rest of the Community. The author also evaluates the effects of the Community regional policy on the elimination of these disparities, and suggests possible ways to improve the policy's effectiveness. There are two research questions addressed and analyzed in this work. The first question is whether the disparities among the Community regions have decreased during the last decade, and the second question is how successful the Community regional policy has been in alleviating these disparities. For the analysis of these research questions the author has conducted three case studies, focusing on the three poorest Community regions, Greece, Ireland and Portugal. The main finding of the analysis is that the Community regional policy has been relatively successful in reducing the disparities among the Community regions during the last decade (1980-90), as the enlargement of the European Community with the accession of Greece, Portugal, and Spain has caused a considerable increase of the economic disparities between the stronger and weaker Community regions. Thus, despite a favorable trend towards gradual convergence on the Community average in some lagging regions during the last decade, in the 1990s wide disparities continue to exist among the European Community regions.

▼ This is a study in foreign policy decision making which assesses the impact of dynamic choice sets (where new alternatives appear during the decision process), on strategy selection and choice in international politics. The hypotheses tested involve how leaders change their decision making strategies during a foreign policy crisis depending on the limitations of time, information, and task complexity. In order to test these hypotheses, a computer-based decision board platform was introduced to several groups of subjects including: (a) top ranking officers in the United States Air Force, (b) cadets from Texas A&M Corps of Cadets, and (c) undergraduate students from Texas A&M University. This study contributes to previous studies using the decision board platform (Mintz and Geva 1994; Mintz, Geva, and Redd 1994) in two ways. Unlike the other studies, subjects with various levels of experience in decision making participated in the experiment. Second, the inclusion of subjects, other than students, further increases the reliability of the Foreign Policy Decision Board as an experimental tool. The studies with the undergraduate students were previously reported in Mintz, Geva and Redd 1994. The intention of this paper is to contrast experienced decision makers (military officers) with inexperienced decision makers (undergraduate students) and with a group that has received some institutionalized instruction in decision making, but may not be considered experienced (Corps Cadets). Its purpose is also to assess the impact of evolving choice sets on decision making strategies with these groups. The results showed that (1) experienced, semi-experienced, and inexperienced decision makers use a mixture of strategies when obtaining information to aid in the decision making process; (2) the structure of the choice set (whether it is static or dynamic) significantly influences the strategy selection and the choice among all types of decision makers; and (3) experienced and inexperienced decision makers differ in how they approach the decision making process. Overall, more experienced decision makers are less affected by the structure of the choice set than less experienced decision makers.

▼ Toleration while a useful and necessary tool can not be itself a public good. Firstly, I examine the implications of Augustine's conceptualization of good and evil finding that if one accepts the logic of his argument, toleration will always be bound by one's understanding of good and evil. Secondly, using Augustine's logic the role of toleration in liberalism is examined noting that the public goods of toleration and material security are incompatible. Next, I examine two critics of liberalism, William Connolly and Alasdair Maclntyre, and their understanding of the role of toleration. William Connolly believes that it is possible to have toleration as a public good as long as evil in politics is eliminated. Maclntyre believes that the parameters for toleration can be set using standards of rational justification. I conclude that challenge presented by Augustine's conceptualization of good and evil has different implications for politics and the university.

▼ This study explores the post-cold war preferences of 400 undergraduate college participants in an experiment about conditions for U.S. intervention and the use of American military forces abroad. Two factors believed to shape the extent of support for United States intervention and the use of American forces abroad are tested: the policy objective characterizing United States intervention and the framing of the likelihood of success for intervention. The researcher selected six international crises that students in a pilot test had associated as one of three possible policy object ives. These objectives include the preservation of U.S. national security interests, the promotion of democratic principles and values, and provisions for humanitarian assistance. Results of the experiment reveal a preference by respondents to support intervention and deployment of U.S. troops abroad for the promotion of democracy and humanitarian assistance over the preservation of U.S. national interests. ▼ The purpose of this thesis research is to examine the contextual and individual respondent influences of senator evaluations and the implications of the variation in these evaluations. Using a multilevel model, the macro-level and micro-level determinants of senator evaluations are examined using three different sets of questions: thermometer ratings, senator likes and dislikes, and measures of senator contact or exposure. The main theoretical bodies of literature that are drawn upon for the micro-level are the candidate evaluation research and for the macro-level are the senator image and constituency service studies. The findings suggest that the thermometer ratings of the senator do not drop significantly during the governing stages of the election cycle and that these ratings are largely a function of individual survey respondent characteristics. The examination of senator likes and dislikes shows that the governing stage does significantly reduce the articulation of specific likes and dislikes which suggests that senators may shape this measure more than the other measures. The number of contacts or amount of exposure demonstrate the largest senator and state mediating effects. Taken together, the findings suggest that senator evaluations are largely a function of individual or micro-level characteristics, that senator's home style plays a small role, and that the state-level characteristics such as the size of the electorate mediates these effects.

▼ Previous literature that analyzes the domestic factors that affect the timing and occurrence of president's foreign policies focuses primarily on policies of a conflictual nature such as the use of military force. Less is understood about the effects of domestic political variables on the likelihood that the president will engage in foreign policies of a cooperative nature. I theorize that presidential activity in particular matters of foreign policy is strategic and motivated by political benefits the president may accrue, such as reelection, an increase in approval ratings, and improvement in the domestic economy. This study analyzes the effects of the presidential electoral cycle, presidential approval ratings, status of the domestic economy, and budgetary constraint on the likelihood that the president will travel to a foreign nation for a summit meeting, travel abroad for ceremonial or goodwill purposes, give a speech on a matter of cooperative foreign policy, or take a position on foreign policy legislation of a cooperative nature. The findings indicate that domestic factors have little influence on the president's propensity to engage in cooperative foreign policies.

▼ ENGLISH ABSTRACT: The following study examines whether there are contending interpretations of the rule of law
present within the South African democracy. The study proposes that the rule of law forms
part of the societal understanding of democracy and everyday life. Rule of law is defined in
terms of mental models which influence how stakeholders conceive and define institutions.
Rule of law is more than a mere institutional guarantee or set of rules — rule of law is
understood as a component of a specific culture of understanding. It is shown that
conceptions of rule of law have a long history in western society and have been influenced by
both liberal and social ideals. Contemporary conceptions of the rule of law are tightly bound
with specific notions of liberal democracy.
It is hypothesised that there are distinctly identifiable opinions, beliefs and views of the rule
of law present in South African democracy, and that these can be systematically described at
the hand of a conceptual typology. The conceptual typology developed, identifies two
contending interpretations of the rule of law, namely liberal and social rule of law. Liberal
rule of law emphasises the status of the individual, moral plurality and the creation and
maintenance of a rule-based society of the future. In contrast, social rule of law places
emphasis on the status of the community, a single communally defined conception of the
moral good and places greater emphasis on righting past injustices.
Other publications that address the themes of democracy and the rule of law in South Africa
are also examined in order to determine whether there is congruence between the conceptual
typology developed in this study and other works. It is found that the conceptual typology is
congruent with other works that depict the African National Congress’s conception of
democracy, equality and liberty. These congruencies validate and strengthen the conceptual
typology developed in this study.
The conceptual typology is subsequently applied to a specific court case, the AfriForum v
Malema hate speech case. The conceptual typology is found to be sufficiently accurate in
analysing contending beliefs associated with the rule of law as expressed in this court case
and identifies the African National Congress’s conception of the rule of law as falling under
the social rule of law and AfriForum’s conception as aligning to the liberal rule of law. It is concluded that the conceptual typology can be empirically validated at the hand of the
selected case. The conceptual typology is therefore validated with other works (conceptually)
and with a specific case (empirically). It is concluded that the conceptual typology provides a
clear, robust, concise and comprehensive analytical description of values and beliefs
associated with the rule of law in South Africa.

▼ In In recent times, such phrases as, "Standard of Living" and "Purchasing Power", are on everybody's lips. And yet these everyday expressions have no intelligible meaning for many people. We find that in trying to clarify the concept of real wages, we soon get into enough statistical difficulties, to render the conclusion less positive than we had hoped, would result. We have attempted our study in the following order. First: An historical review of real wages in Canada, obtained from wage rates, weighted with the cost of living and adjusted for unemployment. Second: An analysis of "Earnings Among Wage-Earners in Canada", as published by the Dominion Bureau of Statistics in Bulletin No. 33 of the census of 1931. Third: An attempt is made to relate these earnings to representative budgets for that year.

▼ Over time, some counties in Florida have shifted spending away from social services to public safety – despite increasing demands on local governments to provide social services – while others have not. This tradeoff between spending categories calls into question the responsiveness of local governments to its citizenry and its obligations to implement programs from the state. In a time of both increasing devolution from the state as well as economic conditions that force local governments to tighten their belts, the budgetary decisions that county governments make differ from county to county. This dissertation explores traditional explanations of budgetary tradeoffs, addresses the role that public sector unions play in local government decisions, and closely examines the differences between two counties and the "union advantage.".

▼ Do regional human rights courts influence respect for rights? Conventional wisdom suggests that absent hard enforcement mechanisms, international legal obligations have little influence on state behavior. International human rights courts arguably represent legal bodies posing greater challenges to state sovereignty and greater constraints on state behavior than other international human rights legal mechanisms. As a result, the literature suggests that states are unlikely to delegate to these regional legal bodies and delegation only occurs when (rights-respecting) states expect little change in behavior. However, states have increasingly delegated authority to regional human rights courts over time and these regional legal bodies continue to experience unprecedented growth in activity. Despite growth in the authority and activity of regional human rights courts, we know relatively little about their effectiveness, or the extent to which regional human rights courts influence respect for rights. In this study, I argue that the executive, as the final authority on human rights policy within the state, plays a primary role in regional court implementation and effectiveness. While the executive faces various incentives not to adhere to adverse regional court decisions, the executive often also faces various incentives to adhere to adverse decisions of the court (by adopting or implementing a policy of respect for rights), which may trump executive incentives to evade adverse regional court decisions. In this study, I explore direct threats to executive political survival, including international and domestic pressure placed on the executive to adhere to adverse regional court decisions. I also explore indirect threats to executive political survival for failing to adhere to adverse regional court decisions, including expectation of adherence by the domestic legislature and judiciary, as well as executive expectation of civil society mobilization. I then empirically examine the role of threats to executive political survival in generating executive incentives to adhere to an adverse decision through a policy of respect for rights, or the effectiveness of the regional human rights court, using cross-national statistical analysis of regional court decisions in both Europe and the Americas.

▼ Over the course of the past 30 years, the bilateral investment treaty (BIT) has emerged as the single most important innovation in international law for the governance of foreign investment. In general, BITs are signed between a developed and developing country. Its purpose is to protect and promote foreign investment. This dissertation will explore the fundamentals of the BIT. First, I embed the BIT regime into the broader framework of international investment agreements. In doing so, it can be seen that the growth and prominence of the BIT regime is in large part due to the failure of multilateral attempts at agreement over the rules governing international investment. Second, I ask a fundamental question which missing in the literature: why do home countries sign BITs? This question enables me to explore the link between domestic politics and international phenomena. I find that interest group pressure and the partisanship of government, systematically influence the propensity of a home country to conclude a BIT. Finally, from the perspective of the developing world, I evaluate whether or not BITs do what they are intended to do - promote foreign investment? The literature on BITs and FDI has been inconclusive in this regard. I lend to the debate by suggesting that the relationship between BITs and FDI is not as direct as the literature has specified. Rather, the link is indirect. It's not the BIT, per se, which promotes FDI, but the BIT's ability to bind the host to its commitment. Some BITs are more credible commitments than others. I argue that a BIT's credibility varies in terms of the strength of the dispute settlement mechanism. Some BITs have strong mechanisms, while others have weak mechanisms. Thus, the stronger the dispute settlement mechanism, the more credible the BIT, the more foreign investment it will attract.

▼ This dissertation is comprised of three empirical studies that explore both the determinants and consequences of election law restrictiveness in the American states. The first study examines why states restrict the public's ability to use the initiative process. I argue that states will move to increase election law restrictiveness when the initiative is perceived as threatening to legislative autonomy, majority party control over policymaking, or a state's fiscal health. I test these expectations using a novel dataset that catalogues both proposed and enacted restrictions to the initiative process between 1996 and 2011. I find evidence that, contrary to the expectations of prior works, threats to state fiscal health exert a minimal effect on subsequent changes to election law restrictiveness. Rather, it is the threat to state autonomy and majority party control over policy that appears to shape state legislative response to direct democracy; in particular, the education of a state's electorate, electoral volatility, and citizen-government distance each exert strong effects on the willingness of states to make it more difficult for the public to successfully use the initiative process. The second study examines several potential effects of election law restrictiveness. Recently, many U.S. states that allow citizen initiatives have passed laws designed to make it more difficult for an initiative to qualify for the ballot (e.g., by increasing the number of signatures required to get on the ballot), thereby making it harder for citizens to bypass the legislature and make direct changes to public policy. Such laws have reduced both the number of measures that make the ballot, and the number that pass on Election Day. I show that laws governing access of initiatives to the ballot also shape the policy agenda; provisions making it harder for proposals to get on the ballot decrease the complexity of the initiatives on the ballot. Since less complex initiatives are more likely to be understood by voters, and voters are reluctant to vote for measures they do not understand, more restrictive laws increase the percentage of ballot measures that are approved. Finally, the third study explores how the complexity of ballot measures shapes individual-level abstention. That is, why do individuals who have turned out to vote abstain from voting on certain ballot measures? Previous work examines abstention at the aggregate level by observing ballot roll-off, and focuses on the readability of the ballot summary for a measure as the primary determinant of whether individuals will abstain. In contrast, I hypothesize that three individual-level factors interact with the accessibility (i.e., ease or difficulty) of a ballot measure's issue content to influence one's propensity to abstain. ▼ In this dissertation I examine the relationship of power between federal, state, and local units of government. Specifically, I explore when a level of government will either gain discretion or be limited in action: resulting in either an increase of autonomy or an increase in the reliance in the federal hierarchy. Throughout each chapter I demonstrate that the division of power is not as simple as it may seem. In some instances states and localities are empowered to act in accord with local preferences, while in others the institutional set-up renders a more reliant relationship. These findings make use of various sets of data and empirical approaches in order to assess the power relationship between each dyad in a given institution.
