▼ Today’s American public school student begins schooling with the anticipation of kindergarten, and perhaps some preschool, followed by twelve grades. The senior year is the twelfth grade, the traditional exit year for most students in most states. However, in the state of Texas, this tradition is younger than that of other states because in Texas, before 1946, there were only eleven grades. While official adoption of the twelve-grade system occurred in 1946, the statewide transition from eleven to twelve grades took nearly 20 years, beginning in 1927. This qualitative study used explanatory history to answer the following research questions: What were the issues and conditions of the educational community in Texas between 1925 and 1950 that influenced the decision by school districts and eventually the State Department of Education to change from eleven to twelve grades? How did districts make the transition from eleven to twelve grades when they adopted the twelve-grade program? Under the leadership of Superintendent George Sims, Port Arthur, Texas, acted upon a recommendation from a school survey conducted by George Strayer, making Port Arthur the first Texas school district to move to a twelve-grade system. From there, the movement spread slowly across individual districts throughout the state. As discussion and debate over the change grew, the educators on the ground in the state of Texas—teachers, administrators, superintendents, and educational researchers, not state level authorities or the legislature—were the ones who eventually called for statewide change. The Texas State Teachers Association officially supported the twelve-grade system and requested that the State Department of Education supply firm instructions for implementation. When the State Department of Education finally addressed the change to twelve grades, it did so gradually; after over five years of developing guidelines and encouraging state schools to make the change, the State Department of Education made twelve grades a requirement of Texas schools in order to receive accreditation. With the twelve-grade tradition currently undergoing national challenge, a review of the history of adding the twelfth grade seems to be a relevant issue to investigate. ▼ The opportunity to present some facts of history regarding the banks of Lamar County has indeed been a pleasure to me. The earliest days of my recollection go back to the time when, as a small boy, much of my time was spent in playing in the bank where my father was working. My father was employed by this bank for more than fifteen years, and later my association at various times with this bank and its successor for seven years gave me much additional insight and interest in the history of this bank and of the other banks in Lamar County. To my father much credit must be given for the information in this of the banking history of Lamar. At times it has been difficult to obtain information regarding some of the banks, and in one instance no information could be obtained from any source, including the agency which issued the charter. Very few of the banks that have been chartered are in existence, and the records of the non-existent banks were destroyed many years ago. The Department of Banking of the State of Texas was able to give only information, and even the Comptroller of the Currency at Washington, destroysmany valuable banking records after a lapse of ten years. Fortunately many contacts were made with people who were familiar with the activities of many of these banks, and with their help a summary was made of the activities of the bank that they had been connected with. These people were Mr. John H. Moore, Mr. Tom Jeffus, and Mr. J. Westbrook, who supplied information for the banks of Roxton; Mr. W. R. Justiss of Eowland; Mr. J. O'Connor, who furnished Information for the three banks that had been located at Petty; Mr. J. C. Hathaway, who furnished the information for the bank; Mr. Frank R. Grain, who supplied the for the Pattonville bank; Mr. J. W. Abels of Blossom; my former co-worker and good friend, Mr. D. C. Chambers of Paris, who supplied the Information for two banks in Blossom and for two banks in Paris; and my father, Mr. H. M. who helped in a general way and in particular with the banks at Blossom. Mr. Fred Hoopes, of the Mercantile National Bank of Dallas, gave permission to use a 1909 Banker's Directory, the oldest edition available. The Federal Reserve Bank of Dallas also the use of their library. The Department of Banking of the State of Texas and the Comptroller of the Currency at Washington, D. C. furnished the official of the chartered banks of the county. Judge A. W. Neville, Maude Neville, and Mr. W. Furey, Jr. of the Paris News staff gave valuable assistance and also made available the files of the Paris News. To Dr. Monroe S. ▼ Adult probation evolved in the United States as a result of the suspended sentence concept. As a result of a lack of follow through when an individual obtained a suspended sentence, there was no “checks and balances” to monitor whether an individual completed the guidelines set forth. As time progressed, it became apparent a more cohesive and monitored system was needed. Thus, an energetic and motivated individual, John Augustus, started the concept of probation by taking it upon himself to assist in the rehabilitative process of individuals charged with criminal behavior. Subsequent to his death, the concept of probation was embraced by his advocates who lobbied legislatively in order to enact probation laws that would oversee the success of probationers. It wasn’t until the 1950’s that the counties in the state of Texas took it upon themselves to enact their own system of monitoring of probationers. Over time the states have guided their probation concepts from evidence based research. Juvenile probation in the United States didn’t gain a solid foundation until the end of the 19th century with the development of the first juvenile court in Illinois. It took this country time to understand that juveniles were different than adults mentally; therefore, there would need to be a separation of juveniles from adults from being subjected to the same punishments as adults. The approach in dealing with juveniles was more grounded in treatment rather than in punishment. In the state of Texas, the focus for juvenile probation was based on different approaches based on the areas within the state. The juvenile system has gone through the due process era to its current state of the evidence based research. This thesis will provide the reader an overview of the history of the development of probation in the United States and in the State of Texas, specifically in the two largest counties in Texas. ▼ Wine is of interest to geographers for a variety of reasons. To fully understand the geography of wine, one must consider many factors. For example, the geology, biology, climate, culture, economics, and politics of a particular region influence the wine produced there. In Texas, wine production dates back more than 350 years. However, only within the past few decades has the wine industry in Texas grown significantly. This paper has two goals: 1) an examination of the history of the Texas wine industry, and 2) a spatial-temporal cluster analysis to determine emerging patterns of agglomeration of wine production in Texas. Understanding the Texas wine history and identifying these patterns establishes a baseline that will be useful for future study which examines the factors driving growth and development patterns of the Texas wine industry from a geographical perspective. To conduct the spatial-temporal analysis, I used ArcGIS 10.2.1. I created histograms and decadal snapshots to show change over time. I then created standard deviational ellipses using the decadal snapshots to examine emerging trends. Prior to processing the data with the mapping clusters tools, I used the Incremental Spatial Autocorrelation to determine that there is one statistically significant peak distance, at 198550 meters. I also created a spatial weights matrix to be able to include temporal factors. I used all three of the mapping cluster tools (Grouping Analysis, Cluster and Outlier Analysis, and Hot Spot Analysis) to examine spatial clustering and, using the spatial weights matrix, spatial-temporal clustering. The Grouping Analysis divided along spatial lines and when time was added as a factor, separated out the early wineries and then along the spatial lines. The Cluster and Outlier Analysis also divided out similarly without time as a factor. When time was added the clustering and outliers were no longer in distinct spatial divisions. The Hot Spot Analysis gave similar results to the Cluster and Outlier Analysis tool, with and without the temporal weighting. I created another spatial weights file, only using the wineries established after 2003. The spatial results appeared similar, with the exception that almost all of the clusters identified are now shown to have a 99% confidence level. This study identified provides a solid baseline for further research into the Texas wine industry. It establishes the historical context of the industry and identifies statistically significant emerging agglomeration of wineries in Texas. This information can be used as the basis to study why this agglomeration is occurring. Advisors/Committee Members: Tiefenbacher, John P. (advisor), Butler, David R.
