Obvladovanje krize je nujen koncept, v okviru katerega se je treba odločati in sprejemati ukrepe na ravni strateškega managementa, ne samo zato, da bi podjetje obvladalo krizo, ko do nje dejansko pride, ampak tudi zato, da se preprečijo morebitne prihodnje krizne situacije. Treba se je zavedati, da delovanje v smeri obvladovanja kriznih situacij že, ko se začnejo pojavljati prvi simptomi, kot nekakšni znanilci negotovih časov poslovanja, mnogokrat ni samo cenejše, ampak je tudi manj stresno za vse udeležence poslovnega sistema, prav tako pa tudi management ne izgubi verodostojnosti v notranjem okolju podjetja in tudi ne v zunanjem okolju. V teoretičnem delu magistrskega dela je predstavljen celoten koncept planiranja obvladovanja krize, pri čemer so proučeni in izbrani najpomembnejši oziroma najustreznejši ukrepi in strategije, ki jih podjetje mora izbrati in uresničevati, da lahko obvladuje krizne situacije. V aplikativnem delu magistrskega dela pa je pozornost namenjena proučevanju obvladovanja krize podjetja na ravni strateškega managementa ob primeru podjetja Panvita, Prašičereja Nemščak, d. o. o. Raziskava je potekala predvsem na osnovi spoznanj kriznih modelov po Pümpinu in Prangeju (1995) ter Kropfbergerju (2003). Raziskava planiranja razvoja podjetja kot ukrepa obvladovanja krize na ravni strateškega managementa je potekala na osnovi spoznanj MER-ovega modela integralnega managementa. Na ravni strateškega managementa je bila pozornost namenjena iskanju strateških možnosti in strategij, njihovega vrednotenja ter izbire in programiranja uresničitve planiranega razvoja podjetja Panvita, Prašičereja Nemščak, d. o. o.

Crisis management is an essential concept and a necessary framework for taking decisions and actions at the level of strategic management, which not only enables a company to deal with the crisis when it actually comes up, but it also helps to prevent any future crisis situations. It should be noted that managing crisis situations when the first symptoms begin to appear, as harbingers of uncertain times, is often not only cheaper but also less stressful for all participants in a business organization. Also, the management does not lose credibility in the company’s internal as well as external business environment. The theoretical section of this thesis is concerned with the entire concept of crisis management planning. There is a detailed description of the most important and relevant measures and strategies that a company must select and implement in order to cope with crisis situations. The applied section of the master's thesis is focused on the study of company crisis management at the level of strategic management, as detailed in the case study of Panvita, Prašičereja Nemščak, d. o. o. The study was primarily based on crisis models by Pümpin and Prange (1995) and Kropfberger (2003). As Compras Públicas são uma área transversal a toda a Administração Pública e desempenham um papel fundamental na economia. Os Municípios, parte integrante desta realidade, realizam procedimentos aquisitivos de elevado valor financeiro. Assim, o seu nível de interação com o mercado de fornecedores, torna relevante uma intervenção nesta área. Com a realização do presente estudo procura-se desenvolver e otimizar a gestão da Bolsa de Fornecedores do Município do Seixal. Para o conseguir serão definidos os critérios e indicadores determinantes para selecionar e avaliar o desempenho dos fornecedores. Simultaneamente, poderá permitir decisões mais fundamentadas e confiáveis, contribuindo para a agilização e otimização dos processos de compra. Resulta deste estudo que embora alguns fornecedores cumpram os critérios de avaliação propostos, outros deverão desenvolver competências nalguns dos itens em avaliação. Os níveis de desempenho pouco aceitáveis, sugerem que a sua avaliação seja sujeita a confirmação. A manter-se a avaliação inicial será condição básica a correção dos itens não cumpridos, sob pena de serem considerados outros fornecedores alternativos.

Public Acquisitions are a crosscut area to all Public Administration and play a fundamental role on economy. As an integrated part of this reality, Municipalities take hold of procedures of high financial value. Therefore, an intervention in this area is relevant due to the play of the Municipalities in the interaction with the market of suppliers. The making of the present study pretends to develop and optimize the group of suppliers of the Seixal Municipality. In order to do so, we define criteria to select and identify indicators to evaluate performance of the service. On that base, the further decisions can be taken based on fundamental and trusted credentials. That contributes to acquisition processes that are optimized and more flexible. The result of the study was that, where some suppliers met the proposed criteria, others should develop some skills in the proposal items evaluated, though. The levels of performance falling beyond the acceptable suggest that its evaluation should be subject to confirmation. Should the initial evaluation be maintain and it is basic condition for the correction of the items under non-compliance, or other suppliers would be consider as alternative for supplying the same service.

▼ Telemedicine offers an alternative referral strategy for fetal cardiology but is currently only used for ‘high-risk’ pregnancies. A case-study of a cost-consequences analysis comparing telemedicine to direct referral to a perinatal cardiologist is initially presented, which highlights that for high risk women for whom telemedicine was considered no cardiac anomalies were missed using either referral method. In the light of a review of the literature on the economics of telemedicine, three of the key methodological issues (of selection bias, of patient costs and using quality-adjusted life years (QALYs)) are explored to demonstrate how the case study analysis could be improved. Pregnant women were selected for referral based on their characteristics and risk factors; thus the cost and effects for the two groups may have been biased. Various methods identified in the literature are applied to the case study to reduce selection bias, but the analysis presented is unable to determine which method is best, given a number of limitations including the small sample size. The analysis is extended to include estimated total patient costs. However, when patient costs are added to the total costs of pregnancy, they did not substantially increase the overall cost. The results presented provide a guideline for future researchers and pregnant women of the likely costs during pregnancy. Given that the majority of missed cardiac anomalies were amongst low risk women, a decision analytical model is developed looking at the lifetime costs and QALYs of introducing telemedicine screening for pregnant women whose unborn babies are at a low risk of congenital heart disease. The analysis shows that offering telemedicine to all low risk women is the dominant strategy. The thesis demonstrates, within the constraints of existing data, that it would be cost-effective to provide telemedicine as part of an antenatal screening programme for all low risk women, and this would help prevent future ‘missed anomalies’.

[pt] Esta dissertação propõe uma ferramenta de apoio aos tomadores de decisão das instituições sociais, no processo de seleção e avaliação de seus projetos. O modelo foi construído a partir da necessidade mapeada, no processo de planejamento estratégico de uma organização de cunho social, de se obter indicadores de avaliação objetivos, alinhados com sua Missão e Visão, com vistas a iniciar um processo de gestão estratégica institucional. O modelo proposto, inspirado no Balanced Scorecard, respeita as características de uma instituição de cunho social, que não visa lucro e apresenta outras especificidades se comparada às empresas privadas. Foram utilizados métodos qualitativos e quantitativos para mapear os principais indicadores de avaliação dos projetos da organização, obtendo-se um modelo aderente às necessidades da instituição estudada. Como resultado, foi criada a Matriz de Avaliação de Projetos, que busca alinhar os projetos desenvolvidos à estratégia do negócio, possibilitando a priorização de projetos e o descarte daqueles não alinhados com os objetivos estratégicos da organização. O modelo propicia a padronização da análise de projetos, viabilizando a avaliação dos projetos realizados ou propostos em função do seu desempenho em relação aos indicadores estabelecidos, a realocação de investimentos e a remodelagem dos projetos de acordo com as estratégias corporativas. Os resultados preliminares sugerem que a Matriz proposta se configura útil como instrumento de seleção e avaliação de projetos sócio-culturais, bem como se mostra uma ferramenta apropriada de feedback, de aprendizado organizacional e de alinhamento estratégico.

[en] This paper proposes a tool to support decision-makers of social institutions in the process of selection and evaluation of their projects. The proposed model was created out of necessity mapped in the organization s strategic planning process, to obtain indicators for evaluating objectives aligned with its mission and vision and with aims of starting a institutional strategic management process. The proposed model, inspired by the Balanced Scorecard, respects the characteristics of a social institution, is not-profit and presents other special features when compared to private companies. Qualitative and quantitative methods were used to map the key indicators for evaluating the organization s projects, thereby obtaining a model adhering to the needs of the institution studied. As a result, the Matrix Assessment Project was created, which seeks to align developed projects to the business strategy, enabling the prioritization of projects and discarding those not aligned with the organization s strategic goals. The model provides standardization of project analysis, enabling the assessment of projects carried out or proposed on the basis of their performance in relation to the established indicators, the reallocation of investments and redevelopment of projects in accordance with corporate strategies. No contexto da avaliação econômica de projetos de desenvolvimento de produtos e serviços percebem-se muitas dificuldades: ausência de classificação dos métodos de avaliação de investimentos apropriados para o contexto de priorização e seleção de projetos; ausência de sistematização das condições necessárias (conhecimentos, informações, habilidades, formulações e critérios de avaliação) à aplicação dos métodos; ausência de um framework de avaliação econômica que integre condições necessárias para a aplicação dos métodos com o apoio à escolha e aplicação de métodos de avaliação de investimentos apropriados aos conhecimentos disponíveis. Com o objetivo de superar tais dificuldades, essa pesquisa propõe uma sistematização e análise da avaliação econômica de projetos de desenvolvimento de produtos e serviços para poder apoiar a escolha e aplicação de métodos. O método de pesquisa adotado consiste em múltiplos estudos de casos. A pesquisa compreende três fases: (1) Aquisição de conhecimentos; (2) Sistematização da avaliação econômica, com base na revisão bibliográfica e em pesquisa de campo exploratória; (3) Análise da avaliação econômica com base em sete casos. Os resultados colaboram com evidências de que uma sistematização da avaliação econômica pode apoiar a escolha e a aplicação de métodos de avaliação de investimentos para a priorização e seleção de projetos de desenvolvimento de produtos e serviços conforme os conhecimentos disponíveis. Além disso, uma proposta de planilha e a simulação de um exemplo fictício foram elaboradas, com o objetivo de apoiar a avaliação de projetos de desenvolvimento de produtos e serviços. Os resultados compreendem desde a caracterização e sistematização dos métodos de avaliação de investimentos na priorização e a seleção de projetos de desenvolvimento de produtos e serviços, a análise de diversos constructos chaves em estudos de casos, até a proposição de possíveis melhorias do processo decisório nos casos.

In the context of economic evaluation, many difficulties are perceived: lack of classification of evaluation methods according to the context of investment prioritization and selection of projects to develop products and services; lack of systematization of the required conditions (knowledge, information, skills, formulation and evaluation criteria) to the applications of methods; lack of economic evaluation framework that integrates the required conditions to support the choice of methods to apply according to the available knowledge. In order to overcome these difficulties, this research proposes a systematization and analysis of the economic evaluation of the product and service development projects to support the methods choice and selection. The research method adopted is based on multiple case studies. ▼ Although the realization of benefits is the main reason projects are funded, current project evaluation (i.e. appraisal, monitoring and performance judgement) frameworks underplay the importance of benefit realization, because they focus on delivering project’s outputs on time, budget and to specifications. Moreover, the integration among the various evaluation frameworks is poor because different evaluation tools are used at various project phases. Altogether, to address the research gap, there is a need to develop an integrated project evaluation framework that takes benefits into consideration and can be used throughout all project phases. Furthermore, because a project with very attractive expected benefits-and consequently a very attractive expected return- but high risk might expose the organization to a large loss, evaluation frameworks should consider the combined analysis of projects’ returns and risks, as supported by utility theory. In addition, after project appraisal, because resources are limited, organizations need to select the best set of projects, i.e. project portfolio. Modern portfolio theory (MPT) in (financial) portfolio selection problem suggests that in addition to the expected return and risk, “risk interdependencies among projects” should also be considered, because they lead to achieve a project portfolio with lowest level of risk for the same level of return. However, there is gap in the literature as it is underdeveloped in providing a clear approach to estimate risk interdependencies among projects. In order to close these gaps, two papers are developed in this thesis: paper 1 tailors utility theory to propose an integrated benefit-oriented framework for project evaluation on the basis of its return and risk; and paper 2 tailors MPT to propose a risk-return mathematical model for project portfolio selection. It is expected that the proposed project selection model and evaluation framework improve the quality of portfolio selection decision in organizations and help them ensuring the realization of projects’ intended benefits.

L’innovation est un élément efficace pour répondre aux défis et perspectives imposés par les événements contemporains (mondialisation, concurrence, bouleversements politiques…). Des politiques liées aux stratégies d’innovation, des études sur les pratiques et les méthodes pour innover sont conduites par les entreprises et promues par les gouvernements. Afin de consolider la capacité à créer et innover, des recherches sont aujourd’hui axées sur les phases amont du processus d’innovation. Ces phases consistent à générer, évaluer et exploiter très tôt des innovations embryonnaires. Notre problématique de recherche concerne spécifiquement l’évaluation d’idées générées dans les phases amont. Les enjeux de cette action sont d’évaluer des idées très peu finalisées, en grandes quantités. Actuellement, le manque de méthodes adaptées, des restrictions de temps ou encore des budgets limités contraignent cette phase d’évaluation. Afin de pouvoir proposer une méthode d’aide à l’évaluation d’idées, nous réalisons une étude bibliographique puis proposons une démarche et des outils conduisant à une évaluation d’idées formalisée et instrumentée. Notre proposition permet d’appréhender les informations des évaluations réalisées et fournit des éléments de visualisation pour aider notamment les experts lors de cette action. Cette méthode s’est construite à partir d’analyses de situations professionnelles sur le terrain et nous a permis de proposer trois modèles. Ceux-ci ont été testés et expérimentés en milieu académique et industriel. Enfin, cette recherche s’est concrétisée par l’élaboration d’une maquette informatique nommée IdéoVal destinée à aider l’évaluation et la sélection d’idées

Innovation is an effective element to address the challenges and prospects imposed by the contemporary events (globalization, competition, political changes…). Innovation strategies, studies on the practices and methods to innovate are led by several companies and are promoted by the governments. In order to consolidate the capacity to create and innovate, current researches are focused on the early stages of the innovation process. These phases consist of generating, evaluating and exploiting embryonic innovations very early in the process. Our research problematic is specifically related to the evaluation of ideas generated in the early stages. The issues involving this action are to evaluate a large quantity of ideas that are not yet finalized. Currently, the lack of adapted methods, time restrictions or limited budgets constraint this evaluation stage. In order to propose a method for assisting ideas evaluation, we made a bibliographical study, and then we proposed an approach and tools leading to a formalized and instrumented evaluation of ideas. Our proposal enables the capitalization of the information from the evaluations carried out and provides a visualization of elements to, in particular, help the experts carry out this action. Dans cette thèse, nous dépassons le cadre binaire de l’évaluation et nous nous plaçons dans celui de plusieurs traitements, à l’instar de Brodaty et al. [2001], Larson [2000], Imbens [1999]. Les estimations effectuées portent sur les politiques de l’emploi en vigueur en France pendant la période 1997-1999. Trois programmes sont étudies : CIE (Contrat Initiative Emploi) emploi subventionné dans le secteur marchand, CES (Contrat Emploi-Solidarité) création d’emploi dans le secteur non marchand et SIFE (Stage d’Insertion par la Formation et l’Emploi). L’efficacité de ces dispositifs est évaluée non seulement sur le taux de retour à l’emploi des bénéficiaires mais aussi sur divers autres critères qui répondent à différentes questions intéressantes économiquement et économétriquement : i) la politique active de l’emploi atteint-elle les demandeurs d’emploi les plus prioritaires parmi les prioritaires ? ii) Comment les entreprises utilisent-elles les programmes de la politique active (effet d’aubaine, de substitution,...) ? iii) Pouvons-nous mesurer la qualité d’un contrat aidé ? Comment évaluer l’efficacité relative d’un contrat aidé (plus spécifiquement) non marchand comparativement à celui du secteur marchand ?, impact marginal, effet propre, bien-être, , etc.

We evaluate the ALMP’s with a particular attention to the differentiation of impacts by categories of programmes and categories of beneficiaries. These two forms of heterogeneity can in fact lead to erroneous evaluations or too partial:i) The heterogeneity of programmes proposed, in particular their characteristics (type of contract, duration, remuneration, training, etc.) are an important source of complexity in behavior of self-selection of job seekers: behaviors can be multiples and strategic.ii) The heterogeneity of target-populations (low-skilled, youth, women, priority category, first-job seekers, etc.) is an important source of complexity in the behavior selection of employment advisor.There is finally no reason that different types of programmes have the same average effect on various public as well. We evaluate so ALMP’s on multiple criteria of effectiveness (heterogeneity of criteria).

A simulação de eventos discretos é uma das mais poderosas ferramentas disponíveis para modelagem e análise de problemas. Freqüentemente ela é utilizada para o planejamento, projeto e controle de sistemas complexos em diversos segmentos; entre eles, a área de sistemas logísticos, que a tem aplicado extensivamente para analisar as capacidades logísticas, avaliar os impactos de mudanças nos processos produtivos, testar diferentes configurações na alocação de recursos limitados, determinar parâmetros das operações, validar novos projetos, entre outras aplicações. Esta popularização da simulação despertou o interesse das empresas especializadas no desenvolvimento de softwares, resultando em diversas opções com diferentes características e custos. Desta forma, identificou-se a necessidade de um método para seleção de softwares de simulação de eventos discretos voltados à resolução de problemas logísticos, pois os trabalhos disponíveis na Literatura abordam somente a escolha de softwares para fins genéricos. Para preencher essa lacuna, foi proposto um conjunto de critérios que endereçam as necessidades específicas do desenvolvimento de modelos voltados à análise de sistemas logísticos. Esses critérios formaram a base do método proposto, que incorporou as melhores características dos trabalhos identificados na Literatura. Sua primeira fase gerou uma lista com os softwares que suportaram os critérios definidos como essenciais por meio da aplicação de um método de atribuição de pesos e pontuação, cuja eficiência e simplicidade são amplamente reconhecidas; já a segunda fase, utilizou o método de análise hierárquica (AHP), recomendado para a tomada de decisão baseada em múltiplos critérios, por permitir a identificação e correção das inconsistências geradas pelo julgamento humano. Dois problemas testes também foram propostos para o desenvolvimento de aplicações em sistemas logísticos e condução de experimentos durante a segunda fase. Os softwares Arena, ProModel e @Risk, extensivamente utilizados para ensino e pesquisa na Escola Politécnica da Universidade de São Paulo, foram avaliados durante a aplicação prática do método proposto. Os resultados obtidos confirmaram a percepção, adquirida durante a segunda fase do método, de que os softwares Arena e ProModel apresentam características semelhantes, dada a discreta diferença em suas pontuações totais. Os diversos cenários desenvolvidos na análise de sensibilidade também ratificaram essa tendência.

Atualmente, a avaliação de competências dos futuros colaboradores é essencial para as organizações, sendo o trabalho das consultoras de recursos humanos fundamental na identificação de potenciais talentos para as mesmas. Esta investigação teve como principal objetivo explorar a utilização da avaliação de competências no processo de recrutamento e seleção utilizando uma abordagem qualitativa. Assim, foram realizadas entrevistas semi-estruturadas a consultores de recursos humanos, que foram transcritas verbatim e analisadas de acordo com os procedimentos da análise de conteúdo, a partir da qual foi possível identificar-se categorias e subcategorias das respostas concedidas. No presente estudo, participaram dez consultores de empresas de consultoria na área do grande Porto, em Portugal, de ambos os sexos, com uma média etária de 34 anos. A investigação sobre as questões da avaliação de competências, e dos procedimentos levados a cabo no processo de recrutamento e selecção, permitiu selecionar como método mais adequado, o método qualitativo, tendo em consideração diversos factores como a representatividade do estudo, a amostra disponível e a preditibilidade científica do mesmo. Os principais resultados obtidos com esta investigação são a forte valorização das competências transversais, sendo que os métodos mais utilizados para a identificação das mesmas assentam sobretudo na entrevista de competências, nos assessment centers e nos testes psicoténicos. Adicionalmente foram ainda identificadas as competências mais valorizadas atualmente no mercado de trabalho, bem como, os critérios, as vantagens e as desvantagens da avaliação de competências num processo de recrutamento e seleção. Os dados obtidos com esta investigação representam uma importância significativa ao nível dos sistemas de ensino formal e da evolução científica relativamente à temática, pela importância crescente da avaliação das competências, principalmente das competências transversais, e da constante evolução dos procedimentos levados a cabo na avaliação das mesmas, nos processos de gestão de recursos humanos.

▼ The Consumer Quality Index (CQ-Index or CQI) is a commonly used instrument to assess patient experiences in the Dutch healthcare system. The instrument’s first five years (2006-2010) were evaluated in the retrospective study ‘Knowledge Synthesis: What are the results of five years CQ-Index?’ (Hopman et al., 2011). During the study, evaluators were advised by a sounding board consisting of professionals with experience in implementing or using the CQI. These sounding board members can be seen as a group of important or key stakeholders. This thesis used the Hopman study (case) to investigate three supposed mechanisms of evaluation influence based on the model of Mark & Henry (2004). This model is a schematic theory of evaluation influence and includes many influence processes. A selection of three mechanisms was made and examined. The first mechanism was, if the selection of stakeholders had a positive influence on participation. The second, if this participation had a positive influence on policy considerations, and third, if the policy considerations influenced decision making with regard to program continuation, termination or expansion. Policy considerations are not limited to official or formal meetings but could also be developed or defined informally at conferences or during lunchtime conversations. The main question of this thesis is therefore: To which extend has the selection and participation of the members of the sounding board, involved with the retrospective study ‘What are the results of five years CQ-Index?’, influenced the policy consideration, which have led to continuation, termination or expansion of the use of the CQ-Index for measuring patient experiences. The conclusions of this single-case study are: There was a positive mechanism between selection and participation of the stakeholders. The members knew each other rather well and had confidence in everyone’s expertise in the subject. The fact that the function of a sounding board is to advice, may have been the reason that the members didn’t feel ownership for the total study, but only for their own contribution. The purpose of the study was found relevant and the results of good quality and useful. But it did not contribute to new ideas about measuring patient experiences. The study reflected correctly the lessons learned, but not more than that. The stakeholders were already informed very well and participation of the sounding board didn’t influence these discussions. Hence, a positive influence of being a sounding board member and policy considerations was not found. Changes in the use of the CQ-Indexes were in the line with the conclusions and recommendations as mentioned in the retrospective study. But there were no findings of a direct connection with policy considerations. The recommendation is to pay more attention to the orientation on action and to challenge the current policy. This may help people think in different and innovative ways and hence may have more influence on policy considerations.…

▼ The purpose of this study is to examine why the media has a more negative attitude towards lobbyism in 2014 compared to earlier years since the 1970s in Sweden. This study examines first if a change of attitude has occurred between the given years and whether the attitude is more positive, negative or neutral towards lobbyism in recent years compared to earlier years and lastly if the media are comparing different contexts in which lobbying takes place. The method of this study is based on quantitative content analysis, and on Kanol’s ideas that by implementing theories from different disciplines one can develop theories on comparative lobbying in order to increase and improve our knowledge on the phenomenon of lobbyism as the contemporary research on the subject are scars and underdeveloped. The material in this study are news articles that have been collected between 1970 to 2000 and every second year from 2000 up until 2014. This study also provides a comprehensive picture of the Swedish context in which lobbying takes place by gathering information from multiple sources and earlier studies as this information has as of yet not been gathered in a single study up until now. The conclusion is that there has been a change of attitude towards lobbyism in Sweden, however, the dominant attitude is not a negative but rather a more skeptical/cynical one which has increased since 1992. The term lobbying is controversial because it’s being mentioned in various topics that could be considered negative by the reader as the decision making whether the news article is negative or positive is subjective. Because the media has increased its negative news reporting overall and that the unconscious mind of the reader is also attracted to negative news reporting, the term lobbying can be considered “negative” overall as it is constantly being mentioned in negative contexts even when the article is not about lobbying. A reasonable explanation why the media has a more negative / skeptical attitude to lobbyism is because of previous scandals related to lobbying either in Sweden or outside the country's border, but also because the media can’t hold the elected officials responsible for their actions as transparency and accountability is absent. Because of the increased reporting in Sweden on lobbying from all over the world, the subject will most likely become more relevant on the Swedish political agenda.
