▼ The dissertation explores the social and cultural
history of a sixteenth-century Roman institution, the Conservatorio
di Santa Caterina. Linked to a local confraternity, the Compagnia
delle Vergini Miserabili, the Conservatorio catered to young women
from lower social classes, especially daughters of prostitutes in
danger of being forced into their mothers' trade. The first
institution of this kind on the Italian peninsula, the
Conservatorio became a model for analogous shelters founded in
other cities over the course of the sixteenth century. The
dissertation explores the founding of the institution and the first
century of its long history, with a focus on significant moments in
its development and its adaptation to the changing urban needs of
early modern Rome. The research is primarily based on sixteenth and
seventeenth-century manuscript and printed documents archived by
the confraternity, including their meeting minutes, donation
receipts, financial records and wards’ registers. By comparing
archival sources with sixteenth-century printed booklets on charity
and with archeological sources, the dissertation illuminates the
daily activities, ritual ceremonies and educative practices of the
Conservatorio. The project examines the significance of charity as
a trademark of religious orthodoxy and its social function as a
networking activity in early modern Rome. In addition, the
dissertation investigates the Conservatorio’s practices in light of
early modern history of women. As a
welfare institution that aimed
at opposing the sex trade and protecting female virtue, the
Conservatorio’s educative project reproduced the functions of
kinship support networks and relied on education to achieve its
purposes. By interpreting female education broadly as a type of
training that provided young women with the practical competencies
they needed in their adult life, the dissertation aims at sketching
a more realistic picture of what it meant to be “educated” for
lower class women in the early modern period.

▼ This thesis critically explores the lived experience of negotiating and resisting work-related
conditionality and sanctions in Ireland’s burgeoning labour activation regime. Post-crisis
Ireland has witnessed the emergence of a definitive policy trajectory emphasizing lifelong
attachment to the labour force through activation measures underpinned by conditionality and
sanctions. It is a shift marked both by the intensification of conditionality through increased
surveillance, stringent enforcement of behavioural requirements and the privatisation of
employment services, and its extension via its application to lone parents and others. This
thesis utilises Foucault’s (2007) ‘governmentality’ to explicate how individuals are governed
according to a ‘job-seeking’ rationality which gains a concrete manifestation through
techniques such as caseworker meetings, the provision of job-search evidence, and sanctions.
It draws on 42 qualitative semi-structured interviews across a gender-balanced cohort of
individuals on Jobseeker payments in Ireland, including active jobseekers, discouraged
jobseekers, and lone parents. This is complemented with a ‘bottom-up’ conceptualisation of
agency whereby street-level bureaucracy (Brodkin 2013); everyday resistance (Scott 1985; de
Certeau 1984); lines of Flight (Deleuze 1995) and refusal of work (Tronti 1966a) are situated
within Lister’s (2004) typology of agency. In this way the research illustrates a multiplicity
of, at times gendered, street-level tactics and strategies enmeshed in a complex pattern of
compliance, subversion, evasion and resistance whereby claimants navigate the rationality
and practice of welfare conditionality based on their own needs, interests and desires.
Despite the production of a new array of techniques of conditionality their application
remains light, appearing as bureaucratic concerns with formalities rather than genuine
engagement. At times this arises as an ‘unbearable lightness of conditionality’ in which the
absurdity of the welfare system confronts participants with indifference rather than penalty.

▼ For the scoring of cow comfort more options are possible. In this study two scoring systems are compared, being the cow comfort score system [20] and the
Welfare Quality® assessment protocol for dairy cattle [21]. These scoring systems are developed to score the
welfare of dairy cows. The study was performed in the northern part of Greece during February and March 2010 by two investigators combined with another study. A random sample of eight farms were visited, the size of the farms differed from 32 to 175 dairy cows. Because the cow-comfort score is designed for Holstein Friesian cows and has to be applied on stalls with cubicles only farms with this breed and these type off barns were used.
The main difference lies in the practical execution. The cow comfort score system is committed more to assess the environment of the cow. The
Welfare Quality® protocol gives much attention to individual cows, about their emotional and physical state. The cow comfort score system is more easy and quick to use. Examining cows individually takes longer and is more subjective. Examining the environment of the cow is objective and can be done quickly. Despite the duration difference in execution the results of both systems had a correlation of 0.843 (P= 0.009). Scores achieved by the individual farms using the cow comfort score system varied from 55 until 330 points. The overall assessment of the farms with the
welfare quality protocol varied from not classified to enhanced. The results of this study show that both systems can be used to assess the
welfare status of the cows on a dairy farm in Greece. Since the number of farms studied in the present study is not large, more studies are needed to confirm the findings.

welfare is an important social issue which the public is generally interested in hearing about. The media plays an important role in delivering child
welfare news to the public. Media portrayals of child
welfare issues are important because the discourses have the power to influence public opinion and perception.
Presented are the findings using a qualitative methodology; a discourse analysis of how child
welfare intervention is portrayed in 282 Canadian daily newspapers over a six year period between 2008 and 2014.
The data shows that there is a tendency for the media to present an unfavourable view of child
welfare and to classify child
welfare intervention as having failed. The predominant discourses across the themes related to: blame of the child
welfare system and government, for child
welfare failures. The principal source of blame directed at the child
welfare system was their failure to keep children safe, and government were found to be responsible for failing to provide child
welfare agencies with sufficient resources to adequately function.

▼ Animal welfare is important to the general public and dairy consumers and the dairy industry is coming under increasing scrutiny. There is the potential for community concern arising from perceived intensification of the industry with an increasing number of large herds, and producers adopting a mix of grazing and confined feeding strategies. This thesis examines the particular welfare challenges associated with increased herd size in Australian pasture-based dairy herds including how they might be measured and managed.
A survey of Australian dairy farmers was conducted to assess relationships between herd size and known or proposed risk factors for adverse animal welfare outcomes in Australian dairy herds in relation to increasing scale of production. Increasing herd size was associated with increases in stocking density, stock per labour unit and grain fed per day – all of which could reasonably be hypothesized to increase the risk of adverse welfare outcomes unless carefully managed. However, increasing herd size was also associated with an increased likelihood of staff with formal and industry-based training qualifications. Herd size was not associated with reported increases in mastitis or lameness. Large herds were more likely to use monitoring systems such as electronic identification in the dairy, computerised records, daily milk yield or cell count monitoring and pedometers or activity meters. Increasing herd size was related to increased herd milking time, increased time away from the paddock and increased distance walked.
Animal welfare assessments were conducted on 50 Australian pasture-based dairy farms of varying herd sizes. Findings were generally consistent with the previous survey. Major challenges included heat stress, mastitis, lameness, and longer milking duration. All cows had access to water for more than 12 h in a 24 h period. More larger farms had water points on the farm tracks or at the dairy. Skin and joint lesion prevalence was not related to herd size and they were uncommon. All farms had some form of cooling strategy. Shade in all paddocks was more common on smaller farms than others while sprinklers were more common on large/very large farms. There was wide variation in the avoidance distance of humans but this was not related to farm size. Lameness scoring was conducted on 19154 cows from 50 farms as they left the dairy after being milked. We compared our Results with farmer estimates of lameness prevalence. Farmers detected only 24% of the cows observed/scored as lame. Whilst lameness scoring of the entire herd was necessary to detect all the lame cows, scoring just the last 200 cows milked could be used to estimate the prevalence of lame cows on a given day.

▼ There is no question that large social problems like poverty and educational inequality are difficult to solve. Many groups throughout the nation and world are adopting the framework of collective impact in efforts to solve these problems together, as opposed to working in individual silos yielding only isolated impact. However, the framework that is used to align high-level leaders and resources has been criticized for being too “top down” and perhaps leaving out the actual people who are directly affected by the interventions. This report examines whether and how collective impact initiatives foster the participation and engagement of the very people that the initiatives purport to affect. It presents three case studies of initiatives that have had great success solving a social problem in their communities: Shape Up Somerville (childhood obesity and community health in Massachusetts); the Communities That Care Coalition of Franklin County and the North Quabbin (teen substance abuse in rural Massachusetts); and Vibrant Communities and the Hamilton Roundtable for Poverty Reduction (poverty reduction in Ontario, Canada). Analysis of these collective impact initiatives through the lens of community engagement and participation finds that not all groups have been intentional about creating structures that, from the beginning, meaningfully involve affected populations at the leadership level. However, some groups are moving toward greater inclusion, and do rely on community members for consultation and implementation of strategies. To do so, initiatives must consider that the deepest forms of engagement require considerable capacity building and support of new leaders, and that groups must take time to develop trusting relationships at all levels of engagement.

▼ Homelessness is a phenomenon that has been studied for decades. The homeless have been counted, analyzed, recounted, identified, grouped, and categorized. Their profiles and trends have been stored in massive database systems such as the Homeless Management Information System (HMIS). A wealth of literature exists exploring who the homeless are and why they are homeless. What seems to be lacking in the homelessness literature is a thorough analysis of issues and solutions from the perspectives of the individuals who know homelessness the best—those who have experienced it. Structural issues such as housing and poverty are crucial components of any solution, and they are explored ad nauseam in the literature. While researchers contend that dignity, selfesteem and identity may be just as important to satisfy as basic needs in order to end homelessness, these themes still have not been fully explored. The purpose of this study was to create a forum for participants to raise issues about homelessness and advise possible solutions. Issues and solutions were then organized through the lenses of dignity, identity and self-esteem, since all participants discussed these themes in detail.

▼ Het doel van dit onderzoek was om te bekijken of eigenaren van honden met overgewicht/obesitas aanwijzingen zien voor een verminderd welzijn van hun hond, zoals gezondheidsklachten en gedragsveranderingen. Verder werd er onderzocht of er verschillen zijn tussen honden met een normaal gewicht en honden met overgewicht/obesitas wat betreft voeding en beweging en waar eigenaren verandering in zouden willen brengen als hun hond zou moeten afvallen.
Een enquête werd ingevuld door eigenaren van honden die een dierenartsenpraktijk bezochten. De eigenaren (n = 128) kregen vragen over de gezondheid, het gedrag, de voeding en beweging van hun hond. Na verwerking van de gegevens met behulp van SPSS bleek dat de honden met overgewicht/obesitas vaker gewrichtsklachten hebben en vaker een ontstekingsremmer krijgen. Ze zijn sneller moe, kunnen minder goed tegen warmte en spelen minder met andere honden. Ze krijgen vaker voer van de supermarkt en krijgen minder beweging. Eigenaren denken vaker dat hun hond altijd honger heeft.
Verder geven eigenaren aan dat ze advies van hun dierenarts willen als hun hond zou moeten afvallen. De mensen die geen voeradvies hebben gehad, willen dit echter ook niet. Eigenaren geven aan liever meer te gaan wandelen als hun hond moet afvallen, maar doen dit juist niet. Een groot deel van de eigenaren van honden met overgewicht/obesitas onderschat de mate van het overgewicht bij hun hond. Ze weten vaak wel dat obesitas invloed heeft op de gezondheid van een hond. Bewustwording van het probleem bij eigenaren is erg belangrijk en verhoogd hopelijk ook de motivatie om de voeding en beweging van hun hond aan te passen.

▼ Child protection workers, who are often graduates of schools of social work, are the frontline professionals who are charged with making determinations about the safety of children, and developing interventions to address these safety concerns. Determining the safety of children is an extremely difficult process due to the complexity of the issues that may exist in any one situation, including the impact of social problems, the complexity of human behaviour, and the need to predict future actions and consequences. On top of these challenges, child protection workers are subject to strict reporting and practice requirements imposed by the government and are required to provide a service mandated by legislation and funded by taxpayers. Given such responsibilities and constraints how does a person get prepared to work in the field of child welfare?
The purpose of this research was to explore what child welfare managers think prepares new BSW graduates to enter into the field of child welfare. In particular, how well are BSW graduates currently prepared? Is there a need to improve preparedness, and if so, what could be done to achieve this? Literature provided key but contradictory perspectives in the debate around the preparedness of new workers. However, it is recognized that a partnership between education and child welfare could have beneficial effect on preparedness.
Using the approaches of Interpretive Social Science and Critical Social Science, this qualitative research study was designed using semi-structured interviews to generate the data. Data was interpreted and analyzed through the techniques of coding and memo-writing from Grounded Theory. A colleague conducted a separate study of new workers which provided an opportunity to compare and contrast managers perspectives with those of new workers leading to a clearer understanding of preparedness.
Overall, new workers are deemed to be prepared in terms of having the knowledge base that is needed to start working in child welfare. However, child welfare managers believe more learning opportunities need to be built into school programs that focus on applying theory to practice, child welfare specific knowledge, and understanding the complexity of mandated work. Field placements in child welfare settings, are considered to be valuable in preparing students prior to employment. Child welfare managers believe that an alliance between education and the field could optimize the readiness of new workers so as to ensure quality service for families in our community.

▼ This self-study research focused on the role of the teacher in relation to providing
welfare
care. I considered
welfare care from a theoretical perspective of Ubuntu, which allowed me
to see that, in enacting
welfare care, it is imperative that teachers acknowledge and bring
out the human element in themselves and others. I was the central participant in this self-study,
together with three professional colleagues at my school. My critical friends, my
fellow students, participated by sparking new ideas and helping me to gain other
perspective. I used the memory-work self-study method to recall my lived experiences and
explore my motivation for providing
welfare care. Multiple data sources, such as letters,
cards, photographs and my reflective journal, provided evidence to assist me in
understanding my passion for
welfare care. Three main themes arose from my memory
stories: a) attentiveness; b) empathy; c) encouragement; and d) nurturing. I went on to
explore how my fellow teachers and I were enacting
welfare care at my school.
Conversations with my teacher participants demonstrated that teachers were enacting
welfare care at my school by: a) connecting nutrition with learning; b) making provision
for school uniforms and stationery for learners; c) bringing on board sponsors, NGOs,
religious organisations and businesses as a support base; d) providing sports, games and
excursions; and e) attending to the medical, emotional and social development needs of
learners. Using collage as an arts-based self-study technique, I found that teachers can be
better supported in enacting
welfare care for learners through: a) community support and
engagement; b) continuing professional teacher development for psychosocial and
emotional support; and c) teacher leadership for
welfare care. Overall, this study has
highlighted how teachers are spending a great deal of time and energy in making provision
for meeting learners’ basic needs such as nutrition, school uniforms and stationery, and
medical care. This study has enabled me to acknowledge that learners and teachers are
likely to perform better if these basic needs could be met for all learners through more
extensive programmes involving all relevant stakeholders. Through this self-study, I have
also realised that teachers, school management and other stakeholders need adequate
knowledge and skills for enacting
welfare care. Most significantly, this study has
confirmed for me that enacting
welfare care requires teachers to be compassionate and
understanding and to show empathy towards learners.

welfare. Identifying behaviours indicative of these conditions can facilitate early detection, timely treatment and improved
welfare. Contributing to the problem of disease and pain detection in calves is the innate tendency of these animals to mask behavioural signs of vulnerability (stoicism), and the extensive use of group-housing systems. Existing technology was used in my research to obtain objective measures of behaviour in response to disease and pain. The goal of this thesis was to explore these key aspects of calf
welfare:
The work reported in Chapter 2 investigated a naturally occurring disease (neonatal calf diarrhoea complex) in pre-weaned calves to assess whether changes in milk-feeding and lying behaviours could be used for early disease detection. Calves were observed for a three week period, starting when they were four days old. Data on milk feeding and lying behaviours were obtained using automated milk-feeders and HOBO data loggers respectively. Lying postures were analysed from daily video footage at five minute intervals between 10:00-14:00 (seven days per week). For statistical analysis, calves were classified as ‘sick’ (n=21), or ‘not sick’ (n=91). This thesis identified three feeding measures of interest for disease detection: 1) reduced milk consumption, 2) increased duration of visits to the milk feeder, and 3) sick calves were less likely to receive a rewarded visit compared to calves that were not sick. Sick calves increased the duration of lying bouts nearing time of illness; however, no difference was observed between sick calves and those that were not sick. Postural observations were not effective at predicting illness. The use of automated milk-feeders to detect disease in calves has been studied extensively overseas; to my knowledge, this is the first New Zealand study to use automated feeders for this purpose. The results of this study indicate that aspects of milk feeding behaviour can be used to detect diseased calves in group housing systems.
The work reported in Chapter 3 used hot iron disbudding as a pain model to determine whether changes in milk-feeding and lying behaviours could be used to identify pain in calves less than 4 weeks of age. Data was obtained using automated feeders and HOBO data loggers respectively over three observation periods (pre-treatment, treatment day and post-treatment). Fifty-three calves (26.5 ± 3.5 days of age) were allocated to one of five treatment groups: hot iron disbudded with no analgesia (n=11), disbudded with a local anaesthetic (LA, n=11), disbudded with a non-steroidal anti-inflammatory drug (NSAID; n=11), disbudded with NSAID and LA (n=10), and SHAM calves (n=11). Analysis of feeding behaviour revealed only one difference between all treatment groups; SHAM calves showed a greater number of visits to the milk feeder during the recovery period compared to disbudded animals. ▼ When an animal has learned a discrimination between two stimuli on the same dimension, exposing the animal to intermediate stimuli will produce a generalisation gradient. Events that that shift responding from this baseline are said to bias responding. Shifts in gradient which show more responding to intermediate stimuli are called positive judgement biases; while shifts in gradient showing reduced responding on intermediate stimuli are called negative judgement biases. While initial studies showed that exposure to poor conditions prior to testing produced negative biases, not all of the literature has supported this. This study aimed to clarify inconsistencies in the literature, using a within-subjects design and a short-term aversive event. Chickens were trained under two-component multiple schedules with each component associated with a stimulus location. Phase 1 involved 15 min exposure to white noise at 100dB, followed immediately by judgement bias testing. Phase 2 involved exposure to white noise at the same dB level, but for the duration of the test. Phase 3 involved judgment bias testing, interrupted by 15 min white noise at 100dB, following which the test resumed. According to early studies, chickens would show a negative bias in Phase 1 and in the second half of Phase 3. However, if release from stressful conditions produces a positive judgement bias, then a negative judgement bias would be expected in Phase 2 only. Results showed negative biases for some birds in Phase 1, and for all birds in Phase 2. No statistically significant bias was observed in Phase 3. The author argues that idiosyncratic differences may have influenced the direction of bias observed in Phase 1, and suggests further investigations be conducted.

▼ Resilience is defined as positive adaptation and functioning following exposure to significant risk or adversity (e.g., maltreatment). It is an important topic of investigation in child welfare due to the number of children with such adverse life experiences. While the definition of positive adaptation varies in the literature, maltreatment researchers often define it in terms of the low frequency of behavioural problems, with the consideration that resilience in a child may be fluid across domains of functioning and/or across time. The current dissertation examined resilience among maltreated school-age children living in out-of-home care through three interrelated studies. The first examined multilevel correlates of behavioural resilience among a sample of 5 to 9 year old children living in out-of-home care. The second used developmental trajectory modeling to examine behavioural functioning across time among a sample of school-age children living in out-of-home care (with a particular focus on trajectories of resilience), and the third used semi-structured interviews to gain the often-neglected perspectives on resilience of child welfare workers. Findings across all three studies revealed several factors within various levels of the ecological model that contribute to resilience, including child internal developmental assets and relationships and social support. Furthermore, findings teased apart the distal impact of child welfare workers and agencies. The current dissertation contributes to the existing literature by informing researchers and professionals working within the child welfare sector about the factors that are important for promoting resilience among vulnerable children in out-of-home care with the aim of improving the well-being of this population.

▼ Dental decay is a worldwide Public Health problem. In the last decade Oral Health professionals in the UK have focused on developing national and regional Oral Health programmes to reduce dental caries rates in young children. Smile4Life is an example of a regional programme, which has been implemented in North West England. Recent research suggests health programmes should have a conscious theoretical base and incorporate multi-sectorial approaches. A literature review was undertaken to identify the differences between the theoretical underpinnings used in Oral Health interventions compared to General Health interventions. This showed that Oral Health interventions have been predominately underpinned by educational approaches and used fewer approaches that consider organisational and environmental factors. However, the literature review did not identify barriers and facilitators to the use of theoretical underpinnings in real-life settings. To understand the barriers and facilitators to developing and implementing interventions in real-life settings, and how barriers and facilitators relate to the theoretical underpinnings identified in the literature review, semi-structured interviews were conducted with nine policymakers who were responsible for developing and ten implementers who were responsible for delivering Smile4Life. The analysis was undertaken using an inductive thematic analysis. The interview findings consist of an overall meta-theme and three themes. The meta-theme refers to ‘intra-group relationships and inter-group boundaries’. Intra-group relationships refer to the relations within the policymaker group or implementer group. The inter-group boundaries refer to divisions between the two groups that meant people within each group perceived themselves to be distinct from people in the other group. The first theme intra-group inclusion and inter-group exclusion outlines that within each group, individuals interacted with one another and had a shared sense of unity and group beliefs. However, there were boundaries between the two groups due to a lack of interactions and feelings of exclusion between the groups. The second theme, different knowledge, experiences, and beliefs identified that each group shared similar knowledge and experiences, but between the groups this knowledge was not shared. The third theme standardised or flexible implementation identified that due to the differences in knowledge, experiences, and beliefs between the groups, these differences prevented the formation of a shared vision of how to implement Smile4Life. The groups divisions led to the implementers making changes to the intended implementation strategy of Smile4Life. This research suggests that the implementers (middle managers) are important in the development and implementation of Oral Health programmes and potentially other interventions. welfare leavers and how they cycle on and off TANF; however, not many studies focus on the types of jobs
welfare leavers have and how they fare after they have been off of TANF for a substantial amount of time. This study focuses on the types of job mothers enter after they leave TANF, what the characteristics of these jobs are and how their jobs affect their family. Using qualitative methods, I interviewed seventeen mothers who had jobs and had been off of TANF for nine months or longer. I used the snowball technique to gain access to this population and social organizations to obtain more interviews from these women. Semi-structured interview were conducted so I could catch each interview to the leaver, so no interviewers were alike. Like past research has shown, I found these mothers were entering service industry jobs. Their jobs paid low wages, were physically and mentally exhausting and produced emotional labor; however, the mothers believed their jobs impacted their family positively by providing more material things, a stable routine and health insurance. Showing
welfare leaver's perceptions of their lives after TANF may be helpful because the way they perceive things may be different from the reality around them.

▼ This thesis is an investigation of the prevalence of, and factors associated with, hock, knee, and neck injuries on dairy cattle in Canada. Tie-stall (n = 100) and free-stall farms (n = 90) were visited in Quebec, Ontario, and Alberta, Canada. Cows were scored for hock (tarsus), knee (carpus), and neck injuries on a 3 or 4-point scale combining the attributes of hair loss, broken skin, and swelling. Animal-based and environmental measures were taken which were hypothesized to be risk factors for injury. On tie-stall farms the mean herd-level prevalence of hock, knee, and neck injuries was 56, 43, and 30%, respectively. On free-stall farms the mean herd-level prevalence of hock, knee, and neck injuries was 47, 24, and 9%, respectively. Having sand stall bases, feed rail heights above 140 cm and managing cows to reduce slips and falls were associated with reduced injury prevalence.

▼ This thesis was conducted to investigate canine and feline
welfare in relation to veterinary care through the development and evaluation of a
welfare assessment tool for veterinary clinics. Through a multi-stage survey, 78 animal
welfare researchers, veterinarians with an expertise in animal
welfare, and practicing veterinarians identified 85 veterinary care-related factors thought to impact companion animal
welfare in the clinic and home environments. Factors with the highest perceived relative impact on
welfare included veterinary-client communication of
welfare-related information, analgesic regimes, and the ability to recognize and interpret patient behaviour. These results served as the basis for an animal
welfare assessment tool, incorporating management- and resource-based measures of animal
welfare that were assessed via questionnaires, interviews with veterinarians, and veterinary appointment observation through video recording. This tool was evaluated for reliability, validity and feasibility in 30 companion and mixed animal veterinary clinics in southern Ontario. Inter-observer reliability (two trained, inexperienced observers vs. one experienced observer) was highest for interviews (Kw = 0.40, 0.44 for aspects of communication; Kw = 0.83, 0.73 for pain management, Kw = 0.82, 0.81 for behavioural health). Intra-observer reliability (one experienced observer only) was high across all three assessment methods (Kw ≥ 0.80 for communication, pain management and behavioural health). Due to their ease of use, questionnaires and interviews had high feasibility for use in a
welfare assessment tool; however, discrepancies between responses given through questionnaires and interviews and data from appointment observation suggest that they have lower validity as a method for accurately assessing
welfare-related veterinary practices. Results also provide insight into current veterinary practices related to animal
welfare. Other than veterinary preventive care, veterinary staff engaged in low levels of proactive discussion of a number of important
welfare-related topics, highlighting a missed opportunity for client education. Veterinary clinics consistently provided pre-emptive and post-surgical analgesia for ovariohysterectomies; however, many underused objective pain identification tools and provided owners with a shorter-than-recommended duration of analgesia post-ovariohysterectomy. Veterinary staff often approached and examined patients in a non-threatening manner, but generally underused low-stress handling techniques. There is, therefore, opportunity for enhancement in
welfare-related practices across many areas.

▼ The management regime of Melbourne Zoo’s elephants recently transitioned from free-contact to protected-contact, predominantly driven by the desire to improve keeper safety. This study investigated the potential effects that this change may have had on elephant welfare. Elephants were monitored using a range of welfare indicators between December 2013 and March 2015. Most data were collected over three Study Periods of approximately 2 months each, allowing for potential changes in elephant behaviour and welfare to be assessed from the time that protected-contact management was implemented.
The study revealed some changes in training method, directed towards achieving protected-contact management, with the reduction in ankus use and an overall increase in positive reinforcement. A decline in elephant obedience during training was evident over the course of the study, with an increase in average number of commands required to elicit a particular response and the proportion of commands repeated. However, this did not result in changes that adversely affected management, as the reduction in obedience was typically resolved with a single repeat of command, and no change was observed in compliance to medical treatment, foot condition (due to the dependence of foot condition on foot care), or number of timeouts required during training sessions. Moreover, there was no evidence that protected-contact has resulted in a decline in health. Although elephant body condition increased over time, it remained well within a healthy range – though ongoing monitoring is recommended to allow timely adjustments in management if this trend continues, to ensure that they do not become overweight. Due to the decrease in keeper-lead activity that occurred under protected-contact, there was a potential risk to elephant health through decreased movement. However, changes were not observed in movement by members of the female herd or in foraging rates by members of either the male or female herd, which is important to health, as decreased foraging activity may result in increased abnormal behaviours owing to boredom (e.g. stereotypy) or weight gain. Similarly, no change was observed in foot condition, which also relates to movement. A decrease in movement was found in the male herd, but this was most likely linked to a reduction in stereotypical behaviour (pacing in circles) and thus not necessarily a negative effect to welfare. Rates of habitat manipulation and exploration increased over time for both the female and male herds, which indicates an increase in species-specific natural behaviours and incidentally an increase in movement and exercise. Skin condition may also have improved based on reduced rates of comfort scratching in both males and females, potentially owing to a change in bathing method (from physically scrubbing to pressure washing) and/or an improved mud pool. ▼ Farrowing crates, which are widely used in commercial pig farming, present major animal
welfare problems. Sows are severely confined, being only able to stand up and lie down and not turn around for a period of five weeks around farrowing. This study compared the
welfare of sows and piglets housed in two types of farrowing accommodation, free lactation pens (Free, n = 22) and conventional farrowing crate pens (Control, n = 24). Free lactation pens allowed for temporary confinement of sows at the most critical period for piglet pre-weaning mortality, from the onset of farrowing until day 4 post-farrowing. For the remainder of the time the sows were in the pens, the crate was opened wide enough for them to turn around. Sows were monitored from entry to the farrowing room (approximately day 108 of gestation) until weaning (approximately day 26 of lactation). The study examined 675 piglets, the offspring of these sows, from birth until slaughter. A range of behaviour and physical health measures were utilised to assess animal
welfare and performance. Sows in the Free treatment had greater freedom of movement, as demonstrated by their use of the available space to turn around in the crates while they were open. At weaning, Free sows had significantly lower (better) locomotory scores than those which were housed in Control pens, this may be related to their improved ability to move during the 5-week treatment period. These sows also had significantly lower (better) tear stain scores around their left eyes at weaning, indicating reduced stress. Although Free sows had higher salivary cortisol concentrations overall when compared with Control sows, this is a measure that may reflect increased activity rather than higher levels of stress.
Overall, piglets from the Free treatment performed better than those from Control pens; pre-weaning Free piglets had a tendency to be heavier than those from the Control treatment, and this difference became significant post-weaning, leading to Free pigs having a mean finishing weight of 114.73kg, compared to 110.82kg for Control pigs. This increase in weight gain did not affect ADFI (average daily feed intake) and resulted in Free pigs having a significantly better FCE (feed conversion efficiency) in the weaner stage. There was a reduction in days to slaughter with free pigs reaching the 105kg target weigh in 147.56 days compared with 149.23 days for Control pigs. This is a very promising result regarding both productivity and
welfare, and could result in increased profitability for producers. Prior to weaning Free piglets tended to perform less damaging behaviour than Control piglets, although this result was not significant. Most importantly, overall mortality was unaffected by treatment with total mortality of 15.95% for Free pigs and 14.42% for Control pigs (P = 0.61). ▼ The Personal Responsibility and Work Opportunity Act
(PRWORA), passed in 1996, was notably referred to by the US Chamber
of Commerce as a “reassertion of America’s work ethic.” The stated
goal of PRWORA was that clients should leave
welfare
self-sufficient and the focus on self-sufficiency allowed
welfare
bureaucrats to shift the blame from the program’s failings to
clients. What self-sufficiency is and how to best achieve it
however, was not clearly indicated by the language of PRWORA.
PRWORA also allowed for states to have greater discretion over how
funding is allocated and at the county level, street level
bureaucrats such as
welfare-to-work program managers are
responsible for implementation of the program’s provisions. Because
of the influence that program managers have over the implementation
of cash assistance in their counties, it is useful to examine what
approaches managers use in their daily interactions with case
workers and clients. In my dissertation research, I use a series of
worker typologies developed by Watkins-Hayes (2009) and Taylor and
Seale (2013) as a lens through which to examine Ohio Works First
(OWF) program managers. Through these typologies – the Social Work
manager, Efficiency Engineer manager and Conflicted manager – I
explore how managers interpret and implement cash assistance after
welfare reform, their discourse surrounding clients culture of
poverty and generational
welfare use and how managers talk about
shame, pride and the stigma of
welfare among their clients. I build
on previous literature about
welfare bureaucrats by focusing on
program managers who have a unique position within the cash
assistance delivery system in that they are expected to prioritize
the goals of
welfare reform. This analysis allows us to better
understand how managers professional identities shape their
approach to implementation of
welfare reform and how managers come
to understand what their role is within the system.

▼ As the number of Indigenous children and youth in the care of Manitoba child
welfare steadily increases, so do the questions and public debates. The loss of children from Indigenous communities due to residential schools and later on, to child
welfare, has been occurring for well over a century and Indigenous people have been continuously grieving and protesting this forced removal of their children. In 1999, when the Manitoba government announced their intention to work with Indigenous peoples to expand off-reserve child
welfare jurisdiction for First Nations, establish a provincial Métis mandate and restructure the existing child care system through legislative and other changes, Indigenous people across the province celebrated it as an opportunity for meaningful change for families and communities. The restructuring was to be accomplished through the Aboriginal Justice Initiative-Child
Welfare Initiative (AJI-CWI).
Undoubtedly, more than a decade later, many changes have been made to the child
welfare system but children are still been taken into care at even higher rates than before the changes brought about by the AJI-CWI. In order to develop an understanding of what has occurred as a result of the AJI-CWI process, this study reached out to child
welfare workers who had worked in the system before, during and after the process was put in place. Using a storytelling approach based in an Indigenous methodology, twenty-seven child
welfare workers shared how they perceived the benefits, the deficits, the need for improvement and how they observed the role of Indigenous culture within the child
welfare context. The stories provide a unique insight into how the changes were implemented and how the storytellers experienced the process, as well as their insights into barriers, disappointments, benefits and recommendations for systemic change.

visaverčio ekonominės gerovės vaizdo. Todėl darbo tikslas –
išanalizuoti ekonominės gerovės matavimo per makroekonominius
rodiklius galimybes. Problemai ištirti darbe išskiriamos trys
dalys. Pirmoje dalyje numatoma išanalizuoti ekonomikos teoriją
(istorinės ekonomikos mokyklų idėjos, gerovės ekonomikos vieno
pradininkų A.C.Pigou idėjos, matematinės krypties atstovų idėjos).
Antroje dalyje per statistinių duomenų analizę (Europos Sąjungos
pavyzdžiu) bandoma suvokti ir apibrėžti galimų rodiklių
pritaikomumą ekonominės gerovės matavime. Taip padaromas pagrindas
trečiajai daliai. Šioje darbo dalyje bandoma išvesti vieningą
ekonominės gerovės matavimo indeksą, apibendrinantį visus jau
nagrinėtus tinkamus makroekonominius rodiklius. Padaryta teorinė
analizė ir empirinis tyrimas leido darbo autoriui sukurti ir
aprašyti sistemą (ekonominės gerovės indeksą), kuris apima
pagrindinius makroekonominius rodiklius bei leidžia įvertinti abi
ekonominės gerovės sudedamąsias dalis: turtingumą bei
pasiskirstymą. Sistemos išbandymas realiais statistiniais
duomenimis leido iš esmės ją subalansuoti.
Although economists offer different variants
for welfare measuring, none of this variants can disclose the fool
situation of economic wellbeing. That is why the main goal of this
thesis is to analyze possibilities of economic welfare measuring by
macroeconomics indicators. The thesis includes three parts. The
first one is for theoretical analyses (ideas of historical economic
schools, thoughts by A.C.Pigou – one of the welfare economics
beginners, mathematic direction of economics). In the second part
usefulness of possible indicators for measuring of economical
welfare is being tried to discover through analysis of statistics
data (using European Union statistics). That is how basis for the
third part was made. In the last part unified index of economic
welfare, which summarizes all mentioned macroeconomics indicators,
is tried to be obtained. Theoretical analysis and empirical
research allowed to make and describe the system (index of economic
welfare) for the author by himself. This system includes main
macroeconomical indicators and allows to unite both parts of
economic welfare wealth and distribution. After some test with
statistical data index of economic welfare was mainly
balanced.

▼ Does authoritarian regime provide social protection to its people? What is the purpose of social welfare provision in an authoritarian regime? How is social welfare policy designed and enforced in the authoritarian and multilevel governance setting? Who gets what, when and how from the social welfare provision in an authoritarian regime? My dissertation investigates these questions through a detailed study of Chinese social health insurance from 1998 to 2010. I argue and empirically show that the Chinese social health insurance system is characterized by a nationwide stratification pattern as well as systematic regional differences in generosity and coverage of welfare benefits. I argue that the distribution of Chinese social welfare benefits is a strategic choice of the central leadership who intends to maintain particularly privileged provisions for the elites whom are considered important for social stability while pursuing broad and modest social welfare provisions for the masses. Provisions of the welfare benefits are put in practice, however, through an interaction between the central leaders who care most about regime stability and the local leaders who confront distinct constraints in local circumstances such as fiscal stringency and social risk. The dynamics of central-local interactions stands at the core of the politics of social welfare provision, and helps explain the remarkable subnational variation in social welfare under China's authoritarian yet decentralized system.
This dissertation attempts to contribute to the studies of authoritarianism, decentralization and social welfare in the following aspects. First, in specifying the rationale, conditions and policy results of the interaction between Chinese central and local leaders in social welfare provision, the dissertation sheds light on how political leaders in an authoritarian regime with multilevel governance structure respond to social needs. The analysis of subnational politicians' incentive structure and policy choices in social welfare provision, which are missing in most extant studies of authoritarianism and social welfare, demonstrates an "indirect accountability" built into the Chinese social welfare provision. This "indirect accountability", evidenced by local leaders' proactive accommodation of social and local needs through social policies, may partially account for the puzzling resilience and flexibility of Chinese authoritarian regime. Second, the dissertation demonstrates that social welfare expansion, in some cases, is not a result of democracy but of resilient authoritarianism. Social welfare is one tool employed by authoritarian leaders to maintain regime stability. The political motivation for social welfare provision is different in non-democracies – it is more directly from top-down pressure of maintaining order rather than from bottom-up demands as in democracies – but this does not mean that non-democracies provide less social welfare than democracies do. ▼ The purpose of this study was to determine how women program planners design programs for predominately women learners in Welfare to Work programs. The following questions guided this research: 1) How does a woman program planner’s
gender-based understanding impact power relations within the organizational process of program planning? and 2) How do women program planners negotiate for the interests of the stakeholders with emphasis on the power and politics of the process? The
sample for this study was comprised of eleven women program planners and five Department of Family and Children’s Services representatives who work with welfare recipients. This study revealed women educational program planners shape the form and content
of the programs they plan. One factor that affects the planning process is the gender of the program planner. Individuals bring their own ideas of needed educational program content to the process based on prior experiences and these factors affect how
women program planners negotiate for the inclusion of women’s learning into the educational or training context of the programs they plan. Based on an analysis of the findings, two conclusions were drawn from this study. They are: 1) Women define
themselves based on past experience which gives them a basis for contextualizing the work and striving to change lives through shared understanding; and 2) Women program planners use relational negotiations to get things done. The planners possess
personal gender based domains that intersect with socially constructed beliefs. These domains include the way the planners experience empathy for the participants, feel it is necessary to foster self-esteem in the participants, have an internal need to
give back to society, and exhibit a passion for the job that is instrumental in accomplishing established goals. The women also possess unique social and organizational domains that bring a distinctive decision-making style to the planning process based
on who and what they are as individuals. Race, economic situations, gender, and life circumstances all affect the planning process. Because the planners interviewed were women, feelings for the clients that are unique to women understanding women
affected the way the planners got things done.

▼ Since, on average, mothers and children living in stable two-parent families have a lower risk of poverty, the extent to which welfare systems may affect relationship stability, family formation and repartnering is a compelling social policy issue. However, driven by concerns about work incentives and reducing ‘welfare dependency,’ policy interest and research has to date focused on understanding lone parents’ labour supply and encouraging the transition from benefits into employment. Social scientists have theorised a great deal about changing family forms and a rich literature continues to explore the role welfare plays in reinforcing gender equality. However, the more contentious issue of whether and how welfare systems may affect family structure is a neglected area of academic enquiry. Whether lone motherhood is a ‘lifestyle choice’ or ‘Hobson’s choice’ has polarised normative debates about welfare dependency, but limited evidence of how low-income women make family formation decisions has created space for a popular consensus to emerge in which the behavioural effects of welfare on family structure are seen to arise purely in response to financial incentives. Politicians and policy makers who lament the decline of the traditional family have called for changes in the tax and benefit system to promote marriage and abolish the ‘couple penalty,’ so called to describe the financial differentials in welfare entitlement between lone-parent and couple-parent families. Some believe this differential treatment incentivises lone motherhood and discourages two-parent family formation, others that it fosters welfare dependency and benefit fraud among lone mothers who, for reasons of monetary gain, may ‘pretend to separate’ or fail to disclose the presence of a partner. In fact, very little is known or understood about how low-income women make family formation, partnership dissolution and repartnering decisions and, in the UK, the influence of welfare systems on partnering behaviour and family structure is both under-theorised and under-researched. Informed by retrospective, narrative interviews with 51 mothers living in Merseyside who were currently or had formerly claimed UK means-tested benefits or tax credits as a lone parent in the period between 1997 and 2013, and supplemented by interviews and focus groups with family support, housing and welfare rights workers, this thesis contributes towards filling the gaps in knowledge and evidence. Exploratory in nature, the research investigated whether and to what extent eligibility for or entitlement to means-tested welfare may have influenced a mother’s decision to live with or apart from a partner or child’s father, broadening the debate beyond the political rhetoric of ‘couple penalties’ and ‘welfare dependency’ to include consideration of two neglected aspects of UK welfare, the ‘cohabitation’ or ‘Living Together as a Married Couple’ (LTAMC) rule and the closely aligned system of family means testing. ▼ The research focuses on participatory communication in planning (design), monitoring and evaluation of programmes in Christian Children's Fund (CCF) affiliated projects in Zambia. The thrust is on the actual involvement of the communities in the planning, monitoring and evaluation of programmes. Of great importance is the use of the Project Management Tool (PMT) which was fully implemented in 1997 to enhance community participation. The specific places of research included the Mwembeshi, Namayani, Kabile, Kalundu and Mtengo Projects.
The study was prompted by the fact that despite the over twenty years CCF has been in operation in Zambia, no tangible empowerment of families and communities has been done, let alone the meagre handouts given to the families. The existing scenario is that communities do not have power to make decisions to control the developments and improve their well-being. Sustainability of programmes does not to exist in CCF projects..
The overall outcomes point to the fact that CCF communities are not fully empowered to decide on programmes though efforts towards that are being introduced through the PMT and organisational / structural changes. However, what is outstanding is that communities are merely informed of what should be done. Information flow is also not adequate and slows participation, hence the need for individual and social change innovations.

▼ In Nederland werden in 2006 ongeveer 30.7 miljoen dieren als huisdier gehouden, waarvan slechts een klein deel uit honden en katten bestaat. De rest omvat de diverse als huisdier gehouden bijzondere dierensoorten (Caneel, 2000). In dit onderzoek wordt onder de term bijzondere dieren alle soorten huisdieren verstaan, behalve honden, katten, paarden en voor productie gehouden dieren.
Een deel van deze dieren in Nederland komt gedurende zijn leven in opvangcentra terecht.
Het doel van dit onderzoek was het inventariseren van het aanbod en de eventuele welzijnsproblemen bij bijzondere dieren die worden aangeboden aan Nederlandse opvangcentra. Voor deze inventarisatie is gebruik gemaakt van een digitale enquête en persoonlijke bezoeken aan Nederlandse opvangcentra.
Uit de onderzoeksresultaten kwam naar voren dat er onder 68 benaderde opvangcentra in Nederland gemiddeld 282,5 bijzondere dieren per opvangcentrum per jaar opgevangen worden. Het overgrote deel van dit gemiddelde aantal bleken konijnen en knaagdieren te zijn. Uit de resultaten kwam verder naar voren dat de meest voorkomende welzijnsproblemen van bijzondere dieren in opvangcentra zijn: tandproblemen, vieze en/of klittende vacht, (darm) parasieten en gedragsproblemen als automutilatie en stereotypieën. Het blijkt dat deze welzijnsproblemen in de meeste gevallen worden veroorzaakt door slechte of onjuiste verzorging door de voormalige eigenaar. De meest waarschijnlijke verklaring van deze slechte verzorging / verwaarlozing van bijzondere diersoorten is het gebrek aan kennis bij de consument.
Concluderend laten de resultaten van dit inventariserende onderzoek bij opvangcentra zien dat de verzorging van bijzondere dieren en de voorlichting van de consument meer aandacht verdient.

▼ Being pets, animal models, meat and fur producers, rabbits (Oryctolagus cuniculus) are used by humans in a variety of contexts. Interestingly, the euthanasia methods employed for rabbits appear to vary between different contexts.
Hence, it appears that a rabbit is not a rabbit, being it a pest or a pet. The latter fact deserves to be questioned: is the variation of euthanasia methods used between different contexts justified in terms of
welfare? This issue requires, on one hand, a reflection on the biological aspects of
welfare, and on the other hand, an ethical reflection on the moral validity of such a difference.
The present review aims to constitute a first step in the debate by tackling biological aspects of
welfare implicated in each euthanasia method put in its context, and by determining whether such variation in methods is justified in terms of
welfare. As
welfare and ethics are intermingled concepts, ethical implications of different methods and the moral validity of the variation in methods between contexts is also developed.
After an introduction to the issue, a presentation of the contexts of rabbit use and a brief overview of the species biology, the present paper examines thoroughly each method, explores its
welfare implications and specifies the context in which it is used. An ethical reflection is then developed which details the relation between animal
welfare, ethics and euthanasia; and explains the key ethical views on animal use. Finally, the present paper discusses the issue per context and across contexts, and concludes whether the use of different methods in different contexts is justified from a biological perspective of
welfare, on one hand, and an ethical perspective on the other hand.
The present review comes to the conclusion that from a biological perspective of animal
welfare, the variation of euthanasia methods across contexts is not justified and that from an ethical perspective, there is a need for further reflection.
