Urban districts have failed to change the schooling and life outcomes of marginalized and racialized students, resulting in persistent achievement and opportunity gaps. This study explores urban district reform for equity through the lens of critical pedagogy, by exploring the case of the Model Schools for Inner Cities (MSIC) Program in the Toronto District School Board (TDSB) from 2004-2014. TDSB is Canada's largest school district and is situated in a highly centralized and Neoliberal, provincial education system. The MSIC Program serves 150 elementary schools (over 1/4 of the schools in the TDSB), whose students face the greatest external barriers to success. Using the conceptual argument, Districts as Institutional Actors (Rorrer, Skrla Scheurich, 2008), this study explores how the MSIC Program implemented practices and pedagogies aimed at increasing student success, access and opportunities, with considerations for how the reform was initiated and sustained over time, and how participants understood and measured district reforms for equity. This study aims to explain, rather than evaluate the MSIC Program, and describes the tensions in implementing this reform in an era of accountability. Data was triangulated using two sets of interviews with 15 participants and 12 key documents using discourse analysis. Participants have been actively connected to the Program for a minimum of 2 years and include 3 from each of the following stakeholder groups: district leaders, MSIC Program staff, key principals, community partners and elected officials. Documents are publicly available in print and/or online, and include: program documents, district-level policy documents, professional articles, and program data. Findings suggest two main ideological approaches to closing opportunity gaps (charitable and transformative) that significantly influenced the direction of reform efforts. Reforms were further influenced by politics within and outside of the reform, and mediated by the leadership of key decision-makers. Ideological, political and leadership influences impacted three major tensions: accountability and responsibility; centralization and decentralization; and when and how to scale up reforms for equity. Key findings from this study highlight the need for a focus on transformative, social justice approaches to education, critical democracy in engagement and training in social justice leadership. This study informs future research and/or implementation for similar district reforms for equity.

▼ Silvicultural canopy gaps are emerging as an alternative management tool to accelerate development of complex forest structure in young, even-aged forests of the Pacific Northwest. I investigated patterns of nitrogen (N) availability along transects through 0.1 and 0.4 ha silvicultural gaps in three 50-70 year old Douglas-fir forests of western Oregon. Six indices of N availability in forest floor and mineral soil and several factors related to N cycling were measured from November 2005 to February 2007, approximately 6-8 years after gap creation. Results indicate that mineral soil pools of extractable ammonium (NH4⁺) and nitrate (NO3⁻), rates of net N mineralization and nitrification, and concentrations of ion-exchange resin NH4⁺ and NO3⁻ were significantly elevated in gaps relative to adjacent forest. Gap-forest differences in forest floor layers were less clear. For the majority of response variables, magnitudes and trends were similar in the centers of both gap sizes. N availability in gap edge positions more often resembled levels in the forest than in the gap interior, and there were few significant differences between positions north and south of gap centers. Forest floor and mineral soil percent moisture did not significantly differ along gap transects, nor did decomposition rates of wooden tongue depressors. Litterfall carbon (C) inputs and litterfall C:N ratios in gaps were significantly lower than in the forest. Reciprocal transfer incubations of mineral soil samples between gap and forest positions revealed that sample origin had a significant effect on net nitrification rates, while incubation environment did not. Variability of several indices of N availability also increased in gaps. The overall increase of N availability in 6-8 year old silvicultural gaps may be due more to the quality and quantity of litterfall inputs than temperature and moisture conditions. Increased quality of litterfall in gaps, as indicated by lower C:N ratios, may increase rates of decomposition and net N mineralization, while overall lower litterfall C inputs may lead to C-limitation of microbial immobilization, resulting in increased accumulation of inorganic N in soil. While environmental factors have been shown to drive N availability soon after gap creation, litter inputs from early-seral species may perpetuate increased N availability into early stages of vegetative succession. ▼ The research question that I posed for this investigation is how the principles of Foucault’s governmentality can shed light on the political discourse on the achievement gaps (AGs) at the federal level. The AGs have been for some years now an actively researched phenomenon in education in the U.S. as well as in the rest of the world. Many in the education profession community, politicians, social activists, researchers and others have considered the differences in educational outcomes an indication of a grave deficiency of the educational process and even of the society at large. I began this work with a review of the educational research relevant to the above mentioned research question. Then I presented my research methodology and de- scribed how obtained my data and analyzed them both qualitatively and quantitatively. The results of the analysis were discussed in the light of federal legislation, the work of Foucault on governmentality, and the relevant literature and woven into a series of narratives. Finally, I abstracted these narratives into a model for under- standing the federal policy discourse. This model consists of an intersection of eight antitheses: (1) the rgime of discipline versus the apparatuses of security, (2) the appeal to danger versus assurances of progress or even success, (3) the acknowledgement of the association between the AGs and the “disadvantage” of the students and the disregard and even prohibition of the equalization of school funding, (4) the desire for all students to be “equal,” but they have to be dis-aggregated, the (5) injunction of research based instruction practices imposed by an ideology-driven reform policy, (6) we expect equal outcomes by using market forces, which are known to produce a diversity of results, (7) the teacher is a “highly qualified” professional, but also a functionary of the government, and finally (8) the claim to honor local control and school flexibility versus the unprecedented federalization and bureaucratization of the schools, which is a mirror of the contrast between the desire to establish apparatuses of security in schools and the means to establishing them through rgimes of discipline. ▼ In this dissertation, I aim to expand on the conceptualization of social support in close relationships by proposing and explicating a new type of support – mundane support, which is defined as social support delivered through relational partners’ everyday, mundane interactions without targeting at specific stressors. Based on previous research and findings of a pilot study, I developed and refined a scale to measure mundane support. Moreover, increasing research suggests that receiving social support is not always beneficial to support recipients or the relationships between support providers and recipients. Therefore, this dissertation also aims to enhance our understanding of the effects of supportive communication in close relationships. Specifically, I employed the social support gaps approach to examine whether the discrepancies between (a) the amount of support received and what is desired (reported by support recipient) and (b) the amount of support provided and perception of the recipient’s desire for support (reported by support provider) would be associated with the dyad’s relationship satisfaction and each person’s subjective well-being. This dissertation examined social support and support gaps in the context of parent-child relationships during the children’s emerging adulthood. Based on self-report data collected from a sample of parent-emerging adult dyads (N = 156), I investigated whether child-reported and parent-reported support gaps were associated with children’s and parents’ relationship satisfaction, satisfaction with life, and perceived stress level. Findings showed that measures of mundane support were significantly linked to several outcomes, indicating the merits of studying mundane support as a distinct type of social support in close relationships. Child-reported support deficits (i.e. receiving less support than what was desired) and support surpluses (i.e., receiving more support than what was desired) tended to be negatively associated with children’s relationship satisfaction. Yet, support deficits were in general more problematic than surpluses because deficits in several types of support were also negatively linked to parents’ relationship satisfaction and children’s satisfaction with life. Parent-reported underprovision (i.e., providing less support than child’s desire) of emotional and network support were negatively associated with parents’ relationship satisfaction, although parent-reported overprovision (i.e., providing more support than child’s desire) was not significantly related to any of the outcomes. Furthermore, the associations between support gaps and the proposed outcomes varied across different types of support. These findings offer theoretical implications for the research on social support in close relationships, suggesting that the support gaps approach holds great promise for understanding the effects of supportive communication. ▼ Purpose: This DNP quality improvement project aimed to assess provider knowledge and perceptions regarding the utility of a standardized tool designed to detect critical knowledge gaps in patients who use prescribed and/or illicit opioids; and to make a screening tool available for providers to incorporate into their practice. This project pertains specifically to providers in an integrated care setting. Background: Approximately 67.8% of fatal drug overdoses involved opioids in the US in 2017. In Arizona, as many as 28,827 opioid related overdoses occurred since June 15, 2017. Most overdoses are ruled accidental. Psychiatric and primary care providers at integrated care facilities routinely see patients who use opioids. Critical knowledge gaps can be assessed in patients using opioids with a screening tool. Methods: A one-group pretest-posttest pre-experimental design was used. The sample included psychiatric and primary care providers with prescriptive authority, and psychotherapists, all of whom treat adult patients who use opioids. Participants were recruited in person, received a brief educational session, and completed pre- and post-education surveys. The tool was disseminated to providers; a two-week follow-up assessed if providers implemented the tool into practice. Results: Provider knowledge scores improved after receiving the education intervention. Provider perceptions regarding the utility of a rapid screening tool indicated that providers view a screening tool favorably, see screening as a high priority, and believe most (or all) patients should be screened. Free-text responses from providers indicated concerns about how to use the screening tool in a standardized fashion. At two weeks, providers had not implemented the tool into their practice, and were uncertain of how to implement the tool in a standardized fashion. Conclusion: A small group of providers in an integrated care setting, consisting of primary care and behavioral health providers, favorably perceived the utility of a potential screening tool designed to detect critical knowledge gaps in patients who use opioids. Providers were not certain how to use the screening tool in a standardized fashion, which can be the topic of focus in a subsequent iteration of this DNP project. ▼ Videogrammetry is an affordable and easy-to-use technology for spatial 3D scene recovery. When applied to the civil engineering domain, a number of issues have to be taken into account. First, videotaping large scale civil infrastructure scenes usually results in large video files filled with blurry, noisy, or simply redundant frames. This is often due to higher frame rate over camera speed ratio than necessary, camera and lens imperfections, and uncontrolled motions of the camera that results in motion blur. Only a small percentage of the collected video frames are required to achieve robust results. However, choosing the right frames is a tough challenge. Second, the generated point cloud using a monocular videogrammetric pipeline is up to scale, i.e. the user has to know at least one dimension of an object in the scene to scale up the entire scene. This issue significantly narrows applications of generated point clouds in civil engineering domain since measurement is an essential part of every as-built documentation technology. Finally, due to various reasons including the lack of sufficient coverage during videotaping of the scene or existence of texture-less areas which are common in most indoor/outdoor civil engineering scenes, quality of the generated point clouds are sometimes poor. This deficiency appears in the form of outliers or existence of holes or gaps on surfaces of point clouds. Several researchers have focused on this particular problem; however, the major issue with all of the currently existing algorithms is that they basically treat holes and gaps as part of a smooth surface. This approach is not robust enough at the intersections of different surfaces or corners while there are sharp edges. A robust algorithm for filling holes/gaps should be able to maintain sharp edges/corners since they usually contain useful information specifically for applications in the civil and infrastructure engineering domain. To tackle these issues, this research presents and validates an improved videogrammetric pipeline for as built documentation of indoor/outdoor applications in civil engineering areas. The research consists of three main components: 1. Optimized selection of key frames for processing. It is necessary to choose a number of informative key frames to get the best results from the videogrammetric pipeline. This step is particularly important for outdoor environments as it is impossible to process a large number of frames existing in a large video clip. 2. Automated calculation of absolute scale of the scene. In this research, a novel approach for the process of obtaining absolute scale of points cloud by using 2D and 3D patterns is proposed and validated. 3. Point cloud data cleaning and filling holes on the surfaces of generated point clouds. The proposed algorithm to achieve this goal is able to fill holes/gaps on surfaces of point cloud data while maintaining sharp edges. ▼ This dissertation comprises two essays. While the topics of both essays are different both are interrelated on the base of economic development. The first essay examines ethnic wage gaps on segmented labor markets with evidence from Latin American countries. The second essay revisits the determinants of fiscal decentralization with an emphasis on the role that geography plays in determining fiscal decentralization. The first essay contributes to limited literature on ethnic wage gaps in Latin America. It examines ethnic wage gaps for workers in formal and informal labor markets. Using data from Latin American countries we estimate and examine across-ethnic wage gaps for informal and formal markets, their changes over time, factors that explain their differences, and the wage gap distribution. More specifically, we verify that different ethnic wage gaps do exist across formal and informal markets; they behave differently not only at their means but also along the wage distribution. The results indicate that higher ethnic wage gaps in informal sectors exist not only on average but also throughout the distribution. In addition, we find that wage gaps have declined significantly over the last 10 years. we explain this by examining changes in the prices of institutional factors and changes in human capital endowments. The distributional analysis shows a decrease in the unexplained component, especially in the top part of the distribution. The second essay contributes to the existing literature on the determinants of fiscal decentralization by motivating theoretically and exploiting in depth the empirical relevance that geography has as a determinant of fiscal decentralization. The relationship between decentralization and geography is based on the logic that more geographically diverse countries show greater heterogeneity among their citizens, including their preferences and needs for public goods and services provisions. Communications and physical distance are also a very important issue and play a key role on the effect of geography over time. (Lora et. al., 2003) argue geography plays a key role in economic and social development, as well as in the institutional design of the countries; yet, this effect could be enhanced (or diminished) in the presence of better physical infrastructure or communications. The theoretical model in this paper builds on the work by Arzaghi and Henderson (2002) and Panizza (1999). For the empirical estimation, we use a panel data set for approximately 91 countries for the period 1960-2005. Physical geography is measured along several dimensions, including elevation, land area and climate. We construct a geographical fragmentation index and test its effect on fiscal decentralization. In addition, we interact the geographical fragmentation index with time-variant infrastructure variables in order to test the effect that infrastructure and communications have on the relationship between geography and fiscal decentralization. ▼ In developing economies, wages in agriculture are significantly below those of other sectors and wages within each sector can be greatly unequal. This dissertation explores the forces behind these disparities. Chapter 1 studies the large gap in wages between agriculture and the rest of the economy. Using a panel dataset on the universe of formal workers in Brazil, I use information on workers that switch sectors to decompose the drivers of this inter-sector gap. I find that most of the gap between sectors is explained by unobservable differences in the skill composition of workers, as opposed to differential pay of workers with similar skills. The evidence speaks against the existence of large short-term wage gains from the reallocation of workers out of agriculture and favors recently proposed Roy models of inter-sector sorting as drivers of lower average wages in agriculture. Chapter 2, which is co-authored with Niklas Engbom and Christian Moser, studies the forces behind the inequality decline that took place in Brazil between 1996 and 2012. Using administrative linked employer-employee data, high-dimensional worker and firm fixed effects models are fitted to identify the sources of this decline. Compression in firm effects accounts for 45 percent of the total decline and compression in worker effects accounts for 24 percent. Half of the decrease in firm pay differences and a fifth of the decline in heterogeneity between workers are explained by observable characteristics. During this period, firm and worker characteristics became more dispersed, but a marked decline in returns to these variables lead to an overall inequality decline. This chapter concludes that changes in pay policies, rather than changes in firm and worker fundamentals, played the largest role in Brazil's inequality decline. Chapter 3 studies the sources of cross-country differences in agricultural GDP per worker and average farm size, and suggests the lack of access to reliable savings assets as a potential driver of this variation. Motivated by recent micro evidence showing negative-return savings for the poor and large cross-country variation in intermediate input usage and farm size, a model linking financial underdevelopment, land misallocation, and agricultural productivity is presented. ▼ Substance use among HIV-infected individuals is strongly correlated with increased morbidity and mortality, with four out of ten AIDS deaths directly related to substance abuse nationally. Historically, lower income HIV-infected persons in the United States access needed services through programs funded by the Ryan White (RW) Care Act, which acts as the "payer of last resort" for primary medical and ancillary service needs. This study examines the effects of substance use on ancillary service gaps (calculated as the difference between needed and received services) among a representative sample of RW recipients in Los Angeles County, California. The four aims were to: 1) describe the socio-demographic and service utilization characteristics of the population, 2) describe the role substance use plays in predicting service gaps, 3) investigate the role both stimulant use, and increased number of substances used, played at predicting service gaps among substance users and 4) investigate if newly identified service gap clusters differed by substance use behavior. Data from the 2011 Los Angeles Coordinated HIV/AIDS Needs Assessment (LACHNA) was utilized. Applied Individual levels weighting adjusted the effective sample size from 400 to 18,951 persons, similar to the 19,915 RW recipients in the system during the surveillance period. Among this sample 30% (119 unweighted, 5,743 weighted) reported recent substance use. Outcome measures of interest included the presence of service gaps (logistic regression) and the number of service gaps reported (Poisson regression). Comparisons of service utilization and socio-demographics characteristics between substance users and non-users revealed important differences in not only the number of gaps reported, but by age, gender and employment status as well. A series of logistic regression analysis revealed a consistent elevated risk of reporting a service gap (RR range: 2.87-3.45) among substance users. A secondary Poisson regression revealed risks among substance users for reporting an additional gap was less robust (RR range: 0.89-1.30). Among substance users those reporting both stimulant user (RR range: 1.54-1.75) and increased number of substances used (RR range: 1.32-1.56) were at similar increased risks for reporting additional service gaps. Substance users also reported increased needs for services related to secondary medical support (e.g., oral health and psychiatric services) as well as financial and housing assistance (e.g., section 8 housing and emergency shelter). Additionally, increased risks were also reported for those with current mental health conditions, female substance users and those reporting past lapses in care across multiple groups and models. These finding suggest that Ryan White providers should expand dissemination of available services system wide, as well as target interventions to specific populations not receiving adequate support services. This will ensure recipients are able to obtain the full spectrum of eligible services.

▼ The central theme of this dissertation is the development of computational frameworks to analyze and improve the content of metabolic networks. The key questions that are addressed in this work are how does one a) characterize and automatically identify topological inconsistencies in a given metabolic network, b) rectify these inconsistencies by modifying these networks both internally and externally, c) develop a systematic framework to compare predictions of a given metabolic network with observed experimental data, d) develop optimization tools to reconcile any inconsistencies between model predictions and observed data and e) apply these tools during the elucidation of metabolic networks for novel organisms instead of applying them to existing metabolic networks. In the first part of the dissertation, we will provide the background in biology needed to understand the role of metabolism in the cell. We will then introduce the formalisms established to model this cellular process as a large-scale network. Equipped with these concepts, in the second part of the dissertation, we will characterize notions of topological inconsistencies (“gaps”) in these networks and design a Mixed Integer Linear Program (MILP) (GapFind) developed to automatically pinpoint them. Subsequently, we will introduce a MILP (GapFill) developed to automatically correct these inconsistencies by minimally adding foreign reactions from external databases and alternatively, by suggesting modifications of thermodynamic assumptions in the existing network. We demonstrate these procedures by analyzing the metabolic networks of Escherichia coli and Saccharomyces cervisiae (commonly known as yeast), which are model organisms used extensively in the biological community. In the next part of the dissertation, we utilize the gold standard for testing the accuracy and completeness of these models of metabolism, which is to compare their cellular growth predictions (i.e., cell life/death) across different scenarios with available experimental data. Although these comparisons have been used to suggest model modifications in prior efforts, the key step of identifying these modifications has often been performed manually. In this part of the thesis, we describe an automated procedure GrowMatch that addresses this challenge. When the model over-predicts the metabolic capabilities of the organism by predicting growth in contrast with experimental data, we use a minimax inspired bilevel optimization model to restore consistency by suppressing growth enabling biotransformations in the model. Alternatively, when the model under-predicts the metabolic capabilities of the organism by predicting no growth (i.e., cell death) in contrast with available data, we use an MILP to restore consistency by adding growth-enabling biotransformations to the model. We demonstrate the use of GrowMatch by reconciling growth prediction inconsistencies of the latest Escherichia coli model with data available at the Keio database. ▼ In the wake of multistate outbreaks and subsequent economic cost and health causalities, food industry stakeholders formulated policies for their produce suppliers. The U.S. Food and Drug Administration’s guidance on Good Agricultural Practices (GAPs) have been the basis for most of the industry initiated GAP certifications or audit processes. In this food safety regulatory setting, a third-party audit is a critical tool to ensure neutral and impartial assessment of safety standard compliance by the produce growers. Growers reported audit burden when they have to meet multiple duplicative standards and GAP audits. In response to the growing audit burden, the United Fresh Food Safety and Technology Council harmonized GAP standards. The Produce GAPs harmonized food standards are accepted by major food retailers and auditing agencies. In this given scenario, which recognizes the undeniable significance of GAPs in preventing microbial contaminations of produce, it is not always the case that growers were able to have successfully implemented GAPs on their farms and pass the audits. Therefore, it becomes necessary to assess the areas of frequent GAP noncompliance along with the barriers that growers are facing in implementing GAP programs. The study employed “evaluation and monitoring” stage of a policy cycle model and a mixed method approach to assess the implementation GAPs of harmonized food safety standards by the produce growers of Mid-Atlantic states and New York. The primary purpose of the study was to identify the food safety standards of frequent noncompliance, aspects of noncompliance, barriers to GAP implementation and risk assessments, and GAP information sources. Produce USDA GAPs harmonized audits (field operations and harvesting) for the 2013-14 growing season were treated as a principal on-farm evaluation tool. Audits from Delaware, Maryland, New Jersey, New York, Pennsylvania, and Virginia were accessed and analyzed to identify standards as well as criteria of GAP noncompliance. Based on the findings from the analysis of 166 audits, a paper survey was designed and administered to 212 USDA harmonized GAPs certified growers of those six states. In total 116 usable mail surveys were analyzed to validate the findings from the audits, identify challenging food safety standards, and assess the barriers to GAP compliance and risk assessments. Analysis of audits and surveys produced both confirmatory and contradictory findings. The across-validated evidence pointed to problematic food safety standards that included having a food safety policy for subcontractors, documentation of corrective actions, policy for glove use, workers’ compliance with hygienic practices, and writing water management plan and testing procedures. There were no significant differences in the proportions of growers who rated complying with food safety standards as a challenging task in states such as Pennsylvania, New Jersey, and New York.
