▼ According to the World Health Organization Nearly 3,400 people die on the world's roads every day. Tens of millions of people are injured or disabled every year. Children, pedestrians, cyclists and the elderly are among the most vulnerable of road users with developing countries suffering more to these problems This Thesis is concerned with traffic accidents and safety in Nigeria. It focuses on the fundamentals, trends in of road traffic accidents, the impacts on the road traffic accidents, the possible causes, possible intervention and prevention schemes. As this thesis a thorough literature review, the materials and methods includes literatures from PubMed, informations from the WHO date base, informations from other relevant health sites like CDC, and news on webs for the situation. It should be noted that statistics are very conservative and based on estimation as it is very difficult to really get very accurate statistics about the case in Nigeria due to poor records management and inefficiency to get through rural areas. Accident records and descriptions of current safety measures obtained from such relevant agencies as the Federal Road Safety Corps who are the solely responsible for road safety matters in Nigeria, The Nigeria Police and Department of Road Transport Services, also with maps and photographs provided the basic data for the study. The results shown various factors that by and large the driver is the main cause of the high rates accidents that happen in Nigeria, the functional limitations of FRSC as the top body responsible for road safety matters, the inefficiency in sufficient proper manner of implementing the driver license and Vehicle registration schemes. Also the poor driving culture of Nigerians which arises from factors like weak traffic education, public awareness and enforcement programs, as well as contribution from environmental factors. Restructuring and re-orienting of the lead agency, in taking road safety management as something imperative and also declaring traffic accidents as a severe national health problems would go a long way in making the roads in Nigeria more bearable and safer. The government implementation of policies and measures would also improve the safe surveillance in Nigeria. ▼ There are two facets that are important in providing reliable forecasts from observed traffi c data. The first is that the model used should describe and represent as many characteristics of the system as possible. The second is that the estimates of the model parameters need to be accurate. We begin with improved methods of statistical inference for various types of models and using various types of data; and then move onto the development of new models that describe the day-to-day dynamics of traffic systems. Calibration of transport models for traffic systems gives rise to a variety of statistical inference problems, such as estimation of travel demand parameters. Once the ways in which vehicles move through the network are known, statistical inference becomes straightforward, however, at present, the data available are predominantly vehicle counts from a set of links in the network. The fundamental problem is that these vehicle counts do not uniquely determine the route ows, as there are a large number of possible route ows that could have led to a given set of observed link counts. A solution to this problem is to simulate the latent route ows conditional on the observed link counts in a Markov Chain Monte Carlo sampling algorithm. This is challenging because the set of feasible route ows will typically be far too large to enumerate in practice, meaning that we must simulate from a set that we cannot fully specify. An innovative piece of work here was the extension of an existing sampling methodology that works only for linear networks to be applicable for tree networks. In simulation studies where we use the sample to estimate average route ows, we show that our method provides more reliable estimates than generalised least squares methods. This is to be expected given that our method exploits information available via second order properties of the link counts. We provide another demonstration of how this generalised sampler can be applied whenever the need to sample from the set of latent route ows is pivotal for making statistical inference. We use the sampler to estimate travel demand parameters for day-to-day dynamic process models, an important class of model where the data has been collected on successive days and hence allows for inference using the evolution of the traffic flows over time. A new type of data, route flows from tracked vehicles, is becoming increasingly available through emerging technologies. Our contribution was to develop a statistical likelihood model that incorporates this routing information into currently used link-count data only models. We derive some tractable normal approximations thereof and perform likelihood-based inference for these normal models under the assumption that the probability of vehicle tracking is known. ▼ Life used to be simple when man was in direct contact with the environment. With the variety of sensors provided by evolution, we were able to explore the world surrounding us at ease. However, it has recently become possible to explore virtual environments in which we are not physically present. Here, the direct contact with the environment is lost, and all informa-tion on the layout of the environment is presented by displays. Unfortunately, such displays often present only a cumbersome representation of the virtual environment. Due to the limited capacity of image generators and display system, images are presented with a low resolution, for a narrow field of view, and for an arbitrary viewing direction. In simulators, remotely piloted vehicles, and endoscopic surgery, this frequently leads to pof (self) motion and disorientation. To improve the realism and effectiveness of virtual environments, two principles were followed in this thesis. First, tailoring the available information to the properties of the human visual system. Second, focussing on the visual information that is required in the task at hand. Below, two typical studies of the thesis are described. The effectiveness of a display system with a narrow field of view may be improved by changing the virtual viewing direction. In that case, the observer is enabled to explore the virtual environment in different directions, increasing his effective field of view. If such images are presented on a stationary monitor, however, a change in virtual viewing direction is not accompanied by a change in the viewing direction of the observer. This results in a percept of an unstable world, swinging to and fro when viewing direction is changed. In a simulator experiment it was shown that a Head-Slaved Display, which presents the images in the correct viewing direction, substantially improves performance. Another method to improve the effectiveness of a display with a narrow field of view is introduce sparse visual information in the periphery of the image. In this way, the available visual information is distributed according to the processing capacities of the visual system. In two simulator experiments, it was found that with this display system steering performance and spatial awareness were just as good as with a traditional wide display at a uniform level of detail. The operators of unmanned vehicles face similar problems. Due to the limited capacity of the data-link, video images are presented at a low update-rate and for a small, zoomed-in, field of view. It has been found that this leads to poor performance in tracking and searching targets, and frequently results in complete disorientation. The traditional methods of operator support, by means of quantitative displays and dials indicating camera heading and pitch are not effective. ▼ Before-after road safety evaluation (B/A) to measure safety treatment effect is a key mission in road safety management, and has fueled considerable research. However, previous research in this area has been overwhelmingly dedicated to safety model estimation with less emphasis on other methodological issues. As a result, there continues to be uncertainty in the validity of treatment effect estimates. This study seeks, with innovative paradigms, a systematic solution by solidifying methodologies for every essential step of a thorough B/A process to secure its ultimate validity.Methodologies of data sampling and processing, and before and after model development, both vital procedures that have been historically neglected, are investigated. A pre-test data sampling approach to select reference groups is established in the context of B/A application. A post-assignment propensity score matching method is developed in order to further eliminate statistical bias while the treatment effect indicator – collision reduction ratio (CRR) – is being estimated.Rather than focus on single safety model development as is common in traffic safety research, this study seeks all viable knowledge by employing various safety measures including collision and safety surrogates, by embedding several adaptable random distributions, by fitting models through both "Frequentist" and "Bayesian" approaches, and by exploring a variety of model forms and components. Accordingly, the output of this study is not a "best" single model, but rather an amalgamation of diversified models. The diversity is shown to be attractive in terms of information conveyed, especially for the B/A process.Finally, this study succeeds in finding a methodology to integrate all of the diverse knowledge sources. The Bayesian Model Averaging (BMA) method is investigated and developed to integrate a variety of statistical significant models without exclusion, in forging a unified model.All methodologies explored and developed in this study are essential to secure the validity of the B/A process. As important, they are substantially connected to each other. Should one method be deficient, the remaining steps cannot guarantee validity of B/A process. ▼ World Health Organization reports that about 1.24 million people die annually on the world’s roads, with 20–50 million sustaining non-fatal injuries. More than 85% (1.05 million) of the global deaths due to injuries occur in the developing world. Statistical techniques known and applied to model these scenarios are limited to basic statistics such as linear and Poisson regression that do not account for over dispersion. Further, Road Traffic Accident data violates assumptions that standard Poisson regression models is based. Appropriate extensions of this model, even though available, are rarely used by most applied statisticians. Data was collected from Zambia Police, Traffic Section on accidents that occurred on the Great North Road (GNR) highway between Lusaka and Kapiri-Mposhi in Zambia from January 1, 2010 to December 31, 2016. Results from standard Poisson regression were compared to those obtained using the Negative Binomial (NB), Zero-Truncated Negative Binomial (ZTNB) and the Zero-Truncated Poisson (ZTP) regression models. Diagnostic tests were used to determine the best fit model. The data was analysed using STATA software, version 14.0 SE (Stata Corporation, College Station, TX, USA). A total of 1, 023 Road Traffic Accidents (RTAs) were analysed in which 1, 212 people died. Of these deaths, 82 (7%) were Juveniles and 1, 130 (93%) were adults. Cause of accident such as pedestrians crossing the road accounted for 30% (310/1,023) while 29% (295/1,023) were as a result of driver’s excessive speed. The study revealed that driving in the early hours of the day as compared to driving in the night had a significant increase in the incidence rate of death from RTAs, Incident Rate Ratio (IRR) of 2.1, (95% CI={1.01-4.41}), p-value=0.048, further, public transport as compared to private transport had an increased incidence of death from RTAs (IRR=5.65, 95% CI={2.97-10.73}), p-value<0.0001. There is a reduced incidence of dying if one is using a private vehicle as compared to a public vehicle or a truck. Driving in the early hours of the day (between 1AM and 7AM) had an increased incidence of death from RTAs. This study suggests that when dealing with counts in which there are a few zeros observed such as in serious and fatal RTAs, ZTNB fits the data well as compared to other models. ▼ This dissertation proposes two new models and discusses two applications of day-to-day dynamic models. A generalized invariance theorem is adopted to investigate the stability issues of these models when the widely-used Lyapunov’s second theorem and Lasalle’s invariance principle are not applicable. Flow dynamics incorporating tradable credit scheme and congestion pricing scheme are investigated. The effectiveness of both schemes can be assured under mild conditions. The first model combines traveler’s perceiving, learning and route switching behavior while assuring nonnegative flows. With separable link travel time functions, the dynamic path flows converge to the Wardrop’s user equilibrium path flow set. In the second model, the rational behavior adjustment process in Yang and Zhang (2009) is extended to incorporate boundedly rational user equilibrium. Specific models are constructed and numerical examples are conducted for demonstration. The first application of day-to-day dynamics is to investigate the price and flow dynamics of a tradable credit scheme. A continuous dynamic model in a finite time horizon is proposed to describe travelers’ learning behavior and the evolution of network flows and credit price. Existence and uniqueness of the equilibria are established. The conditions for stability and convergence of the dynamic system as the time horizon extends to infinity and the impact of limited implementation time horizon on the system behavior are investigated. The second application examines the availability of a trial-and-error toll scheme with day-to-day flow dynamics. The trial-and-error method was proposed in Yang et al. (2004) for discovering system optimal flow pattern and toll scheme with the absence of demand functions: the links tolls were firstly calculated based on some target flow pattern and then imposed on the network, after which the user equilibrium flow pattern was instantly reached and utilized to update the target flows. In this dissertation, the assumption on the instantaneous realization of user equilibrium in Yang et al. (2004) is relaxed and their iterative scheme is extended for implementing the road pricing in a traffic network with day-to-day flow dynamics and evolution. The path flows are assumed to evolve following the “excess travel cost dynamics” during each inter-trial period and the user equilibrium state may not be achieved at the end of each inter-trial period. With mild assumptions on the flow evolution process, the trial-and-error method is still applicable to identify the system optimal link tolls and decentralize the system optimal flows, while neither the demand functions nor the mechanism of the flow evolution are explicitly required. A methodology is developed for both updating the toll charges and choosing the inter-trial periods to assure the iterative approach converging towards the system optimum. Some numerical examples are conducted to support the theoretical findings.

▼ Non-recurrent traffic events, consisting of events of an unpredictable nature such as incidents and vehicle breakdowns, can either directly or indirectly influence road traffic. A better understanding of these events could prove beneficial towards improving a multitude of facets concerning the management of the Dutch road network. Traditional traffic event detection, based on significant changes in traffic flow/speed characteristics, is often limited by sparse road sensor coverage. More importantly, traditional detection methods are unable to categorize and describe traffic events. The aim of this study is to explore to which extent geosocial data (e.g., data from Twitter and Waze) could enrich traditional traffic data (e.g., traffic speed/flow data), in order to improve the detection, categorization, and description of traffic events in the Netherlands. In order to achieve this, a pipeline was designed for extracting knowledge on traffic events from geosocial data sources. We collected geosocial data from Twitter, Waze, and TomTom and used traffic data provided by DiTTLab. We specifically focused on reports by real road users, which we define as natural persons that report on their own account, therefore excluding all legal person entity accounts such as public/private organizations, and bots. A machine learning approach was applied to automatically classify tweets as either traffic event related or not. In order to categorize tweets into a traffic event category, a rule-based traffic domain annotator was created. Additionally, a geocoding method to link tweets to a geographic location was developed. As Waze and TomTom event reports are classified and geocoded by default, we could cluster these reports together with the processed tweets based on their categorical, spatial and temporal extent into a combined traffic event. These combined traffic event reports were then linked to traffic data, based on corresponding spatial and temporal aspects. In order to present the collected data, a web-based interactive map application was built. This methodology was applied to data collected over the period from 05-12-2017 to 17-02-2018. From the set of collected tweets approximately 6.71% proved traffic event related. Based on a linear support vector machine classification model we achieved an average f1-score of 0.95 and an accuracy of 0.954, for detecting traffic event-related tweets. The rule-based traffic domain annotator showed an average f1-score of 0.874, and an accuracy of 0.964. The geocoding method proved able to geocode tweets to a location that covers all place indicators in a tweet in 86% of the evaluated cases. The remaining 14% of the tweets either got geocoded to a part of relevant indicators or to no relevant indicators at all. Our clustering approach is able to cluster 39.61% of the event reports into a traffic event report cluster consisting out of more than one event report, from which 48.66% could be linked to traffic data. One of these approaches is the use of Active Traffic Management (ATM) strategies. Within ATM, the practice of Variable Speed Limit (VSL) systems is well suited to improving safety and operations. These systems dynamically utilize real-time traffic and/or weather data to post appropriate speeds that are thought to improve safety and operations along a corridor. The overall aim of this thesis is to investigate the benefits of a recently installed advisory VSL system along OR-217 freeway in Portland, Oregon. This corridor is characterized by high traffic levels, severe congestion and unreliable travel times. The congestion of the freeway contribute to crash rates exceeding the statewide averages for this type of facility. Pacific Northwest's unpredictable climate presents another challenge that doubles the congestion and safety problems along the corridor. The effectiveness of this system was explored through an in-depth 'before and after' and 'on-and-off' analyses. The study was designed in a way that it encompasses both the safety and mobility benefits of the system. Besides, driver compliance with the system was also measured under different scenarios. The results indicated that the system had significant impacts on both mobility and safety. In terms of mobility it was found that system had lowered the average speeds along the corridor. The advisory VSL activation also resulted in reduced capacities. Safety assessment of the system suggested that, VSL has decreased crash rates and temporal and lateral variations of speed. Under certain scenarios, the system also decreased the longitudinal variations of speed. Further, it was also found that due to the advisory nature of the system, the majority of drivers do not comply with the system. However, VSL has resulted in reducing the percentage of aggressive drivers and have increased the number of drivers complying the static speed limit. ▼ The route guidance information, which aims at assigning travellers to a set of paths from origins to destinations, can be obtained by solving the Dynamic Traffic Assignment (DTA) problems. However, route choices given by dynamic user equilibrium (DUE) or dynamic system optimum (DSO) cannot simultaneously benefit both sides and can easily result in recurring congestion. In this context, this research focuses on the real-time traffic re-distribution and route guidance system, which can achieve an efficient distribution of network capacity over time and space without seriously violating travellers' preferences. This research is involved with the integration of traffic flow dynamics model, traffic assignment model and route choice modelling.The real-time traffic information provision system is the basis of the research, which can provide real-time traffic information prediction based on day-to-day dynamics and current traffic information. Traffic dynamics models are targeted to support Advanced Traffic Management and InformationSystem (ATMIS) to provide a mathematical approximation of the dynamics of traffic flows based on the real-time traffic information. In this research, a path based flow model integrated the point queue model (PQ) with generalized expansion method (GEM) is proposed, which can capture traffic dynamics and model dynamic flow propagation process. Based on the path based flow model, the path marginal cost can be achieved and time dependent traffic assignment can be established.In order to meet the requirements of travellers, a route choice modelling combining the analytical hierarchy process (AHP) with fuzzy inference technique is introduced, which can handle the vagueness of traffic attributes, simplify the definition of decision strategy and represent multiple criterions explicitly. The user equilibrium (UE) traffic assignment based on the route choice modelling can be favourable to travellers. For the traffic management, it requires vehicles cooperatively to achieve system optimal (SO) traffic assignment, while traffic users competitively make route choices based on UE traffic assignment. Thus, the cooperation and competition relationship can be modelled by the Stackelberg game based model to balance the benefit between traffic authorities and travellers. Moreover, the gradient projection method is introduced to improve the efficiency of the integrated system. ▼ Modeling crash severity is an important component of reasoning about the issues that may affect highway safety. A better understanding of the factors underlying crash severity can be used to reduce the degree of crash severity injury, locate road hazardous sites, and adopt suitable countermeasures. In order to provide insights on the mechanism and behavior of the crash severity injury, a variety of statistical approaches have been utilized to model the relationship between crash severity and potential risk factors. Many of the traditional approaches for analyzing crash severity are limited in that they are based on the assumption that all observations are independent of each other. However, given the reality of vehicle movement in networked systems, the assumption of independence of crash incidence is not likely valid. For instance, spatial and temporal autocorrelations are important sources of dependency among observations that may bias estimates if not considered in the modeling process. Moreover, there are other aspects of vehicular travel that may influence crash severity that have not been explored in traditional analysis approaches. One such aspect is the roadway visibility that is available to a driver at a given time that can impact their ability to react to changing traffic conditions, a characteristics known as sight distance. Accounting for characteristics such as sight distance in crash severity modeling involve moving beyond statistical analysis and modeling the complex geospatial relationships between the driver and the surrounding landscape. To address these limitations of traditional approaches to crash severity modeling, this dissertation first details a framework for detecting temporal and spatial autocorrelation in crash data. An approach for evaluating the sight distance available to drivers along roadways is then proposed. Finally, a crash severity model is developed based upon a multinomial logistic regression approach that incorporates the available sight distance and spatial autocorrelation as potential risk factors, in addition to a wide range of other factors related to road geometry, traffic volume, driver's behavior, environment, and vehicles. To demonstrate the characteristics of the proposed model, an analysis of vehicular crashes (years 2013-2015) along the I-70 corridor in the state of Missouri (MO) and on roadways in Boone County MO is conducted. To assess existing stopping sight distance and decision sight distance on multilane highways, a geographic information system (GIS)-based viewshed analysis is developed to identify the locations that do not conform to AASHTO (2011) criteria regarding stopping and decision sight distances, which could then be used as potential risk factors in crash prediction. Moreover, this method provides a new technique for estimating passing sight distance along two-lane highways, and locating the passing zones and no-passing zones. ▼ The aim of this study was to determine factors associated with road traffic deaths and trends in traffic deaths among motorists in Lusaka from 2010 to 2013. RTAs are one of the main causes of injuries and deaths in the world today. It is a concern for public health. Third world countries such as Zambia experience large numbers of RTAs and the outcomes are affecting the development and productivity of such economies. This study was conducted in Lusaka, Zambia based on police statistical records of road traffic accidents that took place in the period under review. Simple Systematic Sampling was used to select a total of 400 cases into the sample that were considered for analysis. The Researcher used Logistic Regression Analysis to determine the associations between the Outcome Variable (i.e. dying from a road traffic accident) and other independent variables such as age of driver, sex of driver, road from which the accident took place and time of accident. These associations were analysed at three distinct levels namely, Univariate analysis, Bivariate analysis and the Multivariate analysis which took into account the need to control for confounders. The results indicated that there is a strong association between sex of driver and the probability of dying from a road traffic accident which revealed that male drivers are at a higher risk of dying from an RTA than their female counterparts. Apart from that, odds of dying from an RTA were higher in roads around town and the surrounding areas compared to those on the periphery. These associations that were unravelled from the results were in conformity with studies conducted in the USA, Europe, Asia and parts of Africa that age and sex of driver are statistically significant to determine whether the risk of dying is higher or reduced on the road. Recommendations to the study were in tandem with the results which were that government and the general citizenry should take the matter of deaths from RTAs as important and put in place measures that can address the problem adequately. There is need to work out plans and policies that prioritise RTAs as a relevant Public Health concern in order to save lives and prevent unnecessary injuries. There should also be a strategic framework that stiffens regulations on the road especially to the most affected groups such as young male drivers in Lusaka that have indicated having high vulnerability to the risk of dying from RTAs
