▼ Globalization of the world’s economy, containerization, intermodalism and specialization have reshaped transport systems and the industries that are considered crucial for the international distribution of goods such as the port industry. Simultaneously, economies of location, economies of scope, economies of scale, optimization of production factors, and clustering of industries have triggered port regionalization and inland integration of port services especially those provided by container terminals. In this integration dry ports have emerged as a vital intermodal platform for the effective and efficient distribution of containerized cargo. Dry ports have enabled port and hinterland expansion increasing the competitiveness of container terminals at seaports. In consequence, container terminals and dry ports are establishing formal and informal relationships to strengthen the competitiveness of their hinterlands and to improve their role in the physical distribution of goods. This study assesses the characteristics of relationships between container terminals and dry ports. Such assessment is conducted based on a set of relationship characteristics proposed in a relationship assessment model for customer/supplier, in which dry ports are given the role of suppliers of port services to container terminals. In addition, the research assesses the impact of the relationships between container terminals and dry ports on inter-port competition. The main findings of the research led to conclude relationships between container terminals and dry ports are characterized by medium mutuality, low particularity, low co-operation, low conflict, low intensity, low interpersonal inconsistency, high power/dependence and medium trust. Additionally, it was concluded that such relationship characteristics impact inter-port competition in two main ways. In one hand by driving container terminals to maximize the utilization of dry port’s capabilities such as container transport/delivery, container storage, customs clearance, information systems and intermodal connections to industrial clusters. On the other hand, by constructing channels of interaction through which dry port’s benefits for hinterlands such as increase of container terminal capacity, reduction of road congestion, increase of modal shift and hinterland expansion are used as leverage in competition for containerized cargo.

▼ Future-proof design of quay walls is an interesting issue in civil Engineering, because of the dynamic environment in which quay walls are operating. Designers are confronted with time-changing requirements such as larger retaining heights and heavier loads. However, a technical and financial analysis has revealed that the design of new quay structures can, under certain conditions, be made future-proof by standardization. By standardizing the design, this may achieve a certain degree of flexibility. This means that a quay wall can be converted for multiple types of vessels or multiple types of cargo and therefore becomes future-proof. Various standard principle solutions are applicable. However, it should be noted that the exact dimensions of quay wall components, for instance the substructure (the front wall) and the superstructure (the capping beam or relieving platform), can in principle not be standardized. The dimensions depend namely on major factors such as local geotechnical conditions, surcharges, retaining height and the presence of a relieving platform. Nevertheless, standardization is possible in two ways. Firstly, by driving the front wall to a deeper layer than it is necessary in the first instance and dredging the front side of the quay wall at a later stage. This can be done by constructing all quay walls at equal depth, by area. This is a decision based on the local depth of the navigation channels and the expected business activity in the different areas. Secondly, by making a strategic choice for a particular quay component or a particular port area. Both ways lead to higher initial investment costs but results in a quay wall which is significantly more future-proof. From a technical and financial assessment it can be concluded that when heavy loads and large retaining heights are involved, a combined steel quay wall with a concrete relieving platform (often used by deep-seagoing vessels) is suitable and for inland barges an anchored combined wall should be applied. In case of a relieving platform, the floor should be located at NAP-2m with a length of 15m. Quay walls used by inland barges should consist of a capping beam and a combined wall. ▼ The continuous growth of international trade and development of containerization bring about the emergence and development of inland ports- inland sites performing seaport functions that do not require waterways (also called dry ports). However, so far inland/dry port research has paid very limited attention to Canadian inland ports. CentrePort Canada, located in Winnipeg where manufacturing is the largest industry, is the first Canadian inland port with three transportation modes and foreign trade zone status and is endeavoring to attract more businesses especially in manufacturing. This thesis thus aims to investigate whether CentrePort Canada, especially the North part, is an attractive site for manufacturers to locate their businesses. Attractiveness is measured by matching CentrePort Canada features with the location factors considered by specific manufacturers. Eight case studies involving in-depth interviews are conducted to explore manufacturers’ perspectives on site selection factors and CentrePort Canada (North). Three groups of manufacturers are included: established companies located in CentrePort Canada South, new companies located in CentrePort Canada North, and established firms located elsewhere in Winnipeg. This thesis concludes that CentrePort Canada North is so far attractive to Winnipeg-based companies having plans to relocate within the city and outside manufacturers distributing to new markets. Winnipeg-based companies more appreciate CentrePort Canada-related features including available land, low land cost, and CentrePort Canada Way, while outside manufacturers are more interested in regional features such as low business costs, taxes and incentives, market access, and ease of transportation. For attracting new manufacturing operations, governments need to provide more manufacturing-related incentives and the inland port should improve its services and promote more actively to the outside manufacturing industry. This study not only adds to Canadian inland port research, but also supports the adaptation of a relational approach integrating behavioral and structural location theories in addressing a site attractiveness evaluation. ▼ Résumé : La qualité des services est considérée de plus en plus comme un paramètre essentiel de la conception des services sociosanitaires (MSSS, 2005). Selon les divers modèles théoriques de la qualité des services (Donabedian, 1980; Kroger, 2007; OMS, 2004), la continuité des services en constitue une composante importante, surtout pour une organisation des services qui se veut de plus en plus intégrée. La continuité est abordée ici en s'appuyant sur la définition tridimensionnelle qu'en donnent Reid, Haggerty & McKendry, (2003). Elle est relationnelle, ce qui implique l'existence de rapports significatifs entre professionnels et usagers. Elle est informationnelle, ce qui suppose de rendre accessibles aux professionnels les informations requises pour l'exercice de leurs fonctions. Enfin, il faut ajouter la dimension d'approche, laquelle renvoie à la cohérence des diverses actions accomplies pour le bien-être et au bénéfice de l'usager. Le dossier clinique se présente comme une fenêtre par laquelle les trois objets que sont la qualité des services, l'intégration des services et la continuité des services peuvent se révéler et s'articuler. Pourtant, peu de recherches ont analysé le dossier clinique spécifiquement sous cet angle, privilégiant plutôt les études portant sur sa conformité à certaines normes (audits) ou l'utilisation des dossiers cliniques dans une optique de triangulation des données. La présente étude aborde le dossier clinique en tant qu'observatoire de la continuité. Cette position s'explique par les contextes social et scientifique actuels, qui considèrent la continuité comme une dimension transversale de la qualité (Kroger et al. 2007) et la voient comme à la fois une condition et un effet de l'intégration des services. Notre étude vise à repérer et à catégoriser des indices de continuité des services tels qu'on les retrouve dans des dossiers cliniques d'usagers inscrits en gestion de cas, et ce, dans le but de contribuer à l'accroissement de la qualité dans les services dispensés aux personnes âgées. En identifiant les façons dont les professionnels inscrivent des traces de continuité dans les dossiers cliniques des usagers et en dégageant les composantes de la continuité qui sont présentes dans les rédactions, la pertinence de l'usage des dossiers cliniques dans l'analyse de la continuité est précisée et quelques pistes méthodologiques d'analyse de la continuité des services peuvent être esquissées. Nous avons procédé à l'analyse de 16 dossiers cliniques de personnes âgées de 75 ans et plus, qui vivent dans deux territoires où existent des réseaux intégrés de services et qui sont inscrites en gestion de cas depuis au moins six mois. L'information contenue dans les dossiers cliniques des usagers a été extraite à l'aide d'outils conçus à cette fin spécialement pour notre étude. L'approche qualitative que nous mettons à contribution opère un double mouvement analytique de déduction et d'induction des formes de continuité que l'on retrouve dans les dossiers cliniques. It is all related to transport costs as well as to the attributes of what is being transported. However, regulations, laws, and tariffs can influence transportability. Countries around the world have been changing their international trade policies by reducing both tariff and non-tariff barriers. Informal barriers hinder trade and the benefits of export, such as economic growth, that come with the achievement of trade liberalisation. It was found that the impact of transport costs on trade patterns has become an important study. Theoretical and empirical work in international trade only recently began considering the geography of exports as a possible explanation for high transport costs. For instance, factors such as distance, market size, scale economies, and agglomeration affect transportation costs around the world. Transport costs in South Africa are a relevant issue due to its geographical position. South Africa is situated far from its major trading partners. In addition, the majority of South African exports originate in Gauteng, which is around 600km from the nearest seaport. For South African exports to remain competitive, domestic transport costs must be reduced. One method of cutting costs is by connecting a container dry port with an intermodal transport system to the major seaports (namely Durban, Port Elizabeth, and Cape Town). The empirical study was conducted in the form an interview-based questionnaire. A total of 18 questions were asked to individuals at a terminal in Gauteng. The purpose of the questionnaire was to gather information on the service delivery of South African inland terminals. This led to the conclusion that City Deep functions well in terms of service delivery and provides extra services to both exporters and importers. Potential problems regarding City Deep's infrastructure were identified. It was found that train and truck congestion within City Deep is an everyday phenomenon. The existing infrastructure cannot handle the train and truck traffic entering City Deep. It was found that clients prefer road transportation to rail transportation, therefore, the amount of trucks entering and leaving City Deep causes congestion. This not only affects the infrastructure at City Deep, but also that of South Africa. More trucks on the roads exacerbate air pollution and road accidents, and overloaded trucks damage South African roads.

Although that “quality” issue has become apparent for the modern port industry, a limited number of ports have developed quality oriented approaches. The research questions to be answered in this thesis concerning the reasons for the limited application of quality management approaches within the port industry and also the prospects of employment of quality management practices as a pathway for the modern ports into a quality service orientation. In this thesis an interrelation between the port industry characteristics and the quality management requirements is undertaken in view of the research questions. Furthermore, the use of integrated quality management practices and the trends in quality management within the port industry are examined through literature review and survey. Qualitative analysis of the research data leads to conclusions which are evaluated through a case study in the port of Piraeus cruise terminal. This research concludes that the limited number of quality management applications within the port industry due to the following reasons: - The complexity of the port industry have been a barrier for the development of quality management approaches - The absence of specific quality standards for the port industry is a disadvantage for the quality management implementation - The quality of the port services depends οn the operation of the total port production chain - The holistic character of the Total Quality Management is a main barrier for its application in the port industry Finally, this thesis outline that a prosper environment for the application of quality management within ports could be achieved through an integrated multi-systemic quality management approach on a port community level.

▼ Position information has been very important. People need this information almost everywhere all the time. However, it is a challenging task to provide precise positions indoor/outdoor seamlessly. Outdoor positioning has been widely studied and accurate positions can usually be achieved by well developed GPS techniques. However, these techniques are difficult to be used indoor since GPS signals are too weak to be received. The alternative techniques, such as inertial sensors and radio-based pseudolites, can be used for indoor positioning but have limitations. For example, the inertial sensors suffer from drifting problems caused by the accumulating errors of measured acceleration and velocity and the radio-based techniques are prone to the obstructions and multipath effects of the transmitted signals. It is therefore necessary to develop improved methods for minimising the limitations of the current indoor positioning techniques and providing an adequately precise solution of the indoor positioning and seamless indoor/outdoor positioning. The main objectives of this research are to investigate and develop algorithms for the low-cost and portable indoor personal positioning system using Radio Frequency Identification (RFID) based multi-sensor techniques, such as integrating with Micro-Electro-Mechanical Systems (MEMS) Inertial Navigation System (INS) and/or GPS. A RFID probabilistic Cell of Origin (CoO) algorithm is developed, which is superior to the conventional CoO positioning algorithm in its positioning accuracy and continuity. Integration algorithms are also developed for RFID-based multi-sensor positioning techniques, which can provide metre-level positioning accuracy for dynamic personal positioning indoors. In addition, indoor/outdoor seamless positioning algorithms are investigated based on the iterated Reduced Sigma Point Kalman Filter (RSPKF) for RFID/MEMS INS/low-cost GPS integrated technique, which can provide metre-level positioning accuracy for personal positioning. 3-D GIS assisted personal positioning algorithms are also developed, including the map matching algorithm based on the probabilistic maps for personal positioning and the Site Specific (SISP) propagation model for efficiently generating the RFID signal strength distributions in location fingerprinting algorithms. Both static and dynamic indoor positioning experiments have been conducted using the RFID and RFID/MEMS INS integrated techniques. Metre-level positioning accuracy is achieved (e.g. 3.5m in rooms and 1.5m in stairways for static position, 4m for dynamic positioning and 1.7m using the GIS assisted positioning algorithms). Various indoor/outdoor experiments have been conducted using the RFID/MEMS INS/low-cost GPS integrated technique. It indicates that the techniques selected in this study, integrated with the low-cost GPS, can be used to provide continuous indoor/outdoor positions in approximately 4m accuracy with the iterated RSPKF. ▼ After 1994 with the inception of the South African Democratic Government, the health care delivery system was one of the areas that had to be reviewed. The vehicle for a comprehensive health care system was based on primary health care which encouraged people and patients to take responsibility for their health by being involved in all aspects of their care. For this purpose the Batho Pele principles were introduced, a concept which is informed by 8 principles, namely: consultation, service standards, access, courtesy, information, openness and transparency, redress and value for money. These principles are meant to restore the dignity and the rights of patients which are paramount in the Constitution of South Africa. (Constitution of South Africa 108 of 1996 Chapter 2) The nurses claim that since the introduction of the Batho Pele Principles, patients and their families have been “impossible” towards nurses, making unnecessary and sometimes impossible demands. The nurses also experience patients and their families as being informed of their “rights” but not of their responsibilities as patients. They were also unaware of the rights of the nurses. The objectives of the study were:- To explore and describe the experiences of professional nurses working in the outpatient departments of the introduction of the Batho Pele principles in state hospitals, and to Recommend guidelines that will enhance better understanding and implementation of the Batho Pele principles by the professional nurses. The study is founded on a qualitative research paradigm based on explorative, descriptive and contextual framework. The data was collected from focus groups from each hospital of the Port Elizabeth Hospital Complex. Each group consisted of four to six willing participants all of them were professional nurses who have worked at least five or more years in the outpatient department of the Port Elizabeth Hospital Complex. Data was collected via semi-structured audio-taped interviews together with the researcher’s field notes. Data analysis was done using Tesch’s data analysis spiral. The assistance of independent coder reinforced the truth value of the findings. Themes and subthemes emerged from the data that was collected and revealed that the professional nurses experienced that the Batho Pele Principles as a good policy, but that it was difficulty to uphold due to inadequate planning of health services prior to implementation of the Batho Pele Principles. They experience not getting from their management and they also experience that there was lack of discipline in their institutions. Based on these findings, guidelines that will recommend better implementation of the Batho Pele Principles by nurses were compiled by the researcher and future research in this regard was recommended Advisors/Committee Members: James, S Dr.

▼ The World Health Organisation (WHO) declared tuberculosis (TB) a global emergency, and this infectious disease remains a health threat by being the leading cause of death amongst adults (Naidoo, Dick & Cooper, 2008:55). In 2005, South Africa was ranked seventh in the world for having the highest TB rate and the lowest TB success rate in the world. As a professional nurse involved in the tuberculosis programme at a clinic in the Nelson Mandela Bay Municipality at local government level for approximately three years, the researcher observed that the morale of professional nurses who provide TB services appeared to be low. They also appeared to be frustrated because they feel that they are not winning the battle with regard to the TB epidemic in their communities irrespective of their efforts to try and curb the spread of the disease. The extent of the workload per person also appeared to add to the low morale and frustration of the professional nurses rendering TB health services because they feel that they are unable to manage everything. The objectives of the study were therefore to explore and describe how professional nurses experienced the management of health services being rendered to TB patients in Sub district B of the Nelson Mandela Bay Municipality (NMBM) in order to make recommendations that could be used by the district manager to address the research findings. The research study was based on a qualitative, explorative, descriptive and contextual research design. The research population consisted of all professional nurses who worked in the TB services of Sub district B. Non-probability, purposive sampling was used to select the participants for the study. Seven in-depth and three follow-up interviews were conducted before data saturation was achieved. The data gathered during the interview process by the researcher were transcribed and coded by an independent coder using Tech’s model for data analysis. Ethical considerations were adhered to throughout the research study. The aspect of trustworthiness according to Guba’s model was implemented in the research study and included credibility, applicability, consistency and neutrality. iii One theme, two sub themes and categories were identified relating to the diverse experiences expressed by the participants relating to the management of health services being rendered to TB patients. The experiences expressed by the professional nurses included both negative and positive experiences. The negative experiences expressed by the participants were for example, a lack of resources as hampering adequate service delivery, a concern regarding the number of staff contracting TB due to a lack of infection control measures, a difference in conditions of service between the two local authorities and the DOTS supporters as being a threat to patient confidentiality. The positive experiences expressed by the participants included experiences relating to job satisfaction in rendering TB health services, the DOTS supporters as being supportive to the staff, the TB meetings…

▼ This thesis is an analysis of the public service integration, a New Public Management initiative, in a transitional context such as Kazakhstan. This thesis focuses on three main perspectives – the impact of the service integration policy on those who was involved in the implementation process; the problematic aspects of service integration in a transitional context; and the use of “organisational learning” and “communities of practice” in analysing service integration. By combining New Public Management theory (in particular, the ideas on decentralising management and customer-orientation), service integration theory and organisational learning theories, and rich empirical data, this thesis found that public service integration was implemented in the Kazakhstani context to a limited extent. Through the use of triangulation of methods which incorporated case study, interviews, participant observation, virtual ethnography and documentary analysis, this thesis captured complex, non-linear and diverse power dimensions and relationships between the new single-window centres, traditional service providers and customers. The development of the “communities of practice” among the front-line personnel was analysed within service integration policy context. Promoting service integration is seen as beneficial for both service providers and customers in Kazakhstan, but there are both conceptual and practical challenges. Although significant progress in public service improvement was achieved and noted in the research, this thesis found that the One Stop Shops inherited relations-based, patronage system and corruption from the traditional bureaucracy. It found that the new technologies, while improving access to the public services, were used to extend centralised control across the regions. This thesis also found that organisational learning did take place, however, in the underdeveloped form of adaptive learning, with the lack of critical reflection on the existing ways of working. This thesis concluded that the institutional framework and culture prevailing in the Kazakhstani traditional bureaucracy constrained implementation of the service integration policy to a full extent.

▼ As the population, infrastructure and economies around the world are growing, some global issues - like climate change and natural disasters are hindering the social and economic growth in some developing countries, like Vanuatu. The focus of this research project is on designing an educational and research facility, which allows the people of Vanuatu to prepare for and overcome a natural disaster by providing training and emergency relief. The facility will work in two different phases a ‘pre-disaster phase’, and a ‘post-disaster phase’. The first phase will cater to the everyday life of people where the centre will function as an educational and research facility. The locals, government and disaster relief organisations will have a chance to collaborate and share knowledge in this phase. The second phase is after a disaster has occurred when the centre’s primary role is the emergency relief facility for the local people by local and international disaster relief organisations. There is another, very short phase, immediately after a disaster, in which the repairs to the damaged parts of the building can be quickly performed. The UNU-EHS (United Nations University’s Institute for Environment and Human Security) has ranked Vanuatu “the world’s most disaster prone country” in an annual World Risk Report four years in a row. The reason Vanuatu ranks at the top is not because it’s exposed to natural disasters excessively more but because of its lack of preparedness, overall vulnerability based on susceptibility, lack of coping and adaptive capacities. In this project, the Disaster Relief Centre is located in Port Villa, the capital of Vanuatu, near the USP campus. It will be the hub of a system of satellite relief station throughout the main settled island of the nation. The design solution has two scales: a master plan for the entire DRC compound, and the design of the main DRC building, and both of them are presented in three states: pre-, in- and post; disaster phase. The design is based on a mix of considerations: functional efficiency; cultural sensitivity; resource self-sufficiency (resilience) and efficiency (sustainability). The setting of this thesis might be for a specfic country but I am hoping that it can be taken as an example for other less developed countries which suffer majorly from natural disasters. The idea behind the project is that educating the people to prepare for a natural disaster is more important for resilience than anything else and should be able to be replicated anywhere. The role of architecture in this project is to create a design which is strong and should be able to withstand any natural event. Therefore, it will use modern construction methods but will also incorporate the cultural aspect in it for the locals to create a familiar environment. The influential factor behind the idea of incorporating the cultural aspect in modern architecture is to help provide ‘a sense of a safe place’ for the locals and also be educational and inspirational for them at the same… Advisors/Committee Members: Unitec Institute of Technology.

▼ The research investigates the devolution of decision-making at the Nelson Mandela Bay Municipality (NMBM). The research sets out to investigate the extent to which the Municipality offers resources to its politically elected representatives and whether the support enables a devolution that includes local citizens in decision-making. The study was demarcated within the NMBM, using an empirical survey, a population group composed of councillors and officials who work very closely with politicians in mobilizing the community in public participation. The data collection tool of choice for the study was a selfadministered questionnaire, supplemented by document analysis, unstructured interviews and the researcher’s observations. The purpose of the study is to investigate reasons why devolution is not having the desired results at NMBM, Investigate and find alternatives to how devolved decision-making can be enhanced, using the viable local political process at the NMBM and similar municipalities. The study argues from a theoretical base of good governance and public participation. The findings made were inter alia: Politicians in public office are not using the resources at their disposal optimally; tussles amongst politicians and with officials do have a negative effect on devolved decision-making; and vandalism and closing down of ward council offices are not purely a reflection of a ward councillor’s failure to account to the constituency, and the ward committee system at NMBM has not since 2009. The recommendation is that deliberate efforts need to be made to establish democratically elected ward committees in all sixty wards of NMBM. The establishment of ward committees has to be a joint effort between political office bearers, the broader political landscape and officials as previous efforts have failed to produce legitimate structures. The politicians and officials need to work together to win over public opinion and community buy-in towards the establishment of ward committees that are representative and functional Advisors/Committee Members: Pretorius, D Prof.
