▼ The challenges of administering in today's networked world are considerable. Setting coherent goals and striving for intraorganizational collaboration to achieve specific objectives is challenging within a single public agency, assuming it is at least structurally capable of unified action. These tasks become even more difficult in the era of new governance where public managers must engage in
interorganizational arrangements where they may find themselves sharing the formal authority that they have traditionally wielded by themselves with their partners. So, why do public administrators decide to work together and, when such efforts are undertaken, what are the institutional constraints that influence behavior? This question is the focus of this research.
This researcher contends that by using rational choice institutionalism and sociological institutionalism, it is possible to move beyond description to explain why organizations come together to accomplish a shared goal and how preferences and institutional arrangements affect outcomes. Based on a review of the literature, an integrated model of institutionalism for
interorganizational collaboration will be developed. This model will then be evaluated using research findings from one partnership between three community colleges reputed to be effectively engaged in addressing issues of workforce development in Central Florida. Of interest to this study is to demonstrate the usefulness of an integrated model of institutional theory for understanding and explaining
interorganizational collaboration.
Findings suggest that actors are initially driven to collaborate by decisions that can be explained by rational choice institutionalism. However, as the collaboration process unfolds, participants may have mixed preferences or shift between exogenous and endogenous preferences depending on circumstances (Mouritzen and Svara 2003: Heikkila and Isett 2004). The analysis of this study supports, in part, that participants' self-interest is an important incentive for participants to decide to collaborate. However, findings also indicate that as partners work together regularly and learn more about one another, the attainment of shared goals is important to keeping actors working together. An unanticipated finding of this analysis is that the leadership role of the community college presidents emerged as critical to not only launching but also sustaining the collaboration.

▼ North Carolina community colleges have a long tradition of collaborating with their communities (Segner, 1974). Drawing upon the Relational Leadership Model as a conceptual framework (Komives, Lucas, & McMahon, 1998), this qualitative case study examined the interactions and processes used by a community college to collaborate with diverse stakeholders in its community. The 2000 Higher Education Facilities Bond Referendum in North Carolina provided a focused example of community college leaders and staff working together with community leaders and citizens for the mutual benefit of the college and the community. The subsequent design process of the educational building funded with the bonds issuance was further examined.
Based on interviews and document analysis, key understandings developed related to
interorganizational collaboration. First, the participants of this study observed that a community college as an organization had the capacity to exercise leadership within the larger community. By building upon existent relationships and forging new relationships, the college took on the leadership role in modeling and forming new collaborations with business and industry, the public school system, regional campuses of the university system, and other governmental agencies. Second, individual mental models, organizational culture, and environmental preconditions were present and increased stakeholder motivation to participate in the alliance and structurally made collaboration possible. Most notably, two distinct manifestations of
interorganizational collaboration were observed in this study.
Two models, the Goal-Based
Interorganizational Collaboration model and the Issue-Based
Interorganizational Collaboration model, were developed. These two models were presented as a matrix to describe and compare the following characteristics of each model: the purpose of the collaboration, the initiating role of organizational leadership, the characteristics of collective group, the attitudes and values of the group, the group processes, and the outcomes of the group collaboration. These two models present key understandings of
interorganizational efforts to accomplish goals or solve issues that may be beyond the capabilities of one organization or a community college.

▼ Background: Failure to achieve their goals of over 200 U.S. Health Information Exchange Networks (HIENs) which formed or operated in the U.S. from 2004 to 2010, lost time, capital and opportunity at individual, organizational and societal levels, and a lack of theory driven research on HIENs underscores a need for research to better understand factors affecting development of these kinds of large, complex collaborations. Purpose: A new dual network participation theory is developed by combining three source theories. The new theory supports integrated consideration of organizational and technological factors which affect participation by individuals and their affiliated organizations in complex collaborations like HIENs. Research questions are formulated focused on advancing knowledge about: types of participation in HIENs; validity of variables used to operationalize the theory; barriers and enablers to participation in HIENs; and implications for theory and research. Method: A retrospective, theory-driven, multi-level, multi-case, mixed methods case study is done using a convenience sample of 6 HIEN sites (network level), 109 individuals (individual level) and 125 organizations (organizational level). Qualitative data is analyzed to develop valid ordinal variables and test hypotheses for each case. Valid ordinal variables are entered into SPSS. A principle component analysis is done to create combined predictor variables. An OLS regression analysis supports identification of predictor effects on intent to participate. Network level analyses identify key influences on the predictors. Findings: Network level barriers to participation include heterogeneity of participants, lack of HIEN resources, lack of qualified leadership, lack of training and education and lack of stable Network IT. Individual/organizational level barriers include lack of support from influential others, low benefit expectancy, lack of knowledge, and high cost expectancy. Recommendations are made for future research studies with enough statistical power for hypothesis testing across larger populations of sites/participants (e.g., 100-300 sites; 1,000 - 3,000 participants). Conclusions: While the use of a small, non-random sample of sites/subjects implies caution regarding generalization, the research yields new insights with implications for both practice and theory. These include preliminary recommendations for improving the success of HIENs and new opportunities for research on barriers and enablers of participation in large scale collaborations.

▼ The energy system is a complex socio-technical system, characterised by a multitude of stakeholders, different goals, long-term investments, and large scale sub systems with long lifetimes. The government of the Netherlands aims to support the transition of the energy system of the Netherlands towards a sustainable system by implementing policy measures. Recently, companies have voiced their concerns on the fluctuating effects of policy measures in the Netherlands and have asked for a more long term vision of policy measures. This long term vision can be (partly) provided by analysing the interference in the energy system. Another component of a policy strategy is that to develop and implement a long term policy strategy, multiple governmental organisation have to collaborate. The policy measures are designed by different ministries within the Netherlands. In order to implement the coherent policy strategy, collaboration between these ministries is essential. This research proposes a methodology to identify five types of interference and to analyse the effects of the identified interference on the Dutch energy system. This categorization of interference allows for a discussion on the unavoidable nature of interference. Moreover, it shows which types of interference can prove to be beneficial at certain times. A conceptual theoretical framework for factors that influence interorganizational collaboration between public parties has been constructed based on literature, and is tested and validated within the case study. The research into interorganizational collaboration also includes a focus on the relations between the identified factors. The relations can provide insight into the more complex system view of the factors that influence interorganizational collaboration between public parties. Both researches are based on a view of the world in systems, and for both is searched for links between sub-systems. Finding the link between the technical energy system and the collaborations required in policy making was based on this system perspective. These two topics are invariably linked together. The integrations in the energy system increases the need for collaboration, whereas collaboration can increase (the effectiveness of) the integrations in the energy system.

▼ Over the past three decades,
interorganizational collaboration among human services nonprofits has dramatically increased to the point where collaborative arrangements among these organizations have become one the hallmarks of the new millennium. However, although the increasing popularity of
interorganizational collaboration among human service nonprofits has generated a lot of interest and research from a variety of disciplines and greatly contributed to our knowledge on nonprofit collaborations, there are still too many unanswered questions about how nonprofit collaborative partnerships form and how the conditions and factors of their formation shape the processes sustaining those partnerships and their effectiveness.
As such, the main goal of this dissertation is to examine the connections between the antecedents, the processes, and the outcomes of nonprofit partnerships. Informed by collaboration theory, institutional theory, and an evolutionary theory of organizing which suggests that
interorganizational relations are formed under particular conditions and that these conditions shape the development or evolution of the relations and their outcomes, this dissertation examined the connections between antecedents (impetus for collaboration and partner selection factors), processes (trust, communication quality, and conflict management effectiveness), and outcomes (quality and effectiveness) of 224 collaborative partnerships among nonprofits involved in the administration of human services in the State of Illinois.
The results from the comparison of 17 mandated and 17 voluntary nonprofit partnerships suggest that voluntary partnerships have less conflict and manage conflicts more effectively than mandated partnerships. Moreover, the results from the path analysis of 185 nonprofit partnerships suggest that some partner selection factors such as organizational reputation, prior experience, and homophily are directly related to trust and communicative quality, and indirectly related to the effectiveness of those partnerships. Furthermore, conflict management effectiveness was not directly connected to any of the partner selection factors, but was directly connected to trust and to collaborative effectiveness.
Additionally, trust was the best predictor of communication quality, conflict management effectiveness, collaboration quality, and collaborative effectiveness among human services nonprofits. Overall, the results of this investigation suggest that antecedents to nonprofit partnerships are directly connected to the processes sustaining those partnerships, and only indirectly connected to the effectiveness of those partnerships.

▼ Relations between organizations are vital for firms and their strategies. A common approach organizes interorganizational relationships into competition, cooperation, and coopetition. To contribute to this research, in this dissertation I focused on how managers interpret competitive, cooperative, and coopetitive relations with other organizations. Specifically, I studied managers’ interpretations of the characteristics of their interorganizational field and relationships, how they identify their competitors and cooperators, and their accounts of the practices and aspects involved in the planning and implementation of competitive, cooperative, and coopetitive relations. To capture managers’ interpretations, in this study I chose a grounded theory approach, selected the seafood processing industry in a Southern US state as the empirical setting, and interviewed the executives of seafood processors and representatives of other key organizations in this context. My findings capture the characteristics of the interorganizational field and relationships between organizations; the aspects that managers identify as key to making decisions regarding the classification of cooperators and competitors; and the aspects that managers’ interpret to be important for competition, cooperation, and coopetition. In doing so, the findings of my study contribute to research on interorganizational relationships by studying how managers’ interpretations of the interorganizational field and its characteristics shape relations with other organizations. Moreover, my findings contribute to this research by exploring the characteristics of interorganizational relations and the way managers make decisions and the aspects and practices they interpret to be important for competitive, cooperative, and coopetitive relationships with certain other organizations. I conclude the dissertation with a discussion of these contributions to the literature on interorganizational relationships, areas for future research, and the limitations of the study.

▼ This study proposes a framework for measuring and explaining partnership formation and resilience. The motivation for this study is that we currently do not understand the precise mechanism by which partnerships form or how they stay together in the face of change. The framework draws on a design view of systems to argue that partnerships manage change through boundary spanning practices that operate on multiple levels of social reality. The literature suggests that there are many different types of boundary spanning practices. Some types foster social-technical innovations called "boundary objects" while others facilitate the progressive standardization of those practices through the comparison and selection of boundary objects by social actors who are themselves transformed by their adoption of these objects. The framework proposes a way to measure partnership capacity and social learning that corresponds to the orders of boundary spanning practices. It furthermore proposes three hypotheses, one concerned with partnership formation and two concerned with resilience. The first hypothesis states that partnerships form through a convergence of boundary spanning practices and a community of practice. Convergence depends on a host of factors, including the capacity of innovators and early adopters to leverage their early successes to build additional capital to further promote and eventually institutionalize their boundary spanning practices. The second hypothesis predicts that partnerships that demonstrate a pattern of alignment practices integrating operational and strategic concerns will tend to oscillate within a defined range of partnership functions or "states" (restricted resilience). The third hypothesis predicts that partnerships that inculcate a learning culture of institutional design practices will tend to persist under a theoretically limitless range of environmental demands (general resilience). To assess the framework, four case studies of water resource management partnerships in the Columbia River Basin were carried out. Data collection centered on interviews with boundary spanners, field trips, and secondary data. The results partially confirmed the first hypothesis, while evaluations of the resilience hypotheses were inconclusive. However, boundary spanning practices were catalogued according to the various types of partnership processes to demonstrate how the methodology can be used for cross-case comparisons and theory-building.

▼ The purpose of this study was to understand the nature of ongoing collaboration among organizations that provide adult literacy education in communities. The research questions guiding this study were: 1) What is the role of resource
exchange in interorganizational collaboration? 2) What is the role of organizational and community image in interorganizational collaboration? 3) What is the role of internal and external pressures on interorganizational collaboration? 4) What are the
roles of interdependency and control in interorganizational collaboration? The study was built around two existing data sets. The first came from a process evaluation of a statewide adult literacy initiative in which the state sponsored a network for
locally-run literacy collaborations in over forty communities around the state. The second came from a single study of one of those participating communities. The evaluation team collected data through interviews, observations, and surveys of literacy
teachers, advisory board members, and other community stakeholders. The second set of data was subsequently collected in one community using the case study method. This data set included in depth interviews with three members of one literacy partnership.
Qualitative analysis of the data revealed positive and negative themes related to ongoing collaboration within a framework of four major categories: resource sharing, image enhancement, pressures to collaborate, and interdependence and control. Resource
sharing, coordination of services, and community and state support strengthened collaboration among literacy providers. Collaboration strengthened organizational and community image except where missions were incompatible or independence was an issue.
Pressures, both internal and external, affected ability and willingness to collaborate. Issues of interdependency and control challenged collaboration. Conclusions from the findings revealed three dominant processes: cost benefit analysis, power
dynamics, and reciprocity among partners. The model developed from these conclusions offers a rubric to strengthen collaboration through an overarching local structure. The characteristics of this model are that healthy collaboration 1) helps partners
identify and weigh the benefits and costs of collaborating; 2) is structured for organizations to recognize and negotiate power dynamics; and 3) is characterized by reciprocity.

▼ Over the past decade, the topics’ industrial cluster and interorganizational network has received much attention. A combination of both the topics in a country with a transition economy has not been fully studied. Thus, the purpose of this dissertation is to investigate whether geographic proximity can stimulate interorganizational interactions between firms in an industrial cluster, the Business Park Drenas in Kosovo. This dissertation is based on the Cluster theory and the Interorganizational Network theory. For the theoretical framework, a model was created based on the theories used in this dissertation and the two elements of the IMP Group’s Interaction model. The two elements, power/dependence and ooperation/conflict are used to connect the industrial clusters and the interorganizational network. Therefore, the dissertation provides a new pathway for researchers, since the Interaction model has not been considered in relation to industrial cluster and interorganizational network earlier. A qualitative research strategy was used in this study with an interpretivistic philosophy. The empirical findings and the analysis showed that interorganizational interactions are stimulated through proximity of firms. Trust is displayed as a key factor that stimulates knowledge exchange activities, informal relationships and valuable information exchanges, when selecting partners and relationships between firms and the government. This research may be of value for governments and firms of transition countries, since transition economies are characterized by lack of trust, both among firms and between firms and governments.

▼ Esta pesquisa tem o objetivo de fazer um estudo exploratório e explicativo da evolução da colaboração interorganizacional na indústria de biotecnologia no Brasil entre os anos de 2004 e 2008. A população escolhida foi o conjunto de firmas dedicadas de biotecnologia brasileiras, segmento de saúde humana. Para o mapeamento da população foram utilizadas informações da Fundação Biominas, da Fundação Biorio, da ABRABI Associação Brasileira de Empresas de Biotecnologia, das Fundações de Amparo a Pesquisa dos respectivos Estados brasileiros, universidades, incubadoras e APLs arranjos produtivos locais. O procedimento metodológico de coleta dos dados foi o questionário e entrevistas com o primeiro nível hierárquico das empresas pesquisadas, complementadas por dados secundários de fontes como boletins eletrônicos de revistas especializadas, sítios internet relacionados ao setor, artigos acadêmicos, seminários, simpósios, relatórios de firmas consultorias especializadas, publicações em jornais e revistas. O procedimento para análise de dados foi do tipo quantitativo e foi dividido em duas fases. Na primeira fase, foi desenvolvida análise gráfica da evolução da rede de colaboração interorganizacional e foram calculados os parâmetros caracterizadores da rede utilizando-se o software livre Pajek. Na segunda fase foi realizado tratamento estatístico dos dados por meio da técnica de regressão em painel. Os resultados apontam que: 1) a experiência cumulativa em fazer e gerenciar parcerias de colaboração ao longo do tempo cria um círculo virtuoso, uma retroalimentação positiva de aprendizagem interorganizacional; 2) as empresas com mais parcerias de colaboração se posicionam mais centralmente na rede de relacionamentos; e 3) as empresas mais centralizadas na rede de colaboração interorganizacional apresentam um maior crescimento econômico.
This research has the purpose to make an exploratory and explicative study of the interorganizational collaboration in the Brazilian biotechnology industry from 2004 to 2008. The population chosen was a set of Brazilian dedicated biotechnology firms, in the human health segment. In order to map this population, it was used information from: Biominas Foundation, Biorio Foundation, ABRABI ssociação Brasileira de Empresas de Biotecnologia, FAPs - Foundations for Research Promotion from Brazilian respective States, universities, incubators and Regional clusters. The methodology for field data collection was survey and interviews with the executives of the first level hierarchy of researched firms, complemented by secondary data from sources such as internet newsletter from specialized magazines, biotechnology industry web sites, academic papers, seminars, symposiums, professional services consulting firms reports, newspaper and magazines publications. ▼ Commitment is widely recognized as a crucial component for reaching long term, profitable relationships between firms. This study focuses on one specific dimension of the commitment construct, that of affective relationship commitment, since previous literature has indicated its centrality in achieving positive relationship outcomes. The thesis also explores the psychological contract, a construct derived from the field of organizational psychology, and investigate the content and consequences of the construct in relationships between customers and suppliers on the market for industrial supplies. In this thesis, the conceptual scope of the affective commitment construct is further developed, and it is argued that affective relationship commitment can only occur at the individual level. In order to understand its formation there is a need to incorporate relevant psychological aspects into the theory. By the use of qualitative and quantitative methods, the psychological contracts of individuals involved in customer-supplier relationships on the market for industrial supplies are investigated. Case studies were performed in Sweden and the USA, and a quantitative survey was conducted in Sweden, the United Kingdom and Spain. Findings show that the psychological contract does have value in describing and understanding perceived promises and obligations in the context of customer-supplier relationships, thus complementing established constructs such as relationship norms in the analysis of this type of relationships. It is indicated in the empirical findings that the relational orientation of the psychological contract, as well as the evaluation of it, has influence on the building of affective commitment. The study confirms the central role of trust in predicting the occurrence of affective commitment. It is also indicated that affective commitment, as an individual level construct, does have influence on the organizational level construct of behavioral commitment.

▼ Relacionamentos interorganizacionais são complexos e multifacetados, por sua natureza não apenas econômica, mas social e cultural. Por sua vez, estratégias de Marketing de Relacionamento não apenas possibilitam vantagens competitivas sustentáveis, mas podem interferir nos sistemas de símbolos e significados de organizações diferentes, através da frequência e qualidade das interações e pela existência de confiança, comprometimento, cooperação e aprendizados comuns. Considerando os fundamentos e práticas do Marketing de Relacionamento, o Marketing como área de fronteira dentro das organizações e as características e processos atinentes à Cultura Organizacional, este estudo teve como propósito analisar a contribuição dos relacionamentos interorganizacionais, especificamente entre fornecedores e clientes, nas suas transformações culturais organizacionais. Assim, tendo uma revisão literária na qual se abordaram a Cultura Organizacional, o Marketing de Relacionamento e as fronteiras organizacionais, foi efetuado um estudo qualitativo de casos múltiplos. Participaram da pesquisa funcionários e intermediários de canais de marketing de uma empresa moveleira (intitulada Empresa M) e de uma empresa de prestação de serviços financeiros (intitulada Empresa S). Foram realizadas quarenta e seis entrevistas em profundidade e uma observação, em quatro fases de pesquisa: a primeira e a terceira fases na Empresa M (vinte e seis entrevistas e uma observação), e a segunda e quarta na Empresa S (vinte entrevistas). A análise de dados utilizada foi a baseada na grounded theory. Os resultados indicam a importância da confiança, do comprometimento, da cooperação e dos processos de aprendizagem nas transformações das culturas organizacionais envolvidas; a importância destas dimensões na continuidade dos relacionamentos e na redução dos conflitos de papel dos interfaceadores; o papel da rotatividade e dos símbolos e significados não compartilhados em enfraquecer essas dimensões e respectivas relações. Por fim, evidenciam a existência de uma cultura interorganizacional, um sistema de símbolos e significados partilhados, por grupos ou indivíduos de organizações diferentes, de forma transitória ou específica a determinadas questões (perspectiva cultural da fragmentação).

▼ As relações de cooperação interorganizacionais ganham espaço na economia mundial e fazem surgir novas e diferentes configurações organizacionais, dentre as quais se destacam os arranjos produtivos locais (APLs). Em tais configurações, as relações estabelecidas entre os diferentes agentes resultam em interação e aprendizagem, exigindo melhor compreensão do processo da aprendizagem interorganizacional (AIO), que se torna tema relevante de investigação, sobretudo, por se tratar de um fenômeno complexo e emergente (ESTIVALETE; PEDROZO; CRUZ, 2008) e ainda em formação (INKPEN; TSANG, 2007), sobretudo, em APLs (REIS, 2008). Os estudos sobre AIO ainda são assinalados como limitados, incitando a necessidade da ampliação do escopo de análise. Portanto, a presente tese aborda justamente este processo da AIO em contexto APL, entendendo-a como parte de um continuum da aprendizagem organizacional. Diante do exposto, questiona-se: Com base nos relacionamentos horizontais estabelecidos entre os diferentes agentes num APL, como se constitui a AIO? Ante a questão de pesquisa, esta tese tem como objetivo principal compreender o processo da AIO que ocorre por meio dos relacionamentos horizontais estabelecidos entre os diferentes agentes num APL, a partir de um framework teórico. Visando atingir o objetivo delineado, foi realizado um estudo de caso no APL de gemas e pedras preciosas de Soledade RS, envolvendo três etapas na sua execução, nas quais os dados foram coletados por meio de técnicas diversificadas, abrangendo oitenta e um participantes: entrevistas semiestruturadas, entrevistas não estruturadas, observação não participante e grupo focal, além de dados secundários. Os dados foram analisados por meio de análise de conteúdo e todo o processo teve como apoio o programa de análise em pesquisas qualitativa, o NVivo 9. Com os resultados da presente pesquisa entende-se estar contribuindo para o avanço do conhecimento existente a respeito da AO na área dos estudos organizacionais, uma vez que contempla o nível de análise menos explorado, o interorganizacional, bem como, para o avanço do entendimento de relações interorganizacionais em APLs. Ainda, acredita-se que a pesquisa se reveste de relevância na medida em que contribui para o estudo em profundidade dos aspectos relacionados a AIO, com a apresentação de um framework para a melhor compreensão do processo da AIO em contexto de APLs. Tal esquema conceitual analítico considera as atividades cotidianas nos diferentes espaços sociais de aprendizagem (estruturados e não estruturados) que proporcionam o estabelecimento de relacionamentos entre diferentes agentes, propiciando a ocorrência de episódios de aprendizagem, os quais são analisados por meio do constructo da AIO, formado por seus elementos constitutivos: confiança, cooperação, proximidade social, interações sociais, interdependência e suscetibilidade para o aprendizado. ▼ Interorganizational relationships (IORs) can offer community sport organizations (CSOs) a comprehensive and coordinated approach to address the complex issues in their environment (Misener & Doherty, 2014). IORs offer each partner access to specialized knowledge, information, and material resources (e.g. human, financial, infrastructure) that otherwise may be unattainable on their own (Huxham & Vangen, 2000). One type of partnership that may offer significant benefit to CSOs is public-sector partners such as municipal recreation departments who work closely with CSOs to coordinate facility use and offer support for sport delivery in their communities (Thibault, Frisby, Kikulis, 1999). However, the resource exchange and evaluation of IORs between CSOs and municipal partners has not been well understood (Jones, Edwards, Bocarro, Bunds, & Smith 2018).
The study draws on resource dependency theory (Pfeffer & Salancik, 1978) as a lens for understanding how organizations can navigate power and resource flow in order to reduce environmental uncertainty and dependence (Hillman, Withers, & Collins, 2009). For CSOs, access to specific resources, and particularly infrastructure/facilities, is crucial to achieving their mandate. However, cross-sector partnerships may not achieve their potential because of imbalanced resources, misalignment of values, and different accountability structures and missions (Misener & Misener, 2017). Therefore, it is necessary to gain a greater understanding of the nature of resource exchange and potential dependency in CSO-public partnership.
Partnership evaluation is often overlooked due to the absence of objective metrics, lack of evaluation skills, and inadequate time devoted to assessment (Babiak & Willem, 2016). Key components of evaluation include scoping, planning, managing, resourcing, and sustaining/terminating partnerships. In light of possible resource dependencies that shape the nature of public-CSO relations, it is essential to understand how resources influence evaluation practices in these partnerships (cf. Provan & Milward, 1998; Babiak, 2009). The purpose of this qualitative study is two-fold to (1) understand the nature of resource exchange and potential dependency in CSO-public partnerships, and (2) explore how resources influence partnership evaluation practices in CSO-public partnerships.
Semi-structured interviews were conducted with the Manager/Coordinator/Director of Community Sport Relations (or similar position) within the Department of Recreation Services in five mid-size municipalities in Ontario. These individuals are responsible for managing facility distribution, providing support, collaborating on events, and managing communication with CSOs. Interviews were then conducted with 19 CSO Presidents (or their representative) from these communities who represent different sports and sizes of CSOs. ▼ Relationships between the collective actors within
interorganizational relationships are a growing area of research in management.
Interorganizational networks continue to be a popular mechanism used by organizations to achieve greater performance. Organizations develop competencies to work with other organizations, but the confidence of these organizations to use these strengths for a competitive advantage has yet to be empirically examined. The purpose of this study is to examine organizational efficacy, how competencies may related to that efficacy, and the relationship of efficacy with performance. The goal of this study is to observe the relationship among trust, dependence, information quality, continuous quality improvement, and supplier flexibility with organizational efficacy. In addition, the relationship between organizational efficacy and performance is also observed. There are two primary research questions driving this study. First, what is the relationship between trust, dependence, information quality, continuous quality improvement, supplier flexibility and organizational efficacy? Second, what is the relationship between organizational efficacy and performance? The theories supporting the hypotheses generated from these questions include theories such as social cognitive theory, quality improvement, and path-goal theory. Data collected from the suppliers of a large university support the hypotheses. Regression analysis and structure coefficients were used to analyze the data. Results indicate that both research question one and research question two are supported. In addition, the theoretical model as a whole, which indicates a mediating relationship, was examined and discussed. This study contributes to both academic and practice by examining efficacy in an
interorganizational setting. In addition, as organizations better understand the relationship between competencies and confidence, they will better know how to collectively work to achieve greater results with more attention being placed on monitoring the relationship in order to experience more desired outcomes. Limitations of the current study and opportunities for future research are also discussed.

▼ Original Equipment Manufacturer (OEM) is a term used
in many industries to describe a company that produces parts and
equipment that may be marketed by another manufacturer. In the
aviation industry, the aircraft engine OEM refers to the company
that manufactures engines powering the aircraft. The OEM
manufactures the engine, defines the required maintenance to
operate the engines, and recommends product modifications. Product
modifications are recommended to improve product safety,
durability, reliability, and cost of ownership and are formally
communicated through issuance of service bulletins. Properly
performing the required maintenance and adopting service bulletins
is an important element of maintaining a high standard regarding
safety performance. The aircraft engine OEM is the source of
knowledge regarding how to properly and effectively perform
standard maintenance tasks. The OEM also has information related to
service bulletins that is critical to properly assess and adopt
service bulletins. This study identifies the critical elements of
engagement between aircraft engine OEMs and airlines during two
processes. The first process studied was the adoption of service
bulletins and included how the airline becomes aware of a service
bulletin, how they assess the need to perform the service bulletin,
and finally how the airline prepares and executes on the adoption
of the service bulletin. The OEM engagement was identified and
analyzed during each phase of this process. The second process
studied was how the airline identifies when they need support from
the OEM to properly complete required maintenance and inspection
tasks. OEM engagement was identified and analyzed during this
process. Critical elements required for effective and efficient
engagement identified in this study are then compared to existing
literature on effective
interorganizational engagement. Applying
the learnings from this study to the more generic process maps
developed in previous studies allowed for a specific process map
for ensuring effective and efficient engagement between aircraft
engine OEMs and airlines, in this specific context. This

▼ Nas últimas décadas, termos como alianças estratégicas, parcerias, sociedades, conglomerados, consórcios, joint venture, redes e outros, ganham expressividade, até mesmo entre empresas tradicionalmente concorrentes. Essas são expressões de relacionamentos interorganizacionais entre empresas não cooperativas. Por outro lado, o cooperativismo, guardião do princípio da cooperação entre cooperativas, denominado intercooperação, apresenta dificuldades para expressar ações desta natureza. É neste sentido que a presente pesquisa buscou identificar e analisar as razões e os fatores condicionantes do desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário. Os objetivos específicos foram os seguintes: a) Descrever o relacionamento do cooperativismo agropecuário com a sociedade; b) Analisar a importância da intercooperação para o cooperativismo agropecuário; c) Identificar quais são as principais razões para desenvolver relacionamentos de intercooperação no cooperativismo agropecuário; d) Verificar quais são e qual a importância dos fatores condicionantes do desenvolvimento de relacionamentos intercooperativos no cooperativismo agropecuário; e) Verificar a influências de diferentes expressões de intercooperação na singularidade das cooperativas agropecuárias; f) Compreender por que as cooperativas agropecuárias não cooperam entre si com mais intensidade; g) Verificar o que poderia ser feito para desenvolver relacionamentos intercooperativos no cooperativismo agropecuário; h) Identificar se existem especificidades nos relacionamentos intercooperativos em relação aos relacionamentos interorganizacionais não-cooperativos. A construção teórica observou as diferentes óticas da cooperação: cooperação sob a ótica biológico-comportamental; sob a ótica social e humana e sob a ótica econômica, buscando revelar um ser humano cooperativo. Estas diferentes óticas de cooperação é que possibilitam e estimulam a emergência de relacionamentos interorganizacionais. Relacionamentos estes com suas formas, razões e aspectos facilitadores do seu desenvolvimento. Contudo, o modelo cooperativo agropecuário, apesar de estar ancorado na cooperação entre indivíduos, possui dificuldades para expressar tais relacionamentos entre as diferentes organizações cooperativas. Diante deste raciocínio teórico é que a pesquisa foi estruturada. Os procedimentos metodológicos levaram em conta a complexidade e a multiplicidade de dimensões associadas à intercooperação. Por isso, a pesquisa foi ancorada nos enfoques qualitativo e quantitativo de forma complementar. ▼ Neste estudo, buscou-se analisar os relacionamentos interorganizacionais no setor hoteleiro das destinações turísticas de Gramado e Canela (RS), em contexto de aglomeração territorial. Para isso, foram assinaladas as características do turismo nessas localidades e; descritos os atores do setor hoteleiro presentes na aglomeração e, feitas analises da confiança, dos relacionamentos informais e das ações cooperadas existentes no universo delimitado como estabelecimentos de hospedagem, selecionados como hotéis e pousadas. A fundamentação teórica foi estruturada com os temas atividade hoteleira e redes. Como metodologia, foi procedido levantamento de dados primários e secundários. Os dados primários, coletados com uso de questionário, através de uma pesquisa de campo, foram tratados com medidas estatísticas descritivas e inferenciais, bem como com técnicas de análise fatorial. A pesquisa é aplicada-comparativa, caracterizada como descritiva, com uma abordagem quantitativa, sendo identificada como censitária. Por conclusão, avalia-se que a aglomeração territorial não está sendo estrategicamente explorada, no sentido de gerar relacionamentos interorganizacionais no setor hoteleiro das destinações turísticas de Gramado e Canela; bem como não há uma sinalização suficiente acerca da confiança, a qual constitui-se em condição sine qua non de cooperação. This study analyzes the interorganizational relationships in the hotel Sector, in the tourism destinations of Gramado and Canela (RS), in the context of territorial clusters. It outlines the characteristics of tourism in these localities, describes the players in the hotel Sector present in the cluster, and carries out analyses of the levels of trust, informal relationships, and the cooperative actions that exist in the universe delimited as hospitality establishments, namely, hotels and guesthouses. The theoretical background was structured with the themes of hotel activity and networks. The methodology used was a survey of the primary and secondary data. The primary data, collected by means of a questionnaire, through a field study, were analyzed using descriptive and inferential statistical measurements, as well as techniques of factorial analysis. This was an applied-comparative study, characterized as descriptive, with a quantitative approach, identified as a survey. The study concludes that the territorial cluster is not being strategically exploited, in the sense of generating interorganizational relationships in the hotel sector of the tourism destinations of Gramado and Canela; and that there is insufficient evidence of trust, which constitutes a sine qua non condition for cooperation. Finally, some limitations of the study are pointed out, and some suggestions for further study

▼ O presente trabalho parte de duas proposições teóricas para chegar ao seguinte problema de pesquisa: Como os ganhos competitivos em redes de cooperação podem ser proporcionados aos artesãos em uma iniciativa de comércio justo? A partir deste problema de pesquisa, o trabalho tem como objetivo compreender empiricamente quais ganhos competitivos apresentados pela literatura são proporcionados aos artesãos que fazem parte de uma iniciativa de comércio justo e como os diversos atores que participam dessa iniciativa percebem esses ganhos competitivos. Para cumprir com o objetivo principal, os seguintes objetivos específicos foram determinados: identificar uma iniciativa de comércio justo de artesanato e analisá-la como uma rede de cooperação; mapear os atores que compõem essa iniciativa de comércio justo; identificar os ganhos competitivos dos artesãos a partir da visão da iniciativa de comércio justo; identificar os ganhos competitivos percebidos pelos artesãos que integram a iniciativa de comércio justo; complementar a análise com a visão de parte dos demais atores da rede sobre os ganhos competitivos identificados; e comparar os achados com os princípios e características do comércio justo. Como metodologia de pesquisa, foi realizado um estudo exploratório, com estratégia de estudo de caso único integrado com abordagem qualitativa. O caso estudado foi o da Rede Asta, sendo que as fontes de evidência utilizadas foram 8 entrevistas com roteiro semiestruturado, documentos da Rede Asta e observação direta informal, enquanto o tratamento e análise dos dados foram feitos por meio da análise de conteúdo, resultando em 20 categorias analíticas e 7 categorias finais após o reagrupamento das referidas categorias analíticas. Como primeiros resultados, foi possível justificar a escolha do caso, o analisando também como uma rede de cooperação. Ainda, os principais atores dessa rede foram mapeados, sendo eles os fornecedores, os grupos produtivos, a Rede Asta, as conselheiras, o consumidor final, as empresas e as organizações parceiras. Ao analisar o ganho competitivo de escala e poder de mercado, os principais achados foram relacionados ao acesso a mercados consumidores e ampliação de vendas, à relação com os fornecedores e à credibilidade e legitimidade. No ganho de acesso a soluções, os principais achados foram sobre as capacitações para precificação, a prospecção de empresas, a comunicação e valorização cultural e o acesso a crédito diferenciado. Em aprendizagem e inovação, os principais achados foram de troca de informações de mercado, tendências, produtos e técnicas, e de desenvolvimento de um novo produto. Já no ganho de redução de custos e riscos, os achados foram sobre a segurança de pagamento, adiantamentos e investimentos, e sobre o compartilhamento de atividades e complementariedade de técnicas. ▼ Este estudo analisa aspectos que influenciam o desenvolvimento de arranjos verticais na siderurgia brasileira a carvão vegetal. Ele demonstra que produtores de ferro-gusa tendem a realizar mais parcerias e processos de verticalização ao longo da cadeia produtiva, e que tais mudanças devem influenciar positivamente a competitividade e desempenho ambiental das empresas do setor. Seus resultados decorrem do acompanhamento de treze casos, escolhidos por suas contribuições teóricas e pela capacidade de se capturar relatos históricos e em tempo real de processos envolvendo a formação de arranjos verticais. Eles indicam que parcerias e processos de verticalização ao longo da cadeia de valor representam alternativas de produtores de ferro-gusa para se reduzir incertezas, atender a pressões institucionais, obter ganhos em eficiência e atuar em mercados mais estáveis, lucrativos e diferenciados. O desenvolvimento desses arranjos depende de práticas de gestão específicas, no entanto. Por exemplo, a eficiência na verticalização a montante para as atividades envolvendo o carvão vegetal está associada a diversas economias de escala no processo, seja em etapas silviculturais ou de carbonização. A promoção de pequenas carvoarias do país está condicionada igualmente a parcerias intersetoriais, envolvendo siderúrgicas, instituições sem fins lucrativos, comunidade, agentes do governo, dentre outros. Já no âmbito da verticalização para as atividades de fundições de ferro e aciarias, observa-se que tal estratégia passa pelo desenvolvimento de competências relacionadas a habilidades comerciais e qualidade técnica na produção. Vale ressaltar que a dissertação apresenta níveis de análise avançados em relação à grande parte dos estudos sobre o tema, por adotar abordagem setorial e buscar elementos de diferentes perspectivas teóricas. Nesse sentido, merecem destaque em sua revisão de literatura discussões relativas a custos de produção, economia dos custos de transação, competição baseada em competências, escolhas estratégicas e teoria institucional. Em termos metodológicos, a pesquisa segue abordagem qualitativa, tem propósitos exploratórios e adota a estratégia de casos múltiplos. A coleta de dados consistiu principalmente de entrevistas semiestruturadas realizadas com vinte e sete pessoas de quinze diferentes organizações. Todas as entrevistas foram gravadas e transcritas, e para o tratamento desse material foi seguida a técnica de análise de conteúdo, feita com o auxílio do software NVivo 8. A pesquisa indica ainda oportunidades estratégicas para as empresas do setor a partir de três possibilidades de aproximação entre agentes da cadeia produtiva: (i) integração vertical de guseiros para a produção de autopeças; (ii) formação de consórcios industriais para a produção de aço, e (iii) intensificação de alianças e polos industriais de siderúrgicas independentes.

In a business to business context, the adoption of a disruptive technology can introduce great risks and benefits for all involved parties. In order to investigate the issues surrounding disruptive technology adoption, this dissertation analyzes the roles of buyers, suppliers, and employees within the adoption process. First, it is found that interorganizational trust has a positive impact on the likelihood of disruptive technology adoption, thus benefitting incumbent suppliers. Second, pre-existing interorganizational trust is shown to lead to lower quality adoption decisions from the buyers' perspective. Finally, employees are found to be less likely to accept disruptive technologies, as compared to incremental technologies. The influence of buyer, supplier, and employee relationships are complex and are explored in further detail in the following studies.

Prior research has established that collaborative multi-stakeholder processes can achieve collaborative advantage for participating stakeholders and society at large. However, less research has been conducted on how such collaborative processes can be facilitated and what competencies are required of a facilitator of such processes. My research sought to identify the competencies of a facilitator of multi-stakeholder collaboration processes addressing wicked problems.
I adopted a qualitative research approach applying grounded theory principles, informed by an interpretivist-constructionist research paradigm to answer my research questions. I gathered data through semi-structured interviews with experienced facilitators and drew on a literature study to compare and affirm interview findings against, as well as to identify other knowledge gaps.
I established that the facilitation processes consist of a primary and secondary process that is cumulatively best represented by Theory U’s five-phases. Stakeholders, the facilitator and the process pose numerous risks to the successful outcomes of a collaborative process, but the risks are likely to vary subject to the problem domain context and the relevant stakeholders. I identified design, container building and holding, intentional communication, self-awareness, and capacitation as five key facilitator competencies, together with the underlying knowledge, skills, aptitudes and character traits that constitute these. Further research can be conducted to affirm and substantiate the competencies identified together with exploring the mechanisms by which such competencies can be developed.

▼ Centraal in dit onderzoek staat de vraag welke attitudeverschillen er tussen Nederland en China bestaan ten opzichte van de formele en informele beheersing van een interorganisatorische relatie. Om een antwoord op deze hoofdvraag te formuleren wordt aansluiting gezocht bij de theorie van Hofstede, die uitgaat van vijf cultuurdimensies die door ieder land op een andere wijze worden ingevuld. Dit maakt het interessant om te onderzoeken of er een link bestaat met een attitude waarin formalisme meer op de voorgrond treedt of dat er juist een link is met een attitude waarin vertrouwen de basis is. De vijf cultuurdimensies die in dit onderzoek nader worden uitgelicht zijn: machtsafstand, individualisme, onzekerheidsvermijding, masculiniteit en langetermijndenken. Naast de theorie baseert dit onderzoek zich grotendeels op de praktijk van een Nederlands-Chinees samenwerkingsverband. Hieruit blijkt dat een gemeenschappelijk belang een belangrijk startpunt is om de samenwerking verder uit te bouwen. Een tweede conclusie is dat Nederland als gevolg van het nastreven van het collectief belang meer water bij de wijn heeft gedaan door af te stappen van zijn drang naar formalisme en meer heeft gehandeld op wederzijds vertrouwen.

▼ Op grond van de nieuwe Jeugdwet zijn met ingang van 2015 de Nederlandse gemeenten verantwoordelijk voor een kwalitatief en kwantitatief toereikend aanbod voor de jeugdhulp. Deze transitie ging gepaard met een transformatieopdracht en een bezuiniging. Voor deze zorgtaken doen gemeenten een beroep op het externe zorgveld. De doelstelling van dit onderzoek betreft het verkrijgen van inzicht in de verhouding tussen control en vertrouwen in een nieuwe relatie tussen gemeenten en zorgaanbieders bij de zorginkoop van ambulante jeugdhulp. Kenmerkend voor de context is dat gemeenten bij aanvang van het transitiejaar geen zekerheid hadden in welke mate er een beroep op ambulante hulp zou worden gedaan. Daarnaast waren gemeenten verantwoordelijk geworden voor een nieuwe voorziening waar risico’s op onvoldoende aanbod van kwalitatieve en veilige hulp minimaal moesten zijn. Gemeente A kiest een hiervoor andere route dan gemeente B om de transformatie vorm te geven. Gemeente A verlegt gedurende de periode 2015-2016 de route en dit proces is nog volop in ontwikkeling. Gemeente B kiest bij aanvang een nieuwe route door middel van een nieuw concept. Gemeente A heeft gekozen om op gelijke wijze de ambulante jeugdhulp af te nemen van jeugdhulpaanbieder A als vóór 2015 en zet hierbij weinig controlinstrumenten in. Dit betreft een tijdelijke keuze. De overschrijding van het jeugdhulpbudget en het gebrek aan informatie bij de gemeente wordt gezien als een ongewenste situatie en in de toekomst zal control gaan toenemen. De rol van ‘competence trust’ en ‘system trust’ speelt bij aanvang een rol en naar gelang de samenwerking ontwikkelt ook ‘goodwill trust’. Uit dit onderzoek blijkt niet dat control interacteert met vertrouwen. Deze relatie kenmerkt zich door hoge mate van vertrouwen en een losse vorm van control bij de ambulante jeugdhulp. Gemeente B heeft gekozen om de ambulante jeugdhulp op een nieuwe wijze vorm te geven door banden met bestaande zorgaanbieders door te knippen en aan de slag te gaan met een nieuwe organisatie om zo de transformatie vorm te geven. Gemeente B kiest voor populatiebekostiging. Hierbij zet zij een intensieve vorm van control in. Zowel ‘social controls’ in de vorm van intensieve communicatie, als ‘behaviour’ en ‘output controls’. Door de jaren van voorbereiding hieraan voorafgaand is er sprake van een sterke vorm van ‘goodwill trust’ en naar gelang de samenwerking ontwikkelt zich ook ‘competence trust’. Deze relatie kenmerkt zich door een hoge mate van vertrouwen bij aanvang die zich verder ontwikkelt door een sterke vorm van control. Control en vertrouwen interacteren voortdurend met elkaar. Verklaring voor de intensiteit van control kan liggen in de risico’s van het gehanteerde bekostigingsmodel en het nieuwe organisatiemodel. De politieke context speelt voortdurend een rol in de relatie tussen gemeente en jeugdhulpaanbieders. De rol van de burger wordt belangrijk geacht door gemeenten maar is weinig van invloed op de relatie zolang er geen ontevredenheid is.

▼ Achieving network performance is a vital goal in response to the increase of inter-organizational networks public organizations involve. The primary aim of this research is to examine the factors that predict performance in public management networks by disentangling the idea that collaboration requires both diversity and unity. Drawing upon diversity theories, social capital theory and management literature as theoretical lenses, this dissertation serves to investigate the following questions:
1. What is the collaborative decision-making process in inter-organizational networks?
2. How does social capital mediate the relationship between network member diversity and performance?
3. How does network management strategy moderate the relationship between social capital and network performance?
My dissertation answers these questions by examining Metropolitan Planning Organizations (MPOs) in the United States, one of the regional transportation networks. MPOs are formal inter-organizational networks that go beyond informal and intra-organizational networks. The focus here is on collaborative decision-making activities by individuals (mostly top-level administrators) who represent organizations working across their boundaries. This dissertation provides an important evidence of the interactive effects between network management behaviors and structural properties of networks on performance; it also contributes to the existing knowledge of inter-organizational dynamics in transportation planning networks.

Theoretical framework: This thesis uses theories of business relationships, management information systems and interorganizational accounting.
Conclusions: Despite a difference in the relations the interorganizational accounting is designed and used in a similar way. The interorganizational accounting that exists in the two relations has a medium scope, fast timeline, high aggregation and high integration. The information is mainly used for attention directing and for decision making.
