The average South African business has for long taken this advantage for granted and is now surprised to realise that electricity is becoming an expensive and scarce commodity. The South African electricity supply industry is far more complex than the average person may think. The infrastructure supporting this industry is extremely costly; takes long to develop and build and requires careful planning and management. There are many sources of energy and many technologies for generating electricity. However, many of these do not appear quite ready to serve the needs of the industry. The manufacturing industry depends heavily on electricity. The recent power outages and tariff increases have served as a cruel reminder of this fact. The automotive sector has lost many days of production and the increasing electricity costs erode the profitability of the affected companies. The automotive suppliers and vehicle manufacturers have expressed their concerns. Indications are that some have reduced the number of employees and may even face bankruptcy. This research aims to gain the perspective of senior managers in the automotive industry regarding the impact of the increased electricity tariffs on their manufacturing costs. Naturally, all electricity consumers will be affected by this. However, this research aims to investigate the significance of the effect on the automotive industry as well as obtain some indication of which factors determine the level of dependency. Each company has to react strategically to the situation and apply those measures which are available to them. This research determines how strongly the industry feels about reacting and which strategic measures they will apply. The outcome is descriptive of the circumstances in the industry and indisputably serves as an indication of the financial impact of electricity tariff increases Advisors/Committee Members: Jonker, J A Prof.

ENGLISH ABSTRACT: Energy efficiency, as the effective use of energy, is recognized as one of the simplest ways to improve the sustainable use of resources and by implication involves the end-user. The 2008 power crisis which South Africa experienced, highlighted supply exigencies and prompted a subsequent emphasis on affordable, rapidly scalable solutions, notably energy efficiency. As the establishment of new supply capacity is both costly and time-consuming, the logical alternative has been to focus intervention on the demand side. Residential electrical end-use has been identified as an area where the potential for change exists and strategies to address residential demand have gained momentum. The vulnerability of energy systems affects energy security on technical, economic and social levels. South African consumers are confronted with rising living costs and a substantial increase in electricity prices according to the Integrated Resource Plan for Electricity (2010-2030). Integral to addressing end-use is the ensuing behaviour of the end-user. End-use analysis aims to grasp and model customer usage by considering the electric demand per customer type, end-use category, appliance type and time of use. This project has focussed on the development of an interactive web application as a tool for residential end-users to improve energy efficiency through modified consumption behaviour and the adoption of energy efficient habits. The objectives have been aimed at educating an end-user through exposure to energy efficient guidelines and consumption analysis. Based on a Time Of Use-framework, a consumer’s understanding of appliance usage profiles can help realize the cost benefits associated with appliance scheduling. In order to achieve the desired functionality and with extendibility and ease of maintenance in mind, the application relies on the provision of dynamic content by means of a relational database structured around end-use categories and appliance types. In an effort to convey only relevant information in the simplest way, current web technology was evaluated. The resulting design has favoured an interactive, minimalistic, graphic presentation of content in the form of a Rich Internet Application. The development process has been divided into two phases. The residential energy consumption context has been substantiated with a case study of which the main objective and outcome has been to devise a methodology to generate usage profiles for household appliances. Phase one of the development process has been completed, as well as the case study. The conceptualization and framework for phase two has been established and the recommendation is to incorporate the methodology and usage profile results from the case study for implementation of the second phase. The effectiveness of the tool can only be evaluated once phase two of the application is complete. A beta release version of the final product can then be made available to a focus group for feedback.

Many real life optimization problems are multi-objective problems where objectives under consideration usually conflict with each other and they are also stochastic due to inherent uncertainties. The electricity Generation Expansion Planning (GEP) problem is an example of such problems in which the goal is to expand the electric power network with new power plant investments including renewable resources. Decisions are made where and when to build new power plants and which technology to choose for new investments. Objectives can include but are not limited to minimization of the cost and pollutant emissions and maximization of reliability. There are inherent uncertainties in the GEP problem due to climate change, demand increase, fuel prices, technological progress and many other aspects that have to be considered. Some of these uncertainties directly affect the objective functions and some affect the constraint sets in the optimization model. In this study, a new uncertainty metric, the Pareto Uncertainty Index (PUI), is presented. The PUI includes uncertainty as part of the Pareto optimality concept so that the decision or policy maker can observe the uncertainty of Pareto optimal solutions. Using the PUI approach for objective function uncertainties and chance constrained programming or scenarios for constraint set uncertainties, a new multi-objective stochastic genetic algorithm, the Pareto Uncertain Genetic Algorithm (PUGA), is presented in this research, as well. In contrast with the other multi-objective genetic algorithms and classical methods, PUGA can incorporate both the multi-objective and stochastic aspects of problem solving without any transformation. A new post-Pareto pruning approach that reduces the number of Pareto optimal solutions to a smaller practical set is also included in PUGA with the help of the uncertainty information preserved in the PUI. Furthermore, this uncertainty information is used for risk assessments of solutions depending on the risk preferences of decision makers. The PUI and PUGA concepts are demonstrated and tested on several problems including the US Northeast region generation expansion planning (NEGEP) problem.

▼ This thesis estimates the cost of electricity outages in Zimbabwe for the year 2009. Much reference is made to government, the power utility - Zimbabwe Electricity Supply Authority (ZESA) and other countries in the Southern African Power Pool (SAPP), also experiencing electricity outages. An electricity outage is a complete loss of power supply to an area. An outage may result from planned or unplanned load shedding or faults. Load shedding is accelerated by power supply shortages. The shortages are experienced during peak demand times. In 2009, Zimbabwe’s peak demand was about 1574MW. ZESA had the capacity to supply 1080MW and imported 100MW (guaranteed from Mozambique), leaving a shortfall of 394MW. This shortfall is worsened by transmission losses (about 108MW) and consumption by ZESA properties (about 200MW) bringng down the supply to customers of about 700MW. The supply shortage is the result of a lack of investment in the power sector by government for expanded generation capacity, incorrect pricing, droughts, internal conflicts, skills flight, government energy sector regulation, vandalism of equipment and under supply of coal to thermal power stations. Consumers in all sectors are experiencing power outage incidences of different duration. The severity of the inconvenience depends on the load shedding time table, preferences of the power utility and arrangements that can be made with the utility. Power outages negatively affect (and result in cost to) the productive sectors (industry, mining and farming) and households. The main objective of the thesis is to estimate the cost of power outages to the sectors. Sub-objectives of the study include: to identify the main features of power crisis in Zimbabwe and government response to it with a regional power generated setting; to formulate a model that clearly identifies the different cost components of power outages in Zimbabwe; to identify appropriate methods by which to estimate these cost components; to estimate the cost of power outages to the productive sectors (mining, agriculture and industrial) and households of Zimbabwe; to critically analyse the credibility of these estimates, and to consider the saving of the costs of outages achieved through increased investment in generating capacity in Zimbabwe. ZESA undertook reforms (institutional and tariff) in order to improve management efficiencies and supply. It was divided into five entities resulting in management and financial improvement, but its reform of tariffs has been stiffled by subsidies and price regulations. ZESA adopted the cost plus rate of return pricing strategy in 2004 but regulation kept the tariff below cost. The regulation is pro-poor in aim but it encourages wasteful consumption. Similar supply shortages are affecting the whole SAPP group. The power pool load shed 758MW in 2009. In Zimbabwe alone load shedding was 315MW. ▼ One of the main problems facing the builders of 'Information & Communication Technologies', for utilities is how to charge and collect for goods and/or services. The high cost of running conventional billing systems suggests that prepayment systems could play a vital role in the solution. Yet how does one go about making an electronic prepayment system or indeed any kind of payment system robust? This research project describes the successful introduction of cryptology into pre-payment billing systems. Credit transfer techniques using cryptology can protect prepayment systems from token fraud. Prepayment systems are used by a number of utilities in different countries world-wide e.g. U.S.A, Europe, South America, Asia, South Africa etc. For several decades, vendors have used prepayment systems as a means to guarantee payment before providing services to their customers. Recently computerized and automatic prepayment systems have been introduced. The project has explored the security of such systems and their viability in the African and Kenyan context in particular. It has analysed the use of cryptology as a credit transfer technique that protects prepayment system from token fraud. Prepayment systems can be viewed as nodes, in a computer network, needing to communicate or transfer messages securely between each other. The token, such as air time receipt, can be seen as the message. The consumers themselves can be thought of as reliable but insecure communication channel. Using this model, security requirements normally applied to analyse the level of security in a network or internetwork environment can be applied to the prepayment system. These security properties are confidentiality, authentication, integrity, non-repudiation, access control and availability. These can be used to separately analyse each of the three components i.e. token distributing point (point of sale), token and dispenser. Various token technologies are available ranging from older magnetic-striped plastic cards to the so-called "smart cards". The main purpose of the token is to protect the instruction and/or messages as it is being transferred between the distributing point and the dispenser. To achieve this encryption has been used. In some cases, physical or hardware level protection have been employed e.g. a smart card. This combination provides a sufficient level of security. Different methodologies were used in conducting the research including interviews, site visits, system analysis and literature reviews. Literature reviews provided a lot of insight as an introduction to the concept of prepayment system. Sampling was based on companies that have carried out a prepayment implementation such as Kenya Power Company (KPC) and Nairobi Water Company (NWC) who also use a post-paid system. ▼ Water regulators and policymakers around the world are increasingly influencing water systems towards efficiency and sustainable consumption. In pursuit of these, most regulators mainly use traditional economic-analysis methods to benchmark water utilities and elicit water-service preferences. There have been discussions of several other techniques that extend the commonly used traditional economic analysis tools in the literature. Regardless of these discussions, the practical application of new economic analysis tools in the water sector remains relatively low. This study intends to extend the existing literature by providing more robust methods that could be useful to water regulators. The study asks four research questions to shed light on whether more robust methods are the way forward in water regulation. More precisely, the study investigates the consistency of efficiency scores obtained from the data envelopment analysis (DEA), stochastic frontier analysis (SFA) and stochastic non-parametric envelopment of data (StoNED) techniques on a sample of South African water utilities. Additionally, the study examines the impact of status quo bias, presentation format and response time on results from discrete choice experiments conducted using a case of the South African water sector. The study reports four main findings. First, we find that the StoNED method (based on the methods of moments estimator) outperformed both SFA and DEA. However, SFA outperformed StoNED, when the latter was based on the pseudolikelihood estimator. Second, we find that including a partially relevant status quo reduced status quo bias but did not significantly affect empirical estimates. Major differences are noted in the marginal willingness to pay (MWTP) estimates reported for one of the sub-samples. Third, we find that presenting attributes and levels using the visuals format generated more statistically significant coefficients than presenting them as text or text-and-visuals. Generally, we find that the presentation format significantly affects choice. Finally, we find that removing fast or slow responses from the sample did not significantly affect both utility function and MWTP results. Based on these findings, the study makes four main recommendations. Firstly, the study argues that StoNED (method of moments estimator) and SFA are more appropriate for estimating efficiency in heterogenous water sectors. The study makes recommendations for future studies that seek to do a methodological cross-checking of the three efficiency analysis techniques in the water sector. Secondly, the study argues that a text-and-visuals experiment improves choice task clarity and yields more robust estimates. Thus, more research on the effects of presentation formats is required in environmental economics so that guidelines on developing valid presentation formats for choice tasks can be established. ▼ Over the last two decades it has become increasingly important to promote the efficiency and improve the performance of natural monopolies operating within network industries. In line with this, different regulatory approaches have been designed aiming at preventing the abuse of monopoly power and at the same time enhancing the performance of regulated firms. The most widely adopted incentive-based regulatory schemes involve price cap (RPI-X), revenue cap, and yardstick regulation models. These schemes aim to give firms an incentive for efficient production and cost reduction. However, due to the imperfect information available to the regulator there are some drawbacks related to the use of price-cap regulation since the regulator does not know a firm’s true costs. High costs may be due to a firm’s particular production situation or merely to its inefficiency. Thus, in setting the initial price level and the yearly efficiency factor X in the price-cap formula the regulator can use some form of cost-based benchmarking analysis. In this case, benchmarking is used to establish a larger information basis for more effective regulation that reduces the informational asymmetry between firms and the regulator. Hence, there is a close link between efficiency measurements and incentive-based price regulation. Today’s price regulation of Slovenian water distribution utilities resembles the rate-of-return regulation scheme. Nevertheless, the current Rules on Price Determination of Obligatory Local Public Utilities for Environmental Protection (2004) envisage the use of benchmarking in the price-regulation process and defining of the best-practice performance. However, the Rules have not yet been put into practice since the benchmarking method has still not been determined. In the thesis we consider the use of parametric frontier benchmarking methods and suggest how the results could be used in the price-regulation process. The main method employed is Stochastic Frontier Analysis (SFA), while the Corrected Ordinary Least Squares (COLS) method is used to cross-check the results. A translog frontier cost function is estimated based on an unbalanced panel data set of 52 utilities over the 1997-2003 period. The cost inefficiency estimates of Slovenian water distribution utilities are obtained by several different parametric frontier methods. The employed models differ in their assumptions, method of estimation and in their ability to account for firm-specific effects and distinguish between firm heterogeneity and inefficiency. The pooled model does not take into account the panel structure of the data and is therefore unable to separate unobserved heterogeneity from inefficiency. While conventional fixed and random effects panel data models take firm-specific effects into account in the estimation of inefficiency, they treat any time-invariant unobserved heterogeneity as inefficiency. ▼ Environmental Infrastructure in the Gaza Strip (GS) is a multidisciplinary sector related to provision of basic services of water supply, waste water, storm water drainage and solid waste disposal. The emerging institutions of the Palestinian National Authority (PNA) are facing problems managing the poor physical facilities of the environmental infrastructure. The thesis assesses the current status of the environmental infrastructure in the GS within the context of designing a conceptual, sustainable and integrated Environmental Infrastructure Management Model (EIMM). This is the core of the research, which aims at making a contribution towards understanding and assessing Environmental Infrastructure Management (EIM) including the links to, and mandates of, the institutions involved in EIM tasks. In this context, Geographic Information Systems (GIS) is introduced as a vital integrating element for EIM institutions. The lack of quantitative data on EIM in GS represents a major constraint, and therefore a well structured questionnaire was adopted for data collection. Reviews of the institutional set up of EIM in the UK, Israel, Jordan and GS were undertaken. To facilitate comparison among EIM systems, a Hybrid Comparative Technique (HCT) was developed aiming at highlighting strengths and weaknesses of the existing EIMM in GS, compared with other well established models elsewhere, to streamline institutional setup in GS. The quantitative information from the questionnaire is placed as triangulation alongside the qualitative data from the literature review to give further insight into the issues being studied. A SWOT analysis under different and political scenarios was the outcome of evaluating the performance of the new EIMM. The study showed that the EIM institutions in GS do not have clear mandates where roles and responsibilities overlap. New central Institutions are needed including central water, solid waste and GIS facilities. Privatization, human resource development, and customer satisfaction should all be considered.
