▼ This study seeks to uncover the local social relations of unpaid overtime work of social workers working in non-profit social service organizations in Ontario. Previous research has identified unpaid overtime work performed by social workers as an ongoing labour issue. For example, Baines, MacKenzie Davis, & Saini (2009) found that 71% of social workers surveyed were ‘donating’ one-six hours of time to their jobs a day. Institutional ethnography is used as a theoretical and methodological framework for this inquiry. Accordingly, this research project focuses on uncovering knowledge about the social organization of unpaid overtime work. This knowledge may be useful for those seeking to make specific changes to the organization of the work of social workers to further prevent or eliminate unpaid overtime work.
During this study, three Ontario social workers were interviewed about their jobs and unpaid overtime, and provided further written information over email. One particular account of a problematic, or topic for IE research, was not formulated in this thesis as originally intended. However, three accounts of the everyday experience of unpaid overtime work of social workers are presented and could each be used to formulate a problematic for future IE research into this topic. Potential threads of ruling which are visible in the local setting are discussed, with particular emphasis on the ruling relations of non-payment of overtime work. Other potential threads of ruling identified and discussed include the social organization of ‘an endless workload’ and the social organization of social work ethics.
Thesis
Master of Social Work (MSW)
Recent research in Ontario has demonstrated that many social workers who work for non-profit organizations such as government social services or community-based non-profits regularly perform unpaid overtime work. The objective of this study was to understand more about how social workers come to work unpaid overtime hours at their jobs in non-profit social service organizations. To accomplish this, Institutional Ethnography (IE) was used as a theoretical and methodological framework for research. IE is a critical sociology which is used to uncover the social organization of a part of every day life, rather than knowledge about the people who experience it.
Studying this research topic contributes to the knowledge of those seeking improved labour justice for social workers. The information discovered in the course of this research about how unpaid overtime work comes to happen for social workers can be useful for those trying to change and prevent unpaid overtime work.

Overtime Policy and Labor Market Outcomes: Evidence from South Korea,” examines how changes in
overtime policy affect firms and workers by taking advantage of the staggered rollout of a policy under which the
overtime threshold decreases from 44 to 40 hours per week. To address potential endogeneity problems, I estimate fixed-effect models that account for time-invariant firm attributes and time effects. The empirical results indicate that firms respond to the policy by reducing labor hours and increasing capital intensity. Also, the results show that the reduction of the weekly
overtime standard has heterogeneous impacts on workers according to their hours worked prior to the policy change.
The second chapter of the dissertation, “Do Childbirth Grants Affect Fertility Rate? Policy Impacts in South Korea,” examines the impacts of family benefits on the fertility rate in Korea. Exploiting the fact that different municipalities began providing the family benefits at different times, I apply a difference-in-differences approach. My findings include a positive effect of family benefits on total fertility rate: a 10 million Korean won per child increase in family benefits is associated with a 3.5 percent increase in total fertility rate. Moreover, I find little evidence of an anticipatory response within municipalities that adopted the family benefits policy. My findings suggest that an increase in family benefits of about 44 million Korean won per child would be required to raise the total fertility rate to a safe zone above 1.5 children per woman, where population declines are gradual and easily reversed.
The third chapter of the dissertation, “Women’s Age at First Marriage and Marital Instability in the United States: Differences by Race and Ethnicity,” investigates whether the association between women’s age at first marriage and marital instability varies by race/ethnicity. Based on data from the 2006-2010 National Survey of Family Growth, differences are observed in the shape of the curve relating the probability of marriage dissolution to women’s age at first marriage. Explanations for these differences are based in part on differentials in the associations of age at first marriage with education and non-marital fertility.

▼ Controling the running cost of the operating rooms is one of the key points for the hospital management. The cost of operating rooms is high consumption items for the hospital. The effectiveness of operating room is associated with the operating scheduling. Because there are some restrictions for the operating scheduling, for example, the working schedules of doctors or restrictions on the use of the operating rooms. So operating scheduling usually depends on experienced staffs. However, if the schedule is not good enough, it may cause the
overtime probability become too high or the utilization rate too low.
This work uses data set from the gynecology department of a major teaching hospital in southern Taiwan. Mixture log-normal distributions are identified to be acceptable statistically in describing the operating times. We estimate the
overtime probabilities and corresponding costs according to the combinations of different operating types. In the process of making up the schedules, measures are assigned according to the operating types as well as their status. Moreover, there may also be some restrictions with respect to misjudgment of the operating status by the doctors due to possible unexpected complications during the operations. Here, we provide a scheduling strategy, called the minimum scoring strategy, for minimizing the operating times based on the possible operations coming into the system and complying restrictions mentioned above, using the scoring measures assigned. From the simulation results, the proposed method can effectively reduce
overtime probabilities and costs, as well as the idling times of the operating rooms.

▼ Background: Nursing overtime is being integrated into the normal landscape of practice to ensure optimal staffing levels and address variations in patient volume and acuity. This is particularly true in critical care where fluctuations in either are difficult to predict. Research exploring nurses’ perceptions of the outcomes of overtime has not been conducted, and studies exploring the relationship between nursing overtime and patient outcomes have produced conflicting results.
Objectives: This study aims to explore critical care nurses’ perceptions of the outcomes of overtime, their reasons for working or not working it, and to determine the relationship between critical care nursing overtime and specific nurse (sick time) and patient (infections/mortality) outcomes.
Methods: This thesis is comprised of two discrete components. Thorne’s interpretive description guided the qualitative component and multilevel regression models tested relationships in the quantitative portion. Qualitative and quantitative methods were selected because of their complementarity and ability to explore both perceptions of overtime in addition to the relationship between nursing overtime and outcomes for nursing staff and their patients.
Results: Participants’ reasons for working overtime included: (a) financial gain, (b) helping and being with colleagues, (c) continuity for nurses and patients, and (d) accelerated career development. Their reasons for not working overtime were: (a) tired and tired of being there, (b) established plans, and (c) not enough notice. Major themes highlighting the perceived outcomes of overtime included: (a) physical effects, (b) impact on patient centered care, (c) the issue of respect, (d) balancing family and work, (e) the issue of guilt, (f) financial gain, and (g) safety is jeopardized. Regression analysis revealed that for every 10 hours of nursing overtime, sick time increased by 3.3 hours (p<0.0001). Overtime was not associated with patient outcomes (infections and mortality).
Conclusion: There are negative and positive consequences of nursing overtime for nurses and patients. Future research needs to focus on the collection of accurate patient level data, as well as tracking and exploring the effects of unpaid overtime (missed breaks/staying late). Nurses should work to proactively lobby governments to fund adequate staffing in order to reduce the need for overtime and provide safer patient care.

▼ Long working hours have been one of the policy issues that the Taiwanese
government intends to address recently. This paper sets up a dynamic stochastic
general equilibrium model to discuss the macroecomonic effects of working
hour regulations. Decreasing working hours tends to decrease labor income
and output, but it also increases householdâs welfare because leisure
rises. When welfare is measured by consumption alone, reduced working
hours, however, lower welfare because of falling consumption. Finally, we
find the macroeconomic effects of increasing mandatory
overtime premium is
qualitatively the same to those of decreasing working hours, which decreases
labor income and output.

▼ Most of the existing research on corrections officers (COs) has focused on stress and burnout as well as the organizational factors that contribute to these outcomes. Recent studies have also revealed that COs are more likely to be obese and hypertensive than the general population. Studies not specific to corrections provide evidence that
overtime hours are associated with poor employee health, and the present study aimed to address this general lack of research on the potential health impacts of
overtime hours for COs. More specifically, this study investigated whether the effect of healthy behaviors on health and wellness outcomes changed, depending on how much
overtime work COs engaged in. Health and wellness data were collected for COs (
N= 202) at two correctional facilities using three different methods: surveys, physical assessments and continuous
overtime data. The use of continuous
overtime data is rare in the
overtime literature, particularly when the data are collected objectively rather than through self-report methods. Therefore, this study used a measure of
overtime that is both more accurate and precise than that typically found in earlier studies of
overtime.
Hierarchical linear regression models were used to test the hypotheses that the amount of
overtime hours worked would moderate the beneficial effect of healthy behaviors on health outcomes. The healthy behaviors examined were physical activity, healthy eating and healthy sleep hygiene. The assessed health outcomes were physical strength, body fat composition, depressive symptoms, and burnout.
The beneficial effect of healthy sleep hygiene on burnout was moderated by the number of
overtime hours worked in a typical week. Essentially, the effect of healthy sleep hygiene on burnout lost its beneficial impact when COs worked on average more than three shifts of
overtime in a week. No other moderated relationship between healthy behaviors and health outcomes was found, in large part because many of the healthy behaviors examined had significant direct effects on health. Surprisingly,
overtime did not have a direct effect on any of the health outcomes, nor was it associated with any of the healthy behaviors. More research is needed to replicate these findings and also to determine how to limit
overtime or schedule
overtime in ways that will allow COs to fully benefit from healthy sleep hygiene as a means to prevent burnout.

imperatyviai nustato, kad administracijos pareigūnų darbo laikas,
viršijantis įprastą darbo trukmę, nelaikomas viršvalandiniu. Pati
administracijos pareigūnų sąvoka nėra konkrečiai apibrėžta Lietuvos
Respublikos darbo kodekse. Dėl šios priežasties atsiranda
neaiškumų, kokius darbuotojus galima įtraukti į administracijos
pareigūnų sąrašą kolektyvinėje sutartyje ar darbo tvarkos
taisyklėse. Toks administracijos pareigūnų apibrėžimas, koks
pateiktas darbo kodekse, leidžia gana daug pareigybių traktuoti
kaip administracijos pareigūnus. Taip darbdaviai kolektyvinėse
sutartyse ar darbo tvarkos taisyklėse įrašydami į administracijos
pareigūnų sąrašą kuo daugiau darbuotojų, išvengia gana griežtų
viršvalandinio darbo teisės normų taikymo. Taip pat darbuotojams,
priklausantiems šiai kategorijai, už viršijantį įprastą darbo laiką
nereikia mokėti padidintu tarifu. Kadangi kyla neaiškumų kokius
darbuotojus priskirti prie administracijos pareigūnų, kuriems
Lietuvos Respublikos darbo kodekse numatyta išimtis dėl
viršvalandinio darbo, reikėtų vadovautis Europos Sąjungos teise,
kaip turinčia viršenybę prieš nacionalinę teisę. Pagal Europos
Sąjungos direktyvą 2003/88/EB, administracijos pareigūnais reikėtų
laikyti aukščiausio rango vadovus (arba panašias pareigas
užimančius asmenis), tiesiogiai jiems pavaldžius vadovus ir
tiesiogiai direktorių valdybos paskirtus asmenis, nes tokiems
asmenims Europos Sąjungos direktyva nustato išimtį, kad darbo

The European Union's social policy is one of
the European Union's policy, implemented through the European
Community and its institutions. The enlargement of the integration
of the Member States, the challenge has been continuously expanded
and far beyond the simple economic goals of international
organizations. The European Community and European Union
integration processes operate in multi-national industries. One of
them - labor law, which regulates the rate of labor relations and
work closely with the related public relations. Some of the
European Union employment law is to increase productivity, to
ensure that all workers should be healthy and safe working
conditions, and guarantee the minimum rest periods and maximum
working hours. The superiority principle of European law versus
local law is embedded in the Constitutional act of Lithuanian
Republic. There is also a provision that the laws of the Republic
of Lithuania is an integral part of the legal system of European
Union. In order to ensure proper regulation of Lithuanian law, it
is necessary to harmonize with European Union law. One of the areas
of labor law regulation is working time. Proper regulation of
working time should help to ensure not only the rights of workers
to safe and healthy working conditions, but also to increase the

▼ In 2008 Ontario implemented a screening program for colorectal cancer, which drew
attention to the increasing demand for colonoscopies in the province. This trend and the forecasted demand of the new screening program created a need to increase capacity in hospital endoscopy suites. This thesis addresses this need by investigating throughput gains from scheduling according to physician specific procedure durations in endoscopy suites. This is accomplished through the development of a scheduler and a generic discrete event simulation.
Case study results show that physician specific scheduling can increase throughput
in the endoscopy suite while reducing undertime and only slightly increasing overtime. They further indicate the trade off between a 1:2 and 1:1 physician to room ratio, finding that while a 1:1 ratio increases throughput by 33% over a 1:2 ratio, physicians are 1.5 times more productive under a 1:2 ratio.

▼ 9-1-1 telecommunicators are frequently exposed to indirect traumatic events that can impact their mental and physical health. Telecommunicators are also commonly required to work
overtime with rotating shifts. Evidence from studies in other industries suggested the harmful effects of
overtime on the health and wellbeing of workers such as musculoskeletal injuries, obesity, absenteeism, burnout, job satisfaction, fatigue, intent to leave, emotional disorders, and lack of time for housework. However, there is limited research on the impact of
overtime hours, especially mandatory
overtime hours on 9-1-1 telecommunicators’ stress. This study aimed to examine the relationship between overtimes hours—mandatory and voluntary—and level of stress symptoms among 9-1-1 telecommunicators. Secondary data analysis was conducted for data collected from surveys as part of a larger intervention study. Linear mixed-effects regression was applied to explore the association of
overtime hours on the C-SOSI score while considering the ‘call centers’ variable as a random effect. Of the 441 participants, 50.2% reported that they were required to work
overtime (mandatory
overtime) and among those who worked mandatory
overtime, the mean mandatory
overtime hours were 7.52 (SD=12.71) in the past month. The percentage of 9-1-1 telecommunicators who worked voluntary
overtime was 61.06% and the mean voluntary
overtime hours were 11.73 (SD=17.57). From the hypothesis test, this study found that mandatory
overtime hours were associated with an increase in the self-reported symptoms of stress (β = .41, p=.002), whereas no significant relationship was found between voluntary
overtime and the level of stress symptoms. Further studies should focus on developing interventions to reduce and manage stress, and strategies to retain and recruit staff are needed to reduce the
overtime hours, especially mandatory
overtime.

▼ Objective: This study is to exam the
association between overtime work and sleeping duration through
systematic review.
Methods: Systematic review was conducted by
online searching through electronic resources of papers from PubMed
up to Jan 2016. The key words with the combination of “Sleep” AND
“Long Work” or “Overtime Work” was applied for searching and
identifying. The search filtered to limit the study written in
English and full text in the database.
Results: 7 studies were
selected in PUBMED, and including one experimental study, one
prospective cohort study, two cross-sectional study, and the rest
of the three studies were questionnaire in this systematic review.
Although the selected 7 studies were using different methods to
assess the working hours, they could clearly suggest that the
working hours were negatively related to sleeping in terms of
number hour. The longer the working hours, the shorter the sleeping
hours would be in the work place.
Conclusion: The 7 studies had
shown the association between the overtime work and the sleeping
problem clearly indicated through systematic review. Employee with
longer working hours per day would consume shorter sleeping
duration. Several 1studies have already identified sleeping problem
was directly related to the huge variety of health issues, such as
hypertension, cardiovascular disease, obesity, depression. Good
sleeping quality with appropriate quantity must be able to reduce
the risk suffering from the stated health issues. In Hong Kong, as
one of busiest cities and also ranked in the first long working
hours cities in the world, should pay attention to this
issue.

▼ In today s supply chain network, many industries
try to move closer to their customers by adopting distributed
production approach. Hence, the generation of appropriate
production-distribution plans gains importance. In this thesis,
integrated aggregate production distribution plan considering three
different types of production costs, viz., regular production,
overtime production and outsourced production cost along with
inventory holding cost, backorder cost, hiring cost, laying-off
cost and trip-wise transportation cost is developed for a renowned
bearing manufacturing industry in India. Also, in the later part of
the thesis, the production-distribution plans are generated for
multi-criteria deterministic and stochastic demand scenarios. An
attempt is also made to solve the integer non-linear programming
model using LINGO 8.0, one of the popular operations research
software which works based on branch and bound algorithm. LINGO
software results are used as benchmark solutions. Finally,
integrated production distribution plan considering three major
objectives, viz., total cost minimization, change in labour level
reduction and under utilization minimization, is developed for the
bearing manufacturing industry. Change in labour level reduction
and percentage under utilization minimization are considered as
other objectives apart from the total cost minimization objective.
The multi criteria model is solved using a novel analytic hierarchy
process heuristic discrete particle swarm optimization algorithm.
The algorithm is used for obtaining the best production
distribution plan for both stochastic and deterministic demand
scenarios. The deterministic demand problems are solved by clubbing
analytic hierarchy process heuristic discrete particle swarm
optimization algorithm with simulation approach. In addition to the
bearing manufacturing industry data set, two other test data sets

▼ The first chapter looks at the impact of uncertainty about the types of teammates and about the production process on effort decisions of agents. The model involves solving a moral hazard problem with generation of agents that overlap. The economy contains two types of agents, pyramid organizational structures, (heterogeneous or homogeneous) combination of manager-worker teams, and promotion and retirement reward structures that affects incentives. When cost of effort is low, "bad luck" in the production process is low, and proportion of low efficiency types are high, then this reduces the incentives for individuals to free ride on the efforts of the team. The second chapter looks at the impact of cost of effort and price of workers on a firm's choice toward team composition when worker types differ in efficiency levels. The production technology the firm employs require a team of two workers. The analysis tackles the idea of team composition under two scenarios; when a firm can hire the team from a pool of applicants and when a firm must organize an existing workforce of employees. Under the first scenario, if costs of effort for workers and hiring costs are sufficiently low, hiring only high efficiency types is optimal (homogeneous). As both these costs increase, the firm uses its resources to incentivize one (more expensive) high efficiency type to exert effort and fill the other position with cheap, low efficiency, labour (heterogeneous). Instead, if there is an existing workforce, more often heterogeneous teams are selected. The third chapter analyzes a specific incentive scheme of firms to induce effort,
overtime participation, that is not direcctly related to an individual's contract; namely promotions. To find the causal effect of expected monetary incentives of a promotion on an individual's
overtime participation, the Arellano-Bond estimator is employed. The results indicate that there is a positive and significant impact of financial incentives from a promotion on
overtime participation for low hourly wage individuals. An increase in the expected monetary incentives of a promotion increases the likelihood an individual works more than the minimum regular work hours.

▼ Why do people work in the voluntary sector? Is the sector distinct, with characteristics that differentiate it from the private and public sectors? Is it important to consider the existence of the so-called ‘third sector’ when analysing behaviour in the labour market? Is altruism really an important motivation for workers in this sector?
This dissertation is concerned specifically with the labour market in the voluntary sector: that is, workers who are the paid employees of independent nonprofit organisations. Using a large, national dataset, we explore empirically the predictions of the economic theory of voluntary organisations. In particular, is there evidence for a ‘warm glow’, the extra utility that workers receive for working towards a goal that they share with their employer? Does this glow exist, and is it brighter in the voluntary sector?
We examine in turn sector differences in wages, working hours, and find evidence that employment in the voluntary sector is significantly different in some characteristics from both the private and public sectors.
The main economic theories of voluntary sector wage-setting rely on some formulation of ‘warm glow’ utility or intrinsic motivation derived from working for an organisation with a mission shared by motivated employees. This leads to a prediction of lower wages in the voluntary sector. The empirical findings in the existing literature have focussed on US data, and the results have been mixed.
Using pooled cross-sectional and panel datasets based on UK employment data between 1997 and 2007, we show that there is some evidence of warm-glow wage discounts in the sector for male workers, but that these wage differences have been eroded as the sector has grown. Although there is not a significant sector wage difference found for women, there is evidence that they have also experienced faster wage growth in the voluntary sector than the private.
There are significant sector differences in working hours within the Health & Social Work industries, particularly in overtime working. Workers in the voluntary sector work more hours of unpaid overtime, whilst those in the private sector work more hours of paid overtime. Controlling for overtime hours has a significant effect on sector wage differentials. In particular, accounting for unpaid overtime results in evidence of a warm-glow wage discount for female workers.
We analyse this data at a time when the sector has been growing dramatically, driven by government policy to reform public services. Our findings suggest that this policy has had unintended consequences for the voluntary sector labour market.

▼ One of the important aspects contributing to the competitiveness and success of a
manufacturer is the efficient management for timely order delivery. After production orders
are scheduled, there arises the need of a support tool to aid in the analysis with the
available information, and to support managerial decision making which ultimately aims at
on-time delivery. One way in which companies can meet due-dates of orders that are in
jeopardy of being late, is to schedule
overtime. This research presents a method used for 1)
predict the completion times of scheduled jobs; and 2) optimizing
overtime allocation when
delays are foreseen. Mathematical mixed-integer linear program models are developed to
represent the above problems for a tandem production line with single machine work
stages. Non-operational downtime occurrences are considered in the production horizons
which can be varied by work stage. Buffer areas (queues) are also included in the
production system. These MILP models are solved using commercial optimizer ILOG-OPL
studio. Using VBA script with OPL, a friendly interface is built in MS Excel for ease in
user manipulation. The interface can also be used in production test to hypothetical “what
if” questions. The models are verified using simulation. Runtime evaluation is also
preformed to determine the capabilities and limitations of the models.

▼ This thesis models a two-stage supply chain where the upstream stage (stage 2) always meets demand from the downstream stage (stage 1). Demand is stochastic; hence, shortages will occasionally occur at stage 2. Stage 2 must fill these shortages by expediting, using
overtime production and/or premium freight shipments. We derive optimal inventory control policies under decentralized, centralized, and coordinated control and perform numerical analysis to compare the results. Under decentralized control, stage I ignores stage 2 and follows a simple base-stock policy; stage 2 also follows a simple base-stock policy if there is no setup cost for regular production. When we include this setup cost at stage 2, two decisions must be made: how much to produce during regular production and how much to produce during
overtime production. We show that the optimal regular production policy is an (s, S) policy and that the optimal
overtime production policy depends on the cost parameters. Under centralized control, the two stages work together to minimize system costs. By substituting system variables for stage 2 variables and relaxing some constraints, we show that the optimal policy at stage 1 has two order-up-to levels and depends on the available system inventory. We also show that the optimal policy for the system is a base-stock policy and the optimal policy for stage 2 is to ensure the system base-stock level is achieved. To coordinate the two stages, we develop two contracts. Both contracts depend on a two-tiered wholesale cost and a linear transfer payment. Contract A achieves system optimality, but requires the two stages to share cost information. Without sharing cost information, Contract B achieves near-optimality for the system (optimality for the average cost case). Under both contracts, an appropriate transfer payment may be negotiated that benefits both stages. We perform numerical analysis to compare the supply chain under different forms of control. We show that centralized control may affect significant savings over decentralized control, particularly if the demand variation, holding costs, or expediting costs are high. We also show that Contract B yields nearly optimal results, particularly if the discount factor is close to one.

Employers are in a unique position to improve employee health through development of Total Worker Health interventions that integrate worker safety and health promotion to improve employee health and well-being.
25 Understanding influences on health behaviors in the workplace such as social support, and work schedules as well as family environment, may aide in developing worksite preventive strategies with the anticipation of chronic disease reduction and weight management. Purpose: The purpose of these studies was to explore general health status, health behaviors, and contributing factors to behavior and health outcomes in a sample of correctional supervisors. Measures of burnout, job meaning, job satisfaction, workplace social support, and work schedule (shift,
overtime) were explored in relation to nutrition, physical activity, sleep, and health outcomes. A secondary aim was to explore the relationships between work and family health climate on obesity mediated by health behaviors. A multi-level approach was used to explore potential moderating effects of work schedule on the health climate, health behavior, and obesity relationships. Methods: This was a cross-sectional study on a sample of correctional supervisors (n=157) that completed an online healthy workplace survey. General health status, demographics, height/weight, psychosocial work characteristics, and perceived health climate for work and family were self-reported. Descriptive statistics, logistic ordinal regression and ANOVA tests were used to examine the relationships between work characteristics, health behaviors, and health outcome measures. Modeling techniques were used to test the mediating relationships of health behaviors on health climate and BMI. Further, moderated-mediation models were used to assess the multi-level effects of work schedule factors (shift,
overtime) on health climate, health behaviors, and BMI. Results: Survey respondents had elevated rates of overweight (37.8%), obesity (50.6%), diabetes (10.2%), elevated cholesterol (24.2%), and anxiety/depression (14.6%) compared to the general population of U.S. adults (33.6%, 34.9%, 9.3%, 13.4%, and 9.8%, respectively). ▼ The recent mandatory, unpaid California state furloughs were unprecedented, yet we know little about how state workers themselves reacted to this major change in working conditions. This thesis set out to obtain this information, and to assess four hypotheses: 1) Most employees viewed the furloughs unfavorably due to the financial hardship they created; 2) Some employees viewed the furloughs favorably due to their benefits, which include more time for family, and childcare cost savings; 3) Most eligible employees volunteered to work over-time, and those who did not lived in dual-income households; 4) Employees who were eligible to retire within the next five years considered doing so sooner as a result of the furloughs.
To complete this thesis, I distributed a survey to about 173 employees at the Sacramento Disability Determination Services Division, in November 2010. I developed the survey after completing a literature review on employee motivation in the public sector, desired employee work hours, and popular news articles on the furloughs.
Based on the survey findings, frequency distribution reports, and statistical analyses, I was able to confirm the first hypothesis, partially confirm the second and third hypotheses, and was unable to confirm the fourth hypothesis. Notably, I discovered that there was a higher than expected rate of 19 percent of respondents who found the furloughs to be beneficial. Also, despite the hardship brought on by the furloughs, the majority of DDSD employees reported a high rate of job satisfaction and job meaningfulness. I confirmed that nearly half of respondents had state careers of five years or less, 44 percent were under the age of forty, and nearly 75 percent had college degrees. Finally, I considered implications of the findings for executives in state public service and suggestions for further research.

▼ As tecnologias fundadas em dispositivos móveis, redes telemáticas sem fio e sensores geraram mudança no regime de visibilidade, que é a forma como os indivíduos vêem e são vistos na sociedade. Atualmente, o regime de visibilidade baseia-se não exclusivamente no espaço físico ou nos limites de alcance do olho humano, mas também no espaço informacional, que é denominado espaço ampliado e conceituado como representações, sob a forma de imagens, sons e até mesmo de sensações táteis, de uma realidade que natural e fisicamente seria distante do cidadão comum, permitindo ao indivíduo não só ter efetivo acesso a essa realidade, como também com ela interagir. O regime de visibilidade é um valor cultuado pela sociedade em realidades factuais que se apresentam e, portanto, faz parte da experiência jurídica, devendo, frente à eticidade, incidir sobre os fatos normados quando da construção da norma jurídica. A mudança, numa sociedade, do regime de visibilidade é capaz de gerar mutação normativa, entendida como modificação do conteúdo de uma norma jurídica apesar da manutenção do enunciado prescritivo (texto legislativo), especialmente naquelas normas jurídicas cujos elementos constitutivos baseiam-se na visibilidade. Os sistemas Automatic Vehicle Location são resultado de uma montagem de tecnologias e equipamentos que permitem o conhecimento da posição de um determinado veículo, bem como a realização de operações associadas, como a transmissão de informações disponíveis a bordo, sendo que o atual estado da técnica de tais sistemas permite aos seus usuários o acesso a informações fidedignas com alto grau de precisão e em tempo real, proporcionando ao seu gestor um espaço ampliado do ambiente de trabalho, que extrapola em muito o limitado território físico da sede da empresa e é ilimitado, acompanhando o deslocamento do veículo e de seu condutor, bem como revelando o comportamento do condutor no transcurso da atividade laboral externa. Através dos sistemas Automatic Vehicle Location disponíveis no mercado brasileiro é absolutamente possível ao empregador controlar a freqüência, o cumprimento de ordens e a qualidade do serviço do empregado-motorista rodoviário com atividade eminentemente externa, não mais se justificando o afastamento do direito a horas extras à essa categoria de empregados sob o fundamento de enquadramento no inciso I do artigo 62 da CLT. Employees assume several commitments in their work and personal lives, which are likely to become somehow incompatible. These issues are usually addressed as work-family conflict however the present study aimed to contribute to the development of a broader concept: work-life conflict, which does not narrow the study to employees who are married or to those with children. Therefore, a model of predictors and outcomes of work-life conflict was tested, and the potential moderator effect that employee’s life priorities may have between the experience of conflict and its negative outcomes was explored. Data was gathered from 325 full-time employees of different occupations and organizations with an online questionnaire. The model was tested via hierarchical multiple regression analysis and results indicate that the number of hours worked per week and the perceived organizational support only predicted the experience of conflict based on time constrains, while being engaged in extra-work activities predicted strain-based work-life conflict. On the other hand, job involvement and perceived pressure to overtime predicted both types of work-life conflict. Regarding consequences of work-life conflict, strain-based conflict was significantly related to psychological symptoms and to affective organizational commitment, while time-based conflict was only positively connected to psychological symptoms. Moreover, results failed to support the moderation hypothesis of life priorities.
Os trabalhadores assumem vários compromissos no seu trabalho e na sua vida pessoal, que são passíveis de se tornarem de alguma forma incompatíveis. Estas questões são geralmente abordadas enquanto conflito trabalho-família, no entanto o presente estudo teve como objectivo contribuir para o desenvolvimento de um conceito mais abrangente: conflito trabalho-vida pessoal, que não restringe o estudo a trabalhadores que sejam casados ou que tenham filhos. Neste sentido, foi testado um modelo de antecedentes e consequência do conflito trabalho-vida pessoal, bem como foi explorado o potencial efeito moderador que as prioridades de vida do trabalhador podem exercer entre a experiência do conflito e os seus resultados negativos. Os dados foram obtidos através de um questionário online a 325 trabalhadores a tempo inteiro de diferentes profissões e organizações. O modelo foi testado através de análises de regressão hierárquica múltipla, e os resultados obtidos indicam que o número de horas de trabalho semanal e o suporte organizacional percebido apenas predizem a experiência de conflito com base em constrangimentos temporais, enquanto o envolvimento em actividades extra-trabalho predizem somente o conflito baseado no stress. ypatinga bei suvokiama, kaip žmonių bendruomenė prisiėmusi vykdyti
konkrečias pareigas visuomenės interesams užtikrinti. Visų pirma,
išskirtinumas specialieji teisės aktai – statutai,
reglamentuojantys pareigūnų tarnybą, statusą, socialines
garantijas. Statutinių valstybės tarnautojų darbas – susijęs su
padidintu pavojingumu, su didesne emocine įtampa, atsakomybe,
aukštesniais reikalavimais sveikatai, priesaikos privalomumu.
Todėl, atsižvelgiant į statutinių valstybės tarnautojų darbo
santykių specifiką, jiems taikomus specifinius principus, atskiras
šių asmenų statuso reglamentavimas yra pakankamai pagrįstas.
Statutinių pareigūnų darbo laiko institutas – probleminis, iš kurių
aktualiausi - budėjimas, viršvalandiniai darbai, darbas naktį,
suminė darbo laiko apskaita. Pažymėtina, kad statutiniai valstybės
tarnautojų statusas nėra kaip darbuotojų, dirbančių pagal darbo
sutartį, todėl galima išskirti darbo laiko reglamentavimo ypatumus:
jų statusas nustatytas specialiais įstatymais, numatyta darbo laiko
trukmė ilgesnė nei 40 val., viršvalandinių darbų privalomumas,
budėjimo ypatumai. Statutiniai tarnautojai aukoja tam tikras
galimybes dėl tarnybos valstybei, tad atitinkamai turėtų elgtis ir
valstybė. Darbo laiko ribojimas yra aktualus ir būtinas statutinėje
valstybės tarnyboje, jei norima užtikrinti pareigūnų sveikatą bei

State service system is the central state
support. Statutory civil service is exceptional and special and
perceived as human community undertaking to execute concrete duties
to ensure society interests. First of all, the exceptionality is
special law deeds - statutes which regulate office employee’s
service, statute, social guarantees. Statutory civil servants work
is related to increased danger, more emotional tension,
responsibility, higher requirements for health state, oath
obligation. That’s why taking into account to specific of office
employee relations, specific principles applied, sepárete statute
regulation of the persons is reasonable. Statutory civil servants
working time institute - problematical, the most actual of it -
duty, work overtime, night work, summary recording of the working
time. Should be noted that statue of statutory civil servants is
not as employees working according work agreement, that’s why it
can be distinguished the peculiarities of the regulation of working
time: their statute defined by special laws, defined working time

▼ Zdravstvena dejavnost je lahko organizirana kot javna služba, ki jo opravljajo javni zdravstveni zavodi v okviru Ministrstva za zdravje. Zaradi narave dejavnosti se javna služba v zdravstvu opravlja na primarni, sekundarni in terciarni ravni ter je povezana z zagotavljanjem 24-urnega neprekinjenega zdravstvenega varstva in neprekinjene nujne medicinske pomoči. Vprašanje delovnega časa je predmet nacionalnega in mednarodnega urejanja, predvsem z vidika varovanja delavčevega zdravja in sposobnosti v njegovem celotnem aktivnem življenjskem obdobju.
V nalogi sem predstavila ureditev delovnega časa v okviru aktov Organizacije združenih narodov, Mednarodne organizacije dela, Sveta Evrope in Evropske unije ter ureditve v Republiki Sloveniji. Na državni ravni določajo pravice in obveznosti delavcev, zaposlenih na področju zdravstvene dejavnosti, Zakon o delovnih razmerjih, Zakon o javnih uslužbencih, Zakon o zdravstveni dejavnosti in Zakon o zdravniški službi. Za razmerje med Zakonom o delovnih razmerjih in Zakonom o javnih uslužbencih ter področnima zakonoma (Zakon o zdravstveni dejavnosti in Zakon o zdravniški službi) velja načelo lex specialis derogat legi generali, kar pri ureditvi delovnega časa na področju zdravstva pomeni, da se uporabljata področna zakona kot lex specialis. Poleg tega pa se v zdravstvu ureja delovni čas tudi s kolektivnimi pogodbami, in sicer s Kolektivno pogodbo za dejavnost zdravstva in socialnega varstva Slovenije, Kolektivno pogodbo za zdravnike in zobozdravnike ter Kolektivno pogodbo za zaposlene v zdravstveni negi.
Ugotovila sem, da so akti, ki opredeljujejo delovni čas v zdravstvu, usklajeni z mednarodnimi univerzalnimi in regionalnimi akti ter, da bi z drugačno organizacijo delovnega časa v zdravstvu lahko zmanjšali število nadur in ur dežurstev. V nalogi predstavljam oblike delovnega časa, ki so ali bi lahko bile značilne za zdravstvo. To so polni delovni čas, izmensko delo, krajši delovni čas, dopolnilno delo, neenakomerno razporejeni in začasno prerazporejeni delovni čas, dežurstvo ter nadurno delo.

▼ This study explores the limits and potential of flexible working through the lived experience of women in professional and managerial jobs who adjust their employment because of their motherhood. A qualitative, longitudinal research strategy using repeat narrative interviews follows 30 mothers through a year of their lives as they go part-time, job-share, flex their schedules, and work from home. They typify Hakim's (2000; 2006) 'adaptive' category of women, which Lewis and Simpson (2017) argue exemplifies a new 'postfeminist subject' (p128): women required to perform well simultaneously in both work and domestic domains. Anchored theoretically in debates about the relative influence of structure and agency in determining women's employment participation and outcomes. This thesis critiques choice in relation to employment and motherhood. It contributes new explanations why professional women 'choose' different types of flexible working arrangements and how the experience of 'doing' flexible work tallies with expectation. The study finds women's transitions into part-time and flexible work arrangements rarely reflect their ideal preference of job, working hours, schedules or locations. The working arrangement women arrive at is a complex and pragmatic settlement of competing practical and ideological pulls, constraints and incentives. Maternal responsibilities endure, irrespective of women's working hours. Choices are neither clear nor unfettered, and are fraught with anxiety. Five narratives reflect the diverse range of personal intentions behind women's work-life choices made at particular biographical moments in specific social circumstances. The narratives reveal that moves into part-time and flexible work can be tactical, restorative, professionally expansive, are morally potent, socially informed and often a compromise. This study advances understanding of how women working flexibly experience work and are incorporated into organisations. Their lived experience is characterised by trial and error, work intensification, work-life integration, and frequent further adjustments. Most women expected, demanded, and benefited from very little practical involvement of their employers in developing effective job-designs for flexibility. Over time many felt fatigued by their responsibility to manage their arrangements invisibly, minimising inconvenience to others at work and at home. This has implications for flexible working policy and workplace practice. This thesis makes clear that solutions to gender troubles at home and at work are collective and involve politicising the family as well as the workplace in order to achieve genuine choice for women in the occupations they pursue and the success they achieve.

▼ Despite the improvements in safety since the advent of Process Safety Management regulations in 1992, human factors still play a large role in catastrophic accidents. Worker fatigue is a significant risk in the petroleum industry, where rotating shiftwork is relied upon to staff round the clock production. Using reports of work organization factors that contributed to fatigue from the listening sessions hosted by the California Interagency Taskforce on Refinery Safety in 2013, we developed a survey for rotating shiftworkers in the refining industry. We administered the survey among hourly shift workers in the oil sector represented by the United Steelworkers union. Collecting self-reported data on sleep, mental health, job stress, quality of life, and certain health outcomes associated with shift work, we explored associations between these outcomes and participants’ work history, current work schedules and staffing allocations. Our findings revealed that the 12-hour shift, initially intended as a compressed work week, currently provides limited recovery when rest breaks are interrupted with one or more overtime shifts per week. Sleep durations were also shortest on the 12-hour shift, and averaged more than an hour shorter than previous research on 8-hour rotating shift workers. Recent work schedules reported tended to comply with the American Petroleum Institute’s (API) recommended hours of service guidelines, but despite this, more than one half of our study participants reported having trouble staying awake during engaged activities (24% monthly and 27% weekly or more), and sleep disorder prevalence approached 80% in the study population. Those who exceeded the API hours of service guidelines reported greater job demands, shorter sleep durations, and more frequent drowsiness, indicating that they were at greatest risk for fatigue. Mandatory overtime was a stressor, associated with higher job stress, lower staffing coverage, and anxiety (but not additional hours worked). The impacts of mandatory overtime and on-call work were described further in the quality of life data, where participants described the difficulty of keeping personal commitments, resulting in family conflict, social isolation and neglected personal interests; and they expressed a desire for greater control over their time.

▼ This study examines the association between long work hours and health status of Korean workers. Korea has atypically long weekly working hours, which raises concerns about workers’ health. To explore the impact of long work hours, I analyzed data from the 4th Korean Working Conditions Survey (KWCS) conducted by Korean Occupational Safety and Health Agency (KOSHA) in 2014. This survey collected data on various characteristics of a nationally representative sample of 50,000 economically active workers. KWCS aimed to estimate several parameters of the working population in Korea, including demographic characteristics, exposure to hazards, and health problems among workers aged 15 and older. In this study, the dependent variable, subjective health status, is an ordinal-level variable rated on a 5-point scale. Korean workers are known as one of the hardest working people in the world. Still, from the analysis form the KWCS in 2014, nearly half of Koreans (44.5%) work more than 48 hours a week. This study also revealed that long work hours have an adverse effect on health in Korean society. Working
overtime has negative effect on workers’ health after controlling several workers’ characteristics. Working excessive
overtime has an even stronger negative effect on self-rated health than working
overtime. Surprisingly, contrary to our expectation, the adverse effect of
overtime work on health is stronger for men than for women.

▼ Repetitive construction projects require construction crews to repeat their work in a number of locations in the same project, moving from one location to the next. Scheduling this type of projects often requires maximizing work continuity for these crews while reducing the project duration and the use of
overtime. The main goal of this study is to present the development of novel models for optimizing the scheduling of repetitive construction projects that is capable of accomplishing these planning objectives. To achieve this goal, the research objectives of this study are to develop (1) a novel heuristic and computationally-efficient scheduling model for repetitive projects that minimizes both the project duration and crew work interruptions; (2) an innovative optimization model for scheduling repetitive construction projects that is capable of searching for and identifying optimal schedules that minimize project duration, work interruptions, and interruption costs; and (3) a novel multi-objective optimization model for repetitive construction projects that generates optimal tradeoffs among project duration, work interruptions, and
overtime use.
The performance of these developed models was analyzed and verified by comparing their results to those generated by existing models. The results of this analysis illustrates the novel and unique capabilities of the developed models in generating optimal tradeoffs among project duration, work interruptions, and
overtime use. These novel capabilities are expected to provide much needed support to planners of repetitive construction projects and enable them to (i) minimize project duration, (ii) maximize crew work continuity, (iii) minimize interruption costs, (iv) minimize the use of
overtime hours; and (v) reduce the required time and effort to perform the scheduling computations for large-scale repetitive construction projects by using a computationally efficient heuristic scheduling model.

▼ This research addresses the equipment
scheduling problem under disruptions in United States Postal
Service mail processing and distribution centers. These facilities
contain a large variety of equipment and employ a non-homogeneous
workforce that work on shifts of various lengths and start times.
The scheduling of equipment (the determination of the configuration
and usage of equipment to match mail arrivals) and the scheduling
of workforce (the determination of the optimal size and composition
of the workforce, their days off / lunch assignments, and
overtime
usage) to meet processing service commitment with a constantly
changing demand are some of the most challenging problems.
Over the years, there have been many research
studies that focused on solution of the postal equipment and staff
scheduling problems. A comprehensive review of these studies is
conducted. In the most general sense, each of the equipment and
staff schedule problems can be decomposed temporally so and
hierarchical analytic approaches have been adopted. Along the time
axis, these studies can be classified into strategic, tactical and
operational levels. This thesis focuses on the
operational equipment scheduling problem or equipment scheduling
under disruptions and addresses the adjustment of production plans
and workforce schedules through the use of
overtime and flexible
employees in the face of disruptions such as demand fluctuation and
absenteeism that happen on a daily basis and may significantly
change demand and the size of workforce. This problem is modeled as
a large-scale integer program, which contains equipment scheduling,
shift scheduling and
overtime management, and break assignment
modules. Comprehensive experiments have been designed to
investigate the effects of the use of
overtime, the control of
absenteeism, and the importance of integrating equipment and
workforce scheduling simultaneously. The model integrates
seamlessly with other research studies and provides the necessary
tools to manage the resources in a facility on a routine basis.
To improve computational time, an efficient LP
based decomposition algorithm has been developed. The algorithm
uses linear programming solutions as target solutions to construct
a local search process to examine neighboring integer solutions.
The heuristic was first proposed for the equipment scheduling under
disruptions and then extended to the staff scheduling problem where
multiple diverse initial solutions were generated to cover the
solution landscape. These heuristics were computational efficient
and were able to quickly obtains high-quality feasible solutions
and delivers final solutions on par with the state of the art
branch and bound algorithm in the solution of integer
programs.
