Podjetja morajo dokumentacijo hraniti ustrezno dolgo obdobje in pri tem lahko izbirajo med različnimi načini arhiviranja. V teoretičnem delu smo najprej opredelili temeljne pojme, ki se pojavljajo pri arhiviranju, predstavili temeljne predpise na tem področju, navedli roke hranjenja računovodskega gradiva, navedli osnovna pravila zajema gradiva, varno hranjenje dokumentacije, notranjih pravil in uničenja gradiva. Poleg tega smo analizirali tudi temeljne značilnosti ter prednosti in slabosti klasičnega, mikrofilmskega in elektronskega arhiviranja, v sklopu elektronskega arhiviranja pa smo podrobneje ovrednotili lastno izvajanje elektronskega arhiviranja ter zunanje in kombinirano izvajanje elektronskega arhiviranja. Predstavili smo tudi registre, objavljene s strani Arhiva RS. Ugotovili smo, da 33 % slovenskih podjetij iz štajerske regije, ki so sodelovala v raziskavi, izvaja zakonsko skladno elektronsko arhiviranje dokumentacije, kar je precej več kot v letu 2010, ko je podjetje FrodX, sicer na večjem vzorcu vseh slovenskih podjetij, ugotovilo, da izvaja tovrstno arhiviranje 12,15 % slovenskih podjetij. Največ podjetij, ki v letu 2014 zakonsko skladno elektronsko arhivira dokumentacijo, zaposluje nad 100 oseb. Najpogosteje elektronsko arhivirajo prejete in izdane račune. Kot slabost elektronskega arhiviranja zaznavajo stroške uvedbe in čas vzpostavitve elektronske hrambe, kot najbolj pomembno prednost pa čas, porabljen za iskanje dokumentacije. Elektronskega arhiviranja nimajo uvedenega predvsem manjša podjetja, ki zaposlujejo do 9 oseb. Kot zelo pomemben oziroma najbolj pomemben razlog, da nimajo uvedenega elektronskega arhiviranja, navajajo stroške vzpostavitve, zahtevnost zakonodaje ter dolg in kompleksen postopek ustanovitve, ni pa razlog za neuvedeno elektronsko arhiviranje nepoznavanje njegovih prednosti. Podjetje BSH Hišni aparati d. o. o. je izvajalo arhiviranje računovodske dokumentacije na različne načine

tako v klasičnem, mikrofilmskem kot tudi zunanjem in lastnem elektronskem arhivu. Na podlagi zanesljivosti, cene, dostopnosti in enostavnosti uporabe smo ugotovili, da je izmed vseh obstoječih načinov najprimernejše lastno izvajanje elektronskega arhiviranja.

Companies must keep documentation for the appropriate duration and in that case they can choose between different ways of archiving. The theoretical part defines the basic terms of the archiving, presents the main provisions of this field, specifies the time limit for keeping the accounting material, states ground rules for collection of material, safe documentation storage, internal rules and destruction of materials. In addition, the analysis of the fundamental characteristics, advantages and disadvantages of classical, microfilm and electronic archiving was presented. Za podjetja, ki se v 21. stoletju še vedno poslužujejo papirnega sistema, lahko trdimo, da očitno zaostajajo za konkurenco. Ta podjetja imajo v prvi vrsti problem z obvladovanjem papirne dokumentacije, saj je velikokrat nepregledna, podvojena ali izgubljena. Prav tako pa ti sistemi postajajo zastareli. Tempo današnjega trga je naravnan na hitro prilagajanje in osvajanje nove napredne tehnologije, ki je čedalje bolj usmerjena v brezpapirno poslovanje. Ne samo tehnologija, tudi poslovanje na državni ravni sili podjetja, da vzpostavijo elektronsko poslovanje. Vse javne institucije izdajajo in prejemajo račune v elektronski obliki, zato so podjetja, ki še nimajo vzpostavljenega elektronskega poslovanja prisiljenja k temu, da ga čim prej uvedejo. Med drugim pa večino komunicirajo preko elektronske pošte in telefona. Pri sklepanju posla se že marsikatero podjetje poslužuje elektronskih pogajanj. Vedno več podjetij se odloča za elektronsko poslovanje in v prvi vrsti uvedejo elektronski dokumentni sistem. Elektronski dokumentni sistemi izboljšujejo poslovni proces, saj omogočajo zajem in digitalizacijo papirnih dokumentov, imajo določen delovni tok in življenjski cikel dokumenta, omogočajo shranjevanje, distribucijo, iskanje in arhiviranje dokumentov. Podjetjem dokumentni sistemi omogočajo hitrejše, preglednejše in učinkovitejše poslovanje. Prav tako zaposleni dostopajo do informacij in dokumentov ob pravem času in na pravem mestu. Namen magistrske naloge je spoznati teoretična izhodišča dokumentnega sistema. Predvsem kako nastane dokument in kako deluje v dokumentnem sistemu. Teoretično izhodišče smo primerjali z dejansko uvedbo dokumentnega sistema na primeru podjetja Esot-Invest d.o.o. Proučili smo dokumentno rešitev, ki jo podjetje uporablja za upravljanje z dokumenti. Pregledali smo kako je potekala uvedba dokumentnega sistema in kakšne spremembe je doprinesla v podjetje. Prav tako smo proučili s kakšnimi stroški se je podjetje soočilo ob uvedbi in koliko je podjetje prihranilo.

▼ This research examines how outsourced IT arrangements are influenced by ITIL processes that are recommended as being important for the success of outsourcing. The research employed both qualitative (focus groups, one exploratory and one supplementary) and quantitative (Structural Equation Modelling) methods to evaluate the effects of ITIL recommended practices on the outcomes of IT outsourcing arrangements. It used, as informants, Australian IT service managers. The initial part of the research showed that informants believe the ITIL framework can positively influence IT outsourcing relationships. An analysis of data from an initial focus group suggested that ITIL improves the outcomes of an outsourcing arrangement through better use of SLAs (service level agreements), more knowledge sharing, and more effective inter-organisational communication. This analysis research also revealed that the participants thought that it is through improving performance and customer satisfaction that ITIL leads to a better outsourcing relationship. The second part of the research confirmed that ITIL usage statistically impacts the quality of SLAs, but does not statistically impact knowledge sharing, communications quality, or overall evaluations (technical service quality, cost savings and commitment to the outsourcing arrangement). On the other hand, communications quality, a core element of ITILâ€™s philosophy, does, through its effect on technical service quality (or, in other words, vendor performance), have a substantial effect on evaluation. The research also highlighted the importance of technical service quality (i.e. performance), which is the major factor leading to a purchaserâ€™s commitment to the outsourcing arrangement (producing a large statistical effect on that variable). This finding is consistent with prior research. When presented with the quantitative findings the informants in a second, supplementary focus group (all users of ITIL) suggested that, contrary to the results of the survey analysis, ITIL had played a very important role in the success of their outsourcing arrangements. They proposed that outsourcing success depends on how well ITIL recommended practices are exercised. The ITIL users in this focus group also suggested that understanding and meeting each otherâ€™s expectations is critical to outsourcing success, and is an indicator of â€œmatureâ€ implementation of ITIL. This is consistent with an alternative explanation for the statistical findings: that many firms, though not formally using ITIL, still focus effort on effective communications (a core ITIL suggestion), leading to positive outsourcing outcomes (Technical Service Quality, Satisfaction, and Commitment) even when ITIL was not formally employed. The research has enhanced our understanding of how ITIL can contribute to IT outsourcing relationships through improving SLA quality; it has also fore grounded the important mechanisms of communication quality and knowledge sharing. ▼ In an era of extreme competition and pursuit of economic success, the competition between corporations has extended to the integration of supply chain management in search of economic leverage over their competitors. Today, outsourcing is deemed as an integral part of supply chain management and increasing number of companies use outsourcing as vital elements in their business strategies. Companies having an established and cooperative supply chain will enhance their competitive strength. As a manufacturing company, outsourcing is closely tied with production management and treated as an extension of one's own manufacturing capacity. However, manufacturing companies are faced with unique outsourcing problems; such as manufacturing delays impacting and requiring rearrangement of one's own master production plan as well as resulting bottle necks caused by parts shortages and idle capacity while waiting for parts. This thesis focuses upon methods that can be taken both in-house and at the outside production provider to reduce the bottlenecks and avoid idle equipment capacity to assure the specification compliant parts are available in the right quantity at the right time to ensure the product throughput necessary to promote the companyâs competitive strength. This thesis incorporates the Thinking Process of Theory of Constrains in developing the proposed solutions to eliminate the undesirable effects and core conflicts associated with Outsourcing Subcontract Management at Aero Engine Factory of the Aerospace Industrial Development Corporation. The proposed Real Time Platform of Collaboration Manufacturing System principally includes the use of; Material Pre-release Notices, Daily Work Orders & Sequence Monitoring, Supplier Non-compliance Reports, E-technical Data & Drawings, E-receiving & Inspection, Supplier Performance Evaluations with TDD concept, Tooling & Fixture Borrowing, and Training & Certification. The proposed method has proven effective in reducing outsourcing cycle time by 32.71% and has improved the on time delivery rate from 84.32% to 93.81% and the date of late delivery from 1.24 to 0.22 in average from the study period between January 2009 through November 2009 according to data collected by Aero Engine Factory Outsourcing Team. Večji prelom pri uvedbi e-računov je bilo sprejetje Zakona o spremembah in dopolnitvah Zakona o davku na dodano vrednost (ZDDV-1G), ki je začel veljati 1. 1. 2013. Tako sta postala izenačena papirnati in elektronski račun. Pred sprejetjem omenjenega zakona sta elektronsko poslovanje urejala Zakon o elektronskem poslovanju in elektronskem podpisu (ZEPEP) ter Zakon o varovanju dokumentarnega in arhivskega gradiva in arhivih (ZVDAGA). Na spremembo zakona je vplivala Direktiva Sveta 2010/45/EU, katero so morala države članice Evropske unije vključiti v svojo zakonodajo najpozneje do 31. 12. 2012. Kaj pomeni to za Slovenijo? Vse gospodarske družbe so imele od takrat možnost vzpostavitvi sistem posredovanja e-računov do končnega prejemnika e-računa ne glede na to, ali je ta proračunski uporabnik ali ne. Pri vzpostavitvi sisteme e-računa so morale gospodarske družbe pomislite tudi na vse sedanje in bodoče prejemnike e-računa. Pri tem je ključnega pomena izbira posrednika pri posredovanju in prejemanju e-računov. Ovira pri tem je, da vsi posredniki ne vključujejo vseh možnosti posredovanja e-računa in glede na trenutno Zakonodajo je obvezno pošiljanje e-računa proračunskim uporabnikom, ne pa preostalim gospodarskim družbam.

A major turning point in the introduction of the e-invoice system was the adoption of the Act amending the Value Added Tax Act (ZDDV-1G), which entered into force on 1 January 2013 and established equal status of paper and electronic invoices. Prior to the adoption of this act, electronic commerce had been governed by the Electronic Commerce and Electronic Signature Act (ZEPEP) and the Protection of Documents and Archives and Archival Institutions Act (ZVDAGA). The amendments to the act were a result of the Council Directive 2010/45/EU which the European Union member states had to transpose into their legislation before 31 December 2012. What does this imply for Slovenia? All companies have since had the possibility to set up a system of submitting invoices through the e-invoice service, irrespective of whether or not the final recipient of an e-invoice is a budget user. In introducing the e-invoice system, companies also had to have in mind all current and any future recipients of e-invoices. In this endeavour, selecting the right intermediary for the submission and receipt of e-invoices is key, as not all of them offer all possibilities of delivering an e-invoice. Furthermore, according to the currently applicable legislation, it is mandatory to issue an invoice in the e-invoice form to budgetary users, but not to other corporations.

V državni upravi se upravlja z množico dokumentov, tako v fizični kot tudi elektronski obliki. Fizični dokumenti se nahajajo v različnih arhivih v odvisnosti od statusa zadeve. Fizična hramba dokumentov je obremenjena skoraj v celotni državni upravi. Nekateri vhodni in izhodni dokumenti že nastajajo v elektronski obliki, ki je primerna za e-arhiviranje. Na podlagi analize stanja dokumentarnega gradiva in obvladovanja le-tega ter na podlagi poznavanja možnosti, ki jih ponuja sodobna tehnologija na področju elektronskega obvladovanja dokumentov, lahko sklepamo, da je investicija v tovrstne sisteme v Organ državne uprave zagotovo smiselna in stroškovno upravičena. V analizi smo predstavili možnosti in izhodišča, ki lahko služijo odločitev za ali proti uvedbi določene tehnologije v uporabo v Organ državne uprave ter za tehtanje pozitivnih in tudi nekaterih negativnih učinkov, ki jih prinese uvedba tovrstnih tehnologij v Organ državne uprave. Ocenili smo potrebe in na podlagi potreb smo predlagali rešitve ter jih tudi stroškovno ovrednotili. Rešitve smo strnili v 4 sklope, in sicer: 1. Predlog rešitve za pretvorbo dokumentov arhiva glavne pisarne. 2. Predlog rešitve za pretvorbo dokumentov delovnih arhivov. 3. Predlog rešitve za uvedbo elektronskega arhiva, ki vsebuje predlog za uvedbo zajemna mesta. 4. Predlog rešitve za uvedbo podpore procesom – dokumentni sistem. Na drugi strani smo podali izhodišča za ocenjevanje prihrankov, ki bi nastali ob uvedbi e-dokumentarnih sistemov v poslovanje Organa državne uprave. Izračuni stroškov so narejeni na podlagi podatkov pridobljenih s samo analizo ter na podlagi ocen, ki izhajajo iz izkušenj s tovrstnimi sistemi ter tudi na podlagi ocene posameznega analitika. Dejstvo je, da se v organizaciji, ki obvladuje tolikšno količino dokumentov, kot jo obvladuje Organ državne uprave, lahko majhna izboljšava procesa, katere posledica je prihranek na času ali stroških, močno pozna na skupnih prihrankih Organa državne uprave kot celote. Na podlagi izračunov investicij in posledičnih prihrankov sklepamo, da je investicija v e-dokumentarne sistema za Organ državne uprave zagotovo upravičena in ima relativno kratek čas povrnitve stroškov.

The state management is managed by a set of documents, both in physical and electronic form. Physical documents are located in different archives, depending on the status of the case. Physical storage of documents burdens almost the entire state management. Some inbound and outbound documents have already been produced in electronic form which is suitable for e-filing. Based on analysis of state documents, their control and on knowledge of possibilities offered by modern technology in the field of electronic document management, we can conclude that the investment in such systems in the Body of State Administration is certainly reasonable and the cost justified. O trabalho visou dimensionar e comparar o custo pago pela mão de obra terceirizada para as atividades de apoio pela Universidade Federal do Rio Grande do Sul (UFRGS) e o custo estimado desta mão de obra no mercado de trabalho, para qualificar e verificar o grau de dissonância entre ambos. Também foram analisados fatores não financeiros envolvidos, pois impactaram o custo final da mão de obra terceirizada para a Universidade. A proposta de uma avaliação da realidade operacional e financeira do cenário da terceirização contribui positivamente para a busca da eficiência da administração pública. A primeira parte relata sucintamente a formação dos Estados Nacionais até a atualidade. Após se analisa o contexto atual da organização da força de trabalho pública no Brasil, a partir da Constituição Federal de 1988. A terceira parte analisa a realidade gerencial e financeira de dois contratos, relevantes pela abrangência e valores, da mão de obra terceirizada contratada. Os resultados obtidos demonstraram a necessidade do estabelecimento de uma evolução na administração, que poderá vir a ser o projeto de uma carreira pública celetista para as atividades de apoio. A terceirização, que surgiu como uma alternativa para a administração pública no passado recente, pode e deve ser vista como uma etapa dentro de um processo contínuo de busca da eficiência administrativa.

This research has sought to measure and compare the costs paid to outsourced labor for support activities by the “Universidade Federal do Rio Grande do Sul” (Federal University of Rio Grande do Sul) (UFRGS) and the estimated costs for that same labor in the registered work regime market, in order to qualify and verify the range of dissonance between both. Involved non-financial factors have also been analyzed, as they impact the final cost of outsourced labor for the University. The purpose of an operational and financial reality evaluation of the outsourced scenario contributed positively to the seeking of efficiency of public administration. The first part reports succinctly on the preparation of the National States up to the present. Afterwards, the current context of the organization of the public labor force in Brazil is analyzed, based on the Federal Constitution of 1988. The third part analyzes the managerial and financial reality of both labor contacts, relevant by their scope and charges for subcontracted outsourced labor. The obtained findings demonstrate the necessity for establishing evolution in administration, which could become a project of a registered work regime public career of support activities. Outsourcing, which has arisen as an alternative for public administration in the recent past, can and must be viewed as a step in the continual process seeking administrative efficiency.

▼ Service outsourcing is a concept that has been widely adopted by many manufacturing firms in today‟s world. Globalization has been the main reason of outsourcing. Companies have therefore worked tirelessly in order to find out new ways of running their business without losing track of their main reasons for existence. This has therefore prompted them to outsource services and this includes having their non-core functions being performed by third parties. Through effective service outsourcing, cement manufacturing firms are able to reduce costs that are related with building internal competencies, increased quality, and improved response to the changing marketing demands, ability to concentrate on their core functions and the effectiveness and efficiency in the supply chains. Cement manufacturing firms outsource their non-core functions which include:- security guard, laundry, cleaning, catering, transport and logistics, information technology and customer care services. This study therefore sought to determine the relationship between service outsourcing and supply chain performance of cement manufacturing firms in Kenya. The research used a descriptive and cross sectional research design. Primary data was collected using questionnaires and administered to 53 heads of department in the cement manufacturing firms in Kenya. The data was analyzed using descriptive, regression and correlation analysis. The study established that cement manufacturing firms outsourced services in order to reduce their operating costs, concentrate on their main functions, increase quality and to improve response to the changing market demands. The study concludes that cement manufacturing firms outsource services and accrue various benefits including ability to concentrate on their main functions, risk sharing, cost reduction and increase in quality. The challenges in the study included lack of client focus, fear of exposing confidential data and lack of management support. The study then recommends that performance contracting for the case of service providers and a method of measuring supply chain performance be devised.

Problembakgrund: Mellan år 1970-2009 utgjordes apoteksmarknaden i Sverige av ett statligt monopol, där Apoteket AB hanterade läkemedelsförsörjning för samtliga landsting i Sverige. År 2009 privatiserades däremot apoteksmarknaden, och landstingen fick nu välja om det skulle hantera läkemedelsförsörjningen i egen regi eller fortsätta upphandla tjänsten till en extern aktör. Åren efter avregleringen har landstingen valt att gå olika vägar, där några valt att fortsätta outsourca denna tjänst och andra har tagit hem tjänsten och hanterar den i egen regi. Med kostnadsbesparingar och vårdkvalitet i fokus för landstingen, är det därför intressant att undersöka varför de hanterar tjänsten olika. Syfte: Syftet med studien är att först kartlägga hur landstingen i Sverige hanterar läkemedelsförsörjningen och därefter undersöka och identifiera vilka kritiska faktorer som finns gällande valet av hanteringssätt. Vidare avser studien att analysera hur valet av hanteringsätt påverkas av dessa kritiska faktorer. Utifrån denna analys är det sedan möjligt att utarbeta en modell för sourcingbeslut gällande läkemedelsförsörjning i svensk hälso- och sjukvård. Metod: I studien genomfördes en surveyundersökning, där avsikten var att utföra strukturerade telefonintervjuer på samtliga landsting i Sverige. Studien utgick ifrån en kvantitativ forskningsstrategi med inslag av kvalitativa delar. Detta för att kartlägga landstingens hanteringssätt av läkemedelsförsörjning, samt undersöka drivkrafter och kritiska faktorer vid valet av hanteringssätt. Slutsats: En beslutsmodell i form av ett beslutsträd utformades för sourcingbeslut gällande läkemedelsförsörjningen för svenska landsting. Beslutsmodellen utgick ifrån tre huvudområden som var kritiska vid valet av hanteringssätt gällande läkemedelsförsörjning – fokus på kärnverksamhet, kostnadsbesparingar och vårdkvalitet. Dessa utgjorde grunden i beslutsmodellen, och var avgörande vid beslutsfattandet gällande hanteringssättet.

Background: During the years of 1970-2009 the pharmacy market In Sweden was run by the government, where Apoteket AB managed drug supply for all counties in Sweden. In 2009, however, the pharmacy market was privatized and the county councils, which are responsible for the Swedish health care, now had to choose whether it would manage the drug supply in-house, or continue to procure the service from an external player. The years after deregulation county councils decided to go different ways with this, where some chose to continue to outsourcing this service and other decided to manage it in-house. With cost savings and quality of care as the main focus of the county councils, it is interesting to examine why they handle this service differently.
