This thesis sits at an intersection of Sciences Studies and Bio-political theories. It concerns the knowledge and power relations that shape Bioethics. This field is considered as spaces and times of negotiation of legal, social and moral risks associated with techno-scientific developments. Hence, the research interest is this evaluation of the biomedical possibilities and practices of giving or taking life, bodies, organs, human embryos, genetic information, blood or cells. The Council of Europe’s Bioethics Committee, the National Consultative Ethics Committee on Life and Health Sciences and the Espaces de réflexion éthique (Regional Offices for Ethics) are the three knots studied. The institutionnalisation of value judgments these reveal lies on a multi-scalar circulation of experts that concentrates productions and normatisations. This circulation shapes a university- and administration-based bioethical epistemic community. In this mode of government, professional validations are confronted with their own narratives and initiatives of broader participation in Bioethics making. Indeed, consultations, États Généraux, citizens’ conferences and public debates essentially confirm academic and regulatory accreditations and configurations. From successive…

Faced with the demands imposed by increasingly marked internationalization, service companies are banking on the enrichment of human capital they have. This research aims to provide an understanding of the learning process that promotes this enrichment. More specifically, we want to understand the impact of the culture of the individual on the skills that make up his human capital, and the evolution of intercultural competence which is the essential component of the latter in an international context. Based on the study of an international SME and, more precisely, of one of its business units in France which demonstrates an expertise in terms of service delivery, our thesis aims to highlight the constituent elements of a high level service relationship. For this, we have mobilized a review of the literature based on international management, intercultural management and human resources management. It is based on a unique case study in which we conducted 25 semi structured interviews and approximately 83 hours of observation (non participant and participant). The results obtained reveal that the expertise of the unit studied is based on the transcultural competence of the manager, who creates a managerial culture and lasting relationships with customers, which brings results for the company.

▼ An implicit assumption of both audit regulation and
research is that more auditor independence and more auditor
expertise are better for society because they increase investor
confidence and participation in markets. To test this assumption, I
conduct a multi-period experiment where investors purchase assets
in an environment with Auditor Independence (Independent,
Non-Independent), Auditor Expertise (Expert, Average) and
Information Asymmetry (High, Low). I find that sellers drastically
overvalue auditor independence and auditor expertise in early
periods and then, after receiving feedback, adjust their valuations
downwards. Buyers do not overvalue auditor independence and auditor
expertise and instead produce valuations closer to the expected
value of the auditor certification. Auditors (rather than
investors) extract most of the benefit of increased independence
and expertise, especially in markets with high information
asymmetry. There is no indication that increasing independence
benefits investors.

▼ Experts process objects of
expertise holistically, or as entire wholes rather than parts. Previous research has demonstrated that holistic processing comes with individuation experience, but thus far, it has been difficult to disentangle the effects of experience and visual ability on holistic processing. For familiar objects, experience levels vary and are difficult to quantify. Additionally, recognition performance with faces does not correlate with holistic processing. What factors impact holistic processing, then? Holistic processing can be conceived of as a learned strategy wherein diagnostic parts are obligatorily attended. As people gain experience with objects, attentional biases to these parts may be strengthened. Thus, it is possible that the magnitude of holistic processing is directly related to the amount of experience one has in a category. However, to date, most studies of holistic processing have equated training time across subjects and compared trained and untrained subjects, giving us little information about graded effects of experience. To that end, the current study involves manipulating the level of experience across groups of subjects with three categories of novel objects. Two of the categories were matched on experience level, and a third was assigned the remaining amount of training. After training, we examined the factors that predicted holistic processing and overall performance in the holistic processing post-tests. For each trained category, holistic processing could be predicted by experience level, with more experience resulting in more holistic processing. Measures of visual ability did not predict holistic processing, but they did predict overall performance in the matching test. In this study, we found that the factors that best predicted performance and the magnitude of holistic processing were visual ability and experience, respectively.

▼ Best practices are essential to the survival of Kenyan firms in tourism. Though diversification into wedding organisation has attracted investment from Kenyan entrepreneurs, hardly any information has been documented on them. This study evaluated wedding planning expertise, variables influencing performance outcomes and methods used to manage constraints. Wedding planning expertise ranked highly among wedding planning firms. Furthermore, the stepwise multiple regression model indicated that seven constraints influenced 94.7 per cent of the variance in wedding planning. Based on these results, event management firms can communicate performance and direct resources towards constraint elimination resulting in enhanced business performance and firm survival.

Social studies suggest that adding obviously irrelevant product information to
diagnostic information mitigates consumers’ judgments of products, a concept named
dilution effect. This study shows that expert consumers are not only less subject to the
dilution effect than novice consumers but it also suggests that experts are in fact
shielded against the effects of irrelevant information. In addition, this project was also
able to demonstrate that irrelevant information may be positive for brands to
communicate when the target is not an expert in the product category and the irrelevant
information is somewhat abstract and vague. As irrelevant information becomes more
concrete, consumers with low expertise will be subject to the dilution effect whereas
experts will remain unaffected.

▼ In an era of increasing complexity in healthcare, it is necessary for physicians to be flexible and adaptive in their use of knowledge and experience to solve new, unexpected and multifaceted problems in clinical practice. This complex problem solving is known to be an essential skill for adaptive experts and is the standard of excellence in training future health care professionals. Despite its importance for medical training, little is known about how adaptive
expertise develops in medical trainees. Specifically, we do not know how residents accomplish the tasks of learning to integrate knowledge using integrated competencies as seen in adaptive experts, yet this understanding is key when considering how best to design curricula and instructional methods to help residents develop these skills. Therefore, the purpose of this study was to explore how residents develop these integrative skills in Pediatric medicine.
A constructivist grounded theory study was conducted, using participant observation and semi-structured interviews as the data sources and purposeful sampling of residents from the Department of Pediatrics at the University of Toronto, to explore how residents develop integrative skills of adaptive
expertise through workplace learning. We conducted 34 observations of ten residents, resulting in 102 hours of observation over the course of 12 months. Data collection and analysis occurred iteratively and themes were identified through constant comparative analysis by a team of researchers.
Our results demonstrated that residents have acquired a number of routine efficiencies for communicating with patients and families during clinical consultations. While these well-developed approaches are effective in most clinical situations, residents navigated difficult or challenging conversations by enabling families to express their own narratives. They integrate this information with their medical knowledge and their own perspectives and values. At times, residents recognized that a ‘narrative shift’ was needed to effectively navigate the conversation. This shift was used purposefully to inform the creation of new communication strategies, resulting in an opportunity for new learning. Critically, this learning was modulated by the resident’s effectivities and the constraints of the clinical setting.
Narrative shifts are adjustments in the clinician’s understanding of a patient’s narrative that impacts on how clinical care is provided. They are one representation of how integrated knowledge and competencies seen in adaptive experts are enacted in daily clinical work. In this study, narrative shifts prompted learning in residents. They triggered residents to explore and experiment with new ways of interacting with patients and families which further developed their conceptual understanding of how their knowledge is situated within the context. These narrative shifts also prompted them to seek multiple perspectives for approaching these conversations with families. The workplace learning environment…

▼ Community Question-Answer(CQA) services are online portals with a community of people that share similar interests, and post question-answers for solving the difficulties they have. These services have huge social impact and have become a place where knowledge is created and distributed. Despite the advances in Question Routing and Recommendation Systems, CQA still struggles in handling large number of unanswered questions and suffer with the quality of answers provided in general. An effective solution to tackle this problem is to consider the expertise of users when routing a question to its potential answerers. There are many existing methods for measuring expertise but they tend to favour more active users rather than expert users. To address this problem, we look into cross-platform behaviour of a user and incorporate his cross-platform expertise. We provide insights into performance of question routing with this method. We perform an extensive literature survey about the CQA system, question routing, recommendation systems and types of expertise, to map a users' cross-platform behavior with a certain type of expertise. We propose a methodology to match users across multiple platforms, with which we measure expertise according to mapped user behaviour on those platforms. Finally we estimate the reliability of expertise measurement when applied to question routing. We study and discuss the effect of parameters such as division of data into training and test set sizes and use factorization machine for recommendation system.

▼ Perceptual
expertise is marked by subordinate-level recognition of objects in the expert domain. In the present study, participants learned one family of full-color, artificial objects at the subordinate (species) level and another family at the basic (family) level. Discrimination of trained and untrained exemplars was tested before and after training across several image manipulations (full-color, greyscale, low spatial frequency (LSF), and high spatial frequency (HSF)) while event-related potentials (ERPs) were recorded. Regardless of image manipulation, discrimination (indexed by d') of trained and of untrained exemplars was enhanced after subordinate-level training, but not after basic- level training. Enhanced discrimination after subordinate-level training generalized to untrained exemplars and to greyscale images and images in which LSF or HSF information was removed. After training, the N170 and N250, recorded over occipital and occipitotemporal brain regions, were both more enhanced after subordinate-level training than after basic-level training. However, the topographic distribution of enhanced responses differed across components. The N170 latency predicted reaction time after both basic- and subordinate-level training, highlighting an association between behavioral and neural responses. From pre-test to post-test, the P300, recorded over central-parietal regions, decreased in amplitude for basic objects only. After training, P300 amplitude was greater for subordinate objects compared to basic objects. Further, P300 latency was delayed for subordinate objects compared to basic objects when subjects were asked to compare objects from two different subordinate categories. These findings further elucidate the role of the N170 and N250 as ERP indices of subordinate-level expert object processing and demonstrate how low-level manipulations of color and spatial frequency impact behavior and the N170 and N250 components independent of training or
expertise. I close with a review of applications of EEG/ERP to brain-computer interfaces (BCIs), focusing on modern BCIs that have leveraged subordinate-level processing to enhance BCI technology. ( en )

▼ eScience brings the promise of advancements in scientific knowledge as well as new demands on staff who need to manage large and complex data, design user services, and enable open access. One ramification is that research institutions are extending their services and staffing to address data management concerns. As more organizations extend their operations to research data, an understanding of how to develop and support research data
expertise and services is needed. How can an organization build data
expertise into their staff?
This study examines how organizations develop their own data
expertise and services, comparing approaches in geoscience data centers and academic libraries. Case studies of two exemplar sites are presented based on evidence from qualitative interviews and artifact collection. The case studies are extended and further informed through qualitative interviews conducted with personnel at other data centers and libraries. The study addresses how to cultivate research data
expertise and staffing to support data management services. Key products include a set of
expertise categories, data roles, and learning strategies. The results draw attention to the contributions that data professionals make to research projects and to ways research institutions can support data professionals and data work.

▼ This dissertation is a historical analysis of the dominant framing practices utilized by both liberal and conservative advocacy organizations and individuals in the domain of sex education throughout the 20th century and into the 21st. It is in two parts. In the first part, I construct a strategic narrative to answer the question why did conservative organizations, despite their documented anti-science sentiments, begin to embrace
expertise-based frames? Utilizing a mixed-method approach, I analyze primary and secondary documents to trace the diffusion of
expertise-based framing practices by liberal and conservative actors in the field of sex education. I find that the domain of sex education has always utilized
expertise-based frames, though it has experienced disruptions spurred by major socio-political shifts (e.g., McCarthyism, the AIDS epidemic). In the second part, I present the results of an experimental vignette study. While the strategic narrative focuses on organizational and institutional shifts in framing practices, the experiment seeks insight into whether and how "expert cues" are noticed by a non-scientific professional audience, specifically parents (N=202) of school-aged children (5–17). The results provide weak support for the claim that parents will more favorably evaluate a sex education lesson plan when it includes expert cues, irrespective of their religious and political identities. I conclude by discussing theoretical implications for the study of framing, sociology of science, and public understanding of science as well as future directions for this research.

▼ Over the last forty years, US employment has become increasingly precarious and unemployment has become an increasingly common experience for many workers. This thesis examines how white-collar unemployment is organized during this era of precarious employment. It conceptualizes and takes as its object of inquiry what I call the “unemployment industry:” the network of actors, organizations, discourses and technologies that provide services and guidance to unemployed professional workers as they search for a job. I use three local “job clubs” for unemployed workers in Austin, Texas as windows into examining this industry.
This thesis asks how
expertise is constructed within the unemployment industry. It begins with a puzzling observation: Many of the unemployment experts that give presentations at the job clubs are themselves out of work. How is it that someone who themselves cannot find a employment can become an expert in coaching others to find employment? From this initial puzzle, I explore broader questions about knowledge and political economy: What is unemployment
expertise? What can the dynamics of
expertise in the unemployment industry tell us about the political economy of work today?
To answer these questions, I draw on eight months of participant observation in the three job clubs and seventeen interviews with unemployment experts. I use two theories of the social construction of
expertise in the analysis, Andrew Abbott’s (1988) theory of professions and Gil Eyal’s (2013) theory of
expertise-as-assemblage.
I identify and analyze three ideal-type unemployment experts - Job Coaches, Self-help Gurus, and Skill-certifiers - based on their distinct diagnoses and solutions for the problem of unemployment. I ultimately find, however, that unemployment
expertise is not something that an expert has but something that they access by tapping into a particular network of organizations, discourses, and technologies. The result is a sort of
expertise without experts. In the conclusion, I discuss the implications of these findings for social science understandings of
expertise and work and unemployment in the new economy.

▼ In American culture, reliance on
expertise has become so commonplace that it is virtually impossible to avoid. It is the way we delegate the contents of our busy lives and defer authority in the interest of being efficient. Conventional wisdom defines an expert as someone who knows more about a
subject or can perform better than the average person. However,
expertise is not simply about one person's skills being different from another's. It is also fundamentally contingent on a struggle for ownership and legitimacy. Thus, it is
subject to rhetoric. S/he who succeeds in persuading the public that s/he is an expert and that s/he is a better expert than any alternative, earns credibility, acknowledgement and power. Experts argue for the legitimacy of what they do. They articulate their experiences persuasively and always in the context of a rhetorical contest. The public ultimately validates one form of
expertise over the other. To be an expert is to gain sanctioned rights to a specific area of knowledge or experience. My dissertation posits
expertise as a rhetorical construct. It investigates how
expertise is negotiated as a function of the rhetorical situation, its participants and constraints. Specifically, I ask: What rhetorical strategies do experts employ to compete for authority and legitimacy when they conflict with one another? Each chapter examines the rhetorical construction of
expertise in a particular context – politics, history, medicine, and information. By drawing parallels between different experts from different chapters I ultimately identify a series of "unlikely allies." These are experts whose rhetorical strategies for constructing
expertise trump differences of context and content. My rhetorical analysis demonstrates that, despite their apparent differences, experts have a great deal in common rhetorically. Indeed, the recurring use of the same rhetorical strategies through vastly different fields of specialization suggests that experts constitute a unique rhetorical genre.

▼ Abstract: Athletes' sports training is a complex theme and the studies point to the existence of several multidimensional factors that influence this process. The objective of this study is to analyze the athletic trajectory of male and female athletes of high performance in basketball in Brazil. The research is characterized as exploratory-descriptive ex-post facto (retrospective drawing). A total of 96 male athletes (27.7 ± 6.16) and 28 female athletes (30.39 ± 5.56) participated in the 2016/2017 season of the national championship. As a research instrument we chose to use the questionnaire, which was elaborated with 25 questions validated by the expert method, divided into three axes (beginning of the sporting trajectory, sports results and other aspects of athletes' sports trajectory). For the analysis of the data we used the chi-square test and the descriptive statistics, with the mean and standard deviation calculations. To compare the means we used ANOVA and the Tuckey post roc to identify which groups presented differences. The results of the first axis demonstrate that the athletes started the sport practice in the modality at 11.45 ± 2.89 years in the male and 10.79 ± 2.78 in the female in the state of São Paulo. The male athletes practiced another collective modality besides basketball and the place was the club. The female athletes started in public institutions and did not practice another modality. They began to compete at 12.5 ± 2.52 years for males and 11.64 ± 2.4 years for females, evidencing participation for a short period in sports initiation, already entering the official competition. They had 3 training sessions of 90 minutes per week for 10 months a year, specializing in a game position at early ages and the study was the main reason for the abandonment of the team mates. In the second axis, we identified that the athletes obtained results at early ages, a fact that seems to influence the continuity in high performance sport in the Brazilian context. In the third axis, the data show that the athletes have completed high school, studied in public schools, moved at least once because of the best structure offered by the team, had no relatives in the sport and had full family support. Analyzing the sporting trajectory of male and female basketball athletes, we conclude that the Brazilian sports scene does not favor sports development in the sport

Future orthopedic surgeons learn their craft on the mode of companionship by participating in proportion to their skills, some operative procedures. This learning takes place in a stressful workplace. Previous works have studied the effect of stress on the professional practice of expert and novice surgeons, but most of them did not use an experimental method and considered only the performance as a result of action. However, we believe that it is essential to take into account the strategies used (processing efficiency) and the result of action in order…

Boundary extension phenomenon (Intraub & Richardson, 1989) refers to a memory distortionoccuring when an observer tends to remember a perceived scene. Subjects generally tend tooverestimate the scope of the scene, including to their representation details that the originalscene did not contain, but likely to be present. Although BE is described as a robustphenomenon, observer’s chacteristics can modulate it (Mathews & Mackintosh, 2004 ;Munger, Owens, & Conway, 2005). Studies exposed here intend to examine in more detailthis question, by testing the effects of knowledge relative to larger scene context, expertknowledge, or reactivity of the observer to emotional stimuli on the phenomenon. Our resultsshow a modulation of BE (i.e. reduction, or disappearance) by these factors

This thesis takes into account the effects of the experience and expertise on the practice of teaching in physical education. This research in “Savate Boxe Française” questions the meaning that the physical education teacher gives to his professional practice which was analysed from the crossing of theoretical data of the clinical didactics. This scientific direction based on the theory of the subject in teaching, "divided" between often conflicting constraints, allows the researcher to identify the personal relation of the practitioner with the activity that is taught, that is the subject of the contingency of the knowledge transmission. It specifies and justifies the use of a methodological point of view of the three times of the clinical didactics analysis: analysis of “déjà-là” that provides information on the intention of the teacher, the observation in situ “l’épreuve” of teaching and the interviews of “après coup” that enable the teacher to reflect about his own activity and the researcher to infer the causes of the didactic phenomena observed. Inter and intra sites analysis compares them in order to identify the specific effects of the experience and expertise. Our final project is to present a "generic framework" analysis and interpretation of the teaching practice articulating the didactic and clinical dimensions to test our hypotheses.

The practice of psychological examination - in the context of a criminal procedure - of the child or teenager who claims to have been a victim of sexual violence, is at the start of the present study. It raises the question of the standpoint – procedural, clinical and methodological – of the expert psychologist, as well as that of credibility. Leaving aside possible factors of influence and what the allegations might not be or be insufficiently in relation to a typical traumatic talk, we have focused our attention on what they might be or might reveal and illustrate about the psychological functioning of the author of the claims. Starting from a survey of the available literature, we have envisaged a clinical view of the allegation, based on a multidimensional model which encompasses all at once the cognitive-developmental, psycho-genetic, underlying, interrelational, circumstantial, procedural, syndromic, semiological and intrapsychic dimensions. Such model, which places the allegation process (referring or not to a traumatic experience undergone in reality) at the heart of a multidimensional and multifactorial analysis, considers the said analysis on a dynamic register, including the acquisitions validated in each of the fields referred to by the abovementioned dimensions. Starting from real psychological examinations and using a hypothetic-deductive approach, we have developed a tool which we call a…

The goal of this doctoral dissertation was to better understand the development of decision-making expertise in combat sport in light of cognitive and perceptual theories. Our methods of investigation were based on the « expert performance approach » (Ericsson & Smith, 1991), which suggests determining the mechanisms that mediate expert performance and then identifying the specific types of activities that lead to the acquisition and development of these mediating mechanisms. Thus, in the first part of our manuscript, we explored the differences of visual search behavior between experts and sub-experts in taekwondo during a decision-making laboratory task. We also studied in situ, the influence of situational probability information on cognitive, perceptual and decision-making skills with experts and novice karate fighters. In the second part of our manuscript, we examined the effects of implicit perceptual training on decision-making skills and underpinning gaze behavior in expert karate athletes. Our results showed that experts are more accurate because they use more efficient visual search strategies and generate more refined karate-specific knowledge structures compared with the novices. In addition, it appears that experts are able to…

The criminal expertise involves calling upon a specialist, knowledgeable in his/her field to shed light in criminal trial. Because of his/her level of competence, this expert witness is a key element in a criminal trial. His/her role in revealing the truth is essential and even more so when considering scientific progress. This major probative force greatly influences the judges’ personal convictions which can prove risky in the case of fallible and subjective analyses. Accordingly, it is necessary to tightly frame each step of the expert’s testimony. This need also stems from the possible conflict between the expertise and fundamental rights. Just like criminal proceedings, the criminal expertise collides with the contradiction between safeguarding public order by seeking the truth and preventing the expert’s testimony to infringe on individual rights. Therefore, the challenge in…

In a business world characterized by increasing complexity of technologies associated with the globalization of markets, technical knowledge and innovation become crucial assets and primary condition for developing competitive advantage. These issues are often associated with a particular figure within organizations: that of the expert. Indeed, these people are usually considered as a source of technological excellence and innovative solutions. It becomes thus crucial, in order to retain these key people, to value their expertise and to propose adequate conditions for the development of their knowledge and their innovation potential. As a response to this challenge, the dual ladder model was developed and has been soon recognized as a primary solution for the management of experts in the technological and industrial companies. This model proposes an alternative career path (technical ladder) to that of traditional managerial path. However, this solution, while a reference model in the management of experts, has not often brought satisfaction neither for those in charge of its…

▼ The increasing adoption of Enterprise Social Media (ESM) systems within enterprises is driven by the need for the explicit facilitation of sharing expertise. Expertise Identification (EI) functionality can satisfy this need. The social-media-like content and Collaborative Filtering (CF) annotation data available in ESM, however, pose unique requirements on EI. In this light, we perform an elaborate study into literature and practice surrounding ESM, expertise, and EI, in order to formulate a number of design requirements and choices for EI in ESM. In our case study on E-view, a live ESM system, we design, implement, and test an EI prototype that stores all ESM relationships in a social graph and all user content into a search engine, which are then combined to estimate user expertise scores. Our results reveal that relevant content used to estimate expertise scores should be selected on the basis of both full-content and tags. Due to the sparsity of CF appreciation data in the dataset, EI strategies that complement content relevance scoring with appreciation scoring for the estimation of expertise scores, perform equally well as strategies based only on content relevance, in terms of ranked lists of experts. As such, we recommend that future work retests the EI strategies with the constructed prototype, using an ESM dataset that contains more CF appreciation data. We present a number of recommendations for EI in ESM and for reusing our evaluation methods in future research.

▼ ABSTRACT OF THE DISSERTATIONThe National Character of Science: Statistics in modern Japanby Jennifer Alycon WintherDoctor of Philosophy in SociologyUniversity of California, Los Angeles, 2014Professor William Roy, ChairTo examine the relationship of ways of knowing with ways of governing, I examine the social and political development of Japanese statistics and find that science is not universal and objective, but profoundly local, shaped by the national cultures and histories in which it is institutionalized. The present research attempts to explain the rise of statistics as a diverse but integrated field of expertise shaped by the interactions of political discourse with the development of scientific ideas and the active development of institutional structures.Focusing on two periods of social transformation in Japan, I investigate two empirical questions: How did statisticians define their work intellectually in each period? With what strategies and in what organizational locations did statisticians institutionalize their specific forms of knowledge production? By investigating these two specific questions, I have tried to emphasize the process of developing statistical ideas themselves in particular contexts rather than treat statistics as a universally defined body of knowledge that develops universally in any social environment. Data for my analyses consists of a variety of primary material in Japanese, translated by the author, ranging from original publications of scholarly debates in the late nineteenth century compiled by the Central Statistics Bureau, government reports, historical documents from professional associations and state agencies, and a set of interview transcripts from the postwar period. I also bring together scholarly studies heretofore separated by disciplinary boundaries of management studies, history, sociology, and Asian studies.Drawing largely on Foucaultian ideas of techniques of power, and further specifying Bourdeusian field theory to account for the unique position of statistics among professions more closely tied to the political rather than the economic sphere, I demonstrate how the development of statistics in Japan relied more on political capital, thus institutionalizing scientific and political authority in specific ways.

Part of the answer, I argue, lies in the long and entangled history of marketization and state-formation in this corner of Eastern Africa. The tensions between the public and the private, the state and the corporation, were the basis of early infrastructural projects undertaken by the Imperial British East Africa Company (IBEA) under the dual mandate of “commerce and civilisation.” This marriage, I argue, formed the durable foundations of the austere state. Indeed, the tension between private capital and the commonweal did not end with the formalization of colonial rule, but critically shaped the infrastructural landscape of both the Kenya colony and later the postcolonial state. In understanding these dynamics, this dissertation addresses three infrastructures ‘in the making’—roads in the interwar period, radio broadcasting in the postwar period, and services offered by Safaricom, Kenya’s wildly successful communications company, in the present.
Beginning in the nineteenth century, I explore how the state and Kenya’s various communities have negotiated the technopolitics of infrastructures enacted under durable conditions of austerity. As I argue, public austerity over the longer term has repeatedly undermined infrastructures’ purported status as public goods to which all should have access. Specifically, conditions of austerity not only guided the distribution of infrastructures and services, but critically shaped the conditions of infrastructural work.
Considering infrastructures as multiply authored cultural and material objects, this dissertation pursues two lines of inquiry. First, I explore the ways in which designers and administrators imagined how infrastructures could materialize new economic, political, and social orders. Second, I trace the unforeseen ways that Kenya’s multiple publics, including ordinary and extraordinary experts, reshaped infrastructural networks in staking out the domain of the political.
