▼ In recent years, climate change and its impacts on livelihood resource have become a key issue in Ethiopia. The main undesirable impacts on livelihood resources include land degradation, soil erosion, deforestation, loss of bio diversity, recurrent drought, flood, wet land, and water body drying, and emergence of new crop and animal diseases. All these contribute to food insecurity and subsistence farming with a difficulty to break through the poverty trap. Thus this thesis has attempted to examine how community based watershed development project has a significant impact to reverse the aforementioned undesirable impacts, and will contribute to the development of climate change adaptation mechanisms, adaptive capacity, and livelihood improvements. This thesis has also made the objective of assessing the positive impact of community based watershed development project on the development of climate change adaptation mechanism and livelihoods in Choke Mountain in the case of Upper Muga Ambaber Community Based Watershed Development Project. To address the investigation and assessment of the above objective the research method uses both qualitative and quantitative types of research design. In order to collect valuable information while semi structured questionnaire, focus group discussion guide checklist, key informant guide checklist, and observation check list tools are used. The primary data sources considering such things in the sampling process as gender, age, wealth status and CBO membership document review format is used to quick handling of the required documents as a secondary data source. Similarly, different statistical methods are used for the data analysis. These include percentage of frequencies, bar graphs, X2 test, independent and paired sample t test and one way ANOVAs. The key finding of the thesis presents that the adaptive capacity of the area before the intervention was low/very low. However, after the intervention the status of livelihood resources especially; income, soil fertility, land productivity, forest, water and food supply become improved, (biophysical and financial resources). Even if it has some gaps in the process of implementation such as lack of participatory decision making process, targeting problem to address the poor, the young and the women, weak stakeholder linkage and some conflicts over utilization of communal livelihood resources (forest and range land),which means lacks for the development of social and human capital. It is concluded that the project can play a significant role to improve the adaptive capacity and livelihood condition of the local people. Then to fill the gap and go along the sustainability of the project, the investigation recommended frequent negotiation and lobby from the concerned stakeholders to improve human and social capital and solve the conflict. Then the project stakeholders shall think to retarget for the benefit of disadvantaged group. Advisors/Committee Members: Belay Simane (advisor).

▼ Community-Based Organizations (CBOs) have become the source of delivery for a number of social and health-related services in many communities. CBOs provide needed services in some of the most resource-poor communities. The moniker of community-based implies that these organizations are located within specific communities in order to provide services to community members. As organizations that have bloomed within communities to respond to particular community needs continue to grow and receive government funding, a primary funding source for many CBOs, questions arise about how responsive they remain to their surrounding communities. Funder mandates and foci may become more critical to CBOs than community responsivity as they become dependent on government funds to sustain services. Also, many CBOs become proxy unelected representatives with policy-makers and external stakeholders for their communities. Due to the sparse literature on best practices for geographic community engagement by service delivery Community-Based Organizations, this study builds on a pilot that explored the reliability and validity of a perception of community engagement tool. The Perceived Community Engagement Survey (PCES) was developed to explore to what extent a CBO is perceived as genuinely engaging the broader community. A Principle Axis Factoring Analysis was run on an expanded sample for possible replication of pilot reliability and validity results. The PCES has been found to be a reliable and valid tool across an expanded sample and adds to the literature on community engagement by CBOs. A three-stage model has presented itself from six initially hypothesized areas that is both contiguous, from initial to full engagement, and qualitatively different, from “listening” activities to power-sharing. The PCES holds promise for further exploration and adaptation for use with community members and change in approach, from perception to objective measures. ▼ This dissertation is an ethnographic study of the Brazilian cultural and activist network Fora do Eixo (FDE). Since 2005, FDE has emerged at local and national levels as a form of civic engagement in the digital age that connects political, economic and cultural fields of action. FDE has origins in cities outside the São Paulo – Rio de Janeiro axis that dominates cultural production in Brazil, where it began producing independent music festivals through a system of barter and trade of cultural services. This alternative system soon morphed into an internal "solidarity economy" organized around a complementary currency, Card. FDE has since transformed into a full-fledge social movement, consolidating into communal houses across Brazil where members live and work full-time on a multiplicity of cultural projects and social campaigns and where a collective bank covers their material needs. Digital technology is as central to FDE's daily operations as it is to its institutional identity and to the identity of its members; they have become masterful at harnessing the affordances of new media to elevate their online visibility and promote their agenda and themselves. Its highly sophisticated communication team has allowed FDE to mobilize large publics and capture the attention of mainstream media companies like Globo, as well as high-level politicians including President Dilma Rousseff. The network's relevance as a social force was made particularly visible during the 2013 protests in Brazil where its latest initiative, Mídia NINJA, exposed police aggression and effectively debunked official versions of the protests espoused on mainstream news. This study seeks to understand FDE as a particular model of economic, cultural and political organization for a networked public. I analyze the complex and often messy processes involved in FDE's alternative systems of living, of cultural production and of political mobilization. Its ability to maintain a collective bank involves multifaceted strategies wherein "solidarity", as a discourse, is parlayed into economic, social and political forms of capital. Understanding both the material and symbolic dimensions of FDE's discursive strategies reveals important insights about how power is negotiated nowadays in the struggle for control of alternative cultural and political processes in Brazil

▼ With the rising popularity tourism in Taiwan, many traditional streets that were shabby have been noticed, restored and continue to be preserved. However, the tangible and intangible environments of these traditional streets have changed. This thesis is a case study which examines two traditional streets in Taiwan, focusing on the influence of community-based organizations during the preservation, restoration, and management process. The Sanhsia and Tahsi traditional display spectacular shophouses, and have similar development and economic backgrounds. In Sanhsia, the conflict between commercial interests and local culture is obvious. Tourism is considered more important than the needs of residents. However, in the Tahsi case, some businesses on the traditional street maintain their traditional appearance and products and pay attention to the needs of the residents. The thesis begins with a look at the development of streets and industries, their decay, and redevelopment focusing on the Sanhsia and the Tahsi Historic Districts. Chapter two discusses preservation movements and restoration processes on Sanhsia and Tahsi traditional streets and the establishment of organizations. Chapter three first reveals the results of preservation and restoration on the Sanhsia and Tahsi traditional streets and compares the two. The second part of chapter three focuses on the structures, roles and functions of community-based organizations, and examines the support of government policies to figure out the reason for the different results. The analysis reveals continued promotion and evoking a sense of community by community-based organizations is the key concern in retaining the original cultural fabric on the traditional streets although the support of local government also provided great help. Moreover, government policies intended to stimulate business on the traditional streets should be combined with community development and empowering residents so that the effects can be sustained. Guided pathways is a framework for holistic redesign that coordinates institutional improvements in multiple areas to increase impact. Since California community colleges are in the early stages of adopting guided pathways, research on the decision-making processes of college leadership in applying this framework is limited. The purpose of this multiple case study was to describe the role of strategic governance in the implementation of guided pathways at scale at California community colleges. Methodology: This phenomenological qualitative study used a multiple-case embedded case study methodology to collect data aligned with the four imperatives of strategic governance theory. Semistructured interviews were conducted with 15 campus leaders involved in guided pathways implementation at three community colleges in Southern California. Archival records and documentation were used to triangulate the data. Findings: Colleges balance the imperatives of involvement, efficiency, environment, and leadership across the domains of strategic planning and governance when implementing guided pathways. Inclusiveness, intentional alignment, interdependent leadership, and internal/external synergy emerged as essential elements of strategic governance during pathways efforts. Conclusions: Community colleges leverage inclusive and credible strategic planning and governance systems to create a stable foundation for institutional redesign. A networked system that interfaces informal elements with formal structures promotes and accelerates efficiency, while a proactive, reflective, student-centered approach to managing environmental demands helps maintain focus. Interdependent leadership mechanisms that are culturally compatible and responsive to institutional needs facilitate efficiency and involvement in implementation. The guided pathways framework provides colleges with a systemic model for developing overall institutional effectiveness. Recommendations: Community college leaders should deliberately increase engagement in decision-making processes and strengthen the integrity of strategic planning and governance systems. Leaders should define the parameters of pathways teams, establish logical connections between informal and formal structures, and encourage mutual reliance in pathways leadership. Leaders should cultivate a systems mindset and use embedded reflective practices to guide implementation.

▼ This study examines community leadership as the factors that effectively achieve community collective action. Despite the free riders, small number of exceptionally enthusiastic individuals willingly dedicates themselves to collective goals and lead collective action. Those exceptional few are not just motivated by material benefits, but by satisfaction of fulfilling ideology, social or civic gratification, or emotional gains from influencing collective policy. From the idea that small number of key individuals is critical in collective action process, this study aims to answer the research questions of “who are those key individuals of community collective action?” and “how do they affect the effectiveness of community collective action?” ❧ Particularly, the roles of key individuals are identified in the context of their communication network. With an alternative way of defining community leaders based upon the brokerage concept, this study captured the uniqueness of community leadership. With the case of Neighborhood Council (NC) in the City of Los Angeles, which was created to increase citizen participation in urban governance, the research questions are statistically tested through the standard multiple regression models. The main dataset is 2006 NC board member survey conducted by Neighborhood Participation Project (NPP) at University of Southern California (USC). Missing data analysis and factor analyses are conducted prior to regression analyses for methodological purpose. ❧ As a result, first, previous experiences in civil society and interests in local politics are critical to take key roles in community action. In addition, formally designated leaders of community organizations are active in taking the brokerage network roles, which implies that their willingness and commitment are strong enough to overcome their structural constraints as strong ties. Second, those with high socioeconomic status (at an individual level) and strong political efficacy (at both individual and board levels) affect significantly the effectiveness of community action. Among network roles, the internal network role is the most critical brokerage role, which infers that the internalization of communication inside the group is crucial, and that organizational capacity that facilitates effective internal communication is expected for effective community action. Lastly, the issues that are affected by the network roles vary. From the individual-level analysis, key individuals who play network roles have a notable impact on NC activities associated with the community action process, whereas no significant relationship exists between active network roles and an NC’s contribution to enhancing civic values. ❧ In sum, this study confirms the uniqueness of community leadership by verifying the characteristics of community leaders that are current and expected for effective community action. Plutot, elle vise a mettre en valeur certaines vertus (c.-a.d. l'authenticite, la sagesse morale, la confiance, la reciprocite et la tolerance) selectionneespour leur merite educatif envers les membres de groupes sociaux capitaux afin de promouvoir une comprehension plus approfondie d'eux-memes et des autres dans unesociete democratique deliberement pluraliste. Cette these est basee sur des theories de disciplines politiques, philosophiques et educatives. Trois conclusions majeures ontsurgies de cette presente investigation. De prime abord, les ecoles ne sont pas les seuls endroits ou les vertus civiques peuvent etre enseignees. Les groupes capitaux sociauxfournissent un contexte pour l'apprentissage civique. Deuxiemement, !'existence de la diversite a l'interieur des groupes capitaux sociaux met en valeur le potentiel educatif dela participation a la vie civique. Et finalement, les groupes capitaux sociaux peuvent potentiellement avoir un impact social progressif a l'interieur d'une societe liberale deliberement democratique.

The relationships between various civic virtues and participation in community groups were explored. The present thesis was not an exhaustive integration of theories on CivicVirtue. Rather, it highlighted virtues (i.e., authenticity, moral wisdom, trust, reciprocity and tolerance) selected for their value in educating members of social capital groupstoward a broader understanding of the self and others in a deliberative, pluralist democracy. This thesis relied primarily on theories from the disciplines of politicalphilosophy and philosophy of education. Three major conclusions emerged from the present investigation. First, schools are not the only venue in which education for civicvirtue occurs. Indeed, social capital groups provide a vital context for civic learning. Second, the existence of diversity within social capital groups enhances the educationalpotential of participating in civic life. And third, social capital groups can potentially have a socially progressive impact in a liberal, deliberative democracy.

In 1994 the South African government provided a framework and a philosophical context for social development in the form of the Reconstruction and Development Programme (RDP). This programme serves as a basis for policy-making across a wide spectrum of social institutions, among them social welfare. The White Paper on Social Welfare (1997) provides a framework in which to debate the future of social work in the developmental welfare system it advocates. It is a system that requires a sincere commitment to working towards minimising poverty in South Africa. Community development is one of the methods used to address poverty, inequality and developmental problems. From this new dispensation, the Department of Social Work at RAU developed a community development training programme to help social service workers become more community oriented in their daily service approach. Although this programme was developed eight years ago, no formal evaluation has been done on the effectiveness of this programme. The study was undertaken among social workers and community developers employed by the City of Johannesburg Social Services department, Regions 7, 9 and 11. It was undertaken in order to empower them with knowledge of community development for implementation in their work setting. The goal of the study was to evaluate the impact of the Community Leadership Training Programme on the staff in the Social Services department in the City of Johannesburg. The objectives were to: „X Conduct a literature study on community development. „X Conduct a process evaluation of the programme. „X Conduct an outcome evaluation directly after the completion of the programme and 12 months later. „X Make recommendations based on the research findings for trainers, social workers, community developers and any related profession working in the community. The evaluation research model followed in this study is programme evaluation as described by De Vos, (1998:368). In order to execute this study, the model as proposed by McKendreck in De Vos (1998:368) is applied.Evaluation research is chosen because a programme is evaluated. The study is qualitative and quantitative in nature and focuses on phases of evaluation, namely process evaluation and outcome evaluation. From the main findings, it was found that: The application of the Integrated Model of Programme Education (IMPE) as described by De Vos (1998:368) was successfully applied in evaluating the training programme. From the process evaluation, it was found that: - Managers lack participatory management and leadership skills and this leads to mistrust and conflict in the workplace. - Adults preferred experiential learning rather than writing or submitting assignments. - The majority of the participants felt that the objectives of the workshop were clear and that the workshop met their expectations. They indicated further that the workshop was practical enough to implement what they learned in their work. - The participants were satisfied with the facilitating skills of the facilitators…

▼ The purpose of this capstone project was to create a business plan and grant proposal for the implementation of a surgical program in San Pedro Belize by the San Lucas Foundation. As part of this capstone project, the San Lucas Foundation, a nonprofit 50 I (c) 3 organization was formed, which will provide surgical and anesthesia care to impoverished and medically underserved communities in Central America, primarily Guatemala and Belize. The San Lucas Foundation was incorporated in the State of Michigan in 2014, given 501(c) 3 tax-exempt status from the United States Internal Revenue Service, and licensed for solicitation for charitable donations by the State of Michigan Attorney General. To promote the efforts of the organization, and to disseminate information about its programs, activities, mission and vision, a website for the San Lucas Foundation is under construction entitled SanLucasFoundation.org. To meet the health care needs of people in rural communities in Guatemala and Belize, the San Lucas Foundation will collaborate with existing organizations that provide health care in San Lucas Toliman Guatemala, and San Pedro Town Belize. For the project in Guatemala, the San Lucas Foundation will work with charitable organizations such as Friends of San Lucas, and Mercy Missions to continue to expand their surgical programs. Mercy Missions currently performs annual weeklong surgical missions, providing surgical treatment to approximately 100 patients per mission. Based in Minnesota, Friends of San Lucas organizes several other mission trips with U.S volunteer medical mission organizations throughout the year. Currently, in San Pedro Town Belize, there is no surgical treatment offered of any kind. All patients seeking surgical treatment, elective or emergent, must travel to mainland Belize or Mexico to receive care. It is the mission of the San Lucas Foundation to provide surgical and anesthesia care to the severely medically underserved area of the San Pedro community. The San Lucas Foundation has been collaborating with San Pedrano health care providers, community leaders and the Belize Ministry of Health for the past 18 months to establish a surgical program. To meet the needs of the community, it was decided by the founders of the San Lucas Foundation to collaborate with Dr. Daniel Benjamin Gonzales, of the Ambergris Hopes Clinic in San Pedro Town. The San Lucas Foundation is seeking grant funding and charitable donations to obtain surgical and anesthesia equipment and supplies to initiate the surgical program, and provide the critically needed surgical care to the San Pedro community. Den stora Polisreformen 2015 benämns som den största omorganiseringen i modern tid. Medborgarlöften som syftar till att förebygga brott, öka tryggheten, stärka förtroendet för Polisen samt öka medborgarnas och lokalsamhällets delaktighet i det brottsförebyggande och trygghetsskapande arbetet, är en betydelsefull del av arbetet i den nya organisationen. Även att arbeta utifrån en tydlig problembild. Områdespoliser i Sverige är av stor vikt i detta arbete. Studien syftar till att belysa arbetssituationen för Områdespoliser i Sverige, huruvida förutsättningar finns för att till fullo uppfylla sina arbetsdirektiv samt belysa om arbetsuppdraget anses som tydligt. Kvalitativ design ligger till grund för berörd studie; resultaten baseras på fyra semistrukturerade intervjuer av områdespoliser från olika orter i Polisregion Syd med särskilt utsatta områden. Tidigare forskning kring organisationer, omorganisation, påverkan av denna på anställda, samt implementering av arbetsmetoder som Problem Oriented Policing (POP) och Community Policing (COP) ligger till grund för studien. Av resultatanalysen framgår att det i stort råder tydlighet kring arbetsbeskrivningen men att den subjektiva tolkningen och även arbetsledningens tolkning är av relevans. Områdespoliserna arbetar på bästa sätt utifrån de förutsättningar som idag finns men personalbrist leder till att områdespoliserna ofta blir kommenderade till att utföra andra polisiära uppdrag, vilket leder till brist på kontinuitet i arbetet. Av resultatet framgår även vikten av ledningsstöd. Stöd av tidigare forskning finnes avseende vikten av ett tydligt arbetsuppdrag för det polisiära arbetet, ledningsstöd, den anställdes subjektiva upplevelse av dennes arbetssituation, samt vikten av adekvat personal och att vid omorganisationer inkludera medarbetaren. Longitudinell framtida forskning kring påverkan av omorganisation hos anställda rekommenderas. Detta för möjlighet av insyn i såväl organisationens förändring samt anställds upplevelse därav.

▼ Social capital is a key resource for community development in resource-limited rural communities. To identify and develop such capital, an action research case study was conducted on the dynamics of a rural community leadership development program planning initiative in the southern community of Massix County (pseudonym), Georgia. The Massix Archway Leadership Development Work Group, as a part of the University of Georgia’s Archway Partnership, was a diverse group of community volunteers charged with developing the program. The purpose of the case study was to investigate this process of planning a sustainable community leadership development program. Specific research questions were 1) What key strategies do volunteer community program planners employ to plan a sustainable community leadership development program? 2) How do diversity and inclusion impact power and privilege in rural South community program planning efforts? In particular, how do faith-based leaders, as leaders of rural community organizations, engage in program planning efforts? 3) How do volunteer community program planners learn and develop individually and collectively? The development process and the intervention of program planner recruitment were tracked over a two-year period of time by conducting participant observations, surveys, interviews, and a focus group at various times. In the process of planning the leadership development program, planners made a critical decision to sever ties to an existing leadership development program hosted by a major community development stakeholder in order to create a broader-based, inclusive program offering that better met the needs of the community at large. Based on the study of the process, it can be concluded that 1) A planning table of multiple community organizational stakeholders and diverse community constituents creates the conditions for the development of inclusive, sustainable community programs; 2) A flat organizational structure, skilled facilitators, and intentional group dynamic techniques can foster the collective empowerment of diverse community planners; 3) An outcome of community-based action research and interventions led to both personal and organizational learning and change; and 4) For rural communities, diversity and inclusion in program planning efforts are associated with program sustainability.

▼ Community organizations, especially those aiming at social change, play a significant role in establishing societal health and contributing to adult learning in daily communities. Their existence secures marginalized groups’ involvement in society and enhances community development by building community leadership with multiple stakeholders that infuses new meanings to other organizational or community sectors beyond traditional approaches on leadership. This critical ethnography analyzed how community activists in an urban Korean American Community Organization built community leadership and engaged in daily learning for social justice. Data were collection over a six-month period and included participant observation, formal and informal interviews with seventeen activists, and analysis of documents and cultural artifacts. Data were analyzed using qualitative methods of data analysis, reflection, and writing. Cultural Historical Activity Theory (CHAT) was used as a theoretical framework. Learning in CHAT is understood as a socio-cultural phenomenon in which learning occurs through dynamic and continuous interaction of the subject and object, mediated within a specific socio-cultural and historical context. Three community leadership activities (activity systems) were identified: Coalition, Empowerment, and Collaboration. The activities were each driven by objects through historical accumulation of the organization’s background and internal/external socio-cultural contexts. Diverse contradictions were found within each activity and among activities. The contradictions throughout three activities may hinder community leadership building and learning. The contradictions became a driving force for learning. Consequently, the activists created a revised object among the three activities: to advance immigrant rights by enhancing community leadership focused organizational capacity building. This object as a significant learning outcome led to various intended/unintended outcomes for community leadership development and unintended outcomes for social and individual level learning, including socio-cultural and structural transformation, new actions, and individual learning. These learning outcomes result in the revision of the community leadership activity network with intended outcomes. Based on the findings, learning needs to be understood as a social process; researchers need more focus on social outcomes of learning. Several important features for facilitating community leadership and learning were also discussed. Finally, this study concluded with academic and practical implications as well as suggestions for further research. The engagement of local people in development projects has become a common phenomenon that development theorists and practitioners have emphasised for the past few decades. The debate was sparked by the realisation of the failure of the top-down approach to development which had serious consequences in project sustainability. Therefore, the bottom-up approach of community participation in development projects has been viewed as a panacea for sustainable projects at the grass roots level. The study is based on the understanding that community participation is central in community development, in order to ensure sustainability. It has been observed and acknowledged from the empirical evidence that, despite the acceptance of participation as workable alternative and useful approach to community development, there are many collapsed projects and blame has been shifted to lack of funding and other factors such as economic meltdown as the major setbacks. Today, concerns are raised on the ineffectiveness of community participation, which may lead to project failures. In many instances, local people have become recipients of pre-designed projects by outsiders and often the objects of administrative manipulation. This implies that development agents were determined to impose their own thinking and understanding of community participation on the community. As a result, development projects that local people were expected to take over in the implementation phase collapsed and such communities did not take responsibility for their failures. The question to be answered is whether community participation is the hallmark of project sustainability or just one of the processes that is necessary in development articulation. It is against this background that the study explored factors associated with participation in income generating community projects in Botlokwa community in Molemole Local Municipality, Limpopo province. The qualitative method was employed in this study.
