▼ For the implementation of the policy, Public Works is an important project. Public Works also affects the satisfaction of the government. The quality of Public Works is not good, because the Government Procurement System has some flaws. Government Procurement Law started since 2000. It has been amended several times. The law has also been very complete, but the complains about it are more and more than before. Public Works Procurement System is modified several times, too. It is not good enough to everybody. One of the reasons is the interactions between the system and behavior. The interactions make law and system to run unsmooth.
Institutionalism thinks that the interaction between system and individual behaviour will result in the evolution of the institution. The institution will be changed in an emergency. The institution changes will be limited by path dependence factors. This study found that the more changes in the system would not be better. The existing functions will restrict the changes of institution. Especially, the actors will not necessarily improve performance after the institution change. Institution change functions and benefits may not develop positively. Public Works Procurement System is restricted by its essence. The change will be limited in some detail. If the essence does not change, the effects of improvement will not be good.

▼ Competing narratives on the “rise and fall of multiculturalism” (Kymlicka 2010) confuse our understanding of the evolution of multiculturalism policy, particularly in the case of federations like Canada and Australia. Part of the issue is the sharp separation between stability and change and prevailing focus on national multiculturalism policies. This overlooks important and simultaneous developments in the constituent units of these two federations. We therefore ask how and why have multiculturalism policies changed in the constituent units of Australia and Canada? First, we argue that amid a noticeable decline in support for multiculturalism on the part of the central government in both countries, constituent unit governments have become a crucial source of multiculturalism policy development in Australia and Canada. Because many of the economic, labour, civil rights and social policy challenges involve state/provincial or shared responsibilities, multiculturalism policies are developed and implemented in large part by constituent units. Thus, we cannot comment on multiculturalism policies in federations without paying attention to the experiences and contributions of constituent units. Second, we argue this process of multiculturalism policy change can be conceptualized along four modes of gradual institutional change referred to as policy drift, layering, displacement, and conversion. These incremental modes of policy change are the result of a distinct combination of contextual, structural, and agency-based factors. More precisely, (1) a shift in the socio-political context marks the opening of a critical juncture as new ideas and demands for reform emerge; (2) institutional rules with separate compliance and enforcement standards structure reform pathways; and (3) the relationship between policy and political entrepreneurship activates the causal mechanisms that consolidate the separate modes of gradual institutional change. The dissertation therefore offers a more complete theoretical explanation of the processes of institutional change, their ideational influences and causal mechanisms through fresh empirical observation. Building on Mahoney and Thelen’s (2010) theory on gradual institutional change, the dissertation applies a process-tracing method over the period 1989 to 2019 to four case studies: Nova Scotia, South Australia, New South Wales, and British Columbia. In sum, generating inquiry that looks beyond national policies allows us to capture concurrent processes happening within and across State/provincial boundaries, which in turn shape their shared citizenship.

▼ During the European debt crisis it became clear that the European fiscal framework needed to be reformed. Part of this reform process was the Fiscal Compact, which required the signatory states to adopt a balanced budget rule in their domestic legislation ‘preferably’ on constitutional level. The Fiscal Compact thus required change and reform of the domestic fiscal frameworks. However, the degree of change of the domestic fiscal frameworks in the various Member States is very different. This thesis tried to explain why this is the case.
Firstly, this thesis determined the degree of change in Germany, Spain and the Netherlands by comparing the domestic fiscal frameworks of these countries before the crisis to the domestic fiscal frameworks after the introduction of the Fiscal Compact. Secondly, this thesis tried to explain the variety in the degree of change in Germany, Spain and the Netherlands, by using concepts from Europeanization theory and
Historical Institutionalism, such as the ‘degree of misfit’, veto-players and other mediating factors.

▼ Realizing the limitations of economic theories in explaining corporate governance practices, this thesis adopts an institutional approach in its attempt to understand how such issues are shaped by larger institutional contexts. Malaysia is used as a case study; and accordingly the influence of a dominant institution of Bumiputera (sons of the soil) on corporate governance practices is investigated. The thesis focuses on the emergence, institutionalization impact, and change of the Bumiputera institution; and how corporate governance practices are influenced in each stage. As a lens for analysis, this thesis integrates sociological and historical paradigms of the new institutionalisms, and extends Beckert’s (2010) framework to include the role of power as advanced by Steven Lukes (1974, 2005). This extended framework is useful in explaining how the reciprocal influence of the Bumiputera institution, social networks, cognition, and power affect the behaviour of corporate governance actors. The analysis shows that, following the commitment by the state towards Bumiputera, the Malays’ equity ownership has seen a progressive increase, although it failed to meet the specified target of 30%. Malays’ representation on corporate boards also increased. The commitment has also led to a strong state presence in the economy, through its involvement in the Government Linked Companies, established to pursue Bumiputera’s objectives. However, unintended consequences have arisen affecting both ownership and appointment. The analysis also shows that, while board appointment is largely based on social networks, the existence of the Bumiputera institution means that ethnicity matters. Appointment could be for political or legitimacy reasons. Heightened by liberalisation moves, both Bumiputera and corporate governance institutions are subject to change. However, this refers only to the regulative aspects of the institutions, which are more susceptible to change compared to their informal elements. The state’s commitment towards Bumiputera remains. This study contributes to corporate governance literature by providing evidence on how corporate governance institutions are influenced by the larger social-political and institutional context vis-à-vis the emerging economy. This study shows that: firstly, corporate governance practices are shaped by history and political contexts; hence, understanding history would enhance the understanding of corporate governance. Secondly, ownership structure and the board of directors are not just mechanisms of corporate governance; rather, they are also channels through which larger objectives, including social objectives, are being pursued. Finally, this institution of corporate governance is not driven by functional needs of capital providers, but is shaped by powerful actors. Corporate governance practices are not intended just for resolving a particular agency problem, but are a mode of response to a particular historical incident that developed in postcolonial Malaysia.

▼ This dissertation focuses on industrial policy in two developing countries: Peru and Ecuador. Informed by comparative historical analysis, it explains how the Import-Substitution Industrialization policies promoted during the 1970s by military administration unravelled in the following 30 years under the guidance of Washington Consensus policies. Positioning political economy in time, the research objectives were two-fold: understanding long-term policy reform patterns, including the variables that conditioned cyclical versus path-dependent dynamics of change and; secondly, investigating the direction and leverage of state institutions supporting the manufacturing sector at the dawn, peak and consolidation of neoliberal discourse in both countries.
Three interconnected causal mechanisms explain the divergence of trajectories: institutional legacies, coordination among actors and economic distribution of power. Peru’s long tradition of a minimal state contrasts with the embedded character of Ecuador long tradition of legal protectionism dating back to the Liberal Revolution. Peru’s close policy coordination among stakeholders –state technocrats and business elites- differs from Ecuador’s “winners-take-all” approach for policy-making. Peru’s economic dynamism concentrated in Lima sharply departs from Ecuador’s competitive regional economic leaderships.
This dissertation paid particular attention to methodology to understand the intersection between structure and agency in policy change. Tracing primary and secondary sources, as well as key pieces of legislation, became critical to understand key turning points and long-term patterns of change. Open-ended interviews (N=58) with two stakeholder groups (business elites and bureaucrats) compounded the effort to knit motives, discourses, and interests behind this long transition. In order to understand this amount of data, this research build an index of policy intervention as a methodological contribution to assess long patterns of policy change. These findings contribute to the current literature on State-market relations and varieties of capitalism, institutional change, and policy reform.

▼ This paper studies the changing process of the social assistance system, by changed and unchanged to look for the reasons why the social assistance system can not fully protect the poor. I selected three phases as 1949-1980, 1981-1999, 2000-2010. The social assistance system is divided into the policy level, institutional level and idea level to analyze in the concept of policy paradigm.
The study found that the different actors in different space environments, both committed to the introduction of Western ideas for reform. However, learn and reform did not change the existing policy ideas. Therefore, the system was hidden the same regulations, such as the calculation of household member, the calculation of income. Thus, the main policy actors still believe that the people should be self-reliance, reduce welfare dependency idea. This concept mainly from informal institutions, like family ethics and work ethic. The policy actors use informal institutions to reduce expenses and assist work. This is the reason, our country assistance system only protect very limited poor to now.

▼ The focus of this study is to analyze the relationship of change in Thailandâs southern policy and separatist movements, or the relationship between the Bangkok regimeâs policies toward Malay-Muslims in southern Thailand and the Separatist Movement. The research approach is to explain the root causes for Malay-Muslim in southern Thailand in armed resistance against the central government, moderation and radical periods in the Separatist Movement.
According to
historical institutionalism, the process of institutional and
historical development is a âpunctuated equilibrium,â and
historical contexts evolve according to âpath dependency.â Except when crises in the external environmental changes cause âpunctuated equilibria,â it would basically cause those in power to establish new coping strategies that cause change or collapse to the old system. In late 19th century, expansion by the English and French colonialism and imperialism in Indochina caused King Chulalongkorn to accelerate reform in national territorialization and power centralization. In turn, the Kingdom of Patani was transformed from a vassal state to a province in southern Siam, ending the power of Malay Rajas, which motivated the
historical origins of southern Thailand separatism.

historical development found that, after Chulalongkorn the crises in external environmental change frequently lead the ruling regime in Bangkok to establish new southern Thailand policies. In sum, the external environmental changes in the temporal sequence of colonial empires fighting for their interests against each other, threat of the Communist Party, Democratization, Globalization and war on counter-terrorism affected the new southern policies of Thailand by Rama VI, Phibun Songkram, Sarit Thanarat, Thanom Kittikachorn, Prem Tinsulanonda, and Thaksin Shinawatra. It is also intimately connected to the radicalism or moderation of the Malay-Muslim Separatist Movement.

question by examining the arguments both for and against the
proposed sale of NB Power using
historical institutionalism. It
determines that NB Power is on two concurrent paths that are
linked, yet distinct. This research then determines that the
agreement to sell NB Power was a critical juncture that failed,
since it was never finalized, but succeeded in creating a new
momentum for change in New Brunswick.

▼ Parallels have been drawn between a catholic marriage and the relationship between the EU and Turkey. Every time the relationship appears to be on the brink of divorce a closer step towards Turkey's accession is made. In this sense, the EU-Turkey relationship is in
historical institutionalist terms path dependent. The institutionalisation of this relationship has meant that divorce incurs a high cost and is, therefore, unlikely to happen. Theoretical explanations have been given for and against Turkey's accession, but these are unable to explain the fluidity of this relationship. Concentrating on history and how arguments are historically and contextually conditioned, this thesis incorporates a
historical institutionalist framework to explain the decision-making by the EU in deepening its path dependent relationship with Turkey in order to aid in understanding EU enlargement and in particular Turkey's EU accession process. Two critical junctures of the periods from 1997-1999 and 2011-2016 will be analysed to reveal the central elements which explain the EU's decision-making. This analysis will examine EU documents concerning Turkish accession such as presidency conclusions, statements of the EU Heads of State or Government and international agreements between Turkey and the EU. In addition, this research will also draw on the already existing academic literature and use statements from the media and from leading figures to reflect on Turkey's accession. Through using a
historical institutionalist approach this thesis makes an original contribution in arguing that Europe's enlargement approach has become vulnerable to reverse conditionality, fostering a path dependent relationship. The EU sees Turkey as a strategic ally rather than as an equal partner. Enlargement in the case of Turkey was initially used to incentivise Turkey to cooperate and has, therefore, been the EU's most powerful source of leverage. However, this use of enlargement has made the EU vulnerable to the implementation of reverse conditionality. As soon as accession loses its significance divorce could be immanent unless the couple can find a compromise to settle on a different kind of relationship.

▼ This thesis examines how national identities change and evolve through time. In that sense, it joins other studies that have studied the mechanisms for changes in national identities. While some authors have tended to focus on state structure, institutional changes (i.e. the creation of federal institutions that encourage regional identities) or belief systems, this study argues that political parties play an important role on national identity formulation. Essentially, this study will establish the argument that political parties have an impact on the direction of national identity. Using HI it will illustrate that the institutional framework in which political parties operate affects the direction that they will push national identity towards. Indeed, political actors have a vision for national identity and they will articulate and redefine how national identity is conceptualized but not freely. Rather, how institutions guide actors, preferences and ideas is central to understanding why national identity takes the form and direction that it does. Using the case study of Germany (1949-1969), it will demonstrate that the CDU sought to define German national identity as one based on Christian weltanschauung, integration with the west (westbindung) and social market economy (sozialen Marktwirtschaft) and that with each notion the influence of the Basic Law and previous political institutions could be felt as emphasis would be put on how each concept was related to “freedom”, “individual rights” and “democracy”.

▼ In the last twenty years, the way in which
individuals consume news about politics has changed. As the
internet becomes increasingly accessible, convenient, and
inexpensive, more consumers than ever before choose to get their
news online. As this migration continues, an understanding of
online news consumption becomes increasingly important to the study
of media systems. There are several ways in which the internet can
be truly transformative – this thesis investigates some of these
claims as they pertain to the comparative study of media systems.
The primary dimension of analysis presented here investigates the
internet’s role in facilitating the homogenisation, or
convergence of domestic media systems. Using a historical
institutionalist approach, this thesis examines internet news in
the United States and the United Kingdom, two cases at the centre
of this debate. To adequately reflect the diversity present in
online news consumption, this project uses a dataset comprised of
news stories about two national election campaigns accessed via
search engines, news aggregators, and social media. The analysis
presented here demonstrates the complexity of the online news
environment, highlighting key areas like source distribution and
regional news content where path dependency has persisted despite
the transition to online news, and those areas such as regional
news sources where distinguishing between the two cases is more
difficult. Where this is the case, the thesis explores alternative
the explanations of Americanisation and technological determinism.
Variance between Google, News360, and NewsWhip data collected for
this thesis demonstrates how the way in which consumers get their
news influences how converged or path dependent the media system
appears.

▼ Developing school sexuality education policies is a complex matter due to the controversial and politicized nature of sexuality. This thesis aims at understanding the development of institutional change in the presence of complex policy systems that involve multiple actors in the policy process. To achieve this aim, it analyses the actions of an advocacy coalition that works to change sexuality education policies in Norway.
The study adopts the Advocacy Coalition Framework (ACF) for understanding the interconnections among the macro-level of the political and historical context, the micro-level of the actor’s motivations and the meso-level of coalition’s goals and strategies. Moreover, it supports the ACF with the Historical Institutionalism (HI) approach to explain the struggle between the actors’ efforts to achieve policy change and the persistence of cultural and political institutions.
Through the conduction of interviews and the analysis of relevant policy documents, this study identified a close interaction and co-dependence among different elements of the political system. In implementing its strategy, the coalition encountered facilitating and hindering factors that determined the achievement of a slow incremental change. The advocacy coalition started and continuously influenced the change process through a strategy of knowledge production and sharing that contributed in changing attitudes and perception of policy participants on sexuality education.
The active agency of the coalition’s actors in creating arenas and channels of sharing and coordination facilitated the learning process. Nonetheless, fixed institutions and conflicts of interests hindered the achievement of a major policy change. Therefore, this thesis identifies the policy process as a complex interaction among different factors and elements that generate reciprocal influence and jointly determine the process’ outcomes.
Hence, the study concluded that the institutional setting is essential in determining rules and constraints for the actors. However, the active agency of policy participants can strategically exploit the historical and institutional setting for achieving the actors’ goals.

▼ This study aims at examine why the agricultural policy in Sweden and Finland has turned out different, despite the Common Agricultural Policy (CAP). The study is a compare case study where Sweden and Finland are used to draw general conclusions. The question asked to pursue the aim are; what kind of agricultural goals did Sweden and Finland negotiate for during the membership-process to the European Union (EU), what kind of agricultural goals did the both states negotiate for during the reform of CAP 2003 and 2015, are their differences in the national regulations that can explain the actual development and can the agricultural policy today be seen as a result from the goals during the membership-process? In this study an analytical model is created and used to analyze the aim, the model is based on the theory of historical institutionalism to describe the general development and it’s also applied in the empirical analysis. The empirical material consists of books, articles and primary document etc. One general conclusion asserts that the actual development in the agricultural policy can be traced back in the historic context. In Sweden’s case the process can be connected to the agricultural deregulation that took place before the membership. In Finland’s case the development can be associated with the overproduction during the 1960-1970 and its goals with a high level of self-sufficiency. Another conclusion affirms that the national regulation where Sweden and Finland has had the opportunity to shape their own regulations and structures is one of several explanations to the aim.

▼ This paper aims to explain how the interplay between formal and informal institutions affects the potentially gendered outcomes of political reforms. The case of the Chilean parental leave reform of 2011 is used as an example of a political reform addressing gender equality. Within the framework of historical institutionalism analysis of formal and informal institutions are made separately to proceed to merge the two and discuss how they interact with each other and affect the outcomes of the reform. The formal institution is studied by analyzing the construction of the reform itself and the informal institutions are studied by analyzing interviews with parents making use of this reform. The results of this research show that both formal and informal institutions follow a historical pattern of social norms placing the responsibility of childcare on mothers. Formal institutions seems to follow a certain path dependency in the way they are created and informal institutions affect and counteract the small possibilities to change given by the formal institution. Possible indications of critical junctures challenging this path dependency were however found and show a potential period of significant adjustment in informal institutions and the reform might be seen as an example of change.

▼ This research focuses on the forms of exclusion that democratizing processes have historically facilitated. The dynamics of democratization often lead political coalitions to change electoral rules to simultaneously extend and constrict the right to vote across different categories of persons, as well as to reinforce existing exclusions. This pattern occurred in all the 'exemplary models' of early democratization, and yet the historical narratives relied on by the comparative democratization literature neglect its exclusionary dimension, and thereby misinform comparative theory building. The dissertation
empirically documents the "dark side of democratization" in the three paradigmatic cases of the United States, the United Kingdom, and France, and develops and tests a theory explaining cross-national and cross-time variation. At key moments in a country's development, political entrepreneurs advance ideas of community belonging for the purpose of securing a governing coalition. When successful the ideas of political community are embedded in new institutions and in public opinion, shaping the expectations of political agents across the political spectrum and resulting in higher costs of coalition-building and political mobilization across categories of people. The exclusions were thereby made resilient to subsequent democratizing processes. The dissertation advances research the role of ideas in social science by focusing on the micro-foundations of democratic exclusion. The model predicts various of political behavior that are integrally important to democratization, and is tested against debates, voting behavior, and correspondence in and outside of parliaments, legislatures, and constitutional conventions. The data draws on archival field work research, multiple datasets of legislator behavior, constituency demographics, and institutional change. These allow for the identification of stable patterns as well as change across time, and supplement a process tracing research design.

▼ This thesis examines the
historical use of land value taxation by the New Zealand government over the period 1891 – 1991. The study adopts qualitative research methods to explore how land taxation policy progressed over the century and what were the relevant influences on policy direction. The primary aim of the study is to examine how the land value tax policy used in New Zealand developed over time, what drove changes to it and, ultimately, why it was abolished.
To this end the study adopts a
historical institutionalist framework to analyse the influence of institutional factors on the development of land tax policy. Particular attention is paid to the influence of ideas, path dependency, critical junctures and power. The research itself is an interpretive narrative history, primarily drawing from
historical document sources including government records and publications, legislation, parliamentary debate records, court records and media coverage.
By addressing this topic, this research informs future debate as to the suitability of land taxation for use as a tool to influence the property market or as a method of wealth taxation. In addition it offers an explanation as to how methods of taxation can become obsolete and eventually be abolished, in a New Zealand context.

▼ The research analyses stability and change in the English/British elite sport policy landscape in the period 2005 to early 2014. In the context of a recession and change of government, the policy environment could be described as turbulent and cuts to public funding and commitment to deregulation have been key features of the overarching policy landscape. There was an assumption that elite sport would not be immune from the policy turbulence. The policy landscape is described as consisting of three elements: organisations, public funding and political salience. The original contribution of the thesis is threefold: first, in relation to the empirical study of the relative impact of the political and economic turbulence on the elite sport system; second, in the application of institutional theory and punctuated equilibrium theory to the analysis of elite sport policy; and third, the application of theory to explain the extent of stability uncovered through the empirical research. The research used a case study approach. Semi-structured interviews were conducted with 20 senior officials from sport in England/the UK from both sport-specific NGBs and organisations with wider, national remits for elite sport and incorporating both government and non-government organisations. Due to the sample of interviewees, the nuances of elite interviewing were an important consideration for the researcher. A document analysis study was also carried out. Through the existing literature and the data gathered, three cases emerged and were examined in depth: youth talent search and development; nurturing and transferring talent; and sustaining world class athletes. Thematic analysis was used to examine the data. The data revealed that the policy landscape was, for the most part, stable in the period studied. There were changes to the intensity of financial and political support and refinements of policy objectives, especially due to the hosting of the London 2012 Olympic and Paralympic Games, but the overall policy aims remained consistent. The reasons identified for this stability were as follows: the absence of an alternative, critical lobby; strong leadership in the sector; and the hosting of the London 2012 Games. The long-term impact of Labour s Modernisation agenda was found to have contributed to the stable governance of elite sport, which includes a structure for decision-making and accountability around funding of NGBs by UK Sport. Historical Institutionalism was found to offer the most useful meso-level framework for analysis of the data and clear critical junctures and path formation phases could be identified.

▼ Some innovative businesses are reluctant to work with the Department of Defense (DoD) due to the perceived bureaucracy of the DoD procurement system. Recognizing this problem, in 1989, Congress created a new type of non-procurement agreement for DoD called Other Transactions Agreements (OTs). Unlike traditional procurement agreements, OTs are excluded from many of the laws and regulations that reportedly deter the private sector from doing business with DoD. OTs enable agreements that more closely resemble commercial contracting. The terms and conditions of the OT can be written to meet the needs of the parties and the OT project. Thus, OTs are a flexible tool to help attract innovative businesses that would not otherwise work for DoD under traditional procurement agreements. Congress has expanded OT authority to encourage DoD to use OTs more widely. DoD has issued guidance to help its employees negotiate and administer OTs. But DoD has not used OTs as much as expected. This is puzzling because procurement and policy experts find that OTs are helpful to DoD and the private sector in reducing the legal and regulatory compliance costs often associated with the DoD procurement system. This study explores institutional and other factors that may help explain why DoD has not more widely used OTs. The study relied on interviews with DoD employees and contractors. OT case studies were used to corroborate the interview findings. The study findings are used to offer policy recommendations to support the wider use of OTs by DoD.

▼ Intellectual property, including copyright specifically, has been a cornerstone of the United States’ (US) international trade policy over the past three decades at the bilateral, regional and multilateral level. Meanwhile, the past three decades has also been a period of intense disruption of copyright law due to the emergence of new technology. This includes home-taping devices, the internet and online file-sharing services. In response, the US’s domestic laws on copyright have also changed dramatically during this time. Applying a historical institutionalist analysis, this thesis examines how processes of domestic institutional change on copyright influenced, and were influenced, by the US’s international trade agenda. In particular, it analyses how the emergence of new technology changes the balance of power between local commercial interests and their preferences, and the impact this has on state preferences in international negotiations. However, the thesis does not limit its analysis to copyright owning interests such as film studios and software publishers. It also includes the commercial interests behind these new technologies themselves. Additionally, the thesis does not accept that the discursive strategies of these interests were pivotal in making copyright a major trade priority, or that they determine state preferences through institutional capture of the US’s trade negotiator’s office. Instead, the thesis argues that it is the confluence of commercial interests and state interests, particular on economic nationalist and security grounds, which has determined the international negotiating agenda of the US. As a result, the US international copyright standard setting efforts have been determined by a combination of the state’s economic nationalist and security interests, and how these align with those of local commercial constituents. US preferences have thus evolved with changes in these state and commercial interests due to new technology, and shifting power asymmetries in the international political economy. This approach is referred to as ‘embedded nationalism’.

▼ This study is a case study that observes the development of equality strategies in the European Union. After the former strategy for equality ended in 2015 there has been expectations that the European Commission would present a new strategy for equality. Therefore, the new strategy for equality was a disappointment for several actors and institutions of the European Union. The new strategy for equality is a work document and has a lower status in comparison with former strategies for equality in the EU. As a result, several actors and institutions are worried about the development of equality without a complete strategy. To examine the development of strategies for equality in the EU historical institutionalism and a process called historic process tracing is used in this case study. The current strategy for equality 2016-2019 is going to be compared to the former strategies for 2006-2010 and 2010-2015. Are there any indications that the new work document represents a critical juncture or is it the result of path dependency and the way that EU equality strategies follows? To observe this case Hall and Taylors´ four distinct features of historical institutionalism has been the theoretical vantage point in this study. To summarize the results of this study there has not been many substantial changes between the different equality strategies. However, changes has been identified through the way the commission presents their strategies. The new strategy for equality has also been criticised for the way the Commission has presented the document. There are signs of a conflict in the union where different institutions rely on different patterns and structures. While the Commission presents a work document other actors and institutions in the EU are currently debating for a concise and formal strategy.

▼ This thesis researches the development of Vietnam information & communication technology media (ICT media), and the control system that founded by Vietnam Communist Party-led government. With the theory of
historical institutionalism, this research discovered how VCP has maintaining the party-state system thought the different ICT media innovation periods. Due to ICT applications could possibly arouse the social kinetic energy, especially in developing countries, VCP must ensure the state power wonât be challenged from the masses of society. However, compared with other ASEAN countries, Vietnam has significantly gained the developing growth of ICT media in recent decade. About 40% of Vietnamese now are internet users. As multimedia services, mobile communications devices, social networks and the other ICT applications were widespread, all of these had built a multi-dimensional information platform for peopleâs interactions. These changes seem to put a stone in the midway which authorities want for expanding state's role in the ICT media. Although most authorities could truly realize the benefits of media control, but not all of them with this acknowledge could completely restrain their countryâs own society. VCP government pass through the phase of crisis from the ICT mediaâs developing and application since it promoted the transformation of ICT enterprises and kept the masses of society gradually participating. But now VCP government must face the consequences which state power expended behind the widespread of ICT applications. If the dissidents largely emerge from Vietnamese society, it would be needed to consider will the same political control system maintain.

The 2008-2009 global financial crisis, and the protracted European sovereign debt and banking crisis that followed, re-shaped the institutions that govern Europe’s financial system. Despite demands for comprehensive and integrated reform, patterns of regulatory change varied significantly across core elements of the financial system. Through case studies of the banking, securities, insurance and pensions sectors, this study documents the emergence of a patchwork of European financial regulatory institutions that entail new divisions in the responsibilities held by the European Commission, the European Central Bank (ECB), and domestic governments. Employing an historical institutional framework, the study finds that the distribution of financial regulatory authority between member states and the European Union preceding the onset of the 2008 global financial crisis was instrumental in shaping changes to EU regulatory institutions during and in the immediate aftermath of the crises. Sectoral variation in levels of regulatory integration among member states prior to the crises shaped state preferences and predisposed institutions to particular patterns of institutional change. Where high levels of regulatory integration existed before the crisis, EU institutions expanded through a process of institutional layering, gradually hardening enforcement mechanisms, extending regulation to new markets, and issuing more binding technical standards. This contrasts with the displacement in the locus of supervisory authority experienced in the creation of a European banking union in 2013, in which supervisory control over eurozone banks was transferred from domestic authorities to the ECB. Low-levels of regulatory integration are found to have been a necessary condition for this transformative change to occur, while the protracted eurozone sovereign debt crisis is found to have provided a period of heightened contingency during which the ECB was able to exert significant political agency at the European Council to effect the resulting shift. In explaining the emergence of a complex financial regulatory system in Europe after 2008, the study contributes to deeper understanding of the political processes that shape the evolution and integration of national and international institutions of economic governance in the early 21st century.

▼ This research has analyzed how the institutions of
the merit-based bureaucratic system in the Korean Government
changed from 1948 to 1963, applying the gradual institutional
change theory of Mahoney and Thelen (2010). Though copious research
has been produced on Korean economic development, little analysis
has been made on the emergence of the Korean developmental state.
This research aimed to fill in the analytical gap by examining how
effective bureaucratic institutions was established in the Korean
developmental state to draw out implications for the institutional
change theory as well as the discussion on the developmental sate
and state capacity.This research has found that the merit-based
bureaucratic institutions of the Korean Government positively
changed in a piecemeal approach from 1948 to 1963, though once
disturbed from 1955 to 1959. Contrary to the existing literature,
this research also has found that the institutional setting for the
merit-based bureaucracy was set from the very beginning of the
Syngman Rhee Administration; however, the selective implementation
and enforcement of the rules in the Syngman Rhee period hindered
the Weberian bureaucracy. This research has, therefore, drawn out
that for positive institutional change, the role of the change
agents is critical especially the vertical chain of reformative
leadership and capable practitioners. The low level of opposition
is beneficial for not only positive but also negative change. In
the end, in the case of Korea, the initially ambiguous institutions
provided the actors with considerable discretion to manipulate or
misuse rules. As a result of the institutional reform the rules and
regulations became detailed reducing the gap between what the rules
say and how the rules are implemented.The empirical tests of this
research have confirmed the basic assumptions of the gradual
institutional change theory of Mahoney and Thelen (2010). Firstly,
the empirical results have shown that the institutional change has
more to do with a piecemeal internal process than to do with any
external shock or event. Secondly, the gap between the existence
and the enforcement of an institution has also been proved valid.
Thirdly, the empirical tests have confirmed the influence of three
change factors producing different types of change in the theory.
Based on the empirical findings, this research has identified
important implications for the institutional change theory with
three key areas for improvement. The first is the validity of the
three modes of change in the theory. The test has identified the
need to address the different magnitudes of the three factors
affecting change. This research has also identified the need to
clarify the definition of gradualness and the concept of the change
agents to solidify the theory. This research has also enriched the
discussion on the developmental state and state capacity by
identifying the limitations of the merit-based institution in
different contexts. Based on the analysis, this research has drawn
out four key lessons…

▼ Public sector(1) reform is about improving the management of the public sector. Such reform has no universal framework. What can be done in any country is a product of its history, structure and culture. Moreover, public sector reform is not simply simple 'technical' change. It depends upon, and actually comprises reform of a nation's political system.
The main focus of this thesis is administrative reform in Sri Lanka (SL). The key research question is why this has encountered so many problems in the SL public administration system despite many attempts at reform since 1950. And, why and how have key
historical, structural, sociological economic and political factors since Independence contributed to this current impasse?
Answers to key questions investigated were sought through qualitative and quantitative research. Using a combination of official documents and interviews with senior political elites, public officials and academics, this thesis analyses the current situation of public administration in SL. In order to better understand the current situation, the history of public administrative reform in SL is investigated. The focus of the analysis lies in understanding the complexity and specificity of the present situation in order to better assess prospects for future reforms. This provides a backdrop to effective future agendas and highlights issues in the present system that must be addressed within that agenda. In this process this thesis examines when, how and why administrative reforms took place in SL since the 1950s, which political parties were in power, and who gained and lost due to reforms. The, Administrative Reform Committee Reports (ARC) of 1986/88 are central to this analysis because they made comprehensive recommendations on all aspects of administrative reform. The experience of the ARC carries valuable lessons to administrative reformers.
Because this thesis is exploring
historical and political questions, the Pollitt and Bouckaert model of public management, which focuses on
historical institutionalism, is used as the theoretical framework.
This thesis finds that all reforms in SL from 1950-2005 were isolated, ad hoc, and reactive to crisis situations, not proactive. On many occasions such changes lacked adequate examination as to their effects on the administrative system as a whole. This further resulted in more problems and even greater complexity, with the ARC recommendations not fully implemented. This thesis analyses underlying factors responsible for thwarting efforts to create an effective and efficient public administration system in SL.
The originality and significance of this thesis lies in two areas: (a) it is the first systematic
historical analysis of public sector reform in SL that pulls together a wide range of evidence from divers sources; (b) this thesis confirms the importance of understanding the history and political dynamics of a country before serious and wholesale attempts at public sector reform are attempted. ▼ In the course of the transition from the industrial to the knowledge economy, the legal construct of intellectual property has gained considerably in significance. Since the mid-20th century, countries of the Global North have successfully pushed for authoritative standards of protection at the international level. International treaties, including the Agreement on Trade-related Aspects of Intellectual Property (TRIPS) have caused controversy, as they restrict the accessibility of essential knowledge goods. In recent years, however, coalitions of countries from the Global South and NGOs have been able to influence international rulemaking in a number of cases. How were these materially weaker actors able to achieve change?
Drawing on a wealth of empirical material, my dissertation studies this question from a comparative perspective. In a first case study, I analyze the conflict over access to printed material for people who are blind, visually, or otherwise print-disabled. While a first reform attempt in the 1970s and 80s failed to produce a significant outcome, a second one was far more successful. In 2013, the World Intellectual Property Organization adopted the Marrakesh Agreement, which, against the opposition of developed countries and rights holders, established legally binding limitations and exceptions for the benefit of people with disabilities. In a second case study, I look at the conflict over access to crop seeds for smallholder farmers. As in the first case study, in the 1980s, an initial reform attempt was unsuccessful. A second one, however, in 2001, resulted in the conclusion of the far-reaching International Treaty for Plant Genetic Resources for Food and Agriculture. Explanatory factors highlighted by the literature, such as the actor constellation, are largely constant across both cases. What then explains the greater success of later reform attempts?
I argue that shifts in the institutional contexts of the governance areas have created opportunities for weaker actors. Combining insights from the literature on regime complexity and
historical institutionalist theorizing, I show that competitive relationships among international institutions open up the opportunity structure for challengers of the regulatory status quo. Conversely, a fragmentation of the institutional context leads to a closure of the opportunity structure, as it exacerbates broad mobilization and sustained collective action.
My thesis makes a contribution to discussions in International Political Economy on the international regulation of markets. It also contributes to the debate in International Rela-tions on regime complexity.

Despite this policy variation, little research has focused on the forces that have shaped alcohol regulation. Australia and New Zealand had divergent approaches to alcohol regulation despite geographic, cultural, and demographic similarities. Through their histories, alcohol regulations were also heavily debated issues of public importance. Despite this, there has been little or no comparative research which seeks to systematically describe and explain alcohol control policies in the antipodes. This thesis seeks to address this gap in the scholarly literature by providing a detailed historical account of the trajectory of alcohol control policies in Australia and New Zealand and, using the tools of historical institutionalism, proceeds to present an explanation of policy divergence between the cases.
This research focused on the influence of institutions in shaping policy paths and divergence in alcohol controls. The institutions assessed included mid-level political institutions (division of powers, parliamentary structure and practice, constitutional arrangements, and the judiciary) and, consistent with the work of some historical institutionalists and political scientists (such as Lowi), the influence of policy legacies. The approach incorporated a comparative, historical assessment of alcohol control policies (dependent variable) and ideas, actors and institutions (independent variables) over a long time period (1900-2010) to identify divergence and its causes. The research found that in 2010 the alcohol control policies in Australia and New Zealand were less similar than in 1900. This divergence became pronounced after World War One when Australian controls followed a path of incremental change, while New Zealand followed a different path with two brief periods of significant change (World War One and the late 1980s) and rigid stability in between. The divergence was evident in availability controls and other policy tools, including: taxation, drink-driving countermeasures, treatment, advertising controls, and national alcohol policies. Australian alcohol policies were consistent with the incremental change path identified by March and Olsen (1989), whereas New Zealand’s diverged after World War One when they followed a different path of rapid and dramatic change at critical junctures followed by “locked-in” rigid stability; consistent with the path identified by Collier and Collier (1991).
The cause of alcohol control policy divergence could be largely explained by institutional variables. Australia and New Zealand had similar cultures, policy actors and exposure to ideas throughout the period. These factors were less significant in shaping the policy divergence. ▼ The following thesis analyzes why is the democratic rule of law stronger in Uruguay than in Mexico? This work focuses on the state of the democratic rule of law in Mexico and Uruguay. The premise of this thesis is that there is a gap in the literature on causes that have historically made Uruguay the country with the strongest democratic rule of law in Latin America and Mexico one with the weakest democratic rule of law. Historical institutionalism is used to see how the evolution of the sequencing of political regimes as well as the evolution of civil-military relations in the two countries may explain the divergent outcomes. Emphasizing path-dependency, this analysis is conducted using a methodology of process-tracing. This research serves to put forward propositions in the form of a testable hypothesis on the causes that have led Mexico and Uruguay down different paths when it comes to the democratic rule of law. It also serves to fill a gap in the literature as cross-national differences on rule of law in Latin America have not been sufficiently well-explained.

▼ Within the last two decades, being exposed to major social, economic, and demographic challenges, many national pension systems have undergone various transformations. Following suggestions from the World Bank and the International Monetary Fund, many welfare states revised existing pension policies and started encouraging supplementary pension arrangements, particularly promoting the development of private pension savings, as well as occupational pension schemes. However, the degree to which the latter developed varies significantly between countries.
The purpose of this Master’s thesis is to analyze the evolution of voluntary occupational pension arrangements in two countries - Finland and Russia. The research examines how certain economic, political, and social contexts, as well as decisions and reforms in public pension provision influenced the development of voluntary occupational pension provision. The research explores at what point in time, as well as under what circumstances, the role of voluntary occupational pension arrangements changed in Finland and Russia. The evolution of voluntary occupational pension arrangements is analyzed using existing studies in the sphere of pension policies, combining the theoretical frameworks of the mixed economy of welfare and historical institutionalism. The significance of these two approaches lies in their ability to expand our knowledge of how voluntary occupational pension provision evolved in Finland and Russia. The former allows the broadening of our understanding of welfare provision by taking into account the plurality of welfare actors. While the latter focuses on the importance of history helping to examine factors and decisions, which led to involvement of these actors in matters of welfare provision.
The analysis of evolution of voluntary occupational pension provision in Finland and Russia identified three critical junctures. The first critical juncture is related to the early development of pension systems in two countries in the early 19th. The second juncture concerns the decisions to establish basic and earnings-related pension schemes, which were observed throughout the first part of the 20th century in both Finland and Russia. The third critical juncture is related to the economic crises of the 1990s and the necessity to restructure systems of pension provision.
The study demonstrated certain similarities in the evolution of voluntary occupational pension provision between the two countries, especially in the timeframes of the first critical juncture. Thus, the initiative of employers to provide pension benefits for their employees in both countries had a significant impact on the development of pension provision, and voluntary occupational pension provision in particular, creating the possibility for employers to use pension arrangements as additional motivational tool for retaining staff and getting employees to increase their performance. ▼ The two decades preceding the global financial crisis of 2008 saw an increase in international migration flows. This development was accompanied by the relaxation of immigration entry controls for select categories of foreign workers across the developed world. The scale of labour immigration, and the categories of foreign workers granted entry, varied considerably across states. To some extent, these developments transcended the traditional classifications of comparative immigration politics. This thesis examines the reform process in two states with contrasting policy legacies that adopted liberal labour immigration selection and control policies during the abovementioned period. The instrumental role that immigration has played in the process of nation-building in Australia has led it to be classified as a 'traditional destination state' with a positive immigration policy legacy. By contrast, immigration has not been significant in the formation of national identity in the United Kingdom. It has a more negative immigration policy legacy and is generally regarded as a 'reluctant state'. Examining the reasons for liberal shifts in labour immigration policy in two states with different immigration politics allows insights to be gained into the processes of policy-making and the dynamics that underpin it. In Australia, labour immigration controls were relaxed incrementally and through a deliberative process. Reform was justified on the grounds that it fulfilled economic needs and objectives, and was consistent with an accepted definition of the national interest. In the UK, liberal shifts in labour immigration policy were the incidental consequence of the pursuit of objectives in other policy areas. Reform was implemented unilaterally, and in an uncoordinated manner characterised by an absence of consultation. The contrast in the manner in which reform was managed by the various actors, institutions and stakeholders involved in the process both reflected, and served to reinforce, the immigration policy legacies of the two states. Moreover, the Howard government used Australia's positive legacy to construct a coherent narrative to justify the implementation of liberal reform. This generated greater immediate and lasting support for its reforms among stakeholders and the broader community. By contrast, lacking a similarly positive legacy, the Blair government in the UK found it difficult to create such a narrative, which contributed to the unpopularity of its reforms. This thesis therefore argues that policy legacies had a significant impact on the processes and dynamics that shaped labour immigration selection and control decisions during the recent wave of international migration. The cases demonstrate that a nation's past immigration policy experiences shape its policy-making structures, as well as institutional and stakeholder policy preferences, which are core constituent components of a nation's immigration politics.
