▼ Performance is thus about the way the task is accomplished and the results achieved
(outputs). The way inputs (resources) are utilized and the extent to which outputs (results) are
achieved at institutional level designates organizational performance, which therefore, is best
explained in what and how an employee in the structure is expected to get tasks geared and
accomplished towards the organizational goals. The pattern a task is accomplished and the
results achieved thereby flows through and within different interacting and interrelated sets
of activities that constitute a system i.e. performance system. The contemporary period of
increasing global competition has put more focus on effectiveness that the systems and
processes in the organization be applied in the right way to the right thing:
Performance management is of performance improvement process linked to performance
appraisal. In effective organizations, goals are agreed and work is planned routinely,
progress is measured and feedback is communicated. And this study draws on effectiveness
in appraising the performance of employees for a continuous improvement of organizational
performance in the Ethiopian Radio and Television Agency (ERTA). It focuses on how
effective is performance
appraisal in improving the performance of employees in ERTA and
in achieving strategic and operational goals.
The methods of participant observation and Likert-type questionnaires are the preferred
methods to collect data from primary sources, and the required data regarding factors that
contribute to effectiveness of the performance
appraisal system are obtained. Accordingly,
that indicates that the system in the agency is ineffectively implemented.

▼ The public sector in most countries is going through profound restructuring in the face of
environmental constraints that force the sector to undertake reforms to be efficient and effective.
In this respect, one of the most popular tools used in the contemporary reform programme is
Performance Contracts which have emphasized application of performance appraisal systems as
a requirement of PC. However, since appraisal is a controversial management practice anywhere,
the successful institutionalization of such a system faces numerous challenges and obstacles.
The purpose of this study was to explore the challenges Managers face in the application of
Performance Appraisal results at the University of Nairobi.
The study revealed that the managers face numerous challenges in the application of
performance appraisal results, which include lack of management support, lack of proper
understanding of the Performance Appraisal Instrument by both the appraisers and those to be
appraised among others. Furthermore, having supportive leaders at the organizational level,
provision of valuable rewards and extensive training were also considered important
prerequisites that are necessary for creating a professional public institution. These challenges
have resulted in unfavourable climate for fruitful application of performance appraisal results.
The study further established that there is lack of initiative to implement results of the appraisal,
making the exercise less effective as a Performance management tool. It was also established
that both employees and their appraisers lack proper understanding of what PA really entails thus
resulting in their failure to embrace PA as a Performance Management tool. To address these,
there is need to sensitize all cadre of staff at the University of Nairobi on the importance of PA
as a performance management tool. The sensitization can be through training, workshops,
seminars and even departmental meetings. The University of Nairobi management should
borrow a leaf from the private sector on how to manage the PA exercise, giving it the seriousness
that it deserved. This will ensure that the exercise have a well laid down procedure and a time
frame for all the processes that need to be put in place in order to have an effective performance
Management tool.

▼ Performance appraisal system(s) is crucial in assessing public sector employees. The drive for public sector reform for employee’s performance is significant to the measures set out on targets to organisations main objectives. This quantitative and qualitative study, therefore sought to investigate the effectiveness of performance appraisal system in the public sector in Namibia using the Ministry of Works and Transport Headquarters as a case study. The population of the study consisted of 32 Human Resource Department Officials as the researcher used single-stage sampling technique as a sampling procedure and questionnaire was used as the research instrument to collect data from both management and nonmanagement
personnel. The findings established that, all the 32 participants 100% indicated
that, the appraisal system used in public sector in Namibia is based on Manager/Subordinate appraisal system also 80% of the respondents from non management personnel and supported by all the four (4) management personnel mentioned the measures used are not effective. The study reveal that, monetary reward as appropriate scheme to reward public sector employees was expressed by 56% of non-management personnel and 44% called for non-financial but rather recognition and this was supported by three (3) management personnel. Also, 60% of the respondents asserted that, Management by Objectives (MBO) must be introduced in the Namibian public of sector. On recommendations, the researcher recommended that, Office of the Prime Minister should provide extensive education to the public sector employees in Namibia on the measures to apply on implementing the appraisal system including providing reward system as well as introduce modern methods of appraisal system such as Management by Objectives (MBO) as that brings Managers/Subordinates together in decisions that affects departments and the, public sector organizations as a whole.

▼ The purpose of this study is to explore the manager-subordinate conflicts or disagreements in relation to performance
appraisal in the Department of Home Affairs in Tshwane area. An understanding of the reasons for manager-subordinate conflicts pertaining to performance
appraisal is essential in order to identify viable solutions for improving workplace relations and morale. In order to achieve the purpose of this study, a qualitative research design was adopted, whereby semi structured interviews were used to collect data. A sample of twenty five research participants was selected from five offices of the Department of Home Affairs in Tshwane area using a purposive sampling strategy. Qualitative content analysis was conducted to analyse data obtained through interviews and observations. The major findings of the study revealed that performance bonuses and biased ratings are the sources of conflicts or disagreements between managers and subordinates in relation to performance appraisals. Therefore, is recommended that the National Department of Home Affairs should expose both managers, supervisors and operational staff members to training and development to ensure an effective performance
appraisal process. In addition, managers and supervisors should be equipped with necessary conflict management skills to resolve manager-subordinate conflict in the workplace.

▼ The aim of the study was to investigate perceptions of head teachers and teachers on the Annual
Performance Appraisal System (APAS) in selected primary schools of Lusaka District. It was an
exploratory study that used qualitative research design. To undertake the general objective, three
(3) specific objectives were designed, these included: (1) to explore perceptions head teachers and
teachers hold concerning APAS; (2) to examine ways in which APAS had motivated teachers in
primary schools (3) to investigate levels of employees’ satisfaction on the Annual performance
Appraisal System. The sample size comprised twenty respondents, these were as follows: five head
teachers from each sample primary school, three class teachers from each school giving a sample
size of twenty (20) respondents. The research instruments used in this study were questionnairesinterview guides and focus group discussions.
The study revealed that teachers lacked proper understanding of APAS which had resulted in the
development of negative perceptions and attitudes toward the system. The study revealed that the
majority of teachers did not see the importance of APAS to their career because the system was
not perceived to be yielding tangible results. The findings indicated that APAS was not valuable
to teacher’s profession. It was further revealed that the majority of teachers were not motivated
with appraisal systems, and that head teachers were not playing their major role of providing
trainings and initiating programs that would help in developing teachers’ weaknesses.
Furthermore, it was revealed that teachers were not satisfied with APAS, there were no teacher
participation and involvement in appraisal process, no coaching and monitoring was conducted
througnecessary skills of evaluating employees. One of the major recommendations made by this study
was that the MOGE should provide trainings and workshops to ensure that supervisors involved
in appraising teachers acquire adequate skills needed for conducting appraisal process.

▼ Despite a strong base of literature that shows appraisal (i.e., an individual’s assessment of the relevance of a possibly stressful situation to their own goals and their likelihood of effectively coping with it) is an important predictor of individual emotion, behavior, and performance, appraisal has been largely relegated to theory by the organizational sciences. The purpose of this work is to demonstrate why studying appraisal adds value to organizational science phenomena. This is accomplished through two empirical essays and a theory essay. First, a metaanalysis assesses the extent to which the challenge-hindrance framework, a perspective that explicitly suggests appraisal is unnecessary to understanding the effects of stressors (i.e., source of stress), applies to the context of entrepreneurship, where it is contended appraisal is most likely to play a role. Findings suggest that although the framework does apply, entrepreneurs (who operate in a more autonomous environment) experience better well-being and performance outcomes than non-entrepreneurs (who operate in more restrictive environments), and it is argued that appraisal is likely a factor in this difference. Second, a diary study tracks entrepreneurs’ daily appraisal, mood, and coping across a 20-day period in response to their self-identified largest source of stress. Results conclude that daily appraisal, which varies across time, directly affects daily mood and indirectly affects daily coping through mood, thus showing that appraisal predicts two important health indicators for entrepreneurs. Third, a theory on collective appraisal (i.e., the extent to which team members agree concerning which stressors are relevant to the team and how to respond to those stressors) is developed which turns appraisal from an individual-level construct to a team-level one. In so doing, the essay makes appraisal more useful to organizational science phenomena, which predominantly occur in team settings.

▼ The current study uses a sample of graduate student and adviser pairs to examine factors that shape reactions to performance
appraisal. The purpose of this study was to determine how rater accountability, frequency of observation, justice perceptions, and trust in the
appraisal system impact the relationship between LMX and performance ratings, and between trustworthiness and performance ratings. Another purpose was to determine how LMX and trustworthiness influence student reactions such as motivation to improve performance, accuracy ratings of the performance
appraisal, and satisfaction of performance ratings. Results of the study suggest a relationship between LMX, trustworthiness, performance
appraisal system characteristics, and overall performance ratings. Additionally, LMX ratings appeared to become integrated with ratings of overall performance, which in turn influence students’ ultimate feedback reactions to performance appraisals. By focusing on improving performance

▼ Employee Performance Management Systems are an important element of any organization in today’s competitive business environment where organizations are constantly working to improve their performance and profitability. This study aims to find out the challenges that organizations face in implementing performance management systems in public institutions. The study employed a descriptive design, in which primary data was collected from parastatal organizations in Zambia, using a structured questionnaire. The collected data was analysed using Statistical Package in Social Sciences (SPSS V.16).
The study established that the processes of performance management systems are followed in these organizations under study. However, majority of employees are aware of these processes, but they do not understand the basis upon which their performance is judged. The study further found that setting up of performance goals among others was done by supervisors, appraisee and in some cases some performance goals or requirements for individuals were set by line managers and human resource professionals. A number of challenges were identified by the study including minimum involvement of employees in the Planning and Implementation of Systems, inadequate evaluation systems, as well as ineffective communication between management and employees, which resulted in lack of clarity, poor management as well as defective reward system.
The study concluded that addressing such challenges requires a holistic approach to performance management systems ranging from performance planning to appraisal. Failure to adhere to these principles will result in the persistence of such challenges including overall organization performance. The study recommended improvement of communication systems, participation of all stakeholders in performance management systems linked to career development and succession planning.

system which was introduced in 1998 to address the professional
development of educators in the Republic of South Africa.
Development
Appraisal System (DAS) is one of the processes of
transformation which was introduced after the democratic elections
of 1994. This process was necessitated inter-alia by the following
challenges, which seem to be faced by educators in the classroom:
<Li> Redeployment of educators;
Upgrading of educator’s qualifications;
Curriculum change. National Curriculum Statement
(NCS); Outcomes Based Assessment (OBA);
and Inclusivity–the policy that addresses
learner’s barriers in the classroom, used to be called Education
for Learners with Special Education Needs
(ELSEN). The following three questions
therefore provide the focus of the study: What
is the nature and scope of DAS and how does it relate to the
professional development of educators?; Which
appraisal models can be used to understand and contextualise the
DAS in the professional development of intermediate phase
educators; and To what extent has DAS
contributed to the professional development of the intermediate
phase educators? Data was collected through
the use of a questionnaire and semi-structured interviews. The
target group of this study is the primary school educators in the
intermediate phase because they were exposed to all the curriculum
changes, for example, NATED 550, Curriculum 2005 and finally,
National Curriculum Statement. There were 4 participants in the
study from each of the sampled schools. The participants from each
school comprised of the principal, the HOD and two educators. The
two educators, the Heads of Departments and some principalsof very
small schools, completed the questionnaires, and semi-structured
interviews were conducted with the principals who did not complete
the questionnaires. The study was conducted in both rural and urban
schools, to determine how educators from different settings
perceived educator
appraisal. The following are the most important
findings applicable to the third research question, namely, the
contribution of the developmental
appraisal on the professional
development of the primary school educators.
The study revealed that
appraisal was implemented in the Republic
of South Africa but there are still some factors that may still
limit the potential of
appraisal and they are as

▼ This study was aimed at evaluating the Performance Management Package (PMP) in the Zambia civil service. More specifically, it examined the key elements of the PMP and its implementation and attempted to determine the extent to which work plans and targets have been established and were adhered to in the Zambian civil service. The linkages between performance appraisal and the application of rewards, sanctions, training and skills development were also explored.
In order to do so, a stratified random sample of 236 civil servants drawn from three ministries (i.e. Agriculture and Co-operatives, Local Government and Housing and Finance and National Development) and two government institutions (i.e. Cabinet Office and the Public Service Management Division) were interviewed using a semi-structured questionnaire. In addition"to this were two members of the Performance Improvement Team (PIT) at the Ministry of Local Government and Housing (where the team was found to be in existence). For these two PIT members at the Ministry of Local Government and Housing an unstructured questionnaire was administered so as to get more qualitative data.
The results presented in this study show that although the PMP launch, briefing meetings and installation workshops had been carried out in the sampled organisations, no further work had been done to ensure that every employee had a work plan to follow and targets to achieve against which their performance could be evaluated. This was mainly due to inadequate financial and physical resources, on the one hand, and lack of visionary and committed leadership to continue with the PMP implementation, on the other. In addition, the government has never conducted a review of the PMP implementation in the ministries and institutions.
Similarly, although 78 percent of the respondents had work plans created for their jobs only slightly over half of them (i.e. 55.5 percent) claimed that their work plans were completely followed or adhered to. The main reasons cited for the failure to adhere to work plans were poor funding, increased workloads due to manpower shortages and the absence of strict follow-ups by managers to ensure that work plans were being followed. As regards performance appraisal, slightly over half of the respondents (i.e. 53.8 percent) had the view that the

PMP had introduced or helped put in place a more objective annual performance appraisal system (APAS). Furthermore, the study also found weak linkages between APAS and the application of rewards, sanctions, and training and skills development in the civil service today. As a result of this, the majority of the civil servants interviewed (i.e. 58.5 percent) argued that the administration of the performance appraisal system in the civil service today was just a matter of routine and served very little purpose. The study noted the absence of any reward or incentive schemes and sanctioning mechanisms in the organisations visited that are required to effectively manage performance.

▼ The main purpose of this research was to investigate the main impediments to the institutionalization of the Annual Performance Appraisal System in the Zambian Public Service. Institutionalization of reform programmes such as performance appraisal has proved to be a daunting and challenging exercise for many developing countries, including Zambia. Yet the assumption is that if a robust Performance Appraisal System could be installed worldwide in organizations, tremendous leverage would accrue to it, in terms of not only performance, but also of developing a more engaged and empowered workforce.
The study was primarily qualitative, thus giving the researcher ample time to get an in depth understanding of the key obstacles to the institutionalization of the APAS, from the Focused Group Discussion with human resource sectional heads of all the ministries that have undergone restructuring and are using the new appraisal system, as well as Cabinet Office and the Public Service Management Division (PSMD) being the implementer and architect of all government reform initiatives. The interviews explored participants' experience, both as appraisers and appraises. For this reason, the interview sample was skewed towards more senior staff.
The results for this research revealed that the prevailing cultural, political and organisational factors in the Zambian Public Service have hindered successful institutionalization of the APAS. Under political factors, there was an all round acceptance amongst the participants in the focused Group Discussions that the government lacks the political will to ensure that civil servants accepted the APAS and created a sense of ownership and commitment towards it. The findings, under cultural factors, revealed that, cultural differences in the supervisor-subordinate relationship affects appraisal results and subsequently becomes a key obstacle to the successful institutionalization of this reform program. Finally, under organisation factors, the following factors were revealed to be key obstacles to the acceptance of the acceptance of the APAS. The PSMD poor communication to line ministries and un sustained APAS training and socialization to the new entrants in the civil service, lack of commitment by top leaders to implement the system and the poor perceptions of the APAS held by both supervisors and subordinates.

developmental priorities of the Assembly, there is hardly any effort to coordinate
the activities of the various sectors engaged in the promotion o f PHC. Despite
much common ground for collaboration, horizontal linkages amongst the
decentralised departments engaged in PAC. activities remain weak or nonexistent
An analytical framework adapted from the work o f Susan Rifkin^ and others on
“Measuring Participation” was used to describe the extent of Intersectoral
collaboration in the district The extent of Intersectoral collaboration can be
described as limited.
The subcommittees established for the purpose o f preparing short, medium, and
long term plans on PHC for the District Assembly have been unable to perform
this role adequately. The members of these subcommittees have not been prepared
(through training) for their new roles. Consequently, they have been found to lack
the capacity to prepare district health development and promotion plans and to
advocate for their implementation as envisaged by Local government law, Act 462.
The DHMT has ceased to be multi sectoral because its past relationships with other
health related sectors were found to be unfruitful The team perceives the other
sectors as not committed to intersectoral health activities and therefore unwilling
to commit their resources to such activities.
In view of the fact that donor funded joint action plans were smoothly and
effectively implemented, it is believed that the implementation of composite
budgeting may facilitate the implementation of intersectoral PHC activities in the
future.
A training programme for the Assembly members elected to the subcommittees
and the staff of the Assembly is advocated to strengthen their capacity to perform
their expected roles. A “neutral” forum created and supported by the Assembly for
coordinating the activities of all health related sectors is also advocated to further
strengthen intersectoral collaboration in the district

in terms of contribution to national wealth, creation of more
employment, building up infrastructural facilities, building up a
broad based and healthy capital structure, operating of essential
services, creating export potential and thus participating activity
in the overall economic growth of a country and improving the
standard of living of people, ultimately the Gross Domestic Product
(GDP) and the tax revenue to the government with from both direct
and indirect taxes are maximized. It is imperative to study the
role of corporate sector in the economic growth of a country,
particularly in the developing country like India have attracted
several academicians, professional institutions, research and
administrations to conduct diversified studies in this area. There
is a need to study the industries internal efficiency which
ultimately shall determine the overall industrial development in
future. Automobile industry is one of the key sectors of the
economy since deliscensing and opening up of the sector to FDI in
1991-92. It has close linkages with the rest of the economy and
hence has strong multiplying effect. Therefore, the present study
is undertaken to make the performance appraisal of the selected
sectors of the Indian automobile industry. The performance of
Indian Automobile Industry is analysed on the basis of production
trend, sales trend, profitability analysis, financial structure,
financial performance, assessment of financial health, Economic
Value Added (EVA) and Market Value Added (MVA).Performance
appraisal is of special importance in industries and automobile
industry is one such industry from the social economic development
of the country. Automobile industry is significant enough in terms
of investment, employment, sales and profitability function. An

industries.

▼ The majority of empirical research on responses to negative feedback has focused on affective responses to negative feedback, which have largely been adverse. The purpose of this study was to examine how negative feedback enhances motivation. A key feature of this study is the conceptualization of motivation using Edward Deci and Richard Ryan’s self-determination theory. Self-determination theory proposes a continuum of motivation, based on one’s regulation, or contingency for performance. Goal orientation and social dominance orientation are proposed as two moderators of the negative feedback-regulation relationship.
Two studies were conducted to examine the relationship between negative feedback and regulation. Study 1 used a survey-based instrument with a work sample after a performance
appraisal was conducted (N = 221), and Study 2 took place in a psychology statistics undergraduate course (N = 156). Negative feedback yielded a decrease in obligated motivation in Study 1. Mastery prove goal orientation and performance prove goal orientation were consistent significant moderators of the negative feedback-regulation relationship, such that individuals with high levels of Mastery prove goal orientation increased their autonomous regulation at higher levels of negative feedback, while individuals with high levels of performance prove goal orientation decreased their autonomous regulation at higher levels of negative feedback. Implications for feedback delivery are discussed.
This study contributes to the literature by being the first to examine the effects of negative feedback on all forms of regulation, and is the first to use goal orientation and social dominance orientation as moderators of the negative feedback – regulation relationship. Further, this study demonstrated the positive motivational effects of giving positive feedback as well as setting mastery prove based goals.

▼ Teacher quality is a significant determinant of student achievement in schools. One way through which schools endeavor to improve the quality of their teachers, and hence student achievement, is by evaluating them, identifying their professional needs, and making them accountable for the quality of their practice. While there is a general agreement that teachers should be monitored and evaluated, there is variation in the approaches and purposes of the process across schools and educational contexts. This dissertation responds to the research question, “How do teacher monitoring and evaluation practices and purposes associate with student achievement in mathematics, science, and reading in lower secondary and secondary schools.” The study employs Ordinary Least Squares as it analytical approach and uses data and information in 21 countries from the Program for International Student Assessment (PISA) and Teaching and Learning International Survey (TALIS).
Findings show that the developmental approaches to teacher evaluation in the form of evaluative focus in principals’ pedagogical role that include classroom observations, suggesting teachers for improvement, and informing teachers about possibilities for updating their knowledge and skills do not associate significantly with student achievement in all three subjects. Schools’ use of student data for instructional improvement also does not associate significantly with student achievement in all three subjects. Monitoring of teachers using student achievement and principal and staff observations relate positively to student achievement in reading. The study finds mixed results for high-stakes approaches to teacher evaluation. Public accountability establishes a positive relationship with student achievement in all three subjects. However, the use of student assessments for teacher evaluation and judging teacher effectiveness do not relate significantly to student achievement in mathematics. In reading and science, such uses of student assessments associate negatively with student achievement. The tracking of student assessments by an administrative authority develops a negative but insignificant relationship with student achievement in mathematics and reading, and an insignificant positive relationship in science.
The evidence in this study only confirms the complexity of teacher monitoring and evaluation practices and purposes while exploring their potential in raising student achievement in schools. The study suggests that the use of student assessments as an evidence of teacher performance should be avoided especially in high-stakes approaches to teacher evaluation. The study further suggests that the right mix of developmental and high-stakes approaches and purposes to monitoring and evaluating teachers should be driven by evidence obtained through rigorous research in indigenous settings.

▼ The overall objective of the study is making a critical
appraisal of the African Peer Review Mechanism (APRM). The APRM was established in 2003 to monitor the adoption and implementation of policies and practices that would lead to political stability, high economic growth and accelerate regional cooperation and integration through sharing experience, dialogue and peers pressures. The study will need to address contributing factors for the establishment of APRM and its role in promoting African indigenous socio-economic and political realities. It has examined the level of harmonization of tasks with AU and other partner institutions. It has also examined the benefits, instruments, challenges and opportunities of APRM. The study adopted qualitative methodology mainly depending on secondary data collected through document analysis. An attempt was made to collect empirical data through key informant interview. Therefore, while the study mainly used a critical
appraisal approach, descriptive and explanatory parts are also used to provide essential background information to make analysis very clear. The research adopted the deductive method of reasoning in analyzing the data. Ethical considerations and triangulations were employed to make objective analysis in order to draw valid conclusions.
The conclusion that emerges from such analysis is that African resentment against the western-based assessments, manipulation for accreditation, voluntary nature, absence of binding decision and increasing financial flow to the continents are the main motives for the establishment of APRM. It is a separate and independent institution under AU. The role of civil societies in the post review process, implementation of NPoA and progress report is worthless. They were selected on the basis of their inclination towards the government through intentionally neglecting strong and vibrant civil societies. Besides, the documents were failed to put clear procedure to recruit members of NGC. It enhances partnership and cooperation, increase financial flow, adopts an African based-experience and South-South cooperation. It also identifies issues ignored in the national development plan and cross-cutting issues. The attempt of APRM to embrace the African indigenous traditional values and norms, which are the base for the social capital, is insignificant. It depends on the good will of reviewed country to glorify the indigenous traditional values and norms. It has either empowered or transformed the traditional values and norms to enhance the competitiveness of Africa globally. The absence of strong reinforcement and enforcement mechanism make the APRM toothless to voice on mal-practices of respective country and failed to take decision and recommendation on very sensitive issues. appraisal (ROTPA) has been implemented in Tigray
Region in general and central zone secondary schools in particular since 2004. In addition to
this an approach to result-oriented teacher performance measurement known as Balanced
Score Card (BSC) also introduced. The pre 2004 teachers’ performance
appraisal was based
on trait and performance based-criteria. ROTPA criteria are a new scheme and complex in its
form. Because of this, principals, vice principals and teachers have face problems in its
practice. So the purpose of this study was to investigate how teachers and principals have been
practicing the current teachers’ performance
appraisal criteria and what major problems were
encountered. The research was conducted in central zone of Tgray region across 7 woredas
based on randomly and purposefully selected government secondary schools out of which, 130
teachers were selected based on quota sampling techniques 27 school principals and vice
principals were selected based on availability sampling techniques. The research design is to
collect information through mixed approach that includes both quantitative and qualitative
sources of data. A survey questionnaire of both closed and open ended questions were
designed and distributed to 130 teachers and 27 principals and vice principals and officials of
Woreda education were also included in the study for interview. Documents like teachers’
summative evaluation report and ROTPA training manual were also analyzed. Data collected
through survey questionnaire was tabulated in tables and expressed in simple statistical tools.
Percentage and mean value is used to describe what portion of respondents agree or disagree
on the given items. Data collected through open ended questions, documents analysis and
interview were presented in narrative forms. The findings of the study revealed that. Teachers,
principals and vice principals did not have favorable attitude towards ROTA criteria based on
the BSC system that focuses on business matters. Teachers were not fully involved in
developing
appraisal criteria. The appraiser was not, competent enough to appraise teachers’
performance objectively; the formative evaluation was not based on teachers’ future
performance. Most school principals and vice principal didn’t Conduct post
appraisal
conversation with all teachers being appraised. The research also revealed the following as a
major problems of ROTPA, based on BSC, characterized by in adequate training given to
teachers, principals and vice principals, ROTPA criteria neglected teacher behavior, the
normal distribution curve was not in line with school environment, teachers were appraised by
the vice principals alone, no grievance committee was formed at school level. Giving reward

▼ Kenyan based institutions are facing a major problem today as they are handling a lot of data which they
have collected over the decades. Kenya has in the past decade experienced growth in the industry sector.
Most companies have piled up customer data especially in service-based industries. It is not possible for the
human mind to be able to process this information and be able to make real-time decisions based on realtime
reports. Often, the precious data is not even utilized to assist in decision making due to lack of the
knowhow on handling the data.
Data mining is the process of extracting patterns from data and is becoming an increasingly important tool
to transform this data into information.
This research aimed at exploring the various algorithms used in the data mining tools and use rule induction
to build a model that can be used to appraise customers for a credit facility. The rules are built from data
based on statistical significance calculated from the analysis of variable selection and significance.
Weightings on each variable are obtained by use of statistical methods (Regression, Information value and
Weights of evidence) and a lot of expertise advice.
The model has the ability to alter cell values in real time, in line with what the end user input or does on the
dashboard. To be able to do a gauge so that the model gives a good or bad rating, a risk meter was designed
and a minimum value was given. The risk meter uses the total weight output by the model after accepting a
user's inputto give a rating of bad or good.
The model was found to have an average accuracy level of close to 60% in its predictions of a good and
bad credit borrower. It also gave insight into the data held that goes along way into helping the organization
make decisions on areas that are business problems. For example, it was found that male borrowers have a
higher defaulting rate than female have, yet less than twenty percent of borrowers were female.
For the bank to be able to predict the probable behavior of a customer's loan performance, they must have
the history of the client's financial data. This may need an extension to borrow from the introduced Kenyan
Banks Credit Bureau database so as to have a three-sixty degree view of a customer.

▼ The performance appraisal system of any organization is a vital component of the health
of the whole business cycle. The maritime industry and KPA in particular is not an
exception to this view. This industry offers employment both directly and indirectly to
the east and central Africa population. The increasing significance of performance
appraisal processes and performance management systems is of fundamental importance
to the performance of any organization. Thus what gets measured gets done. The overall
objective of the study was to determine the perceptions of top management on
performance appraisal at KPA. This study was guided by various theoretical reviews.
This was a case study research. The study was conducted through a census of top
management at the KPA.
The study used primary data which was collected using questionnaires and interview
guide. Descriptive analysis was used to analyse quantitative data while content analysis
was used to analyze the qualitative data. The study established that proper use of
appraisal systems is of great value to the business organisation. The study also
established that tangible targets and linkage of targets to direct reward motivates staff to
perform tasks efficiently. KPA should adopt performance management systems. The
study identified balanced score card as the most popular tool for appraisal process. The
other recommendation by the interviewees are the combination of appraisal tools such as
combining balanced scorecard and 360 degrees feed back, combining rating scale and
balanced score card, combining balanced score card and performance prism

▼ Corruption as a concept is viewed differently by various disciplines, but there seems to be
consensus that it relates to the misuse of public office for private gain. Studies in the social
sciences, mainly political science, economics, sociology and law, have provided valuable insights
into the
subject, for example, its causes, manifestations and consequences. In a country such as
Nigeria, corruption is said to have cost the country up to $20 trillion between 1960 and 2005, and
it could cost up to 37% of its GDP by 2030 if the situation is not urgently addressed.
The paradox, however, is that although all successive leaders of the country have consistently
articulated their anti-corruption posture in national speeches, they get accused by their successors
of not being tough on corruption both in word and in deed. Regrettably, there have been relatively
few close textual analyses of presidential speeches carried out within analytical frameworks in
linguistics that have the potential of revealing how presidents can simultaneously talk tough and
soft on corruption, a contradiction that could well explain the putative anti-corruption posture of
the country’s leaders and the ever deepening corruption in the land.
It is against this backdrop that this study draws on Critical Discourse Analysis (CDA) and Systemic
Functional Linguistics (SFL) in order to examine language choices related to the theme of
corruption in speeches made by Nigerian presidents from 1957 to 2015. The objectives of the study
are to (1) provide an overview of how the discourse on corruption has evolved in Nigerian
presidential speeches from 1957-2015; (2) determine specific facets of the construal of corruption
from the dominant choices made from the system of transitivity (process, participants,
circumstance) in speeches by different presidents and at different time points in their tenure in
office; (3) analyse how the interpersonal metafunction of language is enacted in the speeches by
the presidents through the system of
appraisal for a strategy of positive self-presentation and
negative other-presentation; (4) interrogate from a critical discourse analysis standpoint the
interest, ideological, partisan or other bases for the choices made in the speeches from the systems
associated with the experiential and interpersonal metafunctions of language; and (5) to evaluate
the different presidents in terms of how the above analyses position them in relation to combating
corruption.

▼ The focus of this research is teacher professionalism in New Zealand and the possible role of the ‘Standards for the Teaching Profession’ that were released in 2017, in strengthening the quality of teaching. Evidence suggests that the quality of teachers’ work is an important factor in students’ success. So, a challenge for education policy-makers is to create a system that encourages and enables teachers to be high quality and motivated to keep improving. The literature suggests a strategy to enable this is to encourage a mature profession, where teachers take collective responsibility for improvement. Standards for teachers can be a positive influence on improving teacher practice when their use is balanced between regulatory and development functions, so that they are a catalyst for professional development. This research involved 45 teachers in English Medium settings participating in sector specific focus groups for early childhood, primary school and secondary school teachers, a review of policy documents and secondary data from Education Council workshops. The analysis suggests that aspects of organisational professionalism influence the environment, although most teachers did not consciously align themselves to this discourse. There appeared to be some differences between sectors, with those in early childhood aligning more closely to their organisation than other teachers and feeling like they were not accepted as a legitimate part of the teaching profession. Although teachers were generally positive about the new standards, few teachers considered using them for reflection or professional conversations outside of formal
appraisal. The aspiration presented in literature of a mature profession that works collaboratively with a mix of stakeholders to combine expertise, ask tough questions to create solutions and grows professional knowledge was not apparent, however teachers identified opportunities to shift the profession towards this discourse.

▼ In 1997, the Government of Zambia introduced the Annual Performance Appraisal System
(APAS) which was an integral part of the Performance Management Package (PMP) with the
principal objective of introducing a culture of work planning and target setting in Government
Ministries and Other Spending Agencies. The objectives were to improve efficiency and
effectiveness of the Public Service in the performance of its functions and put in place an
effective personnel appraisal instrument in making vital personnel decision. The main concern
of this study was that for the past 19 years of the existence of the APAS, performance in the
Civil Service has not improved in any way. There was still poor service delivery resulting from
under performance by most of the Civil Servants.
The main objective of this study was to evaluate the effectiveness of the APAS in improving
performance in selected Ministries of the Zambian Civil Service. Specific objectives included:
(i) to determine the implementation of performance planning and monitoring among Civil
Servants in selected Ministries (ii) to establish if the APAS was effectively used in appraising
performance of Civil Servants in selected Ministries,(iii) to determine the extent of the
utilization of the APAS in making Human Resource decisions in selected Ministries.
Both primary and secondary methods of data collection were used. This study involved the use
of questionnaires, semi-structured interview guide and other relevant documents. A mixture of
stratified random and clustered sampling was used to draw a sample 126 respondent from three
(3) restructured Ministries namely Education, Health and Agriculture. Quantitative data was
analyzed using the Statistical Package for Social Sciences (SPSS) and Microsoft Excel
Computer Software Package.
The study revealed that APAS was not effectively used in appraising performance in concerned
Ministries. Departmental and Individual Work plans and target setting were not strictly adhered
to in all the concerned Ministries. Furthermore, APAS was only used for the purposes of
confirmation and substantive promotions in the Civil Service. The study also revealed that there
were inconsistencies in implementing performance planning, monitoring and feedback
provision in the concerned Ministries. It was futher revealed that the APAS was not effectively
used in making critical human resource decision such as identifying officers who should be
promoted. Finally, it was revealed that the APAS had not achieved almost all the objectives for
which it was established.

▼ The industry of buying and selling aircraft has experienced financial volatility in demand and supply, but the current industry trends show major gains and very lucrative margins (Leverage Finance, 2012). With an airline industry experiencing more buying and selling of
aircraft, the use of aircraft appraisals accelerates. This study is a qualitative exploratory study. The purpose is to understand the information and steps that are used by aircraft appraisers to complete desktop, extended desktop and full appraisals. Each
appraisal determines a slightly different financial value that is beneficial to the client. This study determined the impact new technology has on the steps and information used to complete an aircraft
appraisal. Phone interviews with four experienced appraisers were transcribed, and then used as the data used to form the conclusions of the study. Grounded Theory was the basis of the framework of the study; Truth and Reality Testing was also used as a secondary theoretical framework. The assertions made in the study suggest that a desktop
appraisal is completed with heavy weight put on the appraiser's network and industry knowledge, as well as acquired market data. An extended desktop
appraisal is completed by using an appraisers industry network and market data, plus maintenance information about a specific aircraft. A full
appraisal is completed by using market data, maintenance data, plus data acquired during a physical inspection of the aircraft. The data also suggests that new aircraft technology, such as that on the Boeing 787, does not affect the techniques to complete an aircraft
appraisal.

▼ Using the
appraisal theory of emotion, I hypothesized a process model that depicts the effects of four negative emotions – boredom, anger, sadness, and anxiety – on two types of deviant behavior, rule-breaking and interpersonal aggression. I predicted that anger and anxiety would increase deviance in comparison to boredom, while sadness would decrease it. In addition, I argued that these effects would be mediated by physiological arousal, sensemaking, and attentional focus. I tested my model across three experiments (total N = 430), each of which used a different emotion induction. Overall, there was general support for the findings that anger and anxiety increase, while sadness decreases, deviant behavior. In addition, I found support for the hypothesized effects of emotion on arousal and sensemaking. However, there was no support for predictions regarding attentional focus or any indirect effects. Thus, the most significant finding was that sadness decreased deviant behavior, which emphasizes the importance of differentiating among different negative emotions when examining deviant behavior. Further implications are discussed.

▼ A wide variety of tools exists for
appraisal in general. There are, however, very few widely accepted guidelines governing their specific application in industrial projects. It would be useful to a practicing project appraiser to be able to discern which
appraisal methods are most applicable to a particular situation. This research has therefore undertaken to investigate the relationship between the
appraisal methods available and their application to industrial projects. As such, a number of specific objectives have been discerned. The first of these was to analyse the literature in order to determine the general views held. The second was to corroborate the views of literature with actual industrial trends. The final objective was to compare theory and practice in order to develop broad guidelines for future project appraisers. The procedure adopted to meet these objectives firstly involved conducting a survey of the literature. This yielded a number of conclusions which suggest a preferred approach to
appraisal. To evaluate this approach an appropriate questionnaire was compiled. This questionnaire was then circulated to a representative target area, namely the industrial sector of the South Western Cape. The response to this survey provided a database of actual industrial projects. From this database trends were extracted using a number of statistical techniques, such as Analysis of Variance, Contingency Analysis and Log-linear Modelling. The results of this analysis were then used to complement the conclusions of literature and to confirm the preferred approach to project
appraisal. The conclusions from the literature where consensus was found to exist involve the following issues: The chronological position of
appraisal in the project life-cycle. The types of study that should be included in project
appraisal. The chronological order of these studies. The extent to which formal techniques should be used. The background that the appraisers should have. The extent to which project characteristics influence the
appraisal approach. The database provided by the industrial survey consisted of 173 projects conducted in 33 different organisations. Analysis conducted on this database yielded a number of simple one-to-one relationships between project success,
appraisal method used and project characteristics. From these relationships a picture of the reality experienced in the South Western Cape could be formed. Such a picture was compared with literature in order to form an overall set of guidelines for use by the practising project appraiser. As a result of the analysis and the subsequent comparison between literature and practice, conclusions were drawn concerning a number of aspects in the research. Such aspects include the success of the research method, uncertainties of the industrial survey, consensus between literature and practice on
appraisal procedures and the existence of a preferred approach to project

▼ The aim of this study is to apply a power perspective upon textbooks used in the upper secondary school course of Swedish as a second language 3. Three different textbooks have been analysed from three perspectives regarding content, addressivity and activities. The analysis focuses firstly on to which extent and in which way the textbook authors connect language use on the basis of gender, social background and cultural belonging to aspects of power. Secondly, the ways in which the textbook authors invite pupils to negotiate about actualized conditions are examined. Ultimately, the balance between the four orientations constituting Janks (2010) interdependent framework for critical literacy education is described based on the textbooks’ tasks. The result shows that social background is prominent when two of the textbooks write about connections between language and power, whereas gender is assigned a marginalized position in all textbooks. The connections to power are mainly made by emphasizing the importance of mastering the dominant language, described as key to linguistic and cultural capital. The textbook authors often engage the pupil’s as well as external voices in their texts and rarely ascribe themselves roles of authorities. Regarding the framework for critical literacy, a problematic imbalance is caused by the lack of tasks that engage pupils in activities aiming to redesign their worlds in terms of social action.

▼ Although performance ratings are often put to use in making critical decisions that have important practical implications for organizations (e.g., personnel decisions), there is a wide concern among both researchers and practitioners alike that performance ratings are poor indicators of the job performance construct. Among the number aspects of the criterion problem (e.g., measurement, rater cognition), performance
appraisal literature has also emphasized the role of rater motivation in the performance
appraisal that is in part determined by the individual differences in rater characteristics and their interaction with the context in which performance
appraisal takes place as important factors that affect the quality of performance ratings. The goal of this study was to examine how rater personality (agreeableness, conscientiousness, neuroticism) and accountability context (ratee, supervisor, baseline) affect the level of performance and accuracy of the ratings that raters provide. The results generally showed support for the hypothesis that rater personality affects performance ratings through its influence on rating motivation that rater chooses to pursue in performance
appraisal. However, contrary to my hypothesis, accountability context did not significantly affect this relationship. Theoretical and practical implications of these study findings are discussed.

▼ Global climate change has brought about not only rise in global temperature, but also other climate anomalies such as severe storms, droughts and floods. To reduce damages from these disasters, both the government and public need to take preparations. This study aims to explore the factors that may influence the public's flood preparedness. The explored factors were derived from Rogersâs (1983) protection motivation theory and Grothmann and Patt's (2005) model of private proactive adaptation to climate change. A questionnaire was mailed to a random sample of Kaohsiung citizens, 490 of whom lived in flood-prone areas and the rest 210 lived in other areas in Kaohsiung. A total of 264 citizens responded. Results showed that threat
appraisal and coping
appraisal could affect the intent to prepare, and threat
appraisal was affected by reliance on government and disaster experience. These suggest that if the government wants to increase people's flood preparedness, it should both (a) make people alert to the severity and high possibility of future floods, and (b) make people believe that they could take affordable and effective measures to reduce their flood damage.
