Using socioeconomic and fiscal data during the period 1975-2002; this dissertation examines the adoption and budgetary effects of the LOST in Georgia counties. The adoption of the LOST is studies with a discrete-time event history analysis. The results suggest that the probability that an eligible county will adopt the LOST is determined by a set of motivations; obstacles; and resources. The motivations are related to the perceived property tax level; the existence of fiscal pressure; and the potential of sales tax exportation. The obstacles are related to existing sales tax rates and the level of tax competition. The resources for overcoming these obstacles are related to the tax mimicking behavior in the process of policy diffusion. Budgetary effects of the LOST are examined with pooled time-series regressions. The results suggest that (1) the rollback of property tax millage rates by the LOST is gradually offset by a faster growth of the rates in the post-LOST period; (2) the LOST proceeds are fungible; as they lead to higher levels of revenue and expenditure in the counties; and (3) the levels of fungibility vary across counties in accordance with their fiscal and socioeconomic conditions. ▼ Cette recherche étudie les relations entre les organisations non-gouvernementales internationales (ONGI) et les communes lors de la mise en place de projets d’accès à l’eau potable pour mettre en lumière les inégalités partenariales qui apparaissent entre ces acteurs et qui sont sources de blocages au développement. La recherche vise aussi à comprendre quel est l’impact de ces relations de pouvoir sur la gestion du service public de l’eau potable. Le rapport de pouvoir entre ONGI et communes a été délaissé par la recherche scientifique alors même que les petits projets de développement constituent la forme principale d’aide et que les ONGI sont de plus en plus amenées à travailler avec les collectivités locales qui se renforcent progressivement grâce à la consolidation des processus de décentralisation et qui revendiquent leurs prérogatives dans le domaine de l’eau potable, sources pour elles de légitimité institutionnelle. En s’appuyant sur un cadre d’analyse combinant la théorie de l’action de Bourdieu et l’approche de political ecology of water et sur l’étude de quatre projets d’accès à l’eau potable mis en place par des ONGI dans trois communes du Bénin, il a été possible de voir que les partenariats entre ONGI et communes sont très inégalitaires à cause d’un différentiel financier et technique et que les ONGI ont une grande marge de manoeuvre sur la mise en place des projets. Néanmoins, malgré l’hystérésis de l’habitus qui laisse certaines ONG et communes en décalage, le champ du développement évolue grâce aux luttes des acteurs pour l’introduction de plus d’égalité dans les partenariats. Ainsi, il apparaît une transformation des pratiques des ONG et une plus grande responsabilisation des communes. Ces relations ont un impact direct sur le service de l’eau potable. Plus les relations sont égalitaires, plus la commune en sort renforcée et peut mettre en place des mécanismes assurant une gestion durable des infrastructures hydrauliques de son territoire. L’introduction de relations partenariales plus égalitaires est donc un enjeu de taille pour le développement. Advisors/Committee Members: Olivier (Dir.).

▼ Bu çalışmanın amacı, yerel yönetimlerde son yıllarda sıklıkla uygulanan katılımcı yaklaşımların etkinliğini sorgulamaktır. Bu bağlamda katılımcılık kavramı ve katılımcı uygulamaların başında gelen katılımcı bütçeleme programları teorik çerçevede ele alınmış, dünyada ve Türkiye'deki uygulama örnekleri incelenmiştir. Yerel Gündem 21 süreci sonrasında Türkiye'de katılımcı uygulamaların en önemli paydaşlardan biri olan kent konseylerinin bütçe yapım sürecindeki rolünü anlamak amacıyla bir saha çalışması gerçekleştirilmiştir. Söz konusu saha çalışmasında 57 kent konseyi ve seçilen belediyelerle anket çalışması düzenlenmiş, konseylerin belediyeler ile ilişkisi, bütçe sürecindeki rolü ve katılımcılık algısı ortaya konulmuştur. Çalışma sonucunda, kent konseylerinin belediye bütçe sürecinin etkin ve katılımcı bir şekilde yürütülmesi önemli bir paydaş olduğu, konseyin aktif olarak yapım sürecinde yer aldığı belediye bütçelerinin daha katılımcı uygulamalar ortaya koyduğu görülmüştür. Bununla birlikte, çalışma, konseylerin belediyelerle ilişkisini anlamaya yardımcı olduğu için katılımcı bütçelemenin daha etkin yapılabilmesi amacıyla öneriler geliştirilmiştir. The aim of this study is to question the effectiveness of participatory approaches that have been frequently applied in local governments in recent years. In this context, participation as a concept and participatory budgeting programs as one of the most popular participatory practices were examined in a theoretical framework and successful examples in the world and in Turkey were analyzed. A field study was carried out in order to understand the role of city councils, which are one of the most important stakeholders in participatory practice in Turkey after Local Agenda 21, in the budget-making process. In this field study, surveys were conducted with 57 city councils and selected municipalities to demonstrate their relationship, city councils' role in the budgeting process and their participation perception. As a result of the study, it was seen that city councils are an important stakeholder to constuct an effective and participatory implementation of municipal budget process. Also, it was understood that municipal budgets in which councils were actively involved in the budgeting process were more successful and participatory. Besides, as this study helps to understand the relationship between municipalities and city councils, recommendations have been developed to improve participatory budgeting in a more effective way. ▼ In recent years, allegations of child sexual abuse have been intensely scrutinized and procedures for interviewing children who may have been sexually abused have been vigorously attacked. Findings from developmental research with children who are not victims of sexual abuse or of other trauma has been applied without appropriate caution to the circumstances of interviewing children who are suspected of having been sexually abused. Yet there is little research on the process of interviewing suspected victims of sexual abuse to support or refute current criticisms of interviewing strategies in sexual abuse. As a result, while professional guidelines for the evaluation of sexual abuse allegations exist, they are not data-based. The current study is an effort to broaden our understanding of the process of interviewing children who may have been sexually abused, with a specific focus on two elements of the child interview: questioning strategies and children's disclosure patterns. To examine these issues, 76 children ages five to ten years old, referred to a multidisciplinary specialty clinic for evaluation of possible sexual abuse participated in the study. Each child received at least two interviews. Data from the first interview were analyzed according to the presence of disclosure and the kinds of questions posed by interviewers. Nine types of questions were considered, along a continuum from open-ended to leading/coercive. Results indicate that children needed to be asked many questions in order to discuss possible sexual abuse. Analyses of the types of questions employed in the initial interview demonstrate that children responded to focused questions more frequently than to open-ended queries. Furthermore, findings suggest that focused questions were particularly effective in facilitating children's disclosures about possible abuse. The relationship between available corroborative information about abuse allegations and children's disclosures suggests that questioning strategies in this study did not produce a high rate of false positives. Taken together, findings regarding questioning strategies indicate that current protocols which encourage the exclusive use of open-ended questions may not be effective in interviewing many children who have been sexually abused. ▼ The General Assembly of the State of Georgia passed the Charter Schools Act of 1998 to increase student achievement through innovative educational flexibility. A feature of this Act provided local school systems the flexibility to operate as a Charter System. In 2009, to further increase flexibility from certain state laws, rules and regulations, the State Legislature required all Georgia school systems to determine under which operating system they will govern. The deadline for that decision is June 30, 2015. There are three principal operating systems, known as Flexibility Options: Investing in Educational Excellence School System (IE²), Charter system and Status Quo School System. Within the context of governance, this study examined district-level and school-level decision-making processes in a Georgia Charter District. The study investigated how significant decisions of budget, personnel, programs and/or innovation are decided, the means by which school governance council members learn their roles, and the challenges and benefits of operating as a charter system of governance. Multi-faceted data collection techniques were employed to answer the research questions posed by this study. These techniques included targeted in-depth interviews with district board members, the superintendent, principals and local school governance council members in the Charter System. Document reviews, direct observation and researcher’s journal contributed to the analysis of the data. Evidence from this study revealed school governance councils take part in the decision-making process, especially in the areas of budget and personnel in the charter district studied for this investigation. Findings from the study indicated lesser involvement by school governance council members on the types of programs and/or innovation to support individual school improvement plans as local school governance council members tended to defer judgment to school leaders in these types of decisions. This study also examined how school governance council members learn their roles. On this question, the findings revealed two primary methods through which school governance council members learn to perform their tasks: orientation and training of members by the system, and the formation of Communities of Practice at the local school site. Awareness by constituents of the distinction between charter schools and charter systems, as well as a need for greater understanding by the public of locus of decision-making authority presented challenges for authority figures in the charter system. Two benefits of charter system governance consistently noted by stakeholders were flexibility and local school control over budget and hiring.

▼ O estudo da internacionalização de municípios (governos locais) é hoje um tema emergente das relações internacionais, na medida em que o estabelecimento dessas relações promove uma economia mais forte e desenvolve laços permanentes que podem contribuir para a economia local e promover um desenvolvimento económico sustentável, com ganhos múltiplos para as populações. O objectivo deste trabalho é perceber a importância que a internacionalização dos governos locais pode ter e qual a melhor forma para o efectivar, com relevância para os processos de geminação e participação em redes. Analisámos os tipos de internacionalização mais frequentes e o conteúdo dos processos de geminação, bem como a política europeia que promove este estabelecimento de parceria, que a UE considera como um importante instrumento para a consolidação do projecto europeu. Fazemos uma pequena abordagem ao financiamento disponível. A metodologia utilizada passou por uma análise teórica e interpretação de documentos oficiais e de instituições europeias; ABSTRACT:The study of internationalization of the municipalities (local government) is now an emerging theme in international relations since the establishment of these relations promotes a stronger economy and develops permanent links that can contribute to the local economy and promote sustainable economic development, with earnings multiples for stocks. The aim of this work is to realize the importance of the internationalization of local governments can take and what is the best way to achieve, with relevance to the process of twinning and participation in networks. We examined the types of internationalization more used and the contents of the twinning process, as well as European policy that promote the establishment of partnership, which the EU considers as an important instrument for the consolidation of the European project. Make a small approach to financing available. The methodology used was a theoretical analysis and interpretation of official documents and the European institutions. Há muito que a contabilidade pública portuguesa necessita de um normativo adaptado às novas exigências de relato financeiro. Mais uma vez o setor privado ultrapassou o público quando em 2010 adotou o SNC e revogou o POC. Na Administração Local o normativo utilizado é o POCAL que entrou em vigor em 1999. É chegado o momento de apresentar uma alternativa ao POCAL, que se deve aproximar do normativo internacional sobre o setor público e que em muito reflete a estrutura concetual subjacente ao SNC. Este trabalho surge nesse sentido, apresentando as IPSAS como proposta de relato financeiro e identificando os principais impactos que advém desta alteração. As normas internacionais de contabilidade pública inserem-se num movimento mundial chamado de New Public Management que pretende aproximar a contabilidade pública à contabilidade empresarial, podendo mesmo torná-las comparáveis. Contudo isto leva-nos à eterna questão de que os objetivos do setor privado e público são diferentes e por isso não devem ser comparados. Desta forma, uns apoiam este movimento e outros contestam-no. Neste trabalho é possível encontrar um resumo das IPSAS e a sua aplicação a três autarquias portuguesas, observando os impactos contabilísticos desta adoção.

A long time ago the Portuguese public accounting needed standards adapt to the new challenges of the financial reporting. Once again the private sector surpasses the public sector when in 2010 adapt SNC and repealed POC. Local governments use POCAL since 1999. It is time to present an alternative standards that it is due similar to international public standards and be near of the conceptual structure of Portuguese SNC. This thesis arise in this sense, presenting IPSAS as financial reporting proposed and indentifying the principals impacts from this change. International Public Accounting Standards is a result from New Public Management. NPM is a movement that pretend approach public and private accounting and that allow us to compare them. However this leads us to eternal issue that the objectives in public and private accounting are different and we cannot compare them. This way, there are persons that support this movement and others that do not. In my thesis it is possible find an abstract about IPSAS and their application for three Portuguese local governments, beholding the accounting impacts of this adoption.

▼ Stakeholder participation in Urban Local Governments (ULGs) is a new phenomenon for accountability and transparency to the public in Swaziland. This study therefore seeks to describe and analyse the importance of stakeholder participation in Urban Local Government (ULG) with reference to the case of Siteki Town Council. Stakeholder engagement policies are being introduced in each local Government in conformity with the principles of good governance in relation to the constitution of Swaziland 2005. There is a need to sensitise the public on their right to consultation and participation during improvement of their respective urban area to influence decision making. Public participation leads to accountability and transparency for public centred local governance. Siteki Town Council engages the public at different times of the year and the turn-up or public response is generally way below average. This study therefore aims to ascertain the level of stakeholder awareness on ULGs responsibility with regard to service delivery. The study furthers looks into the relationship between stakeholder participation and service delivery and the effectiveness of the stakeholder engagement methods used. Lastly the study seeks to identify the effects of participation that is way below average in influencing decision making. A mixed research approach has been employed. Focus groups sampling was used with a minimum size of six people per group. The groups involved the Rates Payers Association, Siteki Youth, Siteki Market operators, Siteki Transport Operators, and Siteki Business Community. The groups have been engaged in dialogues through structured interviews. A questionnaire with structured questions was randomly distributed to the community of Siteki as targeted participants. The results of the study proved that there is relationship between, public participation and service delivery. The results have also revealed that due to lack of participatory governance, the council is executing projects completely differently from what the citizens of Siteki want them to. The study has therefore made fundamental recommendations towards effective participatory governance in Siteki. Advisors/Committee Members: Migiro, Stephen Oseko. (advisor).

▼ Bu çalışmanın amacı, yerel yönetimlerde son yıllarda sıklıkla uygulanan katılımcı yaklaşımların etkinliğini sorgulamaktır. Bu bağlamda katılımcılık kavramı ve katılımcı uygulamaların başında gelen katılımcı bütçeleme programları teorik çerçevede ele alınmış, dünyada ve Türkiye'deki uygulama örnekleri incelenmiştir. Yerel Gündem 21 süreci sonrasında Türkiye'de katılımcı uygulamaların en önemli paydaşlardan biri olan kent konseylerinin bütçe yapım sürecindeki rolünü anlamak amacıyla bir saha çalışması gerçekleştirilmiştir. Söz konusu saha çalışmasında 57 kent konseyi ve seçilen belediyelerle anket çalışması düzenlenmiş, konseylerin belediyeler ile ilişkisi, bütçe sürecindeki rolü ve katılımcılık algısı ortaya konulmuştur. Çalışma sonucunda, kent konseylerinin belediye bütçe sürecinin etkin ve katılımcı bir şekilde yürütülmesi önemli bir paydaş olduğu, konseyin aktif olarak yapım sürecinde yer aldığı belediye bütçelerinin daha katılımcı uygulamalar ortaya koyduğu görülmüştür. Bununla birlikte, çalışma, konseylerin belediyelerle ilişkisini anlamaya yardımcı olduğu için katılımcı bütçelemenin daha etkin yapılabilmesi amacıyla öneriler geliştirilmiştir. The aim of this study is to question the effectiveness of participatory approaches that have been frequently applied in local governments in recent years. In this context, participation as a concept and participatory budgeting programs as one of the most popular participatory practices were examined in a theoretical framework and successful examples in the world and in Turkey were analyzed. A field study was carried out in order to understand the role of city councils, which are one of the most important stakeholders in participatory practice in Turkey after Local Agenda 21, in the budget-making process. In this field study, surveys were conducted with 57 city councils and selected municipalities to demonstrate their relationship, city councils' role in the budgeting process and their participation perception. As a result of the study, it was seen that city councils are an important stakeholder to constuct an effective and participatory implementation of municipal budget process. Also, it was understood that municipal budgets in which councils were actively involved in the budgeting process were more successful and participatory. Besides, as this study helps to understand the relationship between municipalities and city councils, recommendations have been developed to improve participatory budgeting in a more effective way. ▼ This thesis is one of the first attempts in the context of urban Pakistani local governments that starts with a comprehensive inventory of what is going on in the field of climate change adaptation and what sort of existing information is available in Pakistan. Further, it provides an analysis of what the major sources of resistance to climate change adaptation are, and what strategies could be used in urban Pakistani local governments to lower resistance to taking action on climate change adaptation. In particular, this thesis reflects on the applicability of the learning organisation paradigm to the climate change adaptation agenda, by providing a theoretical underpinning to the organisational learning and learning organisation concepts. Subsequently, it applies a learning perspective to the climate change adaptation debate in the context of urban Pakistani local governments. Further, from a critical analysis of conceptual evidence, this thesis identifies a framing of six key characteristics for climate change adaptation learning and action often attributed to a learning organisation (described in this thesis as “change model for climate adaptation”). The characteristics or elements of the change model presented are categorised as: • Leadership for adaptation; • Vision for adaptation; • Organisational culture for adaptation; • Good governance for adaptation; • Innovation and creativity for adaptation; and • Resources for adaptation Moreover, the thesis uses an actor-based approach to examine the key conceptual ideas noted above in the urban Pakistani local government context. It further assesses the broader applicability of the proposed change model for climate adaptation to local governments (around the globe) where climate change adaptation had been already planned, and to gain insight into the range of adaptation frameworks (strategies, plans) for designing a local level adaptation strategy in the context of urban Pakistani local governments. Finally, this thesis designs a Pakistan-specific strategy for building capacity to adapt to climate change impacts at the urban local government level in Pakistan. It discusses the proposed strategy itself by suggesting various initial practical actions for urban Pakistani local governments to take that would help assist in the implementation of relevant capacity-building.

▼ Local councils in Latin America often fail to hold mayors accountable, even where they are legally required and empowered to do so. These failures are particularly significant, considering that decentralization has given greater power to mayors throughout the region. The dissertation aims to improve our understanding of local horizontal accountability by analyzing the influence of mayors and constituencies on local councils’ disposition for horizontal accountability, and by conceiving these actors as embedded in systems of local relationships. Following an inductive and theory building strategy, the research compares five municipalities in Santiago de Chile with diverse socioeconomic and political features using original qualitative evidence. The results challenge explanations of accountability based on administrative capacity, socioeconomic characteristics, and partisan alignments. They show, instead, that the configuration of local systems of relationships—comprising relationships between councils, executives (i.e., the mayor and the municipal bureaucracy) and constituencies (i.e., the local voters)—have significant effects over a critical factor determining Municipal Councils’ disposition for horizontal accountability: their autonomy from the mayor.According to the cases analyzed, local councils’ dependence on the mayor is a significant factor for inhibiting their disposition to hold these mayors accountable. This dependence has a critical electoral component, thus making the triangular relations between council members, local executives and constituencies a determinant factor going beyond their party affiliation. Specifically, and as a general proposition, when council members are unable to generate and maintain sufficient constituent support, local executives can use their resources and influence to reduce or increase council members’ electoral chances. This influence on council members’ electoral performance can be used to induce their loyalty to the mayors, thus discouraging them from holding these mayors accountable. Constituencies, therefore, also play a significant role in local horizontal accountability, by giving council members a chance to be autonomous from their mayors despite their disposition to hold the mayor accountable (or lack thereof). This autonomy, however, disappears if council members rely on the help of the local executives to obtain constituents’ support.

▼ In 2012, voters in Colorado and Washington State voted to legalize marijuana for recreational use. These states have the challenging task of creating and implementing a policy framework with which to regulate the now legal cultivation, distribution, and use of marijuana. This is a considerable task due to the lack of precedent and information regarding the issue, and because of the intergovernmental issues involved. This thesis focuses on the issue in regard to local governments in Colorado. The goal of this thesis is to gain a better understanding of the adoption of RME and barriers to the implementation processes of RME in local governments in Colorado. In order to gain this understanding, a survey of city and county managers and administrators across Colorado was conducted. The survey acted as a status check' of where localities are in the decision making process and sought to gain information about the policy adoption and implementation processes thus far. Existing public policy implementation literature was used as a foundation for the survey questions. The results of the survey indicated that most respondents have made a decision on operation of RME and that a majority have banned them. Further analysis indicated that those local governments that have smaller populations, and are classified as rural and Republican, are more likely to have banned RME. Those localities that do not allow the operation of medical marijuana establishments (MME) are likely to have banned the operation of RME, and vice versa—those localities that do allow the operation of MME are more likely to allow the operation of RME. This indicates these local governments are working incrementally in changing their marijuana policies. In regards to the implementation process, it appears many different local government departments will be involved in planning and enforcement, but there is no great concern about fiscal issues. Additionally, with respect to potential intergovernmental conflict, there seems a fairly low degree of concern among local government respondents regarding potential federal government enforcement actions.' ▼ From road construction to increases in public workers' salaries, through tax cuts before elections, budget manipulations in election years are a phenomenon observed in many nations, states, and municipalities around the world. Many politicians believe that by raising spending in the election year and during the term, they will increase their chances of reelection. The Fiscal Responsibility Law (LRF) was approved with the purpose of establishing fiscal policy rules to the three levels of government of Brazil. This thesis investigates the impact of the approval and entry into force of the FRL on the conduct of fiscal policy in the Brazilian states, both during the whole term, and electoral years in particular. We analyzed the 27 states of the Brazilian Federation, between 1981 and 2015, and results indicate that the LRF influenced the expenditure and revenue level, as well as the budget balance. When analyzing the impact of the LRF on opportunism, we concluded that it contributed to its reduction. Another topic studied in this thesis is the possibility that certain personal characteristics of the incumbents (gender, ideology, higher education, the impossibility of seeking re-election, political alignment of the mayor with higher levels of government) may influence the fiscal policy. The empirical results indicate that ideology, gender, the impossibility of seeking reelection and political alignment with the president of the Republic have an impact on the levels of expenditure and / or the composition of the expenditure. Pelzman (1992) was one of the first to assess whether opportunistic behavior raises reelection chances. In this thesis, it is analyzed whether the levels and composition of expenditure influence the probability of a Brazilian mayor being re-elected for a second consecutive term. The results indicate that Brazilian voters reward the mayors who spend more, as well those with the highest levels of capital expenditures, and of its main component, investment, both during the electoral year and the whole term. Furthermore, mayors who increase personnel expenditures in the election year relative to the average expenditure term, also saw their chances of re-election increase. There is also evidence that citizens from the five Brazilian regions react differently to the fiscal policy adopted when deciding to re-elect an incumbent or not. ▼ The study was aimed to establish a comparative top-down, bottom-up and horizontal profile of communication in government (MoFNP) and civil society (ZCSD) development work in Zambia. It was based on the conceptual model of development communication that has evolved from top-down to participatory paradigms, which by extension form the ecosystem of communication in developing countries. In the ecosystem, all three models (top-down, bottom-up, and horizontal) are simultaneously being used by policy makers (government) and development implementers (civil society). Results of the study have confirmed and/or supported the theoretical model. Communication profile of government and civil society has been found in accordance with the basic premises of the ecosystem. Profile of top-down communication was not found to be the most preferred as expected. Instead, horizontal communication was overwhelmingly preferred. However, a gap was found in relation to use of a purely bottom-up model because even when people on the grassroots are asked for input, the final say comes from policy makers and development implementers who are on top of the decision making hierarchy. Further, results showed that although communication was theoretically perceived to be important by majority of staff respondents, analysis of organisational practices suggested that communication was lowly regarded in government and civil society development work in Zambia. It was also discovered that more than half of audience respondents, mostly those in high density urban areas and rural areas, were not aware of most development messages such as Vision 2030. Thus,development strategies were considered to be not very effective for these groups. As regards to channels and strategies of communication, it was found that they were modelled after organisational practices and/or governance styles existent in particular contexts. Preferences of channels and sources of information were to some extent determined by ownership of communication infrastructure and accessibility. To generate relevant results, the overall aim was broken down into specific objectives, namely: 1) to establish the nature of communications used by government and civil society in development work; 2) to examine the models of communication used by the Ministry of Finance and National Planning (MoFNP) and the Zambia Council for Social Development (ZCSD) in their outreach communications; 3) to investigate the attitudes of MoFNP and ZCSD personnel towards their communications; 4) to examine the channels, messages and sources of communication adopted in particular development contexts; 5) to classify communication strategies used in government and civil society contexts; 6) to assess perceptions of the audience toward development messages by the Ministry and the Civil Society organisation; and 7) to analyse current practices by the two institutions to see if there is adequate incorporation of communication variables in development projects. In this re-gard, the aim of this work is to design a fully autonomous electronic system for a smart bottle packaging, being integrated in a European project named ROLL-OUT. The desired application for the smart bottle is to act as a fill-level sensor system in order to determine the liquid content level that exists inside an opaque bottle, so the consumer can exactly know the remaining quantity of the product inside. An in-house amorphous indium–gallium–zinc oxide thin-film transistor (a-IGZO TFT) model, previously developed, was used for circuit designing purposes. This model was based in an artificial neural network (ANN) equivalent circuit approach. Taking into account that only n-type oxide TFTs were used, plenty of electronic building-blocks have been designed: clock generator, non-overlapping phase generator, a capacitance-to-voltage converter and a comparator. As it was demonstrated by electrical simulations, it has been achieved good functionality for each block, having a final system with a power dissipation of 2.3 mW (VDD=10 V) not considering the clock generator. Four printed circuit boards (PCBs) have been also designed in order to help in the testing phase.
