Pendant plusieurs siècles, le Yémen n’a pas porté d’intérêt institutionnel à ses archives, étant isolé du monde extérieur à cause de l’occupation ottomane au nord du pays et de l’occupation britannique au sud. Depuis la révolution de 1962, le besoin de disposer d’archives bien organisées et accessibles est apparu et la création du Centre National des Archives en 1991 a permis d’améliorer considérablement la situation. L’objectif de cette thèse est d’étudier l’intérêt que l’État yéménite a porté au patrimoine archivistique. Elle rappelle l’histoire et le développement de l’archivage dans les ministères et les institutions gouvernementales yéménites depuis la révolution de 1962 jusqu’à aujourd’hui. Elle présente la création des Archives nationales, avec l’aide de partenaires internationaux notamment l’UNESCO et l’ICA, la direction des archives de France et les Archives nationales de Tunisie. Elle explore aussi la façon dont les nouvelles technologies appliquées aux archives permettent aux chercheurs et aux citoyens d’y accéder. Elle présente l’organisation des archives courantes et intermédiaires dans les institutions qui s’est imposée comme un concept et une pratique depuis la création du Centre National des Archives. C’est autour de ses activités et de ses applications qu’ont été élaborées l’observation, l’enquête, la réflexion et certaines propositions. Les problématiques de la thèse s’articulent autour de cinq points : - L’histoire et l’organisation administrative du Yémen- La tradition archivistique au Yémen avant la réunification de 1990- Les origines et le développement du Centre national des archives (CNA)- Les missions, le fonctionnement et l’évaluation du CNA (de 1994 à aujourd’hui)- La fonction archives chez les producteurs (institutions gouvernementales)Les événements survenus au Yémen depuis 2011 ont malheureusement remis en cause toutes ces avancées. Ils ont tari les principales sources de financement de l’État et détruit une partie des fonds et des bâtiments, entraînant une paralysie complète du CNA.

For centuries, Yemeni institutions have not shown particular interest in their archives. The country was isolated from the outside world by British colonization in the South and the Ottoman occupation in the North. After the 1962 revolution, however, the need for organized and accessible archives has developed. This led to the creation in 1991 of the National Archives Centre (CNA). The Centre has improved the situation.This thesis aims at studying the interest shown by the Yemeni State in archival heritage. It starts with the history and the development of archives management in the ministries and governmental institutions of Yemen from the 1962 revolution to the current situation.It sheds light on the creation of the National Archives in Yemen and its international partnership with such institutions as UNESCO, ICA, French Directorate of Archives and Tunisian National Archives. ▼ As a field, Writing Studies has long been concerned with the rhetorical representation of both dominant and marginalized groups. However, rhetorical theory on publics and counterpublics tends not to articulate how groups persuade others of their status as mainstream or marginal. Scholars of public/counterpublic theory have not yet adequately examined the mechanisms through which rhetorical resources play a role in reinforcing and/or dispelling public perceptions of dominance or marginalization. My dissertation argues many counterpublics locate and convince others of their subject status through the development of rhetorical resources. I contend counterpublics create and curate a diffuse system of archives, which I refer to as “divergent archives.” These divergent archives often lack institutional backing, rigor, and may be primarily composed of ephemera. Drawing from a variety of archival materials both within and outside institutionally maintained archives, I explore how counterpublics perceiving themselves as marginalized construct archives of their own as a way to transmit collective memories reifying their nondominant status. I do so through a case study that has generally been overlooked in Writing Studies: a collection of men’s rights movements which imagine themselves to be marginalized, despite their generally hegemonic positions. By critically scrutinizing the rhetorical practices of these men’s movements, we come to a more nuanced theory of the rhetorical formation and position of publics. Such work also illuminates the rhetorical practices and arguments of a group poorly represented in academic research. Ultimately, I answer the question of how counterpublics that see themselves as “outside” the cultural mainstream work to convince others of that status and a need to change it. La présente thèse se propose de mettre en valeur le développement d’une archivistique chinoise moderne et de l’usage social des archives depuis le milieu du XXe siècle, à la lumière de l’évolution de l’État et de la société. La thèse comporte cinq chapitres. Le premier est un rappel de l’histoire politique de la Chine et de son impact socioculturel sur les archives et le métier d’archiviste. Le deuxième présente l’évolution de l’archivistique chinoise, afin d’expliquer le contexte dans lequel s'établissent la communication et la valorisation des archives. Le troisième traite des origines et de la formation de la législation archivistique en Chine à l'époque contemporaine : législation archivistique générale et spécifique, se rapportant à la communication. Il s’agit d’une base essentielle dans le domaine de la communication des archives. Le quatrième chapitre présente une étude des politiques de communication des archives en Chine et donne des éléments de comparaison avec la situation en France, allant jusqu’au fonctionnement des salles de lecture – lieux où les archivistes et leurs « clients » se rencontrent et où s’appliquent les textes législatifs et réglementaires. Le dernier chapitre aborde le problème des relations entre les archivistes et le public, qui s’établissent et se développent notamment dans le cadre d'activités culturelles, principaux moyens de valorisation des archives conservées : publications, expositions, sur site et en ligne.

This thesis proposes to develop a modern Chinese archival science and the social use of archives since the mid-twentieth century in the light of the evolution of the state and society value. It is composed of five parts: First of all, we are going to take a historical review with its impact on the archives and the profession of archives in a socio-cultural aspect. Second of all, we’ll look back into the evolution of the archives in China so as to make clearer the context in which the communication and the valorization of the archives have been established. In the third part are explained the origin and the development of the archival legislation in China, from the Qing dynasty till nowadays. Here we’ll consider the legislation of archives in general and the one who concerns more specifically the communication of archives. It’s the basis that is essential to the communication of archives. The forth part presents a comparative study of Chinese politic about the archives communication comparing with that of France, as well as the organization of the lecture rooms— locations where the archivists and their “customers” get in touch with each other directly, are also where confront usually some contradictions. In the last part, we’ll examine the relations between the archivists and its public, which are generally recognized, particularly when it comes to cultural activities, as important means to promote the archives conserved, including the publication, the on-site and virtual exhibitions.

▼ This study is an attempt to demonstrate and illustrate the role of the National Archives of Zambia in contributing to knowledge and national development through promotion of research. It examines the development of the National Archives from 1935 to 2006 by analysing and highlighting its legal framework, preservation strategies and archival resources in the context of their role in facilitating research for knowledge and national development. Theoretically, it underscores the role of the National Archives as a public institution that legally acquires,preserves and provides access to information of archival nature for research. The history and development of archival activities in Zambia is illustrated in the context of archival legislative framework. The initial archival legislation formulated in the colonial period facilitated the creation of a joint archival institution and services for the Central African territories of Northern Rhodesia, Southern Rhodesia and Nyasaland. Archives legislation formulated during the Federation of Rhodesia and Nyasaland influenced the way archival services were provided in all the three territories. In the Post-Independence period archival legislation was much more detailed because of changing ideas on how archival services were to be provided. The legislation only guided the management of public records, archives and printed publications created within Zambia. The study further highlights the preservation strategies and measures implemented in the colonial and post-independence periods to prolong the life span of archival resources in the custody of archival institutions for research purposes. Although some preservation practices conducted in the colonial period were carried on in the post-independence period, new advanced preservation approaches were adopted in the light of changes in technology of information production. It is also demonstrated that the preservation of various information resources in the archival institution attracted a wide variety of research interests both in the colonial and post independence period.It is further established that the provision of archival services both in the colonial and post colonial period encountered various challenges. Some of the challenges experienced in the colonial period remained and persisted even in the post-independence period.

▼ This dissertation analyzes representations of the archive in four late twentieth-century American novels: Don DeLillo’s Libra (1988), Cormac McCarthy’s Blood Meridian or The Evening Redness in the West (1985), Toni Morrison’s Beloved (1987), and Bharati Mukherjee’s The Holder of the World (1993). In depicting a series of distinct periods in American history—colonial settlement, westward expansion, Reconstruction, the Cold War—these revisionist, “postmodern” texts all draw self-conscious attention to the process of representing the past by including archival documents, sites, and practices within the textual frame. The novels thus emphasize the necessarily mediated nature of historical knowledge by depicting both events that occur in the past and the deployment of the archive to represent and understand those events in the present. In emphasizing these novels’ self-reflexive engagement with the archive as a crucial site for the production of knowledge about the past, this project takes its cue from the recent and widespread critical-theoretical “refiguring” of the concept of the archive in the wake of Jacques Derrida’s Archive Fever (1995). The novels analyzed in this dissertation engage in a similarly self-conscious—albeit fictive—theorizing and critique of the archive. Focusing on the representation of a range of troubling events in American history, including colonialism, genocide, slavery, sexual abuse, and political assassination, this project argues that there is, in fact, a fundamental connection between such scenes of violence and the turn to the archive as a trope for the representation of history. In these novels, the seemingly benign gesture of archivization—the collection, ordering, and recovery of traces of the past—is implicated in the more obvious material violence of the historical events contained within the archive. Thus, even as they strive to counter hegemonic understandings of the American past through the construction of fictional “counterhistories” of resistance, these novels simultaneously seek to complicate any straightforward equation of revisionist historical undertanding with the redress of past injustices. By implicating what I call the process of “archival recovery” in the very violence it is ostensibly designed to mitigate, these texts problematize the privileging of the “historical” in late-twentieth century academic and popular culture, thereby casting doubt on the archive’s ability to enable an ethical or redemptive encounter between present and past.

▼ Inspired by the story of Pornpet Meuansri, a land rights activist, who was brutally killed on the way back home from her farm leaving behind her 400 petitions, diaries, letters, news clippings, court documents and other archival records, my thesis aims to answer the central questions of “Can the subaltern write? And how do we begin to read their writing?” These questions are then addressed within the combined frameworks of postcolonial geography and feminist research practice specifically focusing on auto/biography and the innovative approaches of revelatory reading and engaging women’s archives and women’s life narratives intersubjectively. In this regard, Trinh Thi Minh-ha's idea of “territorialised knowledge” as well as Luce Irigaray's notion of “approaching the other as other” and Spivak's question "Can the subaltern speak?" are applied to Pornpet’s work in an effort to create a more inclusive postcolonial geographical knowledge which reflects more in-depth race and class specificities. As a result, the thesis elaborates upon three significant areas of original contribution to the disciplines of postcolonial feminist geography and archives studies: theoretical, methodological and epistemological. Firstly and theoretically, this study advances postcolonial feminist scholarship by applying the concept of ‘colonialism within’, a missing piece not touched upon by postcolonial feminist thinkers. Moreover, the study shifts the current discursive debates on postcolonial archives studies to ‘subalternity into crisis’ in that, at least in Pornpet's case, she attempts to be heard and understood on her own terms in an effort to overcome her own subalternity. In this regard, the thesis asserts that overcoming subalternity is not possible without also having the dominants unlearn their privilege, and therefore overcome the internalised structured hearing of the dominant discourses that silence and marginalise the subaltern. Therefore, this thesis explores this possibility through Irigaray’s work on ‘listening’ and intersubjective dialogue. Secondly and methodologically, the thesis critically and creatively applies the feminist innovative approach of ‘revelatory reading' to assess the subaltern’s archives by developing Irigaray’s notion of “approaching the [sexuate and racial] other as the other” and applying it to the reading of texts of (deceased) others, specifically, the texts of a subaltern (-ity into crisis), in creative ways, eg reading ‘becoming’, reading ‘silence’ and reading ‘listening’, respectively. Thirdly and epistemologically, a radical interpretation of the concept of de-bureaucratisation or a grassroots woman’s critique of mainstream Thai feminist scholarship is applied through the framework of Buddhism and the utilisation of multiple forms of inscription. ▼ This study is an attempt to demonstrate and illustrate the role of the National Archives of Zambia in contributing to knowledge and national development through promotion of research. It examines the development of the National Archives from 1935 to 2006 by analysing and highlighting its legal framework, preservation strategies and archival resources in the context of their role in facilitating research for knowledge and national development. Theoretically, it underscores the role of the National Archives as a public institution that legally acquires, preserves and provides access to information of archival nature for research. The history and development of archival activities in Zambia is illustrated in the context of archival legislative framework. The initial archival legislation formulated in the colonial period facilitated the creation of a joint archival institution and services for the Central African territories of Northern Rhodesia, Southern Rhodesia and Nyasaland. Archives legislation formulated during the Federation of Rhodesia and Nyasaland influenced the way archival services were provided in all the three territories. In the Post-Independence period archival legislation was much more detailed because of changing ideas on how archival services were to be provided. The legislation only guided the management of public records, archives and printed publications created within Zambia. The study further highlights the preservation strategies and measures implemented in the colonial and post-independence periods to prolong the life span of archival resources in the custody of archival institutions for research purposes. Although some preservation practices conducted in the colonial period were carried on in the post-independence period, new advanced preservation approaches were adopted in the light of changes in technology of information production. It is also demonstrated that the preservation of various information resources in the archival institution attracted a wide variety of research interests both in the colonial and post-independence period. It is further established that the provision of archival services both in the colonial and post-colonial period encountered various challenges. Some of the challenges experienced in the colonial period remained and persisted even in the post-independence period.

▼ What is the nature of the archive in the 21st century? What is the role of the archivist in a postmodern, electronic environment? To attain any absolute answers would be beyond the ability, or diplomacy, of any individual. Yet there are some questions, and subsequent dividing lines, which can be brought to the fore: • Is the archive a resting place for non-current records, a repository that provides the connection between inscription and preservation in order to ensure the veracity of the record as an authentic and reliability piece of evidence? • Should the archivist be distinct from the records manager? • Is the historical canon, if permitted to even use the term, a construct of the archive? If the answer is in the affirmative then does this legitimise the archivist in imparting overt value to a record/collection? • Is the archivist a custodian and keeper? • Should the archivist interact with wider societal needs and concerns? The ideal and idea of the archive and the archivist has become virtually unrecognisable from its early 20th century construct as questions such as these have been debated in the journals of archival science. The antiquated Jenkinsonian world-view has been dispensed with. The moral and physical defence of the archive is unsubstantial. Ensuring the preservation of the record and making it available to the public does not provide the archivist with a presence. Rather, the authority of archival beginnings has become the dominant, over-arching ideology. Through the advocacy of records continuum theorists and the proponents of postmodernism, we are to “stop rowing, start steering”. In order to be accountable, transparent, open, and representative, the archival profession is to control context and master reality. The archive is to define its own truth criteria. The archivist is an agent of accountability. The archivist is to openly negate his/her independent, neutral, non-political, non-ideological role: (1) There is an archive fever of audit culture. This is in response to the rise of the ‘consumer’ – “There is a risk, we’ll take care of it”. Continual monitoring, evaluation, and targets results in the record being a self-reflexive construct. Audit trails create a sense of truthfulness to the facts and of closeness to past reality. These perspectives have entered the archive. Perceived recordkeeping failures have made the archive unaccountable to wider society. The ‘right’ records are not reaching the archive. Records therefore must be programmed in advance by archivists working as records managers to produce acceptable outcomes. The archivist shapes the creation of the record. Archiving is auditing the recordkeeping systems of a record creating body. Archiving is the “active production of objectively truthful documents”. (2) Postmodernism sanctions a creative reconstruction of the past. The archive is to “fabricate metaphors…[tell] imaginings of history”. ▼ The dissertation offers a historical inquiry about how television's material traces entered archival spaces. Material traces refer to both the moving image products and the assortment of documentation about the processes of television as industrial and creative endeavors. By identifying the development of television-specific archives and collecting areas in the 1950s to the 1970s, the dissertation contributes to television studies, specifically pointing out how television materials were conceived as cultural and historical materials "worthy" of preservation and academic study. Institutions, particularly academic and cultural institutions with archival spaces, conferred television with a status of legitimacy alongside the ascent of television studies in the 1960s and 1970s. Institutions were sites of legitimation, however, television's entrance into these archival spaces depended on the work of various individuals within academic, archival, and industrial structures who grappled with defining television's intangible archival values and dealt with material obstacles. In examining several major institutions and the factors at play in archiving television, we can trace how television was valued as worthy of academic study and conceptualized as historical evidence. The following research questions structured this historical inquiry: How did different institutions approach television as archivable in the 1950s to the 1970s? Who were the determinators within these institutions, who could conceptualize television as archivable? What were the factors that enabled television's material traces to enter archival spaces? How did television directly or indirectly enter these archival spaces? Drawing on historical methods, the research primarily examined the archives of the archives, meaning institutional documents that illuminated the archival process and perceptions about television and media. The dissertation focused on five case studies: the Museum of Modern Art, the Mass Communications History Center at the State Historical Society of Wisconsin, the Wisconsin Center for Film and Theater Research, the UCLA Film and Television Archives, and the Museum of Broadcasting. These case studies represent the various institutional contexts that applied an archival logic to television. Cultural institutions, academic archives, and industry-initiated archives worked as sites to legitimate television, transforming ephemeral broadcast moments into lasting historical and cultural material.
