▼ Walking is underrepresented in large area models of urban behavior, largely due to difficulty in obtaining data and computational issues in representing land use at such a small scale. Recent advances in data availability, like the ubiquitous point-of-interest data collected by many private companies, as well as a worldwide dataset of local streets in OpenStreetMap, a standard format for obtaining transit schedules in GTFS, etc, provide the potential to build a scalable methodology to understand travel behavior at a pedestrian scale which can be applied wherever these datasets are available. This dissertation improves on similar indexes like WalkScore by estimating a model that represents the substitution of destinations around a location and between the modes of walking, automobile, and transit. This model is estimated using the San Francisco Bay Area portion of the 2012 California Household Travel Survey to capture observed transportation behavior, and accounts for the demographics included in the survey. These representations of travel behavior can then be used as right-hand side variables in other urban models: for instance, to create a residential location choice model where measures of accessibility and available demographics are used to understand why people choose to live where they do. This dissertation is organized into four topics, one for each of chapters 2-5. The first topic establishes a framework for measuring the network of destination opportunities in the city for each of the walking, transit, and auto transportation modes. Destinations in the form of parcels and buildings, businesses, population, and points of interest are tied to each network so that the distance from each location to every destination can be computed by mode. The use of a points-of-interest dataset as the set of public-facing destinations is novel in the context of a traditional travel demand destination model. This chapter also creates a case study model of trip generation for home-based walking trips is the 2012 California Household Travel Survey. This model finds that WalkScore is predictive of walking trips, that residential density and 4-way intersections have an additional but small impact, and that regional access by the transit network has a synergistic effect on walking, but regional access by auto has no impact when controlling for regional access by transit. The second topic engages with the question of the impact of accessibility to local amenities on home values. Although early research has found that the composite index WalkScore is positively correlated with home values, this dissertation unpacks the impact of each category of destination used in WalkScore (as well as several others) on home values. Metropolitan areas occupy just two percent of the planet but consume seventy five percent of its resources per year¹ and as this pattern continues unchecked it creates a series of consequences on a regional and global scale. Some of the consequences that have been highlighted in recent news are oil dependence, global warming and health affects such as Type II diabetes and obesity. This thesis will explore the means by which architects and planners can weave together sustainable lessons and technologies into a holistically designed sustainable city. Statement of Significance of Issue. Green design and sustainability have always, in one form or another, been a part of architectural thinking. Only recently have designers paid closer attention to the relationship between our built environment, sustainability and environmental health. Various layers of urban infrastructure such as transportation systems, open spaces, and utility systems should have just as significant a role in reducing our negative environmental impacts as we now insist upon in the buildings themselves. The fabric of the city can and should contribute to the larger energy and food production systems in order to promote a less ecologically demanding lifestyle. Environmental impacts are no longer just about saving trees and marine mammals: today's scientists are discovering the impacts of our cities on our daily lives, health and future. The results of this need to be reincorporated into how designers think, plan and build cities now, for the benefit of our future. Method of Inquiry. The thesis research begins with a precedent study of relevant national and international environmentally positive developments in order to gather and catalog ideas, schemes and technological or scientific advances. These precedents will be identified through a literature review of development plans and technological innovations with sustainable themes. From this, information will be collected, aggregated and applied to the scale of a small urban neighborhood, roughly a collection of fifteen to twenty city blocks. The assumption is that, if successful, the research could be applied on a city wide scale. Relationships between design, density, transportation and other elements will be derived from my ongoing analysis or collected from the U.S. Census Bureau, the World Health Organization, or the United Nations Conference on Environment and Development. Example studies can be seen in the research of Dr. Lawrence Frank between traditional city and suburban style transportation systems and individual health or the ability for green roofs to reduce the urban heat island effect and lower energy demands for heating and cooling. All of this of information would then feed forward into a design project for my selected site. ▼ This study researches the past, present and future role of ports, specifically the Ports of Tampa and Hamburg linked to their cities. It examines the legal structures of port authorities which play a major role in their economic priorities and impact their cities' social, environmental and cultural quality of life. From a humanistic perspective, one can look at a port as a place or space. By animating ports, they may provide "fields of care" over time, and a home with character for the region's residents. In this case, their success needs to transcend economics, adding qualitative attributes to the region, such as clean air, water, good working conditions, adequate housing, public transportation, recreational provisions, public waterfront access and more. The Port of Tampa's corporate style and largely state controlled management team prioritized diversification. As a result, the port essentially remained a feeder port. It depends on shipping phosphate (a non renewable resource), fertilizer, scrap metal, petroleum and other general cargo commodities. The port serves main (hub) and container ports which are more lucrative and environmentally less challenging. The Port of Hamburg, on the other hand, controlled by an elected local Senate, became a container hub port early on, and planned its future accordingly. Tampa's traditional housing around the port was dissected; shopping, service and recreational areas around Tampa's city core deteriorated, when Interstates 275, 4 and the Cross Town Expressway were constructed. Suburbs in rural areas were developed with little regard for public transportation infrastructure, recreation facilities, and pedestrian and bike paths. Most of Tampa's waterfront, owned by its Port Authority, is leased out and fenced off to the public access. Redeveloped expensive and mostly empty downtown gentrified residences face parking garages, oil tanks, phosphate stags and scrap yards. Much of Harbor Island, close to downtown, is gated and gentrified. The Port of Hamburg, in contrast to the Port of Tampa, redeveloped an uninhabited warehouse region of its Port, named it Hafen City, thereby adding 40 percent to the core of the city. This cohesive theme is in the process of providing jobs, housing, public waterfront access, shopping, green spaces, museums a concert hall, a theater and more. Light-rail, subways trams, buses, pedestrian and bike paths link the Hafen City to the traditional city center. Hamburg's waterfront remains open to the public by law. A comparison of both port cities shows that the Port of Tampa's largely state controlled corporate style management team prioritizes short term economic results over an extended future planning at the expense of the region's social, cultural and environmental climate. ▼ Understanding how the built environment on a neighborhood scale is associated with individuals' physical activity or walking has been a common research objective in urban planning and public health. Although prior studies have shown evidence supporting the notion that specific attributes of a neighborhood are associated with individuals’ walking or physical activity, very few studies have controlled for the impact of a neighborhood's regional location. Because regional location and neighborhood built environment attributes are likely to be correlated, previous associations are likely to be biased. In contrast to existing literature, my thesis is based on the assumption that a neighborhood’s location may be associated with walking or physical activity and that this association may be separately identifiable from the influence of the neighborhood built environment on behaviors. The findings indicated that (1) the neighborhood built environment and neighborhood location had a strong association, even after controlling for potential confounding effects of socio-demographic factors; (2) a neighborhood’s location was associated with walking and transportation-purpose physical activity when the neighborhood built environment and individuals’ socio-demographic factors were controlled; (3) walking for commuting purposes was more strongly associated with neighborhood location than the built environment, whereas walking for shopping-eating purposes had a stronger association with the neighborhood built environment, and finally, (4) the association between neighborhood location and walking became more manifest when residents’ preference for neighborhood type accorded with their actual residential locations. From a practical perspective, my thesis suggests that, without the provision of better public transportation service to suburban neighborhoods, walkable neighborhood development in suburbs may not be as successful as planners expect. A policy for relocating pro-urban residents in suburbs to the city needs to include sociologists and community-based participatory approaches along with interventions for the built environment. From a research perspective, when one is examining the association between urban form and behaviors, the locational characteristics of a neighborhood need to be considered separately from the neighborhood built environment. In future studies, activity-based and purpose-specific research designs may be desirable.

▼ This is a case study about policy responses to a specific form of gentrification at the urban fringe: the closure of manufactured home parks in Oregon. The study analyzes the following research questions: (a) What factors affected the quantity and distribution of manufactured home parks? (b) Why did parks close? (c) How did the state legislature respond and why? (d) What are the likely impacts of the state response? A wide variety of sources (e.g., key informant interviews, observations of meetings and public hearings, focus groups of park residents, archival materials and secondary data about manufactured home parks) are employed to investigate a phenomenon imbedded in its context. Parks subject to development pressures, as evidenced by their location in an area experiencing population growth and within an Urban Growth Boundary, were significantly more likely to close than other parks. Manufactured home parks were replaced by compact, mixed-use development in urban or urbanizing areas—smart growth. Based on this evidence, this study concludes that gentrification, in the form of park closures, is integral to Oregon’s process of metropolitan restructuring. In the wake of mounting publicity about park closures, the 2007 Oregon legislature adopted legislation that supported two ameliorating strategies: (a) reduce the harm caused to displaced manufactured homeowners through financial assistance, and (b) preserve parks where possible through enabling resident purchases from willing sellers. Who pays for the costs of this legislative package and preemption of local ordinances were the most contested issues. This research is one of the first to analyze gentrification in urban fringe areas. To understand the economic dynamics, it applies rent gap theory to the special case of divided asset ownership. It explores the likely efficacy of two types of policy remedies. Finally, by establishing park closures as a form of gentrification related to metropolitan restructuring, this case study raises the question of whether policies could support a kind of metropolitan restructuring that does not take the toll on people and places exacted by gentrification.

▼ The formal definition of Adaptive Reuse by the City of Los Angeles is the rezoning of obsolete, vacant and/or historic, manufacturing or commercial buildings, built prior to 1974. These structures are then rezoned for mixed-use residential, live/work lofts, and hotels. Since the adoption of the Los Angeles “Adaptive Reuse Zoning Ordinance” in 1999, twenty seven obsolete buildings in downtown Los Angeles have been converted into mixed-use residential structures. From its' inception to the present, participants in the program have been major prime developers with capacity. This exclusivity of participants is fundamentally related to the high cost of downtown real estate, and the complicated entitlement and permitting process. The goal of this Planning, Design and Development Project is to assist the start-up developer specifically, and community based organizations in general who have interest in Adaptive Reuse, but do not have the capacity to participate. Inasmuch as Adaptive Reuse is a zoning mechanism, this project focuses on the history of zoning in the United States, differences in zoning types, and how zoning practices have shaped urban communities. The literature review attempts to establish a rationale for the contemporary urban community today, based on the model of Euclidean Zoning practices as expressed in Edward Bassett's book entitled Zoning: The Law, Administration, and Court Decision During the First Twenty Years, William Fulton's book entitled The Reluctant Metropolis: The Politics of Urban Growth in Los Angeles, and Robert Fogelson's book entitled Downtown: Its Rise and Fall, along with the works of many other authors. The core of the research presents the views of developers, city planners, building and safety professionals, community based organizations, business owners, zoning administrators, and other stakeholder groups who have opinions, and perspectives regarding accessibility of the Adaptive Reuse Ordinance program to start-up developers, community based organizations, its impact as well as its implications on infill development in urban communities. As a companion tool to the discussion regarding zoning practices, and the Los Angeles Adaptive Reuse Ordinance program, this researcher has created a website resource guide. The website streamlines the navigational process of electronic research, and provides substantive resources under one website umbrella. Hopefully start-up developers, community based organizations, and other stakeholder groups who want to participate in Adaptive Reuse projects will find this tool useful.

▼ The Federal Housing Choice Voucher Program represents the nation's predominant low-income housing strategy. The program maintains two goals; first to reduce barriers for low-income households to find and lease safe, decent, and affordable housing, and second, to support the location decisions of assisted households with the hope that the subsidy will open up better quality communities to low-income renters. A hallmark of the program is voucher portability- the ability for assisted households to search and move nationally with their voucher. This dissertation examines the dynamics of residential mobility for all voucher-assisted households in Illinois between 2000 and 2007, with the goal of understanding not only when and where such mobility resulted in positive outcomes, but also understanding the types of institutional and interpersonal relationships that create barriers and supports to successful mobility. This dissertation combines administrative data on individual voucher households in Illinois (2000-2007) with in-depth interviews with heads of household who have made portability moves with vouchers, landlords who rent to porting tenants, and housing authority administrators in order to understand in more depth the ways in which the motivations for moving on the part of assisted households are shaped into outcomes when examined in relationship to the actions of landlord and housing authority staff. Results indicate that contrary to program goals, porting households on average, move to communities that are demographically similar to the communities from which they left. Analysis of quantitative and qualitative data suggest that these “parallel” moves can be attributed both to supply-side factors such as the availability of landlords willing to rent to voucher households, and the availability of housing units which meet movers' needs. These results suggest that in order to achieve HUD's goal of promoting opportunity moves through voucher mobility, program design, regulation, and research must pay more attention to the ways in which local administrative practices and landlord actions shape program outcomes.

▼ Many of the theories that inform planning analysis and policy-making implicitly acknowledge the importance of space in the form and function of urban areas, but this understanding is highly abstract and in many ways, functions as a black box with limited transparency. This dissertation takes a closer look at the spatial relationships that help to shape urban form and in an effort to move beyond geographic determinism and allow for a more nuanced view of the drivers of residential development patterns. The primary research question asks which factors from existing theory and the literature help to explain the timing and location of land parcel subdivision events. This question is addressed through a combination of qualitative (limited survey) and quantitative (regression analysis) techniques, described in detail in a subsequent chapter. Large-scale residential subdivisions represent an intense, localized change in land use and I hypothesize that these events exert a “priming effect” on subsequent land use decisions. I argue that this “priming effect” is detectable after controlling for covariates and a second research question asks if there is empirical evidence of scale-dependence. A third research question focuses on the spatial extent of this hypothesized “priming effect” and is examined by conducting a sensitivity analysis of the distance threshold used to derive the “priming effect” measure. The present research seeks to link the presence of large residential subdivisions to an elevated rate of residential development in the immediate vicinity. Detection of an effect provides further support for the importance of growth management policy and the influence of residential land developers on the evolution of intra-metropolitan urban form. The results of the study suggest that land availability and prices, demographic factors, accessibility, and the availability of infrastructure are the most important predictors of land parcel subdivision events. Strong evidence is found in support of the hypothesized "priming effect" and the implications for planning practice in terms of general growth management policy and the development review process are offered.

▼ This dissertation contributes to the literature on urban spatial structure by addressing two research questions. First, it empirically examines the urban economic theory by testing the relationship between the distance elasticities of land prices and housing prices. The theory indicates that land prices are more elastic with respect to distance from the city center than housing prices; in other words, land prices decline faster than housing prices. Using data from Beijing, which include matched housing and land prices, my findings support the theory. Second, this dissertation investigates the impacts of housing services production in general and the impacts of the capital-land substitution in particular on urban spatial structure. Using a constant elasticity of substitution (CES) production function for housing services, I theoretically derive the impacts of the elasticity of capital-land substitution on urban spatial structure, which is measured in terms of the distance gradients of land prices and capital densities, the housing output per unit of land, and the ratio of the distance elasticity of land prices to the distance elasticity of housing prices. The derived results suggest that an increase in the elasticity of capital-land substitution leads to increases in the land price, the capital density, and the housing output per unit of land at any location within the city, flattening of the land price and capital density curves, an increase in the ratio of the distance elasticity of land prices to the distance elasticity of housing prices, an expansion of the city boundary, and a growth in the population. These theoretical results are verified by numerical simulations and empirical estimations using the Beijing data. The simulations also reveal the magnitudes of these impacts: a 1% change in the elasticity of capital-land substitution leads to 15-20% changes in the total land value and housing output. The findings of this dissertation have practical implications in housing market behaviors, land value assessment for property taxation, and urban land use policy and planning.

▼ The dramatic reform and expansion of Mexico's housing finance system since the early 1990s has transformed production and acquisition of housing in Mexico. More housing is now built by formal private sector construction companies and purchased with mortgages than through the informal, incremental process that traditionally housed the majority of the population. Most housing finance is provided by government lenders, with tight restrictions on eligibility for loans and on the houses they can be used to purchase. These restrictions have consequential secondary effects on urban development in the country; leading to neighborhoods that have a more homogenous housing stock and are more segregated. Understanding the impact of housing finance on the home-building industry, access to housing, regional development, and residential segregation is critical to understanding the rapid transformation of national life and culture as Mexico moves into the twenty-first century. The dissertation opens with a history of housing finance in Mexico, documents the housing transition quantitatively, and explores the implications of restricting housing finance to formal, salaried employees, which make up roughly half the workforce in Mexico. It is shown that otherwise identical households with a salaried household head are between 10 and 20 percent more likely to live in a consolidated house than are those with a part-time or informally employed head. Furthermore, by directing housing investment to cities with more salaried workers, the finance system functions as a regional development policy, favoring manufacturing centers in the north. The third chapter focuses on the reorganization of the residential construction industry, documenting the rise of large, national homebuilding firms. The impact of mortgage lending from government agencies is shown to be a significant determinant of variation in the size of construction firms and levels of market concentration at the metropolitan level. Cities with larger shares of lending have larger firms, but lower levels of market concentration and lower prices. The remainder of the dissertation focuses on the impact of Mexico's new urban growth patterns on residential segregation. Chapter four adapts commonly used measures of segregation in the United States to the 128 metropolitan statistical areas in Mexico to describe patterns of residential segregation by ethnicity and socioeconomic status. It is the first systematic quantitative analysis of segregation patterns in a Latin American country. The fifth chapter analyzes changes in levels of socioeconomic segregation, testing a number of hypotheses about the drivers of segregation. ▼ This dissertation examines the role of the urban environment in contemporary gentrification processes. I contend that urban scholars have ignored the physical environmental dimensions of gentrification, and by so doing have overlooked critical insights into the economic, environmental, and social outcomes of this contemporary redevelopment process. Theoretically situated within the urban environmental theories of environmental history and political ecology, urban geography research, and regional literature on the American West, I argue that nature acts as a veneer for urban capital accumulation processes. Specifically, I examine how nature matters in gentrification processes in three ways: (1) as residents use nature as a tool for wielding social power; (2) as environmental imaginary; and (3) as a dynamic material actor. I use a variety of sources, such as government reports, personal interviews, oral histories, newspaper research, and archival documents, to compose a narrative of urban environmental change in Spokane, Washington and Coeur d'Alene, Idaho since the 1970s. After introducing the dissertation's objectives and reviewing the literatures into which it intervenes in Chapter One, I go on, in Chapter Two, to examine Spokane’s urban renewal in preparation for Expo ‘74—the environmentally-themed World’s Fair. This chapter explores how downtown elites used the greening of the city center as a political ecological catalyst to stimulate the gentrification process. Chapter Three examines the politics of urban lake views in Coeur d'Alene, an environmental amenity which is central to the political ecology of building height, tourism development, and residential property taxes. Chapter Four addresses the role of environmental imaginary in the gentrification processes of Coeur d'Alene by examining three interrelated narratives: the California migration to Coeur d'Alene; the urban smoke incursions from agricultural field burning practices on the metropolitan fringe; and the urban politics of battling the negative place images associated with Superfund designation. As Chapter Five of this dissertation explores, environmental disamenities such as brownfields are often an important factor in gentrification processes. Chapter Six provides a synthetic conclusion that examines how urban nature—including environmental amenities, disamenities and imaginaries—shape gentrification processes.

▼ This dissertation has contributed to the current knowledge by gaining additional insights into the linkages of different aspects of the built environments, travel behavior, and energy consumption using Structural Equation Modeling (SEM) that provides a powerful analytic framework for a better understanding of the complex relationships of urban form, travel and energy consumption. Several urban form measurements (density, mixed land use index, street network connectivity, regional accessibility, and distance to transit) were gathered from multiple external sources and utilized for both trip/tour origins and destinations. This dissertation also contributed to the analysis framework by aggregating trips into tours to test whether the tour-based analysis generates better results than the trip-based analysis in terms of model fit, significance, and coefficient estimations. In addition to that, tour-based samples were also stratified into three different classification schemes to investigate the variations of relationship of urban form and travel among auto and transit modes and among various travel types.: (1) by modes (i.e. auto and transit); (2) by travel purposes (i.e. work, mixed, and non-work tours); and (3) by modes and purposes (first by modes, then by purpose). Stratification by purposes and modes provided an in-depth investigation of the linkages of urban form and travel behavior. The research findings are many: (1) urban form does have direct effects on travel distance for all tour types modeled; (2) urban form at the destination ends has more influence than on the origin ends; (3) Urban form has indirect effects on travel distance and energy consumption through affecting driving patterns, mode choice, vehicle type and tour complexity; (4) People tend to drive when they have complicated travel patterns; (5) The effects of intermediate variables (driving patterns, tour complexity, mode choice, and vehicle type) are stronger than the direct effects generated from urban form; (6) Tour-based analyses have better model fit than trip-based analysis; (7) Different types and modes of travel have various working mechanisms for travel behavior. No single transportation technology or land use policy action can offer a complete checklist of achieving deep reductions of travel and energy consumption while preserving mobility of driving.

▼ Human population growth and associated sprawl has rapidly converted open lands to developed use and affected their distinctive ecological characteristics. Missouri reflects a full range of sprawl characteristics that include large metropolitan centers, which led growth in 1980s, and smaller metropolitan and rural areas, which led growth in 1990s. In order to study the historical patterns of sprawl, there is a need to quantitatively and geographically depict the extent and density of impervious surface for three time periods of 1980, 1990, and 2000 for the entire state of Missouri. This research goes beyond the usual hot spots of metropolitan areas to include rural landscapes where negative impact was exerted to the ecosystem due to the low density development and larger affected areas. Mapped impervious surface is the best candidate of ancillary data for dasymetric mapping of population in several comparison studies. The current research examines the performances of dasymetric mapping of population with imperviousness as ancillary data and regression analysis of population using imperviousness as a predictor. In the context of this comparison, this research also examines the performance of imperviousness with road network removed versus imperviousness with road network and certain ranges of values removed. The assessment of approach and ancillary data performance is done by comparing estimated population for each block to the original Census block population. Results from this work can be aggregated to any geographical unit (hydrologic boundaries, administrative boundaries, etc.). More importantly, the aggregated population information will be crucial in the modeling of future urban growth. A pilot future urban growth study for the two decades of 1980s and 1990s was done in Missouri. The historical urban growth of the two decades were analyzed then coupled with various predictor variables to investigate the influence of each predictor variables towards the process of urban growth. The knowledge learned from the process is then used to build an urban growth simulation model that is GIS-based with open framework for ease of management and improvement. The complexity of urban systems is making the holistic modeling approach obsolete. Because it is impossible for one omnipotent model to solve urban growth problems of different locations, in this research, we decided to group those problems by different physical and mathematical process to tackle them one by one. Correspondingly, we used multiple sub modules each responsible for different processes related to urban growth. The structure of this model ensures each individual module can be updated and improved, and more sub modules can be added. Pixel level urban growth was simulated for year 2010, 2020 and 2030. This model framework is developed with the ultimate goal of simulating urban growth for the entire state of Missouri.

This research quantitatively studies how mixed land-use planning impacts the housing prices in Shanghai. To answer the question, I collected data and constructed a database on housing price and land use to measure the impacts of urban amenities and mixed land-use on housing prices in Shanghai. This work makes an important empirical contribution to existing studies in the field of consumer city, mixed land-use, valuation and housing prices, and the on-going debate on land market reform in China. This study provides a key quantitative analysis of the efficiency of current land use structure in Shanghai and the level of willingness-to-pay for mixed land-use. This can shed light on a major policy debate about land efficiency in China, including Shanghai, and the land market reform which has been a key policy under the current administration. Based on the analysis, an oversupply of industrial lands intended to attract foreign investors and an inefficient public land market is found to have attributed to the distortion of land structure in China. This research quantifies the impact of land use pattern on housing prices and proposes improvements in land use planning. In terms of methodology, this research applies multiple regression models in addition to the traditional hedonic models, in the estimation of willingness-to-pay for mixed land-use or amenities. Based on the analysis of first-hand collected land use and housing price data of Shanghai, this study provides estimates for the land use’s impact on housing value and offers policy considerations on efficient land use. The 2013 China’s Third Plenum of the 18th Congressional Conference has highlighted optimizing land use structure and city’s physical structure as a major reform objective; however, so far there has been limited quantitative studies that assess the relationship between land use patterns and housing prices in China, which reflects the lack of and the difficult access to related data. Using a novel dataset, the analysis produces a variety of quantitative results. One estimate is that one percent more land use in greenspace in a 500 by 500 meters grid attributes to an increase of RMB6,600 in property value. Similarly, having one percent more land use in shophouse and shopping center in such a grid also elevates property values, by RMB5,900 and RMB7,900 respectively. The results drawn from Shanghai can serve as a good starting point to understand other cities in Yangtze River Delta economic zone – China’s most vibrant economic agglomeration. The empirical and methodological framework developed in this study can be generalized in future research and applied to other cities.

▼ Housing the low income households has been one of the critical urban problems in Ethiopian cities due to high rate of urbanization. The same is true in Bahir Dar. The City Administration aimed to achieve one housing unit for one household in 2015 through integrated systems of housing delivery mechanism, including cooperative housing delivery. Even though cooperative housing was proposed as one strategy for housing the low income and Bureau of Cooperative Promotion is organizing housing cooperatives, currently the role of cooperative housing is not well defined. The land allocation for cooperatives was terminated before three years. The increasing growth of squatter settlements and overcrowding manifests the existing housing problem of the city. This calls for the study of potentials and limitations of each housing delivery options. Based on this the thesis set out to identify the potentials and limitations of aided self- help cooperative housing with scheme of core housing for low income households in Bahir Dar. The unit of analysis is the housing process. The focus is on collective ownership, core house provision, collective action and participation. For the depth study of the housing process case study design is selected. All three aided self-help housing cooperatives are selected in Bahir Dar with the criteria of availability of data, self-help concept and cooperative housing for low income households. Since they have the same structure and the same housing development scheme, they were analyzed as one. Core issues are analyzed from data gathered through document study, observational study, photography and interview of 42 households out of 60. The findings of the study identified that collective ownership, collective action, core house provision and participation of low income households are the potentials which create economic and social benefit for the beneficiaries. Absence of use and social mixity, opportunity cost of being involved in collective over private work (free rider problem) and non-flexible core house design were the identified limitations. The findings reveal that self-help cooperative housing has a potential that could be used as an alternative way of mitigating the housing problem of low income households in the city. Based on the findings in the research the recommendations are forwarded with proposal of design typologies in different contexts of the city. Advisors/Committee Members: Abraham Workneh (advisor).

▼ The sudden establishment and eventual growth of Gelan town brought many urban plan implementation challenges that need to be investigated to minimize the spillover impacts of urbanization in Gelan town. Gelan town is established after the establishment of some investments and has been grown by displacing and affecting the livelihood of local farmers. The overall impacts of urbanization on the local farmers requires to look into the local ecology towards which Gelan town is expanding, role of investments operating in the area, the plan that guides development and future expansion. This research is an attempt to investigate the challenges of urban plan implementation in Gelan town with a particular emphasis on the livelihood of farmers, role of investments of the town to the local economic development and ground water resource of the area. Accordingly, to look into the issues I have used both qualitative and quantitative data collection and analysis techniques. Data collected through interviews, questionnaires and field observations were analyzed and presented through discussions, tables, figures and maps. The findings revealed that most investments and recreational centers before the establishment of Gelan are located along highway and occupy large blocks that hinder accessibility of land uses at the back. The ground water catchment area of Akaki partially within the planning unit of Gelan town. Intensive constructions taking place in the area is believed to have a negative impact on the ground water recharge of the area from where water is supplied to the population of southern Addis Ababa. The research also found out that farmers whose livelihood is based on farming are forced to change their livelihood strategies by renting farmland using money obtained through compensation. As a result, the livelihood of farmers is negatively affected. The analysis of Gelan town structure plan showed that the plan was implemented poorly and lacked plan evaluation, monitoring and updating taskforce. As a result, irregular and irrational development as well as incompatible land uses are common along Addis Ababa-Adama highway crossing the town.
