▼ My dissertation places rural-urban migrants at the
center of an exploration of urban inequality by examining their
success as urban residents in India. Along with consumption
poverty, this study measures poverty of access to basic services
faced by migrants in urban destinations. The analyses are presented
at two levels: (1) an all-India comparison of migrants’ household
consumption poverty (relative to non-migrants) in million plus
versus smaller
cities, and (2) a case study of India’s capital
Delhi examining migrants’ consumption poverty and their
neighborhood level access to water and sanitation provision
(relative to non-migrants). The results demonstrate that India’s
urbanization, while accompanied by economic growth, is failing to
translate into the success of rural migrants in Indian
cities.
Overall, migrants are economically worse off than non-migrants in
urban areas, with economic inequality being more pronounced in
million plus
cities, compared their medium and small sized
counterparts. In Delhi, rural-urban migrants are found to be
severely lagging behind in their access to basic services, net of
socio-demographic characteristics. Inequality in access to services
for migrants is almost twice as high as their gap in economic
wellbeing relative to non-migrants. My dissertation is one of the
few studies examining rural-urban migrants’ poverty across
different sized Indian
cities, and the only one using data
collected within the last decade to the best of my knowledge. It is
additionally the first quantitative study to employ spatial
indicators of access to services using the Delhi GIS, further
combining it with unique geo-referenced survey data to examine
migrant poverty beyond economic indicators. Although this study
does not empirically examine the mechanisms responsible for
challenges faced by migrants in their urban transition, it
systematically lays out the social and institutional arrangements
that have affected migrants’ urban experiences in India since 1990s
economic liberalization reforms. The discussion emphasizes that the
question of migrant exclusion in Indian
cities is inherently a
socio-political one, and contributes to a more nuanced
understanding of the prospects of Indian urbanization as well as
social inequality in the urban context.

▼ Black Hollow is a collection of short stories thematically centered on secrecy and
sin in a small, Southern town. These stories aim to explore the twisted nature of the
hidden lives led by small-town Americans. Through the use of macabre humor and
farcical plot lines, the stories narrate the characters’ struggles to cope with loss, regret and
failure in a way intended to seem removed yet still relatable to the reader. As with any
good, Southern town, religion plays an integral role in this struggle, with the Church
becoming a character in its own right; nevertheless, it is the residents of Black Hollow
that remain the heart of these stories.

Urban policy has become increasingly global in constitution. Tales from distant ‘elsewheres’ regularly reverberate within urban policy-making and attendant political debate. Mobile policy ideas circulate restlessly, shuttled along by expert testimonials and technologically-mediated success stories, while international conferences and study tours are almost standard elements of the policy-making process. Yet amid all this activity, urban policy remains persistently local and territorial, while, simultaneously, it is intensely global and relational. In such a context, this thesis seeks to understand the phenomenon of mobile policy and its relationship to contemporary urban politics and policy-making. Focusing on a New York City policy model designed to address chronic homelessness, I follow the people, sites and places involved in selecting, communicating and implementing the model in Australian cities. I argue for a theoretical approach that bridges political economy and post-structuralist treatments of urban politics, and that incorporates scaled and networked understandings of urban spatiality. Critical of the political science ‘policy transfer’ literature, I advocate for a ‘policy mobilities’ approach, conceptualising policy movements as socially constructed, practiced and spatially dynamic. To activate these positions, I explore what an assemblage methodology offers the study of policy mobilities, demonstrating how its grasp of multiplicity, process and the purposive labour involved in mobilising policy opens productive analytical pathways. Seeking to refine scholarship on policy mobility and extend its reach to the empirical domain of urban homelessness, this thesis offers insights into the opportunities and tensions facing contemporary research on cities and policy-making.

İşsizlik krizi, emeğin güvencesizleştirilmesi, kırdan kente yoğun göç dalgaları ve mültecilerin sayısal artışı gibi süreçler bu bölgedeki kentlerin durumunu köklü bir şekilde değiştirmiştir. Enformel ekonominin süratli gelişimi bu büyük dönüşümün bir parçasıdır. Enformel ekonominin önemli bir bileşeni olan işportacılık ise Orta Doğuda’ki neoliberal kentler bağlamında en çok görünürlüğe sahip olan iştir. Bu çalışmada işportacılık Tahran ve Ankara şehirleri çerçevesinde ele alınmıştır. Bu bağlamda enformel ekonominin tanımları, işportacılığın biçimleri, İran ve Türkiye’deki işportacılık üzerine araştırmalar incelenmiştir. İşportacılığın önemini vurgulamak üzere kent yoksullarına yönelik Marksist ekonomi politik teorilerine başvurulmuştur. Marx’ın artık-nüfus ve yedek işgücü ordusu teorisi bu bağlamda incelenmiştir. Bunun yanı sıra, Orta Doğu ülkeleri ile ilgili önemli akademik katkıları olan Asef Bayat’ın eserleri ve kuramı ise bu çalışmanın başka bir odak noktasıdır. Bir yandan Bayat’ın sessiz taşma ve pasif ağlar teorilerini eleştirmeye çalışırken öte yandan Bayat’ın Post-İslamcılık teorisini göz önüne alarak Tahran ve Ankara’daki neoliberal kentlerin gelişimi, kent yoksullarının durumu, yerel hükümetlerin yıldırma politikaları ve işportacılar, atık toplayıcılar, evsizler, dilenciler ve sokakta çalışan çocukların hikayeleri dahil olmak üzere Post-İslamcılar tarafından kent yoksullarına yönelik sürdürülen politikalar ele alınmıştır.
In the Middle East the appearance of neoliberal policies since 1990’s has impressed social life in different ways. Developments such as unemployment crisis, precarization of labor, intense migrant waves from rural to urban areas and numerical increase of refugees or asylum seekers have radically changed the condition of the Middle Eastern
cities. Rapid development of informal economy is a part of this great transformation. Street vending as an important component of informal economy has the most visibility in the neoliberal
cities of the Middle East. This study aims at the analysis of street vending in the context of Tehran and Ankara. In this regard, the study deals with definitions of informal economy, forms of street vending and studies on street vending in Iran ve Turkey. In order to highlight the importance of street vending we preferred referring to Marxist political economy theories regarding the urban poor. Thereby Marx’s theories of surplus population and reserve army of labor has put into account. ▼ With rising global urban populations, existing food infrastructure systems are rapidly becoming unsustainable. Increasing distances between rural food production and urban residents extends to a conceptual divide and misguided understanding of what activities ought to be classed as ‘rural’ versus ‘urban’. Some of those looking for alternative solutions note food’s potential to act as an organiser of urban systems and catalyst for sustainable living. However the concept of sustainability is often sidelined in photorealistic renders where designs are decorated with organic matter, designs that are unlikely to be viable. Tapping into food’s potential and with the readily available space of urban rooftops, the thesis explores rooftop urban farming to speculate the opportunities it presents in the city of Wellington, New Zealand. In relation to this important social, economic and ecological infrastructure, the thesis investigates how the potential for urban farming, from production to trading and consumption contributes to a sense of place through architectural interpretation. While widening the discussions of food and the city, architecture provides the built accommodation for both plants and people, so that the ‘urban future’ can be reevaluated.

▼ This research discusses urban vulnerability to environmental change in Dawei, Myanmar through the analysis of the exposure and sensitivity of urban systems. The scope of this research attempts to encompass the complexity of multi-scalar relationships between the exposure and sensitivity of urban systems and wider supporting ecological systems to climatic and non-climatic shocks and stresses. Moreover, this research aims to bridge systems and people-centred approaches by considering the existing sensitivity of vulnerable populations living in Dawei through the use of two case studies. Specifically, an urban livelihoods approach was used to consider the entitlements, priorities, and capacities of households to cope with shocks and stress given existing challenges. The analysis of findings have been presented according to nested scales, beginning with the macro-level in the consideration of the exposure of urban socio-ecological systems; the meso-level through the analysis of the differential exposure and sensitivity of two communities living in Dawei in light of access to urban infrastructure and services; and lastly, the micro-level through the analysis of household sensitivity through the application of a livelihoods approach.

▼ Green Urbanism evokes a wide range of ideas, images, and perceptions about how
cities should be planned, developed, and/or governed to create a balance between human activities and the natural environment. In recent decades, Green Urbanism has attracted considerable research interest; however, these studies are mostly focused on defining a set of criteria for its application to
cities based on the experiences of Western countries. Thus, there is a lack of adequate understanding of how Green Urbanism applies to the developing world. In addition, although the whats (criteria) of Green Urbanism are extensively discussed, the hows (transition processes) have received little treatment. Therefore, this study makes two major contributions to the existing literature on Green Urbanism. Firstly, it examines how different socio-economic contexts and local dynamics influence how Green Urbanism is conceived and applied. Secondly, it assesses the drivers of and barriers to green urban transitions, and what factors in
cities provide potential sources of leverage for a transition towards Green Urbanism. It will be shown that these processes are not in general linear or predictable pathways of progress, but are complex and multifactorial. The cases of Freiburg (developed country context) and Curitiba (developing country) are analysed. Lessons from this analysis are applied to Accra-Ghana (developing country) to identify potential levers for stimulating transitions towards Green Urbanism in a developing world city. The study is based on a review of literature, questionnaire surveys, key informant interviews, GIS mapping, site observations, and a review of government policies. The factors that present opportunities and/or barriers to green urban transitions are analysed through the lens of relevant transition theory, in this case the Multi-level Perspective. Findings from the study show that Green Urbanism is not only about the physical greening of
cities, but also about urban sustainability. Moreover, through the theoretical lens of the MLP, it was found that contextual socio-economic factors, known as landscape pressures, are important for creating windows of opportunity for green urban transitions to unfold. However, they must be effectively articulated to generate the needed responses from social actors, and also coalesce with developments at the niche level. The study notes two potential governance models for transition, namely top down and bottom up and debates the strengths and weaknesses of both. Given that
cities are different in their social, economic, political, technological, and physical characteristics etc., the study recommends that Green Urbanism needs to be responsive to the specific requirements of its application domain.

▼ As the reorganization of Higher Education has paralleled that of the welfare-state downsizing, Universities have been challenged by governments to handle to market engagement a key social value. Beyond teaching and research, the emergence of a third mission related to science outreach, cultural/educational tourism activities appeared as an opportunity for Universities to increase revenues. Tourism in university heritage sites became not only a tool for university marketing and enhancement of corporate branding, but also contributed to brand host cities as student destinations (Pawlowska & Roget 2009; Popescu 2012; García-Rodriguez & Mendoza Jiménez 2015). As a contribution to knowledge, this research aimed to enlarge the conclusions of previous studies conducted on the universities’ changing roles and their impacts on society, culture and space (Perry & Wiewel 2008; Goddard & Vallance 2014). Tourism was introduced, not only as a consequence of university internationalization but as a dimension present in organizational behaviour of universities, which produces new place perceptions in the host cities. Consequently, the issue of collaborative place branding amongst different stakeholders in a city emerges in the rational scope of resource dependence theory, as a public diplomacy strategy with planned, concerted actions, also affecting the universities relation to the host cities. Hence, the leading research aims of the thesis are: - To investigate the motives that lead universities to adopt discourses and actions conducing to tourism activities; - To explore collaborative university-city relations in destination branding. This investigation used cross-methods in case-study research and departed from an exploratory participant-observation of the phenomenon in four different universities and countries. The classical use of an ethnographical approach as first exploratory method originated the narrowing of the research into case-studies. As a complement, a scoping questionnaire was designed in order to provide further data for answering the first aim of research. The case-study research was conducted within a qualitative approach through semi-structured interviews and content analysis of university materials in their range of urban institutions communicating the city. The research results suggested that universities have a role in city branding and that tourism plays an informal part in this strategy but following different stages of implementation and approaches. The exploratory first phase of research revealed how universities have the ability to originate and plan tourism activities. The direct involvement of Higher Education Institutions with local governments and tourism stakeholders emerged as part of networking activities, events and direct involvement as tour organizers and owners of tourism interest assets and attractions. ▼ The contemporary city is notably image-conscious. Indeed, several commentators suggest that cities are consciously attempting to manufacture images and identities by manipulating a range of myths, traditions, lifestyles and urban cultures. The need to develop appealing city images is a particular concern for post-industrial cities attempting to acquire attractive reputations as tourist destinations. In an almost desperate search for imaging themes for this purpose, a growing number of cities have employed sport initiatives, involving events, event bids and the construction of new facilities. Despite the lack of evidence of, and associated explanations for, image effects, it is widely assumed that these initiatives do have the capacity to enhance the image of the city destination. The present study explores the validity of this assumption by evaluating the use and impacts of `sport reimaging' in three UK cities - Birmingham, Manchester and Sheffield. Despite recognition of the multiple objectives of city reimaging in these cities, the primary aim of the study is to reveal how sport initiatives have influenced the images of potential tourists. Findings included in the study affirm that all three of the case-study cities have used sport events and sport stadia as vehicles for reimaging, with tourist images a particular concern. The study not only assesses whether such reimaging works, but explores how it might work. The study is assisted by the development and use of a conceptual framework that surmises that sport reimaging can influence both the holistic images of cities and specific perceptions of sporting provision. The study employs this framework to evaluate the impacts of sport imaging by identifying the processes through which these impacts may be procured. Accordingly, the effects of the case study initiatives are assessed in reference to their propensity to engender denotative perceptions of impressive sport provision and their capacity to procure fresh metonymic images and positive connotations. This is achieved by using a combination of methods, including semi-structured interviews and questionnaires, to explore how sport reimaging has affected the images of potential tourists. As such the study addresses a weakness in the burgeoning place image literature which is dominated by attempts to deconstruct city reimaging, and where there is too little attention to its reception, consumption and interpretation by target audiences. The study findings suggest that all three case study cities have developed strong sporting reputations and that sport initiatives do have the capacity to affect holistic city images because of their potency as metonyms and metaphors. However, despite widespread awareness of their implementation, the specific effects engendered by some case study initiatives appear rather limited. Furthermore, the study reveals certain problems.

Urbanization is viewed as the primary cause of many problems, but also as the primary stage for more sustainable development in the 21st century. But the increasing and ongoing urbanization changes the economic, social, environmental and political setup of cities and can have several negative impacts related to economic and social inequities and environmental damage. At the same time the global sustainability challenges intensifies. Especially cities need to become more sustainable; they need to abolish their dependence on the unsustainable management of resources like water, energy and food.

▼ Adam Greenfield has debunked the ‘Smart City’ as an unfeasible modernist vision. However, cities are already complex interactive systems, grown from the bottom up according to a complex combination of static, dynamic and interactive systems.
To represent a city as an interactive system would be as complex as the design of a future ‘Smart City’ itself. This research investigates the user’s experience of the city. It focuses not on individual interactive touch points, but on understanding urban user experience from a macro-perspective in the context of the everyday life of the digital age.
The research positions itself between contextual bases: digital product and service design (Jan Chipchase) and Public Life Studies (Jan Gehl). It spans digital products and services via individual systems in specific environmental contexts, and Public Life Studies from a spatial design perspective. The goal here is to investigate the interplay between the two.
Further, the research investigates the performative and telematic qualities of digital implementations in public space, based on the proliferation of Smartphones and spatial interaction design in the urban environment. It thereby extends the notion of engaging with virtual and mixed realities via digital interfaces, anticipating, with reference to Villem Flusser’s ‘Telematic Society’, the theory of engaging with a telematic reality.
The research findings point to a shift away from a Smart City approach towards a ‘Smartphone City’ approach, arguing for a stronger integration of Smartphones in the urban fabric rather than the deployment of new and expensive infrastructures.

▼ This research examines the dynamics and workings of bridging social capital through a comparison of the Cleveland and Portland City Clubs. Bridging social capital differs from most common conceptions of social capital (often referred to as bonding social capital) in that the associational connections seek to cross an important boundary that has marked an association at a particular point in time. Each of these clubs excluded women until the 1970's; both have also sought to build a cohort of young professionals over the last decade. The goal of this research is to understand the processes behind integrating these two populations into their respective clubs to expose the development of bridging social capital. Scholars have increasingly noted that associations which can build viable bridges often experience transformative outcomes - including the broadening or re-visioning of an association's mission and its impact within the community. However, due to certain structuralist methodological and theoretical predispositions, most bridging research can often point to the existence of these outcomes but cannot explain how they transpired. How bridging relations operate and produce transformative outcomes is still poorly understood.
This dissertation uses a historicist approach to address those shortcomings. It reveals that bridging relations are far more dynamic then previously presented. Bridging relations can often mitigate, and be mitigated by, politics. How they do this is crucial to their success and the outcomes they produce. I argue that acts of power articulation and capacity development are important elements in building successful bridges. Institutional variations, the creative agency of actors, and the histories of these clubs within their communities help form the playing field through which these elements unfold. To understand this complex nexus and how it produces transformative outcomes, scholars need to study bridging relations over time and within the context from which they emerge.

▼ ‘De Brakke Grond’ is a Flemish cultural centre which is located in one of the oldest parts of Amsterdam, ‘De Nes’. The main goals are to represent the Flemish arts in the Netherlands and to offer facilities for international exchange, cooperation and gathering. The building was originally built as a monastery in 1406 and underwent many transformations since then. The architect Arthur Staal gave the building its present appearance in 1981. The emphasis lies on the theatre and leaves little room for activities such as exhibitions and gathering. Starting point for the new ‘Brakke Grond’ was the ‘grond’, the ground on which it is built, where the plot can be seen as one entire block as part of the town. From this block public spaces are being ‘excavated’ out of the private and facility functions. The spaces and functions created this way find expression by playing with light and proportions, and by the use of different materials, thus making an easy transition from public to private. This variety of spaces each have their own identity, functioning separately, yet interconnecting. There is an interaction between the different materials, between light and dark, between inside and outside, between building and city. This ‘Brakke Grond’ is a place to meet people, to exchange ideas, to develop ambitions, to interconnect with others, and above all to be oneself, embraced by solid ground.

▼ Demographically and economically, there is an ongoing global shift that has resulted in the uneven development and distribution of monetary, human and knowledge capital, and the emergence of global and shrinking cities. The ability of local planners and decision-makers in shrinking cities to effectively manage population loss and economic decline has been limited by the deficiency of available strategies to address the challenges of shrinkage and the stigma of shrinkage within the growth-oriented culture of planning. Although the causes urban shrinkage have been widely discussed, little research has explored the complexity and diversity of the various processes contributing to urban shrinkage.
A two-dimensional shrinking city trajectory typology encompassing both economic and demographic change is developed as a baseline approach to discussing, depicting and classifying shrinking cities. The diversity of urban shrinkage experiences is demonstrated through the examination of the twenty largest American cities to lose population between 1980 and 1990 - fifteen of the twenty cities experienced varying degrees of population loss while simultaneously showing signs of economic growth. The diversity and complexity of urban shrinkage is further explored using a novel cross-correlation network analysis approach to disentangle the complex processes contributing to and stemming from population loss. Two Canadian shrinking municipalities, Chatham-Kent, Ontario and Cape Breton Regional Municipality, Nova Scotia are examined over a period of seventeen years (1997-2013). Results indicate that factors in the urban shrinkage process are strongly interrelated and exhibit circular trends and feedback mechanisms. The analysis also shows significant regional differentiation as each case study has a unique set of processes that preceded population loss. However there were commonalities between the distinct cross-correlation networks. Specifically, unemployment, employment and labor participation rates were indicative of immigration and emigration trends, changes in unemployment were inversely related to housing permit rates and intraprovincial migration was strongly linked to changes in housing starts and completions. Lastly, a shrinkage strategy transferability framework is developed to explore the diversity of local decision-makers’ perceptions of the applicability of shrinkage strategies. The framework is applied to the two Canadian shrinking municipalities to evaluate the transferability of a service rightsizing strategy. Although deemed compatible and transferable by the author and six key informants, the strategy was ultimately considered inapplicable in both municipalities due to governance barriers. Despite similar conclusions, local perceptions of shrinkage and response strategies were found to be influenced by differences in geographic location and longevity of shrinkage.

▼ A central component of President Lyndon B. Johnson’s ambitious domestic agenda called the Great Society, the Model Cities Program sought to alleviate the physical deterioration, crime, and general poverty in inner-city neighborhoods throughout the United States. Espousing citizen participation as the linchpin of the program, legislative architects expected that the solutions for these social ills would come from the local residents with guidance from federal appointed technical advisers and locally elected administrative officials. According to most historians, however, citizen participation disappeared with the Johnson administration and his warriors in the crusade against poverty. Because the program was hardly off the ground when President Johnson left office, most cities executed the program under an administration with a different philosophical approach to the necessity of resident participation. While President Richard M. Nixon may have wanted to scale back some of the most sweeping Great Society programs, he lacked the political capital to eliminate programs like Model Cities entirely. Instead, he often shifted the focus of the program to reflect his policy of New Federalism, which emphasized the redirection of funds to state and local governments. Without the federal directives and mandates, cities were no longer required to include low-income residents on planning boards or to consult neighborhood organizations in making funding decisions. In southwest Denver, Colorado, however, the most meaningful participation of residents occurred two decades after Johnson left office – when it was no longer federally and legislatively required. This thesis illustrates that not only did the Southwest Improvement Council, a grassroots nonprofit organization, achieve successful citizen participation in southwest Denver, but did so long after the federal government stopped mandating its role in community development. By asserting control over the Model Cities project in their neighborhood, the Southwest Community Center, organizers from the Southwest Improvement Council represented the fulfillment of the original agenda of the Model Cities Program. From the standpoint of spurring local citizen participation, some of the most vital contributions of the Great Society may have been unintended and guided by leaders and citizens who acted without federal guidelines or sanctions. Indeed, in the case of the Southwest Improvement Council, it was the inability of local bureaucrats to create the kind of change that was promised that led ordinary citizens to act.

▼ This report presents my graduation research toward a BOLD-driven method which uses the triangle relationship between the project developer, transportation and Big Open Linked Data in the process of monitoring and implementing ambitions for residential project developments. The research is conducted for my graduation at the Technical University of Delft, within the Faculty of Architecture, Urbanism and Building Sciences of the Master Track Management in the Built Environment. It is intriguing how massive the amount of available data and different data sources is nowadays. The amount and, more important, the quality of this data increases rapidly. While big data already seems to be a hot topic for businesses, this data is currently not (often) used or implemented correctly within the built environment. This research shows how (big) data-analytics can influence residential project developments and issues concerning transportation within the city. The key points of the ambitions regarding transportation of the municipality of Amsterdam are ambiguous since it is not clearly stated what the city defines as a solution for the mobility issues. Project development could be useful for implementing the ambitions since project developments change (small) parts of the city. Nonetheless, transportation does not seem to be a very important topic in the development brief. It is furthermore not analysed what impact new developments have on transportation. Therefore a BOLD-driven method is needed to make the transportation issues more tangible. Within this research the main question is stated as follows:How can the triangle relation between project development, transportation and Big Open Linked Data be used in the process of monitoring and implementing ambitions for residential project developments? This research is conducted from the point of view of the project developer. The goal is to give a better understanding of how project developers could make use of the BOLD-driven method in a new residential project development. The answer could stimulate project developers to manage, classify and structure Big Open Linked Data in such a way BOLD can contribute to new projects. This research is an explorative research on the topics of BOLD, transportation and project development.

As tourism is a revenue source that lies in both motivations and experiences that arouses and facilitates is will not be unusual to say that authenticity is the reason why a destination endures and resists.
Cultural tourism has been growing and developing as a resource for economic growth aiming the sustainability of the places and cities that host it. Few are the cities nowadays that do not bet in the creation of attractive events, sometimes similar to other events sometimes completely innovative, but that are capable to ensure a big touristic presence and that allow the city to be a part of an eventual imaginary tourist route, for those who seek the so called genuine and authentic cultural experiences.
The concept “eventful cities” yet new in Portugal is being used in other cities around the world and it has been studied by them, so that each city is capable of developing an authentic event portfolio as a touristic decoy, as well as a thrust activator of economic and social sustainability both local and regionally.
This thesis aims, above all, the attempt to understand some Portuguese eventful cities and the identification of a few event impacts, namely in medieval events, in order to study them and, eventually, propose changes so as to better fit the needs of the cities and their populations.

▼ With the emergence of the latest concept of smart cities, there is a rapid change of lifestyle and a mass migration to cities. At the same time, cities have high demands of infrastructure such as transport and building, and resources such as food, water, and energy, as well as issues like scarcity of adequate land, unapproachable government. All these are adding to the extreme need to find smarter solutions for cities, that can provide better lieable conditions for the citizens. Thus, the Indian government planned 100 smart city project. Many questions were raised on the proposal justification on time, money, approach and objectives. Through this project, I am evaluating the current proposal as an urbanist and using the opportunity to refine the project for a realistic and promising future, rather than creating a label of smartness. In this project, I explore the conditional development of smart cities, investigating various examples from different continents and producing an analytical framework towards the approach of making a city smarter. These examples are assisting me to set guidelines, to shape the Indian cities with its own definition of smartness. The focal point of this project is Delhi, but the other Indian cities will be able to learn from the process of selection of projects and principles. Although, due to lack of time, I would emphasis of few sectors of smartness, in selective neighbourhoods of Delhi.

▼ The research paper assesses the local sustainable development work in Sweden. A theoretical framework has been constructed and applied to six Swedish municipalities. The framework is based on a holistic view and incorporates the structural (integration in the municipality, use of a management system), inclusive (involvement of the citizens), analytical (use of sustainable development indicator) and systematic (framework for sustainable development, sustainability policies) perspective of sustainable development work. In particular, the use and implementation of sustainable development indicators was in the research focus. Semi-structured interviews were conducted to examine the sustainable development work on the local level. The assessment showed that sustainable development work is to a different extent integrated in the municipality. Some municipalities have dedicated teams working with sustainable development, in other municipalities lies the responsibility on the department chefs. Overall, the municipalities try with the resources they have to work at their best for a sustainable future for their municipality. However, there is room for improvement in terms of structural implementation, use of effective tools and involvement of the citizens.

▼ The purpose of this research is to study the implementation of ecological modernization branding in the cities of The Hague, Rotterdam and Utrecht in the Netherlands. These cities use ecological modernization branding to attract people, projects and investments. For example, they may project the image of being ‘smart’ and commission projects to showcase that they are in fact a smart city. However, the overall image that appears from the literature is that there exists a substantial gap between the brand image and its actual implementation. An assessment framework is synthesized in order to carry out this study, this analytical framework addresses numerous aspects: municipal input, throughput and output factors, the local action arena, projects and outcomes to assess the implementation. To this end, the main research question is: How do the three Dutch cities in the ‘Randstad’ i.e. Utrecht, Rotterdam and The Hague implement the programs, policies and attract investments that adhere to the city brands they project? A comparative case study approach is best suited as we can identify similarities, differences and themes across regions and cities using the assessment framework to analyze the cases. Methods used will primarily be desk research and interviews to complement the comparative study and will add nuance to our understanding of ÈM branding. The results revealed three types of EM brand labels present in these cities.

▼ It is expected more cities in Europe are going to encounter shrinkage because of changing demographics. Shrinkage can also occur because of a negative migration balance. When a city shrinks, municipalities take measures on the urban hardware, software and mindware in order to maintain the liveability for the remaining residents. This research studied the measures taken in two shrinking cities: Heerlen in the Netherlands and Gelsenkirchen in Germany. Both former mining cities. Most measures are taken on the urban hardware and software aspects. Measures include demolishment of dwellings, redesign of the public space and involving residents in the redevelopment plans. In both cities that were studied, there is no significant change in liveability noticeable because of the measures taken. Since it is expected that when a municipality takes no measures, the liveability decreases, there must have been some positive effects because of the measures. Which measures caused which effect can, however, not be determined because municipalities implement multiple measures at the same time. It does seem to be important to involve residents in the planning and to take measures which have a visible result so that residents notice the attention from the municipality.

▼ Charles Baudelaire famously wrote that he dreamed of the miracle of a poetic prose in order to find a mode in which to write about cities: ―It was, above all, out of my explorations of huge cities, out of the medley of their innumerable
interrelations, that this haunting ideal [of a poetic prose] was born.‖ These explorations led to Paris Spleen, widely accepted as the first volume of modern prose poems written. The critical portion of this dissertation examines the purported
relationship between the prose poem and the city, constructing an apparatus of Baudelairean correspondences inquiring into how the built environment of the poem relates to the built environment we live in, using—in addition to poetry—literary criticism,
urban theory, structural linguistics, sociology, and architectural theory to explore these sightlines. The prose poems in the manuscript that follows, ―Model City,‖ exploit the connection between prose poetry and the urban and give it another
twist—exploring the relationship between rigid form and the ―drifting‖ poetic, the poems are ―model cities‖ in themselves, built environments designed to a utopian template that thereby create space for the ―innumerable relations‖ of utopic and dystopic
living that goes on inside them.

▼ From the outset global cities have been primarily seen as outcomes of changes in global economic capitalism. This has led to critical responses arguing for the need to consider more centrally the role of politics in global city formation, and in particular the need to critically analyse city-state relations in varying geographical contexts. Three dominant strands of critique have emerged: a literature on state rescaling (primarily based on experiences of North American and Western European cities), a literature on developmental states (on East Asian cities) and a literature on postcolonial urban theory (primarily on cities in the Global South). Although these approaches all argue for a re-focusing on the role of the political in global city formation, they do not easily fit other geographical and geopolitical contexts. This thesis aims to contribute to the debate by focusing on the case of Istanbul as Turkey s emerging global city. Based on semi-structured interviews, this research challenges some key assumptions of global cities research, state rescaling approach, developmental approach and postcolonial urban theory through the case of Istanbul. It also provides a critical conceptual understanding of Istanbul s globalisation, argues the role of actors in global city making and will demonstrate that contrary to what is generally claimed in the literature, the relationship between Istanbul (city) and Turkey (state) could be assessed as more harmonious rather than tension-filled. Furthermore, the research goes beyond revealing the points where Istanbul conforms or does not conform to the existing approaches, and addresses the very recent academic debates between those who believe that we need new theories to understand the dynamics and impacts of the actual global urbanisation and those who suggest that instead of calling for new theories there is a need to examine and improve the existing approaches. To do that, my research develops an alternative conceptualisation – the in-between city - that might cover the cities located in the region spreading from Eastern Europe to Central Asia. The argument behind this concept is that owing to their intersectional positions between East and West, and the continual links between their imperial and global periods, cities such as Istanbul, Vienna, Budapest, St. Petersburg or Moscow, present more hybrid characteristics in comparison to the cities categorised by the existing approaches.

▼ A presente tese constitui-se em um estudo sobre as políticas públicas que podem transformar-se em alternativa à lógica fragmentada na forma de pesar e projetar a vida nas cidades. O objetivo central foi realizar um paralelo entre Cidades Educadoras com mais de uma década de engajamento à proposta da AICE,m analisando a perspectiva de reinvenção das relações urbanas e,a partir das políticas públicas ali efetivadas, discutir os limites e as possibilidades de avanço. A pesquisa ocorreu em três cidades que se assumem como Cidades Educadoras, com engajamento à proposta há mais de uma década, para verificar a perspectiva colocada de reinvenção das relações urbanas a partir das políticas públicas ali desenvolvidas. As Cidades Educadoras estudadas - Barcelona, Espanha; Porto Alegre, Brasil e Rosário, Argentina – constituem uma amostra da possibilidade de transformação de municípios em redes educativas, com uma carga de intenções que busca concretizar em políticas públicas uma nova visão de cidade, onde a educação e os direitos humanos sejam reconhecidos e exercitados. As cidades assumidas como Cidades Educadoras trabalham para transformar a utopia de uma cidade educar e ser educada pelos cidadãos em realidade, através de novas formas de participação nas decisões coletivas, praticando e incentivando o exercício da construção dos consensos necessários para a vida de todos os habitantes ter mais dignidade e qualidade. A manifestação dos gestores das cidades pesquisadas mostra um conceito de “cidade educadora” ainda em construção, que necessita um aprofundamento, pois está aberto para pensar em rede, no multiculturalismo, na interculturalidade, enfim, pensar a educação em consonância com a vida das pessoas e da sociedade. A proposta das Cidades Educadoras se organiza em uma associação de cidades – AICE – que está presente em todos os continentes e age como uma rede técnica auxiliar de todos os municípios que buscam uma nova forma de produção de conhecimento.
This thesis constitutes a study on public policies that can become an alternative to the fragmented logic in the form of regret and design life in cities. The research results in thesis occurred in three cities that are assumed to Educating Cities, engagement with the proposal for more than a decade, to verify prospect placed reinvention of urban relationships from there developed public policies. Educating the studied cities - Barcelona, Spain; Porto Alegre, Brazil and Rosario, Argentina - are an indication of the possibility of transformation of municipalities in educational networks, with a load of intentions in seeking to implement public policies a new vision of the city, where education and human rights are recognized and exercised . ▼ Early reformers reasoned that by changing institutional structure in local government you could solve organizational problems. Institutional structural reform in local government has interested scholars ever since. The reform movement in the early 20th century firmly established the council-manager (administrative) model of government, which along with the mayor-council (political) model, is now utilized in 92% of all U.S. municipalities. Recent scholars have observed and reported on the fact that, increasingly, mayor-council municipalities are adopting structural changes that resemble characteristics found in council-manager municipalities and vice-versa. This research seeks to examine the question of whether these structural changes have any effect on these local governments by examining the behavior of Chief Administrative Officers (CAO) and municipal outputs. The author examines a representative sample of 266 administrative and political municipalities within the U.S. having a population between 10,000 and 250,000. The institutional structures of these 266 municipalities are measured for political model and administrative model characteristics using three separate independent variables. The effects of institutional structural change is measured
using group mean T-tests, ANOVA analysis, and multiple regression for per capita expenditures, working time allocation between the management, policy, and political role activities for the CAO, the quality of services provided, and the involvement level of the CAO compared to the council in the mission, policy, administrative, and management dimensions of municipal responsibilities.
The study findings are mixed; significant effects are found in some but not all variables. Changing local government structures from characteristics found in the political model to characteristics found in the administrative model: makes no difference in municipal expenditures; makes a difference in how a CAO allocates his time in management and political activities but not policy activities; makes a difference in how the CAO perceives quality of services; makes a difference in the level of involvement for the CAO in the policy, administrative, and management dimensions of responsibility but not the mission dimension. Overall, this study has found that, by using more complex methods to measure institutional structure change, changes in institutional structures do make a difference in important areas of CAO behavior and outputs in local governments.
