The emergence of supermarkets and high-value markets (HVMs) in developing countries has implications for producers and whole agri-food markets. To bring benefits of this development to smallholder producers, governments and development agencies have paid great attention to the essential roles of producer cooperatives (PCs). Many studies show that PCs succeeded in linking producers to HVMs, but numerous cases indicated that PCs did not achieve their goal. Modern retail markets and supermarkets have grown in Cambodia, but vegetable growers were unlikely to gain benefits from this HVMs. PCs play critical roles in assisting smallholder producers in strengthening market competition, but only a very few PCs achieved their business goals. The purpose of this research is 1) to examine the role of producer cooperatives (PCs) in linking vegetable producers to (HVMs) and 2) analyse the factors affecting successful participation in (HVMs). This study applied mixed research methods by integrating qualitative and quantitative approaches to examine vegetable value chains, the roles of PCs, and factor affecting smallholder producers’ participation in HVMs. With this study, the primary data was collected by using a face-to-face interview with PCs’ managers and a survey interview with PCs’ members. This study used Qualitative Data Analysis, descriptive statistics, binary logistic regression, chi-square test, and independent samples T-Test to address research objectives. The research indicated that the vegetable value chain in Cambodia consisted of two main marketing channels, such as traditional markets (TMs) and high-value markets (HVMs). The value chain of TMs was long and complicated with a number of chain actors, while the value chain of HVMs was short and high integration of the intermediaries. The research suggested that the value chain of HVMs provided a better price for producers, but volume supplied to supermarkets remains relatively small. In terms of the roles of PCs, all selected PCs provided agricultural input support, financial support, extension services, and market support to their members. However, PC-HVMs focused on both production and markets, while PC-TMs paid great attention to production. Based on these results, governments, and development agencies, and PCs should assist producers in both production technologies and business skills. The study examined factors that influenced smallholder producer groups’ participation in HVMs. The results indicate that the majority of respondents considered external factors, such as political, economic, social, environmental, and technological factors, as important factors affecting their participation in HVMs. This study suggested that wide ranges of supports provided to producers may help them to participate in HVMs. However, there is a need for favourite supporting policies and a macroeconomic environment from the government in the country. A participaÃÃo em redes de cooperaÃÃo horizontal à sugerida por diversos autores como uma importante estratÃgia para que produtores rurais de pequeno porte econÃmico sob gestÃo familiar possam manter ou melhorar a rentabilidade de seus empreendimentos. Neste contexto, a questÃo que norteia esse estudo à responder se as redes de cooperaÃÃo horizontal estabelecidas entre produtores familiares de hortaliÃas realmente lhes permitem agregar valor à produÃÃo e tambÃm se os valores eventualmente agregados sÃo capturados pelos mesmos. Para respondÃ-la utilizou-se uma matriz teÃrica que discute a relevÃncia da aÃÃo coletiva e das redes de cooperaÃÃo como estrutura de governanÃa que estimula a agricultura familiar e, assim, o desenvolvimento rural. Na aproximaÃÃo empÃrica efetuou-se um estudo de multicaso de duas organizaÃÃes, uma cooperativa e uma associaÃÃo de produtores que congregam produtores de hortaliÃas. Como resultado, observa-se que as estratÃgias desenvolvidas por intermÃdio de ambas as organizaÃÃes permitiram aos agricultores a agregaÃÃo e captura de valor. A participaÃÃo na cooperativa proporcionou aos produtores ganhos decorrentes da transferÃncia de tecnologia e ampliaÃÃo de escala na produÃÃo de hortaliÃas. No caso da associaÃÃo, a agregaÃÃo de valor derivou principalmente do acesso a canais de distribuiÃÃo mais rentÃveis e de processos de diferenciaÃÃo dos produtos. Nos dois casos evidencia-se tambÃm a captura de valor traduzida pela ampliaÃÃo da renda mÃdia dos agricultores e tambÃm por outros indicadores descritos neste trabalho. Entretanto foi possÃvel identificar que, apesar dos ganhos proporcionados aos agricultores, as organizaÃÃes estudadas deparam-se com problemas de competitividade e viabilidade econÃmica. Com base em tais informaÃÃes, no final desta dissertaÃÃo, formularam-se algumas sugestÃes no sentido de contribuir com a melhoria da renda dos produtores e tambÃm com a sustentabilidade das organizaÃÃes estudadas.

The participation in horizontal cooperation networks is suggested by several authors as an important strategy so that low economic status farmers under family management can keep or improve the profitability of their entrepreneurships. In this context, the issue that guides this study is to answer whether the horizontal cooperation networks which are set up among the family producers of vegetables really allow them to aggregate value to production and whether the values occasionally aggregated are captured by them as well. In order to answer it, a theoretical matrix was used, where it is discussed the importance of the collective action and the cooperation networks as a governance structure which encourage the family agriculture and, thus, the rural development. In the empirical approach, a study of multi-case of two organizations was carried out, a cooperative and an association of producers that gathers vegetable producers. Este trabalho teve como objectivo estudar os circuitos de proximidade, que podem ser estabelecidos entre consumidores urbanos da cidade de Viseu, e produtores de produtos de origem animal e vegetal, que habitam as zonas rurais da cidade. Este estudo pretende também contribuir para a abertura de um espaço de debate, onde venham a ser lançadas e discutidas ideias e projetos que tenham como objetivo promover a dinamização destes circuitos de proximidade, no contexto da criação de riqueza e da sua distribuição mais igualitária, no contexto da preservação do mundo rural e da ruralidade do nosso concelho. Para tal, foi eleito o método qualitativo de análise da informação recolhida através de entrevistas a clientes urbanos e a produtores rurais. Estes intervenientes foram escolhidos de uma forma aleatória, apenas respeitando alguns parâmetros para a sua seleção. Demonstrou-se com este estudo que é possível estreitar relações entre o meio urbano e o meio rural do concelho de Viseu, identificando mais-valias que este relacionamento pode trazer a ambas as partes. Esta criação de valor vai para além da vertente meramente económica, que nem por isso deixa de ser determinante, promovendo também a criação e o estreitamento de laços sociais entre as duas comunidades.

This work aimed to study the circuits of proximity, that can be established between urban consumers in the municipality of Viseu, and producers of animal and vegetable origin, inhabiting the rural areas of the city. This study also aims to contribute to the opening of a space for debate, where ideas and projects that aim to promote the revitalization of these circuits of proximity can be released and discussed, in the context of wealth creation and its more equal distribution, and in the context of preserving the countryside and the rural life of our county. For this, it was elected a qualitative method of analysis of the information gathered through different interviews with farmers and urban customers. These players were chosen in a random manner, respecting only some parameters for its selection. It was demonstrated with this study that it is possible to strengthen relations between urban and rural areas of the municipality of Viseu, identifying gains that this relationship can bring to both parties. This value creation goes beyond the purely economic aspect, which by no means ceases to be decisive, promoting also the creation and strengthening of social ties between the two communities.
