Kongresni turizam je važan činilac performansi koje
se ostvaruju na nivou destinacije, pogotovo imajući u vidu da se
poslednjih nekoliko godina beleži trend povećavanja broja
međunarodnih događaja. Aktivnim nastupom na međunarodnom kongresnom
tržištu, etablirane i nove destinacije nastoje da privuku što veći
broj kongresa, jer se time doprinosi ukupnim performansama
destinacije, ali i promociji lokalne ekspertize u oblasti iz koje
se kongres organizuje. Da bi bile uspešne u tome, destinacije,
nezavisno od nivoa razvoja, moraju da razumeju kompleksnost tržišta
kongresnog turizma, kao i da implementiraju odgovarajuće tehnike
menadžmenta destinacije. U disertaciji se analizira kongresno
tržište i specifičnosti menadžmenta destinacije u kongresnom
turizmu i istražuje uticaj kongresnog turizma na destinaciju.
Istraživanje se odnosi na sistematizaciju aktivnosti menadžmenta
destinacije na nivou kongresnog biroa i definisanje značaja
aktivnosti kongresnog biroa za organizatore događaja. Disertacija
ima za cilj utvrđivanje povezanosti između kongresnih performansi
destinacije sa jedne strane i turističkih performansi, hotelskih
performansi i ekonomskim rastom i razvojem destinacije, sa druge
strane. U istraživanju se polazi od toga da je uspeh kongresne
destinacije uslovljen destinacijskim menadžmentom. Pregled
literature pokazuje da se menadžmentu destinacije pristupa sa
strateškog aspekta, dominantno u sferi odmorišnog turizma, dok je
pitanje menadžmenta destinacije u kongresnom turizmu predmet
analize manjeg broja autora. Uvažavajući specifičnosti kongresnog
turizma i analizirajući okvir menadžmenta destinacije, u
disertaciji se predlaže sistematizacija aktivnosti menadžmenta
destinacije na nivou kongresnog biroa koja se dalje detaljno
analizira. Disertacija u obzir uzima i činjenicu da je kongresni
turizam postavljen kao „quick win“ strateški proizvod za turizam
Srbije. U disertaciji se istražuje činjenica da u prethodnim
godinama kongresni turizam u Srbiji beleži značajne promene, zbog
čega se posebno analiziraju kongresne performanse Srbije i razvoj
kongresnih kapaciteta.

▼ Este trabalho teve por objeto principal os serviços ofertados pelos Convention & Visitors Bureaux (CVBx), avaliados pelo seu grau de importância tanto pela ótica dos seus gestores como por organizadores profissionais de congressos (OPCs). Na qualidade de promotores do destino que representam, e pretendendo o aumento do fluxo de turistas, os CVBx utilizam-se de estratégias que incluem a atração de eventos profissionais. Por esse motivo, essas organizações direcionam seus esforços para a divulgação das potencialidades turísticas da localidade, visando com isso o convencimento dos planejadores desses acontecimentos e de seus intermediários - grupo no qual os organizadores de congressos ocupam lugar de destaque. Para o alcance de uma maior eficácia, entende-se que seja relevante um bom alinhamento entre os desejos e as necessidades dos compradores com a oferta proposta pelos CVBx. Tendo esse pressuposto como diretriz principal, decidiu-se investigar a valoração atribuída aos serviços ofertados, tanto pelos OPCs como pelos próprios CVBx. Teve-se por objetivo principal, gerar uma matriz dos serviços considerados mais importantes por esses intermediários dos compradores de destinos turísticos, ordenada do maior para o menor valor obtido. Pretendeu-se ainda comparar as percepções dos dois grupos, buscando-se evidenciar convergências e divergências na valoração dos serviços. Optou-se pela utilização de uma metodologia de pesquisa exploratório-descritiva, com processo de coleta de informações por meio de formulários estruturados, que incluíam questões de medida de opinião por meio de escalas de intensidade. A aplicação da pesquisa foi realizada junto aos representantes tanto de organizadores, como de CVBx. Definiu-se uma amostragem delimitada por área geográfica (região sul do Brasil) - que representava mais de 20% do universo dos CVBx brasileiros - e OPCs selecionados intencionalmente. A análise dos dados foi quantitativa e utilizou-se de métodos estatísticos. Os resultados encontrados permitem que se perceba um bom alinhamento na atribuição de valor entre os dois grupos, muito embora, tenha sido evidenciado um relacionamento precário e algumas lacunas na disponibilização efetiva desses serviços, com o registro de atividades com alta valoração atribuída e rara oferta
This work has as its principal object the services offered by the Convention & Visitors Bureaus (CVBs), evaluated both from the perspective of its administrators and from professional congress organizers (PCOs). As promoters of the destination, and intending to increase the flow of tourists, CVBs make use of strategies that include the attraction of professional events. ▼ O turismo de eventos é um mercado próspero, que caminha celeremente para sua consolidação dentro da economia. Contudo, o segmento apresenta características competitivas devido à diversidade de oferta de destinos que desejam sediar eventos. Com o advento da globalização que transpõe as fronteiras e direciona as atividades produtivas a novas dinâmicas espaciais, surgem diferentes oportunidades de competição. Neste sentido, os Convention &Visitors Bureaux são alternativas para aumentar o fluxo turístico em determinada região visando o seu desenvolvimento sustentável. A lógica da formação de rede pode ser percebida, através da união dos esforços das empresas e associações do trade turístico, entidades dos setores produtivos da indústria, do comércio e serviços, entidades governamentais, etc. para a captação de eventos. A atuação dos Convention &Visitors Bureaux em determinada região está refletida na eficiência das estratégias competitivas que ele adota ao perceber as ações da concorrência e pela estabilidade do ambiente sócio-econômico que está inserido. Este estudo teve como objetivo descrever e analisar as estratégias desenvolvidas pelo Gramado, Canela e Região das Hortênsias Convention &Visitors Bureau para a obtenção de vantagens competitivas na captação de eventos. O estudo foi de caráter descritivo e exploratório e utilizou-se da metodologia do Estudo de Caso único. A coleta de dados foi realizada com a técnica de entrevista semi-estrututada. E as análises da pesquisa tiveram como base o modelo das cinco forças de Michel Porter na identificação de qual estratégia genérica é adotada pelo Convention &Visitors Bureau. Os resultados do estudo evidenciaram que a estratégia competitiva adotada pelo Gramado, Canela e Região das Hortênsias Convention &Visitors Bureau têm o foco na diferenciação.
The tourism of events is a high-increasing market that is making a fast consolidation in economics. However, this segment presents competitive characteristics due to the diversity of destinations that want to held an event. Since the advent of globalization, which goes beyond frontiers and direct productive activities to new spacial dynamics, there comes different opportunities for competition. This way, the Convention &Visitors Bureau are alternative in order to raise the tourism flow in specific regions looking at its sustainable development. The logic of the net creation can be seen through the union of efforts of companies and associations of the touristic trade, entities from the productive segment of industry, commerce and services, government entities, etc in order to capture more events. ▼ L’année 1919 a été décisive dans l’histoire sociale. En effet, elle fut marquée par la création de l’Organisation internationale du travail (OIT), issue de la partie XIII du traité de Versailles. Cette institution à vocation universelle se plaçait dans la continuité d'expérimentations et de réflexions menées, depuis le XIXe siècle, sur le Vieux Continent. L’objectif des puissances européennes était de définir un cadre international de règles, communes aux Etats, pour empêcher à la fois les excès de certains patrons, les conflits avec les travailleurs, tout en combattant la pratique du dumping social et en garantissant une concurrence loyale, non seulement entre eux mais aussi à l’échelle internationale. La France joua un rôle majeur dans la rédaction de ces textes et dans la création de l’OIT, chargée de poursuivre ce travail. De ce fait, cette institution dut concilier l’européocentrisme dominant le BIT et sa vocation universelle. La solution apparut, durant la Seconde Guerre mondiale, à travers l’interrégionalisme développé par Paul van Zeeland, et que l’institution tenta de mettre en œuvre durant l’après-guerre et la guerre froide. Il s’agissait de créer des regroupements régionaux et de les faire coopérer dans les domaines politique, économique et social pour garantir la paix dans le monde ; l’Europe occidentale devait en être le laboratoire. Cette région, notamment la France, influença donc durablement les réflexions de l’OIT.
The year 1919 was decisive in the social history. Indeed, it was marked by the creation of the International Labour Organization (ILO), resulting from part XIII of the treaty of Versailles. This institution with universal vocation placed itself in continuity of experiments and of carried out reflections, since the 19th century, on the Old continent. The objective of the European powers was to define an international framework of common rules for States, to prevent at the same time excesses of some managers, the conflicts with the workers, while fighting the practice of the social dumping and guaranteeing a fair competition, not only between them but also on an international scale. France played a major role in the writing of these texts and the creation of the ILO, charged to continue this work. So this institution had to reconcile the europeocentrism dominating the International Labour Office and its universal vocation. The solution appeared, during the Second World War, through the interregionalism developed by Paul van Zeeland, and that the institution tried to implement during the post-war period and the cold war. It was a question of creating regional regroupings and of making them cooperate in the policy fields, economic and social to guarantee peace in the world; Western Europe had to be the laboratory about it. This region, in particular France, thus influenced durably the reflections of the ILO.

▼ The meeting industry is a growing industry around the world, and the technological development in recent decades is one of the contributing factors to the increased travel opportunities and meeting industry's expansion. It can be assumed that the technology could replace some of the personal meetings, but humans have always had a need to meet in physical locations in work related purposes, therefore there is no evidence that personal meetings will disappear. Technological development should be seen as complementary rather than a substitute to the existing professional meetings. Public and private sectors within countries has drawn attention to meeting industry's potential, as favored destinations in terms of economic administration, image creation, expansion and acquisition of further market share in the global market. Meeting industry is complex precisely because there are so many different actors and stakeholders that integrate. For a destination to differentiate them and excel in the increasingly global world needed an elaborate marketing plan and effective cooperation between the various actors at the destination. Usually the largest professional meetings takes place in cities where there is capacity to receive large numbers of visitors.
Essential elements for sustainable meeting industry are mutually dependent network relationships with strong organizational skills, and are of primary importance to a functioning whole. Among the various meeting actors, Convention Bureau occupy key role as the representative, the primary aim is to market the destination, display options, and finally bring together stakeholders with meeting participants. Lack of a Convention Bureau inhibit communication between meeting participants and stakeholders, also weakened the meeting related image because of incomplete representation.
