▼ The ability to successfully forecast impending societal unrest, from riots and protests to assassinations and coups, would fundamentally transform the ability of nations to proactively address instability around the world, intervening before unrest accelerates to conflict or prepositioning assets to enhance preventive activity. It would also enhance the ability of social scientists to quantitatively study the underpinnings of how and why grievances transition from agitated individuals to population-scale physical unrest. Recognizing this potential, the US government has funded research on “conflict early warning” and conflict forecasting for more than 40 years and current unclassified approaches incorporate nearly every imaginable type of data from telephone call records to traffic signals, tribal and cultural linkages to satellite imagery. Yet, current approaches have yielded poor outcomes: one recent study showed that the top models of civil war onset miss 90% of the cases they supposedly explain. At the same time, emerging work in the economics disciplines is finding that new approaches, especially those based on latent linguistic indicators, can offer significant predictive power of future physical behavior. The information environment around us records not just factual information, but also a rich array of cultural and contextual influences that offer a window into national consciousness. A growing body of literature has shown that measuring the linguistic dimensions of this real–time consciousness can accurately forecast many broad social behaviors, ranging from box office sales to the stock market itself. In fact, the United States intelligence community believes so strongly in the ability of surface-level indicators to forecast future physical unrest more successfully than current approaches, it now has an entire program devoted to such “Open Source Indicators.” Yet, few studies have explored the application of these methods to the forecasting of non-economic human societal behavior and have primarily focused on large-bore events such as militarized disputes, epidemics, and regime change. One of the reasons for this is the lack of high-resolution cross-national longitudinal data on societal conflict equivalent to the daily indicators available in economics research. This dissertation therefore presents a novel framework for evaluating these new classes of latent-based forecasting measures on high-resolution geographically-enriched quantitative databases of human behavior. To demonstrate this framework, an archive of 4.7 million news articles totaling 1.3 billion words, consisting of the entirety of international news coverage from Agence France Presse, the Associated Press, and Xinhua over the last 30 years, is used to construct a database of more than 29 million global events in over 300 categories using the TABARI coding system and CAMEO event taxonomy, resulting the largest event database created in the academic literature. In this work, we present CivisAnalysis, an open-source web-based system for the visualization of roll calls in the Brazil’s Chamber of Deputies. Using roll calls of six legislatures as well as six presidential elections, CivisAnalysis provides a unique view of the political history of our country. It combines classical roll calls visualization techniques with techniques for the visualization of temporal data. Votes of each representative are interpreted as a set of multidimensional data, which are represented in a n-dimensional space mapped to a bi-dimensional representation. The Votes of each representative determine their position in the political spectrum of deputies, and the votes of all deputies determine the political spectrum of roll calls. The work also shows how exploring subsets of deputies allows the discovery of voting patterns in the roll call spectrum, as well as exploring the roll calls spectrum allows the discovery of behavioral voting patterns in the political spectrum of deputies. For supporting a long-term political analysis, CivisAnalysis provides a time line visualization integrated with election data (election results and political alliances). The tool implements textual and visual filtering and includes auxiliary visualizations that provide an overview of the political scenario regarding deputies, parties, coalitions and their behavior along time.

Este trabalho apresenta CivisAnalysis, uma aplicação web de código aberto para visualização das votações ocorridas na Câmara dos Deputados do Brasil. Com dados abrangendo seis legislaturas e seis eleições presidenciais, CivisAnalysis provê uma visão inovadora da história política do Congresso Brasileiro combinando técnicas clássicas de visualização de votações e técnicas de apresentação de dados temporais. As votações de cada deputado podem ser interpretadas como dados multidimensionais e são representadas em um espectro n-dimensional mapeado para uma representação bidimensional. Os votos de cada deputado determinam suas posições numa representação conhecida como espectro político. O trabalho mostra como a exploração de conjuntos de Deputados permite a descoberta de padrões de votos no espectro de votações, assim como explorar conjuntos de votações permite a descoberta de padrões de comportamento no espectro de Deputados. Para uma análise política de longo termo, foi criada uma linha do tempo apresentando as distâncias relativas dos partidos no espectro político durante seis legislaturas e eleições presidenciais. Na linha de tempo é possível perceber os alinhamentos políticos e mudanças comportamentais de partidos conforme o progresso de legislaturas, alianças eleitorais e coalizões de governo. A interface de CivisAnalysis oferece filtros textuais e visuais e inclui visualizações auxiliares para destacar cenários políticos de acordo com Deputados, partidos, unidades federativas, alianças eleitorais e suas posições no espectro político.

▼ Efficient ports are essential for efficient national, regional and international logistics and business more generally. However, efficient port performance depends on a number of factors, including adequate and efficient facilities and technology for cargo handling, accessibility and connectivity (both seaside and landside), port location in relation to trade routes and hinterland, skills and labour, as well as appropriate managerial technologies. While some of these factors may be in the control of port management, others may be beyond their immediate control. This study focuses on port performance in developing economies, with specific reference to Libya. Libyan ports occupy a strategic location close to the Asia-Europe international trade route, and between Africa and Europe. Therefore, they have the potential to play an important role in regional economies, acting as critical nodes in international logistics and supply chains. However, the persistently poor performance of ports across the country undermines this potential. Poor performance at the ports has, for example, pushed big carriers to bypass Libyan ports for the ports of neighbouring countries. Additionally, many traders in the region transport cargo through ports other than Libya’s. This study was developed to examine the factors that undermine the performance of Libya’s ports, using the perspective of Libyan port stakeholders. It examines how the various factors interact to create a situation of poor performance. To achieve this, the study was developed in two phases. The first phase used an online questionnaire that included factors related to port performance extracted from the literature. The data obtained from this questionnaire were analysed using descriptive analysis and one-way analysis of variance (one-way ANOVA). The second phase was used confirm the findings of the first phase, using data envelopment analysis (DEA). Secondary data related to 25 ports, including seven Libyan ports, were used for this purpose. The study finds that the poor performance of Libyan ports is caused by poor port infrastructure, superstructure and land transport infrastructure. However, a deeper analysis shows that the problem is much bigger than just port precinct-related limitations. The study has also found that external factors play a major role in this situation, including political, economic and social factors. It suggests that a prevailing environment of bad politics and poor economic governance and management systems are responsible for the performance limitations at the ports. Apart from the internal political turmoil that has characterised Libya over many years, Libya has also been involved in many major conflicts with surrounding countries, a fact that undermines the position of its ports to facilitate trade in the wider regional hinterland. ▼ In this thesis, we explore the application of data mining and machine learning techniques to several practical problems. These problems have roots in various fields such as social science, economics, and political science. We show that computer science techniques enable us to bring significant contributions to solving them. Moreover, we show that combining several models or datasets related to the problem we are trying to solve is key to the quality of the solution we find. The first application we consider is human mobility prediction. We describe our winning contribution to the Nokia Mobile Data Challenge, in which we predict the next location a user will visit based on his history and the current context. We first highlight some data characteristics that contribute to the difficulty of the task, such as sparsity and non-stationarity. Then, we present three families of models and observe that, even though their average accuracies are similar, their performances vary significantly across users. To take advantage of this diversity, we introduce several strategies to combine models, and show that the combinations outperform any individual predictor. The second application we examine is predicting the success of crowdfunding campaigns. We collected data on Kickstarter (one of the most popular crowdfunding platforms) in order to predict whether a campaign will reach its funding goal or not. We show that we obtain good performances by simply using information about money, but that combining this information with social features extracted from Kickstarter's social graph and Twitter improves early predictions. In particular, predictions made a few hours after the beginning of a campaign are improved by 4%, to reach an accuracy of 76%. Then, we move to the realms of politics, and first investigate the ideologies of politicians. Using their opinion on several aspects of politics, gathered on a voting advice application (VAA), we show that the themes that divide politicians the most are the ones that we usually associate with left-wing/right-wing and liberal/conservative, thus validating the simplified two-dimensional view of the political system that many people use. We bring attention to the potentially malicious uses of VAAs by creating a fake candidate profile that is able to gather twice as many voting recommendations as any other. To counter this, we demonstrate that we are able to monitor politicians after they were elected, and potentially detect changes of opinion, by combining the data extracted from the VAA with the votes that they cast at the Parliament. Finally, we study the outcome of issue votes. We first show that simply considering vote results at a fine geographical level is sufficient to highlight characteristic geographical voting patterns across a country, and their evolution over time. It also enables us to find representative regions that are crucial in determining the national outcome of a vote. ▼ Rapid population growth and urban growth are phenomena happening in many developing countries and Ghana is not an exception. The rapid increase in population and urbanization has exerted serious pressure on most cities. Accra is the capital city of Ghana and has attracted migrants from all over the country to seek greener pastures but the resultant effects are congestion and housing shortage in the inner cities. The resultant effect of this phenomena is the sprawl of human settlement in to the peri-urban areas. Natural reserves and farmlands have been converted to other land use such as residential development and non-residential developments in the urban fringe and this serve as threat to livelihoods sustainability. This study focuses on urban sprawl and its impact on livelihoods sustainability in the peri-urban areas of Greater Accra Metropolitan Area. The study adapted a conceptual framework from Fang and Pal (2016) on drivers of urban sprawl in urbanizing China- a political ecology analysis. The political ecology of actors involved in land conversion in Ghana was discussed in the conceptual framework. The study employed different research methodologies which include primary and secondary sources of data. The study used stratified sampling in the selection of the road corridors where sprawling was massive. Multi-temporal set of Remote Sensing data was used to classify Landsat images of GAMA for the years 1986, 1991, 2008 and 2016 to know the extent of land use change. ENVI 5.1 was used to process, analyse and integrate the spatial data The findings revealed that there have been changes in land use like the conversion of farmlands to residential use in the peri-urban areas and traditional leaders were the main agents driving the sprawl. The study also revealed that the land market was lucrative and the resultant implications are on livelihood sustainability and the ecology. ▼ The Japanese economy outperformed those of all other OECD countries before 1990 and was outperformed by most after the collapse of the bubble economy in the early 1990s. Japan subsequently implemented extensive institutional changes aiming to abandon its once renowned “Japan model” and to be “more like the US.” Such a dramatic reversal of fortunes provides policymakers and social scientists with a rich pool of data that can be analyzed to explore the effect of institutions and institutional changes on economic performance. This study analyzes the Japanese political economy since the 1990s and examines how and to what extent extensive institutional changes affect economic performance. By extending studies of transitional economies, a “death valley curve of institutional change” is deduced to show that even ideal institutional changes invite loss of institutional complementarities, resulting in serious output fall during periods of transition. Hypotheses are tested against panel data of 70 industries from 1990 to 2005. They are also tested and elaborated through detailed historical analysis. Results of statistical and historical analyses indicate that political and financial embeddedness to the “Japan model” induced enduring negative industrial outputs. They concurrently show that industries that abandoned the “Japan model” promptly also suffered a decline in industrial outputs. During the quick transition, institutional complementarities were lost. These results illustrate the complex nature of the effect of institutional changes on economic performance and imply the existence of a “death valley curve of institutional change.” These findings advance our understandings of divergent institutional settings across national borders. They can add dynamism to both the legal origins theory in economics and the “varieties of capitalism” framework in comparative politics. If the “death valley curve of institutional change” is deep and wide, the probability of “varieties of capitalism” converging will decline. Japan is still under transition. The aim of this thesis is to provide a classification of the Greek municipalities on the basis of their financial performance at the time of economic crisis and to examine non-economic factors that may affect their economic performance. The method followed includes the following three stages of analysis: a) a quantitative analysis of economic indicators, b) a quantitative analysis of political, administrative, development and other indicators and c) a qualitative discourse analysis through structured interviews. The municipal economic success was examined by means of accrual accounts which were used for the preparation of fourteen economic indicators. An econometric model was drawn up, using methodological tools, such as standardized values (0-100) and principal component analysis (PCA), and municipalities were ranked according to their economic performance in quadrants. In order to check the impact of non-economic factors on the economic performance of the municipalities, composite administrative, political and development indicators were drawn up. In addition, compliance indicators were created , such as the Greek Ombudsman, SEEDD-internal audit, Court of Auditors. Also, a training indicator and a commercial value indicator of properties were created. Afterwards, municipalities were ranked according to their performance in non-economic indicators. Moreover, a check of the impact of non-economic factors which can affect the economic operation of the municipalities was carried out with the help of binary regression. It resulted that the "educational level of the staff" index is a statistically significant variable ( Sig. 0.004 < 0.05) for the "economic success" of municipalities.In addition, subjective indicators were also examined, both at European level, by exploring citizens ' perceptions in 33 European countries, and at local level, by exploring perceptions of 34 municipal executives in 7 Greek municipalities. The opinions of the municipal stakeholders were codified by the Maxqda qualitative analysis tool, in the division of "Successful-Non successful" and by Sector/Field/Policy Action, based on the competences of Greek municipalities. The opinions of the municipal actors reveal that the lack of educated staff is considered to be the most crucial issue faced by municipalities in their efforts to address the economic crisis.In conclusion, the present thesis is an origianl thesis. Its originality lies in combining quantitative and qualitative analysis methods together with an inter-scientific approach, which brings a broader perspective to the topic developed in the thesis. Futhermore, this model is a tool of long term dynamic monitoring of the municipal performance in quadrants. It can be further enriched with additional quantitative and qualitative indicators. In addition, the thesis contributes to highlighting “successes” and “non successes” in the performance of municipal competencies.
