▼ When the global financial crisis struck, the economic downturn, the phenomenon of lay-offs continue, the survival of enterprises and the problems faced by employeesãPeople have lost confidence in the leaders .The subject of talent issues become into a business topic. What are the specifications of talent ? What can be predicted effectively work or context or the reference standard for outstanding workers? Some scholars have pointed out the competency can provide as media between strategy and human resource management activities. Data from the study found the area of Taiwan's current competency are concentrated in certain special duties, management level or scale of the establishment of specific Competency, but Competency for the business development background, pre-assessment, the import process, human resource practice, as well as assessment of the overall study is considerable proportion of the minority. Therefore this study were funded with the field of human resource, associations and consultants recommend the practice of competency or the effectiveness of a reputation for a sample case study. Through the practical application of business competency to explore and understand each case whether there is common or similar factors, and the implementation , application, conversion and other experience sharing, research and development competency in order to promote the practical value of the field and help those are interested in the future or into the competency of the difficulties now facing into the direction of the business guidelines. The results of this study show that: 1. Cases of human organizations in general are facing the issue of restructuring. Organizations in response to changes in the external environment, which are facing rapid growth or a merger of human re-engineering issues, have decided to choose the competency to solve the issue of talents in short-term or long-term planning of human resources. 2. For handling competency project, the input and investment to the human resources executives, depending on the support of chief executive in charge of the attention the extent of funding, communication objects and into the depth of the breadth of the scale, but with the company scope are not directly related to the scale. 3. The construction of the core competency and managerial competency model is used to the majority of cases , the main way to construct is carrying out a large number of interviews and meetings to high-level consensus. 4. The implementation of competency could be divided into the promotion of nature and linkage of human resource system. Comprehensive approach would be funded by the people planning the internal marketing activities, training activities to experience the competency carried out to collect examples of behavior sample to promote the human resource system. 5. Competency in the recruitment selection, training and evaluation of all cases of the competency generally used in surface structure, showing the practical application of these three is also the most popular. The hotel industry in Ireland has suffered major turmoil over the last 5 years, and is constantly evolving and reshaping in order to survive (Bacon 2009). The industry comprises of 903 hotels with a total of 60,138 rooms. This is a 35% increase from 2005. That year saw €3.97 Billion in tourism revenue, with this increasing to €4.4 billion in 2007 and dropping to €3.4 billion in 2011 (Ireland 2012). The work of hotel managers involves many projects, from new menu concepts to large refurbishment programs; from small dinner parties to large corporate events. Taking this into account, this research paper looks at whether project management should be included as a competency for graduates of hotel management courses. This paper aims to explore the current situation with regard to the competencies being taught in the educational institutions, by carrying out interviews with general managers of hotels, to determine if the institutions are meeting the requirements they have of graduates. There is much literature available in relation to the competencies and what is required (Tas 1988; Yang & Chen 2009; Chung-Herrera 2003; Nolan et al. 2010; Siu 1998) and more in relation to the perceived gaps in the desired and delivered competences (Cheung et al. 2010; Huang & Lin 2010; Brophy & Kiely 2002; Hawkins et al. 2012; Jauhari 2006) and these areas were critically reviewed. In addition, information was examined in relation to project management (Association for Project Management 2006; Project Management Institute 2008), and the potential benefits that it has in event organisation (O’Toole & Mikolaitis 2002; Bowden et al. 2010; Allen 2009; Wei 2012; Williams 2012), with a particular focus on the hotel industry. Project management, “is the application of knowledge, skills and techniques to execute projects effectively and efficiently. It’s a strategic competency for organizations, enabling them to tie project results to business goals — and thus, better compete in their markets (PMI 2013). There is no direct connection made in the literature between project management and the hotel industry, so the author will use interviews with general managers in the hotel industry to bridge the gap in the research, to determine if there is necessity to explore this further. The author sets out to investigate whether project management skills are an important positive attribute in the hotel industry, and to determine if there are benefits to including it as a specific module in hotel management courses. The research aims to determine if project management plays a significant role in the hotel industry and if this is the case, whether it should be part of the teaching in this field?

▼ ããMore and more organisations are increasing the demand of Information Technology (IT) project owing to the rapid technological development in nowadays business environment. With the high growth of IT project, it can cause heavy work-overload for IT Managers, which often resulted in reduction of work productivity. In reality, a considerable number of tasks in organisation are operating by projects. These require more project managers to control. Unfortunately, industry analysis reveals that qualified IT project managers have not increased relatively. Many managers have experience in participation or leading in project management, which portrays those managers have reached a certain extent of competences of project management. It is possible that organisations can select qualified IT managers from those non-IT background managers. ããThe study will use the theory of focus groups by interviewing some managers, who have the experience in IT project management, to identify the essential competences requirements of a non-IT project manager as being an IT project leader. Meanwhile, analyze the top three competences for IT project managers that usually mentioned by scholars so as to understand the critical impact asnd relationship for the non-IT project managers as leading IT project. ããThe final conclusion and contribution of this study are as follows: 1. A non-IT project manager should have the "30 competences" in leading the IT related environment. 2. "Communication, planning and control," not only are the basic competences, but also "the most important competences". If the non-IT project manager is lacking these three competences, he is not qualified to be an IT project manager. 3. Compare to an IT project manager, a non-IT project manager is lacking the knowledge and skills within the IT environment. One of the most important aspects is tool capacity, followed by the "IT based knowledge" 4. A non-IT project manager needs a strong âcommunication skills" to help him strengthen the "planning capacity" and to overcome the inadequate "control capabilities". ▼ Equitable access to quality health care is an essential element and a fundamental right for human development in any country. The South African health system prior to 1994 can be construed as one characterised with inequality and human development disparity. Various policies have since been promulgated and implemented to redress the inequalities of the past. Poverty related illnesses remain widespread, the reemergence of infectious diseases and social impacts are putting additional pressure on an already overburdened health system. These challenges have heightened expectations for leadership to manage the health system of the country more effectively and efficiently. A shortage of critical skills and trained health personnel have been cited as two of the major challenges for effective quality care within the health sector and have been described by The World Health Organisation as the heart of any successful health system in any country (Coovadia et al. 2009). However, there is a severe lack of formal evaluation of the competencies of hospital managers, as well as their needs for future training in South Africa. The public has become more health conscious and the request for quality care is increasing, demanding health professionals with increased levels of competence. There is a paucity of research in the health management literature that systematically specifies and assesses which competencies are important to facilitate leadership development, especially in a developing country context. The research aims to identify and determine a comprehensive set of managerial competencies for health leadership in South Africa that could enable leaders to successfully lead the health sector beyond the 21st century. The research is based on the National Center for Health Leadership (NCHL) framework that was developed through a synthesis of the literature on leadership and management competencies in health and related domains (NCHL, 2006). A survey approach using a pre tested questionnaire was administered to management in public and private sector hospitals. Respondents were asked to rate the level of importance of each of the 80 competency statements pertaining to the National Center for Health Leadership competency model. ▼ Winning tenders is vital to the acquisition of work for project-based organizations (Philbin, 2008; Morris & Pinto, 2004). This necessity is due to the fact that within The Netherlands 80% of all revenue within the GWW sector is initiated by the government and therefore must be awarded through a tender procedure consistent to European procurement legislation (PianoO, 2018a). As tender legislation and the amount of available work changed significantly over the last decades, the approach of tenders by supplying organizations has also changed. Here, tender management appeared as an emerging discipline that focusses on adding value by professionalizing the approach of the tender process within supplying organizations. Besides, it incorporates information from the entire organization in order to persuade the client to accept the bid. Tender management in this research is considered to be the management of bid development by supplying organizations. As employees are likely to perform better when their competencies meet their job requirements, this research focusses on establishing a competency-based profile. This profile will eventually help the approach of tenders mature and therefore enlarge the chance of success for supplying organizations in the tender process. In order to establish this competency-based profile, the following research question was established: Which competencies are important for tender management when preparing a bid for different infrastructure project types in an engineering firm? The competency-based profile for tender management professionals will be drawn up on the basis of a combination of literature review and the development of a serious game. The literature review aims to explore three concepts ('tender management', 'competencies' and 'project types') in order to develop elements of the game. The game enables tender management professionals to share their thoughts on important competencies for tender management by compiling competency-based teams. Based on the findings retrieved from both literature and CompeTender, the following conclusions could be drawn: Being creative is very important for creating innovative tender proposals, which are fit for purpose and have a surprising effect on the client (distinctive character). Besides that, this competency is related to the development of new approaches (innovations), which help to reduce both cost and time. The importance of having environmental awareness and being customer-oriented follows from the position of tender management between the client and the supplying organization. Analysing is an important competency for tender management due to the obligation to completely understand the customer demand, which often concerns a complex problem. Planning & organizing needs to be incorporated as tender processes usually take place in a short time-span, but require involvement with a lot of different people. ENGLISH ABSTRACT: Supply chain management is an important contributor to business performance, both financially and in terms of customer service. This is proven by various research reports, ranging from industry research, such as the Gartner Top 25 Supply Chains, an annual study of the world’s top supply chains, to academic research which modelled the financial impact of superior supply chain capabilities. The focus of supply chain management was traditionally on the infrastructure, processes and technology. The people side of supply chain management was overlooked and under researched. A global shortage of talent resulting in an increased focus on human capital and the development of talent contributed towards the focus. A shift in human capital management towards a competency-based approach further contributed towards competency modelling as a key instrument for developing talent. This resulted in many organisations developing competency models. Previous research over 18 months across multiple organisations resulted in a best practice framework for competency modelling. This framework was also used to develop the competency model for the world’s biggest human capital industry association. The development of competency modelling in the supply chain is in its early stages of development. This is supported by limited research on the subject and various models being developed, but all from different perspectives and with different limitations if compared to the best practice framework for competency modelling. The first objective of the research was to develop an integrated supply chain competency model by integrating various models into a single model using the principles of model development. This model was then tested through two phases of Delphi research using two different teams of experts. Once confirmed, the competency model was further enhanced by developing a competency measurement instrument. The competency model was then applied in a multi-national supply chain company using the case-study research methodology. Testing the application of a competency model across multiple companies through survey research was not practical. A sample of job incumbents was selected, who completed an on-line competency assessment. The quality of questions was analysed through discriminative analysis and all poor quality questions were deleted. The balance of the questions was used to assess the level of competency of the job incumbents. A limited contribution towards existing knowledge on supply chain competency modelling was made. The conceptual model can be further tested empirically and the first version of the on-line assessment can be improved through further testing.

In South Africa outcomes-based education with Curriculum 2005 brought great changes to learners, educators and parents. The purpose of this investigation was in the first place to determine the influence of OBE on the classroom management of the Mathematics educator in the senior phase. Secondly this research was to determine effective classroom management guidelines. Data was collected before and after the implementation of OBE. The respondents were Grade 8 and 9 educators in four different schools, situated in four different urban communities, respresentative of the broader South African nation. Data was collected by means of focus group interviews, analyzed by means of content analysis and conducted by the researcher and an independent analyst. Teachers identified problems regarding classroom management, existing support factors and support factors that they would like to have. Many of the problems identified by the respondents were common before and after the implementation of OBE. Some of these problems were the learners lack of interest in their work, communication difficulties between the educator and learners from township communities, lack of a learning culture, a very low interest in school activities by parents, absence of resources and lack of support by the Department of Education. Educators mentioned some other problems that occurred after the implementation of OBE. A big issue to educators is overcrowding of classes and the amount of work that comes along with it. They find it impossible to teach Mathematics effectively in such big classes. Contributing to this problem are the negative attitudes of learners towards the learning situation. In OBE, the learners' input is important, and educators struggled to get them to work. Almost all the respondents require effective guidelines for teaching and the necessary resources. Educators as well as the learners struggle with the increased workload. In view of the findings, it is clear that teachers require the necessary skills for implementing OBE effectively. Enough resources, smaller classes and enough textbooks are important necessities. From this study it appeared that learners should be actively involved in the learning process, and educators have to be very well prepared for everyday's class. Well-prepared groupwork by educators provides for active involvement of the learners in the learning process and the opportunity for the learner to accept responsibility for his/her own learning success as well as that of his/her fellow-learners. Mathematics teachers need to spend more time on basic number skills, assessment of new work and should be very strict on homework. Educators in the Mathematics class have to motivate learners and this requires motivated educators. The enjoyment of learning should be a very important factor. The correct steps need to be taken by the Department of Education to ensure a positive learning experience by educator and learner.

Over the past four to five years, the role of central banks has grown increasingly important globally in respect of national and international financial and economic stability. The recent financial crises have emphasised the critical role that central banks, in particular their bank supervisors and regulators, could and should play in stabilising the financial sector to curb the potential spread of economic and financial instability internationally. Though many central banks agree on what the core functions of a central bank should be, there is little or no consensus globally about what constitutes a “competent central banker”. It is for this reason that this study was undertaken. More specifically, the study was intended to enable central banks to have a “common language” for describing central banker competencies. A validated central banker competency model could also help to align and create in central banks a common focus on ensuring effective human resources management. Furthermore, there is a need in central banks for an integrated learning and development delivery model which could deliver the critical competencies required by central bankers, in particular the use by central banks of the corporate university model as the principal learning and development delivery mechanism. In this regard, the study discusses the core features that underpin the principles on which most corporate universities are based, namely (a) a learning business driven by and focusing proactively on real-time business needs; (b) the custodian of the intellectual equity of the organisation as expressed in its core organisational competencies and its people’s skills, knowledge and expertise; (c) the seamless merging of learning/teaching and business action into a single, connected process; (d) the adoption of a comprehensive, integrated learning/teaching perspective on the business and its respective role players; and (e) a key enabler to, catalyst of, and institutor of organisation-wide change at the strategic, managerial and operational levels. Against the above background, the two-fold problem statement of the study was, firstly, to develop and validate a central banker competency model for central bankers; and secondly, to identify and assess a suitable learning and development delivery model which could effectively deliver these competencies, and more specifically the suitability of a corporate university in playing this delivery role for central banks.

RESUMO - Introdução: A formação de um gestor neste século é um verdadeiro desafio, pois apesar das instituições de ensino superior formarem profissionais com capacidade para actuar na área da Gestão da Saúde, é difícil afirmar que tal formação seja suficiente para produzir os grandes gestores exigidos actualmente para orientarem Instituições de Saúde modernas. Assim, muitos são os estudos que têm mostrado que os gestores de saúde mais eficazes se assemelham num requisito crucial: a Inteligência Emocional (IE). Objectivos: Perceber a importância do ensino das competências emocionais nos Cursos de Mestrado em Gestão da Saúde; analisar de forma descritiva/analítica e crítica o módulo opcional de Emoção, Liderança e Coaching na Gestão da Saúde leccionado no Mestrado em Gestão da Saúde na Escola Nacional de Saúde Pública; e por fim construir uma proposta de Unidade Curricular de Inteligência Emocional. Metodologia: Realizou-se uma revisão da literatura que permitiu desenvolver e adquirir conhecimentos, conceitos e teorias na área da IE. De seguida, procedeu-se a uma análise descritiva/analítica e crítica do módulo opcional de Emoção, Liderança e Coaching na Gestão em Saúde leccionado no Mestrado em Gestão da Saúde na Escola Nacional de Saúde Pública, com base na revisão de literatura anteriormente efectuada; e por fim tentou-se construir uma proposta de Unidade Curricular de Inteligência Emocional a ser leccionada a futuros gestores de saúde. Conclusões: Este trabalho tem como principal intuito por um lado, mostrar através da vária literatura consultada que a Inteligência Emocional é uma competência essencial a ser desenvolvida pelos gestores em saúde de hoje em dia, pois as competências que a englobam fazem toda a diferença na organização, tornando os funcionários mais motivados, seguros e comprometidos com o que fazem; por outro lado foi um trabalho que permitiu reunir dados e ampliar as ideias sobre Inteligência Emocional. Da análise efectuada do módulo leccionado no Mestrado em Gestão de Saúde na Escola Nacional de Saúde Pública, o que se pode concluir é que a carga horária assim como o peso do módulo que é opcional, é pouco significativo (tendo uma percentagem apenas de 3,33% dos ECTS (Sistema Europeu de créditos curriculares que significa European Credit Transfer System) e de acordo com os dados disponibilizados pela colega Mestre Joana Areias no IV Curso de Mestrado em Gestão da Saúde, apenas 36,6% dos alunos frequentaram este módulo, o que revela que ainda nem todos os futuros gestores de saúde estão dispertos para a importância do desenvolvimento da Inteligência Emocional como competência essencial nas suas práticas.

▼ The purpose of this research was to study the level of appreciation executive and senior managers have towards the contribution person-environment (P-E) fit attributes, in particular the person-organisation (P-O) fit and person-job (P-J) fit attributes, have in describing the competency of a project manager from the perspective of executives and senior managers who, within their respective organisations, are responsible for the workplace management team that directly manages short and long-term projects. The executives and senior managers are responsible for developing the strategic program and project goals and monitoring program and project performance. The thirty-six executive and senior business manager participants came from a broad range of industry sectors including; banking and finance, construction, education (Universities), ICT consulting services, legal and law enforcement, logistics & transport, state and local Government, and telecommunications. Research into project success across a variety of industries indicates that projects have very high challenge and failure rates, with research and reports showing that approximately 30% of projects can be truly considered successful which translates to some 70% of projects going out of control to some degree and fail at some level to deliver their business strategy and expected business benefits. Whist there is considerable research concerning the various project management practices and how those practices can be optimised to reduce the opportunity for a project to go out of control, there is little information available regarding other potential influencing factors such as the fit of the project manager to the sponsoring organisational culture (person-organisation) and their alignment to the project itself (person-job). The project management industry and academia have spent untold hours of effort investigating, researching, and fine tuning the project management practices which on the surface seems to have been counterproductive as the high challenge and failure rates have remained reasonably constant. This represents a paradoxical situation from which it seems the project management industry and academia cannot escape. The high project challenge and failure rate results in significant loss of productivity and profitability while simultaneously causing morale and interpersonal issues amongst all those engaged in the project. The analysis of the semi-structured interviews demonstrated that the participants held a very strong appreciation for the person-job (P-J) fit of a project manager, principally due to the manner in which project managers are recruited. Almost exclusively the participants held a very poor appreciation of the importance and business value of a good person-organisation (P-O) fit that a project manager can bring to the management of the project.  The participants strongly indicated that project managers demonstrated low levels of business acumen and that the commercial imperatives of the…

▼ This purpose of this study was to explore the role of the Ontario colleges of Applied Arts and Technology (CAAT) Associate Dean and/or Chair, and specifically focus on an investigation of leadership competencies that would help them to be successful in their roles. The study is situated within the context of changes currently taking place within the Ontario college system. The study followed a sequential mixed methodology method. Online surveys were used to gather data from Associate Deans and/or Chairs as well as Deans from the 22 English language colleges in the Ontario CAAT system. Follow up interviews were conducted with a purposeful sample of seven Associate Deans and/or Chairs. Finally, institutional documentation was gathered from Human Resources departments across the Ontario CAAT system. Data gathered focused on gaining a deeper understanding of the role and responsibilities of the Ontario college Associate Dean/Chair, an exploration of leadership competencies that would help them to be successful, and a review and assessment of leadership development opportunities currently available to them. Conclusions drawn from the study indicate that change occurring in the Ontario college system is re-defining the role of the Associate Dean/Chair, led primarily by the proliferation of degrees, and to a lesser extent, the heightened importance placed on research, expansion of flexible delivery, increases in international students, and effects of the Strategic Mandate Agreements. These changes are exacerbated by budget constraints/reduced funding and all contribute to an ever increasing workload for the Ontario college Associate Dean/Chair. The study also concluded that a substantial number of Ontario college Associate Dean/Chairs would benefit from enhancing their leadership competencies in order to help them be successful. Current leadership development opportunities available to Associate Deans/Chairs are not always well received, and are most effective when they focus on real-life application that addresses the uniqueness and importance of their role. The findings from the study may inform system and institutional policy and practices that would help Ontario college Associate Deans and/or Chairs to be successful, consequently improving the health of the Ontario CAAT system. ▼ With the world's ninth largest economy and comprising nearly 60% of South America's GDP, 47% of its territory, and 49% of its population, Brazil has become a regional power and an important actor in world affairs over recent decades. This scenario has led the Brazilian government to re-evaluate its role in the world order. Consequently, a series of defence projects were developed to deliver this transformation, with project complexity being one of the main issues relating to its successful delivery. Thus, the aim of this thesis was to investigate what project complexity factors and project management competencies make defence projects difficult or easier to manage in the Brazilian Army? The research question was addressed by conducting a bibliometric analysis, followed by two systematic reviews, and a semi-structured interview with people involved in defence projects in the Brazilian Army. The bibliometric analysis found that the project complexity research field focused on topics related to keywords such as model, performance, system, uncertainty, framework, design, innovation, and organisation. Moreover, the intellectual base findings suggested that project complexity is defined by seven dimensions: structural, uncertainty, novelty, dynamics, pace, social political, and institutional complexity. The research trends highlighted an interest in frameworks, and so a Project Complexity Framework was developed with all seven project complexity dimensions and 72 project complexity factors identified in the literature. Alongside it, a Project Management Competency Framework was developed based on 81 competencies identified in the literature, organising them into 11 dimensions: influencing, communication, emotional, contextual, management, cognitive skills, professionalism, knowledge and experience, project management knowledge, and personal skills and attributes. Based on the semi-structured interviews, four new project complexity factors were found in the defence projects context: number or variety of environments, personalism, contractor and suppliers speed, and scope novelty, while 18 of the 76 factors were identified as the main sources of project complexity within defence projects. Similarly, as well as the 81 project management competencies identified in the literature, people involved in defence projects need to know about product life cycle management and have power and authority as a personal attribute. Of the 83 competencies identified, 27 were considered important to manage complex defence projects. As a result, based on the project complexity factors and on the project management competencies correlated with each factor, some strategies were defined to reduce project complexity within defence projects and to strengthen the capacity of teams and organisations to cope with project complexity within defence projects. Denna studie syftar till att undersöka hur en stor organisation arbetar med förvaltning av information genom att undersöka dess nuvarande informationsförvaltning, samt undersöka eventuella förslag till framtida informationsförvaltning. Vidare syftar studien också till att undersöka hur en stor organisation kan etablera en tydlig styrning, samverkan, hantering och ansvars- och rollfördelning kring informationsförvaltning. Denna studie är kvalitativ, där datainsamlingen sker genom dokumentstudier och intervjuer. Studien bedrivs med abduktion och är en normativ fallstudie då studiens mål är att ge vägledning och föreslå åtgärder till det fall som uppdragsgivaren har bett mig att studera. Fallet i denna studie är ett typiskt fall, då studiens resultat kan vara i intresse för fler än studiens uppdragsgivare, exempelvis organisationer med liknande informationsmiljö. För att samla teori till studien så har jag genomfört litteraturstudier om ämnen som är relevanta för studiens syfte: Informationsförvaltning, Business Intelligence, Data Warehouse och dess arkitektur, samt Business Intelligence Competency Center. Denna studie bidrar med praktiskt kunskapsbidrag, då studien ger svar på praktiska problem. Uppdragsgivaren har haft praktiska problem i och med en icke fungerade informationsförvaltning, och denna studie har bidragit med förslag på framtida informationsförvaltning. This study aims to investigate how large organizations can work with information management by examining an organization's existing information management, and investigate possible future proposals to information management. Furthermore, the study aims to investigate how an organization can establish a clear direction, collaboration, management and responsibilities and roles regarding information management. This study is qualitative, where data collection occurs through document studies and interviews. The study is conducted by an abductive research approach and the study is a normative case study as the study's goal is to provide guidance and propose measures to the case that the collaboration partner has asked me to study. Utifrån denna studie kan det konstateras att digitalisering inom de studerade myndigheterna dels bidragit till att ersätta arbetsuppgifter och dels till att förändra arbetsverktyg. De nya arbetsuppgifterna och arbetsprocesserna har ställt ökade krav på nya kompetenser bland medarbetarna inom den operativa verksamheten. Främst handlar det om en ökad digital kompetens hos medarbetare. Beroende på den digitala mognaden och införandet av digital teknologi varierar efterfrågan på den digitala kompetensen. Ur myndighetens perspektiv har digitaliseringen bidragit till ökad kompetensnivå. Detta har medfört att arbetsuppgifternas process och resultat blir av högre kvalitet.

The purpose of this thesis has been to study how digitalization has affected competency and competency management within Swedish authorities. This regards to the sixteenth sustainable goal developed by the UN which purpose is to promote peaceful, equitable and inclusive societies for a sustainable development. E-governance and its effect on the society is being studied to achieve the vision of a sustainable development. Collection of data has included primary data in the form of semi-structured interviews. Further on, secondary data have been applied in form of statistics for varying contexts. Based on the study’s findings it can be confirmed that the digital transformation within the examined authorities partially has contributed to replace professional tasks and partially to change the working tools used in the operation. The new professional tasks and their applied processes have contributed to higher demands of new competencies within the operation. It is mainly about an increased digital competency of employees. Depending on the digital maturity and the implementation of new technologies, the demand of digital competence varies between the authorities.

▼ The accounting profession is one of many around the world that has adopted a competency-based framework for professional certification. Based on recommendations of the International Federation of Accountants (IFAC), professional accountants must demonstrate a minimum level of proficiency in a set of requisite competencies. Despite such emphasis on competency development, there is little research on the usefulness of these competencies, the extent to which they are used in practice, or the manner in which they are developed, especially in the context of the Canadian professional accountant. Since the 1990s, work by a number of academics (Bolton, Brown, & McCartney, 1999; Brown, 1993, 1994; Brown & McCartney, 1995, 2004; Crawford, 2010; Tubbs & Schulz, 2006) suggests a set of overarching skills, or meta-competencies (MCs), that are necessary to effectively apply other competencies. MCs are a set of cognitive, personal, and interpersonal skills, abilities, and capacities that an individual may develop (Brown, 1994; Brown & McCartney, 1995) and which are closely tied to the application of professional “judgment, intuition and acumen” (Brown, 1994, p. 292). Thus, MCs are a central consideration in the development of professionals and the maintenance of their status as such. Professional associations have traditionally focused on developing employer- specified knowledge or technical competencies through formal programs of rigorous study, but have, to date, paid little attention to understanding what influences the development of MCs, especially in the context of formal versus workplace-based experiential learning. This research examines the role of one such professional association — the Certified Management Accountants (CMA) of Canada — in the PROFESSIONAL ACCOUNTING EDUCATION AND META-COMPETENCIES vi development of eight key MCs previously identified and conceptualized by Azevedo, Gomezlj Omerzel, Andrews, Higson, Caballero, and Frech (2012): influencing and persuading, teamwork and relationship building, critical and analytical thinking, self and time management, leadership, ability to see the bigger picture, presentation, and communication. In addition, interrelationships between other personal and organizational factors that may influence the development of specific MCs were also explored. Four key findings emerged from the study. First, by building on prior research related to the identification and measurement of a university MC expectations gap, the study shows CMA professional education program (PEP) does appear to bridge the university graduate MC expectations gap for some MCs; however, CMAs may overestimate their ability to see the bigger picture. Second, it was found that the most significant influences on the development of various MCs were demographic factors and learning environments. Prior education, industry, job tenure, and extracurricular activities, however, did not seem to influence the development of MCs to the same extent as other factors. ▼ The purpose of this study was to investigate the Talent Management status and Talent Management practices of selected Human Resource professionals in middle- to large-sized manufacturing multinational companies in China. The following research questions were addressed in this study: 1.What is the current status of “Talent Management” in the middle- to large-sized manufacturing multinational companies in which the selected human resource professionals are working for? 2.How do these selected human resource professionals manage talent for these middle- to large-sized manufacturing multinational companies in China? This study adopted a multiple-case study design. Human Resource professionals from four middle- to large-sized multinational companies were selected and studied by the researcher. Based on the study, the researcher found that the human resource professionals did not have a clear definition of Talent Management. This did not prevent them from linking Talent Management with their organizations’ business strategy, however. Human resource professionals were the leaders, owners, and designers of Talent Management policy, process and programs in their organizations. They also provided consultation and professional advice to company leaders on Talent Management-related problems. The human resource professionals’ practices in attracting, developing and retaining talent did not differ much from practices in other developed regions. The human resource professionals believed the guidelines and criteria—e.g., talent definition and job evaluation, etc.—cascaded down from their headquarters could help ensure fairness, alignment in defining and assessing of talent in their organization. However, they also believed that modification of global Talent Management practices was required to meet specific needs in the China talent market. Findings showed that the areas that needed more attention were the competency model and its application in Talent Management and measuring Talent Management outcomes. This study was among one of the first attempts to investigate how middle- to large-sized Chinese manufacturing multinational companies regard “Talent Management”. The findings provided an overview of Talent Management practices in middle- to large-sized manufacturing multinational companies in China. This research contributed to the literature on Talent Management practices in China, which has been identified as a much under-researched area. It also contributed to efforts to build a foundation for future research in this field. The practices identified in the study could provide a benchmark for other types of Chinese enterprises in managing their talent. Dans le contexte de la globalisation croissante, les entreprises multinationales qui s’implantent à l’étranger ont un véritable défi à relever à l’heure actuelle et pour les années à venir : comment attirer et retenir des talents dans le cadre d’une compétition mondiale. L’enjeu est particulièrement fort en Chine dans un contexte de croissance rapide et de pénurie de talents. Le taux de turn-over au sein des entreprises multinationales en Chine est très élevé. Une mobilité fréquente des jeunes talents, au particulier les jeunes cadres qui circulent entre les entreprises étrangères est une vraie menace managériale. L’objectif de cette recherche est déterminer les meilleures pratiques de GRH et, tout particulièrement, de management des compétences qui permettent d’améliorer la fidélisation des jeunes cadres des multinationales. La fidélité se traduit par une faible intention de départ et une forte implication organisationnelle. Notre question de recherche est donc : Quels sont les facteurs qui influencent l’intention de départ des jeunes talents d’une part et leur implication organisationnelle d’autre part ?

In the context of increasing globalization, multinational companies set up abroad have a real challenge at present and for the near future: how to attract and retain talent in a global competition. This is particularly crucial issue in China, in a context of rapid growth and of talent shortage. The rate of turnover in multinational companies in China is very high. The frequent mobility of young cadres moving between foreign companies is a real managerial threat. The objective of this research is to determine the best HRM practices, and especially, the practices of management skills that improve the loyalty of senior executives of multinational companies. The loyalty is translated by a low intention to depart and a strong organizational implication. Therefore, our research question is: What are the factors that influence on the one hand, the intention to depart of the young talents, and the organizational implication on the other?
