▼ Since independence in 1964, there has been an urgent need for economic development in Zambia, which led to the establishment of the Development Bank of Zambia (DBZ) as a source of long-term finance for development.This thesis examines the role of DBZ in the development of the country,particularly through its investment policies and appraisal methods. It also looks at how the portifolio management decision has been arrived at in the Development Bank of Zambia in order to meet national criteria and requirement.In doing so, it considers how projects financed by DBZ have been important instruments with respect to the following: (1) Contribution to national output, (2) Generation of employment, (3) Effecting linkages with other sectors ,.of the economy, (4) Contribution to reduction in the imbalances between rural and urban development. It was observed that the Bank had developed appraisal techniques of internationally accepted standards. In its appraisal work, emphasis is placed on adequate appraisal and scrutiny of all aspects of the projects such as the managerial, technical, financial, commercial and economic aspects. Notwithstanding this fact, the choice criteria of selecting projects is tailored to the needs and requirements of the country.It was also observed that the Bank had made a significant contribution to the economic development of the country through the provision of mediumterm and long-term finance to both private and parastatal enterprise for development purposes. The bulk of the loans sanctioned by the Bank were mostly for new of existing projects and expansion/ones, which were mostly extended to agro-based industries. However, the Bank has failed to make an impact on the rural sector of the economy. A Province-wise analysis of the distribution of loans sanctioned by the Bank indicates that by 1979, 89 percent of the loans went to five provinces, namely, Central, Copperbelt, Eastern, Lusaka and Southern, while the remaining four provinces viz, Luapula, Northern, Northwestern and Western accounted for 7 percent with the remaining 4 percent being unallocatable.It was also observed that the Bank continued lending to financially big business, to the neglect of small scale enterprises which are not yet covered by the DBZ Act. Indeed, by 31st March, 1981, the average loan amount stood at K577,000 per project which is by far in excess of the minimum loan amount of K25,000 stipulated in the DBZ Act.

▼ One of the economic cnmes that have adversely affected the level of economic development in Africa today is money laundering. Money laundering has the notorious tendency to discourage or frustrate legitimate business enterprise, corrupt the financial system and ultimately, the socio-political system. Money laundering diminishes government tax revenue and weakens government control over the economy and thus undermining the function and integrity of financial systems. Modern financial systems, in addition to facilitating legitimate commerce, permit criminals to order the transfer of millions of shillings instantly. Criminals have always endeavored to conceal the origin of illegally generated funds in order to erase all trace of their wrongdoings. This study sought to establish the challenges faced by the Central Bank of Kenya in combating money laundering in the country and determine how the bank is dealing with these challenges. The significance of the study will help the bank as the regulator in financial industry realize the areas of attention and where it needs to improve in order succeed on its objective in combating money laundering in Kenya. The researcher carried out a case study of Central Bank of Kenya to find out the challenges it faces in combating money laundering the respondents were senior bank managers and officers of Bank Supervision Department and Bank Fraud Investigation Unit who were required to respond to questions in an interview quide. Each section of the interview guide was aimed at answering each of the 2 objectives of the study. The study established that Kenya is faced with the challenge of the porous borders especially the war torn neighboring States which aid in human and drug trafficking and piracy combined with the extensive unsecured borders along these states. The findings indicated this as the sole agent through which money launders have taken advantage. Porous borders are also the source of terrorism financing through unreported foreign cash inflows not ascertained if related to money laundering. It is difficult for the regulator to trace or detect the proceeds of crimes either through aliens, hard cash smuggled in and v out of the country. The AML act empowers the Financial Reporting Centre to ensure compliance. The study identified the money laundering challenges as; lack of adequate laws, delay in implementation of the recently enacted AML Act, lack of laws to deal with money laundering in neighbouring countries, difficulty in monitoring the movements of people including terrorists, presence of cash couriers, ease of smuggling, corruption at the porous borders , unreported cash flows and legal and regulatory challenges. The study further found out that the big challenge for reporting institutions is to strike a proper balance between implementing the Act and maintaining client confidentiality for the case of the commercial banks and this will affect how CBK can effectively monitor and supervise them in combating the vice. ▼ Concerns about currency fluctuations are becoming increasingly prominent in both advanced and emerging countries, including Ghana because they affect imports and exports directly. The main aim of the study is to assess the impact of the Central Bank intervention on Exchange rates in Ghana, using Société Générale Ghana as a case study. This study used secondary data mainly drawn from the Bank of Ghana Data base. The study covers a time period of 4 years (2014-2018) which captures period in which the Bank of Ghana initiated new rules to augment and support the free fall of the cedi. To interpret and analyze the data in relation to the variables under study, Descriptive Statistics, Unit root test such as the Augmented Dicky Fuller Test was run. Models for the study were the Stock Watson (DOLS) test and the Granger Causality test. Eviews10 was used in the data analysis. The results indicate that the data was stationary using the Augmented Dickey Fuller test The correlation analysis indicates that there exist a positive correlation between interbank rate and Central Bank Intervention with a correlation coeffiecient of .073. A regression analysis was run to establish the effect of the central bank intervention on the exchange rate. The coefficient of the dependent variable at zero level of the explanatory variable was .073 indicating a positive relationship exist between central bank intervention and the interbank exchange rate despite the fact that the constant has no significant meaning in the model than reflecting the value of interbank exchange rate when central bank intervention is held constant. The R2 which is the determinant of the coefficient measures the proportion of the variance in the dependent variable that can be explained by the independent variable. The coefficient of 0.005 explains only 5 percent of the variability of the dependent variable. The F-ratio in the ANOVA table indicates whether the overall regression model is a good fit for the data. The table indicates that the independent variables do not statistically justify the model to be a good fit (1,58)=0.308, p>.005. The Null Hypothesis of the Granger Causality states that Intervention does not Granger Cause Interbank rate. The rule of thumb indicates that the probability of the F-statistics must be less than 5 percent to show causal relationship. The probabilities of the causal variables of intervention was 0.712 and interbank rate was 0.111. per the results obtained, the null hypothesis is rejected and a conclusion drawn that no relationship exists between central bank intervention and the exchange rate. Conclusions were drawn based on the findings and recommendations made for policy makers and future research directions.

▼ Efficiency in the banking sector is recognized by the Central Bank as a precondition for macroeconomic stability and is important for effective monetary policy execution. Further, a banking sector’s ability to allocate credit efficiently pegged on economic fundamentals is expected to have positive implications for economic growth. These preconditions were, however, not a solid determinant of anticipated efficiency in the Kenyan banking industry owing to unpredictability of lending-rate flexibility. Based on the aforementioned, this study sought to investigate the factors that influenced commercial bank rate adjustment disparity with what the Central Bank of Kenya would expect after variation of the Central Bank Rate and Cash Reserve Ratio. The study used secondary data which was collected from the Central Bank of Kenya and the Kenya National Bureau of Statistics, and on whose basis comparisons were made with reference to the Non-Performing Loans, Operating Costs, Industry Return on investment, and Overall Gross Domestic Product. The analysis was done using descriptive statistics and regression analysis with the aid of SPSS for Windows V.20. From the resulting regression model, non-performing loans, operating costs and industry profits had a positive influence on disparity between the central bank rate and commercial banks lending rate at 3.14, 1.75 and 2.25 unit times respectively. On the other hand, gross domestic product had little and negative influence on commercial rate adjustment. That is, an increase in gross domestic product did not significantly trigger commercial banks’ adjustment of interest rate, and if it did it was to the opposite direction. This meant that there was a significant relationship between non- Performing loans, gross domestic product, operating costs and return on investment, and the trend of disparity between the central bank rate and commercial banks lending rate in Kenya. Based on the findings, it was recommended that there was need for an interventionary move by CBK to translate the industry’s recovery effectiveness to optimal credit/loan costing and shielding of existing contracts from re-pricing. Also, despite the high target liquidity mopping indices, the pre-existing bank debtors should be insulated from unanticipated increases in order to protect their investments while sustaining their repayment abilities. While banks were encouraged to expand and provide advanced services to the public and even beyond the republic, there was little sense in allocating the financing burden to the borrowers through higher interest rates. There was need for commercial banks need to be extremely innovative by broadening their banking products so that options of enlarging lending rates far adrift the CBR were made secondary as opposed to being primary. Finally, it was recommended to the responsible authorities to bolster the country’s economic pillars which in turn would trigger the “hidden hand” industry stabilization.

O objetivo desta dissertação consiste em analisar, sob a ótica do risco de crédito, as principais questões relativas à implantação de Basiléia II no Brasil. O foco principal de pesquisa concentra-se na análise do quadro regulamentar proposto por Basiléia II comparativamente à Resolução CMN 2.682/99, principal norma que regula a mensuração do risco de crédito no Sistema Financeiro Nacional. Tal comparação tem por objetivo compreender e qualificar as diferenças, em termos dos conceitos adotados e de sua abrangência e operacionalização, entre o quadro normativo atual e o desenhado por Basiléia II. Estender essa comparação até a regulamentação anterior, a Resolução CMN 1748/90, permite caracterizar a natureza evolutiva do processo que levará à adoção de Basiléia II, evidenciando que uma ampla revisão nos conceitos relativos à mensuração do risco de crédito ocorreu no Brasil com a edição da Resolução CMN 2682/99. O presente trabalho é justificado por seu direcionamento a uma questão até o momento pouco explorada: a análise da implantação de Basiléia II no Brasil considerando o ambiente de regulação para crédito existente no país. Sem minimizar a complexidade de Basiléia II, explora-se a hipótese de que as maiores dificuldades para sua implementação no Brasil referem-se à complexidade de seus aspectos operacionais, mais do que à novidade conceitual propriamente dita, especialmente em relação aos conceitos presentes na norma brasileira para risco de crédito e sua aplicação prática a partir de sua edição, em 1999. Supre-se a carência de bibliografia discutindo Basiléia II a partir da realidade regulatória brasileira mediante a realização de um levantamento de natureza exploratória junto aos agentes de mercado envolvidos com o tema, capturando sua percepção sobre a natureza das dificuldades que vem sendo enfrentadas na preparação para Basiléia II, bem como seu entendimento quanto à evolução da regulação de crédito brasileira.

The main objective of this work is the analysis of the credit risk aspects related to the implementation of Basel II in Brazil. The research focus consists in the analysis of the regulatory framework proposed by Basel II compared to CMN Resolution 2.682/99, the most relevant credit risk regulation of Brazilian banking system. The purpose is to understand and qualify the differences between present regulatory environment and Basel II framework, focusing conceptual terms, involved areas and operationalization requirements. Extending such comparison to previous regulation (CMN Resolution 1748/90) characterizes the evolutive nature of Basel II adaptation process, showing that a large amount of conceptual changes concerning credit risk measurement has already happened in Brasil with CMN Resolution 2682/99. Detrás das ações levadas pela autoridade monetária, encontra-se uma estratégia sistemática impulsionada pelas preferências relativas à consecução de determinadas metas. Num regime de metas de inflação, apesar de um claro mandato voltado à estabilidade de preços, a autoridade monetária é menos explícito com seus outros objetivos de política monetária. O presente trabalho tem por objetivo identificar as preferências da autoridade monetária peruana sob o regime de metas de inflação através da derivação de regras monetárias ótimas. Para atingir a tal objetivo, empregou-se uma estratégia de calibração. Esta estratégia baseia-se na escolha dos valores dos parâmetros de preferências que minimizem o desvio quadrático entre a verdadeira taxa de juros e a taxa de juros ótima simulada. Os resultados evidenciaram que autoridade monetária tem aplicado um regime de metas de inflação flexível, priorizando a estabilização da inflação, mas sem ter desprezado o gradualismo da taxa de juros. Por outro lado, a preocupação pela estabilização do produto tem sido mínima, revelando que o hiato do produto tem sido importante porque ela contém informação sobre a inflação futura e não porque seja considerada como uma variável meta em si mesma. Finalmente, quando o suavizamento da taxa de câmbio nominal é considerado na função perda da autoridade monetária, a ordem de importância das preferências tem-se mantido e o suavizamento da taxa de câmbio apresentou um peso insignificante. Este último resultado tem sido consistente com o esquema de metas de inflação adotado pelo Peru, dissipando qualquer conflito de objetivos que finalmente coloquem em risco a credibilidade da autoridade monetária que é tão necessária para ancorar as expectativas inflacionarias.

Behind the actions taken by the monetary authority, is a systematic strategy driven by preferences for the achievement of certain goals. In a regime of inflation targeting, despite a clear mandate aimed at price stability, the monetary authority is less explicit with its other goals of monetary policy. This study aims to identify the preferences of the monetary authority in the Peruvian regime of inflation targeting through the derivation of optimal monetary rules. To achieve this goal, employed a strategy of calibration. This strategy is based on the choice of values of the parameters of preferences that minimize the square deviation between the true interest rate and interest rate optimal simulation. The results showed that the monetary authority has applied a system of flexible inflation targeting, prioritizing the stabilization of inflation, but without having despised gradualism in interest rates. On the other hand, concern for stabilizing output has been minimal, revealing that the output gap has been important because it contains information about future inflation and not because it is considered a variable goal in itself. This thesis consists of three empirical papers on central bank institutional design.Chapter 1 contributes to the debate on the importance of central bank independence (CBI) in lowering inflation rates. It stresses the relevance of employing indices of central bank independence computed dynamically in two ways. First, it recomputes the evolution of the Grilli et al. (1991) index of CBI and shows that the timing of large legislative reforms is closely related to inflation rate dynamics. Using unit root tests with endogenous structural breaks, I find that reforms that modify the degree of CBI represent structural breaks in the inflation rate dynamics. Second, employing the dynamic Grilli et al. (1991) index of independence confirms the negative relationship between CBI and inflation in a sample of 10 advanced economies.Chapter 2 presents a new and comprehensive database of central bank institutional design for 65 countries over the period 1972 – 2014. This chapter describes in detail the sources of information and the coding rules used to create a new index of central bank independence. It also compares this new index with the classical measures of CBI and highlights the new aspects of central bank institutional design included in this database such as financial independence and accountability. An important innovation of this new index is its dynamic nature. This enables an investigation of the endogenous determination of the level of independence of central banks and suggests several instruments for the CBI index. Using an instrumental variable approach, this chapter provides strong support for a causal, negative CBI-inflation nexus.Chapter 3 uses a political economy framework to investigate the drivers of reforms in central bank institutional design. Using the new CBI index developed in Chapter 2, this Chapter investigates the determinants of central bank reforms in a sample of 65 countries over the period 1972 – 2014. The results obtained suggest that the incentives generated by initial reforms which increased the level of independence, as well as a regional convergence, represent important drivers of reforms in central bank design. At the same time, an external pressure to reform, such as obtaining an IMF loan or joining a monetary union, also increases the likelihood of reforms, while government changes or crises episodes have little impact.

Monetary policy is a key tool for regulating the economies of most developed countries and as such, its impact on financial markets and the channels by which this occurs is of great import to policy makers and financial market participants alike. Consequently, in an attempt to provide insight into this process, this thesis examines the impact of monetary policy, communicated by central bank actions and statements, on Australian financial markets. Foremost, this thesis is the first study to provide evidence of the channels of monetary policy triggered by central bank statements. Secondly, this thesis is the first to statistically examine the differential impact of central bank actions and statements and thirdly, this thesis is the first study to examine all three channels of monetary policy (interest rate, foreign exchange and credit channels) in a given economy across the same time period. Taken together, the studies in this thesis conclude that all three channels of monetary policy play a role in the dissemination of monetary policy into Australian financial markets. Specifically, this thesis finds strong evidence for the exchange rate channel in the foreign exchange market and equity market; the interest rate channel in the interest rate futures market and equity market; and the bank loan channel in the equity market. Evidence pertaining to the balance sheet channel of monetary policy is reported, but is substantially weaker than the aforementioned channels. Likewise, the results reported in response to central bank statements, proxied by the explanatory minutes’ release, are weaker than those results obtained for the monetary policy announcement. This can be explained by Shannon’s (1948) information theory, which proposes that information is the resolution of uncertainty. As the amount of information is also responsible for the size of the market response, this intuitively suggests that monetary policy announcements, which provide objective information, resolve more uncertainty than explanatory minutes’ releases, which provide more subjective information, providing support for the adage ‘actions speak louder than words’ (Davis, 1736).

A literatura empírica que buscou investigar os efeitos da independência do banco central sobre os custos de desinflação encontra, quase que em sua totalidade, uma relação positiva entre estas duas variáveis, indicando que episódios desinflacionários mais custosos estão relacionados a países com bancos centrais mais independentes, contrariando a teoria novo clássica, que atribui um prêmio para a credibilidade da política monetária em termos de custos de desinflação. No entanto, a maioria desses trabalhos limita-se à utilização de uma amostra que compreende apenas países desenvolvidos durante o período 1960-1990. Além disso, a metodologia econométrica freqüentemente utilizada é a de Mínimos Quadrados Ordinários, método incapaz de controlar para a existência de algum tipo de endogeneidade ou viés de seleção na relação de interesse. Dessa forma, o presente trabalho busca complementar a literatura existente de duas formas: (1) utilizando uma amostra mais ampla, que inclua não somente países em desenvolvimento, mas também episódios desinflacionários mais recentes; e (2) empregando os métodos baseados em \it{propensity score}, metodologia econométrica capaz de controlar para a possível existência de viés de seleção na relação entre independência do banco central e custos de desinflação. Algumas conclusões importantes são obtidas. Primeiramente, quando as metodologias que lidam com a existência de viés de seleção são utilizadas, encontra-se um efeito insignificante do grau de independência do banco central sobre os custos de desinflação. Este resultado se sustenta não somente fazendo uso da amostra introduzida neste trabalho, mas também da amostra frequentemente empregada pela literatura empírica sobre o tema. Ademais, a utilização isolada da amostra mais ampla também aponta para um efeito insignificante da independência, indicando que ainda que houvesse um impacto positivo da independência do banco central sobre os custos de desinflação até o final da década de 1980, as diversas mudanças no ambiente econômico ocorridas nas duas últimas décadas foram capazes de, no mínimo, reduzir tal efeito.

The majority of the empirical literature about the effects of central bank independence on disinflation costs found a positive relationship between these variables, meaning that more costly disinflationary episodes are related to countries with more independent central banks, opposing to the new classical theory, which states that there is a credibility premium in terms of disinflation costs for monetary policy. However, most of these works are concentrated only in disinflationary episodes of developed countries between the period of 1960-1990. Furthermore, the dominant econometric method used is Ordinary Least Squares, a technique incapable of controlling for the existence of endogeneity or selection bias. Esta dissertação pretende analisar o papel do Banco Central Europeu (BCE) na União Europeia e na crise da zona euro. Especialmente, procura compreender se a arquitetura inicial sobre a qual o BCE foi construído era adequada para responder aos desafios que se vieram colocar durante a crise, procurando analisar as alterações motivadas pelo desenvolvimento da crise. O BCE é uma instituição fundamental para a união monetária. Estando no centro da questão, dadas as características financeira e bancária da crise, o BCE tem vindo a enfrentar muitos desafios. Muitos têm criticado o papel do BCE na crise da zona euro, realçando a sua limitação de poderes pelos Tratados e a sua lentidão na resolução dos problemas de liquidez dos estados membros. Outros consideram que o BCE tem sido a instituição determinante para a resolução da crise. Mas durante o período em que a crise se foi aprofundando, e em que a crise financeira inicial evoluiu para a crise da zona euro, o BCE enfrentou e continua a enfrentar muitos desafios e mudanças, assumindo um papel decisivo na crise. No Sistema Monetário Europeu, o BCE é agora uma instituição mais forte com mais instrumentos e novos poderes. A União Europeia enfrentou o seu maior desafio e conseguiu sobreviver unida pelo euro. Contudo, o BCE, que tinha a estabilidade de preços como o seu principal objetivo, enfrenta agora o perigo de deflação. Manter a estabilidade financeira é agora um objetivo fundamental e a regulação das instituições financeiras é fundamental para a estabilidade da zona euro. Uma união bancária eficaz, capaz de regular a integração financeira e de efetuar uma supervisão bancária centralizada adequada é fundamental para a continuidade da zona euro. Nesta presumível fase final da crise europeia, o BCE tornou-se num banco central muito mais interventivo devido às circunstâncias excepcionais que tem vindo a enfrentar. Esta dissertação começa por caracterizar o papel de um banco central numa união monetária e os seus constrangimentos. Seguidamente, expõe as políticas, os instrumentos e a arquitetura original do BCE. No final, é abordado concretamente o papel do BCE na crise da zona euro com a análise paramétrica dos efeitos das políticas do BCE nas taxas de juro das dívidas soberanas.

This dissertation is an attempt to explain the role of the European Central Bank (ECB) in the European Union and in the Eurozone crisis. In depth, it attempts to comprehend if the initial framework on which the ECB was built was designed to respond to the problems faced by the Eurozone, and to analyze the changes motivated by the course of the Eurozone crisis. The ECB is a key institution in the monetary union. Being at the heart of the problem, the ECB faces many challenges. Many have criticized the ECB’s role in the current crisis, pointing out its lack of power and slowness in solving the Eurozone’s problems, while others see the ECB as the main contributor to solving the ongoing crisis. ▼ The environment in which organizations operate in is ever changing and for survival hence organizations ought to develop and implement various strategies geared towards survival in a turbulent environment and to increase their competitiveness. Various models of change management have been developed by various scholars: they include Lewin’s (1947) three step model of change, Kotter’s (1996) eight-step model, Kanter et. al (1992) model of change management, Bullock & Battern (1985) four-phase model of planned change and Senge’s (1990) learning organizational model. The objective of the study was to establish the implementation of strategic change programmes at the CBK and evaluate the process used in the implementation of these changes. The findings concluded that the need for strategic change at CBK was necessitated by the bank’s quest to facilitate its workforce, fulfil their strategic objective of being a world class Central Bank to meet the demands of their stakeholders, the market environment, and be able to fulfill its mandate as a main regulator. The research was conducted through a case study where qualitative research for data collection was applied. Primary data was obtained through personal interviews using an interview guide which was administered to select member of the Bank in key strategic areas. Use was also made of other available Secondary data that was obtained from various periodic journals, weekly Bulletins, previous questionnaires used during the various change implementation initiatives, CBK Strategic plan and various reports obtained from the intranet and the communication channels of the organization. The data collected was summarized according to the study theme being strategic change implementation and the factors influencing implementation of strategic change programmes and analyzed using content analysis. A detailed interview guide was undertaken in support of this project and it identified the existence of three common themes which were also observed during the review of literature (Leadership, Culture and Communication). Finally the enactment of the constitution of Kenya 2010 remains the greatest force for the change in the CBK due to various provisions which required changes to be implemented to ensure the Constitution fulfils its Mandate.

▼ Intervention is a very crucial policy tool that central banks uses to correct any short term exchange rate misalignments and to dampen excessive short-term volatility in the exchange rate and other disorderly market conditions. However, it could put the banks credibility and the scarce foreign exchange reserves at risk if poorly adopted. Despite the prevalence of intervention in developing markets, empirical research on its impact is limited. In spite of the importance and frequency of intervention in the foreign exchange markets of Kenya and other developing countries with floating exchange rate regimes who have experienced very rapid and sharp short-term volatility of their domestic currency, relatively little empirical work has measured its effectiveness and also there has been very little research on factors that determine the magnitude of intervention. The general objective of the study was to investigate the impact of central bank intervention in the spot foreign exchange market in Kenya. The event is what the researcher studied. The population under study comprised the number of years that CBK has at least been in the market intervening in the spot foreign exchange market since Kenya adopted the floating foreign exchange regime i.e. 1993 to 2012. The study found that the Forex Markets Reacts both positively and negatively to Central Bank Intervention announcement. It was found that there was an increase in volumes of Forex traded before Central Bank Intervention announcement which reduced after Central Bank Intervention announcement as compared to those before the Central Bank Intervention announcement. This study found that there were positive mean returns with respect to Central Bank Intervention announcement; this was in agreement with the signaling hypothesis. The study found that direct currency intervention by central bank is conducted by the monetary authority which aims at influencing exchange rate. Indirect currency intervention is a policy that influences the exchange rate indirectly these includes capital controls (taxes or restrictions on international transactions in assets), and exchange controls (the restriction of trade in currencies, these policies lead to inefficiencies or reduce market confidence, but can be used as an emergency damage control
