▼ The modeling tools that have been developed over the last 25 years for the identification of routes for hazmat shipments emphasize the tradeoffs between cost minimization to the shipper/carrier and controlling the "natural" consequences that would stem from an accident. As the terrorist threat has grown, it has become clear that a new perspective, which allows for the representation of the goals and activities of terrorists, must be incorporated into these routing models. Government agencies can determine which specific facilities to restrict for each class of material and for which times of the day and/or week. This paper develops a mathematical model of a threeplayer game to represent the interactions among government agencies a shipper and terrorists as a framework for the analysis. It also develops an effective solution procedure for this game and illustrates the use of that procedure on a realistic case study.

▼ The risk associated with railroad transportation of
hazardous materials is an ongoing
subject of interest to the transportation industries, the government, and the public. A variety of approaches have been considered or adopted to manage and reduce risk. These include improving operating practices and personnel training, improving transportation packaging, maintaining and upgrading infrastructure, and rerouting
hazardous materials traffic. Certain risk reduction options have received particular attention in recent years. Realizing the interest and the need for research in this area, this study focuses on consideration of routing, track infrastructure improvement and speed management as approaches to reducing the risk from railroad
hazardous materials transportation.
For each approach, potential benefits in terms of risk reduction are analyzed using operations research (OR) and quantitative risk assessment (QRA) methods. The goal is to facilitate the consideration of each approach and evaluate its potential application for a particular objective of interest. Furthermore, this study considers improvement of several parameters in the risk model to enhance the quality of risk estimates and to better understand their sensitivity to various assumptions. When resources are limited so that a complete analysis of the entire routes is not possible, statistical methods for route risk comparison are introduced to help decision makers choose the most appropriate route, thereby providing further confidence in an evaluation of routing alternatives or risk reduction options.
Route risk analysis is often complex and generates results that can be difficult to interpret. The results from quantitative risk assessment are not very helpful if critical information is not properly interpreted and effectively conveyed to the concerned parties. This is one of the most important issues in risk analysis but has received relatively less attention. This study illustrates several new techniques to present, interpret, and communicate risk results more effectively.
Overall, this study aims to develop information on the potential and effectiveness of different risk reduction approaches to facilitate the consideration of the most appropriate option according to the objective of interest of different parties in the railroad
hazardous materials transportation supply chain. Part of the findings will help clarify the mutual roles of these parties, including carriers, shippers, and municipalities, and help them develop and implement the most appropriate and effective risk management, reduction, and mitigation options accordingly. Furthermore, the information provided may be useful for regulators and researchers who might be interested in the subjects presented in this dissertation.

▼ Type I collagen materials are used in a wide range of industrial applications. Some examples
include leather for shoes and upholstery, acellular dermal matrix (ADM) materials for surgical
applications, and bovine pericardium for the fabrication of heart valve replacements. The
structure of these materials is based on a matrix of collagen fibrils, largely responsible for the
physical properties and strength of the materials. How the collagen fibrils themselves
contribute to the overall bulk properties of these materials is not fully understood.
The first part of this work investigates a collagen structure defect in leather, known as
looseness. Looseness occurs in around 5-10% of bovine leather, and is a result of the
collagen fibril layers separating during processing from raw skin to leather. A greater
understanding of why looseness develops in leather and a method of detecting looseness
early in processing is needed to save tanners a significant amount on wasted processing
time and costs. In addition, an environmentally safe method of disposing of defect and waste
leather is sort after since the current method of disposing to landfill is causing environmental
concern due to the possibility of chromium leaching from leather into the soil as it
biodegrades.
Synchrotron based small angle X-ray scattering (SAXS) revealed that loose leather has a
more aligned and layered collagen fibril arrangement, meaning there is less fibril overlap,
particularly in the grain-corium boundary region. This results in larger gaps in the internal
structure of loose leather compared with tight. These gaps could be detected using
ultrasonic imaging in partially processed pickle and wet-blue hides as well as leather.
Incorporating an ultrasound system into the leather processing line could be a viable method
for identifying hides deemed to develop looseness earlier in processing, and these could be
diverted down a separate processing line or removed.
Disposing of waste leather by first forming biochar prior to land fill proved to be an effective
way of reducing chromium from leaching into the environment. XAS revealed that heating
leather to temperatures above 600°C in the absence of oxygen formed a char where
chromium was bound in the stable form of chromium carbide. The stability of this structure
makes chromium less available to form the toxic hexavalent form in the environment and
presents a possible alternative option for environmentally safe disposal of leather.
The second part to this work looks at the correlation between collagen fibril structure in a
range of biomaterials in relation to material strength. Leather, ADM and pericardium are
three type I collagen based materials which rely on sufficient strength to carry out their
industrial and medical applications. These three materials were studied to try and identify
collagen fibril characteristics that relate to high material strength.

transported according to the shipment required by the United Nation Recommendations
(UN Recommendations). This mandate to follow the UN Recommendations has caused a
lot of confusions for packers, shippers and shipping agents. Due to the confusion
surrounding the use of this document, this thesis provides a basic guideline and complete
instructions on how to handle
hazardous materials smartly and safely.
Not understanding the regulations involved in
hazardous material movement could result in
much confusion in dealing with these type of
materials. These analysis will clarify such
areas as the responsibility of the shipper, shipping requirement, bills of lading regulations,
terminology, and container constructions, which can help them in safe and effective
handling of
hazardous materials during transportation.
This thesis is divided into two sections: Section 1 deals with material classification,
packaging marking, labeling, loading, paper work etc. Section 2 is the analysis of standard
regulations of American Society for Testing
Materials (ASTM) and US Department of
Transportation (DOT) which developed a new test method,
materials and construction
specifications for packagings as well as miscellaneous information on
hazardous material
packaging.

У овој докторској дисертацији је извршена анализа
свих релевантних фактора који се односе на систематизацију и научно
објашњење функционисања различитих интервентних тимова у условима
изазваним хемијским акцидентима при транспорту опасних материја.
Извршена је анализа тренутног стања и могућности интервентних
тимова намењених за реаговање у условима хемијских акцидената при
транспорту опасних материја, уз сагледавање могућности оваквих
организационих целина у свету и земљама у окружењу. Поред тога,
извршена је детерминација расположивих ресурса у нашој земљи, са
освртом на њихове техничко-технолошке могућности и коначно,
предлагање новог модела ангажовања интервентних тимова у ванредним
ситуацијама узрокованих хемијским акцидентима при транспорту
опасних материја. Ово је омогућило изналажење могућности за примену
другачијих организацијских, кадровских, материјалних и других
решења која могу повећати ефикасност ангажовања интервентних тимова
у условима ванредних ситуација. Правилна и потпуна процена и
контрола ризика је основни услов за ефикасно управљање транспортом
опасних материја, а елиминација ризика крајњи циљ коме се тежи.
Главни недостатак у садашњем систему управљања ризиком је
недостатак релевантних информација које могу да утичу на смањење
ризика или његово свођење на прихватљив ниво. Практично не постоји
јединствени систем или модел за праћење појединачних транспорта
опасне робе, а није дефинисана ни мрежа путева којима се возила
крећу, чиме је, између осталог, и еколошки ризик стављен ван
контроле. У свету се данас овој проблематици посвећује много више
пажње. На бази свеобухватне и детаљне процене ризика израђени су
бројни модели који се заснивају на непрекидном праћењу транспортних
средстава са опасним материјама од места утовара робе до крајњег
одредишта. Све ове мере, уз врло развијен и ефикасан систем
извештавања о акцидентима, представљају поуздане елементе за
квалитетно управљање ризиком...

▼ Railways offer a safe and efficient means to transport
hazardous materials in North America. Nonetheless, the potential risk of
hazardous materials release incidents to human health, property and the environment must be appropriately managed and minimized to the extent feasible. Railroad train safety is affected by a variety of infrastructure, rolling stock and operational factors. These factors, individually and in combination, should be properly accounted for in
hazardous materials transportation risk management. This dissertation presents analytical models to analyze train derailment probability and severity, evaluate
hazardous materials release risk and identify optimal solutions to efficiently reduce the risk.
This research is organized into three principal parts: derailment analysis, risk analysis and decision analysis. First, statistical models are developed to estimate train derailment rates. The analysis shows the variation of train and car derailment rates under different infrastructure and traffic characteristics. Understanding derailment severity is also important. A quantile regression model is developed to analyze derailment severity distribution at various quantiles. After a
hazardous materials train is derailed, the probability distribution of the number of tank cars releasing is estimated based on a series of related events using the Law of Total Probability. Based on train derailment probability and the number of tank cars releasing per derailment, the risk of a
hazardous materials release incident is estimated in the second part of this dissertation. The model accounts for FRA track class, method of operation, traffic density, train length, derailment speed, number and placement of tank cars in a train, tank car safety design and population density along rail lines. In the final part, this dissertation evaluates the safety effectiveness of several risk reduction strategies, individually and in combination. An integrated risk reduction framework is developed to determine the optimal portfolio of investments for multiple risk reduction strategies.
In summary, this dissertation presents statistical analysis, risk analysis and decision analysis models to assist decision makers to develop, evaluate, prioritize and implement potential strategies for reducing railroad
hazardous materials transportation risk. The methodology and results provide insights that have been implemented or could potentially be used to develop better-informed rail safety policies and practices.

Hazardous Materials Spills
(HAZMATS) occurred in the United States between 1998 and 2009, also
concentrating on California as a case study. This work expands the
base of empirical knowledge and observations of previous studies
dealing with the geographical location of
Hazardous Materials
Handling and Storage Facilities (HMHSF). ❧ Integrated into the
HAZMATS spills distribution analysis, a frontline approach is
proposed to address the more common methodological issues and
constraints faced by the environmental justice discipline, as
reported by previous authors. This new methodology is purposely
designed to comply with the current legal requirements of the
Environmental Protection Agency (EPA) for Environmental Justice
Determinations (EJD), so can be expanded from theoretical to the
applied realm. Two major methodological problems were identified
during the literature review: a) The precise determination of the
best geographical extent (scale) to define the area of study and
the appropriate unit of analysis to capture the environmental
problem at hand, and b) the introduction of artificial boundaries
caused by the use of population census data aggregated at the
tract, block, or ZIP code level. The author proposes, creates, and
tests an innovative Geospatial Tool, based in the study of
"Hotspots"—or outliers—and the use of a variable radius in order to
address the "Modifiable Area Unit" problem and the introduction of
artificial boundaries by the census data offering a solution for
the two more common methodological issues that have been
encountered by previous authors. ❧ This thesis also explores
distribution patterns and spatial relationships between the more
significant HAZMATS spills locations ("Hotspots") and highlights
communities with high levels of poverty and social vulnerability
where questions concerning environmental justice need to be
urgently addressed. Future work is proposed to assess the presence
of "Hotspots" as predictors of future severe spills and
catastrophic events.

▼ The purpose of this research was to identify the composition of soils on firefighter turnout gear from the Philadelphia Fire Department and to determine which soils contain hazardous materials. The objective of the research was to identify the composition of soils remaining on the firefighter turnout gear to enable the industry to design an effective cleaning procedure for removal of soils. A pilot study was conducted on hoods from the Philadelphia fire department to evaluate the test methods that would be used to identify the composition of soils. Soils that had been identified from previous studies were targeted in the analysis of the extraction of the samples removed from the hoods. Samples were removed from areas of the coats and pants where dermal absorption is reported as high areas of skin absorption, including areas in the neck, armpit, crotch and wrist locations.

▼ Railroad transportation of hazardous materials (hazmat) has grown significantly in recent years in Canada. Although rail is one of the safest modes for hazmat transport, the risk of catastrophic events such as the Lac Mégantic train disaster, does exist. In this thesis, we study a number of measures to manage and mitigate the risk associated with rail hazmat shipments. First, we propose a methodology that makes use of analytics to dis-aggregate national freight data to estimate hazmat traffic on rail-links and at rail-yards in Canada. Further, a focused analysis is conducted on crude oil rail shipments to develop long-term forecasts and evaluate the impact of proposed pipeline projects. Second, we present an emergency response planning problem, aimed at the effective and efficient response to rail hazmat incidents. A two-stage stochastic programming problem is solved over part of the Canadian railroad network, which provides recommendations on where to locate response facilities, and which equipment packages to stockpile at each facility. Finally, we study infrastructure investment as a strategy to mitigate the risk associated with rail hazmat shipments. This strategy is based on building new railway tracks to provide alternative routes to the riskiest parts of the network. Given the hierarchical relationship between the decisions made by regulatory agencies and railroad companies, a bilevel programming approach is used to identify the optimal set of infrastructure investment options given an allocated budget. Our computational experiments show that significant network-wide risk reduction is possible if hazardous shipments are routed using some of the proposed alternative rail tracks.

hazardous materials are transported both inside and outside the countries, either in a single-mode or multi-modal way. This situation, in combination with the dangerous nature of
hazardous materials and the severe consequences of an accident involving them, consist the transportation of
hazardous materials a complex problem for which decisions, which will also consider the aspect of safety, must be made. Thus, the involved stakeholders to the transportation of
hazardous materials need to incorporate risk assessment into the decision-making processes related to the international and multi-modal
hazardous materials transportation. This stands especially for shipping companies, which are the actual responsible for the coordination of transport activities of
hazardous materials. So far, a great number of regulations have been developed that govern the transportation of
hazardous materials and a great number of risk management practices are used, particularly by shipping companies, in order to reassure the safe transportation of dangerous cargoes. Nevertheless, the role of the above mentioned regulations or the way the different risk management practices are involved in the decision-making processes related to the transportation of
hazardous materials is unknown. Hence, this research seeks to develop a safety concept that will facilitate shipping companies in their decision-making processes related to the multi-modal and international
hazardous materials transportation, by identifying the relation between risk assessment methods and decisions that need to be made by shippers. To reach this objective the following research question has been developed: “What safety assessment concept facilitates the decision-making of international and multi-modal
hazardous materials transportation by shippers?” In order to answer this research question, both a literature study and an empirical case study take place. The literature study seeks to define the decisions that are involved in the decision-making process of shippers related to
hazardous materials transportation, the role of the regulations in this process, the risk assessment practices that are currently used by shipping companies along with important indicators to them when safety related to the transportation of dangerous substances is assessed. Regarding to the empirical case study the decision-making process of Liquefied Gases shipping companies with regard to Liquefied Petroleum Gas and Liquefied Natural Gas in the Netherlands and Belgium is researched, in order to identify the same elements as the literature study. ▼ Random disruptions resulting in loss of functionality in service legs or intermodal terminals of transportation networks are an inevitable part of operations, and considering the crucial role of aforementioned networks, it is prudent to strive towards avoiding high-consequence disruption events. The magnitude of the negative impact of a disruption is dependent on component criticality; therefore, limited resources of disruption mitigation should be assigned to the infrastructure with the highest priority. However, categorizing the service legs and terminals based on their actual post-disruption impact is computationally heavy and inefficient.
We propose a methodology based on the combination of a bi-objective hazmat shipment planning optimization model and machine learning to identify critical infrastructure more efficiently. The proposed methodology is applied to part of CSX Corporation’s intermodal rail-truck network in the United States as a realistic size problem instance, in order to gain managerial insight and to evaluate the performance of the methodology.

▼ A program of research was conducted to investigate factors influencing
hazardous material (hazmat) vehicle crashes which are a significant road safety problem in Thailand and many other countries. The aims were to evaluate crash causes with regard to driver and organisational factors relating to hazmat truck crashes in Thailand. Three studies were conducted to address a series of research objectives and hypotheses. 340 hazmat drivers and 32 carrier companies participated in the studies. Study One focused on driver-related behavioural factors. The results indicated that four factors of aberrant driving behaviour (i.e. factor 1 highway-code violations, factor 2 speeding violations, factor 4 lapses, and factor 5 mistakes) were a predictor of crash involvement. However, driver compliance with Thai hazmat transport regulations and driver attitude towards safety regulations were not predictive of crashes. Study Two focused on organisational safety management factors. The results indicated that the implementation of safety management systems (SMSs) regarding communication was mostly supported by fleet managers. Also, safety management practices (SMPs) that encouraged a driver safety response, e.g. financial reinforcement were preferred by fleet managers. However, SMPs relating to the active role of companies, e.g. control of hours of service were still only sporadically adopted. Study Three was then performed to evaluate an aggregate effect of driver and organisational factors. The multilevel analysis of a two-level structure of these factors indicated that only an SMS component regarding control had a cross-level effect transmitting to driver crash outcome. Several SMS components and SMPs were also related to aberrant driving behavior. In summary, the studies suggest three possible pathways leading to an occurrence of hazmat truck crashes. (1) Driver attitude towards safety rules and regulations influenced driver behaviour regarding factor 1 highway-code violation. This factor, in turn, was significantly related to crash involvement. (2) Adoption of control of hours of service was related to factor 4 lapses while driving. The lapse factor was also predictive of crash involvement, and (3) Adoption of speed and route monitoring was related to factor 2 speeding violations. The speeding violation factor was found to be related to crash involvement. The findings are discussed and recommendations suggested in light of the particular work context and socio-cultural issues bearing on the hazmat transport industry in Thailand.

▼ The construction sector accounts for a large part of the greenhouse gas emissions
that are released in Sweden each year. Within the sector the environmental focus
has up until recently mostly been about decreasing the need for energy during the
operation phase. However, now with more energy-efficient solutions, the focus has
shifted more towards decreasing the negative impact caused by building materials.
This change can clearly be seen in the Swedish environmental certification system
Miljöbyggnad, which puts significantly higher demands on the material indicators
in their last version, Miljöbyggnad 3.0. This has resulted in questions among the
actors who use it. With this background the aim of this report was formed. Evaluating
and clarifying what the new material requirements in Miljöbyggnad 3.0 mean
for the actors in the construction sector. The report should answer if the market is
prepared to meet the demands of materials and services needed to reach grade gold
in the three material indicators.
To answer this, the current state of knowledge has been investigated. Looking at
what has been written about the sector’s view on environmental certification, as
well as what is currently being discussed regarding the three material indicators;
documentation of building materials; phasing out hazardous substances; and the
climate impact of structural framework and foundations. Furthermore, to connect
the literature to reality a case study was performed, including interviews with people
related to a particular project. From the study it was shown that there are
different opinions among the actors, regarding the consequences of this new version.
What is shown to be questioned the most are non-documented building materials
and uncertainties around the indicator considering the frame and foundation. Some
actors think the requirements in this particular indicator could be presented more
clearly, and that the requirements regarding EPDs (environmental product declarations)
are not connected to reality. Mostly, this concerns the concrete industry,
which due to having many recipes for their concrete, finds it difficult to fulfill this
requirement. Two suggestions for how this issue could be handled have been stated
during the interviews, and now the decision-makers of the system have to form an
opinion regarding those. Finally, from the report it can be concluded that it is
possible to reach grade gold in indicator 13 and most likely in indicator 14. As for
indicator 15, the market is not in line with the requirements. Thus, today it is not
possible to reach grade gold.

▼ The success of deconstruction and disassembly is determined by the ability to efficiently recover
materials, prolonging their usefulness. Design for Deconstruction and Disassembly (DfD) implements strategies to promote and facilitate the disassembly process that will result in the eventual reuse and recycling of these resources. Still, there are multiple factors which inhibit the implementation of these design strategies, namely, challenges with time, cost, and acceptance within the construction industry. Building information modeling (BIM) continues to garner acceptance within the industry in attempts to achieve a more effective project delivery, with an increased aim to simulate and manage a facilitys life cycle from design to eventual demolition. An investigation of the current practices in BIM exposes two problems that were addressed and analyzed as part of this research; BIM software does not explicitly address the condition of a facility past its intended operation life. In addition the present software does not provide a means to assess the effectiveness of design as it relates to deconstruction. Addressing deconstruction within the application of BIM provides a means to assess future disassembly through a leaner design and construction phase, while highlighting the retained value of the building through its
materials. This research examined the effectiveness of design for deconstruction/disassembly strategies through a simulation in BIM. A series of testable strategies were identified and selected. The resulting data analyzed the efficacy of the simulated measures and in some cases identified a value for varying design decisions as it pertains to the buildings life cycle. ( en )

▼ A crescente preocupação com o nível de risco associado ao transporte de materiais perigosos levou várias instituições internacionais a empenhar esforços na avaliação de risco em nível regional. Seguindo essa tendência, o objetivo deste trabalho foi analisar os mais recentes processos de análise de riscos decorrentes do transporte rodoviário de materiais perigosos. No presente trabalho foram avaliadas 21 metodologias de análise de riscos, desenvolvidas por vários autores e para diversas localidades. Em especial, duas foram revistas e discutidas: um método recentemente desenvolvido pelo Instituto Federal Suíço de Tecnologia (Nicolet-Monnier e Gheorghe, 1996) e a estratégia delineada pelo Center for Chemical Process Safety - CCPS (1995), levando em consideração a estimativa do risco individual e social. Também foram aplicados os modelos de Harwood et al. (1990) e de Ramos (1997), adaptados por Hartman (2003) à realidade das estradas do Estado de São Paulo. A extensão dessas metodologias foi explorada, a fim de encontrar as suas vantagens e desvantagens. Como estudo de caso o presente trabalho considerou o transporte de amônia ao longo de duas rotas possíveis por rodovias do Estado de São Paulo, incluindo uma parcela significativa de avaliação em área densamente povoada, obtendo-se os resultados utilizando uma das metodologias de analise de risco. A inovação proposta por esse trabalho foi a pesquisa, o desenvolvimento e a introdução de duas variáveis ao modelo proposto por Harwood et al. (1990). Essas variáveis ponderadoras no valor do risco foram: a idade do condutor e a zona de impacto conforme o período do dia em que o transporte foi realizado em função do volume do produto transportado. As alterações propostas têm como objetivo deixar o valor do risco mais sensível em relação ao tipo do produto transportado e a idade do condutor. As principais etapas processuais relacionadas com a análise quantitativa dos riscos para sistemas de transporte são suportadas pelos métodos precedentes para instalações fixas. Especial atenção foi dada à forma de coletar informações locais e para estimar coeficientes que refletissem as condições prevalecentes na região considerada no estudo de caso apresentado.
The increasing concern with the level of risk associated with the transportation of hazardous materials took some international institutions to pledge efforts in the evaluation of risk in regional level. Following this trend, the objective of this work was to analyze the most recent processes of analysis of risks from road transportation of hazardous materials. Desenvolver e testar uma metodologia para traçar o perfil do transporte rodoviário de produtos perigosos no Distrito Federal, subsidiando políticas públicas nas áreas de proteção civil, meio ambiente, saúde e segurança pública. Metodologia. Realizar uma pesquisa prospectiva e verificar a existência de outras pesquisas similares anteriores, avaliando os pontos positivos, deficiências dessas e razão pela qual deixaram de ser aplicadas. Em seguida, verificar os arranjos institucionais dos órgãos afetos ao tema da pesquisa, identificando aquele que possui o perfil mais adequado para aplicação do questionário (aceitação/rejeição pelo público-alvo, facilidade de mobilização, incentivos institucionais para aplicação do mesmo, interesse nos resultados, etc). Elaborar e aplicar o instrumento de pesquisa após a capacitação dos responsáveis pelo preenchimento dos questionários. Análise e tratamento estatístico dos dados e disponibilização dos resultados. Resultados. A maior parte dos produtos transportados destina-se ao Distrito Federal. Sendo que os líquidos inflamáveis respondem por 63,5%, os gases com 30,2%, as substâncias perigosas diversas com 2,5% e os corrosivos com 2,1%. A classe dos radioativos não foi detectada na pesquisa. Para os produtos da classe dos explosivos e das substâncias oxidantes, o período de maior fluxo foi entre 9 horas e 12 horas. As substâncias corrosivas concentram-se entre 9 horas e 15 horas e as cargas mistas têm seu fluxo concentrado entre 9 horas e 18 horas. Quanto aos condutores dos caminhões, 95,7% são especializados, 1,8% não o são e 2,5% não responderam ao quesito. Conclusões. A metodologia proposta pode ser utilizada para a coleta de informações do transporte de produtos perigosos em outras unidades da federação, com uma enorme gama de informações coletadas que servem de subsídio para a implantação do Programa TransAPELL/PNUMA no Distrito Federal, utilizando-se os núcleos comunitários de Defesa Civil.
OBJECTIVE: Develop and test a methodology to draw the situation of the road transport of hazardous materials in Federal District, subsidizing public politics in areas such as civil protection, environment, health and public security. METHODOLOGY: Accomplishment of a prospective research after verifying the existence of previous studies in the same area, highlighting the positive aspects and the deficiencies found, besides the reason why some of them were not accomplished. Afterwards, the institutional arrangements of the entities related to the theme of the research were investigated, providing data to identify which of them would have an adequate profile to be examined through questionnaires. Elaboration and application of the research instrument after the training of the people responsible for the completion of the questionnaires. ▼ Historical evidence has shown that incidents due to
hazardous materials (HazMat) releases during transportation can lead to severe consequences. The public and some agencies such as the Department of Transportation (DOT) show an increasing concern with the hazard associated with HazMat transportation. Many hazards may be identified and controlled or eliminated through use of risk analysis. Transportation Risk Analysis (TRA) is a powerful tool in HazMat transportation decision support system. It is helpful in choosing among alternate routes by providing information on risks associated with each route, and in selecting appropriate risk reduction alternatives by demonstrating the effectiveness of various alternatives. Some methodologies have been developed to assess the transportation risk; however, most of those proposed methodologies are hard to employ directly by decision or policy makers. One major barrier is the lack of the match between available data/database analysis and the numerical methodologies for TRA. In this work methodologies to assess the transportation risk are developed based on the availability of data or databases. The match between the availability of data/databases and numerical TRA methodologies is pursued. Each risk component, including frequency, release scenario, and consequence, is assessed based on the available data/databases. The risk is measured by numerical algorithms step by step in the transportation network. Based on the TRA results, decisions on HazMat transportation could be made appropriately and reasonably. The combination of recent interest in expanding or building new facilities to receive liquefied natural gas (LNG) carriers, along with increased awareness and concern about potential terrorist action, has raised questions about the potential consequences of incidents involving LNG transportation. One of those consequences, rapid phase transition (RPT), is studied in this dissertation. The incidents and experiments of LNG-water RPT and theoretical analysis about RPT mechanism are reviewed. Some other consequences, like pool spread and vapor cloud dispersion, are analyzed by Federal Energy Regulatory Commission (FERC) model.

hazardous gases such as Hexane, Propane, Carbon monoxide and Hydrogen. These gases are highly toxic and used in different kinds of manufacturing industries, domestic purpose and so on. So, building a sensor that can detect this kind of gases can save the environment; prevent the potential for explosion, and endangering human life. In long term, interactive wireless sensor can also prevent the financial losses that might occur due to the
hazardous incident that might occur due to these toxic gases.
Hexane is a colorless, strong gas which inhaled in significant amounts by a person then he may suffer with hexane poisoning and suffocation. It also causes skin burns when exposed in high concentrations. Propane, carbon monoxide and hydrogen can easily freeze in room temperature, if in contact with eye, it could permanently damage eye or cause blindness. The advantage of this wireless sensor is the use of artificial olfactory system (electronic nose) that can be taught to detect these
hazardous gases. This sensor has a unique molecular combination of analysts, impurities and background that corresponds to a gas leak. It consists of a chemiresistor, such as an array of conductometric sensors, and a mechanism analyzing the data in real time. A smell-print is composed of many molecules which reaches receptor in the human nose. When a specific receptor receives a molecule, it sends a signal to the brain where the smell is identified and associated with that particular molecule. Similar manner, albeit substituting sensors for the receptors, and transmitting the signal to a machine learning algorithm for processing, rather than to the brain.
This wireless gas leak sensing consists of microchip Pic 32, integrated electronic nose, automated data analysis unit, power supply, and communications. The communication channel will use the ZigBee link, or the cellular links, or other specific frequency wireless link. The time-stamped and position-stamped sensor measurement data are transmitted to the central computer in predetermined periods of time. The data will be stored in the computer database for possible future analysis of the gas leak development process.

Este relatório representa o trabalho desenvolvido no projeto de desenvolvimento académico sobre catástrofe externa com substâncias químicas perigosas da indústria de refinação de petróleo. Sustentados no modelo de conservação de Myra Levine na metodologia de trabalho de projeto com as etapas diagnóstico, planeamento, execução, avaliação e divulgação de resultados na forma de um dossiê temático e de um artigo intitulado “Catástrofe Externa com Substâncias Químicas Perigosas da Indústria de Refinação de Petróleo”. Esta é impulsionadora da prática baseada na evidência cujo propósito é uma prestação de cuidados harmonizados de qualidade.
Identificámos um problema – deficit de conhecimentos sobre catástrofe externa com substâncias químicas perigosas da indústria de refinação de petróleo. Objetivámos adquirir conhecimentos teóricos sobre esta temática. Realizámos uma revisão sistemática da literatura com especial destaque para autores portugueses. Questões éticas em catástrofe constituíram um ponto importante.
Catástrofes devem ser abordadas como acontecimentos ímpares.

Os potenciais perigos resultantes da indústria petrolífera de refinação advêm do seu mais importante procedimento, converter uma substância inflamável numa grandemente inflamável.
A triagem após uma catástrofe não é um procedimento único e isolado.
Descontaminação é a redução ou remoção do contaminante através de um método de diluição, químico e/ou mecânico.
A seleção do equipamento de proteção individual baseia-se em quatro fatores: ambiente em que se encontra o contaminante, concentração da substância química, tipo de ameaça, duração da exposição.

This report represents the work of the academic development project on external catastrophe with hazardous chemicals in the oil refining industry. Sustained on the model of conservation by Myra Levine, on the methodology of project work through the steps: diagnosis, planning, implementation, evaluation and dissemination of results in the form of a thematic dossier and an article entitled “Catastrophe with Hazardous Chemical Substances of the Oil Refining Industry". ▼ The mining and milling activities associated with extraction of metals directly generates waste in the form of mine tailings. This material is one of the largest sources of heavy metal contamination via water, air, flora, and fauna in the world. The re-use of this waste as an input to a construction material such as concrete could lead to a preventive method of reducing the environmental impact. This method of encapsulation of heavy metals has been applied to paste backfill; however, the compressive strength requirements are much lower compared to the ASTM standards for structural concrete. The objectives of this study were: (a) to examine the feasibility of maintaining the structural integrity of concrete, with compressive strength of 4,000 psi or greater with a slump of 3-4 inches, when using mine tailings as a fine aggregate, (b) investigate the ability of this material to encapsulate heavy metals, sulfates, and acid. The waste material, collected from the Pride of the West mill in Silverton, CO, was first physically and chemically characterized. After performing batch leach extraction tests, the raw mine tailing leachate contained heavy metal concentrations above conservative regulatory limits. Then, the optimal tailing to fine aggregate ratio was investigated. It was found that the compressive strength was comparable to control samples made with aggregate and the concentration of heavy metals found in the leachate were consistently low when the ratio varied below 50%. Therefore, the ASTM standard for the minimum allowable fineness modulus was used to obtain in maximum amount of mine tailings allotted in the concrete mixture. To examine whether metals could be leached from the concrete-tails mix, three extraction fluids varying in pH were used to accelerate the weathering process. The metals of concern were shown to have been thoroughly encapsulated in the concrete matrix, with a 2-4 log encapsulation capacity when compared to the metals leached from the raw tailings. Finally, a strength development experiment was conducted to observed changes over time. It was found that the specimens that contained mine tailings maintained comparable compressive strengths as the controls cylinders, above the minimum compressive strength requirements for structural concrete.

▼ Routing and designing are essential for transportation networks. With effective routing and designing policies, transportation networks can work safely and efficiently. There are two transportation problems: hazardous materials (hazmat) transportation and warehouse logistics. This dissertation addresses the routing of networks for both problems. For hazmat transportation, the routing can be regulated via network design. Due to catastrophic consequences of potential accidents in hazmat transportation, a risk-averse approach for routing is necessary. In this dissertation, we consider spectral risk measures, for risk-averse hazmat routing. In addition, we introduce a network design problem to select a set of closed road segments for hazmat traffic with conditional value-at-risk (CVaR) to regulate hazmat routing. In warehouses, the routing of electric forklifts with sufficient battery levels is for material handling. The optimization model of dynamic wireless charging lane location is proposed under the workflow congestion in parallel-aisle warehouses. Considering the uncertainty of demands, the wireless charging lane location problem is formulated as a two-stage stochastic programming model. We confirm the efficiency of the proposed algorithms in solving these problems and the key advantages of use the proposed routing and designing policies via case studies.

The
hazardous materials educational model contains five discrete
units. Unit 1 presents a general overview of the
subject and maybe
utilized by itself or in conjunction with any of the supplemental
units. The supplemental units are designed to provide more specialized information and may be used to develop programs or workshops of varying lengths and to accommodate varying interests. Unit 2 provides basic general information on toxicology and is included so participants in this program will have an understanding of how exposure to chemicals may produce biological effects. Unit 3 is designed to enhance participants??? knowledge of how
hazardous material emergencies are generally responded to and why they vary from other emergency situations. The intent of Unit 4 is to familiarize participants with the requirements of transportation, storage and disposal of
hazardous materials. Their overall importance within a
hazardous materials management program is also considered. The authority for developing and administering a
hazardous material program is derived from a variety of laws as indicated in Unit 5,
Hazardous Material Laws. Each unit contains generalizations, objectives, evaluative criteria and a list of resources.
Validation of the
hazardous material educational model was obtained from a selected panel of experts in the fields of
hazardous materials management and health education. They used a validation instrument constructed by the Investigator. Responses of this panel indicated their overall acceptance of the appropriateness of the model and its content.
Recommendations made by the investigator focus on implementation strategies and evaluation procedures which may be utilized when the model is used. The development and validation of this model provides an integrated
Hazardous Materials Program Education Model which, with minor modifications, may be implemented by agencies concerned with
hazardous materials management.

▼ Os dados espaciais têm sido utilizados para o monitoramento ambiental de consequências de acidentes com produtos químicos no transporte de produtos perigosos. A Infraestrutura de Dados Espaciais (IDE), que foi criada para a disponibilização e uso de dados espaciais, esbarra na ausência de políticas para dar suporte a essa realização. O objetivo principal deste trabalho é explorar o uso da teoria de Análise de Rede Social (ARS) para diagnosticar a articulação entre as organizações do setor, e discutir as políticas e acordos institucionais vigentes e criar um esquema conceitual de uma IDE para gerenciamento de acidentes relacionados ao Transporte Rodoviário de Produtos Perigosos (TRPP). Neste contexto, esta pesquisa identificou as instituições que tratam do tema TRPP, para que informações sobre o interesse no uso e compartilhamento de dados espaciais através de uma IDE pudessem ser coletadas através de entrevistas, e desta forma, consolidadas. As entrevistas foram aplicadas de forma presencial em 39 instituições. A aplicação da teoria Análise de Rede Social (ARS) pôde diagnosticar o fluxo dos dados entre as instituições através da representação gráfica das redes de disponibilização e utilização de dados espaciais entre as organizações participantes. A partir de então, foram analisados e discutidos os acordos vigentes para compartilhamento de dados espaciais. Os resultados compilados permitiram propor um esquema conceitual de uma IDE para apoio a desastres envolvendo o TRPP, para, então, prover a elaboração de metodologia para o suporte ao diagnóstico da articulação entre os diversos atores de uma IDE. A finalidade é a possível a formulação de políticas para disponibilização de dados espaciais para tomada de decisões preventivas e de enfrentamento de desastres. Os resultados indicaram que as 39 instituições compartilham dados espaciais entre si, ainda que nem sempre por acordos formais preestabelecidos. Constatou-se ainda que há um grande anseio por parte das instituições que fazem o gerenciamento de acidentes envolvendo o TRPP para que haja mecanismos legais para compartilhamento de dados estruturantes para planejamento territorial - para que o uso desses dados possa auxiliar na preparação, prevenção, gerenciamento e socorro imediato aos incidentes que envolvem o TRPP.

▼ The research presented in this dissertation is motivated by the problem of determining routes, from an origin to a destination through multiple intermediate stops, for vehicles transporting
hazardous materials (HAZMAT). The reward structure considered is based on value assessments of multiple, non-commensurate and potentially competing attribute measures, such as risk to population, risk to the environment, distance, and travel time. Much of the HAZMAT routing research that incorporates value theory assumes that the reward structure is order preserving; i.e., all sub-paths of an optimal path are also optimal. However, in the context of HAZMAT routing, value representations of decision maker preferences will, in general, yield reward structures that are non-order preserving, and hence application of standard numerical techniques based on dynamic programming may not determine a most preferred path. We remark that the use of sub-optimal paths in transporting HAZMAT may pose significant liability concerns. Two iterative heuristic search algorithms, BU\sp\* and DU\sp\*, are presented and analyzed for determining an optimal path in a digraph from a given start node, through a given set of intermediate nodes, to a given goal node set. It is assumed that the reward structure is not necessarily order preserving, bounds on the arc rewards are given a priori, and the determination of the actual arc rewards potentially requires significant computational effort. Further, it is assumed that for each node in the digraph, bounds are given on the rewards from that node to the goal node set. These assumptions reflect the fact that in routing a HAZMAT vehicle, there may be easily determined bounds on the rewards from the vehicle's current position to each intermediate stop (e.g., with regard to distance, bounds might be based on Euclidean distance). However, the determination of the exact arc rewards (e.g., the actual distance of an optimal route to an intermediate stop) may require significant numerical effort. We present analytical and computational results showing that exact solutions are guaranteed given upper bound on the rewards and conditions where improved bound information provides improved algorithm performance. The computational results are based on an analysis of a Northeast Ohio Highway Network.

▼ Objetivo: Demonstrar que a atividade relacionada ao transporte e movimentação de produtos perigosos, em suas modalidades rodoviária, ferroviária, aérea, aquaviária e dutoviária, em face dos riscos ambientais que apresenta, está a exigir a adoção de medidas de prevenção e controle por parte do Poder Público, vinculadas ao dever de defender e preservar o meio ambiente. Metodologia: Empregou-se metodologia de pesquisa da legislação básica e respectiva doutrina relacionada à proteção do meio ambiente, no âmbito cível, incluindo normas que disciplinam os diversos modais de transporte e movimentação de produtos perigosos, bem como das atividades e riscos ambientais derivados. Resultados: A pesquisa revelou a existência de expressivo número de normas que disciplinam as atividades de transporte e movimentação de produtos perigosos, assim como o elevado grau de risco de acidentes a causar danos à saúde e meio ambiente. Conclusões: Para redução dos riscos observados e atender o comando constitucional de defesa e preservação do meio ambiente, cabe ao Poder Público o dever de adotar ações e medidas de prevenção e controle, incluindo licenciamento e fiscalização das atividades
Objective: this study demonstrates that the activity related to hazardous materials transportation ad moving be it by highways, railways, airways, waterways or by ducts presents environmental risks and therefore requires the adoption of preventive ad controlling measures by the Government, bound to its duty of environment preservation ad protection. Methodology: research of basic legislation and its respective doctrine connected to the environmental civil protection, including principles that direct the different means of transportation and moving of hazardous materials, as well as related activities and issued risks. Results: the study revealed not only a significant number of rules that instruct the activities of transportation and moving of hazardous materials but also the high degree of accidents risks that may cause health problems and environmental damages. Conclusions: to reduce the risks and to observe the constitucional command of defending and preserving the environment, the Government must adopt ways and a preventive measures of control, including such activities permission and inspection

▼ This thesis explores people's perceptions of building and furnishing
materials in domestic interiors in relation to human health.
Although recently there has been an increase in discussion of the adverse impacts building and furnishing
materials have on human health, it is also noted that change in removing 'risk'
materials from the market is not happening fast enough. Rather than focusing on professional views or the regulative changes that have effected some improvements, this thesis focuses on popular views, as these are currently an under-researched but significant factor for change. Popular perception of the healthiness of
materials directly relates to everyday choices which might influence indoor air quality in people's homes. Hence understanding these perceptions is an important element in improving this situation.
The primary question of this thesis is how informed, or knowledgeable, the general population is about risks to human health associated with building and furnishing
materials, and secondarily, whether any predictors of people's views can be observed. Because of the limited availability of similar studies this thesis is exploratory. It consists of two main studies:
- The core survey of 247 participants from three countries (61 NZ general, 65 NZ architects, 60 US, and 61 UK) explores what people think about the healthiness of common
materials and evaluates this data for any demographic or psychological predictors of knowledge; and
- The follow-up trial evaluates the effectiveness of an educational intervention and provides more detailed mixed-method data on the views of 12 participants.
The studies use quantitative approaches that are commonly used in psychological research.
The thesis shows that there are significant limitations in the existing knowledge of risks associated with building and furnishing
materials especially amongst the general population, which poorly differentiates between the health impact of similar looking
materials such as vinyl and linoleum, and particleboard and MDF with and without formaldehyde. This leads to the conclusion there is need for improvement in the general level of knowledge about the healthiness of
materials.
In terms of predictors, gender is found to be the strongest predictor of recognition of risks with women tending to rate
materials more accurately in terms of their risk to health, and males rating all
materials higher. Similarly, women demonstrated greater change in their ratings and actions following the educational intervention. Experience with asthma and allergies was also a predictor of more accurate rating of
materials but this trend was milder. When the five personality traits were evaluated, openness mildly but consistently correlated with more accurate health ratings of
materials, while agreeableness correlated with tendency to give high ratings regardless of how healthy
materials were. No clear patterns were found for extraversion, emotional stability and conscientiousness. No clear pattern for the environmental concerns was found in the core…

▼ El transporte de sustancias peligrosas puede tener varios impactos cuando ocurre un accidente, entre ellos, impacto social, ambiental y económico. Por lo anterior, los planeadores de ruta se enfrentan a un gran problema al diseñar las rutas de los vehículos en las grandes ciudades. Este artículo está enfocado en el desarrollo de una herramienta para la toma de decisiones basada en técnicas de optimización para el diseño de rutas que minimice la distancia total recorrida , la población afectada y la infraestructura que se puede ver afectada. El problema es modelado con un grafo dirigido compuesto por un nodo depósito, nodos de demanda y nodos de tránsito. Para satisfacer la demanda se utiliza una flota de vehículos heterogénea. El algoritmo propuesto se probó en dos instancias, la primera es una instancia generada aleatoriamente y la segunda es un caso real en la Localidad de Puente Aranda.
