Subjects/Keywords: The following question can be raised: Are parliaments still the true bearers of the legislative power; or paraphrasing Hobbes: it is assumed who the legislator is; but is it also known? The subject of this thesis are the limits that parliaments are facing today while exercising their normative roles. These limitations are both internal and external; and may be traditional or of new origin. Today efficiency and speed are key expectations; it seems that parliaments as legislators are losing their breath and are facing many limitations in their role that has for centuries been their ”basic one”: their legislative role. The fact that the focus of power is increasingly shifting towards the executive branch of power even in countries with parliamentary systems of governance is not a novelty anymore. Parliaments; however; do not only face the limits placed before them by the governments throughout the legislative process. The key role of political parties; the relativization of the classical concept of sovereignty; and other limiting factors of the legislative role of parliaments; which need further examination; may lead to the modification of their functions in modern states. The aim of the dissertation is to through thoroughly selected scientific sources and relying on a decade-long experience as Member of the National Assembly of the Republic of Serbia precisely determine and rationally examine and draft an academic position about the role of parliaments today with regard to the limitations in their legislative function. We started off from the hypothesis that the legislative function of parliaments is set by the constitution; and narrowed by the ever increasing role of the governments in the legislative process; by political parties and other participants in the legislative procedure; as well as by the relativization of national sovereignty in the framework of international integration and also by the impact of global economic flows.

Borders are beginning to become less and less restrictive as countries realize the benefits of less restriction to cross border trade. The European Union has paved a path that countries around the world might follow in the next few years to come. The East African region nations are united in a customs union in a bid to increase the ease of cross border trade between Kenya, Uganda and Tanzania. The East African Community (EAC) was formed in 2001, revamped after a collapse in 1977. It was officially launched in 2005. Kenya, Uganda and Tanzania resolved to create an enabling environment to attract foreign investors, allow private and civil society to play a leading role in development and to stimulate trade between the three countries. They signed a customs union protocol in March 2004. This paper surveys retail institutions in Nairobi’s Central Business District (NCBD) in a bid to establish the perceptions of traders to the East Africa Community Customs Union and the factors that influence this perception. Chapter 1 of the study provides a brief background on the East African Community, its origins and the formation of the customs union. It also provided an insight into retail trade in Nairobi. The chapter also defines the problem. Chapter 2 builds the theoretical framework of the problem by providing literary works on regional integration, its benefits and flaws; the effect of customs union; and trade within the EAC. Chapter 3 defines the research methodology of the study. The fourth chapter presents the data analysis and findings of the study. The analysis entails primarily quantitative methods of analysis. The findings are then discussed in Chapter 5, which is a summary of findings, conclusions and recommendations.

Subjects/Keywords: As core processing technologies in energy-intensive industries improve leaps and bounds; existing facilities gradually fall behind in terms of efficiency and productivity. Ultimately; harsh market competition and environmental legislation will force these traditional facilities to stop operations and decommission. Process improvement and retrofit projects are critical in maintaining the operational performance of these traditional facilities. Current approaches for process improvement are mainly Process Integration; Process Optimization and Process Intensification. From a high-level context; analysis from these fields consists of mathematical optimization; accumulated experience; and operational heuristics. These approaches serve good as a basis for process improvement. However; their performance can be further improved with up-to-date computational intelligence. Therefore; the purpose of this work is to apply advanced artificial intelligence and machine learning techniques into process improvement projects for energy-intensive industrial systems. The approach taken by this work is a multi-directional approach which tackles this problem from simulation to industrial systems with the following contributions: (i) Application of machine learning technique; which includes one-shot learning and neuro-evolution for data-driven single unit modelling and optimization. (ii) Application of dimension reduction (e.g. principle component analysis; deep autoencoder) for multiple-unit multiple-objective process optimization. (iii) Proposition of novel bottleneck tree analysis (BOTA) tool for the purpose of process capacity debottlenecking. An extended BOTA was also proposed to incorporate multi-dimensional problems via data-driven approach. (iv) Demonstrated effectiveness of Monte-Carlo simulations; neural network and decision trees for decision-making when integrating new process technology in existing processes. (v) Benchmarked Hierarchical Temporal Memory (HTM) and a dual-mode optimization with multiple predictive tools for real-time operational management. (vi) Implemented artificial neural networks in the conventional process graph (P-graph) framework. In this re-gard, the aim of this work is to design a fully autonomous electronic system for a smart bottle packaging, being integrated in a European project named ROLL-OUT. The desired application for the smart bottle is to act as a fill-level sensor system in order to determine the liquid content level that exists inside an opaque bottle, so the consumer can exactly know the remaining quantity of the product inside. An in-house amorphous indium–gallium–zinc oxide thin-film transistor (a-IGZO TFT) model, previously developed, was used for circuit designing purposes. This model was based in an artificial neural network (ANN) equivalent circuit approach. Taking into account that only n-type oxide TFTs were used, plenty of electronic building-blocks have been designed: clock generator, non-overlapping phase generator, a capacitance-to-voltage converter and a comparator. As it was demonstrated by electrical simulations, it has been achieved good functionality for each block, having a final system with a power dissipation of 2.3 mW (VDD=10 V) not considering the clock generator. Four printed circuit boards (PCBs) have been also designed in order to help in the testing phase. Zaradi vse večjega pomena trajnostno delovanje v svetu se je tudi to netipično logistično podjetje odločilo podpreti projekte; ki temeljijo na obnovljivih virih energije. Nekateri tako naravnani projekti že potekajo znotraj podjetja; pa vendar bi si jih želeli še več. Z izdelavo te naloge raziskujemo možnosti za vpeljavo izkoriščanja sončne energije s pomočjo izgradnje sončnih elektrarn. Osredotočili smo se predvsem na že obstoječe objekte; ki se nahajajo v Avtocestni bazi Vransko. Le-te bi uporabili kot glavno izhodišče; saj bi jih s pomočjo strešnih konstrukcij opremili s solarnimi moduli. Pri tem pa ne smemo pozabiti na podjetje BISOL; ki je z nami delilo svoje strokovno znanje in veščine; ki so jih pridobili z večletnimi izkušnjami pri; The integration of renewable energy sources in ACB Vransko for bigger self-sufficiency Company DRAS d. d. deals with the maintenance and reconstruction of the highways in the Republic of Slovenia. It also owns a lot of real estate; whit which it must; as much as possible; deal economically. Due to the increasing importance of green logistics in the world; has this atypical logistics company decided to support projects based on renewable energy sources. Some such projects are already going on within the company; but they would like to have more of it. In these thesis; we introduce the exploitation of solar energy through the construction of solar power plants. We focused primarily on existing facilities located in ACB Vransko. Only some of these objects would be used as the main starting point; on which we would built solar panels using roof structures.
