▼ A key challenge for urban facilities management (UFM) is to identify ways to promote sustainable urban development at a community/precinct level. One potential approach is via the application of sustainable community assessment/rating tools which have seen increased popularity amongst urban planners and developers over the past decade. This study investigates the efficacy and applicability of this approach to urban sustainability, particularly within the "developing country"context of South Africa. Furthermore, the paper suggests that the deployment of UFM in creating a management platform for urban precincts, one that focuses on the process of achieving urban sustainability within a specific locale, will deliver improved strategies for operationalising urban sustainability. Using soft systems methodology (SSM), the study aimed to establish the fundamental requirements for sustainable community development frameworks in both "developing" and "developed countries". Data was collected through semi-structured interviews with 11 key stakeholders who consisted of two main categories. Firstly, participants from private and public sector engaged in the management and development of sustainable urban precincts. Secondly, participants from NGO's that develop sustainable community rating tools. The tools included: Leadership in Engineering and Environmental Design for Neighbourhood Development (LEED-ND), Building Research Establishment Environmental Assessment Methodology for Communities (BREEAM-C), Comprehensive Assessment System for Building Environmental Efficiency for Urban Development (CASBEE-UD), EcoDistricts, Green Star Communities (GSC), and the Living Community Challenge (LCC). Interviews were conducted in both Cape Town and Vancouver; representing the "developing" and "developed"contexts respectively. It was found that the prescriptive and outcomes-based nature of assessment tools excludes "developing countries" from the sustainable community development conversation. The logical next step is to develop frameworks that offer sustainable solutions appropriate to these contexts. Findings also highlighted a need for a more robust procedural framework to manage relationships between various professionals and interest groups involved in the development of sustainable communities/precincts. This in turn provides a unified method to facilitate the achievement of urban sustainability. This research concludes that urban sustainability needs to draw upon the management principles of facilities management (FM), and more specifically UFM, to develop and assess the sustainability of communities and cities within a specific locale. Without a process-orientated method such as this, cities will continue to fall short of their sustainable imperatives. Advisors/Committee Members: Michell, Kathy (advisor).

Structured parking is a key component of urban, suburban downtown, and exurban clustered developments in every metropolitan area across the United States. Due to the complexity of the redevelopment process itself, as well as its engagement of many stakeholders and decision-makers from the public and private spheres, the process does not reliably produce a holistic, aesthetic and integrated parking program that fully serves its context and users. The overall process of redevelopment is impacted as well, and this dissertation delves into the potential advantages from the design, development, and financial perspectives for getting the parking program right. Standards and measures for improving structured parking that are situational and case-specific may not reflect user preferences, nor can situational standards consistently lead to improved outcomes for the redevelopment project as a whole. This is especially true when a range of demographic and social trends—including generational shifts, evolving technologies, and changing settlement patterns—are reducing rates of private vehicle ownership and use, and in tandem potentially reducing parking demand. This dissertation demonstrates that by focusing on five key design criteria common to all structures—size, scale, massing, visual representation, and placement— the performance of structured parking can be enhanced. The standards derived from these criteria, in conjunction with guidelines drawn from architectural and urban design literature, can serve to improve both structured parking and the redevelopment’s overall quality and tenor. The findings of this dissertation can be used to enhance the redevelopment public policy framework and dialogue. The dissertation utilizes multiple methods from both social science and design research: surveys and assessments based on census and direct sources; financial pro formas; iterative development of prototypes of structured parking; Visual Preferences Surveys™ to test user preferences of the prototypes in a range of development contexts; and interviews with officials and executives engaged in parking and redevelopment decision-making. The dissertation’s final deliverables include: (a) best practice models of structured parking; (b) model regulatory guidelines for both freestanding parking decks and integrated structured parking in mixed-use settings; and (c) implementation standards and strategies. These recommendations are drawn from the survey responses and qualitative input of users, professionals, and public policy experts, and support from traditional urban design and planning standards. The structured parking standards are based on an understanding of the forms this building type has assumed over time, and the various traditions in urban and city building to which these models and standards apply, while maintaining a forward-looking consideration of possible future changes in vehicle ownership and use.

▼ THE LOCATION OF PUBLIC SCHOOLS: IMPLICATIONS FOR COMMUNITIES AND PLANNERS, AND SCHOOL DISTRICT DECISION-MAKING IN THE PUGET SOUND REGION by Jason Garnham, 2015, 100 pages. Chair of the Supervisory committee: Jan Whittington, Ph.D. Public schools are some of our communities’ most important and costly infrastructures assets. School location affects transportation choices, property values, and student health and achievement, and is implicated in increasing urban sprawl and economic and racial geographic inequality. Yet, school districts operate independent of the municipalities in which they serve, limiting interaction and coordination in planning and siting school facilities. Schools, consequently, are generally overlooked in planning research and practice. This leads to the question: How are public school siting decisions made? And, how do they overlap with planning goals? To answer this question, semi-structured interviews were conducted with officials from fifteen school districts in the Puget Sound region, providing open-ended narratives for a qualitative analysis exploring this poorly understood topic. Despite the regional context of state-required coordinated planning for capital facilities, the narratives reveal that land availability and cost, coupled with perceived site acreage and community facilities needs, are the primary factors influencing school location. School siting is largely a technical process undertaken by consultants and facilities experts. Further, school districts’ reliance on voter-approved bond financing inhibits long-term planning and prevents prioritization of broader location criteria. Competing for land in a competitive market, school districts are challenged to sell the higher cost of prime, centrally-locates sites to their voters, pushing schools to less desirable areas. In light of the constraints faced by school districts, local and regional planning goals are more likely to be achieved when schools are systematically included in land use planning processes. The lesson learned from case examples is that locating schools to best meet community needs depends on stakeholder engagement and cooperative interaction between school districts and municipalities. The data reveals that coordination and interaction between districts, municipalities, and citizens increases when school districts face pressure induced by enrollment growth and limited availability of land. Sub-area Master plans and economic development plans also present special opportunities to forge lasting partnerships. Ultimately, as costly and critical infrastructure, school sites should be chosen to according to a variety of criteria, using the same processes that guide development of other facilities and services deemed necessary for maintaining and improving the sustainability, economic vitality, and quality of life in our communities. Nesta pesquisa, a anamorfose foi utilizada como um recurso cartográfico para representar dinâmicas espaciais do espaço urbano, que não se expressam adequadamente no espaço euclidiano, pois nesse nem todas as relações geradas nos espaços construídos são valorizadas. No caso, a anamorfose foi tomada como um instrumento capaz de evidenciar as múltiplas espacialidades sociais nas cidades e nos espaços urbanos, de um modo geral. Com esse recurso, o município de São Paulo foi objeto da geração de um conjunto de mapas que priorizam índices do cotidiano e apresentam as percepções da sociedade paulistana com o seu espaço vivido, tais como, as condições de mobilidade e sua satisfação ou insatisfação com os equipamentos urbanos ofertados nos distritos do município. A apresentação dos mapas anamórficos relaciona a distribuição geográfica da população do município e os índices de presença do poder público (e mesmo o privado), cujos resultados podem gerar maior e menor possibilidade de práticas sociais na cidade, condição necessária para a construção de uma cidadania com participação ativa no planejamento e na gestão da cidade, a partir do seu conhecimento e de sua identificação com este espaço.

The anamorphosis has been used in this research as a cartographic tool indicated to represent the geographic phenomena within the urban spaces, which distance the Euclidean spatial relations and add value to existing socially constructed spaces. A tool that is able to remark the multiple spatialities in urban environments and in the city. As well as the dynamics of human actions within this space; this is possible through generated maps, which prioritize daily rates and present the relations of perception of the society towards its lived space, its mobility conditions and its satisfaction or dissatisfaction with urban facilities offered in the districts of the city. The presentation of the anamorphic maps that relate the distribution of city population and the proportion of the presence of the public and even private power, generating higher and lower possibility of the city practice and the possibility of creating a urban citizen, participative in the urban planning and city management, from their knowledge and their identification with this space.

▼ This thesis explores whether there is any relationship between an area’s equity variables – the proportion of a Census Block Group population that is a racial minority, below the federal poverty line, under the age of 18, and 65 and older – and the density of bicycle infrastructure in these neighborhoods, especially in the areas surrounding light rail stations. The lack of bicycle facilities is often a barrier to someone to begin using a bicycle for transportation purposes. Riding a bicycle to access high capacity transit can reduce commute times, make a commute more enjoyable, and incorporate healthy activity into one’s every day routine. The 2-mile radius around light rail stations is considered the bikeshed, or the distance within which most people are able and willing to ride a bicycle. Two sets of analysis were conducted: the first using all bicycle facilities in Seattle and the second using only “low-stress” bicycle facilities, and comparing them with equity variables. Low-stress is defined as Class 1 (off street trails), Class 2 (protected bicycle lanes), and Class 4 facilities (low-speed, low-volume streets). Class 3 (shared lane bicycle facilities) make up about half of the city’s bicycle infrastructure, but are the least safe of the four types. The results of both sets of analysis show that there are many service gaps in Southeast Seattle’s Rainier Valley, where many diverse and historically disadvantaged people live, and where the Link light rail currently operates. There are also service gaps in more homogeneous areas. Statistically, bicycle infrastructure is allocated equally across the City of Seattle. In order to pursue a future of equity for all Seattleites, we must follow a Rawlsian approach to distributive justice and first improve the communities that need the most help. There are opportunities for bicycle infrastructure network improvements around light rail stations both in areas with high concentrations of historically marginalized populations as well as those without. Resources should be focused on the communities where historically marginalized populations live in order to improve equity outcomes in the City of Seattle and King County. ▼ Promoting positive and healthy decision-making practices and encouraging the utilization of health care facilities amongst adolescents is an important public health priority given that the period of adolescence is characterized by experimentation and risk taking behaviour. In the Tafelsig area of Mitchell‟s Plain, a poor socio-economic community within the Cape Town metropole, adolescents are exposed to a range of social problems (such as alcohol and substance abuse) that can potentially be harmful to their health. Given this context there was some concern raised by the sub-district health management team that adolescents are not making sufficient use of the local health facilities. The purpose of this study was to gain a greater understanding of the factors that contribute to, or hinder, the utilization by adolescents of the public health facilities in the Tafelsig area and in turn provide the Department of Health with information on adolescents‟ preferences concerning access to and use of the local primary-level health services in Mitchells Plain.An exploratory descriptive study was conducted to explore the topic using qualitative research methods. Permission to conduct the research was obtained from the Higher Degrees Committee of the University of the Western Cape and the School Principal. In-depth interviews were conducted with eight Grade 9 and seven Grade 10 male and female learners from the local secondary school - all of whom were randomly selected from a list of learners who indicated their willingness to participate in the study and who had obtained the written consent from their parents or guardian to do so. Interviews with the learners explored the positive and negative experiences, perceptions and opinions they have of using – or contemplating the use of – the local health facilities. The data from these interviews were analyzed using thematic content analysis.The study demonstrated that even when public health services are available, adolescents are often not in a position themselves to choose for themselves: their parents or guardians invariably make the choice for them. At times they are also reluctant to use public health facilities for fear of being judged by health personnel for being sexually active. The idea of waiting for long periods of time to see a health professional, or being observed at the health facility by other members of their community, are also considered to be disincentives.Many of the learners interviewed expressed a need for more information about sexual and reproductive health issues and matters that affect their health. The findings of this study also suggest that there is an urgent need for youth-friendly health services to be made available in the Mitchells Plain community. It is thus recommended that the Department of Health strategically assess whether an existing public health facility can be re-orientated to cater for the specific health needs of adolescents in Mitchells Plain. A pesquisa trata dos processos de produção pública de equipamentos coletivos em São Paulo e busca apontar os principais impactos urbanos derivados particularmente das diferentes políticas implementadas na cidade na última década. A relevância do tema parte da consideração da produção pública de arquitetura enquanto um processo de duas vias, que, se por um lado, conta com um potencial significativo de transformação urbana, por outro, constitui instrumento político-ideológico estratégico. Tido como prática exemplar da produção pública paulistana - em função da qualidade dos projetos, mas sobretudo por contar com um quadro conceitual e tecnológico evolutivo -, o processo de construção de equipamentos educacionais é aqui tomado como caso de estudo, visando compreender os contextos e distinguir as condicionantes que teriam viabilizado a construção de um histórico consistente no campo da produção pública de edifícios. Para tanto, foram priorizadas as práticas desenvolvidas na capital nos últimos 10 anos, referindo-se elas, em âmbito estadual, à atividade da Fundação para o Desenvolvimento da Educação - FDE e, em âmbito municipal, à experiência dos Centros Educacionais Unificados - CEUs. Dada a atualidade da discussão, a metodologia empregada tem forte cunho empírico, baseando-se em análise de projetos, estudos de campo e entrevistas com os agentes envolvidos.

The research deals with the processes of public production of collective facilities in São Paulo and intends to identify the main impacts caused by different policies developed in the city during the last decade. The relevance of this topic applies to the consideration that public production of architecture is a two-way process, which has, on one hand, a significant potential for urban transformation and, in the other hand, works as a strategic political/ideological instrument. Known as an exemplary practice of São Paulo\'s public production - due to the quality of the projects, but most important, for its conceptual and technological evolution - the process of educational buildings construction is taken as case study, aiming to understand the contexts and to distinguish the conditions that enabled the consolidation of a consistent track record in the field of public production of architecture. Thus, the practices developed in São Paulo during the past 10 years will be detailed, what means, at State level, the activity of the Foundation for the Development of Education - FDE, and, at Municipal level, the experience of the Unified Educational Centers - CEUs. Focusing a contemporary situation, the methodology is strongly empirical, based on the analysis of projects, case studies and interviews with stakeholders.

The inner city space is a living and working locale for diverse population groups. The central business district provides job opportunities for a multitude of skilled and unskilled workers who either live in the city or who commute from outlying areas and suburbs. In other words, it serves many purposes for many people. Yet it is rarely acknowledged as an appropriate space for young children. Reality, however, shows that children should and are accommodated within the inner city. They are part of the families that engage with the city on a daily basis. The research question addressed by this study mainly concerns how the architecture should respond to a situation which acknowledges the presence of children in the inner city in a way that is not only safe and secure but also draws on the unique learning experiences that the city offers. In this respect there are endless possibilities for discovery and sensory exploration. The city is a sensory cornucopia, of sorts. The challenge is therefore to create a relationship between the pre-school and the city that is symbiotic. Because life is the generator of the city, children add another layer to its intriguing complexities. In return, the city provides exciting educational experiences which "have the potential to ensure that memories are made and remembered. An urban preschool is not typified by the way it mirrors the urban context or incorporates it thematically, but by the way it engages and becomes part of its pattern language. Existing boundaries which are often restrictive and prescriptive are deconstructed and reconstructed, and, in doing so, the identity and the conventional stereotype of the urban preschool is redefined. The challenge that this study purports to address is to create a balance between two realms: the preschool as a place of ultimate safety and the public realm as a place of ultimate freedom. It takes into consideration how these issues have been addressed locally and overseas from the point of educational principles and, specifically, how the architecture supports and incorporates these principals within the urban context. Such an exploration of factors that typify an urban preschool (as opposed to the more familiar suburban model) will culminate in the development of a preschool that is completely context specific, especially with regard to the sensory references in the city.

Les travaux de géolocalisation et d’étude des ouvrages urbains font intervenirdes opérateurs de lever qui doivent manipuler des instruments de topographie, descartographies et des notions métiers complexes. Les erreurs de géolocalisation et deconception d’ouvrages sont fréquentes lorsque les méthodologies de travail ne sont pasrespectées. Ces travaux de thèse CIFRE, réalisés au sein de la société SIG-IMAGE,identifient dans un premier temps les sources d’erreurs lors des phases d’étude puisproposent un processus de lever topographique optimisé, pour réduire ces erreurs. Ilsmettent en évidence l’intérêt de la Réalité Augmentée pour diminuer les erreurs d’édition etd’interprétation de cartographie d’ouvrages. Un prototype est proposé, évalué et critiqué. Ilcouple un dispositif tactile de RA monoculaire géoréférencé avec un laser de topographie. Ilpermet de dessiner et de consulter des plans techniques sur une représentation 2D tempsréel du chantier. Les expérimentations démontrent que ce couplage n’est valide, au regardde la réglementation française, que pour la consultation de données SIG, ainsi que demodèles CAO dans un environnement très proche. Une autre approche est proposée, elleconsiste à recaler les nuages de points denses issus de scanners de topographie, avec lareprésentation orthoscopique 2D temps réel du chantier. Une synthèse des techniques derecalage image-nuage de points est proposée, et nos travaux s’orientent vers l’exploitationdu recalage 2D-2D. Les interactions dans l’environnement augmenté du chantier dépendentalors de son nuage de points. Elles sont géolocalisées et suivent les paradigmes du Picking-Outlining-Annotating.

In the public construction field, surveyors have to manipulate sophisticatedinstruments and maps to design CAD and GIS sketches describing geolocated facilities tobuild on worksite. Geolocation and design inaccuracies happen during these steps and leadto false technical maps. This Ph.D. thesis explains our research works made on behalf ofSIG-IMAGE Company. We first identify origins of inaccuracies during survey, then wepropose a new and optimized survey method that improves CAD and GIS accuracy on field.We explain to what extend Augmented Reality is able to improve technical mapsinterpretation and edition. We present, evaluate and criticize a prototype that couples atangible AR environment with a laser range finder. It allows one to draw technical sketcheson a 2D tangible real time view of worksites. Experiments have proven that it does not satisfyFrench regulation in terms of accuracy when editing maps. However it is accurate enough todisplay and edit GIS information, as well as CAD maps in a very close area. We then exploreanother approach consisting of matching the scanner’s dense point cloud with the real time2D view of the worksite. We propose a synthesis of alignment practices between point cloudsand images of a same scene. Finally we have chosen to explore 2D-2D registration so thatinteractions in our AR system would be based on the point cloud pre-processed…
