The inability and shortcomings of current scientific models, methods and theories to fully and effectively explain certain phenomena and provide certain solutions to everyday problems, is a great cause for concern. The ruling Newtonian scientific paradigm that serves as the foundation for current scientific methods and theories, provides an insufficient ontological basis for studying and explaining complex and interdependent phenomena and questions. The attempt to explain and address problems and phenomena from this deterministic and fragmented viewpoint, was generally unsuccessful - an instance that is especially prominent in the social sciences. As with most fields of study, Development studies is also affected by the abovementioned reality. Development theories and approaches are still being distinguished by singular and fragmented approaches and views, where only single facets of the development process are being addressed. These theories and approaches also try to find solutions for development problems from a Western, First World perspective. Local communities' meaning-giving context was, and still is, rarely considered as part of the development equation and development as viewed by the West, was consequently "enforced" on these communities. In recent years there has been a shift in emphasis to a search for approaches that are inclusive, non-deterministic and process-driven which would better explain complex behaviour, problematique and phenomena. This tendency is also to be found in all the fields of scientific inquiry, including Development studies. In view of the abovementioned reality, it is subsequently necessary to examine the holistic ontology as it provides a clear and essential, albeit supplementary, alternative to the Newtonian scientific paradigm. The holistic ontology, which manifests concepts like linearity, causation, determinism, objectivity and inductive reasoning, differs from the Newtonian scientific paradigm in that it represents an opposite reality where concepts such as process, context and recursive relationships play a central role. The holistic ontology is also non-linear, non-causal and non-deterministic in nature. This dissertation then focuses on the holistic ontology as applied to development studies. The topics that receive attention in this dissertation are the meaning and goals of the concept of "development", the evolution of development theory, the concept and nature of holism and how the holistic ontology can be applied and operationalised in terms of development. It becomes evident that holism can contribute in a positive manner towards the whole development discourse and that this approach will sensitise developers (on a conscious level) of the importance of communities' recursive relationships and meaning-giving context in the development process. The holistic ontology thus provides, for the first time, a clear and definite alternative to the current fragmented Newtonian-based approaches from where development can be implemented.

▼ In this dissertation I show that constructivist liberal philosophers are confronted by a dilemma. On the one hand, the conceptions of persons that they appeal to are so thin that contradictory conclusions can be derived from those very same conceptions. Where one philosopher thinks that his or her conception excludes the capitalistic economic liberties from the list of basic rights, it is possible to show with great plausibility the opposite conclusion and vice-versa. The status of the capitalist economic liberties carries significant implications not only for the structure of the economy but also for the place and role of other normative values that more directly affect other areas of life. If it can be shown that a conception of persons leads to contradictory results when it comes to the status of the economic liberties in particular, then the general shape of society will change in significant and inevitable ways as well. In order to avoid this horn of the dilemma, some philosophers seek to thicken their conceptions of persons. In doing so, I maintain that they come to beg too many questions and subsequently undermine whatever normative conclusions they sought to derive from their conception of persons. I analyze this connection within the context of the theories of political philosophers writing from different traditions of liberal thought. To do so I first distinguish between how the concept of personhood has been employed in moral philosophy as opposed to political philosophy. The chapters then move from liberal theories more progressively oriented, such as John Rawls’s theory of justice, to more moderate positions, such as John Tomasi’s market democracy, to Robert Nozick’s libertarianism. In the first two cases I argue that the conceptions of persons employed by Rawls and Tomasi are thin, and that it is possible to show that their conceptions lead to conclusions in conflict with their own stated positions. In the case of libertarianism, I argue that libertarians generally construe self-ownership thickly by including the economic liberties within its very definition, rather than appealing to self-ownership in order to derive those liberties. ▼ This thesis argues that corporations have outgrown the theoretical frameworks that were devised to explain their dynamics at the turn of the 20th century. Contemporary conditions result in crises of legitimacy between corporations and their public contexts. With their amplified scales of operation and wide-reaching physical, economic, political, and social consequences, corporations of the 21st century demand revised theoretical, legal, and pragmatic interpretations that are better suited to grappling with present-day dynamics and to addressing critical challenges. This research examines contemporary controversies between corporations and publics from a critical legal perspective. Analysis of corporate dynamics is informed by geographically oriented themes of space and scale, contingency and attribution, and materiality and risk as they bear relevance to theoretical and real enactments of the corporation. This thesis grounds its claims with reference to the Corporate Social Responsibility (CSR) discourse; taking advantage of its reach and popularity while maintaining enough distance to note its limitations and internal contradictions. This thesis finds that the present-day account of CSR is originated and advanced by an ideological orientation that is universalizing, materialist, positivist, formalist and rationalist. Such an orientation is confronted and contested in this work by a more critical rationality that is concerned with power dynamics, as well as questions of agency and self-determination. This rationality is elaborated through four empirical chapters which find that: 1) appeals to a CSR agenda as an effective mechanism for addressing the corporation’s public impacts assumes the existence of a modern, liberal political context; 2) community ‘materiality’ presents an opportunity to bridge the notional public/private divide that is a core tenet of liberal theory; 3) the global corporation extends into plural territorialities and legal jurisdictions, and its public identity as interpreted through legal text sets the parameters for the accountability regimes devised to manage its impacts 4) pragmatist and aspirational legal agendas might be coordinated to advance issue-focused as well as case-based corporate liability reform. This work advances an account of the corporate-public relationship that carries relevance to a range of actors; corporations, public communities, policy makers and legal scholars. Each group has an integral part to play in addressing the challenges presented by the modern corporate arrangement and devising regimes that contain its public implications.

▼ This project examines communication ethics scholarship to understand how economics is understood within the field and to establish coordinates for scholars to discuss economic spheres as phenomena that affect communication ethics. Scholars draw from the tradition of virtue ethics to mark communication ethics inquiry as that which explores the practices that protect and promote the “good.” Philosophers of communication and communication ethicists have developed paradigmatic metaphors for the field that allow us to understand the formation of ethical guidelines within communities both familial, corporate, and national, that promote and protect various goods. These metaphors include “hierarchy” and “sameness” from Charles Taylor, who notes that these “social imaginaries” determine the way people are treated within a hierarchy is based upon their role within it. Public identity also determines how others are treated and how communication transpires, which Alasdair Macintyre notes is a tradition dating back to Aristotle. The metaphor of private and public spheres, and their boundaries, also form how communicative agents interact. Hannah Arendt’s analysis examines how the conflation of these two spheres in the time of the Industrial Revolution and following, transformed in part by Karl Marx’s writings, created a “social” sphere in which ethical boundaries are continuously contested. This differs greatly from ancient economics, though the ancient period in the West still informs an identification of economics as part of the private sphere and government as part of the public sphere. Drawing from these metaphors, economic spheres affect communication ethics in our present historical moment. Capitalism creates a hierarchy grounded in an ontic presumption of sameness. Its institutions, such as corporations, reify hierarchical order while the freedom to enter into contracts, which Taylor identifies as a primary turn toward “civility” after the 16^th-17^th century time of “Reform,” requires a presumption of sameness among its members. That is, people are considered to have the same opportunity to participate, or at least are treated as if they do, and, therefore, share equal responsibility for maintaining the system. Socialism reifies sameness and distributes goods based upon that notion. Both systems inform public identities, such as “consumer” and “producer,” and both rely on particular accounts of public and private spheres—debates surrounding neoliberal capitalism, for example, focus on the primary discussion of what role the government should have in market activity. As such, communication ethics scholars are in a unique position to explore economic spheres and how they affect communication as each revolves around a particular good. Academic Marxists instead accept some version of the popular narrative that Third World nations (especially China) are ‘catching up’ with the imperialist core. It is shown that Lenin's Imperialism: The Highest Stage of Capitalism and its key theoretical concept—monopoly finance capital—provides a Marxist theoretical framework that can successfully explain the principle concrete developments in the international economy during the neoliberal period. These are: the growth of capitalism in the Third World yet lack of convergence with the imperialist core, how the global division of labour that developed during the neoliberal period concretely manifests and reinforces imperialist monopolistic dominance and how, on this basis, the imperialist core usurps the labour value created in the Third World. Much of essential conceptual framework developed in the thesis was explicit in Lenin's Imperialism but is lacking from contemporary discussion. It is argued, the most essential form of monopoly—and that which is the key to long-term reproduction of imperialist core dominance—is monopolistic dominance over the labour process. The latter is maintained by monopoly over the highest and most sophisticated labour. Monopoly capital develops in this way alongside and in connection with the parallel development of non-monopoly capital—much of which is based in the Third World. For this reason, the usurpation of value from Third World societies—i.e. Third World exploitation—is shown to be an integral and inevitable feature of international production and trade and underscores the longevity of the imperialist system.

My dissertation is foremost a critique of traditional normative approaches to health care ethics. I argue that many health care ethicists presuppose an idealized conceptual schema where moral values, justifications, or principles are the primary driving force in health care practices and thus should be the primary focus for normative consideration. On the contrary, social and economic structures shape and constrain health care practices and in many instances undermine or preclude attempts to alter practices by altering moral justifications or normative stances. In my dissertation I argue that accounting for the functions of economic and social structures in health care helps reveal the ways that individual concepts, moral dilemmas, or actions are mediated by their relations to those structures. Examining social practices and the actual functions of profit-driven health care production is necessary for health care ethics because those social functions help constitute moral concepts and practices. Marxian social theory contributes to addressing this problem in that it accounts for the role of social relations in determining conceptual categories and related practices. By accounting for the social relations and economic practices that produce health care, health care ethicists can theorize from a better starting point and offer better normative argument for social change.The first chapter details and defends my overall methodology and critique of what I call "idealized moral frameworks" in health care ethics, arguing that an explanatory model of social relational structures is a necessary contextual grounding for stronger, more informed moral and political theorizing. The chapter grapples with the role of symbolic discourse in influencing social, political, and economic changes to deeply rooted structures. The chapter also situates my project amid existing literature.The second chapter analyzes the concept of the commodity as it relates to health care ethics. I argue that health care functions as a commodity in the United States in that it is subject to the value form through ideational and actual exchange. Further, health care fits the commodity form in that it functions as a vehicle for the production of surplus value and profit-despite the fact that the earnest motivating ethos of individual practitioners and regulators is likely health promotion. In the third chapter I turn to medical labor and its relation to profit production. Health care ethicists tend to depict physicians and medical practitioners in a largely separate sphere from ordinary economic, market, or commercial relations. Yet such depictions interfere with understanding medical labor as a part of the totality of processes that reproduce the material conditions of society, which is to say capitalist economic production. ▼ This thesis examines the effectiveness of foreign aid in Nepal, and adds to the growing literature on the issue of aid effectiveness. Until the mid 1960s, almost all development projects in Nepal were financed by foreign aid. Since 1970, the average aid/GDP ratio remains at over 6 per cent, and in 2002 foreign aid financed over 50 per cent of Nepal’s development expenditure. Despite the constant flow of foreign aid and decades of aid-financed development efforts in Nepal, it remains one of the poorest countries in the world, with per capita income of about US$ 243 and almost 40 per cent of the total population living in absolute poverty. This thesis is the first rigorous study of aid effectiveness in Nepal. It examines the issue from three complementary perspectives. First, it looks at aid’s contribution to per capita GDP within the framework of the neoclassical production function. Second, it examines aid’s contribution to Nepal’s gross domestic investment within a framework of the two-gap model. Since aid is channelled through the government, the thesis lastly examines the impact of foreign aid on government expenditure and revenue efforts. Our study uses time-series data for the period 1970-2002, and employs cointegration and the error correction mechanism as the estimation procedure. The results show that aid has a positive and significant relationship between per capita real GDP, savings and investment in the long-run. In addition, we find that aid effectiveness improves in a good policy environment, that is, one characterised by a stable macroeconomy, openness to trade and a liberalised financial sector. The study also finds that bilateral and multilateral aid are equally effective in the long-run. However, grants aid has a stronger positive association with per capita real GDP in the long-run than loans aid. Finally, the relationship between aid and per capita real GDP in the short-run is found to be negative in both aggregate and disaggregated forms. This implies that Nepal, as in the case of most other developing countries, suffers from lack of absorptive capacity and high aid volatility. ▼ Interest in rail transit and walkable built environments has increased in recent years as North American cities have invested large sums on these interventions and scholars have undertaken a vast research program to examine their impact on travel behavior, development, and property values. The economic impact of these “active” transportation interventions is particularly important to understand, given their large fixed cost and the desire of policy-makers to use them as economic development and urban revitalization tools. At the same time, new business creation is an important engine of sustainable local development, necessitating a more detailed understanding of the direct links between infrastructure investment and new business creation. To better understand this process, this dissertation examines the economic impact of rail transit systems and walkable built environments using several quantitative approaches, including quasi-experimental time series regression, spatial econometric approaches, and hierarchical linear modeling. The first chapter evaluates the impact of Phoenix’s light rail system, which opened in 2008, on new firm formation in specific industries. Findings show that the transit adjacency is worth an 88% increase in knowledge sector new starts, a 40% increase in service sector new starts, and a 28% increase in retail new starts at the time the system opened, when compared with automobile-accessible control areas. However, the light rail also appears to suffer from a ‘novelty factor’ – after the initial increase in new establishment activity in adjacent block groups, the effect diminishes at the rate of 8%, 6%, and 7% per year, respectively. The results also provide insight into the spatial extent of light rail impacts to new business formation, with areas 1 mile from stations observing 21% fewer retail new business starts and 12% fewer knowledge sector new starts than areas within 1⁄4-mile of stations.The second chapter evaluates the relationship between transit station proximity and new business creation in five regions with varying levels of maturity in rail transit development and/or entrepreneurial ecosystems – Boston, San Jose, Austin, Cleveland, and Philadelphia. It tests a variety of spatial econometric models to find the best specification and compares the results to the kinds of non-spatial models currently used in the literature. This provides a better understanding of the role of various forms of spatial dependence in the transit—new business creation relationship and shows that existing models may overstate the impact of transit on new business creation. ▼ In the concluding paragraphs of Keynes’ General Theory, Keynes suggests that vested interests (power) may dominate in the short term, but that “sooner or later, it is ideas, not vested interests, which are dangerous for good or evil” (Keynes; 1936:384). This dissertation seeks to establish whether this is so, and to what extent, in the period 1919 to 1936, insofar as the shaping of monetary policy was concerned. The context that South Africa found itself in at the time was one in which Britain, the colonising power, was in economic decline. Britain’s real economy had lost its lead in the world in the late 1800s, and by our period, 1919 – 1936, she was now struggling to maintain her dominance of the world’s financial economy. South African gold flows to London, and a South African monetary policy supportive of British monetary policy, became more important than ever to Britain. On the back of its ascendant real economy, the United States of America was fast developing its financial sector as a rival to that centered on London. In the broader monetary policy world, the orthodox monetary regime of the Gold Standard, which had worked so well in the period from 1875 to 1914, was firstly difficult to reestablish, and once established, difficult to maintain. Opinion on what should be done was divided between the majority who favoured a return to the orthodoxy, and a much smaller group, including John Maynard Keynes, who argued that the Gold Standard should no longer be the preferred monetary system. In South Africa, our period starts 17 years after the Second Boer War. Afrikaner nationalists intent on establishing independence from Britain, competed with those, including Jan Christiaan Smuts, who believed that tying our policy up with that of the British Empire was the best for South Africa. It is in this context that a naturalised Briton, which the research shows was a loyal servant of the London power elite, was appointed by the Empire-friendly Smuts government to advise the South African government on monetary policy, the setting up of the South African Reserve Bank, the appointment of its first Governor and other matters in the period up until the fall of this government in 1924. It is also in this context that an American ‘Currency Doctor’ and Professor of Economics at Princeton University, which the research shows was intimately connected with the American government and Benjamin Strong at the Federal Reserve, was appointed by the Pact government later in 1924, and who was anxious to throw off the yoke of British control. The theoretical paradigm of this study is that developed by John Maynard Keynes and after him by the post-Keynesian economists, particularly Basil Moore and Hyman P. Minsky. Instead of considering the theory chronologically, book by book, the theory section deals with the subject matter in the themes which came up in the monetary policy debates of the time, looking at all the theoretical literature that applied to these various themes. ▼ This dissertation explores the role of information in justice, with an eye to taking choice seriously. Information is neither free nor ubiquitous, as has been obvious to economists for some time. Related puzzles are also prominent in epistemology and cognitive science, from framing effects to "fast and frugal heuristics". I import these concerns into distributive justice theory. One important goal of justice theory is to formulate what makes a socioeconomic institution just or unjust and provide criteria for judging whether one distribution of benefits and burdens is less unjust than another. Given the attention that voluntary choice has received in providing moral justification for unequal distributions, it is surprising that the related question of informed choice has been overlooked. Informed consent, for example, has more justificatory power than consent simpliciter. Information affects choice and choice affects outcomes. But if the costs and benefits of informing oneself are unknown to the agent before the point of choice but yet differ from agent to agent, then which allocation of information costs is just? This is a central question in this dissertation. Because the closest attempt to dealing with choices made under risk and uncertainty is Ronald Dworkin's brute/option luck distinction, I focus on option luck, framing distributive justice as interplay between process and pattern (chapter 2). I advance arguments for the following: option luck is insufficient for justice even if we presuppose ideal epistemic agents (chapter 3), how information is presented matters for justice between non-ideal epistemic agents (chapter 4), and informed choice requires cognitive fit between the agent and the agent's socioeconomic environment (chapter 5).I argue that Dworkin's hypothetical insurance market cannot guarantee any form of sufficientarianism even for affluent societies (chapter 6), proposing a different argument for sufficientarianism by combining (a) the perfect duty of beneficence with (b) the assumption that unfair disadvantages are unjust (chapter 7).I argue that the notion of option luck is ill-suited for cooperative contexts of socio-economic interactions (chapter 8) and outline how we could evaluate the justice of a given assignment of epistemic responsibilities, using buyer beware as a case study (chapter 9). ▼ This is a collection of four papers about the All-Affected Principle (AAP): the view that every person whose morally weighty interests are affected by a democratic decision has the right to participate in that decision. The first paper ('Narrow Possibilism about Democratic Enfranchisement') examines how we should distribute democratic participation rights: a plausible version of AAP must avoid treating unlike cases alike, which would be procedurally unfair. The solution is to distribute participation rights proportionately to the risk that a person's interests will be affected. AAP thus implies an account of political equality that requires adherence to the 'one person-one vote' model only if interests are indeed equally affected. The second paper ('Economic Participation Rights and the AAP') argues that AAP supporters have paid insufficient attention to economic participation rights. The exercise of such rights raises unique worries about democratic accountability, which is why their exercise is constrained by a number of duties. The third paper ('What AAP Is, and How (Not) to Fight It') explores how AAP fares in light of possible objections from desirability and feasibility. Unlike crude versions of AAP, a plausibly restricted version of AAP cannot be dismissed as easily as many AAP sceptics may have thought. My reflections here are useful for AAP supporters and sceptics alike: this paper helps clarify what kind of objection can cast serious doubt on AAP. The fourth paper ('Criminal Disenfranchisement, Political Wrongdoing, and Affected Interests') asks: is AAP compatible with criminal disenfranchisement? AAP, when endorsed in combination with a plausible theory of punishment, is compatible with disenfranchising a narrow set of criminal wrongdoers only: those guilty of 'political wrongdoing', which is wrong primarily because it undermines democratic procedures and institutions for private gain. The upshot is that current blanket policies of criminal disenfranchisement are incompatible with AAP.
