hours have been one of the policy issues that the Taiwanese
government intends to address recently. This paper sets up a dynamic stochastic
general equilibrium model to discuss the macroecomonic effects of working
hour regulations. Decreasing working
hours tends to decrease labor income
and output, but it also increases householdâs welfare because leisure
rises. When welfare is measured by consumption alone, reduced working
hours, however, lower welfare because of falling consumption. Finally, we
find the macroeconomic effects of increasing mandatory
overtime premium is
qualitatively the same to those of decreasing working
hours, which decreases
labor income and output.

▼ Most of the existing research on corrections officers (COs) has focused on stress and burnout as well as the organizational factors that contribute to these outcomes. Recent studies have also revealed that COs are more likely to be obese and hypertensive than the general population. Studies not specific to corrections provide evidence that
overtime hours are associated with poor employee health, and the present study aimed to address this general lack of research on the potential health impacts of
overtime hours for COs. More specifically, this study investigated whether the effect of healthy behaviors on health and wellness outcomes changed, depending on how much
overtime work COs engaged in. Health and wellness data were collected for COs (
N= 202) at two correctional facilities using three different methods: surveys, physical assessments and continuous
overtime data. The use of continuous
overtime data is rare in the
overtime literature, particularly when the data are collected objectively rather than through self-report methods. Therefore, this study used a measure of
overtime that is both more accurate and precise than that typically found in earlier studies of
overtime.
Hierarchical linear regression models were used to test the hypotheses that the amount of
overtime hours worked would moderate the beneficial effect of healthy behaviors on health outcomes. The healthy behaviors examined were physical activity, healthy eating and healthy sleep hygiene. The assessed health outcomes were physical strength, body fat composition, depressive symptoms, and burnout.
The beneficial effect of healthy sleep hygiene on burnout was moderated by the number of
overtime hours worked in a typical week. Essentially, the effect of healthy sleep hygiene on burnout lost its beneficial impact when COs worked on average more than three shifts of
overtime in a week. No other moderated relationship between healthy behaviors and health outcomes was found, in large part because many of the healthy behaviors examined had significant direct effects on health. Surprisingly,
overtime did not have a direct effect on any of the health outcomes, nor was it associated with any of the healthy behaviors. More research is needed to replicate these findings and also to determine how to limit
overtime or schedule
overtime in ways that will allow COs to fully benefit from healthy sleep hygiene as a means to prevent burnout.

▼ The recent mandatory, unpaid California state furloughs were unprecedented, yet we know little about how state workers themselves reacted to this major change in working conditions. This thesis set out to obtain this information, and to assess four hypotheses: 1) Most employees viewed the furloughs unfavorably due to the financial hardship they created; 2) Some employees viewed the furloughs favorably due to their benefits, which include more time for family, and childcare cost savings; 3) Most eligible employees volunteered to work over-time, and those who did not lived in dual-income households; 4) Employees who were eligible to retire within the next five years considered doing so sooner as a result of the furloughs.
To complete this thesis, I distributed a survey to about 173 employees at the Sacramento Disability Determination Services Division, in November 2010. I developed the survey after completing a literature review on employee motivation in the public sector, desired employee work
hours, and popular news articles on the furloughs.
Based on the survey findings, frequency distribution reports, and statistical analyses, I was able to confirm the first hypothesis, partially confirm the second and third hypotheses, and was unable to confirm the fourth hypothesis. Notably, I discovered that there was a higher than expected rate of 19 percent of respondents who found the furloughs to be beneficial. Also, despite the hardship brought on by the furloughs, the majority of DDSD employees reported a high rate of job satisfaction and job meaningfulness. I confirmed that nearly half of respondents had state careers of five years or less, 44 percent were under the age of forty, and nearly 75 percent had college degrees. Finally, I considered implications of the findings for executives in state public service and suggestions for further research.

▼ This study explores the limits and potential of flexible working through the lived experience of women in professional and managerial jobs who adjust their employment because of their motherhood. A qualitative, longitudinal research strategy using repeat narrative interviews follows 30 mothers through a year of their lives as they go part-time, job-share, flex their schedules, and work from home. They typify Hakim's (2000; 2006) 'adaptive' category of women, which Lewis and Simpson (2017) argue exemplifies a new 'postfeminist subject' (p128): women required to perform well simultaneously in both work and domestic domains. Anchored theoretically in debates about the relative influence of structure and agency in determining women's employment participation and outcomes. This thesis critiques choice in relation to employment and motherhood. It contributes new explanations why professional women 'choose' different types of flexible working arrangements and how the experience of 'doing' flexible work tallies with expectation. The study finds women's transitions into part-time and flexible work arrangements rarely reflect their ideal preference of job, working hours, schedules or locations. The working arrangement women arrive at is a complex and pragmatic settlement of competing practical and ideological pulls, constraints and incentives. Maternal responsibilities endure, irrespective of women's working hours. Choices are neither clear nor unfettered, and are fraught with anxiety. Five narratives reflect the diverse range of personal intentions behind women's work-life choices made at particular biographical moments in specific social circumstances. The narratives reveal that moves into part-time and flexible work can be tactical, restorative, professionally expansive, are morally potent, socially informed and often a compromise. This study advances understanding of how women working flexibly experience work and are incorporated into organisations. Their lived experience is characterised by trial and error, work intensification, work-life integration, and frequent further adjustments. Most women expected, demanded, and benefited from very little practical involvement of their employers in developing effective job-designs for flexibility. Over time many felt fatigued by their responsibility to manage their arrangements invisibly, minimising inconvenience to others at work and at home. This has implications for flexible working policy and workplace practice. This thesis makes clear that solutions to gender troubles at home and at work are collective and involve politicising the family as well as the workplace in order to achieve genuine choice for women in the occupations they pursue and the success they achieve.

hours and health status of Korean workers. Korea has atypically long weekly working
hours, which raises concerns about workers’ health. To explore the impact of long work
hours, I analyzed data from the 4th Korean Working Conditions Survey (KWCS) conducted by Korean Occupational Safety and Health Agency (KOSHA) in 2014. This survey collected data on various characteristics of a nationally representative sample of 50,000 economically active workers. KWCS aimed to estimate several parameters of the working population in Korea, including demographic characteristics, exposure to hazards, and health problems among workers aged 15 and older. In this study, the dependent variable, subjective health status, is an ordinal-level variable rated on a 5-point scale. Korean workers are known as one of the hardest working people in the world. Still, from the analysis form the KWCS in 2014, nearly half of Koreans (44.5%) work more than 48
hours a week. This study also revealed that long work
hours have an adverse effect on health in Korean society. Working
overtime has negative effect on workers’ health after controlling several workers’ characteristics. Working excessive
overtime has an even stronger negative effect on self-rated health than working
overtime. Surprisingly, contrary to our expectation, the adverse effect of
overtime work on health is stronger for men than for women.

▼ Zdravstvena dejavnost je lahko organizirana kot javna služba, ki jo opravljajo javni zdravstveni zavodi v okviru Ministrstva za zdravje. Zaradi narave dejavnosti se javna služba v zdravstvu opravlja na primarni, sekundarni in terciarni ravni ter je povezana z zagotavljanjem 24-urnega neprekinjenega zdravstvenega varstva in neprekinjene nujne medicinske pomoči. Vprašanje delovnega časa je predmet nacionalnega in mednarodnega urejanja, predvsem z vidika varovanja delavčevega zdravja in sposobnosti v njegovem celotnem aktivnem življenjskem obdobju. V nalogi sem predstavila ureditev delovnega časa v okviru aktov Organizacije združenih narodov, Mednarodne organizacije dela, Sveta Evrope in Evropske unije ter ureditve v Republiki Sloveniji. Na državni ravni določajo pravice in obveznosti delavcev, zaposlenih na področju zdravstvene dejavnosti, Zakon o delovnih razmerjih, Zakon o javnih uslužbencih, Zakon o zdravstveni dejavnosti in Zakon o zdravniški
službi. Za razmerje med Zakonom o delovnih razmerjih in Zakonom o javnih uslužbencih ter področnima zakonoma (Zakon o zdravstveni dejavnosti in Zakon o zdravniški službi) velja načelo lex specialis derogat legi generali, kar pri ureditvi delovnega časa na področju zdravstva pomeni, da se uporabljata področna zakona kot lex specialis. Poleg tega pa se v zdravstvu ureja delovni čas tudi s kolektivnimi pogodbami, in sicer s Kolektivno pogodbo za dejavnost zdravstva in socialnega varstva Slovenije, Kolektivno pogodbo za zdravnike in zobozdravnike ter Kolektivno pogodbo za zaposlene v zdravstveni negi. Ugotovila sem, da so akti, ki opredeljujejo delovni čas v zdravstvu, usklajeni z mednarodnimi univerzalnimi in regionalnimi akti ter, da bi z drugačno organizacijo delovnega časa v zdravstvu lahko zmanjšali število nadur in ur dežurstev. V nalogi predstavljam oblike delovnega časa, ki so ali bi lahko bile značilne za zdravstvo. To so polni delovni čas, izmensko delo, krajši delovni čas,
dopolnilno delo, neenakomerno razporejeni in začasno prerazporejeni delovni čas, dežurstvo ter nadurno delo.
Health activity may be organized as a public service performed by public health institutions under the Ministry of Health. Due to the nature of the service the public service in health care is provided at primary, secondary and tertiary level and is associated with providing 24 - hour continuous care and continuous emergency medical services. ▼ BACKGROUND: The prevalence and burden of cardiovascular disease (CVD) is a concern. While CVD events will occur later in a woman’s life, modifiable risk factors for CVD occur earlier during adult years. While, there is strong evidence linking modifiable risk factors to CVD, the influence of the work environment on CVD risk is poorly understood.
OBJECTIVES: The study objectives were to: 1) determine the prevalence of cardiovascular risk indicators; 2) determine the relationships between work patterns and lifestyle behaviours in female hospital workers; 3) determine the relationships between work patterns and cardiovascular risk indicators; and 4) determine the relationships between work patterns, lifestyle behaviours and cardiovascular risk while controlling for covariates.
METHODS: Participants were female hospital workers (N= 466) from 2 hospital sites in Southeastern Ontario. Cardiovascular risk data were obtained through anthropometric measurements, blood sampling and self-report. Work pattern data were collected through self-report and linked with hospital administrative work data. Lifestyle behaviour data were obtained through self-report using validated questionnaires. Metabolic syndrome was classified in accordance with the National Cholesterol Education Program Adult Treatment Panel (NCEP ATP) (III) guidelines.
RESULTS: Approximately 1 in 4 female participants had the metabolic syndrome, with elevated waist circumference being the most common CVD risk factor. After adjustments, the multivariate analysis found a few key significant associations between irregular work patterns, specifically extended shifts and CVD risk, specifically elevated systolic and diastolic blood pressure. However, consistent with the literature, the bivariate analyses revealed that after 6 or more years of shift work, female workers were more likely to develop the metabolic syndrome (OR 1.9, 95% CI 1.12, 3.17) and abdominally obesity (OR = 2.0, 95% CI, 1.31, 3.11).
CONCLUSIONS: The findings from this study suggest that generally work patterns do not influence the development of unhealthy behaviours and cardiovascular risk factors, although a few key exceptions exist. Further research is needed to elucidate the mechanisms linking harmful and protective work pattern characteristics to CVD risk. Given the prevalence of abdominal obesity and overall CVD risk, hospital decision makers need to consider cardiovascular health within healthy workplace initiatives as the healthcare workforce is aging.

Istället är det nu upp till arbetsgivaren att bedöma ifall det finns särskilda skäl för uttag av extra övertid och extra mertid samt att bedöma att situationen inte går att lösa på annat rimligt sätt. Skyddsombuden får nu som ett led i regleringen möjlighet att göra framställningar till arbetsgivaren om det behövs för att säkerställa att arbetstidslagen följs. Syftet med uppsatsen har varit att ta reda på vilka omständigheter och situationer, som krävs för att en arbetsgivare ska kunna ta ut extra övertid och extra mertid. Uppsatsen beskriver den gällande rätten för uttag av extra övertid och extra mertid. Syftet har också varit att redogöra för hur skyddsombudens befogenheter har påverkats av de nya reglerna kring uttag av extra övertid och extra mertid. Uppsatsen har baserats på en rättsdogmatisk metod, vilket innebär att den har haft sin utgångspunkt utifrån olika befintliga rättskällor. Uppsatsen har varit avgränsad till att endast beröra den ändring som skett i arbetstidslagen och berör inte nödfallsövertid, studerande skyddsombud eller elevskyddsombud. Slutsatser som har dragits är att särskilda skäl för att göra uttag av extra övertid och extra mertid, kan vara tillfälliga arbetsanhopningar som varit omöjliga att förutse, oförutsedda sjukdomsfall eller förlust av spetskompetens som inte gått att ersätta omedelbart. Bedömningen att situationen inte går att lösa på annat rimligt sätt, ska göras i varje enskilt fall. Arbetsgivaren ska se över möjligheter som att rekrytera personal, hyra in personal eller utföra organisatoriska åtgärder för att lösa situationen. Skyddsombuden har sedan tidigare möjlighet att kontrollera arbetstidsfrågor, men endast rätt att agera, då det innebär en risk ur ett arbetsmiljöperspektiv. Nu har det rätt att agera vid minsta övertramp av extra övertid och extra mertid samt möjlighet att begära att arbetsgivaren ska vidta åtgärder. Ändringen i arbetstidslagen ger skyddsombuden en begränsad rätt att agera, eftersom regeln kan avtalas bort genom kollektivavtal. Den nya regleringen i arbetstidslagen innebär en mindre ökning av skyddsombudens befogenheter.
On August 1, 2011 the Swedish Work Environment Authority repealed their exemption for the take out of extra overtime and extra additional time. It is now up to the employer to determine if there are special reasons for the employee to take out extra overtime and extra additional time and to decide whether the situation has not been able to be solved in any other reasonable way. ▼ Studien syftade till att undersöka anledningar till att tjänstepersonal utan extra övertidsersättning arbetar övertid inom rekryterings- och bemanningsbranschen. Prediktorerna arbetskrav, arbetets plats i ens liv, inre och yttre arbetsmotivation samt harmonisk och manisk passion för arbetet undersöktes mot utfallsvariabeln övertidstimmar. Studien genomfördes som en enkät som skickades ut digitalt genom Google Forms till 16 bemannings- och rekryteringsföretag. QPS Nordic behandlade frågor om arbetskrav, arbetets plats i ens liv samt inre och yttre arbetsmotiv medan PTWS behandlade frågor om harmonisk och manisk passion för arbetet. Resultatet visade att arbetskrav predicerade arbetade övertidstimmar. Korrelationen var positiv vilket innebar att arbetskrav ökade med andelen övertid. Ingen skillnad observerades i övriga prediktorer. Studiens slutsats var att det var arbetskrav som fick tjänstepersonal inom rekryterings- och bemanningsbranschen att arbeta övertid, vilket arbetsgivare bör vara uppmärksamma på i och med de hälsokonsekvenser som kan vara till följd av övertidsarbete.
The study aimed to investigate reasons to work overtime among employees without overtime compensation in the staffing and recruitment industry depending on work demands, the place of work in one’s life, internal and external working motivation and harmonious and obsessive passion toward work. The study was conducted as a digital survey sent to 16 companies. QPS Nordic measured work demands, the place of work in one’s life and internal and external working motivation. PTWS measured harmonious and obsessive passion toward work. The present study showed that work demands predicted overtime hours. No difference was observed in the other predictors. The conclusion of the study was that work demands made employees in the staffing and recruitment industry work overtime hours and that employers should pay attention to this regarding the health implications resulting from working overtime.

▼ Background: Currently, Americans receive only about
half of the recommended health care. The Patient Protection and
Affordable Care Act expands health insurance coverage to nearly
everyone and eliminates patient cost-sharing for many preventive
services. However, individuals may still face difficulties in
obtaining needed care (e.g., language and cultural issues, lack of
qualified practitioners, and having no usual source of care).
Individuals may also forgo obtaining health care because they are
busy with other competing activities and commitments, such as
working in jobs having especially long work
hours. Purpose: My
dissertation aims at ascertaining whether working long
hours
diminishes workers’ ability to obtain needed health services. This
dissertation contains three studies. Study 1 aims at assessing
whether long work
hours impede workers’ access to preventive health
services. A secondary aim is to examine whether this relationship
varies among occupations or industries. Study 2 aims at assessing
for workers with diabetes, whether working long
hours impedes their
ability to obtain needed diabetes and preventive health services.
Study 2 also examines whether that relationship varies by gender. A
third aim is to assess if the relationship between long work
hours
and access to preventive health services varies according to
whether the workers have diabetes or not. Study 3 focuses on
dual-earner couples who both work full time, and examines the
effects of the combined work
hours of a couple on access to
preventive health services. Secondary aims of Study 3 include
whether the relationship varies by family type (e.g., couples with
no child, one child, two or more children) and by gender. Methods:
Data from the 2002-2010 Medical Expenditure Panel Survey (MEPS)
were used to measure employees’ work
hours and their use of
selected health services. Multivariate logistic regression analyses
were performed to test the association between long
hours and
service utilization among full-time workers with private health
insurance. Results: Employees working over 60
hours per week were
significantly more likely to fail to obtain dental check-ups at
least twice a year or a biennial mammogram. Among workers with
diabetes, working long
hours had no impact on access to diabetes
services, but significantly impeded their access to regular
preventive health services. Long work
hours also have a much larger
adverse impact on access to preventive health services for workers
with diabetes compared to those without diabetes. Long combined
work
hours of a dual-earner couple create barriers for individual
workers to obtain flu vaccinations. The effect is especially
evident among women with at least one young child and among women
with two or more children. Conclusions: The study found that long
work
hours might create barriers to accessing particular preventive
health services. Certain sub-populations of full-time workers, such
as workers with diabetes and dual-earner couples with children, are
especially at high risk of not receiving care…
