▼ The aim of the study was to report on a proportional examination amid a group of proactive (uniform) officers as well as reactive (detectives/plain clothes) officers from the South African Police Service (hereafter referred to as SAPS) in the Republic of South Africa for gauges exhibiting the presence or absence of conventional public police (sub)culture (herewith referred to as police culture) themes of solidarity, isolation and cynicism in terms of Van Maanen’s (1975) and Manning’s (1989) metamorphosis stage of police culture socialisation. The data for the current study were gathered between September 2013 and June 2014. Using a survey format, the research employed a non-experimental ex post facto research design. Overall, the study found relatively strong indicators evincing the presence of the police culture themes of solidarity, isolation and cynicism amongst a sample of five hundred and twenty (520) SAPS appointed police officers in the Republic of South Africa. Each of the respondents had a minimum of 10 years’ experience in the SAPS. More specifically, the study discovered no statistically significant differences among the police cultures solidarity, isolation and cynicism attitudes of patrol officers (proactive/uniform) and reactive (detectives/plain clothes) police officers. The findings of the study, although relatively limited, call into question the contemporary fashionable view (Fielding, 1989; Hobbs, 1991; Chan, 1997; Marks, 2005; O’Neil and Singh, 2007; Sklansky, 2007; Cockcroft, 2013) that new developments in policing have dramatically changed police culture and that orthodox universal homogenies of police culture are unhelpful, outdated and no longer make any sense. The study reports on a comparison of police culture themes of solidarity, isolation and cynicism attitudes among a sample of proactive officers (uniform section) and reactive (detective) SAPS officers in the Republic of South Africa. ▼ A community policing forum (CPF) is one of the structures used for crime prevention within the community. This structure is used nationally; its objectives are likely to be similar in some of the countries. This study sought to explore the perspective of community members and CPF members on the value and effectiveness of Community Police Forums in the area of Glenmore and Umbilo. The researcher intended to explore various which can make CPF effective within the study area with the hope of minimising crime rate and related incidents. To obtain that, the researcher had five objectives which were; To explore the perspective of community members and CPF members on the value and effectiveness of CPF within the communities; to determine the roles of CPF within the community; to determine whether the community members of the stated areas are aware about the existence of CPF; to determine the need of CPF within the community and to explore the challenges faced by the CPF members. Triangulation of theories which included Broken Windows Theory and Social Disorganisation Theory has been used as the theoretical framework. This study applied a qualitative design located with an interpretivist paradigm. In-depth interviews with ordinary community members and CPF members were conducted (triangulation of sources). The data was analysed using thematic analysis. The findings of this study showed that the CPF in the stated areas is effective, even though the structure is isolated from community members. The members of the community see the value of having community policing forums within the communities. Most community members claimed not to know about the strategies used to broadcast the existence of the forum within their community. CPF members also outlined the challenges which they are facing, to mention a few they, pointed out that in Umbilo community members are renting properties, and they keep on changing their residential and that lead them into not taking much responsibility in crime prevention methods which the community implements. ▼ The primary aim of this study was to investigate the implementation of the affirmative action policy within the Pretoria district of the South African Police Service. There is a need to examine and understand how the SAPS remove unfair discrimination in recruitment and selection processes in the implementation of affirmative action measures. Prior to 1994 the South African Police Force was male dominated and racism was fully institutionalised. Black people (Africans, Indians and coloureds), women and disabled people were marginalised and denied appropriate employment and advancement opportunities. The focus of the study was to identify challenges or problems encountered by the SAPS during the implementation of affirmative action policy; propose the strategies through which the SAPS can address discrimination in personnel staffing processes; and to assess and describe the criteria utilised by the SAPS in identifying the beneficiaries of affirmative action. The study includes the survey of international and national literature on the implementation of affirmative action. The study was conducted at 35 police stations within the district of Pretoria. The survey questionnaires were distributed to the respondents whereby three hundred and seventy (370) returned completed questionnaires, meeting the required sample figures. The respondents were selected by using a quota sampling. Qualitative research methodology was utilised in the interpretation and analysis of data. In addition, data was also collected through the documentary study. The major findings of this study illustrated that job requirements and responsibilities are seldom adjusted to accommodate disabled people. The communication of affirmative action policy is seen by respondents as being problematic. Respondents believe that affirmative action discriminates against certain groups within the disadvantaged groups. The research has divulged that the usage of interviews and involvement of supervisors in interview panels would minimise unfair discrimination in the allocation of promotional positions. Diversity management is not fully implemented to support affirmative action. People of all races are not employed to positions on the basis of their qualifications, experience and competencies as they deserve. ▼ Homicide-Suicide (H-S) is a rare but violent event in which an individual commits homicide and thereafter commits suicide. The H-S phenomenon appears to be increasing among members of the South African Police Service (SAPS). Although research on H-S is sparse, several SA studies have implicated the SAPS as a high risk occupational group for such killings. However, no systematic research that focuses on police H-S has ever been conducted within the RSA. The aim of this thesis is to determine the underlying causes of police H-S killings. The current national study included thirty-eight (38) police H-S cases over a two-year period (2012-2013). The macro, meso, and micro levels of analysis were utilised to study this phenomenon and to test both the socio-cultural and intrapsychic explanations of H-S. A mixed method approach was utilised, which involved both qualitative and quantitative methodologies. Information on H-S was collected via document analysis and interviews with survivors of an H-S attack. The data obtained from the documents were coded on the SAPS “Homicide-Suicide Incidence Coding Form” and the results of this analysis were presented graphically in both tables and charts. Three interviews were conducted with the survivors of these attacks and were qualitatively analysed. The SAPS displayed an H-S incidence rate of 24.27 per 100 000 police officers. A typical police H-S perpetrator is likely to be a black African male who is 35 years old with a Grade 12 education. He would hold the rank of a constable and would have a history of domestic abuse. His victim would usually be an intimate partner of the same race who would be younger than him. She would be employed as an administrative clerk and would be shotand killed multiple times by her amorous jealous boyfriend due to a heated argument or quarrel. The service pistol would be used to commit both H-S killings. Four main themes emerged from the transcripts, namely: Patriarchal dynamics in H-S relationships, Financial issues and the patriarchal order, The death wish (“Thanatos”) of the perpetrator and the H-S survivors as double victims. On the macro level, partial support was found for social integration theory, while the meso and micro levels of analysis supported the psychodynamic perspective. Rape victims must report the incidence to the police, and often the police they report to are male law enforcement officers. Yet many people in South Africa, including male law enforcement officers, do not fully accept that males can be and are victims of rape. So far there has been significantly little research into the reporting of male rape. Thus a qualitative research study on the attitudes of male law enforcement officers towards male rape victims was conducted. Social constructionism was taken as a theoretical starting point to the formal literature. The formal literature itself deals with male rape, how it is perceived, understood and misunderstood by society at large and specifically, by male law enforcement officers. The myths and truths, as well as stigmas associated with male rape are also explored. The impact of gender issues such as gender identity, gender roles and gender stereotypes are explored in-depth as they contribute to attitudes held by male law enforcement officers. Six male law enforcement officers from a Johannesburg police station participated in this study. Every one of them had had a certain amount of experience in the SAPS dealing with rape and rape victims. The researcher identified themes dealing with male rape victims from the literature, and interviewed the participants according to these themes using a semi-structured and structured format. The interviews were coded and analysed in a manner that allowed the themes, which were informed by the literature, to surface from the interview data itself. This is consistent with the qualitative tradition of psychological research. It was found that, male law enforcement officers’ attitudes towards male rape victims influence the way they think about and perceive these victims. It is very likely that this influence has a negative impact on the psychological well being of the male rape victim. It was also found that many male rape victims do not report their victimisation to the police as they fear they will not be taken seriously, they will be laughed at or even ridiculed. The law enforcement officers confirm that the stigma and shame of male rape victims compound their experience, making it traumatic and nearly impossible for them to process. The researcher believes that a change in these attitudes can lead to a change in the way male rape victims are perceived and treated by law enforcement officers, as well as by society as a whole. Further study into the role of cultural beliefs concerning masculinity and gender roles in the South African context can contribute to a better understanding of the phenomenon of male rape, and can be integrated into the current intervention models used to treat these victims. The interviews were coded and analysed in a manner that allowed the themes, which were informed by the literature, to surface from the interview data itself. This is consistent with the qualitative tradition of psychological research. It was found that, male law enforcement officers’ attitudes towards male rape victims influence the way they think about and perceive these victims. It is very likely that this influence has a negative impact on the psychological well being of the male rape victim. It was also found that many male rape victims do not report their victimisation to the police as they fear they will not be taken seriously, they will be laughed at or even ridiculed. The law enforcement officers confirm that the stigma and shame of male rape victims compound their experience, making it traumatic and nearly impossible for them to process. The researcher believes that a change in these attitudes can lead to a change in the way male rape victims are perceived and treated by law enforcement officers, as well as by society as a whole. Further study into the role of cultural beliefs concerning masculinity and gender roles in the South African context can contribute to a better understanding of the phenomenon of male rape, and can be integrated into the current intervention models used to treat these victims. ▼ The research entailed an exploration of the design of job descriptions (JDs) in the South African Police Service (SAPS). A JD represents an official document that defines general duties, tasks, and related job responsibilities. It details the job features and the essential abilities required to perform the job. JDs are fundamental and vital to outline the job duties harmonised with the relevant organisation’s policy, ethos, goals, mission, and vision. Participants in this study were purposefully chosen to conduct semi-structured interviews and focus groups with information-rich SAPS Human Resource (HR) practitioners from both the support and operational career streams, to gain their insights into and viewpoints on the JD processes in the SAPS. The National Head Office: Divisions: Human Resource Utilisation (HRU) and Operational Response Service (ORS) and the information-rich provincial HR practitioners who support and monitor the implementation of JDs in the SAPS were included in this study. The participants were asked to answer open-ended questions that aimed to explore the design of JDs in the SAPS. The interviews were recorded with the participants’ permission. The recorded information was translated verbatim and analysed. The six fundamental themes that emerged are: value and benefits of JDs; processes to coordinate and monitor JDs to ensure effective management; the potential of JDs to enhance police performance; knowledge and skills for designing JDs; attitudes, experiences, and challenges of JDs; and recommendations of electronic JD systems. The topics were delineated using direct quotations from the participants as gained during the interviews. Opinions, experiences, administrative aspects, and criticism of the various features of JDs in the SAPS was explored. In summary, the research recommendations and conclusion were given. The results of this study show there are several factors that can enable and optimise inclusion in the effective designing process of JDs in the SAPS.; Ucwaningo lubandakanya ukuhlolisiswa komdwebo wezincazelo zemisebenzi (JDs) eNingizimu Afrika Amaphoyisa (SAPS). ▼ The aim of this study was to assess the effective functioning of the Middle Management Learning Programme (MMLP) within the South African Police Service (SAPS), as well as evaluate the performance and effectiveness of employees who were sent for training to enhance their skills and develop their capacity in order to improve service delivery within the broader South African society. The research focused specifically on middle managers who had completed the MMLP. The MMLP was presented at the SAPS Academy in Thabong from 2007 to 2011. According to Meyer et al. (2004:225), a learning programme is a coordinated combination of learning activities, methodologies, processes and other elements of learning, crafted to assist learners to acquire the required knowledge, skills and attitudes. The primary objective of this study was, therefore, to evaluate the effective functioning of the MMLP within the SAPS and to provide sound recommendations based on the empirical findings. Semi-structured interviews and questionnaires were used to determine the effectiveness of the MMLP and obtain information from the respondents who completed the programme during the 2007/8 and 2009/10 financial years. The literature review, interviews and completion of the questionnaires by respondents confirmed the objectives of this study. The overall results indicated that the MMLP had a positive impact on middle managers in the SAPS. The middle managers appear to be driven by a need for recognition, and authorities could exploit this to its advantage by providing a reward system for good performance. The study concludes by, inter alia, recommending that the SAPS review its military culture or style, because the managers who attended the MMLP are unable to advise their seniors, respondents feel overwhelmed, powerless, and helpless and this leads to ineffectiveness in their performance. The requirements to attend the MMLP should be placed on record and should not be compromised to suit particular individuals. The MMLP should also be made a prerequisite for promotion as invaluable skills are transferred to course attendees.

▼ As a result of the restructuring of the South African Police Service (SAPS) in 1996 and various other factors, Police Social Work Services decided to broaden the scope of its services by developing and introducing proactive personnel capacity-building programmes. By 1999, 15 such programmes had been developed. The need subsequently arose for a comprehensive impact assessment and cost-benefit analysis of these programmes and the Evaluation of Personnel Capacity-Building Programmes (EPCaP) study was launched in 2001. The evaluation of the Anger Management, Assertiveness and Conflict Management Programmes, as well as a cost-benefit analysis of the Life Skills programmes as a whole, formed part of this research. Objectives: This study had two primary aims. The first was to determine the effect of the Assertiveness, Conflict Management and Anger Management programmes on the knowledge, attitude and behaviour of SAPS personnel. The second was to carry out a cost-benefit analysis of the Life Skills programmes as a whole. Method: In the case of the effect measurement, a comparison group pre-test and post-test design and triangulation were used. Eighteen measurement scales and a presenter's evaluation questionnaire were developed and completed by 627 experimental group respondents, 150 comparison group members and 32 presenters. In the cost-benefit analysis, a comprehensive, computerised ROI analysis programme that was developed by Meyer et al. (2003) was primarily used. It measured the interventions' return on investment (ROI), net present value (NPV), payback period, internal rate of return (IRR) and learning cost per attendee. Results: By means of the triangulation of measurements it was ascertained that the three personnel capacity-building programmes had a practical significant effect on the respondents' knowledge, attitude and behaviour. They could, therefore, be considered as effective tools in the hands of Police Social Work Services which not only empowered SAPS personnel to lead more productive professional lives, but also enhanced their personal well-being. The cost-benefit analysis indicated that the Life Skills Programmes represented a worthwhile investment of the organisation's time, money and effort. In its first year of implementation alone, it produced a return on investment (ROI) coefficient of more than 1700%.

Due to the increase of infection and deaths rates within the South African Police Services, the Peer Education programme was developed as a prevention strategy to deal with the scourge of HIV and AIDS. The programme came into being as a result of the strategic alliance between the South African Police Services and the South African Civil Military Alliance on HIV and AIDS, which led to the South African Defence Force HIV and AIDS programme being aligned to meet SAPS challenges. An external consultant was appointed to oversee the alignment which resulted in the Peer Education programme being identified as a strategy to fight the scourge of HIV and AIDS in the South African Police Services. This programme is an integral part of the Police Social Work Services personnel capacity building programmes. A comprehensive study into the programme's effect and return on investment (ROI) was undertaken in 2001. This thesis will report on the effect of the HIV and AIDS Peer education programme as well as its return on investment coefficient. Objectives The primary aim of the study was to determine the effect of the HIV and AIDS Peer Education programme on the knowledge, attitude and behaviour of SAPS employees, as well as the programme's return on investment coefficient. Method The study used an experimental research design and triangulation. It involved an average of 294 SAPS employees (228 for the experimental groups and 66 for the comparison groups) with 32 social workers presenting the programme. The programme was also subjected to a structured and comprehensive return on investment analysis. Results Through the triangulation of measurements it was ascertained that the HIV and AIDS Peer education programme had a practical significant effect on the employees' knowledge, attitude and behaviour and improved their personal and professional well-being. The Return on Investment analysis conducted indicated that the programme was of financial benefit to the South African Police Services in comparison with the input by the organisation and the output realised as a result of the activities of the Peer Educators.

The South African Police Service (SAPS) has an immense responsibility in terms of providing a safe and secure environment for every individual residing in South Africa. Members of this organisation conduct their duties under difficult and often dangerous conditions. These taxing working conditions add tremendous stress to the lives of police officials (Violanti, 1997). The stressors faced by police officials may vary with regard to frequency and intensity. Stressors associated with the working environment may spill over into their personal lives and may also lead to negativity at work which can also affect the quality of service that should be provided by police officials in South Africa. Various factors can be implicated in the stress process (Sulsky & Smith, 2005). Specific ways of coping have been identified in previous and current literature (Suls & Fletcher, 1985; Swanepoel & Pienaar, 2004). The present study focused on identifying a relationship between personality and coping. The coping styles that South African police officials employ also received some attention. Personality was defined as characteristics of the person that account for consistent patterns of feelings, thinking and behaviour. This study focused on the Five Factor Model in the conceptualisation and understanding of personality. The main aim of this study was to investigate the relationship between personality and coping amongst members of the SAPS. Each participant (N = 125) completed a consent form, a biographical questionnaire, the Coping Orientations to Problems Experienced questionnaire (COPE; Carver et al., 1989) and the Basic Traits Inventory (Taylor & De Bruin, 2006). The first research question related to coping strategies South African police officials employ. The second research question focused on what the relationship between the individual Big Five personality traits (Openness to Experience, Conscientiousness, Extroversion, Agreeableness and Neuroticism) and the coping styles (Problem-focused Coping, Emotion-focused Coping and Dysfunctional Coping) of police officials in South Africa.A non-experimental survey design was implemented in this study. Differential and inferential statistics were used to identify the most commonly used coping strategies and the relationship that exists between coping and personality. Examination of the individual personality traits in relation to coping was done through the use of Pearson’s product-moment correlations. The data was analysed using the Statistical Package for the Social Sciences (SPSS, version 15). The results indicated that Extroversion (r = 0.27; p < 0.01), Conscientiousness (r = 0.31; p < 0.01), Agreeableness (r = 0.40; p < 0.01) and Openness to Experience (r = 0.45; p < 0.01) had statistically significant positive relationships with Problem-focused Coping.
