▼ Aristotle began his great work, Metaphysics, with the
observation that "All men by nature desire to know." Yet it is
unknown how this desire is created by neurons in the brain. In this
thesis I show that a major candidate for this role is the spiking
activity of dopamine-releasing neurons located in the midbrain. I
developed a procedure to study knowledge-seeking in macaque monkeys
and found that when monkeys were offered a water reward of variable
magnitude, they sought advance
information about its size. I then
recorded the activity of midbrain dopamine neurons, and found that
the same neurons that signaled the expected amount of water also
signaled the expected amount of
information, in a manner that was
correlated with the animal's preference. Thus, the dopaminergic
reward system that signals the value of "primitive" rewards like
food and water also signals the "cognitive" reward of
information
about future events. In a second study, I analyzed an existing
dataset to examine how dopamine neurons behave in a task in which
reward
information is delivered at a predictable time. Dopamine
neurons adjusted their reward-predictive signals based on the
outcomes received on previous trials, and their memory for past
rewards changed over time. At the start of each trial their
activity was influenced by only a single previous outcome, but at
the moment when new reward
information was revealed their activity
was influenced by at least three previous outcomes, closer to the
optimal rule for predicting rewards in the task. The same pattern
of memory effects was present in a major source of input to
dopamine neurons, the reward-signaling neurons of the lateral
habenula. This suggests that lateral habenula and dopamine neurons
accessed a longer timescale of reward memory at the moment when new
reward
information arrived.

▼ The Internet has become a useful instrument in connecting users, regardless of their
geographical locations, and has thus has made the world a small village where users can
interact and search for information. Another aspect that has made the Internet popular
amongst users, is its growing popularity as a global resource connecting millions of users
surfing the Web daily, searching for and sharing information. A successful search for
information depends on the user’s ability to search effectively, and this ability is based on
computer competency, knowledge of Information Technology (IT), perceptions of IT usage,
and the demographics of the user. These user’s characteristics tend to influence the overall
user experience. Although the Internet is used by different groups of users to achieve
different objectives of information search, not all of them achieve these objectives.
The main aim of this study was to determine the success rate of post-graduate students
using free-form information searching to find academic reference materials.

▼ ENGLISH ABSTRACT: This research reports on the phenomenon of preventable staff loss (human capital) in a South-African government department.
The research covered an analysis of biographical, occupational types and duration of job tenure data of 500 former employees who resigned over a ten-year period. Of these employees, 72 participated in a quantitative survey designed to test opinions around aspects such as career management, retention efforts and the resignation decision. Another 9 participated in telephone interviews.
The evolution of organizational theory over the last few centuries and the recent emergence of organizational systems theory are used as basis for, on the one hand, describing government departments in general as the type of organization under discussion and on the other to identify themes that point to possible avenues for diagnosis of the phenomenon.
Recent trends and technological developments leading to increasing scarcity and fluidity of the labour market are highlighted against the growing importance of the value of human capital and institutional knowledge as key components of achieving organizational goals.
The effects of South-African political developments after 1990 on talent management in general, and enterprise systems in particular, are covered.
The optimal implementation of talent management (as a component of organization-wide knowledge management strategies) is proposed as a possible solution.

Die navorsing sluit ‘n analise van biografiese, beroepstipe en lengte van diens van 500 voormalige werknemers wat oor ‘n tien jaar periode bedank het, in. Van hierdie werknemers het 72 deelgeneem aan ‘n kwantitatiewe vraelys wat ontwerp is om opinies rondom aspekte soos loopbaanbeplanning, pogings om personeel te behou, en die bedankingsbesluit te toets. ‘n Verdere nege het deelgeneem aan telefoniese onderhoude.

▼ Background: There is growing interest in the usage of reliable evidence for decision making in the health sector. Quality data from an aggregated system can provide the platform for improving health system performance. The extent of usage of Routine Health Information System (RHIS) data at the lower levels of the health system remain largely unknown. This study examined the level of usage of routine aggregate data for decision making and the extent to which information culture exists at the district and facility levels in the Ga West Municipality of the Greater Accra region.
Methods: The study adopted descriptive cross-sectional design and used a quantitative data collection approach. The Organisational, Behavioural Assessment Tool (OBAT) was adapted to measure the level of promotion of information culture which is a key component to the use of routine data for decision making. The tool also contained information on organisational mechanisms, commitment and support for RHIS data use, and self-perception of competence in RHIS data use. A total of 214 healthcare workers (13 upper level managers, 201 other staff) were sampled for the study. Simple random sampling was used to identify the upper level mangers while systematic sampling was used to recruit the other staff in all the seven sub districts. Responses were mainly collected using Likert scale and analysed through composite scoring and Cronbach alpha, which was used to assess the reliability of the tool. Frequencies and relative frequencies were computed in Stata version 15 and Microsoft Excel and presented in tables. The study was approved by the Ethics Review Committee of the Ghana Health Service.
Results: A total of 214 healthcare workers participated in the study [Female: 62.1% (133)]. The majority of the respondents (69.6%) had never received formal training in RHIS data use. Fifty percent had worked with RHIS data for 1 – 5 years. As regards to information culture, 69.6% agreed that the basis of healthcare decisions is superior’s directives. Over 50% agreed health care decisions are based on evidence/facts, history and funding directives from higher levels. Fifty-nine of respondents agreed that managers seek input from relevant staff, 56.1% agreed that managers emphasise that data quality be followed at all times. Most staff have positive attitude in promoting information culture by completing RHIS tasks (43.0%), using data for day-to-day decision making (65.0%) and preparing and showing data visuals to monitor progress (51.4%). Forty-two percent of staff agreed that they feel discouraged when information is not used for decision making but 45.3% agreed data collection is tedious. Sixty-seven of health facilities visited had written guidelines on RHIS information display. All the 18 heath facilities had strategic and annual plans, data visuals on their notice boards. information needs of rural farmers in Bungoma County, Western Kenya. The study explored various literature on
information needs of rural farmers and the
information services available to them. The data were collected through face-to-face interviews with twenty lead farmers who are hosts of Farmers’ Field Schools. The findings show that farmers in Bungoma County are mostly interested in
information that helps them to generate quick incomes from their agribusinesses. They access agricultural
information mostly from verbal messages passed on by extension officers and local administration leaders. The farmers confessed that the
information accessed from electronic sources like local FM radios is very useful in enhancing their agricultural enterprises and therefore agricultural development partners, policy makers and stakeholders in Western Kenya should use local FM radio often to disseminate
information on agricultural development. The challenges encountered by the farmers in their quest for
information relates to affordability. This study contributes to social change by recommending agricultural development partners, policy makers and stakeholders in Western Kenya implement programmes for reducing the distances that farmers travel to access agricultural
information and the costs they incur in applying the knowledge gained from the various

▼ Adaptive processes are fundamental to the human experience. This is true not only of adaptation to natural forces but to the technologies we create. Within information science and related fields, research into the processes that surround adaption to information tools often assumes a pro-adoption stance. When researchers privilege adoption, they may overlook complex interactions among values, information tool features, and individual and organizational choice. Towards addressing these limitations, the work reported here seeks to provide a richer understanding of the information tool adaptive process. Specifically, the work draws on Value Sensitive Design to investigate the adaptive process in two intentional communities striving to balance their use of tools with a set of core values related to sustainability. In the first phase of the investigation a community in the initial stages of development was studied for two years. For the second, shorter phase, a decade old community was studied for a period of weeks. Ethnographic methods were employed to document the adaptive process, the interactions of community members, and the information tools they used. Methods included participant observation, semi-structured interviews, and the collection of a range of community artifacts. Research outcomes include: (1) a rich description of information tool use outside of the workplace; (2) a categorization of information practices; (3) an analysis of tensions and barriers which emerge as a community's values conflict with their use of information tools; and (4) the development and assessment of methods to investigate the information tool adaptive process. Most broadly this work contributes to our larger understanding of challenges related to societal adaptation to and interaction with information tools. Findings from this investigation call into question previous claims that groups of individuals with strong value commitments can adapt their use of information tools to better support their values. In contrast, this work suggests that information tool interactions are particularly resilient to local, value based, adaptations.

▼ There is a high rate of information system implementation failures attributed to the lack of alignment between business and information technology strategy. Although enterprise architecture (EA) is a means to correct alignment problems and executives highly rate the importance of EA, it is still not used in most organizations today. Current literature only gave anecdotal reasons why EA was not more widely adopted. This study explored the problem of EA underutilization by understanding how organizational executives value EA. This research used the grounded theory methodology to obtain the EA perspectives of organizational executives responsible for EA. Seventeen executives were selected using theoretical sampling and interviewed using a semi-structured interview approach. The interview data was recorded and coded, and interviewing continued until theoretical saturation was reached. The executives identified four distinct meanings of EA, i.e., business and IT alignment, a holistic representation of the enterprise, a planned vision of the future, and a process, methodology, or framework enhancing enterprise decision making. In addition, they identified 16 unique benefits that EA provided. Depending on the meaning of EA, it was possible to predict what benefits they expected. For example, if the meaning of EA was a holistic representation of the enterprise, then the benefits of increase operational effectiveness, planning, product selection, and speak a common language were expected. However, regardless of which of the four meanings of EA was selected, executives expected EA to facilitate the alignment of business and IT, the decision making process, and the simplification of system and architecture management. Based on the findings, an analytic story and a theoretical model were produced. The model depicted the influencers on what meaning an executive chose and, based on the meaning, the expected benefits of EA. The understanding of executives' perceptions of EA is critical because they are the most influential leaders within organizations. Without their understanding, it becomes less likely that EA initiatives would meet organizational expectations and have favorable outcomes. Furthermore, it is hoped that this study shapes future EA initiatives so that they become more aligned with the views of the executives who are responsible for them.

▼ Preserving scientific digital data and ensuring its continued access has emerged as a major initiative for both funding agencies and academic institutions. Digital preservation, the study of the processes, organizations, and technologies needed to maintain scientific digital data over time, is a multidisciplinary field that draws on the literature from library and information science, informatics/computer science, and domain sciences such as biology, geology, and environmental sciences. This dissertation develops and tests a new theoretical model for the preservation of scientific data concerning the research practices of scientists, adds to knowledge about the lifecycle of research data, and the related antecedents, barriers, and threats to data preservation. This research is based on a mixed-method approach. An initial study was conducted using case study analytical techniques at the individual level. Insights from these case studies were combined with grounded theory in order to develop a novel model of the e-Science Data Environment. A broad-based quantitative survey was then constructed to test and extend the components of the model. The major contributions of these research initiatives are the creation of the e-Science Data Environment, a data lifecycle that provides a generalized model of the research process and a theoretical basis to better explain and predict both the antecedents and barriers to preservation.

▼ During an emergency, information availability is critical to preserving life and minimizing damages. During the emergency response, however, information may not be available to those who need it. A community response grid (CRG) can help ameliorate this lack of availability by allowing people to document and distribute emergency information to professional emergency responders (PERs). A CRG combines mobile communications services, Internet technologies, e-government applications, and social network concepts with traditional emergency response systems. The problem that this case study investigated was how to construct a CRG for the City of Dublin, Ohio, Division of Police that works in conjunction with an in-place emergency management system (EMS). The goal was to create a process that is replicable by similarly sized cities that wished to implement a CRG. In this investigation, the author examined CRG design and implementation issues such as message origin, training needs, policy design, security issues, and funding. The results of this investigation were organized in terms of Systems Development Lifecycle (SDLC) phases. Throughout these phases, the author identified information that can aid PERs in to better implement a CRG. Based on the results, the author developed a paradigm for constructing a CRG that meets the requirements of residents of the City of Dublin, Ohio, Division of Police and of similarly sized municipalities.

▼ The Advanced Persistent Threat (APT) presents an ever present and more growing threat to organizations across the globe. Traditional Information Technology (IT) incident response falls short in effectively addressing this threat. This researcher investigated the use of single-loop and double-loop learning in two organizations with internal incident response processes designed to combat the APT. Two cases were examined within organizations employing an internal incident response team. The third case was examined from an organization providing incident response as a service in addressing APT compromises. The study developed four themes: the inefficacy of single-loop learning in addressing APT, the need for better visibility within corporate infrastructure, the need for continuous improvement and bi-directional knowledge flow, and the need for effective knowledge management. Based on these themes, a conceptual model was developed modifying the traditional incident response process. Three implications were derived from the research. First, perimeter defense falls short when addressing the APT. Second, the preparation phase of incident response requires modification along with the addition of a new baseline loop phase running contiguously with the entire process. Finally, opportunistic learning needs to be encouraged in addressing the APT.

▼ What does it mean to be “constantly connected” or to work for a “24/7” company? What does it mean to “disconnect” in an era of “always on” connectivity? This dissertation examines some of the textures of American life in an historical moment marked both by the arrival of ubiquitous computing and the development of a broad-based conversation about the value and merits of ‘disconnection.’ Taking a multi- sited ethnographic approach, I trace “connection” and “disconnection” as they manifest in discourse, practice, and lived experience across multiple scenes of American life – the suburban household, the contemporary workplace, disconnection retreats, and the wilderness of the Pacific Crest Trail.One of the central empirical findings of this dissertation is that connectivity was not constant for the participants in this research. Rather, observed patterns of technology use were punctuated and variegated. Yet, many of these same participants also often described their lives as “constantly connected” and expressed desires to disconnect. The dissertation thus argues for the importance of separating analytically the diffuse and pervasive experiences of computing from moments of ‘interaction’ and ‘use’ that have traditionally been the focus Informatics and related fields.By attending to computing as the context for social life and human action, I argue that we can better attend to the ways that people situationally arrange computing artifacts and leverage constraints to shape their lived experience. This perspective also suggests a new understanding of disconnection as something less about unplugging from technological objects, and more about a context shift, and social reconfiguration. When people disconnect, they are also altering possibilities for social interaction, and concomitant expectations and obligations. That is, disconnection appears as a proxy for short-circuiting habits and patterns of social life that exceed moments of device interaction and tool use.More broadly, this research draws attention to the ways that social values are produced through computing use and adoption, rather than perfectly embedded within technological artifacts through the intentions of the designer, and suggests that there are significant limits to the possibilities of design to intervene in contemporary scenes of busyness and overwhelm.

▼ Knowledge sharing among software developers enhances the success of software design and implementation. However, there is an inadequate understanding of how communication factors such as negotiation and reciprocity impact the knowledge-sharing process within software development teams and between team leaders and team members. The present study used a correlational research design to test the relationship between the reciprocity (i.e., communication between team members), negotiation (i.e., communication between team leaders and team members), and knowledge sharing to determine whether different types of communication influence knowledge-sharing outcomes. A cross-sectional survey was used to collect data from a target population of software developers. The sample consisted of 85 software developers with a minimum of 2 years of experience working on software development teams. Multiple linear regression analyses were run to determine the extent to which the variables of negotiation, reciprocity, and knowledge sharing were related. The results indicated that the variables were significantly related, and 70% of knowledge sharing was the result of reciprocity-exchange of ideas and reciprocity-meetings. Team meetings and the open exchange of ideas between team members were found to be the most effective methods of reciprocity related to knowledge sharing among team members. Negotiation and team cohesiveness, however, were not significant to the knowledge-sharing process. The findings indicated that the process of knowledge sharing is more important than individual relationships between software development team members. Thus, from an organizational perspective, holding regular project meetings with all team members would be a more effective knowledge-sharing strategy than using team-building exercises to strengthen personal bonds between team members. Additional research is necessary to determine how software developers’ personal characteristics impact knowledge-sharing processes.

▼ Hackers external to the organization continue to wreak havoc upon the information systems infrastructure of firms through breaches of security defenses, despite constant development of and continual investment in new IS security countermeasures by security professionals and vendors. These breaches are exceedingly costly and damaging to the affected organizations. The continued success of hackers in the face of massive amounts of security investments suggests that the defenders are losing and that the hackers can innovate at a much faster pace. Underground hacker communities have been shown to be an environment where attackers can learn new techniques and share tools pertaining to the defeat of IS security countermeasures. This research sought to understand the manner in which hackers diffuse innovations within these communities. Employing a multi-site, positivist case study approach of four separate hacking communities, the study examined how hackers develop, communicate, and eventually adopt these new techniques and tools, so as to better inform future attempts at mitigating these attacks. The research found that three classes of change agents are influential in the diffusion and adoption of an innovation: the developer/introducer of the innovation to the community, the senior member of a community, and the author of tutorials. Additionally, the research found that three innovation factors are key to successful diffusion and adoption: the compatibility of the innovation to the needs of the community, the complexity of the innovation, and the change in image conferred upon the member from adopting the innovation. The research also described the process by which innovations are adopted within the hacking communities and detailed phases in this process which are unique to these communities.

▼ Background: Sepsis is one of the most lethal and expensive in hospital conditions in the Unites States and around the world. International consensus guidelines for the diagnosis and management of sepsis have been established. Compliance with these guidelines has been demonstrated to substantially improve outcomes such as hospital length of stay (LOS), intensive care unit (ICU) LOS, and mortality. However, there are significant delays in timely and appropriate recognition of sepsis, as well as delays in timely and appropriate treatment after diagnosis. Objective: To develop and implement a sepsis detection and alert system for use in the ICU setting. Several knowledge gaps must be closed to achieve this goal. Methods: First, an optimal electronic medical record (EMR)-based algorithm for the detection of failure to recognize severe sepsis was developed. An algorithm for the detection of failure of timely and appropriate treatment of severe sepsis was also developed. Second, the best method of alert delivery for failure to recognize and treat severe sepsis was developed. This process was performed in the context of alert fatigue, interruption, human error, and information overload. Third, to demonstrate efficacy, this surveillance system for the detection of failure to recognize and treat severe sepsis was implemented in the ICU setting. Results: A failure to recognize and treat severe sepsis detection and alert system was successfully developed and implemented in the ICU setting. Conclusion: The work presented in this thesis proved the feasibility of iterative development, testing, and real-world implementation of electronic surveillance of sepsis resuscitation. This research paves the way for meaningful EMR use to enhance the safety of hospitalized patients.

▼ Technology innovations in visual, wireless communications have yet to be leveraged by law enforcement. These technologies have a future in law enforcement. This limited study has provided evidence that the addition of visual, wireless communication for tactical police commanders enhances situational awareness and speeds decision making. In addition, this study has established that the technology would be accepted for use by police tactical officers once utility is demonstrated. Several issues remain that may delay its widespread adoption. These include unfamiliarity, a police centric design that is rugged, reliable and without impaired vision, and liability and cost. In addition, there is not a current wireless, broadband backbone that could transmit the signals over a large distance. Once these limitations have been overcome this technology has the potential to revolutionize policing and tactical law enforcement.

▼ Clerical review of Entity Resolution(ER) is crucial for maintaining the entity identity integrity of an Entity Identity Information Management (EIIM) system. However, the clerical review process presents several problems. These problems include Entity Identity Structures (EIS) that are difficult to read and interpret, excessive time and effort to review large Identity Knowledgebase (IKB), and the duplication of effort in repeatedly reviewing the same EIS in same EIIM review cycle or across multiple review cycles. Although the original EIIM model envisioned and demonstrated the value of correction assertions, these are applied to correct errors after they have been found. The original EIIM design did not focus on the features needed to support the process of clerical review needed to find these errors. The research presented here extends and enhances the original EIIM model in two very significant ways. The first is a design for a pair of confirmation assertions that complement the original set of correction assertions. The confirmation assertions confirm correct linking decisions so that they can be excluded from further clerical review. The second is a design and demonstration of a comprehensive visualization system that supports clerical review, and both correction and confirmation assertion configurations in EIIM. This dissertation also describes how the confirmation assertions and the new visualization system have been successfully integrated into the OYSTER open source EIIM framework.

▼ The focus of this study was to understand how health system employees define Data Governance (DG), how they perceive its importance and effectiveness to their role and how it may impact strategic outcomes of the organization. Having a better understanding of employee perceptions will help identify areas of education, process improvement and opportunities for more structured data governance within the healthcare industry. Additionally, understanding how employees associate each of these domains to strategic outcomes, will help inform decision-makers on how best to align the Data Governance strategy with that of the organization. This research is intended to expand the data governance community’s knowledge about how health system employee demographics influence their perceptions of Data Governance. Very little academic research has been done to-date, which is unfortunate given the value of employee engagement to an organization’s culture juxtaposed to the intent of Data Governance to change that culture into one that fully realizes the value of its data and treats it as a corporate asset. This lack of understanding leads to two distinct problems: executive resistance toward starting a Data Governance Program due to the lack of association between organizational strategic outcomes and Data Governance, and employee, or cultural, resistance to the change Data Governance brings to employee roles and processes. The dataset for this research was provided by a large mid-west health system’s Enterprise Data Governance Program and was collected internally through an electronic survey. A mixed methods approach was taken. The first analysis intended to see how employees varied in their understanding of the definition of data governance as represented by the Data Management Association’s DAMA Wheel. The last three research questions focused on determining which factors influence a health system employee’s perception of the importance, effectiveness, and impact Data Governance has on their role and on the organization. Perceptions on the definition of Data Governance varied slightly for Gender, Management Role, IT Role, and Role Tenure, and the thematic analysis identified a lack of understanding of Data Governance by health system employees. Perceptions of Data Governance importance and effectiveness varied by participants’ gender, and organizational role as part of analytics, IT, and Management. In general, employees perceive a deficit of data governance to their role based on their perceptions of importance and effectiveness. Lastly, employee perceptions of the impact of Data Governance on strategic outcomes varied among participants by gender for Cost of Care and by Analytics Role for Quality of Analytics. For both Quality of Care and Patient Experience, perceptions did not vary. ▼ The purpose of this paper was to create a primer for a security awareness program to educate senior level executives on the key aspects of cyber security. This is due to the gap area that was discovered in the lack of both executive security awareness programs, and the lack of executives that fully abide by their company's security policies. This, coupled with research showing that executives are highly targeted by attackers, was the impetus behind this project. It was determined that the content of an executive security awareness program should be similar to that of a security awareness program for all other employees, with the differences being in the delivery and time frame of each segment. Due to this, literature was reviewed on the various topics of security awareness. Research revealed the importance of capturing an executive's attention, in order to keep their interest in the program. It was recommended that individuals charged with creating an executive security awareness program begin by having one on one meetings with the executives in their company. These meetings will help assess the time constraints of their company executives as well as their current knowledge of the various security awareness topics. This will help with tailoring the program specifically to their company executives. This primer may be used by any company or organization in the beginning stages of creating their own security awareness program for executives. ▼ Collaboration is vital in today's information age, and tools are increasingly used to bring together teams that are geographically dispersed. Second Life, a 3D virtual world, can incorporate most of the visual, hearing and spatial elements of the real world, and can create a feeling of presence or the sense of actually "being there" for users. Common 2D groupware collaboration tools, such as web conferencing and conference calls used for virtual team collaboration in professional contexts, are key enablers for virtual teams. However, businesses and organizations have not adopted virtual worlds for virtual teams and workgroup collaboration. Shen & Eder (2009) conducted a study using their modified Technology Acceptance Model (TAM) applied to the adoption of Second Life for business purposes. For participants, they used college students who were new to Second Life. The purpose of this research is to examine how the seven factors identified in the Shen and Eder's (2009) extended Technology Acceptance Model (TAM) relate to the behavioral intention to use workgroup collaboration tools in the Second Life using a non-student sample of experienced Second Life users that was more demographically representative of the Second Life population. Although this research supported many of Shen and Eder's findings, it found a negative relationship between the construct of perceived enjoyment and behavioral intent. This finding is important because contrary to positive relationship with gaming and entertainment environments, perceived enjoyment is not an antecedent for behavioral intention of 3D virtual worlds when used for productivity activities. The results of this study may provide insight for tool developers and integrators on where to focus efforts that lead to improved adoption of these workgroup collaboration tools.

widely
used
as
it
is
misunderstood.
Despite
two
decades
of
academic
contemplation
and
debate,
much
uncertainty
still
surrounds
the
concept
of
a
knowledge
economy,
making
it
exceedingly
difficult
for
researches,
academics
and
policymakers
to
find
a
shared
perspective.
The
problem
extends
beyond
just
semantics
–
often
contained
within
a
certain
definition
are
underlying
assumptions
that
have
the
potential
to
inform
decision-‐making
and
guide
action.
Chapter
One
introduces
the
aims
of
this
thesis,
and
outlines
the
intended
approach.
In
particular,
it
highlights
the
challenges
of
conducting
a
literature
review
based
on
an
extensive
and
highly
varied
set
of
contributions
towards
the
concept
of
the
knowledge
economy.
Chapter
Two
seeks
to
clarify
the
concept
of
the
knowledge
economy
and
how
it
distinguishes
itself

the
broader,

▼ ENGLISH ABSTRACT: Chapter one provides a general introduction to the entire study. It covers the background;
rationale; research questions; aims; objectives; and the theoretical grounding of the study.
Chapter two provides a review of relevant literature on systems thinking, in particular the role
of learning in living systems. This chapter also explores definitions of both learning
organization and organizational learning, covering the topics of individual, team and
organizational learning, types of organizational learning including single-loop, double-loop
and deutero-learning. Enablers of and barriers to organizational learning are examined.
Characteristics of a learning organization are discussed.
Chapter three reports on a literature review on the applicability of lessons learned systems, as
a knowledge sharing tool in the public sector. Attention is given to the advantages and
disadvantages and there is a focus on how this can be implemented in the Eastern Cape
department of Human settlements. The chapter also reviews available literature on
frameworks of organizational learning.
In Chapter four analyses are presented of empirical research in the Eastern Cape Department
of Human Settlements to determine whether there are practices in place that support
organisational learning, or might encourage the department to become a learning
organization. The chapter interprets responses and provides findings.
In chapter five a framework that could facilitate organisational learning in the Department is
suggested. The chapter highlights academic implications as well as implications of the study
for practitioners of organizational learning; and draws conclusions.
AFRIKAANSE OPSOMMING: Hoofstuk 1 bied ‘n algemene inleiding tot die studie. Dit handel oor die agtergrond, rasionaal,
navorsingsvrae, doelstelling en die teoretiese begronding van die navorsing.
Hoofstuk 2 bied ‘n oorsig van relevante literatuur oor sisteemdenke, en in besonder van leer
in lewende sisteme.Die volgende temas word behandel: lerende organisasie, organisatoriese
leer, individuele, span- en organisasie-leer, enkelslag-, dubbelslag- en deuteroleer. Drywers
van en beperkinge op organisatoriese leer word bespreek.
Hoofstruk 3 behandel literatuur oor ‘lessons learnt systems’ en hoe toepaslik dit in die
openbare sektor kan wees. Daar word spesifiek gefokus op die Departement Menslike
Vestigings in die Oos-Kaap Provinsie.
Hoofsturk 4 bied die analise aan van ‘n ondersoek in bogenoemde departement om te bepaal

ENGLISH ABSTRACT: The environment in which all organisations currently operate is undoubtably dynamic.
Regardless of the nature, size or geographical location of business, companies are being
forced to cope with a rapidly changing world and increasing levels of unpredictability.
This thesis tracks the history of software development methodologies leading up to agile
development (chapter 2). Agile development has appeared in response to the limitations
of traditional development approaches and evolved to address the particular demands of a
changing world (chapter 3).
The theory of sensemaking is used to gain insight into the functioning of agile development.
Sensemaking is introduced and a working definition of this concept is formulated
(chapter 4).
This research does not argue that agile development is the same as sensemaking, but
rather that it can be better understood through sensemaking. Agile development can be
seen as a type of sensemaking, but sensemaking is also a generic, universal cognitive ability.
The structure and design of agile development is well aligned with sensemaking, and one
can understand its nature and the type of management needed to support agile development
better from this perspective. In fact, agile development directly supports and facilitates
several important elements of the sensemaking process.
For successful sensemaking to occur, certain organisational conditions need to be present.
The term "managed sensemaking" is introduced to expand this notion.
After performing an analysis of agile development (chapter 5), certain pertinent implications
and challenges facing organisations are considered (chapter 6). By framing these
implications in terms of sensemaking, practical management suggestions can be provided
based on a good fit between the problem that agile development is meant to solve and the
cognitive requirements of the process leading to a solution.
The research conducted in this process opens the door to further research opportunities (chapter 7) and allows for the application of sensemaking in the context of software
development methodologies.
This study provides insight into the prevalence and functioning of agile methodologies,
in software engineering contexts, by leveraging the theory of sensemaking to provide an
explanation for the underlying worldview and processes constituting this approach.

▼ ENGLISH ABSTRACT: United National Breweries (SA) (PTY) Limited (UNB) has been manufacturing, marketing and
distributing sorghum beer for the last twenty years. Sorghum beer has a short shelf life of five
days and hence requires an integrated and efficient distribution system to back its production
and marketing. Though the company has changed owners twice during this period, it has
retained its knowledge base. The company has outgrown most of its competitors over the last
four years, however in order to maintain its leadership, it has identified better market
penetration through improved distribution as a major area of opportunity.
Almost seventy percent of UNB products are sold and consumed in the townships. These
products are almost exclusively consumed by black South Africans. The analysis done by the
company on the basis of population and market segmentation indicates that the maximum
opportunity of product growth lies in townships most of which are affected by high level of
crime. KwaMashu is one such township in Durban.
B B Bakeries (BBB) has been manufacturing, marketing and distributing bread in most
provinces of South Africa. They are part of Premier Foods. Though their business has been
growing in KwaZulu Natal for the last three years, they have been focussing on improving
distribution in these markets. Bread, like sorghum has a short shelf life and hence depends
heavily on an effective and efficient distribution system. New product variations are also being
explored to gain more market share.
The aim of this study project was the development of an effective physical distribution system
for short shelf life products in crime affected KwaMashu township. “An analysis of the external
environment is undertaken to discover the opportunities and threats that are evolving and that
need to be addressed by the organization” (Drummond & Ensor; 2005: 33). The external
environment for analysis was broken down into three key steps, each becoming more specific to
the organization. The first step was an analysis of the macro- environmental influences that the organization faces. This was followed by an examination of the competitive environment the
organization operates within and for this Porter’ five forces model was chosen. Finally the
integration of such inputs which emerged out of the social environment, business understanding
and empirical data was done to come up with a comprehensive strategy. The departure point
was the analysis of the characteristics of the environment prevailing in the township. These
included study of crime, inputs from police and community policing forum, needs of informal
businesses, role of locals to the trade, their possible impact on thefts and hijackings and changes
if any envisaged in the near future.
The outcome of the study addresses the penetration of the retail segment despite the crime

▼ ENGLISH ABSTRACT: The thesis considers the work of Elliot Jaques through the most recent interpretivist views of organizations and management. As it stands, Jaques does not form part of mainstream management thinking. Jaques is primarily known in organization and management theory for Stratified Systems Theory through his book Requisite Organization. Although undoubtedly influential, his views are generally considered to be either outdated or highly contentious. This assessment is mostly based on his book Requisite Organization. However, Jaques’ work spans fifty years of research in management science and the thesis explores his entire body of work with a view to understanding the research that Requisite Organization is founded upon. It explains Jaques’ divergence from the current determinisms that dominate our current milieu and links his work in Levels of Abstraction in Logic and Human Action with Maturana and Varella’s concept of autopoiesis and Weick's theory of Organizational Sensemaking. It is shown how the roots of Requisite Organization seeks to address similar concerns to that of Organizational Sensemaking. In conclusion various aspects of Jaques work are mapped to aspects of Weick's work, which at first glance would have seemed incompatible. It is argued that, if considered as a whole, Jaques' theory resonates with much more modern understandings of organization and management theory than is widely assumed.

This research studies the concept of Knowledge Management (KM) in organisations and also
its integration with other structures. While KM is seen as being beneficial to organisations, it
is of crucial importance for its proponents not to overlook the fact that it may also have
disadvantages. There are numerous publications, both scholarly and otherwise, that describe
how a well-implemented KM initiative can add value to an enterprise by improving the
sharing of information between managers and employees, but the risk factors around
instituting KM have not received the same attention.
Its proponents have generally inadequately explained how even a “well-implemented” KM
initiative can spell disaster for an organisation; KM, like other management theories such as
Total Quality Management (TAM), Business Process Re-Engineering (BPR) and others, can
and have failed and there needs to be an understanding of why this happens.
This research looks at the risk and value issues that come with KM and the various ways in
which these risks may be mitigated and the value retained. In particular, the integration of
KM with management initiatives like Value Management (V.M) and Risk Management (RM)
will be examined. This process is seen as problematic because of the nature of the
interrelationship between KM on the one hand and V.M and RM on the other. It is argued
that only when organisations fully understand this interrelationship, can they begin to
integrate risk and Value Management into their Knowledge Management initiatives.
Therefore, the analysis of the relationship between Value Management and Risk Management
as semi or fully formalised management processes plays an important part in the research. The study examines cases where V.M and RM have been incorporated in KM
implementations in the South African petrochemical industry in an attempt to arrive at a more
accurate assessment of this process. The study argues that Knowledge Management can pose
a threat to any organisation that does not manage its attendant risks as well as it does its
benefits. As an example, this research looks at how knowledge workers can be deployed by
knowledge managers to add value to an enterprise without risking the loss of its intellectual
capital, for instance when such workers are recruited by competitors.
The finding of this thesis are somewhat varied in nature. As far as this research is concerned
there are no adequate and streamlined measures taken to analyse risk in SASTECH,
particularly Risk that comes with or as a result of Knowledge Management. As a
consequence there are no formalised control measures and review processes put into place for
monitoring these risks.

ENGLISH ABSTRACT: This thesis focuses on the problem of knowledge retention and transfer in the face of the
imminent retirement of experts, who are hard to replace for demographic or skill shortage
reasons.
Distinctions between technical, social and structural knowledge are made, and the theory on
what makes knowledge “sticky” for transfer between generations of workers is reviewed.
Thereafter, a case study of the knowledge retention situation at a public water utility is
presented. In this regard, a large number of technical experts are due to retire within the next
five years. Knowledge audit interviews were conducted with fifteen experts that have been
with the organisation for most of their career and are due to retire soon. They were asked
about what they considered to be their ‘hard to replace’ knowledge and professional
networks, to what extent this could be captured or transferred, and what they considered to be
the difficulties in terms of retaining this knowledge and these networks after their retirement.
It was found that the motivation of experts to contribute to knowledge transfer and retention
was low. This had to do with the perception that more junior members of the organisation are
in any case likely to leave and with an organisational culture that was not supportive of
knowledge transfer and retention activities. Moreover, a lack of knowledge leadership and
formal knowledge management systems hindered knowledge transfer and retention practices.
This study concludes that as far as the case in question is concerned, there is a need for a
formal knowledge management system and strategy, and that top management commitment is
critical for the success of knowledge transfer and retention. With regard to the theory of the
stickiness of knowledge, the case study highlighted the importance of organisational culture
and trust when it comes to the motivation of retiring experts to transfer their knowledge. It
also emphasised that a silo-type organisational structure limits absorptive capacity, and that
the social knowledge of professional networks, rather than technical knowledge, are the most
difficult to retain.

▼ ENGLISH ABSTRACT: Local government in South Africa has gone through the transitional phase to become developmental with a number of challenges, one of the most prominent of which has been the lack of adequate financial resources to carry out various service delivery obligations. The lack of financial resources was one of the important reasons that led to local authorities being reduced from 843 to 284 municipalities through the process of re-demarcation that resulted in the consolidation of most of the local authorities. Because of these long standing challenges of financial viability, the objective of the study was to investigate stakeholder involvement in strategic planning and management within the Ekurhuleni Metropolitan Council. It had become evident that existing financial constraints in municipalities in general and at Ekurhuleni in particular would remain for the foreseeable future, unless ways and means are found to improve the management of existing resources. The contention in this study is that the inclusion of stakeholders in strategic planning and management should be viewed as important to the Metro as it significantly lessens the doubt as to whether there is a common understanding of what is possible given the limited resource capacity to address many competing service delivery needs. The literature study undertaken showed that local government has learnt lessons from the private sector, and has adopted some of its strategic planning and management practices and adapted them to suit public service delivery needs. In South Africa the local government planning framework is called integrated development planning (IDP). The IDP approach entails the formulation of focused plans, based on developmental priorities.
This approach assists in avoiding wasteful expenditure and perpetuating past spending patterns. Furthermore, the idea of adopting a more business-based approach does therefore not mean that the council is run like a company but rather that scarce resources are spent effectively and that all citizens have access to at least a minimum level of basic services. The IDP should be undertaken through participatory processes for effective urban management given the fact that private and public investments and municipal services delivery affect the well-being of all urban residents. Observation at the Ekurhuleni Metro revealed that while strategic planning and management does take place, it does not involve various stakeholders in the processes in a manner that is contemplated by the integrated development planning framework. The absence of a public participation strategy at the Metro meant that methods of engagement, consultation and communication with stakeholders are not clearly spelled out. So is the identification of various stakeholders in terms of the needs, the roles that they can play in the planning processes, allocation of resources to facilitate their participation and empowerment in various planning processes. ENGLISH ABSTRACT: The thesis deals with the context, content (being concepts) and process of model
development. They are combined to propose a model for analysing strategic decision-making
in an environment characterised by high rates of change.
Over the last 230 years, society has been re-categorised from ‘agricultural’ to ‘industrial’ and,
more recently to ‘post-industrial’. Naturally, organisations are part of such society, and
strategy formation, as a process which is located within organisations, can only be discussed
within the context of the current society. By necessity therefore, the model for analysing
strategic decision-making would seek to reflect on the development of organisational
strategies in the current environment. This rapidly changing environment is characterised by
uncertainty which impacts on organisational decision-making.
Chapter 2 describes how the effects of uncertainty influences decisions and outcomes,
particularly when considering the decision-maker’s ability to manage risks emanating from
the environment, as well as organisational risks within own work domains. The loose
coupling of cause and effect leads to a conceptual problem when linear rationality is used to
frame meaning. Decision-makers experience demand to change such meaning (and structure)
based on the reality they are experiencing, presenting them with perceived dichotomies. In
order to overcome such dichotomies, ‘Constructivism’, as a methodology, is used to provide
form, acknowledging assumptions about behaviour and structure. The assumptions are
discussed using conceptual continuums (presenting the perceived dichotomies), posed as a
‘framework’ intended to assist leaders in dealing with uncertainty. Order, for example, is
temporarily established through standards that give an organisation stability. Innovation as a
concept, on the other hand, is associated with the flexibility required to succeed in dynamic
environments. Strategy formation in this thesis deals with the concepts ‘organising’,
‘standardising’, ‘rationalising’, ‘emergence’, ‘complexification’ and ‘innovation’ that form
part of such framework.
Chapter 3 provides insight to organisational order, which emerges from the interplay between
‘strategy formation’ as a deliberate process, and the emergent and varied organisational and
contextual forces at play over time. The process forms a narrative – and provides some of the
organisational stability. Strategies emerge, as would the institution created by the interplay.
The interplay results from continuous interaction between the intentional strategic
intervention and its actual interpretation or sensemaking throughout the organisation and its
context by those - including the leadership - who are operationalising the strategies. The

ENGLISH ABSTRACT: The globalised business environment of the 21st century is a complex space for organisations
to navigate. As a means of dealing with the challenges and demands brought about
by increased interconnectedness and interdependence, organisations are increasingly turning
to information and communication technology (ICT), and especially advanced forms
of ICT such as enterprise resource planning (ERP) systems. An ERP system encompasses
the promise of a seamless integration of business processes to be managed by a
single business software application, which can be used to increase competitiveness and
assist managers in strategically positioning their organisations for the future.
This is especially true in the case of small to medium-sized enterprises (SMEs) which
constitute a large and important part of the economies of numerous countries. As the ERP
systems market for larger organisations became saturated at the beginning of the previous
decade, ERP system vendors started to target SMEs by developing smaller and less
expensive software solutions specifically aimed at this market segment. However, research
has shown that these enterprises differ from their larger counterparts in size-specific and
industry-specific ways which can greatly affect their acquisition of ERP systems: SMEs
often face severe resource constraints and cannot afford the costs associated with failed
ERP system implementation efforts. As a result, it becomes all the more important to
follow a proper ERP system selection procedure before committing scarce and irrevocable
resources to implementation.
The purpose of this thesis is to define and describe the size-specific and industryspecific
factors that play an important role during ERP system selection (Chapter 1).
ERP system selection factors in the literature are summarised and synthesised into a
comprehensive framework used to guide the execution of the study (Chapter 2). To this end, a qualitative case study was conducted on an SME in the wine industry of the Western
Cape that was in the process of selecting an ERP system. Data were collected by
critically analysing and reviewing documents, conducting direct observations of requirements
analysis meetings and interviewing participants purposefully selected for the study
(Chapter 3). Five major themes emerged from the analysis of the collected data and from
this a total of 14 selection factors are identified (Chapter 4). These results largely corroborate
existing selection factors from the literature and allows ideas proposed by various
authors to be expanded on. In this way, a theoretical foundation is laid for the development
of an ERP system selection model for SMEs in the Western Cape wine industry

▼ ENGLISH ABSTRACT: Information and communication technology (ICT) has facilitated the implementation of
e-parliament to ensure representivity, transparency, accessibility, accountability and
effectiveness of parliaments. However, the shift from e-parliament to e-democracy may
require parliaments to focus not only on efficiencies but also on improving the quality of
interaction leading to changes in behaviour that support democracy.
The study explores the current set-up in respect of the implementation of e-parliament
globally, the initiatives that are being made and the challenges being experienced. It does
this by examining literature regarding the latest developments in e-parliament and recent
surveys on emerging utility trends. Consideration is given to particular initiatives in the
African context, such as the Bungeni information management system. These are aimed
at facilitating the push towards democracy that is assisted by ICT (e-democracy).
A comparative analysis focusing on policies, technology, practices and organisational
culture in the implementation of e-parliament, as a transitional stage towards edemocracy,
is made with respect to the parliaments or chambers of the Czech Republic,
India, Kenya and South Africa. The outcome of this analysis has important lessons for the
use of ICT to support democracy, particularly for South Africa. It also generates a
number of issues, for example the importance of knowledge management and
organisational design for improving the parliament-citizen interface, which require
consideration by parliaments in general.
A seamless platform for facilitating engagement between parliament and the majority of
citizens is designed through the adaptation of the e-business model. The platform
integrates ICT infrastructure, processes and human resource in a knowledge management
environment.
