▼ Many American cities, regions, and states have begun to recognize the availability of housing that is conveniently-located and affordable to moderate-income “workforce” families as an important part of building sustainable economies.
Although there is no national standard for workforce housing programs or incentives, many developers have creatively made use of available funding to construct residences that are targeted to middle-income professionals whose services are essential to
well-functioning cities. This thesis explores the question of whether historic structures are being repurposed for use as workforce housing developments, with a focus on those developments deemed exemplary by the Urban Land Institute’s Terwilliger Center
for Housing through its Jack Kemp Award for Excellence in Affordable and Workforce Housing.

development process utilized to implement an attainable

development within a resort style community. This report begins
with the review of historic trends in affordable
housing
initiatives in American culture that has led to the importance of
creating a diverse
housing stock. The report was conducted by
review of articles, government records, private and public reports,
and research on the
housing demand and analysis in the regional
area. This report was conducted to provide resort style
communities, similar to the Town of Frisco, a clear process of
implementing an attainable
housing development through the use of
private/public partnerships. Frisco’s private/public partnership
with the development team of Ten Mile Partners serves as a
plausible process a community can undertake to increase a
community’s
housing stock diversity and affordability for long term
residents.

housing affordability issues that need to be addressed using multiple tools. In this work, I have identified the utilization of historic buildings as a potential tool for providing affordable
housing. The opportunity to combine Historic Rehabilitation Tax Credits with Low-Income
Housing Tax Credits makes this a prime financial opportunity for affordable
housing developers. I looked at the stock of current historic buildings that are serving as affordable
housing to find patterns in the building characteristics and neighborhood location to see what potential future developers could look for in pursuing this method. I also conducted open-ended interviews with stakeholders involved in these developments to get their perspective on the opportunities and challenges in conducting this work. I find that there are huge financial and policy barriers to utilizing historic buildings for affordable
housing, but the availability of tax credits and other funding sources as well as the possibility to form partnerships between preservationists and
housing developers provide opportunities for this method to continue to be utilized to address Seattle’s affordable
housing needs.

▼ This dissertation research takes three different approaches to study the
urban land development process, mainly from a supply side perspective. The three approaches are organized into different essay chapters. Each chapter has its independent framework and methodology. Chapter 2 uses numerical optimization methods to explore how residential households allocate across space with introduction of distance related amenity/disamenity, as well as under nonmonocentric
urban spatial structure. Chapter 3 proposes an agent-based simulation of
housing market and
land development to understand the role of home improvement as part of
housing supply. An important feature of the proposed agent-based simulation model is that it allows for neighborhood spillover effects among home improvement activities. Chapter 4 assembles a micro panel data to empirically investigate the relationship between manufacturing decline and increased residential
land development in Allegheny county, PA. One policy implication of the results is that, there might be a significant underestimate of household willingness to pay (WTP) for better air quality, due to the supply side effect of manufacturing decline induced air quality change.

▼ As dinâmicas do mundo moderno atribuem papéis significativos as cidades, por estas serem o local de residência da maioria da população brasileira. Tal fato tem chamado a atenção de especialistas e dos governos para as intensas e rápidas mudanças que essas dinâmicas têm gerado nas cidades. Especialmente na segunda metade do século XX, o poder público tem procurado um redimensionamento das suas políticas urbanas e do planejamento urbano, no sentido de atender e minimizar os efeitos das intensas demandas por espaço nas cidades brasileiras. Atendendo ao objetivo dessa pesquisa, que é o de analisar as políticas habitacionais na cidade de Santa Maria, especialmente em relação à população habitante das áreas de risco, da ocupação irregular, leva-se em consideração a questão da identidade e pertença territorial de tais populações. Percorrendo os meandros dessa investigação foi necessário dar lugar a real dimensão dos projetos habitacionais e sua efetiva aplicação; bem como aos desdobramentos sociais e territoriais que tais políticas exerceram junto à população em estudo. Isso posto, não foram identificadas ações locais eficazes até que o governo federal anunciasse políticas habitacionais para as populações de baixa renda, de modo a intervir naquela estrutura habitacional. Dentre as alternativas, a implantação de projetos habitacionais destinados à população de baixa renda da cidade, cadastradas em projetos habitacionais na Secretaria de Habitação do município, foi o grande passo para a solução do problema habitacional. Neste trabalho, serão analisados apenas dois de tais projetos, a fim de verificar a real eficácia destes na questão do planejamento urbano. Este fato demonstra que, apenas uma parcela da população é afetada diretamente pela falta de acesso a moradias, sendo esta as que não possuem capital que lhes garanta o acesso digno a uma casa. Observou-se que não existe na cidade um déficit habitacional, e sim, uma má distribuição dos locais onde são instalados os lotes e suas populações. Realidade que expõe a questão da problemática habitacional como recorrente desafio ao poder público.
The dynamics of the modern world confer significant roles in cities, for these are the residence of the majority of the population. This has drawn the attention of experts and governments for the intense and rapid changes that these dynamics are generated in cities. Especially in the second half of the twentieth century, the government has sought a redefinition of its urban policies and urban planning, to meet and to minimize the effects of the intense demand for space in cities. housing
market
The previous literature on rental
housing has studied length of residence discounts
by concentrating on turnover cost. I present an analysis of the impact
of tenant payment performances on landlord rent setting. First, I establish and
simulate landlord’s dynamic optimal rent setting model in light of the tenant’s
previous rent payment performance. Under some environments, simulation results
show an interesting outcome, landlords give rental discount to tenants who had late
rent payments. I then use Experian RentBureau data to estimate the relationship
between payment history on rent, and find that tenants who had poor payment
performance received subsequent rent discounts during the
housing market’s expansion
period (2002-2006) while payment performance has less or no influence on
rent setting after the subprime mortgage crisis. These results are predicted by the
simulations of the theoretical model.
Chapter 2: The Value of name in the
housing market: Evidence from a South
Korea address change policy
This paper delves into the existence of the name premium in the
housing market. In
South Korea, the method of address designation has been changed from area-based
to street-based as of January 1st, 2014. Before the change, people recognized the
name of the administrative region and apartment name in the address, but afterward
these pieces of information have been less clear and not identified as part of
the mailing address. This provides a good opportunity for a natural experiment to explore the importance of name for property values. Using a difference-in-difference
model, I explore the effect of name premium on apartment prices in Gangnam
area, South Korea. This region has both very prestigious and less prestigious
neighborhoods, but the prestige becomes less apparent when this addressing policy
change occurred. I test the hypothesis that the marginal willingness to pay for
prestigious locations declines once the prestige is not signaled through the postal
address. This would be evidence of conspicuous consumption, since the physical
structure of the property has not changed.
Chapter 3: Analysis of the Effect of
Land Value Taxation on
Land Value
Discovering the economic effect of
land value taxation is the crucial evidence
needed to support or oppose
land value taxation. So far, analyses of
land value
taxation have been based on indirect measures (value of building, construction
activities) of these impacts. Contrary to previous papers, I employ the direct
value of the
land -
land sales transaction data - in order to investigate the relationship
between
land value and its taxation. In addition, I propose a realistic
land-improvement tax rate ratio which include county, municipality and school
district tax rates. This paper shows that
land tax rate and
land-improvement tax
ratio have no influence on
land value. This finding disagrees with the rationale of
advocate’s argument in favor of
land value taxation.

▼ This research asks what happens when the measures that will provide needed
housing to the poor are also those that will displace other precariously housed people and disrupt valued social relations in neighbourhoods. To answer this question, it examines political and economic shifts in the welfare state,
urban scale, and
urban land use, through the lens of an inclusionary zoning
land use policy in Vancouver, Canada. This policy trades additional
land development rights to real estate developers in exchange for funds for public amenities, increasingly social or low-income
housing. Based on sixteen months of ethnographic research in three neighbourhoods in Vancouver, this project finds that the
land use policy in question has contradictory results. The policy produces small amounts of new low-income
housing units in a time of diminished public funding. Yet, it also produces large condominium developments that contribute to speculation in the
land and
housing market, rising
land values and rent rates, displacement of homes and communities,
urban inequality, and
urban conflict.
This project argues that disinvestment measures have resulted in a rescaling of the city as an arena of welfare state funding enacted by assembling
land for investment and development. Further, it argues that while
urban residents articulate alternative, often non-market, understandings of the value of
land and place, the effect of these articulations is impeded by new state forms that rely on private capital. Throughout I examine the work of
land use planning in assembling
urban land into an investable commodity despite its existing uses. This work leads to conflicts between residents, real estate developers, non-profit
housing agencies, and city government over competing conceptions of the value of
land and place. As neighbourhoods change through new
land investments, residents’ place making activities are overwhelmed, particularly those of residents who experience race and class inequality. In addition, since this policy implicates social
housing providers in the gentrification of neighbourhoods, it also contributes to resident distrust of the remaining institutions of the welfare state, potentially undermining collective action toward more robust public services.

▼ The expansion of overcrowded residential communities with the lack of basic amenities has been witness in many developing countries for the last five decades. Relocations have been adopted to solve the issue because the “best practice” offers opportunities for original residents to dwell in a safer and better living environment, while allows governments and developers to redevelop the previous settlement with the potential to create more public benefits. The research aims to draw generic conclusions on essential factors that contribute to a successful relocation, by studying literature and previous projects. Based on evaluation of three cases in south and southeast of Asia, including MUTP resettlement and rehabilitation in Mumbai, Shanghai “Old Town” renewal and relocation, and UCDO housing projects in Bangkok, suggestions are made for future projects. MUTP case covers the most categories of relocation factor matrix by demonstrating a typical bottom-up scenario and providing post-resettlement support. Besides, it is also found that other features such as community-based information collection, compensation system, incentives for landowners and developers, housing development loans, and encouragement of return resettlement can contribute greatly to the positive effects of a residential relocation.

▼ Os movimentos populares de luta por moradia, que defendem a proposta autogestionária, atuam no Brasil desde a década de 80, e são protagonistas da recente construção legal e institucional da política urbana e habitacional brasileira. Os programas Crédito Solidário e Minha Casa Minha Vida Entidades, frutos de uma trajetória de mobilização e pressão desses movimentos, reconhecem a atuação de entidades sociais, cooperativas e movimentos populares como agentes promotores de empreendimentos habitacionais, com recursos públicos federais. O acesso à terra urbanizada e bem localizada para a habitação popular tem estado na pauta dos movimentos de reforma urbana que para isso têm desenvolvido ações diretas, como ocupações e mobilizações públicas, iniciativas legislativas e ações institucionais, como a participação em conselhos de políticas públicas. Entretanto o conjunto de instrumentos colocados à disposição da sociedade para regular o uso do território ainda não foram efetivamente implantados. Assim, a ausência de política fundiária, em nível local e nacional aliada à abundância de recursos públicos e privados disponíveis para o setor da construção civil e a financeirização da produção da moradia e da cidade fazem com que a busca por áreas disponíveis para a produção habitacional de interesse social seja cada vez mais difícil. Tal tarefa se torna ainda mais árdua para os movimentos sociais. O Programa Minha Casa Minha Vida consagra um modelo de produção habitacional calcada em um modelo único de acesso, através da aquisição, ainda que com subsídios expressivos, da propriedade individual da casa, que se torna, imediatamente, produto de mercado, com um aparato normativo adequado a esse objetivo. Configura-se assim um conflito entre a proposta de política habitacional autogestionária formulada no âmbito dos movimentos e as condições estabelecidas pelas políticas de habitação e solo urbano. O enfrentamento deste conflito se constitui hoje em campo fundamental de atuação dos movimentos.
The housing social movements, that defend the collective self-managed agenda, act in Brazil since the 80´s and are protagonists of the recent legal and institutional construction of the urban and housing policies in Brazil. The public housing programs Crédito Solidário (Solidary Credit) and Minha Casa Minha Vida Entidades (My House My Life Entities), outcomes of a trajectory of mobilization and pressure of these movements recognize the performance of cooperatives, social organizations and popular movements as promotional agents of housing enterprises with federal resources. The access to the well located urban land for the popular housing has been in the agenda of movements for urban reform that have developed direct actions, as public occupations and mobilizations, legislative initiatives and institutional actions, as the participation in public policies councils. ▼ Walkability is a notion that crosses multiple fields of study including planning, real estate, and public health. Social cohesion and community ideals are equated to walkable areas. For this thesis, walkability is defined as a two-part phenomenon: accessibility and vibrancy. This thesis focuses primarily on the vibrancy half of this definition. Vibrancy refers to the intangibles of walkability, mainly the social assets associated with walkability. Walkability is a key part of the New Urbanism design movement, which aims create to livable and walkable communities. Across the United States, many redevelopment plans have used New Urbanist design guidelines to revitalize distressed public
housing. To examine the vibrancy part of walkability, observations and behavioral mapping were completed in New Holly, a mixed-income
housing site in south Seattle. This data was then analyzed using a four-part vibrancy framework developed through a thorough literature review. With this vibrancy analysis, New Holly is given a relative vibrancy rating. Specific barriers to vibrancy, common to all four vibrancy factors, are identified. Finally, possible interventions are discussed and further research opportunities are recognized.

▼ Seattle is one of the fastest growing high-tech cities in the United States. Under the Washington State Growth Management Act, there is a finite
urban land supply for
housing development within the designated
Urban Growth Areas. In return, Seattle’s
housing affordability is in crisis. The city of Seattle formed the
Housing Affordability and Livability Agenda (HALA) task force in 2014 and it produced 65 recommendations for how the city can facilitate the construction of 20,000 affordable
housing units and 30,000 market rate
housing units over the next ten years. One of the recommendations (Strategy L.1: Prioritize Use of Public Property for Affordable
Housing) proposes that the city revise its existing reuse and disposition policies for surplus and underutilized publicly-owned property to prioritize these properties for the construction of affordable multifamily
housing. This thesis seeks to add to existing research by examining one question: How feasible and effective would a policy be to prioritize the use of surplus and underutilized publicly-owned
land for the development of affordable
housing to meet HALA’s growth target? Any program intended to address affordable
housing concerns must be palatable, practical, and have a reasonable chance of producing positive results for all parties involved in order to succeed. This research presents a grounded theory study that uses both qualitative and quantitative measures to document the complexity of the issues associated with using publicly-owned surplus and underutilized
land for affordable
housing development, including comparative case studies and Geographic Information Systems (GIS)
land analyses. The feasibility and effectiveness of a revised property reuse and disposition policy is established using three development scenarios (low-build, medium-build, and high-build) for existing surplus and underutilized public
land based on a buildable lands analysis. The research and its subsequent analysis provide a blueprint for understanding the challenges associated with
housing development on public
land. The conclusion of this research is that modifications to the city’s existing reuse and disposition policies would present minimal-to-no additional costs to implement and could result in the development of between 495 and 4,450 affordable
housing units, or between 2.5% and 22.25% of HALA’s target for affordable
housing units. The achievement depends on how aggressive the policies were enforced, but it would require robust political support from the city and creative development approaches to be most effective towards the development of more affordable
housing.

urban areas changes the face of our planet. Since every city, county, and state have a set amount of
land that they can conserve or develop, this thesis investigates factors that impact
land conservation or
land development for
housing. It also establishes the relations between
land use, economic, social, and environmental processes in the selected area. From the very beginning, this paper researches different approaches to
land use that help municipalities maintain and use their
land resources.
The focus of this research is an area of
land in an
urban environment. This thesis develops a hypothetical conceptual model with five levels of analysis, based on conducted research, and applies it to analyze the City of Albuquerque, as a case study. This paper also researches current methods of funding for public
land conservation in Albuquerque. Analysis of policies, programs, ordinances, and plans that the City of Albuquerque uses in the context of its interactions with Bernalillo County and the State of New Mexico shows the process of
land use governance. Qualitative analysis describes factors that impact
land conservation. Statistical analysis provides information on what factors influence
housing value.

housing and general decline in the quality of existing
housing stock. Low income earners are worst hit, because they lack the economic means to choose where to live. They desire to live closer to where they work, which in most cases is the Central Business District (CBD). However, the exorbitant cost of
housing in the inner city makes it unaffordable for the poor, hence their exclusion from the inner city.
This study examined the possibility of meeting the
housing needs of the poor in the inner city of central Lagos through an inclusionary
housing strategy. It is based on the assumption that the weak planning and control of
land use and building development enable rapid and unregulated succession of residential
land use by competing
land use activities. The effects are twofold; the poor are inadvertently excluded from the inner city and there has been a rapid decline in the
housing function.
Among other theories, the classical
urban land use theory, and the concepts of the compact city were employed to explain these problems and how they could be addressed. A hybrid research method that combines qualitative and quantitative approaches was used to conduct the study. The quantitative data was descriptively and inferentially analysed and presented in line with the themes that emerged.
The study found that the majority of those that live in the inner city of central Lagos are in the upper economic echelon of the society, while the majority of low-income earners live on the city’s outskirts. In respect of residential location decisions, the concern amongst the high-income group is location, while the lower-income group decides on the basis of affordability. Based on these findings, it recommends the mandatory provision of affordable rental and rent- to- own inclusionary
housing. A set proportion of inclusionary
housing would thus be required as a pre-condition for new residential developments within the inner city.
The study’s major contribution to knowledge is the introduction of inclusionary inner city
housing as a strategy to meet the
housing needs of low-income earners in the inner city of central Lagos.

undergo remediation before they can be rezoned for other uses.
However, this network of sites has great potential for long term
development. The goal is to create an alternative to the
homogeneous seniors home currently available and establish a
network of Community Stations spread throughout the city. These
sites will act as nodes to provide
housing and services for seniors
in the local community. The design is a phased development which
will allow time for the site to remediate as well as, through
community involvement, establish value and ownership.

▼ Comment les politiques foncières influent sur le développement de logements neufs dans une communauté urbaine telle que le Grand Lyon ? Comment contribuent-elles à réorganiser les coûts induits par la construction de logements neufs et, plus largement, par l'aménagement de nouveaux espaces bâtis ? Pour répondre à ces questions, la première partie de ce travail analyse la structuration des dynamiques de promotion immobilière, à partir de l'identification des stratégies, des intérêts et des actions d'un acteur pivot, le promoteur de logements (qui peut-être un promoteur immobilier, un bailleur social ou un particulier). La seconde partie du travail explore l'impact des politiques foncières sur les acteurs de marché étudiés en première partie. Nous définissions le terme « politiques foncières » au sens large, en y incluant aussi bien l'action foncière, le droit des sols et la fiscalité foncière. Nous montrons dans cette thèse que les collectivités publiques locales disposent d'outils forts pour répartir les coûts et les bénéfices tirés d'une opération de promotion immobilière entre les propriétaires initiaux des terrains, les acquéreurs de logements et la collectivité (donc les contribuables). L'ensemble du processus de régulation des dynamiques de promotion immobilière peut s'analyser comme un jeu de création et de transfert d'incertitude. Dans un contexte dans lequel les collectivités sont poussées à présenter leurs projets à l'avance, leurs capacités à agir directement par l'action foncière sont relativement limitées, à moins de très gros efforts financiers. Pour retrouver des marges de manœuvre pour influer sur les modes de production de logements, les collectivités locales réintroduisent de l'incertitude, par différents moyens : préemption ou menace de préemption de terrains, prise de position sur des parcelles de blocage, et surtout, introduction d'une règle de droit des sols souple, qui oblige à un « examen concerté préalable » des demandes de permis de construire et de permis d'aménager entre le pétitionnaire et la collectivité. Toutefois, de telles pratiques ne fonctionnent que si les promoteurs de logements ont les moyens de supporter cette incertitude. Par conséquent, elles reposent sur le dynamisme des marchés immobiliers. Ainsi, dans l'état actuel des choses, la reconstruction de la ville sur la ville par des immeubles de qualité, mais aussi le financement d'équipements publics, de logements sociaux, d'espaces verts, etc., ne fonctionnent qu'à condition d'accepter une hausse des prix immobiliers. Ce mode de régulation des dynamiques d'aménagement et de promotion immobilière permet de créer une ville de qualité, mais qui apparait aussi particulièrement excluante pour tous les ménages non solvables aux prix immobiliers atteints. Ceci à pour conséquence d'inciter à multiplier les dispositifs spécifiques d'aides à l'accès au logement (que ce soit dans le parc locatif social ou privé, et pour l'accession à la propriété), qui bénéficient à de nombreux ménages, mais n'empêchent cependant pas que nombre d'entre eux…

▼ Why do some US cities strictly limit the growth of their populations, while others are more accommodating to new
housing construction? Though this may seem at first glance like a purely parochial concern, the question is of broad national interest. Regulatory barriers to
housing construction slow economic growth by impeding the migration of labor. They exacerbate wealth inequality by privileging incumbent landowners over potential newcomers. And they harm the environment by encouraging auto-dependent
urban sprawl and prohibiting dense, walkable communities. Understanding the political motivations behind restrictive municipal zoning regulations is therefore of vital national importance.
In my first paper (Chapter II), I show that the timing of city council elections plays an important role in shaping municipal
land use policy. Because some residents are deeply involved in municipal politics (e.g. homeowners), while others are not (e.g. renters), the composition of the electorate tends to change depending on the timing of the election. This shapes the reelection incentives of city councilmembers. In an empirical analysis of California cities, I show that cities with off-cycle elections tend to issue fewer new
housing permits and have higher home prices than similar cities that hold their elections on-cycle. This result holds in both cross-sectional and difference-in-difference analysis. Cities that shifted their elections from off-cycle to on-cycle subsequently saw a larger increase in permitting, and slower growth in home prices, than comparable cities where elections remained off-cycle. This finding suggests that election timing can have non-trivial effects on both political representation and
land use policy.
In my second paper (Chapter III), I develop a new method for estimating local area public opinion. This method, called Machine Learning and Poststratification (MLP), improves on current practice by modeling public opinion using machine learning techniques like random forest and k-nearest neighbors. The predictions from these models are then poststratified (i.e. reweighted using demographic information) to produce public opinion estimates for local areas of interest. In a Monte Carlo simulation, I show that this technique outperforms classical multilevel regression and poststratification (MRP) and disaggregated survey estimates, particularly when the data generating process is highly nonlinear. In an empirical application, I show that MLP produces superior county-level estimates of Trump support in the 2016 presidential election than either MRP or disaggregation.
In my final paper (Chapter IV), I explore a puzzling feature of US municipal
land use politics: cities with more liberal residents tend to enact more restrictive zoning policies than similar conservative cities. In a formal model, I explain this as the result of a public goods provision problem. ▼ Why is it that some policies have had positive medium and long-term impacts, and some have had negative impacts on the city’s housing and development, when reviewed ten or more years after they were executed? In search of answering this question, this thesis analyzes the impact of a number of the housing interventions that both international humanitarian organizations and the government of Afghanistan had undertaken within the first few years after the fall of Taliban. This thesis identifies two particular trends. First, the impact of the delivery of humanitarian assistance in shelter and settlement is directly correlated with the humanitarian organizations’ ability to co-design and co-implement the projects with full participation of the affected population. Second, resident engagement is not only a major contributor to resilient neighborhoods in post-Taliban Kabul’s housing, neighborhood, and settlement revitalization, but is also an essential ingredient in other aspects of the city’s life, such as the formalization of informal settlements and the conduct of the city government.

▼ As the world’s displaced continue to step through the doors of its cities in numbers not seen in recorded history, planners have an obligation to consider refugees as we reimagine the neighborhoods and paradigms in which we work. While the few refugees who resettle in the United States may be considered on a global level to be fortunate, resettlement systems which have been put in place in the twentieth century have left much of the work of integration to chance. This study aims to identify neighborhood factors which may contribute to a welcoming community for refugees and therefore create greater community integration. An evaluation of physical and social factors on the ground in the Liberian community in Staten Island, combined with personal experiences of resettlement informs the recommendations at the conclusion of this study.

▼ Housing segregation and economic disparities between races continue to be urgent issues in the United States in spite of other progress made in the area of racial inequality. Housing segregation has been demonstrated again and again, in studies both old and new, to be related to a series of adverse conditions for minority communities. Individuals in segregated black neighborhoods, for instance, are more likely to be poor, to be unhealthy, and to be under-educated. These outcomes are not accidents and are not inevitable. This paper seeks to understand the causes and effects of residential segregation and particularly its relationship to economic inequities. In 1987, George Galster published an article entitled “Residential Segregation and Interracial Economic Disparities.” This paper, written nearly three decades ago, sought to understand these same issues. Dr. Galster developed a statistical technique to shed light on the mechanics of these disparities. He measured the effects of residential and occupational discrimination; white self segregation; and job and housing market characteristics on residential segregation and economic disparities. With only slight alterations that are described in detail later on, this thesis replicates the methodology described in Galster’s 1987 paper with the most recent available data. The hypothesis presented is that in spite of objective social progress in race relations in other areas, the dynamics of residential segregation and economic disparities have remained more or less unchanged. The numbers do not bear this out, however. Instead, an important transformation appears to have taken place. Having been unable to rule out the null hypothesis, the implications are less clear and objective than could be hoped. Nevertheless, the 3 migration of whites back into urban areas in recent years and the effects of gentrification may help explain some of the deviation from the predicted values.

▼ False Creek is a distinctive neighbourhood in the centre of Vancouver where you would expect to see high density, perhaps high rise development; instead you can see a low and medium rise and low density development with large public open space. It contrasts to the nearby Fairview Slopes and the West End. This thesis tries to investigate and explain what made this land development so different from others.
In the 1960s, liberal ideology emerged in Canada. Its influence was felt here in Vancouver. It was embraced by the upcoming new "class" of professional, technical and administrative workers. This new liberal ideology gave new meanings to the ideas of "growth" and "progress". It promoted social equity and livability in urban development; its priority was placed on people not property.Vancouver was transforming from an industrial city to a service oriented post-industrial city.
A political party founded at this time, The Elector's Action Movement (TEAM), was liberal-oriented and won the municipal election in 1972. Its election co-incided with the False Creek south development. TEAM innovatively administered the development. It broke away from the former administration, the NPA, and innovatively implemented measures to secure a livable and socially mixed community. The implementation of False Creek south in the first two phases was achieved with the commitment of the TEAM City Council and with the blessings from the federal and provincial government. The result is an innovatively designed and socially mixed neighbourhood in downtown Vancouver. What we can see today in False Creek south shore phase I and II is a legacy of what this party achieved in urban development.
With the deterioration of economic situation and the return of a conservative movement in the late 70s and early 80s, TEAM faded away from the municipal politics. Conservative NPA was back to the municipal administration. Urban development was left to the private sector to manipulate.The later two phases became profit driven development with very little concern of social issues. To provide a socially mixed community was not an objective in the later phases in False Creek south. The result is high density, high rise development of the later two phases.
This thesis investigates the False Creek south shore development in and after TEAM administration; compares the policies of the two administrations, and the perception of the role of the administration during and after TEAM control; examines the demographic and physical design differences in the same development between different phases. This helps to reveal the inter-relationship between urban development and civic politics and provides a valuable insight into the effects of policy and ideology on the nature of urban development.

Através da análise do processo evolutivo da cidade, pretendeu-se compreender os modos de formação e consolidação dos condomínios fechados ao redor das grandes e médias cidades, tendo como área de estudo a cidade de Londrina, apontando os impactos econômicos e sociais causados por estes empreendimentos. No desenvolvimento da investigação, as razões apresentadas para a escolha de moradias fechadas - segurança, apelo ecológico e qualidade de vida - foram consideradas e analisadas. O argumento sobre segurança foi analisado e foram exploradas as considerações quanto às dimensões "status". Numa análise abrangente, a questão do consumo foi discutida incluindo projetos, estilos de vida, novos desejos e vontades. O papel da classe social de maior poder aquisitivo foi entendido como elemento privilegiado nos processos de interpretação, produção e reprodução dos códigos associados às dimensões de "status" e marcas de distinção. A abordagem espacial foi contemplada através de análises de estudos sobre a segregação social e espacial dos condomínios, transformando estes espaços em uma realidade de micro-espaços seletivos. ▼ The scientific community is all but certain that the planet is warming as a direct result of human interference with natural climatic systems. Climate change will affect everyone and everything on the planet but these effects will not be distributed equally or in the same way. It is clear that the most marginalized populations on the planet - the (urban) poor, women, children, people of color, the LGBTQ community and the elderly - will be most severely affected. Historically, national and international progress has been inadequate in addressing the profound issues surrounding climate change. Substantive progress is being made, however, in cities, especially in New York City. This thesis seeks to understand the idea that progress at a local, community level can affect city-wide policies and, potentially, larger scale (inter)national climate goals. The New York City Housing Authority’s (NYCHA) Resident Green Committees (RGCs) are used as a lens to examine how pressure from communities can affect change in a climate agenda. Through a review of critical urban and spatial theory; interviews with RGC leaders, NYCHA officials, and public housing residents; and an analysis of the agendas and projects taking place at different housing projects and in NYC housing activism circles, an understanding of the ways in which socio-spatial justice influences our collective future will be completed.

▼ Australian State Housing Authorities, influenced by neo-liberal political practices, have implemented housing policies favouring multi-actor 'governance' models. These aim at altering both the size of the public and social housing sectors and the role of the state in delivery. This impetus to involve non-state actors in the management and provision of social housing has been reinforced by discourses that espouse significant benefits in alternative financing and provider models. The thesis analyses this societal shift by considering socio-cultural understandings, individual housing actors' attitudes to self- governance and non-commercial 'stakeholder' organisational views on market coordination. Empirically grounded, this thesis critically interprets the qualitative data gathered from focus groups and semi-structured interviewees with 70 research participants and newspaper and policy document analysis on the Government of Tasmania's Affordable Housing Strategy over the period 2003 - 2007. Utilising a critical realist ontology to understand the generative mechanisms of neo-liberal modes of governance, this research argues that heterogeneous actor discourses exist because of differing levels and combinations of support for the social democratic goals or market efficiency elements of the Affordable Housing Strategy. While this diversity prevents a coherent and singular application of neo-liberal political practices, it does not constrain the dominance and embeddedness of its rationale.
This thesis makes six contributions to sociological understandings of the operations of nuanced neo-liberal political practices and their uneven impacts in public and social housing. First, the thesis argues that the basic mechanisms in the Affordable Housing Strategy for reconfiguring the relationships and responsibilities between state and nonstate actors emphasised new modes of governance and new social relations, or degrees of connectivity, between different levels within the state apparatus. Second, it contends that critical realism provides a useful lens to analyse emerging or in flux policy mechanisms. In contrast to rational positivist approaches and post-structuralist interpretations, a critical realist ontology is used to explain the fragmentation and complexity in housing policy and the experiences and responses of key stakeholders amid an environment of change.
Third, to understand how the Affordable Housing Strategy functions, a dynamic 'circuit of governance' model, which includes public housing tenants, the media and independent communication specialists, non-government organisations (NGOs) and the state, is developed and applied throughout the thesis. The research also found that three modes of governance dominated the housing circuitry, namely interactions, transactions and compliances. ▼ There have been predictions that urban populations will increase dramatically around the globe, especially in developing countries. Cities become sources of progress, and urban productivity is crucial to national development. In developing countries, especially in Asia, cities often double in size and population within a decade. Despite being engines of socio-economic development, most Asian cities are, unfortunately, also sources of poverty and centres of environmental deterioration. As a consequence of the above facts, land inevitably becomes an important factor, and usually the most critical problem, in urban development.
In Indonesian cities the development of land is managed through a system of permits, the first of which is the so-called location permit. The objective of this permit is to ensure that the intended investment is in line with the socio-economic policy of the government. It also gives the holder the right to invest in the property and leads to the right to buy land, wholly or partially, from whoever owns it. In practice, the permit confers a 'monopoly to purchase', and accordingly the permit holder can put pressure on the landowners by offering a very low price for the land that might be impossible for them to accept. In most cases, the permit holders can control the best part of the urban land, while low-income people are pushed to fringe areas. Access to urban land for housing activities by low-income people can thereby be restricted. At the same time the system appears to lead to fragmented, inefficient development and environmental degradation.
The objective of this research is to explore alternatives for a land permit system that will be better suited for urban housing development in Indonesia. A case study approach was chosen, and Surabaya was selected as a case study city. There were four types of respondents for this research, namely government officials, staff of Real Estate Indonesia, housing developers and landowners. The research was done through the following steps. First, a desk study was carried out to gain sufficient information about the location permit process. This was used to prepare questionnaires for interview purposes and to identify potential respondents. Second, interviews were done with government officials connected with the location permit system, and with members of the Real Estate Indonesia association. By comparing these interviews, respondents from among the housing developers were selected and interviewed. In selecting the developers, the exact case study areas could be specified and the previous landowners could also be identified. The next interviews were carried out with the previous landowners as respondents. The interview results were then tabulated and analysed, and conclusions were extracted from this analysis.

▼ As Naturally Occurring Retirement Communities (NORCs) gain support as an aging-in-place approach to senior housing, it is important to consider the impact of existing building infrastructure on aging residents. By definition, NORCs are unplanned and undesigned. New York City and State define eligibility of NORC legislative designation to be a building or complex constructed with government assistance with a high concentration of seniors but not specifically built for seniors. While NORC social and health services provide unique assistance to these groups of seniors, the challenge of adapting the physical spaces of NORCs in order to assist aging are rarely discussed. This paper is a case study of a NORC identified within a New York City Housing Authority development and analyzes the benefits and challenges that “place” brings to both the residents and the service providers in an aging-in-place model. This qualitative approach seeks to collect experiences and perspectives of the daily life of NORC residents from both a neighborhood scale and a building scale in order to evaluate the aging experience within the embedded physical infrastructure and address the question, what is the level of need for physical improvements within this NORC context? Through its findings, this paper proposes a series of recommendations from multiple vantage points that addresses the issue at different scales, some involving holistic healthy aging.

▼ Officially, over 43% of the Egyptian population lives in urban areas, posing a real challenge to meet people's needs in this predominantly arid environment, especially considering that only around 6% of Egypt's land is populated (CAPMAS, 2016; MHUUC, 2012). The official data underestimate the actual urban population because they do not include other urban forms such as urban villages (Bayat and Denis, 2000). Inadequate policies have rarely managed to keep pace with the always-changing socio-economic and political transformations. The research aims to understand Cairo's housing ownership mechanisms in relation to the official housing policies and their implementation by exploring the government's perspective and residents' lived experience of place in informal settlements, gated communities and in new satellite cities in Cairo. The methodology is of a qualitative nature and reviews how housing policies regulate housing ownership mechanisms in Cairo, investigates why most Cairenes reside in informal areas, evaluates how the New Cities perform in relation to the housing issue in Cairo, and offers prospective recommendations to narrow the gap between policy and reality. This analysis evaluates housing stakeholders' divergent realities in terms of housing policies and its implementation in Cairo, and reveals the state's inability to mitigate the housing issue. The findings show that housing policies attempt to regulate housing ownership mechanisms in Cairo through an ineffective institutional structure; that affordability, flexibility, and suitable socio-economic environment play a decisive factor why most Cairenes reside in informal areas; and that the failure of social housing to provide adequate shelter for poor- and middle-income Cairenes has triggered the alteration of the initial aim of the New Cities, which are now targeted towards higher-income classes. The research concludes with a number of recommendations. The study contributes to the limited empirical evidence and helps to develop a holistic picture of the housing issues in Cairo, paving the road for future endeavour in the journey to greater sustainability as outlined in the New Urban Agenda and SDG 11.

▼ Planning for sustainable cities means creating complete communities with increased residential densities,
housing choices, and services that attract a diversity of populations at all stages of their life. This exploratory study identifies the challenges that discourage households with children from moving to the downtown area and explores the public and private initiatives and strategies that can be used to attract and retain such families in downtown neighbourhoods by providing required infrastructure, amenities, and services. Data shows that households with children are underrepresented in downtown Toronto compared to the rest of the city. This exploratory study identifies the factors that the downtown area needs to provide long-term options for households with children, such as affordable and suitable
housing, accessible schools and play spaces, and an overall attitude shift about the place of families in downtown Toronto.

▼ How do postcolonial regimes manage the sudden urbanization of surplus populations in the years following democratization? In post-apartheid South Africa, the government has delivered more free, single-family homes than any other democracy in modern history; yet over the same quarter century, the number of informal settlements has grown more than nine-fold. During the apartheid period, the South African state could simply shift populations at will. But the post-apartheid state does not have this option, as it must simultaneously resolve its housing crisis and reproduce its own legitimacy as a democracy in the eyes of its newly integrated, racialized subjects. As new informal settlements emerge – what I call land occupations – city governments must manage the rapid urbanization of surplus populations without appearing authoritarian. My dissertation explores municipal strategies for managing land occupations in post-apartheid Cape Town. I conducted 17 months of fieldwork combining participant observation, interviews, and archival research in two such occupations in Mitchell’s Plain, Cape Town’s second largest township. Through a careful study of eviction targeting, I demonstrate empirically how squatters’ informal politics affect the outcome of municipal urban policies.One of these occupations, Rivenland, began with a thousand Colored squatters erecting shacks on a publicly owned field far from any major thoroughfare. They did so in a Colored area, and many of them were supporters of the majority political party in Mitchell’s Plain. No nearby neighbors demanded their removal. By contrast, a second occupation, Holfield, began just a couple of kilometers down the road on two contiguous plots of private property. After a few dozen squatters built shacks, hundreds more arrived every day until there were soon 6000 residents. Most of them were Black in a Colored area, and many of them were presumed to be hostile to the ruling party. Holfield sits along the road connecting one of Mitchell’s Plain’s middle class neighborhoods to the city center, and this neighborhood’s residents mobilized continually to demand Holfield’s eradication. After a year, Rivenland was evicted, but Holfield was allowed by the High Court to stay put. Today it contains more than 8000 people by the City’s count. How should we understand this counterintuitive outcome?This is where I turn to residents’ own politics as a means of explanation. In Holfield, residents were able to organize a coherent settlement committee prior to their eviction hearing. This largely had to do with the way that their leaders framed the occupation as a social movement, with unified action articulated as the most strategic approach to obtaining official toleration. By contrast, the Rivenland occupation was mired in factionalism, with residents aligning with outside organizations – charities, NGOs, political parties – and competing with one another for access to their lawyers and the court.
