▼ This thesis discusses the placement of conventional power flow controllers (namely the Fixed series capacitor (FSC), Phase Angle Regulating Transformer (PAR)) and Flexible AC Transmission System (FACTS) devices (namely the Thyristor Controlled Series Capacitor (TCSC), the Static Synchronous Series Compensator (SSSC), the Unified Power Flow Controllers (UPFC) and the Sen Transformer (ST)) in bulk power systems to minimize transmission losses in the entire system. This firstly resolves line overloading and improves the overall voltage profile of the entire system. Secondly the transmission losses are minimized and also help in reducing the generation, which results in additional dollar savings in terms of the fuel costs. The sizes of the FACTS devices used were small in order to keep the initial installation costs low for the utility. The reduced FACTS device ratings are mentioned as a benefit, but not included in the overall loss minimization calculations. Various types of FACTS devices were modeled and placed in the power system, and the economic benefits were discussed and compared for different power flow conditions. The FSC, PAR, and TCSC are the FACTS Devices commonly used in the electric utility industry. In addition to the previous devices, the SSSC and UPFC were also modeled in the popular PSS/E and PSAT software's. The Sen Transformer was modeled using an electromagnetic transient simulation program (PSCAD/EMTDC). A line stability index was used to find the optimum location for placing the FACTS device. This thesis also provides a quantified value for the overall losses with the different FACTS devices, which is not available in the previous research literature. The Sen Transformer is a new type of a FACTS device that was developed by a former Westinghouse engineer, Dr. Kalyan Sen in 2003. It is based on the same operating principle as a UPFC (i.e. provides independent active and reactive power control) but uses the proven transformer technology instead. The benefit of the SEN transformer is that it would cost approximately only 30% of the UPFC cost. This thesis studies the Sen Transformer for loss minimization. Since the Sen technology uses a mature transformer technology, its maintenance costs are going to be less and therefore the utilities would be more comfortable using such a device instead of UPFC. A 12 bus test system proposed by FACTS modeling working group was used for validating and testing the FACTS devices in this thesis. This test system is a composite model of Manitoba Hydro, North Dakota, Minnesota, and Chicago area subsystems. This test platform manifests number of operating problems, which the electric utilities typically face. This system has been used for congestion management, voltage support and stability improvement studies with the FACTS devices. The results show that compensating a short transmission line in this system is more effective in minimizing the overall losses and improving the voltage profile compared to a typical approach of compensating long lines. ▼ This research project is related to the modelling of the new generation of power electronics-based plant components presently emerging as a result of the recently developed concept of Flexible AC Transmission Systems (FACTS). These new power network technologies represent the application of power electronics in AC power systems to provide adaptive power flow control under both steady state and emergency conditions. These technologies may have a profound impact on the electricity supply industry world wide over the next decade. The economical and operational benefits afforded by this form of electronic control are many, however, this is at the expense of a sharp increase in network planning and operational complexity. As the various controls present in the network interact with each other, good power system tools are required in order to carry out power system studies. In a secure operating environment, the operation of these devices would have to be well co-ordinated and advanced computational tools, such as Optimal Power Flows are required in order to aid planning and control engineers to achieve this task. This research addresses the issue of FACTS models suitable for steady state solutions of large-scale power networks. Considerable progress has been made in Load Flow studies which include realistic FACTS device models. However, very little work has been done in tackling the more complex issue of OFF solutions where FACTS devices are included. Nevertheless, it is this application tool that needs to be well developed if the value of the FACTS technology is to be demonstrated from the power system economics and security viewpoints. The aim of this research work is to develop FACTS device models suitable for large-scale Optimal Power Flow studies. The models represent the various steady state operating control features of the FACTS devices using generalised nodal admittances. Models are developed for the following FACTS devices: Phase-Shifting Transformer, Load Tap-Changing Transformer, Static Var Compensator, Thyristor Controlled Series Capacitor, Interphase Power Controller, Unified Power Flow Controller and High Voltage DC link. The FACTS models are integrated into an efficient Newton Optimal Power Flow program. The robustness of the convergence of the various steady-state FACTS device models has been thoroughly investigated. The newly developed FACTS OPF* computer program has been used to study several electrical power networks, some of the them corresponding to test networks available in the open literature, and a number of other real-life electric networks where hundreds of variables are to be optimised.

Докторска дисертација под називом ''Процесноправни значај општепознатих чињеница и чињеница утврђених у правноснажним судским одлукама'' превасходно се бави чињеничним питањима у кривичном поступку како са аспекта деценијама заступљеног мешовитог модела поступка, тако и са аспекта расправног или страначког модела, прихваћеног Закоником о кривичном поступку Републике Србије из 2011. године. Основни циљ истраживања је да пружи одређене практично примењиве одговоре на питања из наведене ''чињеничне сфере'' која су се и до сада показивала проблематичним у судској пракси, а која захтевају другачије решавање у складу са новоусвојеним процесним моделом. Предмет истраживања је и детаљна обрада института судске констатације односно појма и дејства општепознатих и правноснажно утврђених чињеница у унутрашњем, компаративном и међународном кривичном праву. У том циљу детаљно је анализирана пракса међународних кривичних трибунала за бившу Југославију и Руанду везана за правило 94 Правила о поступку и доказима, која регулише формално примање на знање општепознатих и правноснажно утврђених чињеница. Анализа је показала да су основни проблеми код примене овог института произилазили из неразликовања чињеничног и правног, неконзистентности праксе посебно у погледу честе промене и различитог тумачења критеријума прихватљивости, констатовања правноснажних чињеница и мимо страначке сагласности, пребацивања терета доказивања тј. оспоравања на одбрану, чиме су доведени у питање основни постулати правичног суђења. Ова питања нису могла бити анализирана одвојено од проблематике чињеница уопште и њиховог утврђивања у различитим процесним моделима. Кривични поступак Србије, одувек заснован на истражној максими која је подразумевала доказно активан суд, последњих година доживео је корените реформе преласком на страначки модел у коме сва доказна активнност прелази на странке.

本研究では、配電系統において太陽光発電が大量導入された場合における配電系統電圧逸脱問題、瞬時電圧低下時における太陽光発電一斉脱落問題の2点の問題に焦点を起き、これらを解決するために自励式インバータを応用したFACTS(Flexible AC Transmission Systems)を設置した。近年太陽光発電大量導入が構想されており、需要家への供給電圧が電気事業法(101±6V)を逸脱してしまうのではないかと言われている。この対策として、タップ制御や蓄電池の設置といったものが研究されており、様々な報告がなされている。さらに、太陽光発電大量導入時における問題はそれだけではなく、瞬時電圧低下時にある一定の条件を超えることにより太陽光発電一斉脱落が起きる可能性がある。そこで本研究では電圧抑制も行え、高速制御が可能であるFACTS機器を用いる。一般に設備投資を行う場合、できるだけ少ないコストで最大限の効果を発揮しなければならない。このことより電圧逸脱問題は、電圧を制限範囲内に収めるために必要な所要容量を現実的に起こりうる太陽光発電導入の様々なパターンを考え、定量的に評価を行った。また、今までの研究報告では太陽光発電(PCS)を力率1運転するものが多かったが、本研究では力率を0.85とした場合も検討し、そのときの所要容量変化の検討も行っている。次に瞬時電圧補償として、その所要容量設置時においてフィーダ内での補償可能な範囲の評価を行った。

▼ The current power grid introduces many limitations and challenges in a world that is heavily dependent on electricity. Many government agencies, utility companies, researchers and engineers in the electric power industry have envisioned of transforming the existing grid into MicroGrid. To facilitate domestic consumers??? ratings and needs, a microgrid has been developed that includes Distributed Energy Resources (DER). It is expected to be an intelligent, sustainable, resilient and reliable power grid suitable for the 21st century economy. Some of the main concerns for any grid are power quality and efficiency as well as reactive and active power reliability for consumers. To manage active and reactive power Flexible AC Transmission System (FACTS) technology is used to improve power quality and efficiency. Since FACTS technologies have been developed, much research has been done to acquire more accurate and reliable techniques and algorithms to implement FACTS in the power system. The current microgrid scheme implemented with FACTS, produces a highly efficient response monitored with different KPI indicators of the microgrid. A newly developed AC/DC microgrid design with FACTS technology includes DER, which consist of DC batteries, wind Turbines, PV systems (Solar photovoltaic system) and diesel generators. Modulated Power Filter Compensators (MPFC) for AC and Green Plug Filter Compensators (GPFC) for DC are used as FACTS controller. Optimization based on genetic algorithms and intelligent control through fuzzy logic, are defined to optimize the performance of the microgrid. Optimization and intelligent control are accomplished by self-adapting the controller gains and converters gains to achieve the best microgrid energy utilization, stabilization of voltage and reduction inrush current conditions. Key performance indicators are as follows: bus voltages stabilizing, feeder losses reduction, power factor enhancement, improvement of power quality and reduction of the total harmonic distortion at AC interface buses that are compared with and without FACTS criterion. ▼ Abstract In my research I analysed the feasibility requirements of normative political theories. Here my attempt is to answer to the question: which facts affect the feasibility of normative political prescriptions? I structured the thesis in five chapters. In the first chapter, I will provide a normative argument in order to hold that normative political prescriptions should respect a feasibility requirement. I will maintain that normative political prescriptions can imply legal rules, and legal rules are coercible. I will assume that it would be morally unacceptable to sanction people who do not act in accordance with a (set of) prescription(s) if it was impossible for those people to act in accordance with that (set of) prescription(s). Consequently, I will conclude that normative political prescriptions should adhere to a certain specification of the maxim ‘ought implies can’ (‘OIC’). In particular, this means that normative political prescriptions does exist in a hypothetical set of ‘all normative political prescriptions’ only if people can satisfy it. I will argue that the term ‘can’ could assume two meanings: ‘can as being possible’ and ‘can as being able to’. I will conclude this chapter by claiming that: prescriptions are feasible or not whether or not it is possible for human beings to act in accordance with a prescribed (of forbidden) course of action; prescriptions are more or less feasible depending on how much that human beings are able to act in accordance with a prescribed (or forbidden) course of action. In the second chapter, I will mainly review the state of art concerning the analysis of feasibility and I will criticize it in some regards. Here, I will introduce terms and commons standpoints found in the literature about the feasibility of normative theories. Then, I will pay attention to the list of facts that are usually considered to be feasibility constraints. Feasibility constraints will be distinguished between hard feasibility constraints (logic rules, physical and biological laws) and soft feasibility constraints (mainly: state of technology, institutions, economy, culture, human beings’ features). I will show that the selection of soft constraints is a relevant problem for the analysis of feasibility. Hence, we should distinguish between simple facts and facts that are soft feasibility constraints. In order to draw this distinction, I will suggest that it is necessary to find out an adequate formal criterion for the selection of soft feasibility constraints. In the following two chapters, I will propose two different kinds of criteria for the selection of soft constraints, namely normative and practical criteria. These criteria propose different ways to distinguish facts affecting the feasibility of prescriptions from simple facts. In the third chapter, I will propose two normative criteria different kinds of criteria for the selection of soft constraints. ▼ Os sistemas elétricos de potência são frequentemente submetidos a perturbações causadas, por exemplo, por um aumento súbito de carga ou por um curto-circuito em uma linha de transmissão. Estas perturbações podem gerar oscilações eletromecânicas no sistema, uma vez que a velocidade dos geradores oscila. Para reduzir tais oscilações, controladores de sistema de potência são utilizados sendo, os mais comuns, controladores do tipo PSS (Power System Stabilizer). Porém, em alguns sistemas, somente o emprego de PSSs não é suficiente para garantir um nível mínimo satisfatório de amortecimento, sendo necessário recorrer a outros tipos de controladores. Desta forma, controladores do tipo FACTS (Flexible Alternating Current Transmission System), principalmente o TCSC (Thyristor Controlled Series Capacitor) se tornaram uma alternativa atraente no auxílio ao amortecimento dos sistemas de potência. O controle do TCSC é feito por um controlador POD (Power Oscilation Damper) que é empregado como controle suplementar do dispositivo. No entanto, apenas o emprego dos controladores não garante um bom amortecimento, fazendo-se necessária uma boa sintonia dos mesmos. A sintonia destes controladores é, na maioria das vezes, feita de forma manual, ou seja, usando o método de tentativa e erro, podendo demandar um tempo relativamente elevado, mesmo que feita por um engenheiro experiente. Para evitar que o projetista dispense tempo procurando uma sintonia adequada para os controladores, métodos automáticos de sintonia vêm sendo estudados. Tais métodos têm como principal vantagem a sintonia dos controladores considerando vários pontos de operação do sistema simultaneamente, fazendo com que o controlador seja robusto para variações em seu ponto de operação nominal. Os métodos automáticos de sintonia utilizam métodos de otimização local ou métodos de otimização global. Os métodos de busca local têm a rapidez como principal vantagem, porém podem não convergir para um valor satisfatório de amortecimento estipulado pelo projetista. Os métodos de busca global, em grande parte das vezes, convergem para um valor de amortecimento solicitado pelo projetista, porém em um tempo elevado. Este trabalho propõe um método de sintonia dos controladores utilizando uma estrutura híbrida, ou seja, algoritmos de busca global juntamente com algoritmos de busca local. Primeiramente uma busca global é feita pelo algoritmo até que um critério de parada, definido pelo projetista, seja alcançado (geralmente um valor de amortecimento mínimo para o sistema). Assim, os parâmetros dos controladores sintonizados pela busca global serão entrada de um método de busca local. O algoritmo de busca local tende a refinar a sintonia dos controladores aumentando, assim, o amortecimento do sistema até um valor especificado pelo projetista. Neste trabalho a busca global é realizada por um algoritmo genético enquanto que a busca local é feita por um algoritmo baseado no gradiente descendente da função objetivo (neste caso o amortecimento). Neste trabalho são apresentados os aspectos técnicos e econômicos da aplicação dos Controladores FACTS (flexible ac transmission systems) na operação dos sistemas de energia elétrica (SEE) em regime permanente. Os FACTS são utilizados nos SEE para aumentar o limite da transferência de potência nas linhas de transmissão e para melhorar a estabilidade eletromecânica e de tensão. Os modelos dos Controladores FACTS considerados nesta pesquisa são: SVC, TCSC, STATCOM, SSSC e UPFC. Uma modelagem do elo de corrente contínua ou HVDC, inclusive com capacitor de comutação de conversor (CCC) também é apresentada. Para avaliar os aspectos técnicos na operação em regime permanente dos FACTS foi implementado um programa computacional de fluxo de potência baseado no método NewtonRaphson. Já para a avaliação econômica da aplicação dos Controladores FACTS foi implementado um fluxo de potência ótimo (FPO) com o método de pontos interiores e prospectivamente foi proposto um FPO adotando algoritmos genéticos. Os Controladores FACTS estudados foram aplicados aos sistemas de teste IEEE de 30 barras, IEEE de 118 barras e uma configuração de um sistema de potência real pertencente ao sistema interligado nacional (SIN) brasileiro representado com 2256 barras. A análise dos resultados obtidos nos testes indica que a operação de um SEE que possui FACTS é mais flexível com vantagens, tais como: aumento da transferência de potência nas linhas, possibilidade de inversão de fluxo de potência nas linhas, um melhor controle de tensão nos barramentos remotos e redução do custo de operação mantendo as restrições de operação impostas e fixando tanto as tensões em barras quanto os fluxos de potência nas linhas.

This work presents the economical and technical aspects of FACTS (flexible ac transmission systems) controllers in steady-state operation of electric power systems (EPS). There Controllers are used in EPS to increase the power transfer limit in the transmission lines and to improve the electromechanical and voltage stability. The models considered in this research are: SVC, TCSC, STATCOM, SSSC and UPFC. The modeling of HVDC link including a commutation capacitor for converter (CCC) is also presented. A Newton-Raphson power flow computer program was implemented in order to assess the steady-state operation of FACTS Controllers. On the other hand, for economic assessment of FACTS application, an optimal power flow (OPF) based on interior point method was implemented and prospectively an OPF using genetic algorithms has been proposed. The studied FACTS Controllers were applied to the IEEE 30 bus and IEEE 118 bus test systems, and a configuration of a real power system regarding to the Brazilian National Interconnected System (SIN) represented with 2256 buses. The analysis of the results obtained from the tests indicates that the operation of a EPS with FACTS is more flexible and presents advantages, such as: lines power transfer increase, possibility of power flow reversal in the lines, a better voltage control in remote buses and operation costs…

▼ The unified power controller (UPFC) is, the most comprehensive device emanated so far from the FACTS (Flexible AC Transmission Systems) initiative. Installation of UPFC to control power flow has become an emerging topic in todayâs power industry, especially the deregulated market. By the use of UPFC, a high-speed and low-cost power electronic device, the line flows can be controlled in such a way that thermal limits are kept, losses minimized, stability increased, and contractual requirements fulfilled without violating the economic generation dispatch. To coupe with control signals to attain various control capabilities, it can be used to control both the active and reactive powers and voltage magnitudes altogether. This thesis aims to study static UPFC models for power flow calculations. Basic operation of UPFC will be briefly reviewed. A new UPFC current-based model is proposed in this paper to improve existing power-based model by using the Norton Equivalent Theorem. The proposed model can be integrated with the ECI power flow model easily. The equivalent relationships between the new model and the traditional model will also be investigated. And the proposed current-based UPFC model will provide better convergent characteristics. The Evolutionary Programming (EP) method was also proposed in this research to solve the UPFC control parameters to attain a global optimum. EP is an artificial intelligence process including reproduction, mutation, competition, and selection. Being a stochastic method, EP can avoid the local convergence problem and provide a better opportunity to reach the global or near global optimum. Using the test cases of 5-bus and Taipower systems, the test results proves that the new UPFC new model can successfully control active power and reactive power, and voltage magnitudes simultaneously with an effective process and a feasible solution. ▼ Previous research has identified a divergent trajectory for the aging brain, characterized by declines in cognition and preservation in emotional processing. According to the socioemotional selectivity theory, reduced time horizons in later life cause a motivational shift to prioritize emotional goals, such as positive well-being. In service of these goals, older adults devote more cognitive effort to attend to and remember positive information; however, whether they can exert control over such information once it enters memory is not well understood. The primary aim of this dissertation was thus to examine age-related changes in cognitive control of emotional memory including its underlying metacognitive and neural components. In three experiments, young and older adults completed a cue- or value-based version of the item-directed forgetting task for positive, negative, and neutral words. Results consistently demonstrated that young and older adults could strategically control encoding of emotional information, by prioritizing relevant over irrelevant words in memory. This was evident when encoding was directed by to-be-remembered (TBR) or to-be-forgotten (TBF) cues as well as by numeric points that signaled a gain or loss of value (+10 vs. -10). Extending previous research on metacognition and aging, results indicated age invariance in prospective judgments of learning made during the encoding of TBR and TBF words that varied in emotion. In contrast, age groups differed when retrospectively monitoring the source of words. Whereas young adults’ source monitoring was not influenced by emotion or cues, older adults tended to attribute positive items to sources that were higher in value for memory (TBR or +10 cues), consistent with an age-related bias to prioritize positivity. Finally, age differences in event-related potentials underlying encoding of TBR and TBF words provided evidence that older adults may recruit additional resources in frontal regions of the brain to facilitate task performance. Moreover, in line with behavioural results, the ERP signatures of directed forgetting were not modulated by emotion. Altogether, this dissertation demonstrates that cognitive control over emotional memory is intact in later life; however, it highlights important age differences in the metacognitive and neural correlates of this ability.

However, the resurgence of well-defined mechanism is thus newlineextremely significant in the context of voltage stability of power systems. ▼ A problem of interest in the power industry is the mitigation of interarea and torsional oscillations. Interarea oscillations are due to the dynamics of interarea power transfer and often exhibit poor damping when the aggregate power transfer over a corridor is high relative to the transmission strength. These oscillations can severely restrict system operations and, in some cases, can lead to widespread system disturbances. Torsional oscillations are induced due to the interaction between transmission system disturbances and turbine-generator shaft systems. The high torsional stresses induced due to some of these disturbances reduce the life expectancy of the turbine-generators and, in severe cases, may cause shaft damage. This thesis reports the development of novel control techniques for Flexible AC Transmission System (FACTS) devices for the purpose of damping power system interarea and torsional oscillations. In this context, investigations are conducted on a typical three-area power system incorporating FACTS devices. The Genetic Algorithm (GA) and fuzzy logic techniques are used for designing the FACTS controllers. Although attention is focused in the investigations of this thesis on the Unified Power Flow Controller (UPFC), studies are also conducted on two other FACTS devices, a three voltage-source converter Generalized Unified Power Flow Controller (GUPFC) and a voltage-source converter back-to-back HVdc link. The results of the investigations conducted in this thesis show that the achieved control designs are effective in damping interarea oscillations as well as the high torsional torques induced in turbine-generator shafts due to clearing and high-speed reclosing of transmission system faults. The controller design procedures adopted in this thesis are general and can be applied to other FACTS devices incorporated in a power system. The results and discussion presented in this thesis should provide valuable information to electric power utilities engaged in planning and operating FACTS devices. ▼ Interconnection of remotely power systems with large generation capacity and system load is progressively widespread due to the increase of the power exchanges between countries as well as regions within countries in many parts of the world. In the cases of long distance AC transmission, as in interconnected power systems, care has to be taken for maintaining synchronism as well as stable system voltages, particularly in conjunction with system faults and line switching. With series compensation, bulk AC power transmission over very long distances (1000 km and more) is in existence today. These long distance power transfers cause, however, the system low-frequency oscillations, typically within the range of 0.4 to 2 Hz, to become more lightly damped. For this reason, many power network operators and utilities are taking steps to add supplementary controls in their systems to provide extra system damping aiming to improve the system security by damping these undesirable oscillations. This thesis reports the results of time-domain simulation studies that are carried out to investigate the effectiveness of supplemental controls of a phase imbalance hybrid single-phase-Thyristor Controlled Series Capacitor (TCSC) compensation scheme and a static synchronous compensator in damping power system oscillations. In this context, studies are conducted on a typical large power system incorporating several series capacitor compensated transmission lines and large load centers with their reactive power support provided by static synchronous compensators (STATCOM). Several case studies investigating the effects of the location of the hybrid single-phase-TCSC compensation scheme, the degree of compensation provided by the scheme, the stabilizing signals of the supplemental controls, the fault clearing time, as well as the fault location on the damping of power system oscillations are documented. The results of the investigations conducted in this thesis demonstrate that the supplemental controls are very effective in damping power system oscillations resulting from clearing system faults. The time-domain simulation studies are conducted using the ElectroMagnetic Transients program Restructured Version (EMTP-RV).
