▼ Facing the rapid development of Globalization and economic integration in the Asia-Pacific, Taiwan has promoted âFive Special Municipalitiesâ in 2010 to strengthen the competitive capacity of the cities. However, there are only Taipei cityâs own financial sources accounts for 80% of the annual revenue, while the others only account for 50% to 70% of the annual revenue, which means the financial autonomy is rather low. After the merger of Kaohsiung city and Kaohsiung County, the lack of fund due to the expanding of territories, the high proportion of Personnel expenditures in own financial sources, and the stagnant revenues result in running into debts for years to cover the lack of revenues. This made Kaohsiung cityâs debt amount outdo the other cities. So itâs urgent for Kaohsiung city government to improve its finance. The low birth rate and the aging population are common phenomenon worldwide. And the low birth rate of Taiwan results in the acceleration of the trend of fewer children and the aging population. It should adjust government policy to meet peopleâs need. Itâs also inevitable for local government finance being influenced by the trend of fewer children and the aging population. So itâs the urgent issue for local governments to reallocate budgets and avoid the waste of financial resources. The studyâs research object is Kaohsiung city and analyzing the differences between its financial situation and the other four cities. The study will conduct interviews with experts to understand their opinions of local government finance situation, the low birth rate, the aging population and the affection to local government finance of the ossified personnel expenditures. For improving the problem of local finance, this study suggests that: 1. Control the ratio of current expenditure to annual expenditure. 2. Integrate educational resources in the face of low birthrate. 3. Reinvestigate upon the effect of social welfare policies, and introduce private fund into social welfare policies. 4. Raise tax base of land taxes to replenish municipal treasury. 5. Put partial government services out to external contractors and adjust the scale of public school faculties to cut low personnel expenditures. 6. Issue municipal bond to lower cost of financing. 7. Execute zero-base budgeting to cut unnecessary expenditures. ▼ Taiwan had completed all five municipalities mayoral election on December 25, 2010. Taiwan's formal implementation of the five municipalities and 13 counties administrative region. Kaohsiung City is the only one which is upgraded from the original provincial cities. The organizations merged is the important changes from over 60 years of Taiwan self-government history. It is a hung project. May two different local governments have run-in obstacles of administrative rank, governance focus, authority operation and bureaucratic culture. What positive and negative impacts will occur after merged? From the point of view of administrative bureaucracy, this research try to study the relationship between organizational transformation and administrative efficiency The research was conducted one year after merged. After designed the related survey, collected and analyze the opinions and data from 10 Bureaus and 7 district Offices of Kaohsiung City. First of all, this research found out the merger was more smoothly processed than expected. Personnel psychological resistance did not significantly emerge. Secondly, the merge brought the positive effect for regional matter planning, policy decision and execution. The negative effects are increased business, distance, differences between urban and rural areas. But after all, the positive effects are greater then negative efftcts from merge of counties. Third, counties merger enhance the administrative efficiency. Such as development of the region as a whole, integration of resources, financial integration, human-resource adjustment and simplify the administrative level. Finally, the negative effects are technical problems. It could be overcome by communication, improve the system and adjust and organization. This research proposed 3 suggestions. First, Kaohsiung City should find the best and fast way to improve its finance. Otherwise it is hard to make bricks without straw. Secondly, strive for the central government supports, including amending the law, business restructuring of central government and Kaohsiung City government. Third, adjust some organization to improve the Administrative efficiency. ▼ Under the globalization, competition between the cities have been stronger, so how to establish its own advantage of the city brand is necessary, in order to increase itâs competitiveness. Especially, in accordance to city and county consolidation, we create the city identity for the residents by city brand. Therefore, this research wants to know perceptiveness from the residents who live in different regions, in order to rebuild a new city brand which residents can accept. Itâs a important mission to promote the city identity for Kaohsiung. In this study, the study subjects consisted of 200 former Kaohsiung citizens, 200 former county residents and residents who not live in Kaohsiung. Because people live in different inhabited areas, which not only affects peopleâs perceiptions on city brand and city identity, but also interferes the relationship between city brand and city identity. Furthermore, we want to know whether brand equity is a mediator on this relationship. This research passes the concept structure of Anholt City Brand Index, including âThe Presenceâ, âThe Placeâ, âThe Prerequisitsâ, âThe peopleâ, âThe pulseâ, âThe Potentialâ. The research analysis shows that people who live in different inhabited areas appeal significantly different in âThe Presenceâand âThe rerequisitsâ. In this case, the result means that Kaohsiung should hold more international activities proactively, and strengthene to promote to others who not live in live in Kaohsiung. Most importantly, government needs to enhance the conditions ofâThe rerequisitsâ in the whole Kaohsiung city. Further on, the research analysis shows that no matter where the residents live, the people and the pulse can contribute the positive effect significantly for city identity. Therefore, in order to promote management of city marketing, we will start from the two factors. In addition, the brand equity can affect the relationship between city brand and city identity. It can not only improve the perception of city brand, but also help to find a Kaohsiung irreplaceable identity. ▼ Literature on religious involvement in public affairs typically examines the national scene, particularly public opinion and political behavior in presidential elections. Few scholars examine religious actors in urban politics and policymaking. Those who do study local politics emphasize morality policy and ignore issues of metropolitan governance and institutional design, central concerns of the urban politics field. This dissertation fills that gap by studying Louisville, Kentucky, site of the first large-scale city-county consolidation since 1969. I ask: does religion affect how people vote in a consolidation referendum and shape their opinions about merged government? I employ a survey instrument (N=807), collected randomly across Louisville Metro in 2006, and use multiple linear and binary logistic regression to predict religiosity, “culture war” stances, and consolidation referendum participation and support. I control for socio-economic status, demographics, residence, and political ideology. I operationalize religion as a variable in two ways: as a factor score index measuring level of religiosity, combining behavior, belief, and salience items; and as religious affiliation, predominately Roman Catholic and Southern Baptist in Louisville. I also employ the 2006 General Social Survey for comparison with the nation and several additional religion databases to better understand Louisville’s religious ecology. I find that religiosity did not significantly affect one’s turnout or vote but is positively related to opinions of the merged government. Religious affiliation did not significantly affect turnout but significantly affected one’s vote and opinions. Regression results show that Catholics were 37 percent more likely to support consolidation than Southern Baptists. I downplay theories that differences over redistribution to central cities and political trust may be driving differences over consolidation. I posit a theory labeled “polity replication” based in the institutional and organizational theory and sociology of religion literatures. I argue that participation in a religious denomination’s organizational structure conditions members to prefer similar structures in other societal institutions. Two forms of metropolitan governance, monocentrism and polycentrism, parallel the poles of church polity (i.e., denominational governance): episcopal/centralized (Catholic) and congregational/decentralized (Baptist). In conclusion, I present recommendations and implications for research, religious practice, and politics/policymaking. Tomando como ponto de partida a primeira eleição municipal realizada em São Sebastião do Caí, a presente Dissertação apresenta, num primeiro momento, as condições que favoreceram a emancipação política de São Sebastião do Caí, destacando o dinamismo econômico decorrente da exportação de excedentes para a capital da Província, o crescimento demográfico derivado do processo imigratório tanto de alemães, quanto de italianos e o desejo de ampliação dos poderes de decisão por parte das lideranças locais. A análise destaca as disputas políticas entre facções locais, identificando a existência de uma elite local anterior à própria fundação do município, bem como o papel desempenhado pela Câmara Municipal na conjuntura de transição política do Império para a República. Em seguida, detém-se na caracterização da elite política municipal no último quartel do século XIX privilegiando os ocupantes dos cargos camarários, os vereadores e na identificação dos fatores que podem ter sido determinantes para o seu recrutamento e consolidação, tais como a questão étnica, a atividade profissional, a atuação militar, o local de moradia e sua condição econômica. Já a análise da atuação política desta elite considerou o exercício do cargo, buscando identificar quais os mecanismos por ela empregados para a consolidação de sua posição, a distribuição de vantagens aos seus aliados e a ampliação da rede de relações constituída mediante estratégias de reconhecimento, legitimação, manutenção e ampliação de seu poder. Fazendo uso da documentação produzida pela Câmara Municipal de São Sebastião do Caí como atas e correspondências e de registros de caráter particular como Inventários post-mortem a presente Dissertação revisita temáticas como imigração, elites e redes de poder, a partir de preceitos teórico-metodológicos do campo da prosopografia e da micro-história, conjugando, desta maneira, uma análise de caráter quantitativo com um enfoque qualitativo. A investigação revelou que a elite política de São Sebastião do Caí compunha-se de indivíduos ligados aos setores em expansão no município notadamente aqueles ligados ao comércio e à agricultura de exportação que fizeram uso de suas prerrogativas políticas e de sua privilegiada posição econômica e social para ascender e manter-se no poder municipal. Evidenciou, ainda, a importância que as redes sociais e políticas tiveram para o prestígio e os privilégios que a elite política de São Sebastião do Caí usufruiu durante o Império e para a manutenção desse poder inclusive, sobrepondo-se às lealdades partidárias nos anos que se seguiram à Proclamação da República.

Police station is closed to people,and peopleâs lives are closely to police station. Whether the police station achieves its organization goal are main causes of trust and support for the police. Therefore, we ought to use a complete and fair system of performance evaluation in local police stations, to assess the work performance in police stations, thus enhance the public trust in police. This research aims at the public order performance of police stations in the Kaohsiung City, and focus on the effectiveness of the criminal investigation and prevention of pre- and post-mergers. Not only negative aspects, bur also positive aspects of criminal prevention takes into consideration. We use a more comprehensive performance assessment to arrive at better reliability and validity of measurement results. We apply Date Envelopment Analysis (DEA) to assess the technical efficiency,pure technical efficiency, scale efficiency and returns to scale of every police station,and apply Malmquist Productivity Index (MPI) to assess the technical efficiency change,technique change, pure efficiency change, scale efficiency change and total factor productivity change. In addition, we use Non-parametric Mann-Whitney test to explore whether the significant differences exist of efficiency and productivity change in criminal investigation and prevention of pre- and post-mergers. We apply Tobit regression analysis to explore the effect of environmental and socio-economic factors on the efficiency of criminal investigation and prevention. Finally, we draw the management decision-making matrix chart of pre- and post-mergers, and propose specific policy alternatives. The conclusions of this research are as follows: 1. The main cause of inefficiency of police stations comes from pure technical inefficiency, not scale efficiency. The inefficiency police stations ought to improve the technique of criminal investigation and prevention, not to adjust organization scale. 2. In post-mergers, most of police stations of New Kaohsiung City upgrade total factor productivity of criminal investigation and prevention. This means that the public order performance post-mergers is better than pre-mergers. 3. In both post-mergers and pre-mergers, the technical efficiency of criminal investigation and prevention of police stations in former Kaohsiung County are higher than that of former Kaohsiung City. 4. In both post-mergers and pre-mergers, the total factor productivity change of criminal investigation and prevention of police stations in former Kaohsiung County are higher than that of former Kaohsiung City. In addition, the total factor productivity change of criminal investigation and prevention of police stations in post-mergers are higher than that of pre-mergers. ▼ Energy use and greenhouse gas emissions are on the forefront of planning policy in the world today. In the U.S., the transportation sector accounts for 50 percent of greenhouse gas (GHG) emissions, the most of any single sector. State and local levels of government have been very proactive in the mitigation of GHG, with Washington State as one of the leaders. Two state laws passed in 2008 mandate a reduction in GHG and vehicle miles traveled (VMT), a primary metric in measuring traffic. This research focuses on Skagit County, Washington, as we attempt to model and quantify both GHG and VMT as they are affected by land use development. This research relies heavily on the Envision software platform as it was used a project involving an agent based model of alternative future landscapes. The project provided spatial population and employment data in the context of various future development scenarios such as the compact development of the Ecosystem Scenario where the goal was 90% growth within urban growth areas. On the other extreme was the Development Scenario where up to 40% of the growth was allowed in remote and non-incorporated areas. A majority of the research of this thesis document is devoted to the development of a traffic model structured around the commute of 17 population centers to job centers within Skagit County. The population centers are defined by traffic area zones, or TAZ, that encompass the entire county. The model is unique in traffic modeling literature for its small number of population and destination centers. The countywide accuracy of the model is exemplary at -0.87% standard error relative to current Highway Performance Monitoring System VMT data, although it should be understood that this result has not been repeated by applying the same methodology to other counties. Given that buildings energy use is second to the transportation sector as the largest single contributor to GHG emissions, a residential building model was created, in which parcel level population densities characterize high and low density building development. Defined as Apartments and Houses, respectively, within the text, energy use values were assigned to each from climate-specific data of the Residential Energy Consumption Survey national data set. Thus, as population and employment grow in various development scenarios of the Envision-Skagit 2060 project, the GHG generation from buildings and vehicles is calculated for comparison. The compact development of the Ecosystem Scenario generated the least amount of GHG in both models. Only a 5.9% difference was found in GHGs generated from the building model in the two extreme growth scenarios (Ecosystem and Development). In the traffic model, a 19% difference was found in the VMT of the same two scenarios. Compact, near job center development creates more of an impact on GHG inventory in the transportation sector at approximately twice the GHG impact of compact buildings. Through comparative research and analysis of local governments that have and do not have collective bargaining for law enforcement, findings and results can determine if there is any correlation between employee workforce classification (in collective or non-collective bargaining workplaces), high performance traits, costs and high performance return on costs (HPRC) for law enforcement. Based upon the research, the following findings were discovered for the null hypothesis which compared two forms of collective bargaining - arbitration and mediation - separately to non-collective bargaining localities: 1) Correlation between workforce classification and high performance attributes – mediation (negative – perform at a lower performance level); 2) Correlation between workforce classification and law enforcement costs - arbitration (negative – costs are at a lower level); and 3) No correlation between workforce classification and HPRC. In the preceding three areas, only the model on high performance attributes had a high r square and low variance with adjusted r square; both indicators of a parsimonious model. While correlations arose, further research in this area is warranted in developing a more enhanced and publicly accepted comparable metric of performance, costs and HPRC for law enforcement. In addition, certain control variables illustrated a correlation with the dependent variables as follows: 1) Performance - High median household incomes, density, age, survey quality of life, and city; 2) Law Enforcement Costs per Capita - Non-right-to-work state and county; and 3) HPRC - Median household income and county. A rational choice theory was utilized as the lens of framework in assessing an employee’s motivational behavior in a collective and non-collective bargaining work environment that could contribute to differentials in performance.
