▼ O trabalho testa, no plano da política subnacional brasileira, a hipótese de que a judicialização da política está associada à competição política. Na primeira parte, após constatar que muitos autores relacionam a judicialização à vontade dos magistrados ou a mecanismos institucionais, apresentam-se abordagens que associam o fenômeno a fatores exógenos às instâncias judiciais, como por exemplo a competição entre os atores políticos relevantes. Filiando-se a esta última corrente, a pesquisa analisa dados empíricos referentes à intervenção do Supremo Tribunal Federal nas políticas estaduais do Rio Grande do Sul e do Ceará, unidades federativas que apresentam elevado e reduzido níveis de competição, respectivamente. Verificou-se que os índices de judicialização são mais elevados no Rio Grande do Sul. Isso ocorre porque as forças políticas neste estado estão em constante conflito, o que faz com que a competição extrapole ô âmbito do Executivo e do Legislativo, estendendo-se em direção ao Poder Judiciário. Já no Ceará, uma pequena elite hegemônica restringe a competição política, inviabilizando a participação de grupos de oposição no policy-making, seja nos tradicionais órgãos representativos, seja nos tribunais.
This paper tests the hypothesis, in terms of Brazilian subnational politics, that the judicialization of politics is associated with political competition. After noting that several authors relate judicialization to the volition of magistrates or institutional mechanisms, the first section presents approaches that associate the phenomenon with factors exogenous to judicial courts, such as competition between the relevant political players. In line with this last concept, the research analyzes empirical data regarding the intervention of the Federal Supreme Court in the state policies of Rio Grande do Sul (RS) and Ceará (CE), federative units that exhibit high and low levels of competition, respectively. Judicialization rates were found to be higher in Rio Grande do Sul. This is because the political forces in the state are in constant conflict, causing competition to move beyond the scope of the Executive and Legislative branches, extending towards the Judiciary. In Ceará, however, a small hegemonic elite restricts political competition, precluding the participation of opposition groups in policy-making, whether in traditional representative bodies or in the courts.

▼ Esta tese trata das mudanÃas na educaÃÃo profissional brasileira, no que concerne à organizaÃÃo curricular-pedagÃgica, gestÃo e financiamento nos centros federais de educaÃÃo tecnolÃgica, sobretudo no perÃodo 1996-2006. O objetivo à o de evidenciar as articulaÃÃes polÃtico-econÃmicas e sociais hegemÃnicas â aglutinadas no Ãmbito do Estado brasileiro, na educaÃÃo profissional pÃblica â analisando como as instituiÃÃes federais de educaÃÃo profissional lidam com esses interesses. O acompanhamento dos embates em torno das polÃticas implicou retrocessos e avanÃos, suscitando as seguintes indagaÃÃes: De que modo os interesses polÃtico-econÃmicos e sociais hegemÃnicos, aglutinados no Ãmbito do Estado brasileiro, se espraiam na educaÃÃo profissional pÃblica? Como as instituiÃÃes federais de educaÃÃo profissional lidam com esses interesses? Na anÃlise, assumiu-se o referencial teÃrico gramsciano, com base, sobretudo, nas categorias Estado ampliado, revoluÃÃo passiva, hegemonia e ideologia. Abordou-se uma instituiÃÃo pÃblica federal de educaÃÃo profissional, onde vinte e dois sujeitos â professores e servidores administrativos â foram entrevistados, visando a identificar como os sujeitos lidam com essas mudanÃas. Apontou-se a incorporaÃÃo das reivindicaÃÃes dos dominados, de modo a atenuar os conflitos e contradiÃÃes que estÃo na base da estrutura desigual da sociedade capitalista. Considerou-se o contexto onde ocorrem as polÃticas para educaÃÃo profissional e sua interface com os organismos internacionais, ou seja, a rejeiÃÃo ao Estado nacional desenvolvimentista e conjugaÃÃo do neoliberalismo e âterceira viaâ; foram analisados os planos e programas do Ãmbito da esfera federal e, por fim, buscou-se examinar como essas polÃticas sÃo apreendidas no Ãmbito escolar; e, por fim, sinalizou-se, de um lado, o uso da legislaÃÃo por parte da sociedade polÃtica, em que o Estado conduz a revoluÃÃo passiva educacional e, de outro, a construÃÃo do consenso no Ãmbito da sociedade civil, resultando em que essas modificaÃÃes â sejam favorÃveis ou desfavorÃveis aos trabalhadores â se relacionam e se alteram, sob o pÃndulo da correlaÃÃo de forÃas sociais.
This project is about the changes in the Brazilian professional education, related to the pedagogical-curriculum organization, management and financing in the federal centers of technological education, above all in the period of 1996-2006. ▼ A pesquisa tem como objetivo lançar luz sobre o debate em torno das transformações socioespaciais recentes nas cidades brasileiras. Nestas, observam-se processos e nichos de mercado vinculados a produtos imobiliários que participam como causas da dissolução urbana nas metrópoles contemporâneas, caracterizadas pela fragmentação territorial e segregação social. Enfocando os produtos imobiliários vinculados ao turismo, buscamos compreender como se dá a articulação dessa forma de produção social do espaço baseada na emergência de um novo quadro de agentes sociais. Tais agentes são considerados como sujeitos que realizam práticas urbanas inovadoras comprometidas, contudo, com a lógica de reprodução do capital. Este enfoque se justifica por provocar uma discussão em torno dos conceitos de \"padrão de ocupaçãoë ëstruturação espacial\", na perspectiva de compreender o novo papel dos agentes imobiliários articulados ao turismo. No primeiro capítulo, abordamos a discussão teórica sobre a produção da cidade contemporânea no contexto da reestruturação, trabalhando os fundamentos da produção e apropriação do espaço urbano contemporâneo. Como ponto de partida, lançamos mão do conceito de espaço social e sua produção como estratégia de acumulação do capital, ressaltando o papel do mercado e do Estado na organização espacial da produção. Na sequência, discutimos a questão da transição metropolitana e a dissolução urbana das cidades contemporâneas, utilizando o conceito de reestruturação, associado ao de globalização, ressaltando o novo padrão de cidade e a nova configuração espacial. No segundo capítulo fazemos a primeira aproximação com a questão central, analisando a urbanização litorânea no contexto da reestruturação metropolitana de Fortaleza. Desse modo, examinamos as especificidades das Zonas Costeiras, o processo de ocupação do litoral cearense e a consolidação de Fortaleza como capital, enfocando em detalhes, o seu processo de metropolização. Para isso, partimos de uma análise que cobre desde a industrialização tardia no Nordeste à reestruturação produtiva e sócio-territorial do Ceará contemporâneo, a fim de ressaltar a emergência do turismo em sua relação com a produção do novo espaço urbano litorâneo. No terceiro capítulo, tratamos a questão central da reestruturação metropolitana e a emergência do turismo, enfocando a participação dos agentes imobiliários no caso de Aquiraz. Essa escolha deve-se ao fato de que esse trecho do litoral revela de modo mais evidente a questão em foco, proporcionando elementos conclusivos capazes de consolidar nossas considerações finais. Assim, foi possível concluir que a ação desses agentes imobiliários responde à reorganização de um novo processo de produção do espaço para o turismo, frente à necessidade de incorporar novos territórios à lógica de reprodução do capital.

▼ O presente trabalho realizou uma avaliaÃÃo de impacto no Instituto Federal de EducaÃÃo,
CiÃncia e Tecnologia do Cearà (IFCE), campus Fortaleza, da polÃtica de assistÃncia estudantil.
Com o intuito de compreender como essa polÃtica vem se desenvolvendo junto aos discentes
que a ela recorrem para permanecer na referida instituiÃÃo de ensino, esta pesquisa objetivou
conhecer se tal polÃtica vem se afirmando como um direito do aluno, possibilitando que este
conclua seus estudos, e como os atores sociais que estÃo envolvidos com assistÃncia estudantil
(estudantes, assistentes sociais da CoordenaÃÃo de ServiÃo Social, diretora de assuntos
estudantis e diretora de gestÃo orÃamentÃria) veem-na, conduzem-na e que significados
possuem dessa polÃtica, para identificar suas potencialidades e limites. Para tanto, este
trabalho apresenta algumas discussÃes sobre o contexto em que nasceu a assistÃncia estudantil
no Brasil, o entendimento desta como polÃtica pÃblica educacional voltada para a manutenÃÃo
do aluno nas instituiÃÃes federais de ensino e, especificamente, sua implantaÃÃo no IFCE,
campus Fortaleza. Para chegar aos objetivos propostos, foram realizadas entrevistas
semiestruturadas, bem como observaÃÃo participante e registros em diÃrio de campo.
The present work made an impact evaluation at Instituto Federal de EducaÃÃo, CiÃncia e
Tecnologia do Cearà (IFCE), Fortaleza campus, of studentsâ politics and assistance. As an
aim to understand how this politics have been developing along with the learners that fall
back upon it to remain in the referred learning institution, this research aimed to know if this
politics has been reaffirming itself as a studentâs right, enabling them to complete their
studies, and also how social actors, that are involved with students assistance (students, social
assistants of Social Services Coordination, director of students matters and financial
management directory), see it, lead it and what meanings they have about this politics to
identify its potentialities and limits. For this purpose, this work shows some discussions
about the context where studentsâ assistance has risen, the understanding of it as educational
public politics turned to the maintenance of the students in the learning federal institutions,
and specifically its implantation in IFCE, Fortaleza campus. Some semi-structured interviews
have been conducted in order to get to the proposed aims, as well as participant observations
and daily field records.

▼ This dissertation is a study in literature and politics and proceeds by tracing out the major political themes of McCarthy’s body of fiction and analyzing them toward their logical conclusions. The critical approach in this narrative-based anthropology looks at man first in profound isolation and then progresses through his novels in sequence, in an increasingly social context. McCarthy’s later fiction displays an increasingly affirmative view of the sacredness of human life and of the basic impulse toward community in even the most unreflective of characters; an essential characteristic of humans.
To call any of McCarthy’s works a “political novel” would be absurd. Apocalyptic fiction has rarely, if ever, been overtly or consistently political in terms of its subject matter or intended audience. Rather, I find in McCarthy’s novels an artistic or poetic utterance that speaks to discomforting realities of experience while simultaneously sublimating the particularities of experience, however immediate, into a mythic plane. In this textual world, with its apocalyptic backdrop and mythical sublime, I construct an analytical framework for exploring the political ideas that appear and reappear throughout all of McCarthy’s work. Though interrelated, narrative, nature, history, witnessing, agency, and order are broad conceptual categories within which I discuss essential political questions.
McCarthy’s political vision demonstrates the general failure of politics to do what politics is supposed to do. The political or sovereign power in McCarthy’s world may be said to attempt to provide for an ordered environment for human existence, even with nominal liberty. But it fails in any meaningful way to protect men from each other and from themselves or to advance any notion of the good life. Indeed, his reader is frequently left to ponder exactly what might even be said to constitute the good life in McCarthy’s fiction. Is this failure of the political the result of some deficiency in our laws or political institutions? No. The failure results from our gross misunderstanding of our place in the order of the world. It results from our inability to accept our fundamental loneliness in the world.

▼ In this study I offer an ethnographic and historical account on how indigenous engagements with writing technologies, State governmental projects and extractive markets produce new forms of political imagination and practice in the margins
of the contemporary Peruvian State. I explore these issues by focusing on the Federación de Comunidades Nativas del Ampiyacu (FECONA), an indigenous organization in Peruvian Amazonia that over the last three decades has developed a set of rules and
procedures for regulating logging activities in Ampiyacu basin. I find that FECONA’s regulatory activities emerge out of the convergence of several histories of territorial and ecological anxiety; engagements with extractive activities; and political
fascination with documentary production. Ultimately, I show the critical role of documents and other State material forms in supporting FECONA’s regulatory activities, and use these ethnographic disquisitions to think about how indigenous political
practices both subvert and reaffirm State power in contemporary Peruvian Amazonia.

▼ As formas de atuaÃÃo de jovens moradores de uma localidade conhecida como Lagamar serÃo analisadas nesse trabalho tendo em vista os entendimentos sobre o âtrabalho socialâ e os argumentos que fundamentam esse tipo de atuaÃÃo. Tendo como ponto de partida os integrantes de trÃs organizaÃÃes locais, foram levados em conta os aprendizados vivenciados e os projetos aos quais os jovens interlocutores aderiram durante suas trajetÃrias. Os objetivos das organizaÃÃes estudadas colocam em questÃo a superaÃÃo de diferentes problemÃticas sociais. Os significados em torno dos conceitos de juventude assim como os entendimentos sobre a polÃtica se apresentam neste trabalho como elementos chave para a anÃlise da atuaÃÃo âno socialâ. A partir de uma perspectiva etnogrÃfica, foram feitas sistemÃticas visitas em campo nas quais conversas informais, entrevistas, participaÃÃo em atividades promovidas pelas organizaÃÃes e a convivÃncia com os jovens resultaram no material que originou a anÃlise proposta. No envolvimento dos jovens pesquisados com projetos voltados para uma coletividade sÃo acionadas memÃrias, projetos, construÃÃes de sentido e disputas que nos possibilitam interessante anÃlise da polÃtica vivida no cotidiano.
The types of action of young residents from a place known as Lagamar will be analyzed in this paper in order to understand the "social work" and arguments that support this kind of activity. Taking as starting point the members of three local organizations that were taken into consideration the lessons learned and experienced the projects to which the young actors joined during their careers. The objectives of the organizations studied take in consideration the overcoming of different social issues. The meanings around the youth concept as well as understandings of the politics are presented in this work as key elements for the analysis of performance "inside the society." From an ethnographic perspective, systematic visits were made in the field in which informal conversations, interviews, participation in activities sponsored by organizations and young people living with resulted in the material that led the proposed analysis. Related to the Involvement of young people surveyed, in a community-oriented projects, there are triggered memories, projects, constructions of meaning and disputes that enable us to have an interesting analysis of politics in everyday living.

▼ The multi-genre combination of philosophic and literary expression in Rousseau’s Emile provides an opportunity to explore the relationship between the novelistic structure of this work and the substance of its philosophical teachings. This dissertation explores this matter through a textual analysis of the role of the novelistic dimension of the Emile. Despite the vast literature on Rousseau’s manner of writing, critical aspects of the novelistic form of the Emile remain either misunderstood or overlooked. This study challenges the prevailing image in the existing scholarship by arguing that Rousseau’s Emile is a prime example of how form and content can fortify each other. The novelistic structure of the Emile is inseparable from Rousseau’s conception and communication of his philosophy. That is, the novelistic form of the Emile is not simply harmonious with the substance of its philosophical content, but its form and content also merge to reinforce Rousseau’s capacity to express his teachings. This dissertation thus proposes to demonstrate how and why the novelistic dimension of the Emile belongs to it not mechanistically, but integrally.
To illustrate this central idea, this dissertation is divided into three sub-themes, each of which is motivated by a corresponding major research question: (1) Rousseau as a writer of a novel: What is the function of the novelistic structure of the Emile? (2) Rousseau as an appropriator of a novel: To what end does Rousseau use (and abuse) novels in the Emile as part of Emile’s and Sophie’s pedagogical programs? (3) Rousseau as a fictional character in a novel: What is the function of Rousseau’s fictionalized self-representation in the Emile as Jean-Jacques the tutor? The findings of each chapter prompt a re-thinking of Rousseau’s novelistic technique in the Emile as it relates to the substance of his broader philosophical teachings.

e serà palco de vÃrias modificaÃÃes visando adequaÃÃes aos jogos. No Ãmbito
da Mobilidade Urbana està sendo desenvolvido o Projeto VLT, que depois de
concluÃdo, incidirà sobre vinte e dois bairros em treze quilÃmetros, totalizando
intervenÃÃo sobre cerca de cinco mil casas. A forma como esse processo
desenvolve-se à objeto deste estudo, tendo como objetivo geral avaliar o processo
de implementaÃÃo do VeÃculo Leve sobre Trilhos (VLT) na percepÃÃo dos moradores
de uma comunidade atingida pela remoÃÃo e as influÃncias para o espaÃo urbano de
Fortaleza. A pesquisa foi pautada principalmente na aÃÃo incidida sobre atores
sociais integrantes da comunidade afetada pelas obras, em seus aspectos fÃsicos,
sociais e polÃticos. Buscou-se analisar como o Governo do Estado do CearÃ
conduziu o processo de implantaÃÃo do VLT no que tange Ãs comunidades
existentes no traÃado das obras do projeto e como foi elaborado o processo de
desocupaÃÃo/desapropriaÃÃo de tais Ãreas, bem como a identificaÃÃo das medidas
adotadas, no contexto urbano da cidade, para aportar Ãs habitaÃÃes que serÃo
extintas no processo de desapropriaÃÃo.
Brazil is going to host 2014 FIFA World Cup, and Fortaleza was selected as one of
the host cities, which is going to go through several changes in order to be adapted
for the event. In terms of Urban Mobility, it is being carried out a Light Rail Project
which is going to cross 22 neighborhoods in 13 kilometers after its conclusion,
impacting on about five thousand houses. The way this project is being carried out is
the focus of this study, having as its general purpose to evaluate the process of the
implementation of the Light Rail (LR) by the inhabitantsâ point of view from a
community affected by the removal, and its influences on the urban space of
Fortaleza. The research is based mainly on the action taken over social actors,
members of the community affected by the Works, in relation to its physical, social
and political aspects. There was an analisys carried out on how Cearà Government
State led the process of LR implementation regarding to the existent communities
along the way of the works of the project, the process of vacancy/expropriation of
those areas, as well as the identification of the Governmentâs adopted measures, in
the urban context of the city in order to get to the houses that are going to be
demolished in the expropriation process.

municÃpio, estado ou paÃs. Exercer a governanÃa seguindo preceitos de sustentabilidade requer
um comprometimento Ãtico por parte da gestÃo competente. Tendo assim, o questionamento:
estÃo os gestores pÃblicos da cidade de Fortaleza-CE, preparados adequadamente para fazer
cumprir as normas ambientais guardando equilÃbrio com atividades de desenvolvimento
econÃmico visando preservar qualidade de vida da populaÃÃo e dessa maneira alcanÃar um
desenvolvimento mais sustentÃvel? Dessa maneira, este trabalho objetiva analisar a organizaÃÃo
da gestÃo ambiental realizada pelo Poder PÃblico municipal na cidade de Fortaleza-CE apÃs
participaÃÃo de representantes no Programa Nacional de CapacitaÃÃo de Gestores Ambientais e
Conselheiros do Sistema Nacional do Meio Ambiente. A partir da pesquisa avaliativa, os
resultados possibilitaram traÃar o perfil do gestor que atua nos ÃrgÃos de Meio Ambiente de
Fortaleza-CE e como se dà a gestÃo. Permitindo o entendimento das aÃÃes de governanÃa da
cidade para sustentabilidade ambiental, encontrando-se com a evoluÃÃo do conceito de
desenvolvimento sustentÃvel e trazendo a necessidade de discutir a importÃncia da concepÃÃo e
implementaÃÃo de um Sistema de GestÃo Ambiental (SGA) na AdministraÃÃo PÃblica municipal.
The environmental politics depend on the popular participation and on the public
administrators in the conduction of the environmental plan process, in the definition of the
strategic orientation of the town, state or country. The exercise of government followed by the
precepts of sustainability requires an ethical compromise on the part of the competent
management. So there is the questioning: are the public agents of Fortaleza-CE, properly
prepared to follow the environmental norms guarding the equilibrium with the activities of
economic development aiming to preserve the life quality of the population as well to achieve a
more sustainable development? In that way, this work intends to analyze the organization of the
environmental management carried out by the municipal Public Sector in the city of Fortaleza-CE
after participation of representatives in the Qualification National Program of Environmental
Agents and Counselors of the Environment National System. By the evaluating research, the
results enabled to draw the features of the agent that acts in the Environment institutions of
Fortaleza-CE and how is their management. Permitting the understanding of the actions of
government of the city for environmental sustainability against the evolution of the concept of
sustainable development and bringing the need to discuss the importance of the conception and
implementation of a Environmental Management System (SGA) in the municipal Public
Administration.

▼ Tribal governments in Washington
State are important regional governments that exist in and border many counties. Tribal interests often extend beyond the boundaries of the reservation and into the county space where they may be affected by county and local government planning. Properly integrating tribal interest into regional comprehensive planning is necessary to reduce conflict and provide Indian tribes a seat at the government table.
The purpose of this project is to determine the extent to which planning laws, regulations, and policies within Washington
State advance coordination with Indian tribes based on the government-to-government principles of the Centennial Accord, particularly those relating to the implementation of the state’s Growth Management Act (GMA). This project assesses the state’s legislative framework directing local governments in comprehensive planning with tribal governments and the adequacy of the state’s encouragement regarding tribal participation in the Growth Management Act comprehensive planning. This project is primarily concerned with determining if Washington State’s public policies adequately incorporate the interests of Indian tribes and allow for appropriate inclusion of tribal governments into regional planning, as outlined in the Growth Management Act’s eleventh goal.
This project utilizes template analysis for the identification of thematic codes in determining relevant laws and regulations. Initial templates were defined on review of relevant literature and prior knowledge of tribal interests. Initial templates were revised to further assess the data for relevant themes using codes for mandatory language and modes of participation. Secondary codes were cross-referenced with relevant literature and scholarly articles on cooperative planning with Indian tribes and planning principles.
The findings indicate a lack of GMA policies providing guidance to local governments regarding coordination with tribal governments. The small number of GMA policies also lack clear and precise language regarding the capacity with which local governments should cooperate with tribes. Ultimately, the GMA policies fail to adequately institute the guiding principles of the Centennial Accord. For the
state to fulfill the GMA’s interjurisdictional coordination goal and more fully incorporate tribal government interest into regional planning structures, the GMA must be amended with clear and precise language regarding tribal inclusion in comprehensive planning and in what capacity. This project identifies possible amendments based on communicative and cooperative mechanisms within the Centennial Accord.

governo do Estado do CearÃ, tendo como objeto de estudo as aÃÃes desenvolvidas
pelo Projeto ABC - Pirambu, no ano de 2009. Os efeitos da pobreza nos bairros
perifÃricos de Fortaleza levaram o Poder PÃblico a ampliar as suas aÃÃes no sentido
de minimizar os resultados negativos dessa problemÃtica, adotando uma polÃtica de
parceria com a sociedade civil. O Governo do Estado do CearÃ, por meio da
Secretaria do Trabalho e Desenvolvimento Social (STDS), associando-se a
organizaÃÃes da sociedade civil, representativas das comunidades e bairros
perifÃricos de Fortaleza, em sistema de cogestÃo, buscou a participaÃÃo e divisÃo da
responsabilidade, na soluÃÃo dos problemas vivenciados pela populaÃÃo,
implementando o Projeto ABC em 18 pontos cruciais da periferia da capital
fortalezense, em busca de atender a crianÃas e adolescentes, na faixa etÃria de 6 a
17 anos, que se encontram em situaÃÃo de risco e vulnerabilidade social. Para a
presente pesquisa foi escolhido o projeto localizado no bairro Pirambu. O objetivo do
Projeto ABC Ã contribuir com aÃÃes sociais por meio do esporte, arte, lazer e cultura.
Busca retirar crianÃas e adolescentes da rua, proporcionando-lhes, educaÃÃo e
desenvolvimento de habilidades, para que possam se preparar para a inserÃÃo no
mercado de trabalho e conviver, harmoniosamente em sociedade. A opÃÃo por este
estudo se deveu ao envolvimento da pesquisadora, como servidora pÃblica estadual,
no trabalho de assessoramento do movimento popular no bairro do Pirambu, por
doze (12) anos, quando no exercÃcio da gerencia do Centro ComunitÃrio Luiza
TÃvora-Pirambu, vinculado à Secretaria do Trabalho e Desenvolvimento Social
(STDS), do Estado do CearÃ. Os resultados da pesquisa apresentam que 88% dos
participantes do Projeto ABC reconhecem que o mesmo foi propulsor de suas
existÃncias, entretanto detectou-se falha no assessoramento comprometendo uma
comunicaÃÃo eficaz entre representantes do CCCR e tÃcnicos da STDS. Foi
constatado um alto Ãndice de pobreza, contudo nÃo existe um trabalho consistente
junto Ãs famÃlias por falta de profissionais. Existe uma baixÃssima participaÃÃo em
grupos ou formas associativas, e sobre o conhecimento do sistema de gestÃo
somente 2% dos alunos, oito monitores e 7,3% dos representantes das famÃlias
conhecem que o sistema de gestÃo à a cogestÃo. Apresenta-se aqui, portanto, uma
reflexÃo sobre os alcances e limites da polÃtica da cogestÃo, a partir dos resultados
dos estudos que analisam a gestÃo como um todo, fazendo-o pela voz dos atores
implicados, e pelo significado das percepÃÃes dos participantes.

▼ Esta dissertação gira em torno da lei nº 11.520, que em setembro de 2007 estabeleceu o direito a uma pensão especial a todas as pessoas atingidas pela hanseníase e compulsoriamente internadas em colônias hospitalares até 31 de dezembro de 1986. Por um lado, alinhado ao trabalho de diversas pesquisadoras, tais como Vianna (2013), Bevilaqua (2013), Schuch (2008), Das e Polle (2008), Vecchioli (2001) e Ferreira (2009), o enfoque não é direcionado à letra da lei 11.520/2007 (enquanto conjunto de artigos e incisos), mas sim às “práticas” que a constituem. Por outro lado, inspirada pela abordagem de Law (1992) e principalmente de Mol (2002, 2008), tomo como objetivo rastrear aquilo que chamei de múltiplas performances da lei 11.520/2007; ou seja, as várias versões da lei em ação. Com base no trabalho de campo realizado com sujeitos que pleitearam aquela pensão especial, familiares e membros do Movimento de Reintegração das pessoas atingidas pela Hanseníase (Morhan), e principalmente a partir do campo levado a cabo junto à Comissão Interministerial de Avaliação (CIA), responsável pela gestão e análise dos pedidos de pensão em Brasília, busco delinear negociações, estabilizações e efeitos da/na constituição das histórias performadas da lei. Tal empreitada tem como hipótese que a categoria “pessoa atingida pela hanseníase e compulsoriamente internada” (advinda da letra da lei) se constitui através do processo, implicado na gestão da lei, de objetivação dos sujeitos – performatizando não apenas os sujeitos de direito, mas o próprio Estado.
This paper revolves around Brazilian Federal Law 11.520 that in September 2007 granted a special pension to former patients who were affected by leprosy and compulsorily isolated in leprosy colonies before 1987. On the one hand, aligned with researchers such as Vianna (2013), Bevilaqua (2013), Schuch (2008), Das e Polle (2008), Vecchioli (2001) e Ferreira (2009), my focus is not on the law as a list of articles and sections, but rather on the “practices” that constitute it. On the other hand, inspired by thinkers such as Law (1992) and specially Mol (2002, 2008), I seek to delineate what I have called the multiples performances of the law 11.520/2007; in other words, different versions of the law in action. On the basis of field research conducted with former interns, their families and members of Morhan (Movimento de Reintegração das Pessoas atingidas pela Hanseníase) – a social movement that promotes the rights of people affected by leprosy -, and mainly field research conducted at the Interministerial Evaluation Commission (Comissão Interministerial de Avaliação – CIA), responsible for the management and analysis of the applications in Brasilia, I seek to track the various negotiations, stabilizations and effects involved in the forging of the performed histories of the law. ▼ This study is essentially a critique of how the three dominant paradigms of explanatory international relations theory - (neo-)realism, liberalism, and systemic constructivism - conceive of, analytically deal with, and explain ethnic conflict and sovereignty. By deconstructing their approaches to ethnic identity formation in general and ethnic conflict in particular it argues that all three paradigms, in their epistemologies, ontologies and methodologies through reification and by analytically equating ethnic groups with states, tend to essentialise and substantialise the ethnic lines of division and strategic essentialisms of ethnic and ethno-nationalist elites they set out to describe, and, all too often, even write them into existence. Particular attention, both at the theoretical and empirical level, will be given to the three explanatory frameworks explanatory IR has contributed to the study of ethnic conflict: the 'ethnic security dilemma', the 'ethnic alliance model', and, drawing on other disciplines, instrumentalist approaches. The deconstruction of these three frameworks will form the bulk of the theoretical section, and will subsequently be shown in the case study to be ontologically untenable or at least to fail to adequately explain the complex dynamics of ethnic identity formation in ethnic conflict. By making these essentialist presumptions, motives, and practices explicit this study makes a unique contribution not only to the immediate issues it addresses but also to the wider debate on the nature of IR as a discipline. As a final point, drawing on constitutive theory and by conceiving of the behaviour and motives of protagonists of ethnic conflict as expressions of a fluid, open-ended, and situational matrix of identities and interests without sequential hierarchies of dependent and independent variables, the study attempts to offer an alternative, constitutive reading of ethnic and nationalist identity to the discourses of explanatory IR. These themes that are further developed in the empirical section where, explanatory IRA's narratives of ethnic group solidarity, ethno-nationalism, and national self-determination are examined and deconstructed by way of the case study of the relations between the Kurdistan Workers' Party (PKK) and the Iraqi Kurdish ethno-nationalist parties in the wider context of the political status of the autonomous Kurdistan Region of Iraq. With this ambition this study makes an original empirical contribution by scrutinising these relations in a depth unique to the literature.

▼ Recent years have witnessed renewed global
attention to persistent spatial inequalities and the potential role
of
politics and power relations in redressing and reinforcing them.
This thesis offers a political analysis of the problem of regional
inequality in Ghana, with particular attention to the role of
inter-elite power relations in underpinning the country’s
historical North-South divide. The analysis is based on three main
sets of data: the regional distribution of political power during
1993-2008; the regional composition of public expenditure; and
elite interviews. The thesis argues that a key factor that explains
Ghana’s stark unbalanced regional development has been the
continuous exclusion of the historically poorer Northern regions
from a fair share of both productive and social sector spending.
The socio-economic marginalisation of these regions has been
underpinned principally by a weaker influence of Northern elites on
resource allocation decisions within a political environment that
is driven largely by patron-client relations. Consequently, even
policies and programmes designed with the formal objective of
targeting the ‘poor’ often end up discriminating against the poorer
Northern regions at the level of implementation. However, Northern
elites’ lack of ‘agenda-setting powers’ is not a function of their
exclusion from government, but rather of their ‘adverse
incorporation’ into the polity, whereby they have often been
included on relatively unfavourable terms. This explanation differs
significantly from much of current mainstream thinking regarding
the underlying drivers of persistent unbalanced regional
development, including dominant accounts of Ghana’s North-South
inequalities. Notably, there has been a tendency of both academics
and policy makers to put the blame on certain innate
characteristics of the North, such as the region’s fewer production
potentials associated with its ‘bad geography’ and Northerners’
proclivity for violent conflicts. Such accounts therefore tend to
blame the relative socio-economic backwardness of the Northern
regions on the North itself rather than the nature of its
incorporation into broader political formations.

▼ This dissertation empirically examines the role that organized groups play in drafting legislation in U.S.
state legislatures. Using a large dataset, new data, and a variety of empirical tests, I measure the distribution of power across actors within and outside of legislatures. First, I examine the predictors of model legislation sponsorship within
state legislatures. Using textual analysis to compare model bills with introduced and enacted
state bills from 1995-2014, I detect the use of model bills in
state legislatures. I test predictions derived from a model of strategic interaction between a group and legislature under varying legislative resources, ideological distance, and policy area complexity. Using variation across legislative bodies and across legislators, I test claims that legislators under greater resource constraints rely more heavily upon model legislation given the ease of introducing a prepackaged bill.
Since the universe of model legislation is not well-defined, I use a unique reporting institution to examine the extent to which legislation originates from groups. In the California
state legislature, extra-legislative groups that write legislation and secure a legislator to author the bill may be listed as sponsors. Data on group sponsorship come from bill analyses and extend from 1993-2014. This unstudied group tactic is frequently used: 37% of bills introduced and 59% of bills that become law list an extra-legislative sponsor. Group sponsorship is significantly related to passage, even after matching on a number of covariates. Also, legislators use fewer group bills and substitute out of group bills as they gain more experience.
The final chapter of the dissertation explores the systematic changes that bills undergo as they pass through the legislature. I find that as the distance between a sponsor and median legislator increases, the original bill is altered more extensively. By examining how 199,200 bills change throughout the legislative process in various
state legislatures, I study which actors' preferences are prioritized in legislative outcomes. In the first two chapters, I find that group input serves as an integral part of a legislative portfolio and the agenda-setting stage of legislative decision-making. The final chapter finds that legislators' bills change in systematic ways.

▼ What explains variation in the number and geographic size of states? Contrary to standard accounts, I find that before the French Revolution it{changes in patterns of economic development not the scale, frequency, or costs of war, explain variation in the number and size of units within the European system.}
I advance this claim in three steps. First, I show that assertions of a military revolution in the costs and scale of warfare are either exaggerated or simply do not appear when confronted with systematic data analysis. Then, using new data describing the entire universe of European states I demonstrate that the predictions made by war-making theories of
state formation regarding changes in the size and number of independent states simply do not materialize in the manner predicted.
Second I build on models of elections and industrial organization to create a theoretical framework that can explain observed patterns of
state formation. This formal narrative shows that even in a world of anarchic competition between states, patterns of economic geography can explain variation in the number and size of states. Unlike the sometimes abstruse logic of macro-sociological theory, I provide a micro-founded logic that yields a set of implications which can be readily brought to data.
The preponderance of this book is devoted to the third task, testing these predictions. This analysis represents the first set of statistical tests of theories of
state formation that rely on systematically collected, large-N, data. In combination I provide evidence that changes in trade, commerce, and urban revival best explain patterns of
state formation before 1790. The French Revolution and subsequent Napoleonic wars, however, forced upon states political changes that empowered commercial elites, did away with internal barriers to trade, and limited restrictive guild-based production. In doing so, these changes, produced economies of geographic scale leading to ``Smithian'' growth, thereby creating both economic and militarily incentives to establish and maintain large states.

▼ Analisa o programa de moradia universitÃria da Universidade Federal do CearÃ- UFC, como parte da polÃtica de assistÃncia estudantil, inserindo-a no processo de contrarreforma da EducaÃÃo Superior. Elegeu-se como objetivo central compreender a relevÃncia desse programa na trajetÃria da assistÃncia estudantil como direito social adquirido, observando a relaÃÃo entre as necessidades reais dos estudantes e os serviÃos oferecidos pelo Estado. Para alcanÃar este objetivo, partiu-se da anÃlise da atual crise mundial do capital e das implicaÃÃes para o ajuste estrutural do Estado, que avanÃa desde os anos 1990 no Brasil, onde se presencia uma crescente negaÃÃo de direitos à classe trabalhadora, alÃm da constante privatizaÃÃo da educaÃÃo, especialmente da educaÃÃo superior. Destacam-se na referida anÃlise os perÃodos histÃricos que compreendem os governos de Fernando Henrique Cardoso â FHC e Luis InÃcio da Silva âLula, focalizando algumas das medidas adotadas na histÃria mais recente das IFEs, como as parceiras pÃblico- privadas, PROUNI e REUNI. Em seguida, busca-se reconstituir a historia da polÃtica de assistÃncia estudantil no Brasil, identificando sua origem, avanÃos e recuos na sua implementaÃÃo, chegando à recente elaboraÃÃo do Plano Nacional de AssistÃncia Estudantil â PNAES. Feito isto, passa-se de modo mais especÃfico, à polÃtica de assistÃncia estudantil na Universidade Federal do CearÃ, examinando, especialmente, o Programa de Moradia UniversitÃria da PrÃ-Reitoria de Assuntos Estudantis. Fundamentada no materialismo histÃrico-dialÃtico, a pesquisa, alÃm de teÃrica e documental, envolveu a aplicaÃÃo de questionÃrios com 111 estudantes moradores nas residÃncias universitÃrias, no primeiro semestre de 2012. Os estudos desenvolvidos apontam que a sistematizaÃÃo de uma polÃtica nacional de assistÃncia estudantil ocorreu muito tardiamente no PaÃs e atestam a importÃncia da luta organizada dos estudantes. AlÃm de ressaltar as limitaÃÃes da polÃtica de assistÃncia ante as necessidades dos estudantes, defende-se aqui a urgÃncia de ampliaÃÃo e fortalecimento da referida polÃtica em face do crescente empobrecimento da classe trabalhadora. ▼ This work aimed to study traditional cultures of Ceará State, Brazil, with emphasis on the experiences and the way of being and living of poor backwoodsmen population. We agreed to discuss conceptions about the backwoods and backwoodsmen, disseminated by folklorits onset, the instance of literacy, of sciences, and public power, that reproduce equivocate apprehension about backwoodsmens culture which its origin forwards significantly to indigenous and African cultural heritage. These affirmations are marked by persistent strategies kept as expressions of popular culture. We analyzed the dimension of their argument and point of views, giving privilege to the narratives produced about and by backwoodsmen, with the objective to evidence distinct perspectives of its statements content
Neste estudo tratamos de culturas tradicionais no Ceará, com ênfase às experiências e modos de ser e viver de populações pobres sertanejas. Procuramos problematizar abordagens e concepções sobre o sertão e sertanejos, disseminadas por investidas de folcloristas, de instâncias do letramento, das ciências, e de poderes públicos, que reproduzem apreensões equivocadas acerca de culturas sertanejas cujas origens remetem, significativamente, a heranças culturais de povos indígenas e africanos. Estas asserções estão marcadas por persistentes estratégias de enfrentamento mantidas como expressões da chamada cultura popular. ▼ A steady stream of research describes rising income inequality in the U.S. since the 1970s. Beneath this familiar story, however, are a variety of
state experiences. In this dissertation, I develop and test a new theory to explain why income inequality varies in the states over time. My partisan political-economy theory for
state inequality builds on political explanations for national inequality; but it takes a step further to recognize and incorporate variation in
state governments, which do most of the governing and policymaking in our federal system. I demonstrate that shifts in
state government party composition, and related policy shifts, are a fundamental determinant of over time changes in
state-level inequality between 1970 and 2005. First, controlling for economic and demographic factors, I find that increases in Democratic control of
state government are significantly related to decreases, or diminished growth, of market inequality, while increases in Republican control coincide with increases in inequality. Second, I show how partisanship influences income disparity by identifying policy mechanisms that respond to changes in government partisanship and that also relate to changes in inequality:
state public sector employment, minimum wages, and public welfare spending. My results for the former two policies suggest that the parties in
state governments shape the distribution of income even before making adjustments with income taxes and transfers; however, those for the latter point to the relevance of
state governments for changes in post-tax and transfer inequality as well. Together, the results of my research demonstrate that patterns in income inequality are not simply a function of broader economic shifts, or even policies set by the national government. Rather, the parties or party members we elect to
state governments, and their policy decisions, help determine the extent of income disparity in the United States. These findings allow us to say with more empirical certainty that there are political explanations for changes in income inequality in the U.S. throughout the past forty years.

▼ No presente trabalho,temos como objetivo discutir a polÃtica da assistÃncia social e a sua confluÃncia com o segmento de moradores de rua que faz do espaÃo pÃblico sua morada e da sua presenÃa na cidade uma das expressÃes da exclusÃo social. Propusemo-nos a dialogar, no Ãmbito da PolÃtica da AssistÃncia Social, com a entÃo nascente polÃtica pÃblica intersetorial de atenÃaoà populaÃÃo de rua do municÃpio de Fortaleza, avaliando os rumos da proteÃÃo social quanto ao povo que vive na rua e dela sobrevive. Investigamos as principais formas de enfrentamento desses grupos para sobreviver nas ruas, discutindo as circunstÃncias sociais que permeiam o fato e as demandas efetivas de proteÃÃo social a este sgmento. Assim, o esforÃo investigativo se faz numa dupla vertente: descortinar as representaÃÃes da rua, aquilo que os leva e atrai tais grupos ao espaÃo pÃblico e nele os atrela, bem como suas aspiraÃÃes quanto ao poder pÃblico; avaliar as respostas que a polÃtica da assistÃncia social està a construir face à realidade peculiar das populaÃÃes de rua.à nessa perspectiva que nos lanÃamos na empreitada de "terolhos de ver" e ir alÃm do aparente, desvendando esse universo novo dos "nÃmades da rua", atravÃs de um estudo mais profundo das articulaÃÃes entre o segmento de moradores de rua com a entÃo emergente polÃtica de atenÃÃo à populaÃÃo de rua do municÃpio de Fortaleza.
In the present work, we have the purpose of discussing the social service politics and its confluence with the segment of street residents who makes the public space their residences and who makes their presence in city one of the expressions of social exclusion. We have proposed ourselves to dialogue, in the Social Service Politics area, with the rising of the public politics intersection of attention to the population in street situation of Fortaleza municipality evaluating the social care ways to the people who lives in street and survives upon it. We have investigated the main facing ways of these groups to survive in the streets, discussing the social circumstances that surround the fact and the effective demands of social care to this segment. In this way the investigative effort happens in a double versant: uncovering the street representations which leads and attracts these groups to the public space and ties them in it, as though as their aspirations to the public power; evaluating the answers that the public politics of social care is building in face to the peculiar reality of street population. This is the challenge to be won in our investigation ride. It is in this perspective that we throw each other in the task of âhaving eyes of seeingâ and going beyond the visible, uncovering this new universe of the âstreet nomadsâ, throughout a deeper study of the articulations between the segment of street residents to the nowadays rising politics of care to the street population of Fortaleza municipality.

▼ Tese sobre as repercussões das políticas territoriais na reorganização do espaço geográfico, cuja realidade empírica atém-se ao atual estado do Maranhão, no período de 1920 a 2007. Para tanto, articularam-se categorias como Estado, políticas territoriais e fundos territoriais a partir do diálogo com uma gama de autores que de maneira direta e/ ou indireta analisaram as relações de tal processo. Neste caso, fezse uma visão retrospectiva da formação colonial e políticas territoriais no Brasil, incluindo-se o Maranhão até a conformação territorial de 1920. As políticas territoriais pós-1920 priorizaram o sistema de transportes e, a contar de 1942, envolveram os projetos de colonização e os de ordenação territorial, com destaque para os empreendimentos da CVRD e ALUMAR, que culminaram na apropriação de 189.089 km², o correspondente a 94,54% dos fundos territoriais e a 56,95% do espaço maranhense, o que exigiu melhoria da infra-estrutura através de estrada de ferro, ampliação da oferta de energia e a instalação de portos especializados. As políticas territorias também se expressam por trinta e uma unidades de conservação, dezessete terras indígenas e o Centro de Lançamento de Alcântara, que impuseram disciplina ao uso e à ocupação de 96.632,64 km², equivalentes a 29,10% da superfície maranhense e que ainda assim são submetidos a pressões de segmentos da sociedade, evidenciando conflitos. As políticas territoriais contemporâneas ampliaram a ocupação/ apropriação/ uso e exploração econômica através da sojicultura do PRODECER III que já se direcionou para o Baixo Parnaíba, área disponibilizada para projetos de assentamento, implantação de cinco territórios rurais, cento e trinta e seis comunidades quilombolas, políticas setoriais de transporte e energia, que continuam sendo as prioridades.
A thesis about the impact of territorial politics on the reorganization of geographic space, which empirical reality of state of the Maranhão, in the period from 1920 to 2007. For both, articulated up categories as state, territorial politics and territorial funds from dialogue with a range of authors which directly and/or indirect examined the relationship of this process. In this case, it was done a retrospective vision of the colonial formation and territorial politics in Brazil, to include Maranhão until territorial conformation from 1920. Territorial politics after 1920 priorited a system of transport and in 1942 involved the projects of colonization and the territorial ordering, with prominence to the business of CVRD and ALUMAR, which culminated in the appropriation of 189,089 km², equivalent to 94.54% of the territorial funds and 56.95% of space of the Maranhão, which demanded improvement of infra-structure through railroad, extending the supply of energy and installation of specialized ports. ▼ O trabalho tem como tema central a Companhia de Aprendizes-Marinheiro de Santa Catarina, instituição instalada no ano de 1858 nas cidades de Desterro e Laguna. A abordagem sobre a Companhia tem como pretensão compreender as estruturas de poder que estiveram envolvidas com a instituição, em uma conjuntura de rearranjos do Estado Monárquico após o Período Regencial. Essa investigação sobre as estruturas de poder relacionada à promoção da Companhia de Aprendizes-Marinheiro revela agendas políticas desdobradas desde o processo de Independência do Brasil voltadas, em um primeiro momento, para a criação de forças de repressão através dos alistamentos militares, seguidos, de uma profissionalização dos trabalhadores marítimos como forma de estabelecer um contingente militar condizente com as necessidades do Estado imperial. Nesse sentido, a inserção da Companhia de Aprendizes- Marinheiro, reacende debates historiográficos, nos quais, o federalismo, ou os poderes descentralizadores do Império, tem parte importante no funcionamento dessa instituição militar.
The main theme of this research is the Companhia de Aprendizes-Marinheiros de Santa Catarina (Company of Marines Apprentices of Santa Catarina), an institution founded in the year of 1858 in the cities of Desterro and Laguna. The approach regarding the Companhia is to understand the structures of power that were involved with the institution, in a conjuncture of rearrangements of the Monarchical State after the regency period. This investigation on the power structures related to the promotion of the Companhia de Aprendizes-Marinheiros reveals political agendas deployed since the process of Independence of Brazil. Agendas that initially aimed at creating forces of repression through military enlistment, followed by a professionalization of maritime workers, as a way of establishing a military contingent consistent with the needs of the Imperial State. In this sense, the insertion of the Companhia de Aprendizes-Marinheiros revives some historiographic debates, in which federalism, or the decentralizing powers of the Empire, plays an important part in the functioning of this military institution.

▼ Rapidly increasing enrollments, combined with declining state revenues, cuts to state appropriations, and the increasing cost of educating students have coalesced during a global economic recession, leaving American institutions of public
higher education in financial crisis. Institutions are looking for new sources of revenue and are increasingly turning to mandatory student fees to help fill the gap. In Georgia, public higher education is governed by the University System of Georgia
Board of Regents (USG BOR), a highly politicized body that has the power to set mandatory student fee rates with significant input from institutional committees. This study aimed to discover the perspective of senior level officials in both the
institution and the state governing body on the role of mandatory student fees in the USG. This paper reviews the literature informing the use and governance of mandatory student fees, examines USG mandatory student fee rates, policies, and procedures,
and provides qualitative data from senior officials at the University System of Georgia and one sample USG institution. The economic and political conditions of the USG significantly affect student fee policy and rates. Examples in this study include
changes in the merit-based HOPE Scholarship, a state performance audit of mandatory student fees, and leadership changes in the legislature and USG BOR. This study found that mandatory student fees are being utilized to offset the decline in state
appropriations to the University System of Georgia, both at the system and institutional level. Fee rates are increasing dramatically in the USG, most significantly from a BOR-mandated special institutional fee and the proliferation of mandatory student
fees to fund public private construction ventures. The BOR-mandated special institutional fee is the most significant finding of the study as it circumvented the fee approval process and has become an indispensable financial tool in funding the general
operation and academic mission of USG institutions. State governance plays an important role in mandatory student fee decisions through the involvement of a complex web of stakeholders, which adds layers of politics that complicate the mandatory student
fee process for the institutions as well as for the system.

▼ During the ratification debates the Federalists and Anti-federalists contested the merits of the civil jury. The Anti-federalists, preferring strong local government, argued that civil juries empowered communities to settle disputes themselves based on local standards. On the other hand, Federalists maintained that civil juries were outmoded and produced inconsistent applications of the law from one locale to another, jeopardizing the rule of law. Although the ratification debates ultimately ended with the inclusion of the Seventh Amendment guaranteeing the right to a jury trial in all disputes involving claims greater than $20, the disagreement between the Federalists and the Anti-federalists closely mirrors the current debate between advocates and opponents of tort reform. These persistent, normative questions regarding the role of civil juries in American society give rise to the empirical questions that my dissertation explores. First, are there differences in the way that civil juries resolve disputes and allocate resources from one community to another, and if there are, what factors explain and predict those differences? Secondly, are there similar differences across states in litigation outcomes? I endeavor to explain differences in civil trial outcomes based on social, political, and economic conditions, within and across states, using an original data set comprised of all 2009 cases decided in the Alabama, Hawaii, Indiana, Kentucky, and Tennessee civil trial courts, including an in-depth analysis of Alabama trial courts using interviews conducted in the state and data collected from 2002-2009. My dissertation also explores the underexplored relationship between judicial selection method and trial court decision-making by comparing outcomes across partisan, nonpartisan, retention, and gubernatorial appointment selection systems. I also analyze the effect of tort reforms seeking to limit non-physical and punitive damage awards on amounts awarded across states.

▼ While there has been a substantial body of research on interest group activity in U.S. federal courts, there has been comparatively little analysis of interest group engagement with
state courts. Given that
state courts adjudicate the vast majority of cases in the American legal system and very few cases are appealed to the Supreme Court, understanding why organized interests participate in these courts is of great importance. The present study analyzes interest group involvement as amicus curiae in all
state courts of last resort from 1995-1999 to examine what factors motivate organized interests to turn to the courts. The results indicate that interest groups are primarily motivated by their policy goals in deciding which cases to file amicus briefs in, but that they are limited in their ability to file by institutional constraints unique to
state courts of last resort. This research provides insight into interest group behavior,
state courts and the role organized interests play in influencing legal outcomes in the American states.

▼ There is considerable talk of a “culture war” in American politics where factions battle to have their moral views confirmed by government. These factions are said to be increasingly polarized over issues of first principles and values and
are divided along religious lines. On one side are the orthodox (or religious traditionalists) and on the other are the progressives and irreligious. If this is a legitimate characterization of recent developments in American politics, then state
policies should reflect this war as candidates and lawmakers respond to the pressures of cultural conflict. This study examines the determinants a variety of state policies, both morality (e.g., abortion, homosexual marriage, etc.) and non-morality
(e.g., education and Medicaid spending) policies. Results indicate that the culture war accurately predicts the importance of orthodox religious adherence over state policy outcomes even when conventional determinants are taken into account (i.e.,
political and socioeconomic factors).

▼ This thesis argues that the contemporary phase of capitalism is marked by a perceived need to get the institutional setting right for the sake of the market. In the Turkish context, the institutional turn initiated just after the economic crisis of 2001 deepened and institutionalized market relations in a variety of fields. This
state restructuring process triggered new contradictions among different fractions of capital, between classes, and altered the capitalist states relationship to each of these. The Turkish Mass Housing Administration (Toplu Konut Idaresi [TOKI]) is taken as the laboratory to capture the tension between getting the institutional setting right to enable the housing market and the authoritarian tendencies of
state restructuring in relation to different fractions of capital. The TOKI model, as the World Bank designates the Turkish states institutionalization in the housing sector, is celebrated in terms of its scaling-up of the housing market and for its expansion of commodity relations in housing across Turkey. But TOKI also emerges as a scapegoat and as a center of clientelism due to the non-transparent relationships between the
state and particular fractions of capital that it fosters. In order to analyze this contradiction, this dissertation attempts to answer the following question: Why does this content enabling the housing market take this particular form TOKI , especially after 2003 in Turkey? While answering this question, the dissertation connects TOKI, as a component of the contemporary neoliberal authoritarian
state form, to the formation of a capitalist housing sector as a long-term aim of the Turkish
state, of different fractions of capital, and of international financial institutions (IFIs) the World Bank and IMF.

▼ The phenomenon of state dysfunction has, over the last two decades, become a prominent empirical and scholarly concern internationally and, more recently, domestically. This study endeavours to extend and improve the understanding of dysfunctional states in the scientific domain – in the developing world in general, as well as the South African context in particular.
Given the dearth of conceptual literature in the field of dysfunctional states, the first part of this study concerns the pursuit of a novel conceptualisation of state dysfunction, premised upon the Weberian state as a comprehensive point of departure. Subsequently, meta-theoretical, theoretical, applicational and operational frameworks are developed through which this concept may be integrated by using a scientific method and ultimately studied empirically in pursuit of valid and reliable knowledge pertaining to the phenomenon.
The outcome of the above-mentioned process is a multi-criteria operational framework that enables evaluation and analysis with the purpose of determining the approximation to – and extent of – state dysfunction in a given empirical context. Accordingly, the second part of this study concerns the evaluation and analysis of the South African state. The outcome of this process is an account of South African state dysfunction that is at once comprehensive and thorough.
