▼ O estudo dos portos de pequena e média dimensão têm-se revelado essenciais para a compreensão das dinâmicas económicas portuárias do Portugal Moderno. A nossa dissertação de mestrado, centrada num caso de estudo, o porto de caminha no século XVI, segue este quadro teórico. Localizada na fronteira do noroeste português, Caminha é um exemplo de uma comunidade marítima inserida num importante complexo portuário. Rodeada por portos de maior dimensão - Pontevedra, Viana do Castelo, Vila do Conde, Porto, Caminha teve um papel a desempenhar nos jogos de complementaridades, definidas no noroeste português. A análise de diversas tipologias documentais permitiu o conhecimento de algumas dinâmicas desta comunidade: o espaço físico (geomorfologia da barra e condições de bavegabilidade); o espaço social e sua projecção na topografia urbana; questões de identidade do grupo dos homens do mar; actividades económicas desempenhadas (pesca, navegação e comércio marítimo) e questões de sociabilidade.

▼ La bibliografía científica durante muchos años ha propagado una visión general de la Caatinga como un bioma con formaciones vegetales xerófilas, con baja diversidad biológica y estructural. A pesar de tener espacios muy modificados por la acción ... El bioma Caatinga cubre 11% del todo territorio nacional, 45% de la región Noreste de Brasil y en 92% del Estado de Paraíba. Conocer las condiciones biogeográficas del bioma en el Estado de Paraíba, en particular el ámbito elegido para la investigación, la cuenca hidrográfica del río Paraíba en sus tramo alto y medio, fue posible por el apoyo y financiación de la AECID a través del proyecto integral de cooperación científica entre la Universidad de Sevilla y Universidad Federal de Paraíba.Elegimos una cuenca hidrográfica para la investigación por entender que se trata de un sistema natural delimitado geográficamente por su red hídrica donde los recursos naturales están integrados de forma dinámica, convirtiéndose en una unidad geográfica ideal para la ordenación territorial.La cuenca hidrografía del río Paraíba en su sector semiárido sufre muchas presiones antrópicas por abarcar ciudades de pequeño y medio porte, algunas importantes como Campina Grande, con industrias y actividades agrícolas y ganaderas que constituyen a la vez que el desarrollo económico de la región, una amenaza para el bioma Caatinga.Por ello se necesita estudiar este medio natural y proponer una zonificación
local para ordenación del territorio y aplicarlas con urgencia, ya que se observa un proceso acelerado de fragmentación y desaparición de la vegetación natural de caatinga. ▼ The problem of finding topic experts on social networking sites has been a continued topic of research. This thesis addresses the problem of identifying
local experts in social media systems like Twitter.
Local experts are experts with a topical expertise that is centered around a particular location. This geographically-constrained expertise can be a significant factor for enhanced answering of
local information needs (What is the best pub in College Station?), for interacting with
local experts (e.g., in the aftermath of a disaster), and for accessing
local communities. I developed a
local expert finding system ??? called OLE (online
local experts) ??? that leverages the crowd sourced location-topic labels provided by users of the popular Twitter service. Concretely, I mine a collection of 108 million tweets for evidence of
local topics of discussion occurring with user-mentions and location pairs; based on this collection, I developed a learning-to-rank approach that incorporates topic-location entropy and a
local expert perimeter for varying the expertise focal window. In comparison with alternative expert finding approaches, I find that OLE is quite effective in finding
local experts and achieves a 37.72% increase in mean average precision and a 16.8% increase in NDCG scores, across a comprehensive set of queries.

▼ This research presents a new method to estimate the
local road vehicle miles traveled (VMT) with the concept of betweenness centrality. Betweenness centrality is a measure of a node???s or link???s centrality on a network that has been applied popularly in social science and we relate it to traffic volumes. We demonstrate that VMT on
local roads exhibits a scale-free property: it follows two piecewise (double) power law distributions. In other words, the total
local VMT can be obtained by properly connecting the two distributions at a breakpoint, each having a slope of the power law distribution. We show that the breakpoint can be predicted by using certain network topological measures, which indicates that the breakpoint may be an inherent property for a particular network. We also show that the highest betweenness centrality point can be estimated using network measures. Furthermore, we prove that the estimated VMT is not sensitive to the power of the power law distributions. This research highlights a potentially new direction of effort for
local road VMT estimation.

▼ We review a field theory approach to Higher Spin
Gravity in 4 dimensional Anti de Sitter (AdS) space within the
framework of the AdS/CFT correspondence. Based on large N
collective field theory of vector type models, we develop a
bi-
local dipole picture of Higher Spin theory. We also describe a
geometric (Kahler space) framework for the bi-
local theory which
applies to Sp(2N) fermions and potentially to the de Sitter (dS)
correspondence. We discuss in this framework the structure and size
of the bi-
local Hilbert space and the implementation of (finite N)
exclusion principle. For the correspondence based on free CFTs we
first discuss the transformation for O(N) collective field and the
Higher spin filed, and then the nature of bulk 1/N interactions
through an S-matrix which by the Coleman-Mandula theorem is argued
to be equal to 1.

▼ In Chapter 1, we study planar ``vertex'' models, which
are probability measures onedge subsets of a planar graph,
satisfying certain constraints ateach vertex, examples including
dimer model, and 1-2 model, which wewill define. We express the
local statistics of a large class ofvertex models on a finite
hexagonal lattice as a linear combinationof the
local statistics of
dimers on the corresponding Fisher graph,with the help of a
generalized holographic algorithm. Using ann × n torus to
approximate the periodic infinite graph, wegive an explicit
integral formula for the free energy and localstatistics for
configurations of the vertex model on an infinitebi-periodic graph.
As an example, we simulate the 1-2 model by thetechnique of Glauber
dynamics. In Chapter 2, we study the spectral curves of dimer
models on periodic Fishergraphs, defined by the zero locus of the
determinant of a modifiedweighted adjacency matrix. We prove that
either they are disjointfrom the unit torus
(\mathbb{T}
2={(z,w):|z|=1,|w|=1}) or theyintersect
\mathbb{T}
2 at a single real point. As an application, we prove
that the single edge probability of dimer models on periodic Fisher
graphs is unique under any translation invariant Gibbs measure. A
periodic Ising model is one endowed with interactions that
areinvariant under translations of members of a full-rank
sublattice\mathfrak{L} of ℤ
2. In Chapter 3, we give
an exact, quantitativedescription of the critical temperature,
defined by the supreme ofthe temperatures at which the spontaneous
magnetization of aperiodic, Ising ferromagnets is nonzero, as the
solution of acertain algebraic equation, namely, the condition that
the spectralcurve of the corresponding dimer model on the Fisher
graph has areal node on the unit torus. A simple proof for the
exponentialdecay of spin-spin correlations above the critical
temperature forthe symmetric, periodic Ising ferromagnet, as well
as theexponential decay of the edge-edge correlations for all
non-criticaledge weights of the dimer model on periodic Fisher
graphs, isobtained by our technique.

▼ Cette recherche étudie les relations entre les
organisations non-gouvernementales internationales (ONGI) et les
communes lors de la mise en place de projets d’accès à l’eau
potable pour mettre en lumière les inégalités partenariales qui
apparaissent entre ces acteurs et qui sont sources de blocages au
développement. La recherche vise aussi à comprendre quel est
l’impact de ces relations de pouvoir sur la gestion du service
public de l’eau potable. Le rapport de pouvoir entre ONGI et
communes a été délaissé par la recherche scientifique alors même
que les petits projets de développement constituent la forme
principale d’aide et que les ONGI sont de plus en plus amenées à
travailler avec les collectivités locales qui se renforcent
progressivement grâce à la consolidation des processus de
décentralisation et qui revendiquent leurs prérogatives dans le
domaine de l’eau potable, sources pour elles de légitimité
institutionnelle. En s’appuyant sur un cadre d’analyse combinant la
théorie de l’action de Bourdieu et l’approche de political ecology
of water et sur l’étude de quatre projets d’accès à l’eau potable
mis en place par des ONGI dans trois communes du Bénin, il a été
possible de voir que les partenariats entre ONGI et communes sont
très inégalitaires à cause d’un différentiel financier et technique
et que les ONGI ont une grande marge de manoeuvre sur la mise en
place des projets. Néanmoins, malgré l’hystérésis de l’habitus qui
laisse certaines ONG et communes en décalage, le champ du
développement évolue grâce aux luttes des acteurs pour
l’introduction de plus d’égalité dans les partenariats. Ainsi, il
apparaît une transformation des pratiques des ONG et une plus
grande responsabilisation des communes. Ces relations ont un impact
direct sur le service de l’eau potable. Plus les relations sont
égalitaires, plus la commune en sort renforcée et peut mettre en
place des mécanismes assurant une gestion durable des
infrastructures hydrauliques de son territoire. L’introduction de
relations partenariales plus égalitaires est donc un enjeu de
taille pour le développement.

La autonomía es un concepto esencial para el Derecho Constitucional y, en España, una de sus manifestaciones más imperfectamente atendidas es la autonomía
local. La Tesis Doctoral aborda la problemática de la materialización constitucional del concepto de autonomía
local desde un enfoque vinculado a su protección constitucional. Se ponen de manifiesto las insuficiencias del modelo de protección constitucional de la autonomía
local, tanto desde una perspectiva estática, de lege data, como a la luz de la evolución del Derecho Constitucional
local, normativa y en especial jurisprudencialmente. El trabajo aborda las limitaciones actuales del sistema de protección de la autonomía
local y concluye, a la luz de la evolución de la normativa
local -constitucional, legal y reglamentaria- y de la jurisprudencia -internacional, constitucional y ordinaria- la necesidad de su reforzamiento. Se abordan, asimismo, los diferentes intentos de reforma de la materialización práctica de la autonomía
local, tanto los más remotos como los más actuales, y se propone un tratamiento de la autonomía
local que, desde el Derecho Constitucional, garantice la posición que debe corresponder en un sistema constitucional de gobienro multinivel a los entes locales. En este sentido, el trabajo aborda las carencias de estructura, financiación y régimen jurídico de los entes locales españoles y atiende a la necesidad de proceder a la modificación de las bases de las mismas, poniendo el acento también en las relaciones de los entes locales con los distintos niveles de gobierno reconocidos en la Constitución, señaladamente las Comunidades Autónomas.

The theater of contemporary Hawaii has never had an extensive study, nor have its characteristics been separated out from under the all-inclusive term, "Asian American." The term is neither precise nor accurate when applied to Hawaii or its theater.
This study was prompted by the incongruity of a Hawaiian-themed play by a Native Hawaiian playwright published in an Asian American theater anthology. Oddly, there was no acknowledgement in the collection's introduction of the dissonance between the Conversion of Kaahumanu and the Asian American plays. It is only in the brief explanatory text directly pertaining to Victoria Nalani Kneubuhl's play that the indigenous is addressed at all – most of the introduction is concerned with political and cultural issues specifically concerning Asian Americans in the United States (Hawaii is not separated out). This inclusion suggested several conclusions – that indigeneity is considered either subordinate or equivalent to immigrant status; that the "Asian American experience" is the same nationwide that cultural coherence may be imposed by the demographically dominant; and that the theatrical output of Pacific and Oceania may be arbitrarily subsumed by Asian America. Challenging these assumptions required that theater in Hawaii be analyzed as a discrete category. I use Rustom Bharucha's nomenclature of "intracultural theater" to characterize Hawaii's theater in order to account for the proximity of both the Local and the Hawaiian, and Stuart Hall's identity theorizing to account for Hawaii's combination of the fluid and the immutable. In order to theatrize the Hawaiian separately, I use Manulani Aluli Meyer's system of Hawaiian epistemology, as well as Native American literary theory. I explore the use of languages – Hawaiian, Hawaii Creole English, and Standard English – and situate the plays in their historical, political, and cultural specificity. The Local plays are analyzed for commonalities in the social imaginary they represent that of people mainly of color – many times of Asian ancestry, sometimes Hawaiian, sometimes Caucasian – whose history of conflict, accomodation, colonialism, and immigration is reflected in a unique body of theatrical work.

▼ This paper proposes a new perspective to understand the
local self-government movement during the late Qing New Policies era. On the one hand, this new perspective moves beyond the common practice of interpreting the
local self-government movement as failed state efforts to bridle the
local elite by enlisting them into bureaucracy, and instead looks at it from the perspective of
local society. On the other hand, it emphasizes the relations between
local self-government institutions and other contemporaneous professional associations, like the chamber of commerce, education association, agriculture association, and the anti-opium bureau.
To facilitate a comprehensive understanding of the
local self-government movement, this paper examines the case in Jiaxing from 1905 to 1914. This period witnessed the whole process of the first wave of the
local self-government movement from its start and preparation in the last years of the Qing to its abolition by Yuan Shikai in the Republic.
A clear understanding of
local power structure is indispensable for researching
local self-government. Previous scholars generally draw a line between upper-degree elites and lower elites, urban elites and countryside-based elites, suggesting that there were serious conflicts between upper urban elites and lower elites during the
local self-government movement. My research on Jiaxing shows provides corrective to this interpretation. Traditional degrees and lineage were still important, but they were no longer major factors for elite to form establishments, seek support, and construct identity. By participating in various professional associations, Jiaxing elites gradually began to organize themselves along with associations and take action in the name of these associations.
The emergence of professional associations was a significant political development in modern Chinese history. They performed many
local works independently and often advocated for public benefits,
local self-government and a constitutional government, either alone or together with other associations. There were numerous examples of the close cooperation between different professional associations and
local self-government institutions. It were the members of professional associations who first promoted and dominated the self-government institutions. For the Jiaxing elites,
local self-government was merely one among the many organizations for them to participate in
local affairs and exert influence.
All these linkages and cooperation between different institutions and associations contributed to a power balance in Jiaxing society in the last years of the Qing dynasty. Public management functions were clearly delineated among various associations whose members were mainly New Policies activists who wished to make the country better and stronger by building
local society. There were some peasant uprisings, but during this period the urban-rural conflict may not have been essential in Jiaxing.

▼ This research is concerned with the assessment on the implementation of woreda decentralization in Gambella Peoples National Regional State with particular emphasis to Abobo and Lare woredas. It attempted to explore the objectives, legal and institutional frameworks and implementation status of the recently embarked DLDP and fiscal decentralization in the Gambella region. Secondly, the study provided a modest preliminary investigation of some performance indicators of the program in terms of power and authority,
local governance processes, inter-governmental relations, financial and administrative capacities, planning and budgeting processes, community participation and basic service delivery trends with particular reference to the two woredas. Finally, the study tried to illustrate some of the major inherent and encountered problems and the possible prospects of the program.
To meet the above objectives, the research employed more of qualitative case study approach. Both primary and secondary data sources were used in gathering pertinent information. The technique of collecting primary data includes in-depth interviews at regional, woreda and kebele levels, focus group discussions with the community and personal observation. Secondary sources are published and unpublished materials such as books, different reports and manuals that cover federal to the woreda. Descriptive method of analysis is used to analyze the primary and secondary data.
The study found out that decentralization in general and woreda decentralization in particular had not been implemented adequately due to several reasons. It is challenged by many problems such as inadequate devolution of power, limited decisions-making authority and autonomy transferred to
local governments, absence of political will and commitment to devolve power in real sense, lack of legal and institutional framework, poor inter-governmental relations and weak coordination with different stakeholders, upward accountability and absence of transparency in the operation of
local governments, shortage of resources (skilled human power and material), limited administrative, institutional and technical
local capacities, weak budgeting and expenditure administration, poor revenue generating capacity and heavy financial dependency on federal and regional governments, and weak public sector service deliveries. Regarding participation, there is low level of community participation in different sectors at the stage of problem identification, prioritization of needs, planning and budgeting processes and decision making activities at regional and
local levels.
Hence, to make decentralization meaningful and benefits of woreda decentralization to be realized, recommendations are made on power and authority, political commitments, legal and institutional frameworks, capacity issues, inter-governmental relations, accountability, transparency, financial and human resources and community participation.

Como motivação domina a preservação do património familiar; como a ameaça forte fiscal. Em geral atividade é complementar a outra dominante ou a uma reforma e não garante a sobrevivência. Trata-se de atividade económica de baixa produtividade, sem economia de escala e, no caso do interior, muito sazonal, em meios economicamente desfavorecidos e socialmente isolados. O AL fomenta a participação dos mais idosos na economia familiar e envelhecimento ativo. Para entrevistados o AL pode alavancar a prestação do património, ofertas de trabalho e desenvolvimento

O objectivo genérico desta investigação, à luz de um referencial teórico, é conhecer a
percepção dos colaboradores da Câmara Municipal do Fundão inquiridos, relativamente
ao relacionamento entre a Gestão, o Pensamento e a Liderança Estratégica e a influência que têm na Realização dos Objectivos Organizacionais.
Os resultados obtidos com a avaliação do modelo permitem considerar a Gestão e
Condução das Pessoas, como o factor com mais impacto na realização dos objectivos
organizacionais, tendo em conta a liderança estratégica e o pensamento estratégico.
Como conclusão evidencia-se o facto de que na Administração Publica as pessoas ainda
necessitam ser conduzidas para desenvolverem as suas tarefas.

No intuito de analisar e compreender de que forma contribuem as Associações de Desenvolvimento Local (ADL) para os processos de desenvolvimento tendo por base a proximidade territorial e colaboração entre instituições/entidades, a partir de uma base teórica e conceptual, pretende-se conhecer o contributo da Associação para o Desenvolvimento de Peniche (ADEPE), através do estudo de caso do projeto GACOeste, analisando a coerência entre a sua intervenção e o conceito de desenvolvimento local. O trabalho de pesquisa foi suportado pelo método qualitativo e quantitativo, recorrendo a diferentes técnicas de recolha de dados: pesquisa documental, observação participante e um inquérito por questionário distribuído a 16 entidades parceiras/observadoras da ADEPE no âmbito da aplicação do GACOeste. Foi possível obter evidência empírica favorável à hipótese de que a intervenção da ADEPE através da promoção do projeto GACOeste é coerente com conceito de desenvolvimento local, respondendo às reais necessidades do território e da população.

▼ Comme de nombreux pays européens, la plupart des Etats d’Afrique noire francophone ont souscrit au concept mondial de l’autonomie locale, à travers des modifications de leurs Lois fondamentales. Pour sa part, la Loi constitutionnelle camerounaise du 18 janvier 1996 consacre clairement la décentralisation territoriale comme mode principal de gestion de la République. Y sont proclamés, tous les grands principes fondamentaux qui sous-tendent la décentralisation territoriale, notamment la personnalité morale de droit public des collectivités territoriales, la libre administration par des conseils élus, l’autonomie administrative et financière pour la gestion des intérêts régionaux et locaux.Le principe constitutionnel de l’autonomie, décliné selon les cas en autonomie administrative et/ou financière, concept à la mode, mais paradoxalement oublié par la doctrine et objet de vives controverses quant à sa mise en oeuvre, fonde l’intérêt de cette étude. L’ambition est de dégager un concept juridique à partir des expressions d’autonomie administrative et financière, afin de doter les différents acteurs intéressés, notamment l’Etat unitaire Cameroun, d’instruments de mesure susceptibles de permettre une mise en oeuvre effective de la force d’autonomie locale sujette à tant de passions dans les discours politiques de tous bords.
Like many European countries, most French-speaking black African states have endorsed the worldwide concept of local autonomy, through changes to their fundamental Laws. For its part, the Cameroonian Constitution Act of 18 January 1996 clearly dedicated territorial decentralization as the main mode of management of the Republic. Y are announced, all the great fundamental principles underlying the territorial decentralization, notably the legal personality of public law of local councils, self-government by elected councils, the administrative and financial autonomy for the management of regional and local interests.The constitutional principle of autonomy, as the case declined in self-administration and / or financial buzzword, but surprisingly overlooked by the literature and subject of intense controversy about its implementation, establishes the relevance of this study. The ambition is to clear a juridical concept from the expressions of administrative and financial autonomy, to endow the different interested actors, notably the unitary state Cameroon, with measuring instruments that could allow an effective implementation of strength of local autonomy subject to so many passions in political rhetoric from all sides.

▼ O estudo apresentado procurou perceber a importância atribuída pela comunidade do Espinhal a atividades de intervenção no âmbito do património cultural, compreender o interesse da comunidade espinhalense na concretização de projetos relacionados com o património e compreender o património cultural como fator identitário.
A metodologia da investigação levada a efeito assentou na análise de material bibliográfico sobre a problemática em estudo, indissociável das noções de património cultural, material e imaterial, identidade e desenvolvimento
local. Procedeu-se ainda ao levantamento de informação relativa a projetos culturais que tiveram lugar na Vila do Espinhal, num passado recente, fazendo-se a sua caraterização. Dado os objetivos a atingir com o trabalho, recorreu-se ainda ao inquérito por entrevista e ao inquérito por questionário, procedendo-se, posteriormente, à análise da informação obtida.
Através da amostra recolhida foi possível concluir que os inquiridos identificam-se com o espaço onde vivem, evidenciam o sentido identitário do património e a sua relevância para a comunidade, consideram, o património
local construído, bem preservado, têm face ao património e a dinâmicas culturais ocorridas, localmente, uma atitude ativa. Nesse sentido, estão documentados em relação a atividades ocorridas, conhecem o património
local e mostram interesse em relação a projetos realizados num passado recente. Para além disso, consideram ainda que atividades relacionadas com o património podem ser móbil do desenvolvimento
local, podendo ter repercussões ao nível do emprego, da divulgação do
local e do turismo. Reforçando a perspetiva dos inquiridos, os representantes das entidades locais que entrevistámos, evidenciaram a relevância do património na construção da identidade coletiva, as suas implicações no desenvolvimento
local e, especificamente, a sua importância para a comunidade espinhalense.

▼ The energy sector and the phenomenon of anthropogenic-induced cli-mate change are intrinsically related insofar as this sector is responsible for considerable emissions of greenhouse gas (GHG) due to fossil-fuel-based energy production facilities, namely electric power plants. The overall aim of the present work is to explore the relations and synergies between climate change and the energy sector as well as to explore the French example of PCET plans (Climate and Energy Territorial plans) that have been developed by local authorities for the past decade. Based on a literature review of the background for the issues of climate change and local planning, this works uses the strengths of participant observation and interviews with actors in the development of PCET to present the approach and discuss its characteristics and shortcomings. Since climate change is not only affecting and affected by both the supply- and demand-side of the energy sector, but is also related to numerous sectors such as housing and transportation, the need for com-prehensive plans has become more important at various levels of action. Although the PCET approach is recent and its impacts remain uncertain, it tackles fundamental public issues that are also potential aspects for development. While local authorities remain sceptical concerning their means of efficient action at the territorial level, a PCET plan may therefore have major consequences if it perceived as a comprehensive strategic tool rather than a simple action plan.

▼ Dans l'évaluation d'Internet au cours des années, un grand nombre d'applications apparaissent, avec différentes exigences de service en termes de bande passante, délai et ainsi de suite. Pourtant, le trafic Internet présente encore une propriété de haute variabilité. Plusieurs études révèlent que les flux court sont en général liés à des applications interactives-pour ceux-ci, on s'attend à obtenir de bonne performance que l'utilisateur perçoit, le plus souvent en termes de temps de réponse court. Cependant, le schéma classique FIFO/drop-tail déployé des routeurs/commutateurs d'aujourd'hui est bien connu de parti pris contre les flux courts. Pour résoudre ce problème sur un réseau best-effort, nous avons proposé un nouveau et simple algorithme d'ordonnancement appelé EFD (Early Flow Discard). Dans ce manuscrit, nous avons d'abord évaluer la performance d'EFD dans un réseau câblé avec un seul goulot d'étranglement au moyen d'étendu simulations. Nous discutons aussi des variantes possibles de EFD et les adaptations de EFD à 802.11 WLAN - se réfèrent principalement à EFDACK et PEFD, qui enregistre les volumes échangés dans deux directions ou compte simplement les paquets dans une direction, visant à améliorer l'équité à niveau flot et l'interactivité dans les WLANs. Enfin, nous nous consacrons à profiler le trafic de l'entreprise, en plus de elaborer deux modèles de trafic-l'une qui considère la structure topologique de l'entreprise et l'autre qui intègre l'impact des applications au-dessus de TCP - pour aider à évaluer et à comparer les performances des politiques d'ordonnancement dans les réseaux d'entreprise classiques.
As the Internet evolves over the years, a large number of applications emerge with varying service requirements in terms of bandwidth, delay, loss rate and so on. Still, the Internet traffic exhibits a high variability property – the majority of the flows are of small sizes while a small percentage of very long flows contribute to a large portion of the traffic volume. Several studies reveal that small flows are in general related to interactive applications – for which one expects to obtain good user perceived performance, most often in terms of short response time. However, the classical FIFO/drop-tail scheme deployed in today’s routers/switches is well known to bias against short flows over long ones. To tackle this issue over a best-effort network, we have proposed a novel and simple scheduling algorithm named EFD (Early Flow Discard). In this manuscript, we first evaluate the performance of EFD in a single-bottleneck wired network through extensive simulations. We then discuss the possible variants of EFD and EFD’s adaptations to 802.11 WLANs – mainly refer to EFDACK and PEFD. ▼ Sri Lanka has inherited a unitary state structure and a highly centralised approach to government administration. Since independence in 1948, various proposals to restructure government, including decentralising powers to provincial and
local levels, have been proposed, but none have been fully implemented. The Sinhala nationalist parties and groups which have supported successive governments have generally rejected all decentralisation proposals. Moreover, the political elite has long been oriented towards and accepting of strong leadership from the centre, which has largely ignored
local government and
local development, with serious implications for much of the population.
The tsunami of 2004 and the end of the war in 2009 saw NGO support and large amounts of foreign funding flow into Sri Lanka to assist in the recovery. Central government and its leadership have controlled the whole aid management and distribution process, by directing foreign funds towards conducting large scale construction projects at the
local level without considering
local needs. Despite restrictions imposed by central government, a number of NGOs have begun to play an important role in promoting
local development through interacting with
local government bodies and
local communities. NGOs can, thus, be found to be at the forefront of endeavours to address social and economic needs at the
local level.
This study, examines how and why
local communities have been neglected in development initiatives in Sri Lanka, and assesses the significance of support from NGOs in increasing the capacity of
local government and in promoting
local development. Hypotheses derived from the literature related to post-colonial criticisms, government-NGO relations, and NGO interactions in the policy process are examined and assessed. Based on research in the southern and eastern provinces of Sri Lanka, this study analyses the views of national, provincial and
local level political representatives and administrative officials, NGO officials and CBO representatives.
The research revealed that while
local level respondents aspired to play an active role in decisions about the use of foreign support for
local development, they tended to lack the knowledge and capacity to do so.
Local level respondents highlighted the importance of NGO guidance in these processes, particularly in terms of promoting
local people’s participation in
local government decision making. This thesis concludes that NGOs can play a positive role in supporting
local government in addressing development needs at the
local level.
Local government-NGO relations were found to have made an effective and significant contribution to fulfilling
local level needs. NGOs can thus be seen to play a positive role in empowering
local government and
local communities and their involvement has potential to lead to a move away from highly centralised power structures.

▼ This dissertation targets three questions relating to
local public finance. Given the importance of
local public finance on the average person's everyday life (consider the state of
local roads and schools), understanding economic elements associated with
local revenue generation are integral to our knowledge of how municipalities can affect their
local fiscal situation. To this end, three essays are provided here to consider two major topics; capitalization effects, and
local budget composition issues.
The first two chapters discuss how
local public services, in particular fire stations, police stations, and hospitals, can impact the value of nearby land. In particular, the first chapter concentrates on how single family home values will, on average, decrease in value if they are located too close to these emergency service stations, but can also decrease in value if they are located too distantly. Understanding these effects and modeling them are the targets of the first essay.
Incorporating similar ideas, the second chapter utilizes the same stations, but now tackles the question of how these services can affect non-residential structures such as office buildings, retail centers, and manufacturing plants. Of interest here is the large heterogeneity of land use, leading to concerns over prior research and its tendency to aggregate land uses when considering these capitalization effects.
The final chapter utilizes fiscal override and budget data to analyze how changes in
local budget composition can be driven by fiscal overrides in revenue constrained municipalities. When communities are fiscally constrained in their ability to raise own-source revenue,
local budget officials may be incentivized to use voter approved fiscal overrides and
local budget fungibility to drive expenditures into different portions of the budget. Findings suggest that
local budget composition tends to favor certain kinds of spending, such as public works, over other types such as education.

▼ Este estudo teve como principal objetivo identificar e comparar o APL de Petrópolis com o APL de Nova Friburgo, a fim de verificar as condições sócio-econômicas das duas regiões, observando possíveis lacunas nas suas estruturas e desenvolvimento econômico. Para tanto utilizou-se das metodologias exploratória, descritiva, documental, bibliográfica e de campo. Para obtenção dos dados empíricos, a pesquisa de campo fio realizada nos pólos de moda íntima de Nova Friburgo e de vestuário de Petrópolis. Ao todo foram entrevistados 78 empresários das duas regiões. Conclui-se que Nova Friburgo possui mais investimento, empresariado participativo em detrimento de Petrópolis, podendo-se inferir que não é necessário apenas um número específico de ações para o crescimento de uma região. A participação do empresariado local em ações de fomento do mercado em questão é fundamental para o sucesso do desenvolvimento local.
This study had as main objective to identify and to compare the Local Productive Arrangement of Petrópolis with the Local Productive Arrangement of Nova Friburgo, in order to verify the partner-economic conditions of the two regions, being observed possible gaps in its structures and economic development. For in such a way it was used of descriptive, documentary, bibliographical the methodology and of field. For attainment of the empirical data, the research of field wire carried through in the polar regions of close fashion of Nova Friburgo and clothes of Petrópolis. To 78 entrepreneurs of the two regions had been all interviewed. It was concluded that Nova Friburgo possess more investment, entrepreneurs interested in detriment of Petrópolis, being able to infer that is not necessary only one specific number of action for the growth of a region. The participation of the local entrepreneurs in action of promotion of the market in question is basic for the success of the local development.

▼ Local Productive Arrangements (LPAs) are emerging as a new organizational format that induce the strengthening of enterprises, especially those of small and medium businesses, through coordinated action between the different links that comprise it (business actors, institutions and the government itself) involving subjective aspects such as trust, cooperation, partnerships, collective strategies, among others. In this sense, social capital is presented as a preponderant tool in this process by fostering the sharing of norms and values among the actors participating in an arrangement as well as increase the capacity of synergy, participation and innovation. It is worth noting that the consolidation of an LPA is the result of a strong relationship between companies, institutions, public and private organizations and civil society, where the establishment of ongoing relationships between these actors leads to the spread of capital and especially in promoting local development, from the generation of employment and income, economic growth and inclusive social development policies. Based on these considerations, this study aims to examine the contribution level of the LPA of Leather and Footwear in Campina Grande - PB for local development, according to the organizational social capital model proposed by Román and Rodriguez (2004). The model titled Dimensions of social capital, Mechanisms and Results, encompasses a range of issues and indicators for targeted analysis of social capital within organizations, making a direct link with the local development process. In parallel, there is the incorporation of the methodology proposed by Olivares and Dalcol (2010), which allows to calculate the contribution level of production clusters for local development. Regarding methodological procedures, this study is characterized as exploratory and descriptive, conducted in the form of case study. The results allowed to find a final contribution degree of LPA of Leather and Footwear for the development of Campina Grande - PB of 0.51. Although it falls into an acceptable level, it is prudent to incorporate effective steps for strengthening and engagement between business and institutional agents, promoting the intensification of collective behavior and synergistic, in order to minimize and/or extinguish the diagnosed bottlenecks by converting them in greater ease of the arrangement and therefore of the city in which it is inserted.

▼ The local governance system has undergone positive changes since 1994 when the Government of National Unity took over power in Rwanda. The government has instituted democratic changes in the structure and functioning of local government through decentralisation. Since 2000 when the decentralisation policy was launched, Rwanda has evolved a model of local governance that has come to be emulated by its neighbouring countries. Since 2000, when the Local Government Act affected the decentralised structures of local government, some changes have occurred, challenges have emerged and constraints have been experienced in the implementation of the policy of decentralisation. Methodology used in the impact assessment study The researcher administered questionnaires, conducted interviews and documentary analysis. The assessment covered (3) three districts which were purposively selected on the basis of criteria that were considered sufficiently representative and based on the rationale of the study. Key findings of the study The study established that the restructuring exercise streamlined the structures of local governments, aligned mandates to the structures, and graded jobs in line with responsibilities. These reforms have improved the performance of the local governments. Despite notable improvements, the study established that there were still gaps in the local government system that needed to be addressed. These included: i. There is a big skills gap in most local governments. Some positions in local government are not filled due to inadequate resources. ii. Some local governments are finding it difficult to attract qualified and competent personnel to take up jobs at technical and managerial levels. iii. Local government lack attractive working environments. iv. There are limited career growth opportunities in local government service. xiv v. There is low local revenue. This has imposed limitations to accountability, supervision and monitoring of local government programmes. vi. Professional staff in local government is not adequately facilitated to do their work efficiently and effectively. vii. The existing capacity building programmes contribute marginally to career growth of individual staff members. viii. New reform programmes for improving service delivery such as results oriented management (ROM) and fiscal decentralisation strategy (FDS) have been rolled out but are not yet utilised in some of the local governments.

▼ This doctorate thesis discusses the course and evolution of the Greek local government system beginning with the constitution of the Greek state until modern day era, touching upon the political, economic and social aspects of its formation from the post-revolutionary period until the current status of the administrative restructuring of the “Kapodistrias Plan” and the “Kallikratis Programme”.At the same time, we examine the potential relation between established forms of local government in the pre-revolutionary Greek space with those in the new post-revolutionary Greek state, as well as the relation between local government with the central government functions and the economic, political and ideological role it played in every historical and political setting from the beginning of the 19th century until the beginning of the 21st century.In this context, the changes in local government in the Greek space are owed to the relative lag of the administrative sector compared to the evolution of the production process and the established social authority relations at any given time period.The individual transformations / restructurings of the local government function are analyzed further relating to the distinct characteristics of four historical eras, the 19th century, the interwar period, the post-war period and the modern-day era between 1980 and today.Based on the individual findings, we underpin the main argument of this thesis, which is local government – as a form, structure and function – in the Greek social formation is an integral part of the central government function, contributing to the reiteration of the social authority relations and plays a decisive role in consolidating the political, economic and ideological supremacy of the dominant social layers, promoting dominant economic and development patterns and politically embodying the dominated social layers.

▼ Avaliação de coerência local e inferência por meio do Local Coherence Inference Test traduzido para a língua portuguesa Em face da escassez de instrumentos devidamente validados no Brasil capazes de medir habilidade de coerência local em crianças, constatou-se a necessidade de realizar um estudo que revele quantitativamente o desempenho do processamento linguístico, no tocante a coerência local numa população de crianças normais da rede de ensino regular. A habilidade coerência local é imprescindível para uma boa compreensão textual e é caracterizada pela produção de inferências entre uma sentença e outra à partir da leitura de um texto. Neste estudo utilizou-se o Local Coherence Inference Test traduzido para a língua portuguesa, o qual foi aplicado em 50 crianças normais, do Ensino Fundamental, na faixa etária de 9 a 13 anos, com o objetivo de verificar se há efeito de idade no desempenho deste grupo no Local Coherence Inference Test traduzido para a língua portuguesa. Os resultados mostraram que as crianças de 9 anos de idade apresentaram sensível redução no desempenho do teste, porém, a discrepância do número de acertos entre os grupos etários não foi significativa, o que pode indicar que crianças com 9 anos de idade já conseguem acessar adequadamente a habilidade de coerência local, porém, quanto mais treino de leitura, conhecimento sobre o tema lido e maior o repertório lexical mais competente a criança será em estabelecer uma inferência entre uma sentença e outra.
Given the scarcity of well-validated instruments in Brazil capable of measuring local coherence ability in children-found the need to undertake a study to quantitatively reveal the performance of linguistic processing, in respect of local coherence in a population of normal children of the network mainstream education. The ability local coherence is essential for good reading comprehension and is characterized by the production of inferences between a sentence and the other from the reading of a text. In this study we used the Local Coherence Inference Test translated into Portuguese, which was applied in 50 normal children of elementary school, aged 9-13 years, with the objective of determining if there is an age effect on the performance of this group on the Local Coherence Inference Test translated into Portuguese. Results showed that children 9 years of age showed some reduction in their performance in the test, however, the discrepancy in the number of correct responses between the groups was not significant, which may indicate that children 9 years old can properly access the ability of local Coherence, but the more practice reading, knowledge about the theme and most relevant topic lexical repertoire child will be able to establish an more appropriate inference from a sentence and another.

▼ There is growing evidence to suggest that small energetically favourable clusters play an important role in the thermodynamics and dynamics of liquids. However, identifying and quantifying favoured
local structures (FLS) in real liquids remains a challenge.
Ronceray and Harrowell[ EPL, 96 (2011) 36005] developed a simple spin lattice model that explore the effects such structures have on the properties of the liquid and their ability to freeze. By selecting different FLS, they found the model froze to an array of different crystal structures with varying unit cell sizes and complexities through a range of strong and weak first order transitions. This thesis explores how complex structures are formed through nucleation and contrasts the nucleation mechanism of the {1,5} FLS model, which exhibits a weak first order transition, with that of the {3,3} FLS model, which freezes through a strong first order transition. Monte Carlo simulation and the mean first passage time method were employed to calculate the nucleation rate and identify the nature of the critical nucleus for the FLS model systems. The {1,5} FLS system accumulates a significant amount of solid-like structure in the metastable liquid phase prior to freezing. As a result, the supercooled liquid contains large equilibrium solid-like clusters that fluctuate in size prior to nucleation. After visualization of the spins, the {1,5} FLS system showed that the system forms a structure close to that of the crystal before crystallization. In contrast, the {3,3} FLS system forms most of its structure during the transition process. The energy barrier for the {3,3} FLS system was found to be higher than that observed for the {1,5} FLS system. This work examines the role the symmetry and structural correlation of the FLS might play in the different freezing and nucleation behaviours of the two systems.

▼ In this research, new methods to estimate vehicle miles traveled (VMT) for lower functional classes of roadways are introduced. The methods are based on the inherent correlation between VMT and roadway densities in each roadway class. This research found that the relationship between VMTs of different functional classes of roadways has to do with roadway typological structures according to functional classifications. To begin with, the analytical relationship between
local VMT and collector road VMT was derived by assuming a grid network. The purpose was to find key relevant terms (basically roadway densities) in the relationship, which were used to define the format of regression equations. Next, the author proposed two types of regression models, one using density ratios as explanatory variables and the other using logarithmic value of roadway densities. Several simulation networks were set up to verify those proposed models using community road patterns categorized according to three different measures. The author found that the proposed models worked well for medium and high connectivity networks, but they were inadequate for simulating low connectivity networks. Moreover, the equation using logarithmic terms provided a better result in every numerical test. Next, the author verified the proposed regression equations in real situations. The results showed that the proposed regression models work very well in estimating urban
local VMT of Minneapolis (grid networks). However, the relative error was much bigger in estimating
local VMT of Bryan/College Station (non-grid networks). Finally, the author introduced a practical application procedure and also discussed the possible sources of errors in this study. This research introduces a potentially more efficient method (logarithm) for estimating VMT for lower functional classes of roadways.

▼ This qualitative research was conducted at woreda 1 of the Lideta sub city in Addis Ababa, Ethiopia with
the overall aim of assessing the overall livelihoods situation of MSE operators specifically by examining
issues related to context, capital assets, role of institutions, policies and processes, and finally the
livelihood outcomes of working in MSEs. The study targeted those cooperative MSEs engaged in metal
and wood work activities. The data generated to meet these objectives were collected via semi- structured
interviews, key-informant interviews, focused group discussion, and non-participant observations, while
subsequent analysis was done in light of the Sustainable Livelihoods Framework (SLF).
The studied operators and their MSEs were vulnerable to many contextual factors with both facilitative
(such as the prevalence of free market system, decentralization, federalist state structure, price ceiling,
presence of general favorable policy environment) and hindering ( like market shortage, misconception of
the society, inflation, high and increasing price of inputs and basic commodities, poor access to social
facilities and infrastructure, tenure insecurity, inconvenient working place, and bureaucratic work
procedures) roles.
In relation to their level and access to various types of capital assets, the operators have relatively better
access to and level of social, political, and human assets. It is also found that, although not equal to the
level of possession of the previously-indicated three types of assets, the operators own a significant
amount of financial and physical assets.
A number of formal and informal governmental, non- governmental, private and commercial institutions
have played helpful role during the establishment and operation of the studied MSEs through creating
better policy environment, organizing the operators to form MSEs, credit and training provision,
increasing the political capacity of members, and finally providing mutual support. Yet, some of the
shortcomings associated with these institutions and with an adverse effect on the MSEs are inflexible
working procedures, lack of commitment and responsiveness, and adopting unsuitable policies
In due course, it was found that the problems challenging the targeted MSEs were market, institution,
operator, MSE and society related. The reported outcomes of this livelihood strategy were increased
income and household asset ownership, better access to food and health services, increased exposure and
level of technical and other social skills, becoming a law-abiding, self-confident, self-reliant, and
productive individual with enlarged social and political capacity. The study mainly suggests such
measures as alleviating the market problem of the MSEs; improving the provision and current state of
public infrastructures; and increasing the capacity of executives and the operators themselves.

▼ Local government is the tier of public authority that citizens first look to solve their immediate social problems. Among all the public institutions at
local level, council has a special status and authority as
local elected bodies. They are uniquely placed to provide vision and leadership to their
local communities. They are able to make things happen on the ground where it really matters.
The government of Ethiopia in general and Addis Ababa city administration in particular establishes council at different tiers of government as parliamentary control mechanism to ensure effective policy implementation, promote
local democracy and improve service delivery.
However, woreda councils in Addis Ababa city administration were not seen playing such role of democracy promotion. Moreover, studies conducted in regional woredas divulged that Woredas council have not yet managed to exercise sufficient
local autonomy due to several reasons such as absence of clearly established legal mandate, lack of devolution of power, poor organization of the system and tight control and intervention by higher authorities.
Therefore, this study aimed to assess the challenges and prospects that woreda council at Addis Ababa city administration has faced in promoting democracy among grass-root people. It also examines the overall operations of the councils from the viewpoints of democratic government and decentralization
In order to pursue the objective of the study the researcher use multi-stage sampling technique and relied on both primary and secondary data source. Primary data collected through questionnaires, interview and observations while secondary data obtained from document analysis like legislation on the issue, minutes and reports complied by counsel’s office.
It was found that problems prevailed in regional woreda councils are also impeded woreda councils at Addis Ababa City Administration. The internal working system of woreda councils reflected that executive domination is very soaring, and councils are not responsive to the needs of the community and most importantly democratic essence viz. accountability, transparency, participation and autonomy are not adhered principles in the councils conduct. Therefore, councils as they are impeded by the above-mentioned challenges are playing insignificant role in cultivating democratic value and improving the service delivery to the grass root people.
Therefore, it is recommended that the internal working system of councils need to be very transparent, responsive, participatory and free from any unnecessary intervention. Councilors must be sensitive to public interest; legal back up from the city administration is also needed in order to make councils strong, autonomous and powerful. The field that councilors operating also should be open to all stakeholders as the democracy promotion works calls for the involvements of different actors.

▼ Este estudo é realizado como requisito parcial para a obtenção do grau de mestre em Estudos de Desenvolvimento – Diversidades Locais e Desafios Mundiais. A investigação analisa as dinâmicas participativas das comunidades de três bairros da freguesia de Alcabideche (concelho de Cascais): Adroana, Alcoitão e Cruz Vermelha. Os principais objectivos deste estudo são: analisar qual a relação estabelecida entre o poder local e as dinâmicas participativas locais, procurando compreender se as instituições governativas têm ou não apoiado a participação dos grupos de base e as parcerias locais para o desenvolvimento do território; analisar a influência dessas dinâmicas nas decisões públicas; e a sua importância para a consolidação e fortalecimento do desenvolvimento local e da democracia participativa. Utilizando prioritariamente a aplicação de entrevistas semi-directivas e a observação participante, como técnicas de investigação, foi possível concluir que existe uma diversidade de formas participativas nestes bairros que contribuem positivamente para o desenvolvimento local, cujas dimensões são parcialmente satisfeitas. No entanto, a comunidade é ainda confrontada com uma série de obstáculos que a impossibilitam de participar plenamente no seu desenvolvimento, destacando-se os condicionalismos inerentes ao centralismo do poder local.
This study is conducted as a partial requirement for the attainment of a Master's Degree in Development Studies – Local Diversities and Global Challenges. The study analyzes the participatory dynamics of communities of three districts of the parish of Alcabideche (Cascais municipality): Adroana, Alcoitão and Cruz Vermelha. The main objectives of this study are: to analyze the relationship established between the government institutions and the participatory local dynamics and trying to understand whether or not local government have supported the participation of the base groups and local partnerships for the development of the territory; analyze the influence of these dynamics in public decisions; and its importance for the consolidation and strengthening of local development and participatory democracy. Primarily using the application of semi-directive interviews and participant observation as research techniques, it was concluded that there is a diversity of participatory forms in these neighborhoods that contribute positively to local development, whose dimensions are partially satisfied. However, the community is still facing a number of obstacles that prevent them from participating fully in its development, stressing the constraints of the local government centralism.
