▼ The use of sports for the purposes of peace and development is currently becoming a growing phenomenon. In Africa, sports, especially football, was employed by freedom fighters as part of the several struggle mechanisms, to achieve independence, fight racism and promote national unity. As football in today’s world is deemed popular, simple to play and above all capable of moving outside the pitch to impact lives and serve as a unifying activity, the study seeks to look out for what FIFA and CAF have done and are doing to promote peace, using the game. FIFA is the world’s governing body of football and CAF is the game’s administrative body in Africa. The study, relying on the qualitative method of data collection via interviews and information from secondary sources, utilizes Galtung’s ‘3Rs’ theory of peace and violence as the theoretical framework through which the body of the work is viewed. Galtung’s ‘3Rs’ stands for Reconstruction, Reconciliation and Resolution. The extent to which football fosters peace and the role FIFA and CAF have played in this venture is analyzed. The study, among others, reveal that football has the power to break tensions of incompatibilities among societies and individuals but must carefully be handled as it also has the capability of worsening situations sometimes. Also, it reveals that CAF and FIFA have immensely contributed to the peace project in Africa through tournaments, collaborations with other organizations and donations. The study establishes that, FIFA and CAF have amongst the ‘3Rs’ of Galtung’s idea of Peace, engaged in Reconstruction and Reconciliation much more than Resolution as far as their peace initiatives on the continent are concerned. The study recommends that FIFA and CAF put in place monitoring mechanisms and expand their commitments toward peace building projects on the continent. It also recommends to these bodies to expand the spectrum of fighting racism to include the concerns of other minorities in society like the Fulanis and Albinos in Africa. It is recommended that, the field of peace and sports be included in the educational programs of Colleges and Universities to help create experts and popularity of the role sports, especially football play, as an effective tool in helping to promote peace.

▼ Fingermarks have been used for centuries as a means of determining an individual’s identity and fabrics have long been considered a difficult substrate from which to visualise and collect fingermarks. This study mainly concentrated on vacuum metal deposition (VMD) and cyanoacrylate fuming (CAF), to ascertain whether these methods could visualise planted marks and consequently be used in the examination of clothing from assault cases. Nine different fabrics: cotton, polycotton, polyester, nylon, nylon-Lycra, satin, silk, rayon and linen along with fifteen donors ranging in age, sex and ability to leave fingermarks were used during this work. The donors were previously tested on paper to determine their propensity to leave fingermarks, which gave an indication as to their donor ability level – poor, medium or good. The samples were collected and processed with the appropriate technique after a determined time interval, generally, 1, 2, 3, 4, 5, 6, 7, 14, 21 and 28 days, however this was altered for some of the trials. From the results, it was found that both VMD and CAF did visualise marks and ridge detail from latent fingermarks. VMD was found to be the most suitable technique for development of fingermarks on fabric, with gold + zinc VMD best for light coloured fabrics and silver VMD for dark. CAF also visualised several identifiable marks, even with the problems of background fluorescence from the basic yellow 40 (BY40) dye used to visualise the cyanoacrylate (CA) polymer. Generally, it appears that the smoother fabrics with a tighter weave, such as nylon and silk allowed the visualisation of more detail than rougher and/or looser weave fabrics such as cotton and linen. The latter tended only to show empty marks or marks, which gave indications of where the fabric had been touched. However, fabrics that did show marks, even if not suitable for identification, could still give information as to the sequence of events that may have occurred during an assault as well as identifying an area to tape for DNA. It was determined that it was possible to collect DNA from VMD visualised marks which led to partial and full profiles of those who touched and grabbed the test swatches or items of clothing tested. Though both VMD and CAF were affected by the addition of water to the surface of the fabrics being processed, marks and ridge detail were still detected, though CAF was less effective than VMD. With sequential treatment, it appears that the optimum sequence is VMD followed by CAF, due to enhancement of contrast between the metal deposits and BY40 yellow stained background. CAF then VMD only led to extra detail being observed on nylon-Lycra. There was limited success with 1,8-diaza-9-fluorenone (DFO), small particle reagent (SPR), ninhydrin, fluorescent powders or the sputter coater for alternative VMD metals. The production of nanoparticles was unsuccessful; so no fingermark visualisation was attempted. ▼ This thesis investigates implicit accuracy, which is considered the ability to use structures and rules that have become internalized and can thus be uttered easily, and explicit accuracy, defined as the presence of linguistic items learnt by the L2 speaker that have not yet been transferred in implicit accuracy. To investigate in what respect L1, beginning L2 and advanced L2 speakers of Dutch differ in terms of implicit accuracy, spontaneous speech was elicited by two speech tasks.
Speech performances were transcribed and coded for accuracy. Types of errors were marked and by use of five measures, implicit accuracy was investigated. Two MANOVAs were run to examine how L1 and L2 accuracy differs and how lower and higher proficient L2 accuracy differs.
Significant differences with respect to error density and error type density were found. Correction of error was not found to differ significantly across groups of speakers.
The qualitative analysis delved into explicit accuracy, which was examined by stimulated recall sessions: participants were asked to listen carefully to their own speech and to comment on errors, hesitations and the overall process of speaking. These comments were categorized by the researcher.
Chi square analyses revealed that as proficiency increases, participants report less on lexical problems but more on affined aspects as task-related issues. L1 speakers specifically report mainly on issues of focus and temporal planning.
This study confirms that both implicit and explicit accuracy differs across L1 and L2 speakers and across lower and higher proficient L2 speakers.

In a small computer science lab, the distraction of the Internet can interfere with student engagement. I examined if clicker devices, which have shown some success in large lecture classes, can be similarly applied to a small lab. In addition, I used descriptive analysis to describe how teaching assistants used clickers, and what student preferences were for clicker use. I found that student attendance rates improved, and they reported attending class, learning more, and being more engaged due to clicker use. Teaching assistants were identified as having used the devices to review skills, review application documentation, encourage classroom discussion, and to guide their own teaching. While this study has a narrow focus, this information can be used to develop a set of “best practices” in using clickers in a small lab setting, and adds to the literature by providing data about clicker usage in a small lab in higher education.

▼ The Proliferating Cell Nuclear Antigen (PCNA) is a homotrimeric ring that encircles DNA at the replication fork and acts as a docking hub for numerous replication related proteins. Chromatin Assembly Factor I (
CAF-I) and rDNA Recombination Mutation 3 (RRM3) have been implicated in the conversions of the epigenetic state during DNA replication and interact with PCNA through a PCNA-Interacting Peptide (PIP) sequence. The exchange of these factors at the replication fork must play a key role in the coordination of successful replication and the maintenance of chromatin structure. I used a co-immunoprecipitation assay and a GST-based pulldown assay to determine the interaction profile of these proteins and observed that a co-operative tri-partite complex seems plausible. Furthermore, I investigated the significance of CDC7 and CDC28 phosphorylation on
CAF-I association with PCNA using a Yeast-Two Hybrid assay. My results show that eliminating putative phosphorylation sites reduced association to differing degrees.

▼ Des données récentes montrent que la transition endothélio-mésenchymateuse (ou EndMT) joue un rôle important dans le développement et dans un certain nombre de maladies. L’objectif de ma thèse a été de déterminer la ou les fonctions du récepteur Tie1. Le récepteur Tie1 est un récepteur à activité tyrosine kinase exprimé sur les cellules endothéliales et impliqué dans la maturation des vaisseaux sanguins mais très peu de choses sont connues concernant Tie1. Nous avons montré que l’absence du récepteur Tie1 par ARN interférence dans les cellules endothéliales microvasculaires humaines HMVEC induit une EndMT dans ces cellules. Ces cellules acquièrent un phénotype de cellules fibroblastiques, perdent leurs marqueurs endothéliaux au profit des marqueurs des cellules mésenchymateuses et acquièrent un potentiel migratoire très important. Nous avons déterminé que les voies de transduction Erk1/2, Erk5 et d’Akt étaient activées lors de cette EndMT et montré que l’inhibition de Tie1 induit l’activation du promoteur du gène Slug. Le second objectif était de savoir si l’EndMT était présente dans les tumeurs humaines. L’étude de coupes d’adénocarcinomes pancréatiques montre qu’il y a une co-expression dans certaines cellules des marqueurs à la fois endothéliaux et mésenchymateux signe d’une EndMT. Les résultats obtenus au cours de ma thèse montrent que l’absence de Tie1 dans les cellules endothéliales induit l’EndMT qui peut être à l’origine des CAFs. Ces derniers représentent une nouvelle cible thérapeutique. En effet leur interaction avec les cellules cancéreuses est essentielle pour la croissance de la tumeur et l’apparition de métastases.
Recent data show that Endothelial–mesenchymal transition (EndMT) has a significant role in development and in various pathologies. The goal of my thesis was to determine the functions of the Tie1 receptor (Tyrosine kinase with immunoglobulin-like and EGF-like domains 1). Tie1 is a receptor with a tyrosine kinase activity expressed on endothelial cells and implicated in blood vessels maturation but few things are known for Tie1. We have showed that suppression of Tie1 with interfering RNA in human endothelial microvascular endothelial cells induces EndMT. These cells acquire a fibroblastic phenotype, lose their endothelial markers in favor of mesenchymal markers and acquire an important migratory potential. We find that Erk1/2, Erk5 and Akt cascades were activated in EndMT and showed that Tie1 inhibition induces Slug promoter activation. The second goal was to know if EndMT occurs in human tumors. Immunochemistry studies with confocal microscopy of pancreatic adenocarcinomas slides showed that there was a co-expression of endothelial and mesenchymal markers in some cells suggesting an EndMT.The results of my thesis show that Tie1 deficiency in endothelial cells induces endothelial-mesenchymal transition which can be at the origin of CAF. These CAF represent a new therapeutic target. Their interactions with cancerous cells are essential for tumor growth and metastasis appearance.

▼ A investigação versa sobre a análise da aplicabilidade do modelo de autoavaliação
CAF nos Cuidados de Saúde Primários - nas Unidades Funcionais dos Centros de Saúde da Região Alentejo. Adaptando instrumentos da
CAF foram aplicados inquéritos junto de profissionais de saúde, em Março de 2011, com a finalidade de realizar um diagnóstico dos serviços em estudo. As variáveis foram definidas a partir de subcritérios dos critérios do referido modelo, designadamente “liderança”, “planeamento e estratégia”, “pessoas”, “processos” e “resultados relativos às pessoas”. Participaram 77 profissionais de saúde, dos quais 20,8% médicos, 36,4% enfermeiros, 24,7% técnicos administrativos, 15,6% assistentes operacionais e 2,6% de outros profissionais de saúde. Os resultados permitiram realizar o diagnóstico desses serviços de saúde onde se identificaram áreas fortes e áreas de melhoria. Estas últimas permitiram delinear sugestões de melhoria, nomeadamente, a divulgação da missão, visão e valores; o envolvimento dos profissionais de todos os grupos no planeamento e estratégia; a clarificação da estratégia para todos através do trabalho em equipa e da implementação efetiva de canais de comunicação, como reuniões de serviço; a avaliação sistemática da satisfação dos profissionais; a melhoria do equipamento informático e sistema de comunicações; a implementação de ferramentas de autoavaliação e, por último, a formação em gestão da Qualidade; ABSTRACT: The investigation concerns the analysis of the applicability of the
CAF self-assessment model in Primary Health Care - Functional Units in the Health Centres of the Alentejo region. Adapting instruments were applied
CAF surveys of health professionals in March 2011 with the purpose of making a diagnosis of the services under study. The variables were defined using the criteria of this sub model and in particular "leadership", "planning and strategy," "people", "processes" and "results for the people." Participated 77 health professionals, of which 20.8% doctors, nurses 36.4%, 24.7% administrative staff, operating assistants 15.6% and 2.6% other health professionals. The results allowed us to make a diagnosis of health services where they have identified areas of strength and areas for improvement. These have to outline suggestions for improvements, especially in the dissemination of mission, vision and values, the involvement of professionals from all groups in planning and strategy, clarifying the strategy for all through teamwork and effective implementation of channels communication, such as business meetings, systematic evaluation of professional satisfaction, improved equipment and communications system, the implementation of self-assessment tools and, finally, training in quality management.

CAF teve lugar há 10 anos atrás, num cenário, que hoje subsiste, no qual o setor publico tem de ultrapassar um número diversificado de desafios e responder a muitas necessidades e exigências da sociedade.
O setor público foi sujeito a diversas reformas. De forma particular em tempo de crise e de cortes severos nos orçamentos das administrações públicas, o foco tem-se situado na melhoria da eficiência e da eficácia, atendendo a regras de transparência e de prestação de contas, incluindo serviços públicos prestadores de serviços. De forma conjunta com estes princípios associados à Nova Política Gestionária, metodologias e técnicas foram sendo construídas. Como uma dessas técnicas a Gestão da Qualidade Total tornou-se uma realidade no setor público, a partir do final da década de 80 e de forma mais incisiva a partir do início da década de 90. No final desta década, muitos modelos da qualidade e técnicas específicas (EFQM, ISO, etc.), e no imediato o
CAF – Estrutura Comum de Avaliação, encontraram o seu espaço no setor público.
O objetivo da presente dissertação centrou-se na avaliação da consistência interna da ferramenta
CAF, aferindo a interdependência entre os seus critérios, de acordo com as hipóteses de investigação definidas e com base nos dados empíricos recolhidos no Instituto de Segurança Social, IP/Centro Distrital de Santarém.
A análise estatística foi efetuada com recurso ao STATAse12 (Statistical Analyse special edition), 12.0, SPSS (Statistical Package for Social Sciences), 20.0 e ao Microsoft Office Excel.
Os resultados obtidos dessa avaliação, e os derivados do desenvolvimento do Projeto COMPROMISS no ISS, IP, permitem considerar a
CAF como um importante modelo de autoavaliação e de dinamização de um sistema da qualidade em qualquer organização do setor público. Inerente à natureza do modelo está subjacente a ideia de que um bom desempenho nos meios conduzirá a bons resultados.
Conclui-se, assim, que qualquer modelo de avaliação é um valioso auxiliar e tem um papel irrefutável neste contexto de mudança e de afirmação de uma renovada Administração Pública; ABSTRACT:The launch of the
CAF has to be placed in the context of 10 years ago, when, as is still the case today, the public sector had to cope with a number of challenges and had to respond to many new needs and demands in society.
The public sector has been the
subject of large reforms. Particularly in times of financial crises and severe cost cutting in public administrations, the focus is on efficiency and effectiveness, attention to transparency and accountability, awareness for public service delivery. Together with these principles of New Public Management (NPM), methods and techniques were constructed. As one of these techniques Total Quality Management became a feature of the public sector from the late 1980s and particularly the early 1990s. ▼ As expetativas e exigências crescentes dos cidadãos face ao serviço público introduziram uma nova orientação nos processos de reforma e modernização administrativa. É neste contexto que surge o modelo de autoavaliação Common Assessment Framework (
CAF), que está essencialmente direcionado para a administração pública, com o fim de promover a melhoria contínua dos serviços. Neste estudo pretende-se analisar a aplicabilidade da
CAF como ferramenta de autoavaliação dos serviços públicos nos Serviços Académicos da Universidade de Évora (SAC), bem como verificar o impacto que a aplicação da
CAF teve nos SAC, após o estudo realizado por Nogueira (2008), e efetuar um diagnóstico junto dos alunos, colaboradores e gestores para avaliar os processos desenvolvidos, bem como averiguar o seu grau de satisfação. Para atingir os objetivos propostos foi aplicado um inquérito por questionário junto dos alunos, colaboradores e gestores dos SAC. Os resultados obtidos permitiram extrair os pontos fortes (e.g. bons procedimentos para acolhimento e integração dos colaboradores, gestores não resistentes à mudança), evidenciar os pontos fracos (e.g. tempo de obtenção de respostas às solicitações efetuadas, atendimento telefónico desadequado), e enumerar as sugestões de melhoria para o serviço (e.g. maior número de funcionários a fazer atendimento, horários de abertura e de atendimento mais alargados); ABSTRACT: Expectations and increased demands of citizens on the public service introduced a new orientation in the reform and administrative modernization. lt is in this context that the model of self-assessment Common Assessment Framework (
CAF), which is primarily directed to the government, in order to promote continuous improvement of services. This study aims to analyze the applicability of the
CAF as a self-assessment tool of public services at the Academic Services of the University of Évora (SAC) and verify the impact that the implementation of the
CAF had the SAC after the study by Nogueira (2008) and make a diagnosis with the students, employees and managers to assess the processes developed and ascertain their degree of satisfaction. To achieve the proposed objectives a questionnaire was applied to students, employees and managers of SAC. The results allowed to draw on the strengths (eg: good procedures for reception and integration of employees, not resistant to change managers), highlight the weaknesses (eg: time to obtain answers to made requests, inadequate telephone service), and list suggestions improvement for the service (eg: greater number of employees to service, opening hours and more extensive service).

▼ Die vorliegende Studie befasst sich mit dem Kollaborativen Schreiben aus einer kognitiven und soziokognitiven Perspektive. Sie involvierte elf Studierende einer Universität in Bosnien und Herzegowina, welche im Laufe eines Semesters zu zweit oder zu dritt regelmäßige kollaborative Schreibaktivitäten im DaF-Unterricht unternahmen. In einem ersten Teil der Arbeit wurde die Wirksamkeit langfristiger und regelmäßiger kollaborativer Schreibaktivitäten für den Ausbau zielsprachiger Fähigkeiten im Fremdsprachenkontext untersucht. Hierzu wurden im Zug einer Prä- und Posttesterhebung Texte erhoben, die mittels eines analytischen Rasters und dem CAF-Messverfahren bewertet wurden. Das CAF-Messverfahren misst die drei Komponenten Komplexität (complexity), Korrektheit (accuracy) und Flüssigkeit (fluency). Die Textbewertung mittels Raster ergab, dass die Posttest-Texte eine höhere inhaltliche und zielsprachige Qualität als die Prätest-Texte aufwiesen. Aus den Resultaten des CAF-Messverfahrens wurden keine eindeutigen Tendenzen ersichtlich, was die zielsprachige Qualität der Prä- und Posttest-Texte anbelangte. In einem zweiten Teil lag der Fokus auf der Gestaltung des Schreibprozesses. Mittels Fragebogenerhebung wurde ergründet, wie die ProbandInnen die kollaborativen Schreibprozesse in Bezug auf drei Komponenten gestalteten: die Zuweisung der Rolle des/der Schreibenden innerhalb der einzelnen Schreibpaare, der Einsatz der Erstsprache (L1) und Zielsprache (L2), sowie die Realisierung möglicher SchreibpartnerInnenwechsel. Darüber hinaus wurde ermittelt, wie die Studierenden die Schreibaktivitäten bewerten und welches Potential sie aus den regelmäßigen Schreibakitiväten für den Ausbau zielsprachiger Fähigkeiten erkennen können. Es zeigte sich, dass die Schreibaktivitäten zumeist sehr positiv aufgefasst wurden. Die Studierenden hatten Spaß am Kollaborativen Schreiben. Wahrgenommene individuelle Fortschritte, die sich aus der kollaborativen Zusammenarbeit mit den SchreibpartnerInnen ergaben, betrafen zumeist das zielsprachige Vokabular und die zielsprachige Grammatik. Die Ergebnisse der Studie decken sich in diesem Bereich mit Erkenntnissen aus früheren Studien.

Vivemos num mundo cada vez mais turbulento e incerto, o que nos obriga a contantes adaptações, a novas atitudes e a novas abordagens para que, não obstante toda esta volatilidade, possamos vir a encontrar ordem no caos e prosperar. No contexto atual de contração económica e subsequente constrangimento orçamental aliado a crescentes exigências por parte da sociedade, um dos principais objetivos que se coloca aos serviços públicos prende-se com a sua eficácia. O desperdício é sinónimo de falta de eficiência e esta, por seu turno, promove a desconfiança que conduz à insatisfação e ao descrédito. O presente TFM tem assim por objetivo, mediante uma abordagem qualitativa com recurso à recolha/pesquisa bibliográfica, estudar de que forma poderão vir a ser encetadas melhorias nos Serviços Municipalizados de Água e Saneamento de Oeiras e Amadora, no que respeita à qualidade do serviço prestado, face à eventual implementação de uma ferramenta de autoavaliação designada por Common Assessment Framework (CAF) ou Estrutura Comum de Avaliação. Pretende-se ainda, e do ponto de vista teórico, analisar quais os principais resultados esperados, os benefícios pretendidos e as melhorias visadas, bem como apontar outras áreas que poderiam vir a beneficiar com o eventual alastramento desta ferramenta às mesmas.
We live in a world increasingly turbulent and uncertain which obliges us to constant adjustments, new attitudes and new approaches, so that we might find order in chaos and thrive notwithstanding all the volatility. In the current context of economic contraction and subsequent budget constraint combined with increasing society demands, one of the main public services objectives is its effectiveness. Waste is synonymous of lack of efficiency, which promotes mistrust that leads to dissatisfaction and disbelieve. The objective of this Final Thesis Work is to study, throughout a qualitative literature search approach, how the Municipal Water and Sanitation Services of Oeiras and Amadora could initiate improvements regard the service quality provided if they were to implement a self-assessment tool known by the name of Common Assessment Framework (CAF). The aim is to analyze theoretically the main outcomes, intended benefits, and targeted improvements, as well as identify other areas that could benefit if this tool was to be spread.

▼ A computacao paralela, empregada no meio cientifico para resolucao de problemas que de- mandam grande poder computacional, teve nos ultimos anos o surgimento de um novo tipo de comunicacao entre instancias do paralelismo. Trata-se da Comunicacao Unilateral (CUL), onde somente uma instancia realiza a operacao de transferencia de informacoes, e esta ocorre em segundo plano, ao contrario da Comunicacao Bilateral (CBL), onde uma instancia envia a informacao e a outra recebe. Neste contexto se buscou analisar os beneficios que a CUL agrega ao paralelismo de um programa que se utiliza de uma grade nao estruturada em me- moria. Duas formas de apoio ao paralelismo foram utilizadas: uma biblioteca, a \"Message Passing Interface(̈MPI) (especificamente a sua parte que descreve a CUL), e uma extensao a linguagem Fortran, o Coarray Fortran (CAF). A semantica do MPI CUL e mais complexa que a do CAF, mas a do CAF e mais restritiva. Para analisar a semantica e desempenho da CUL foi realizada uma ambientacao utilizando MPI CUL e CAF no paralelismo de um programa simples, denominado jogo da Vida (Game of Life), com grade estruturada e com otimo desempenho paralelo atraves do MPI CBL. Na programacao o MPI CUL se mostrou verborragico (aumento do numero de linhas de codigo) e complexo, principalmente quando se utiliza um controle refinado de sincronismo entre as imagens. Ja o CAF reduziu o nu- mero de linhas de codigo (entre 20% e 40%), e o sincronismo e muito mais simples. Os resultados mostraram uma piora no desempenho no caso do MPI CUL, mas para o CAF o desempenho absoluto foi melhor que a implementacao original ate o numero de nucleos de processamento que compartilham a mesma memoria. Para grades nao estruturadas se utilizou o Ocean Land Atmospheric Model (OLAM), um modelo de simulacao do sistema terrestre com grade baseada em prismas triangulares, paralelizado atraves de MPI CBL. A implementacao da comunicacao por MPI CUL na estrutura do paralelismo existente mos- trou que esta semantica possui alguns pontos que podem prejudicar a programacao, como o tratamento da exposicao de memoria (cada instancia tem uma memoria exposta de tamanho diferente) e como e realizado o sincronismo entre as instancias. Em termos de desempenho as curvas de speed-ups mostraram que o MPI CUL prejudicou o OLAM independentemente da implementacao das bibliotecas ou do equipamento utilizado, com reducao de pelo menos 20% no speed-up para sete ou mais processadores. Assim como no jogo da Vida o MPI com comunicacao unilateral penalizou o desempenho.

▼ Uma das condições que mais influencia a competitividade entre instituições de ensino é a Qualidade. Sendo a sociedade cada vez mais exigente, é necessário medir e avaliá-la. A utilização de uma ferramenta de autoavaliação, desenvolvida ao nível da União Europeia, a Common Assessment Framework (
CAF), que teve como modelo de origem o European Foundation for Quality Management (EFQM), veio permitir a medição da qualidade dos serviços prestados na administração pública. Este estudo apresenta os diversos aspectos referentes à temática da qualidade, o modelo
CAF e os principais resultados obtidos num inquérito por questionário, junto dos alunos, colaboradores internos e gestores dos Serviços Académicos da Universidade de Évora, com o objectivo de avaliar o grau de satisfação com a qualidade do serviço prestado, o desempenho de todas as partes interessadas e, consequentemente, a sustentabilidade desse serviço. Desses resultados retiraram-se alguns pontos fortes, enunciaram-se diversos pontos fracos e evidenciaram-se sugestões de melhoria para o serviço em estudo. Neste sentido, este trabalho serviu de diagnóstico e apresenta uma ferramenta que permite aos Serviços académicos da Universidade de Évora conhecerem-se melhor e poderem mover-se no caminho da qualidade. ABSTRACT: One of the conditions that most influences the competitiveness among institutions of education is quality. As society increasingly demanding in terms of professional skills, it is necessary to measure and assess the quality of education, through continuous improvement to achieve excellence. Currently, the quality must be measured and seen as a competitive advantage. The use of a tool for self-evaluation of the quality, developed at EU level, the Common Assessment Framework (
CAF) that has had its origin on European Foundation for Quality Management (EFQM), carne allow the measurement of quality of services provided to the clients, based on an internal guidance for quality in the organization and on the adoption of quality ratings as a routine in their work. This study presents the various aspects relating to the issue of quality and the Common Assessment Framework (
CAF) and presents the main results obtained through a survey by questionnaire. These questionnaires were applied to the students, staff and internal managers from the Academic Services of the University of Évora with the aim of assessing the grade of satisfaction with the quality of the services provided, the performance of all interested parties and therefore the sustainability of this service in this institution of higher education. As results obtained on this research there are some strengths, several weaknesses and suggestions for improvement that can benefit the service under study. This work can be used as a diagnosis and gives a tool that allows Academic Services of the University of Évora know themselves better and to be able to move on the path of quality.

▼ A saúde em Portugal encontra-se no caminho da mudança, rumo à excelência, pois questiona-se o sistema, a sua estrutura, os seus processos e os resultados. Uma das condições que mais influencia a competitividade entre instituições da saúde é a qualidade. Sendo a sociedade cada vez mais exigente, medi-la e avalia-la é um imperativo da época actual. O presente estudo teve como objectivo, contribuir para a realização de um diagnóstico de um processo de melhoria implementado num hospital privado de Lisboa - Hospital CUF Descobertas (HCD), no Serviço de Atendimento Permanente (SAP), à luz dos princípios da qualidade total. O procedimento da Triagem de Manchester é um processo que tem como principal objectivo o estabelecimento de prioridades, ou seja, identificar critérios de gravidade, de forma objectiva e sistematizada, que indicam a prioridade clínica com que o cliente deve ser atendido e o respectivo tempo de espera alvo recomendado até observação médica. Não se trata de estabelecer diagnósticos. Para o efeito, utilizou-se uma abordagem metodológica, suportada pelo modelo de auto-avaliação, designado Modelo Common Assessment Framework (
CAF). Neste sentido, privilegiando-se a utilização dos critérios de meios deste modelo. Foi aplicado um questionário aos colaboradores do Serviço de Atendimento Permanente do Hospital CUF Descobertas. O Tratamento de dados estatísticos foi realizado com o apoio do SPSS, versão 16.0 e do Microsoft Excel. Os resultados deste estudo culminam com a identificação de pontos fortes, pontos fracos e sugestões de melhorias para o serviço em estudo. Neste sentido, este trabalho serviu de diagnóstico para se poder identificar em que ponto se situa e que rumo se deve seguir para se atingir um patamar de excelência relativamente à qualidade. Abstract: Health in Portugal finds itself on the path toward change, trying to find excellence while challenging the system and its structure, processes, and results. One of the conditions that most influences the competitiveness between the institutes of health is quality because society is becoming more demanding. Measuring and evaluating this change is happening in this current time. The present study has the objective of contributing and establishing a diagnostic tool relative to the process of improvement. This tool was used in a private hospital in Lisbon, Hospital CUF Descobertas, in the Emergency Room, in looking at the principles of total quality. This process designed through the Manchester Triage System has the main objective of the establishment of priorities through which we want to identify criteria of seriousness in an objective and systematic way that indicate a clinical priority with which the client is attended to in respect to the waiting time, giving a recommended time until medical observation. ln this sense, we do not diagnose patients in triage. ▼ Neste ambiente turbulento de constante mudança que caracteriza a época atual, as instituições de saúde têm que se adaptar e adotar novas formas de organização e sistemas de gestão, que lhes permitam atender a satisfação das necessidades dos utentes e que tornem possível a harmonia entre os objetivos organizacionais e individuais, de modo a obter os melhores desempenhos. A finalidade do presente estudo consiste em caracterizar o perfil da qualidade organizacional da Unidade de Cuidados intensivos Polivalente (UCIP) do Hospital do SAMS, na perspetiva dos seus profissionais de saúde (Colaboradores e responsáveis) e o grau de satisfação dos três grupos de atores organizacionais estudados neste trabalho científico (responsáveis, colaboradores e utentes). Para alcançar este objetivo, utilizou-se uma abordagem metodológica suportada pelo modelo Common Assessment Framework (
CAF). Para tal, privilegiou-se a utilização e análise dos critérios de meios do presente modelo: Liderança, Planeamento e Estratégia, Pessoas, Parcerias e Recursos e Processos. Os dados do estudo foram recolhidos através da aplicação de um inquérito por questionário aos atores organizacionais e o tratamento dos dados estatísticos foi realizado com o apoio dos softwares SPSS, versão 16.0, e do Microsoft Excel. Da análise dos resultados obtidos retiraram-se pontos fortes, pontos fracos e sugestões de melhoria para a organização em estudo. A perceção dos profissionais de saúde pode ser usada como um indicador adicional da qualidade organizacional dos serviços de saúde. Para melhorar essa qualidade, os órgãos de gestão devem encorajar o envolvimento de todos os profissionais no processo de gestão, na elaboração do piano de atividades e na definição dos objetivos organizacionais. Neste sentido, este trabalho serviu de diagnóstico e introduz uma ferramenta de avaliação da qualidade, que permite aos serviços de saúde, em geral, e ao serviço em estudo, em particular, o seu autoconhecimento e, desta forma, iniciarem a sua escalada no caminho da excelência dos serviços prestados tendo sempre por base a qualidade. /ABSTRACT - ln this turbulent time of constant change, the institutions of health have to adapt themselves and adopt new forms of organization and administration that allow them to satisfy the needs of the users, allowing the harmony between organized objectives and individuals in a way that will give us the best outcomes. Na atualidade, muitas das nossas escolas confrontam-se com a necessidade de
encontrar mecanismos de avaliação interna para a sua própria autorregulação.
A adoção do modelo CAF (Common Assessment Framework), pelo Agrupamento
em estudo, para além de cumprir o definido na Lei nº 31/2002, fomentou a probabilidade
em reconhecer as suas fragilidades ou inclusivamente reforçar as áreas mais conseguidas, através da verificação dos seus pontos fortes e, ou áreas de melhoria. Assume assim a avaliação interna, uma relevância preponderante para o Agrupamento, uma vez que, a partir destas intencionalidades, é possível desenvolver uma estratégia de aperfeiçoamento pedagógico, administrativo e organizacional entre outros aspetos. Nesta perspetiva, a supervisão constitui uma responsabilidade de todos os que assumem funções de liderança na escola, ao serviço da mobilização, do apoio, da coordenação, da formação e da gestão, tendo sempre por finalidade facilitar a ação dos agentes educativos, fomentar as suas potencialidades e favorecer a realização dos propósitos traçados para a organização.
Emana destes desígnios, o presente estudo, com a exigência em compreender através de um olhar supervisivo as práticas efetuadas, através de uma primeira experiência tida em 2009/2010, com o modelo CAF, num Agrupamento de Escolas, firmado nos seguintes objetivos: contribuir para a compreensão do modelo CAF no Agrupamento, identificar as perceções das diferentes lideranças sobre a forma como foi
cumprida a implementação do modelo, determinar situações que possam produzir
mudanças na forma como é aplicado o modelo CAF e propor novas atitudes de debate e
reflexão frente à autoavaliação da escola. Para o efeito recorreu-se a uma metodologia de caráter qualitativo com um design de estudo de caso, tendo sido utilizadas as seguintes técnicas para a recolha do material
empírico: a análise documental, a entrevista semiestruturada e as notas de campo. Escolheu-se a Análise de Conteúdo como a técnica de organização e tratamento de
dados.
Os principais resultados obtidos denunciam a ausência de planos de melhoria, o que manifesta uma interrupção dos passos previstos pela CAF, dando a entender que os procedimentos assumiram uma praxe legitimadora, da mesma maneira que se expressam algumas lacunas nos procedimentos utilizados. Destes surgem entre outros o
desconhecimento do modelo, ausência de formação, desvalorização dos processos
comunicativos, não envolvimento da comunidade na equipa de trabalho, inexistência de planos de trabalho.
Concebe-se que se desaproveitou uma oportunidade, visto que o próprio modelo
era sentido como algo de novo.
A mudança é imprescindível para que a vida nas organizações encontre um melhor
caminho, o seu caminho, à panóplia de solicitações com que presentemente se
defrontam. A pretensão em reorientar a escola só poderá ser ganha, mediante a
dinamização de uma reflexão profunda e alargada. Só…

▼ Chromatin structure is important aspect of
transcriptional regulation. Replication-coupled (RC) nucleosome
assembly is the process of depositing newly synthesized H3-H4 onto
nascent DNA behind the replication fork, mediated by the histone
chaperones Asf1, CAF-1, and Rtt106. The experiments described in
thesis test our hypothesis that the RC chaperones contribute to the
regulation of HUG1 due to the important role they play in RC
nucleosome assembly and therefore chromatin structure.
Collectively, research in this thesis provides evidence that CAF-1
and Rtt106 contribute to the repression of HUG1 in a way that is
unrelated to its normal regulation. Interestingly, this repression
does not involve Asf1, even though Asf1 functions upstream of these
chaperones during RC nucleosome assembly. These results suggest
divergent functions of the RC chaperones that differently affect
the regulation of HUG1. These divergent functions of the RC
chaperones also have opposing roles in promoting survival during
prolonged replication stress.

Este trabalho tem como objetivo realizar a autoavaliação do Projeto de Investigação e de Apoio a Vítimas Específicas, da Direção de Investigação Criminal, da Guarda Nacional Republicana com recurso aos instrumentos de avaliação da Comum Assessment Framework (CAF).
Neste sentido, efetuou-se a autoavaliação da satisfação dos clientes externos (Cidadãos/vítimas, entidades externas/parceiros), tendo sido dado especial destaque, por um lado, à importância sobre a necessidade de avaliação em projetos da administração pública portuguesa, por outro, à importância sobre a necessidade da reflexão dos outputs emergentes dessa avaliação e, mais além, à importância sobre a necessidade da avaliação do impacto na satisfação do serviço público prestado pelos seus servidores (investigadores dos Núcleos de Investigação e de Apoio a Vítimas Específicas).
This work aims to achieve a self-assessment of the Specific Victim Investigation and Support, Project of the Criminal investigation Directorate of the Guarda Nacional Republicana, with resource to the Common Assessment Framework (CAF).
In this respect, a self-assessment was carried out on the satisfaction of external target groups (citizens/victims, external authorities/partners), whereby special emphasis was given to the need for assessing Portuguese public administration projects, reflecting on the outputs emerging from this assessment and, furthermore, assessing the impact on the satisfaction of the public service rendered by its servants (investigators of specific vitims and support).

▼ Carcinoma associated fibroblasts (CAFs) represent a significant component of pancreatic cancer stroma. Within the stroma exists a subpopulation of CAFs which have ceased proliferation and undergone cellular senescence. These senescent CAFs possess an altered secretory phenotype that can influence cancer progression. Induction of senescence in primary cultured CAFs resulted in up-regulation of interleukin 8 (IL-8). Senescent CAFs increased cancer invasion and metastasis in in vitro and in vivo models. Addition of recombinant IL-8 also enhanced cancer invasion while inhibition of IL-8 receptors mitigated the pro-invasive effects of senescent CAFs. The proportion of senescent fibroblasts in pancreatic cancer tissue correlated with survival in cases without lymph node involvement. Cytokine pathways modulated by senescent fibroblasts are a potential therapeutic target in pancreatic cancer.

▼ This thesis investigates the relationship between vocabulary and grammar learning aptitude (measured by two LLAMA subtests) and accuracy constituents in adult L2 speakers’ oral and written discourse productions. It also examines the relationship between the speaking and writing attainment, and the extent to which the link between performance in aptitude and speaking differs from the one for writing. Oral and written picture narratives elicited from 30 ESL speakers were analyzed and coded in terms of lexical and morphosyntactic errors per 100 words. The results of the Spearman correlation analyses revealed that vocabulary learning aptitude is significantly associated with the command of lexis and morphosyntax in writing, explicit grammar learning aptitude shows no significant association with accuracy in both production modes, and time availability in writing has no influence on the interplay between explicit and implicit knowledge with regard to the access of lexical forms. No significant differences were found with respect to the strength of aptitude-speaking and aptitude-writing relations.

A presente investigação versa sobre a satisfação global dos colaboradores e a sua relação com a gestão da qualidade. Mais especificamente, sobre a potencial relação entre a satisfação de colaboradores da Câmara Municipal da Maia e a certificação ISO 9001.
Optou-se por efetuar este estudo na Câmara Municipal da Maia pelo facto de ser uma organização com serviços certificados e não certificados, o que possibilita a comparação da satisfação dos colaboradores de uns serviços e outros, sendo nesta organização que a mestranda desempenha funções laborais.
Os principais objetivos deste estudo consistem em aferir se as dimensões de satisfação avaliadas pelo modelo CAF e Certificação ISO 9001 são explicativas da satisfação dos colaboradores da Câmara Municipal da Maia, aferir se a certificação ISO 9001 tem impacto na satisfação dos colaboradores da Câmara Municipal da Maia e aferir, ainda, se há diferenças significativas entre a satisfação dos colaboradores de unidades orgânicas certificadas e não certificadas.
O estudo foi desenvolvido através da aplicação de um questionário de satisfação aos colaboradores da autarquia, baseado no modelo CAF, que consiste num modelo de autoavaliação do desempenho organizacional, desenvolvido para o setor público com aplicação de técnicas da Gestão da Qualidade Total.
O estudo revelou que existem três fatores explicativos para a satisfação dos colaboradores da Câmara Municipal da Maia: “Relação com a sociedade”, “Relação com os colaboradores” e “Relação com executivo e chefias”. Verificou-se também que o nível de satisfação dos colaboradores de unidades orgânicas certificadas é idêntico ao dos colaboradores de unidades orgânicas não certificadas. Concluiu-se, portanto, que a certificação ISO 9001:2008 não tem impacto significativo na satisfação global dos colaboradores da Câmara Municipal da Maia e que apenas três fatores são explicativos dessa satisfação. The present investigation deals with global employee satisfaction and its relation with quality management. More specifically, it deals with the potential relation between employee satisfaction in Câmara Municipal da Maia and ISO 9001 certification.
The choice to conduct this study in Câmara Municipal da Maia was made because this organization includes certified and non-certified services, which makes possible to compare the satisfaction of employees from both kinds of services, this being the organization where the graduate student currently works at.
The main goals of this study are to assess whether the satisfaction dimensions evaluated by the CAF model and ISO 9001 certification are explanatory of employee satisfaction in Câmara Municipal da Maia, assess if ISO 9001 certification has an impact on Câmara Municipal da Maia’s employee satisfaction, and also if there are significant differences between employee satisfaction in certified and non-certified services.

▼ Epigenetics is the study of heritable changes in gene expression that are not caused by changes in the DNA sequence. The expression profile of a given cell is regulated by the complex interactions of histone post-translational modifications, DNA methylation, nuclear organization and ATP-dependent histone exchange, as well as a multitude of interacting factors that come along with them. The inheritance of these epigenetic marks that are associated with silenced or active DNA are regulated by multiple mechanisms to ensure that they are faithfully copied after DNA replication.
CAF-1 is a central figure in this process that reassembles nucleosomes at the replication fork. However, a mechanism for epigenetic conversions is necessary for cells to undergo differentiation and alter the epigenetic states of certain genes. This mechanism is currently unknown. In this thesis, I use the telomeres of S. cerevisiae as a model to study the mechanism of epigenetic conversions. I developed an assay for the quantitative assessment of the frequency of epigenetic conversions in telomere position effect (TPE) variegation. Then, using this assay, I demonstrated that the deletion of CAC1, the largest subunit of the
CAF-1 complex, causes a major reduction in the frequency of telomeric epigenetic conversions, indicating that CAC1 is a key factor in this process. I also present evidence that the cell cycle regulator CDK (Cdc28p) is a major regulator of
CAF-1. I showed that CDK phosphorylates Cac1p at the S94 and S515 residues to recruit it to chromatin. Finally, I demonstrated the role of sub-telomeric elements in the control of TPE, showing that Core X and Y’ elements suppress extreme variations in gene silencing at telomeres. With these data, I propose a model for the control of epigenetic conversions at regions of position effect variegation (PEV). This research represents the first comprehensive analysis of epigenetic conversions in a model organism and links epigenetic maintenance and conversions to cell cycle.

▼ O monitoramento de dose pessoal, clínica ou ambiental é de extrema importância para a otimização de processos de exposição do meio à radiação ionizante e para avaliação de risco associado a estas práticas. Uma das técnicas dosimétricas utilizada neste sistema de monitoração se dá por meio da propriedade de luminescência de alguns materiais. Dentre os diversos materiais conhecidos, têm-se o fluoreto de cálcio dopado com túlio (CaF₂:Tm) que é bastante utilizado na dosimetria por termoluminescência. Entretanto, este material foi pouco estudado com relação à suas propriedades de luminescência opticamente estimulada (OSL). A dosimetria OSL, comparada à dosimetria termoluminescente, apresenta uma vantagem principal, que é a remoção do processo de aquecimento na leitura do dosímetro, eliminando problemas relacionados à reprodutibilidade do sistema de aquecimento e ao quenching térmico, que influencia na eficiência da luminescência. Por isso, o objetivo deste trabalho foi avaliar a resposta OSL do CaF₂:Tm sintético e, consequentemente, realizar uma avaliação preliminar das características desse material para dosimetria OSL. Para tanto, esse estudo foi dividido em três etapas: (i) a produção das amostras de CaF₂:Tm sintético pelo método de combustão; (ii) o estudo dos parâmetros de aquisição dos instrumentos de medição da resposta OSL; e (iii) a caracterização dos principais parâmetros dosimétricos. Os resultados deste trabalho mostraram que o CaF₂:Tm apresenta resposta OSL tanto para estimulação com LED azul quanto para infravermelho, apresentando maior eficiência para este último, o que é uma inovação dado que o único material conhecido que responde a estimulação infravermelha é o feldspato, amplamente utilizado em aplicações de datação. Além disso, a pesquisa mostrou que a luz branca apresenta comprimento de onda eficaz no zeramento óptico do sinal luminescente das amostras. As análises dos testes para utilização do CaF₂:Tm sintético como dosímetro mostraram que as amostras produzidas apresentaram alta reprodutibilidade (CV< 3%), com linearidade na resposta à dose entre 100 mGy e 2,5 Gy, e apresentando uma dose mínima mensurável de 0,1 mGy, atendendo aos requisitos de dose mínima para aplicações em dosimetria pessoal. Desta forma, o trabalho mostra que é possível a utilização do CaF₂:Tm sintético como dosímetro utilizando suas propriedades OSL.

▼ Indonesia signed CEDAW 1980 and ratified it in 1984 making it one of the first countries in South East Asia to do so. Despite legislation and governmental efforts women are still discriminated against in areas such as access to education, resources and credit. Income generation and women´s empowerment have been recognized on an international level as important strategies to enhance gender equality and in the process of alleviating poverty. By using the method of the focus group interview this study examines the process of empowerment for a group of women who take part in an income generation program in South Lombok, organized by a local NGO which uses the CAF methodology of self funded communities. Using Jo Rowlands (1997) empowerment model to analyze the collected data the study identifies encouraging and inhibiting factors to the empowerment process and the changes the process have generated. The study finds that the income generation program provides an important motivation for the women to join and the women experience some empowering impacts due to access to resources. However, it is the educational aspects of the program as well as the social support system that the self-help groups provide that contain the most empowering elements.

▼ What explains the Development Bank of Latin America’s (CAF, in Spanish) continuity and expansion since the 1990s? This thesis explores how an initially small Andean development bank crafted a successful strategy to survive in a troubled region and eventually thrive as an important lending source. This thesis argues that CAF’s expansion can be attributed to four main factors: 1) leadership, 2) institutional design, 3) member governments’ preferences and 4) Brazil’s push for regional cooperation beyond trade.
Theoretically, this thesis draws upon two sets of interrelated academic debates to explain CAF’s growth: 1) International Political Economy (IPE) and International Organization (IO) theories discussing the main motivations for the design, culture, and behaviour of international institutions, and 2) IPE and International Relations (IR) literature on national interests, regional cooperation and development governance in South America.
This thesis makes an empirical contribution to existing literature by providing the first detailed analysis of the history of CAF, while seeking to explain the reasons behind its expansion within a region in which defaults on external debt obligations have not been uncommon. Theoretically, this thesis invites scholars to reengage with the study of leadership in IOs. The study of CAF highlights the importance of successful agency under strong leadership in the survival and growth of RFIs. This thesis accounts for how and when CAF has employed its granted discretion and taken advantage of its institutional features to expand its mission and act in ways that were not originally outlined by its principals. It also examines how CAF has successfully balanced in its own terms the distinct demands of two types of stakeholders (member countries and credit rating agencies), while partaking in regional discussions and agendas related to infrastructure development. Moreover, this thesis shows that the rise of certain states as regional leaders can also influence an IO’s strategy in trying to understand and engage more often with a state that is leading the agenda on regional cooperation.

▼ The demand for wireless connectivity has prompted regulatory authorities in the United States to investigate spectrum sharing of the DSRC band with U-NII operators. However, DSRC operation has public safety implications, and moreover, time-critical requirements due to the vehicular nature of its application. The field of cognitive radio has identified several sensing techniques for the identification of licensed operators in a given band. This thesis explores cyclostationary detection techniques for primary users. A method will be identified for the detection of the 802.11p OFDM modulation used for DSRC communications. A test statistic will be given that is invariant to the signal noise covariance to allow simple and robust operation. Finally, the detection algorithm will be implemented in FPGA digital logic in order to demonstrate the methods ability to be employed in a commercial radio chipset with minimum resource requirements, yet still provide real-time detection.
