O presente estudo tem como objetivo analisar as principais limita????es impostas pelo modelo regulat??rio do setor postal brasileiro na universaliza????o dos servi??os postais no Brasil, em compara????o com o observado em outros pa??ses do mundo. Tal pesquisa se justifica pelo fato da legisla????o postal brasileira encontrar-se em desconformidade com as novas rela????es jur??dicas e econ??micas atuais e pela possibilidade de contribuir para a discuss??o acerca de um novo marco regulat??rio compreensivo de uma nova gera????o de servi??os e da atua????o de novos players. Trata-se de pesquisa descritiva e explorat??ria, que se divide em duas etapas: identifica????o das caracter??sticas do modelo regulat??rio do setor postal brasileiro e esclarecimento de como o citado modelo limita a universaliza????o dos servi??os postal no Brasil. Os resultados encontrados permitem inferir que especificidades do modelo regulat??rio nacional, como a aus??ncia de instrumentos de controle efetivo do Estado (que mitiguem os efeitos da conduta autointeressada dos dirigentes), bem como de instrumentos de controle social, (que permitam ?? sociedade civil e o cidad??ousu??rio, reivindicarem seus direitos associados ?? qualidade, aos pre??os e ?? acessibilidade dos servi??os postais), limitam a universaliza????o dos servi??os postais no Brasil.

The present study aims to analyze the main limitations imposed by the regulatory model of the postal sector in the Brazilian universal postal services in Brazil, compared with that observed in other countries. Such research is justified by the fact that the Brazilian postal legislation find themselves in disagreement with the new current economic and legal relations and the possibility to contribute to the discussion about a comprehensive new regulatory framework for a new generation of services and the performance of new players. It is descriptive and exploratory research, which is divided into two stages: identifying the characteristics of the regulatory model of the Brazilian postal sector and clarification of how the aforementioned model limits the universal postal service in Brazil. The Fundamentals of Social Service in Latin America and the Caribbean are revealed as a theme permeated of concealments, because of the scarce studies published about this subject and also because of the historical-political, socioeconomic and cultural particularities of the Latin American region. In the light of the historical and dialectical materialist method, to analyze the conditions of the professional history of the Fundamentals of Social Service in Latin America and the Caribbean facing this reality "so unique and diverse" is the general objective of this thesis, in order to unveil the particularities, the conceptual approximations and disagreements, as such as the epistemological and axiological dimension which sustain the fundamentals of the profession in Brazil, Chile and in Cuba post-movement of reconceptualization. In an exploratory way, this research for joint approach used the following methodological procedures in the research process: (a) bibliographic review of materials that focus on history, theory and method of the selected countries; (b) the documentary and bibliographic research, basically in the online form, to constitute the map of analytical information sources; (c) documentary exploration and bibliographic preview (using a roadmap for guidance), to organize the information in blocks of analysis; and (d) the content analysis technique, to decode information and perform inferences with the theoretical-methodological matrix. The expositive synthesis of the results of this search allows us to conclude that the Fundamentals of Social Service in Latin America and the Caribbean, elucidate common traits in the professional genesis, but the production and reproduction of social life emanate sociopolitical particularities to countries which confer particular configuration to the profession despite of procedural and organic relationship with reality and to its concretion as professional work. These conditions ? that besides historical-professional, are political, economic and social ? which interpose, in the corpus of the Fundamentals, the necessary appropriation of social knowledge arrays and the movement of the national society, for designing social and political direction to the professional work, whether by conservative bias, whether emancipatory.

This thesis systematize a study on the Foundations of Social Work, based on the marxist social theory, analyzing how they compose and are expressed in the production of knowledge of the area, in its conceptuals dimensions and mediations in the field of training and professional practice. It was developed from quantitative and qualitative study that analyzed the productions published in 11 academic journals of the field in the last two decades (1993-2013), totaling 2031 articles reviewed, forming a database composed of 324 articles that have keywords related to Foundations of Social Work. It was verified that the production that directly addresses the Foundations is quite small, not reaching 1% of the publications of academic journals (0.49%) and that the totality of articles dealing with issues relating to Foundations is also reduced (15.91%). The set of quantitative and qualitative data obtained from the survey shows that there is a predominance of an approach of the Foundations by emphasizing the historicity and professional work, axis that concentrate the highest quantitative universe productions, followed by papers on theory / method / marxism and social issue. At the end of the study, we arrive at the following thesis, which synthesize the main conclusions of the investigative route: The Foundations of Social Work consist of explanatory matrix of reality and the profession, particular to the Social Work, (re) built procedurally in its historical trajectory the movement of the Brazilian reality, which has theoretical and methodological dimensions and ethical-political underlying the technical and operational dimension of this profession.This matrix, today, compose itself from the combination of marxist method / theory and emancipatory values in the historical-critical analysis totalizing of Social Work profession whose core lies in the marxist theoretical-methodological debate, in the analysis of its historicity, in theoretical approach of social issues and the work category (mediated with the profession), as well as their ethical-political project. The small direct dealing and scarce visibility of the Foundations in the production area reveals a contradiction in process between the totalizing conceptual densification of this matrix and the systematization of a field of mediation and particularities that contribute to its materialization in the field of training and professional practice in a regressive society conjuncture of capital offensive over work, the struggles and social rights that impacts on own historical hegemony basis of this matrix and also weakens this conjugation.

The present thesis systematizes the study carried out on the image and the professional identity of the social worker and the relation with the demands reported to the profession in the Hospital de Cl?nicas de Porto Alegre (HCPA), locus of accomplishment of the study. The historical line of institutionalization of Social Work in its 80 years of existence in Brazil presents to society a profession endowed with a plurality of images and professional identities that vary from coercion and consensus to the profession that fights for social transformation. The research resulting from this production aimed to analyze the relationship between the demands directed to the social worker in the hospital area and the image and the professional identity of the Social Work with a view to pointing out the particularities of the professional work in the high complexity in health. The research was guided by the dialectical-critical method, with a mixed approach, through the technique of documentary analysis to collect data that were interpreted in the light of content analysis (BARDIN, 1979). It was identified that the professional demands directed to the Social Work in the HCPA can be divided into three main groups: i) expressions of inequality experienced by the subjects; ii) measures and services related to the Health Services network, between sectors and at home; iii) patient and / or family follow-up procedures. The systematization of the data and the analysis allow the thesis that the demands sent to the Social Work reflect the image of the profession that is a constituent part of their professional identity, since in their dialectical relation the appearance (the image) reveals aspects of its essence (identity). It can be said that the social worker is the professional demanded to be the link between the users and the institution, the users and the network of services, and also between the institution and the service network. In addition, in his daily work, the social worker has contact with demands, often seemingly simple or displaced from his ethical-political project, but which require a chain of mediations so that provisions and procedures can be leveraged from more social processes from the perspective of guaranteeing rights.

Population aging is a major corporate transformation and has represented the subject of numerous studies. With the increase in life expectancy increases the demand for more common in this age of health services due to chronic disease. Also it appears the realization of a significant number of hospitalizations, and is considered an important element of support for dependent elderly network. During hospitalization are experienced diverse experiences that culminate in the decision making with respect to the post-hospital period. Participate in this organization for the elderly and families process, as the professional social worker. Regarding the particularities of professional practice with older adults in hospitals, highlights the existence of a limited production of knowledge on the subject and at the same time, professional challenges as the liaison with the social-support network. Accordingly, this study sought to identify aspects involving home care as an alternative to frequent readmissions. The study showed a highly qualitative and set out to unravel the meanings of hospitalization for seniors and families, in addition to aspects involving the professional performance of the social worker and the prospects of home care through observation and interviews of health professionals.

O envelhecimento populacional ? uma importante transforma??o societ?ria e tem representado a tem?tica de in?meros estudos. Com o aumento da expectativa de vida cresce a demanda pelos servi?os de sa?de em raz?o das doen?as cr?nicas, mais comuns nesta faixa et?ria. Constata-se tamb?m a realiza??o de um n?mero significativo de hospitaliza??es, sendo esta considerada importante elemento da rede de apoio ao idoso dependente. Durante a hospitaliza??o s?o vivenciadas experi?ncias diversas que culminam com a tomada de decis?o com rela??o ao per?odo p?s-hospitalar. Participam desse processo de organiza??o dos idosos e das fam?lias, profissionais como o assistente social. No que se refere as particularidades da atua??o profissional com idosos em ambientes hospitalares, destaca-se a exist?ncia de uma restrita produ??o de conhecimento sobre o tema e ao mesmo tempo, desafios profissionais como a articula??o com a rede de apoio socioassistencial. Nesse sentido, este estudo buscou identificar os aspectos que envolvem a aten??o domiciliar, como alternativa as reinterna??es freq?entes. ▼ The aim of this study was to examine the expectations that managers of an entity of Social Service, SESC - S??o Paulo, have in relation to tasks or functions that will be part of the controlling unit, and compare the results of this research with the results in the best companies in Brazil. It was a case study, and 17 managers from the Authority of Social Services have been interviewed. The applied questionnaire was composed of two parts: one concerns the identification of the internal structure of the controlling unit, and the second one the identification of other related functions, tasks and activities to be performed by the future controllership industry. The objective of such tests was to identify, from the point of view of managers, the functions and the hierarchical structure exerted by the future controlling unit in the entity. The data were treated through descriptive statistics, and compared to the results obtained in Brazilian largest companies that do not have the Controllership unit. The results concerning the implementation the unit indicate the need for some functions of controllership: the Internal Audit and Internal Controls. Regarding the comparison of data, it was observed that the SESC Entity has some peculiarities, mainly because it is a private nature entity established by Decree law. Moreover, it has some public functions, especially for the provision of accounts. The present study, guided by the dialectical-critical method, refers to the production of Social Service knowledge about the professional insertion in Education Policy in Brazil: challenges and perspectives within the scope of the Professional Project. Knowledge production of the Social Service on the insertion of professionals in Education Policy has been conforming in Brazil, from 2008 to 2016? The general objective was to analyze how the professional insertion in the Education Policy in Brazil is approached in the production of knowledge of Social Work, aiming to subsidize the professional category for a critical apprehension and in tune with the Professional Project. This research is based on critical social theory, based on the theoretical constructions of Istv?n M?sz?ros, which instigates us to apprehend the Education Policy in its contradictory movement, because if on the one hand, it develops educational practices that subalternize the working class, on the other, Has the potential to develop educational projects that resist the internalization of alienation inherent in class society. This research was based on one of the sources of knowledge production of the Social Service, which are the Proceedings of the two major meetings of the CBAS (Brazilian Congress of Social Workers) and ENPESS (National Meeting of Researchers in Social Work) Years of 2008 and 2016. 265 papers were mapped in these meetings and that somehow addressed the professional insertion in Education Policy. The referred dissertation leads the discussion about the impacts of the world of work on supervised Service Social Work. In this sense, it will be approached the conjuncture of higher education, the structuring of the world of work, and the singularities of the supervised stage as a discipline that makes up the higher education in Social Service. In this way, it is based on the multi-case study of two higher education institutions in the interior of Rio Grande do Sul, one of public, faceto-face and one of private nature of distance learning, that give empirical subsidies to address the particular elements that interpose the relation of the stage and the supervision in these spaces of formation. It was therefore necessary to unveil the relationship and mediation of the world of work with the supervised internship in Social Service.

This research has the main objective to investigate the fundaments of the politic in Baruch de Spinoza?s thought. It has, as a driving force, the historical problematic and current in Brazil, that is, the relation between theologies and politics. Considering these notes, it intends to travel the arguments presented by Spinoza, seeing how him, in his analysis of politics constitution presents a comprehension of the politics power in which the State does not have as support and legitimation no transcendent power, but that it?s constitution occurs from what is immanent to the political and social field. According to Spinoza, theology and philosophy are radically opposed, the first aims just the obedience and servitude in political field, while the second has a purpose to free individuals from fear and to licence conditions so that they can preserve their lives. In this way, the legitimate of the philosophical field will serve as the foundation for politics power, as well as, for a constitution of an State wherein both arise from a number of deconstructions of the foundations of theological-political power. Among these deconstructions, we refer to those that match the origin of prejudices and superstitions, that is, the finalist conception of nature; is also undone the one referring to the theological imaginary, especially in what is consistent with the idea of a God endowed with intellect and a creative will, and thus consequently one that enables the legitimation of rulers and sovereignty, ie the premises of separability and transcendence of political power in relation to the social field. This study discusses the teaching of Social Issues in training in social work, in order to analyze how we are giving the teaching thereof, in relation to the theoretical foundations, methodological strategies and the theory-practice articulation, in order to offer subsidies for the improvement of education in the area. From a methodological point of view, the research is qualitative, elected dialectical and historical materialism as a method that has the following main categories: all, historicity and the contradiction. It employed the case study of a Course of Social Service, linked to a public university in Rio Grande do Sul. Were used for collecting the data, semi-structured interview techniques, whose subjects were fourteen teachers and twelve students that course and document analysis of Project Political. The content analysis technique was used for data processing and analysis. The study results show that the teaching of Social Issues in the Course researched is based on historical and dialectical materialism. However the arrest paradigm occurs in a weakened form, which affects the heterogeneity of concepts and mechanical reproduction of the concept. Teaching strategies of Social Issues range from game approaches, to lectures, preceded by readings. Coordination with the everyday experiences of students was highlighted as a powerful strategy in the teaching of Social Issues. Have the articulation of the social issue with teaching experience as a social worker of teachers was identified with an effective strategy for theoretical and practical grasp of object professional. There are difficulties in understanding of the social issue as the object of professional intervention during the supervised training. This difficulty predates the entry on stage, since the mainstreaming of practice teaching is not included in the teaching of Social Issues in this course. However, students demonstrate approaches in understanding the articulation of theoretical and methodological, technical and operational skills during the supervised training. The field supervisors and academic controversy exists as to the operation of the work, which requires greater coordination of this triad to overcome the challenges of theoretical and practical articulation. The propositions of this study highlight the need to deepen the understanding of the historical and dialectical materialism to overcome the heterogeneity of views on Social Issues, there is need to link the teaching of Social Issues with the everyday experience of students and to mediate the teaching…

The theme and delimitation of this study comprises the sexual exploitation of adolescents in the municipalities of San Borja and Itaqui/ RS and its relationship with the social vulnerability of families assisted at the Specialized Protection and Assistance to Families and Individuals (PAEFI). The relevance of this research lies in the fact of giving visibility to the particularities of sexual exploration as a theme that needs further debate and appropriation by professionals who work in social policies and in the adolescent?s system for the guarantee of the rights of children and adolescents. The objective is to identify the relationship of sexual exploitation of adolescents with social vulnerability of families and how the PAEFI contributes to confront this phenomenon in order to provide insight to enhance public policies to address this form of violence. In this sense, the study seeks to answer the following problem: What are the dimensions of social vulnerability that adolescents in sexual exploitation are exposed and how these vulnerabilities are recognized and addressed by professionals linked to PAEFI? This is a qualitative research constructed from the critical dialectical framework. Regarding the procedures and techniques we used semi-structured interviews with application forms containing open and closed questions at seven ( 07 ) professionals who work at CREAS in the municipalities of San Borja and Itaqui, as well as for ( 01 ) female teenager, over 14 years of age served by PAEFI. Documentary analysis of professional documents related to the care and monitoring provided to fourteen ( 14 ) adolescent victims of sexual exploitation was also carried out. The free observation also composed the procedures and techniques, making himself present during the conduct of all research. Among the results, it is emphasized that prostitution was the most prevalent form of sexual exploitation attended by PAEFI; and the totality of cases were comprised by female victims. The main situations of social vulnerability present in the everyday life of families refer to illiteracy and low educational level of their parents, unemployment and precarious insertion in the labor market, low pay, poor housing conditions, weakening and breaking of family ties, history of sexual abuse, drug addiction, involvement of adolescents with older men in exchange for money and access to goods and services. One can also notice that the PAEFI lacks investment in human and material infrastructure. The theme of this study deals with the precariousness of work, which is due to the process of productive restructuring and counter-reform of the State in the context of the neoliberal offensive in the 1990s in Brazil. The particularity of the study took as its locus the municipality of Parintins in the state of Amazonas. The general objective of the research was to analyze the precarious work of the Social Worker in the public and private socio-occupational spaces in this municipality. In order to achieve this objective, the following specific objectives were defined: to characterize the socio-occupational spaces of the social worker in Parintins-Am; to identify the institutional demands placed on the work of the Social Worker in the public and private socio-occupational space; and to know the perceptions of social workers on the experience of precarious conditions and working relationships in this local Amazonian context. Esta tesis trata de la importancia de la cuesti?n de la violencia manifiesta en las escuelas: la violencia en la escuela; la violencia contra la escuela y violencia escolar. La tesis aporta elementos acerca de las estrategias de afrontamiento de la violencia en las escuelas por el sesgo de la comunicaci?n no violenta. Nos fijamos en la educaci?n en sus m?ltiples dimensiones: en su forma filos?fica, pasando la vida pol?tica, econ?mica, cultural, cient?fica y social. Educaci?n se aborda en perspectiva de pol?tica p?blica, y como tal, el acceso universal. Trabajamos con m?todo dial?ctico-cr?tico, con la investigaci?n cualitativa, estudio exploratorio. La investigaci?n de campo se llev? a cabo en dos escuelas p?blicas en la escuela primaria completa. Entrevistamos a ocho maestros, ocho estudiantes y ocho cuidadores familiares. Grabamos a trav?s de fotograf?as, diarios de campo y videos, elementos que ten?an significativo para nuestra construcci?n y producci?n de significados en la investigaci?n. El per?odo de recogida de informaci?n se llev? a cabo entre septiembre y octubre de 2014. Para el tratamiento de la informaci?n, se utiliz? el an?lisis del discurso, seg?n Spink (2000). Este tipo de an?lisis permite la flexibilidad y otros procedimientos metodol?gicos que calific? la construcci?n de interpretaciones y an?lisis. Mapas representacionales construcci?n y ?rboles asociativas a trav?s de las categor?as: di?logo e intersectorial, como los objetivos de la investigaci?n. Los principales resultados fueron: falta de di?logo entre los programas escolares, la falta de infraestructura institucional y capacitaci?n, reglamentos internos y el proyecto pol?tico pedag?gico estaban bajo la reconstrucci?n, ya que la nueva gesti?n escolar entiende que el PPP Debe iniciar sesi?n comer realidad comunitaria escuela local. En cuanto a la violencia, la escuela no puede mantener todas las ocurrencias. Las ni?as aparecen como el agresor, entonces no por la violencia o la intimidaci?n. This thesis is situated in the line of research Social Work and Social Policy and its research problem identify how social work is appropriating the subject of political education. Effective up through desk research, the Bank of CAPES Theses in 2011/2012 period, identifying the productions of theses and dissertations that deal with the subject. The data collection was to test the recurrence of explanatory and empirical categories in the following titles and keywords: awareness (political) awareness, culture (policy), education (political, popular, social), participation (political, popular, social ), politicization, organization (social, political, popular) and social control. The objectives formulated to respond to the research problem are intended to identify the productions that support theoretical-methodological social work to reflect on their relationship with the subject of political education, the authors investigating underlying the collected products; identify, in production, in which the workspaces Social Worker highlights the debate on policy formation; and discuss the design of educational processes of participation and social organization mediated the intervention reports. The data from the analysis of social service productions, point to a superficial appropriation of the concept, is it articulates its core processes (participation, organization and education). There is a concentration of production in the analysis of public policies focused participation in the sphere of social control. The analysis made it possible to question how the subject of political education is being addressed nowadays by the area and what the challenges faced by social workers, but is still an incipient search for generalizations, it is believed that the universe of production in the area is much more wide. We tried to help with the systematization of the concept of training critical policy because it appears under different names and concepts. Therefore, the critical political formation is different because it is a social process guided by a political culture, that is, from values that claim democracy and human rights which include the process: participation, organization and education. This training calls for effective participation in guided access to information, critical reading of the real and autonomy for decision-making. At the same time, leads to a genuine education that encourages the human ontological creative impetus in a changing perspective.

The economic development in Brazil is strictly related to the solution of its social problems, among which the housing deficit that has been fought by the implementation of the federal Program Minha Casa Minha Vida (PMCMV). Since 2009, the program has settled 20,000 families in housing units in the range of 0 to 10 minimum wages, in the categories of resettlement and lottery. This work seeks to investigate the process of deterritorialization of dwellers, made effective by the City of Rio de Janeiro, from Favela de Acari, a squatter community, to a new housing complex financed by PMCMV and built in the neighborhood of Cosmos, after the torrential rains of 2009 that dislodged the population from the margins of Acari River. The main objective is to investigate the resettlement process, since the removal of the families from risk areas, independently from its will or choice. The resettlement occurs within a rational of real state expansion by the Federal Bank Caixa, main operator of the Program that finances developers and builders that select under valued land in order to reduce the budget and maximize profit. From the empirical experience in the social groups? deterritorialization and reterritorialization process from Acari to Cosmos, and the use of those concepts, as well as appropriation and belongingness, this research will reflect on the housing policies conduction, not only as a means of the national housing deficit reduction, but also on the building of the conditions for effective and comprehensive appropriation and sense of belonging of dwellers in their new places, focusing on the people?s needs and improvement of their quality of live.

The present thesis deals with the mediation of theory and method in Marx regarding professional qualification of Social Service students. Developed through a mixed focus research ( quantity and quality) ? it has the objective of learning how it is developed the process of mediation of theory and method in Marx in the professional qualification of social care workers. The focus is to identify if the 1996 Curricular Guidelines have been referenced in the teaching units in Rio Grande do Sul . The sample was non-probabilistic by quotas. Among the 26 Social Service courses offered in RS, 11 (approximately 42% of the total) were chosen to integrate the sample. In the first stage of the research, a documentary analysis was carried out, which contemplated the pedagogical projects of the undergraduate courses, as well as their curricular grades and respective menus. In the second stage, the data source is the result of semi-structured interviews carried out by four course coordinators and four internship coordinators. The result of the research process came to the following thesis: The project of professional education in Social Service, as a constituent element of professional foundations, is an expression of a historical, collective and democratic process that projected a new social guideline structured on Marxism, subsidized in marxist bibliography or those belonging to the Marxist tradition. Thus, it allows to print in the teaching process an overview that establishes a dynamic interconnection between profession and society, from the perspective of historical totality, determined in the class struggle under the aegis of capital. However, it was verified that the education in Social Service in the units of education located in Rio Grande do Sul, presents curricular limitations regarding the teaching of the theory and the method in Marx, revealed by the results of the research which show that the process of teaching Marxism is not properly supported in Marxist literature. The situation is aggravated by the existence of an eclectic basis for the bibliographies that subsidize education, with a minor space for bibliography with a critical epistemological profile, whether they refer to Social Service or to the Social Sciences in general, as well as through pedagogical proposals with little commitment to a teaching with a…

Los cursos de licenciatura en Servicio Social en Rio Grande do Sul se concentraron, por sesenta y uno a?os, exclusivamente en el sector privado. En el siglo XXI esta supremac?a fue deshecho cuando, en 2006, fue creado el primer curso p?blico en el estado, los pr?ximos cuatro a?os, dos cursos m?s. C?mo resultado de esta alteraci?n en la oferta del curso, el presente estudio tiene como objetivo conocer c?mo se ha configurado el proceso de implantaci?n de estos cursos, con el objetivo de examinar c?mo se ha desarrollado el curso del proceso de implantaci?n de curso en Servicio Social las universidades p?blicas federales en el estado de R?o Grande do Sul, con el fin de verificar el contexto hist?rico y las determinaciones presentes en la aparici?n. La investigaci?n tiene enfoque cualitativo explicativo y se basa en el m?todo dial?ctico cr?tico y los referentes te?ricos del ?rea de Educaci?n y Servicio Social. Las t?cnicas utilizadas para la coleta de dados fueron la investigaci?n documental y entrevistas con los primeros coordinadores del curso de la Fundaci?n Universidad Federal de Pampa (UNIPAMPA), la Universidad Federal de R?o Grande do Sul (UFRGS) y la Universidad Federal de Santa Mar?a (UFSM). Para el tratamiento y an?lisis de los dados obtenidos fue mediante an?lisis de contenido. Los resultados muestran que el curso ha surgido en estas instituciones determinadas por el contexto hist?rico que consiste en las pol?ticas de educaci?n superior, con el apoyo de la Ley de Directrices y Bases de 1996 (LDB/96) a favor de la l?gica cuantitativa a expensas de la cualitativa y expresada tambi?n por el proceso expansi?n, diversificaci?n y internalizaci?n de las instituciones de educaci?n superior p?blicas federales, comenzaron en 2003, y complementados por el Programa de Apoyo a la Reestructuraci?n y Expansi?n de las Universidades Federales (REUNI) en 2007, generando en el ?rea de Servicio Social, la aparici?n de los tres cursos p?blicos en el estado. Aunque las particularidades de cada uno de los cursos estudiados, hab?a similitudes con respecto a la adopci?n del proyecto hegem?nico del ?rea y romper la supremac?a de los esca?os en las instituciones privadas, efectiva la garant?a del derecho a la educaci?n p?blica y contribuir a la desarrollo de cada regi?n donde se encuentran los cursos.

This study aims to discuss the security of access to the city through housing policy developed by the local government. To have both as the locus of research Municipality of Gravata?, through the actions of the Departamento Municipal de Habita??o (DEMHAB) and with this, besides the production of knowledge, aims to contribute to the improvement of the housing policy of the city. This is a research type of formative evaluation ex-post, with emphasis qualitative, grounded in Marxist critical theory of inspiration. The study was the critical-dialectical method as theoretical and methodological orientation from their theoretical categories of analysis: historicity, contradiction and totality. The subjects users are benefited in the DEMHAB housing projects, as well as managers and technical implementers of this policy. In addition to the interviews, we developed an analysis of documents on the Plano Local de Habita??o de Interesse Social (PLHIS) of Gravata?. The PLHIS is one of the planning tools that compose the Sistema de Habita??o de Interesse Social (SHIS), at the municipal level, and is intended for planning actions in the area of housing, pointing the municipal strategic planning to meet the demands related to housing social interest, which is benefiting families earning up to three minimum wages. As a result, it was found that the process of urbanization of cities in the world and in Brazil was decisive in shaping housing demand since the housing deficit in their qualitative and quantitative dimensions, comes from the private appropriation of space and uneven cities. According to the evaluation made by users, technicians and administrators about the actions of DEMHAB in Gravata?, identifies that the Housing Policy, besides not being a priority, needs more planning for that, besides the acquisition of home users may have access to other rights. It is clear, moreover, that the right to housing and the right to the city find themselves threatened in a context of deregulation rights and social policies, requiring interventions to those most in need of effective actions of the state enjoy the goods and services located in urban cities.

This study addresses the emancipatory nature of social work in housing projects in S?o Leopoldo, Rio Grande do Sul. Its general purpose is to identify the challenges and possibilities of the performance of the technical staff and managers in the development of social work in an emancipatory perspective. It is a qualitative exploratory research, grounded in the dialectical-critical method, which highlights the perceptions of coaches and managers who work in the design of social work, in order to contribute to knowledge production in the context of housing policy. This study is a result that intends to point out the limits and possibilities found to ensure the right to housing and broaden the perspectives of participating families with regard to autonomy and emancipation. For data processing, content analysis was used, with reference to Bardin (1977). The results point to the emancipatory nature of social work related to the participation of families at all stages of the housing intervention, including the planning so they feel an active part of the resettlement process and may have a sense of belonging in relation to the space it will inhabit and have access to information about the housing project through a communication channel that expands access to human rights through the use of various services that make up the network of public services. Regarding the performance of the technical staff and managers of housing policy in S?o Leopoldo, limits and possibilities, related to the emancipatory nature of the actions taken during the development of social work, were pointed out. While boundaries highlights the fragmentation of the project as a phenomenon present in public policy in general, and a limit to the operationalization of actions aimed at political emancipation. Nevertheless, there are also possibilities of emancipatory forms of action based on the value of popular education, the creation of an informative channel, establishing partnerships not only with other sectors and policies but with the participation of the population in the social work itself.

The following study demonstrates the results of the research developed during the realization of a master's thesis in Social Services in the Postgraduate Program of the School of Humanities of PUCRS, who had as a primary focus to identify how, and if, the social participation, primarily through the Conferences of Social Assistance, can materialize itself and exert influence in the management and execution of the Social Assistance Politics, especially as a parameter in the elaboration of the main instrument of planning of this public politic, independent of which is the Plan of Social Assistance. In the definition of the counties that would participate in the research, there was an effort to include initially 5 counties of different population densities, in accordance with the classification through the size of the population by the Nacional Politic of Social Assistance (BRASIL, 2004). In this sense, an endeavor was made in the search of information on the counties management, with the objective to verify if the social participation, mainly through the Conferences of Social Assistance, can exercise influence in the process of planning this public politic, as an expression of the public will and the forums of deliberation and social participation. To attain the objectives of this study, the critical dialectical method was chosen. The data was analyzed through the categories of the method: historicity, contradiction and totality. Also used as explanatory categories of the reality: Social Participation, the Social Assistance Politic, the Unified System of Social Assistance (SUAS), the Public Conferences, the Counties Plan of Social Assistance and the Access to Information. The study is descriptive and of qualitative nature. For the research procedures the used technique was documentary analysis. However, in the investigation process, there was a great difficulty of access of the documents to be researched, in this case, the Counties Plan of Social Assistance (PMAS), which demonstrated a fragility in the social control of the researched counties, as well as difficulties in dealing with the transparency of public data, by the counties management of the Social Assistance Politic. The process of subjects homelessness adults and families living on the streets, the deployment of SUAS in the city of Porto Alegre and its inserting these from the interface of Basic Social Protection and Special Social Protection is the central question of this dissertation, which has reflects on how the legal documents, that are directed to the Homeless Population, and they approach the subject of Process of Homelessness adults and families who are in this condition, considering processes of prevention, protection and social inclusion of this population segment. Therefore, there was documentary analysis in the documents establishing the National Social Assistance/PNAS and Unified Social Assistance System/SUAS, the National Policy on Population Inclusion of Homeless/PNIPSR, and the Municipal Plan to Combat Homeless/PMESR, which was supplemented by records of supervising and monitoring conducted in FASC, along with services that cater to this population. In the present study we used the dialectical-critical method, and the results show that it is necessary to mediate the dialectic view regarding social phenomenon, that takes shape in the homelessness process, overcoming a static reading of this process. It is necessary to recognize it as the product of multiple constraints, expressions of social issues. It is configured in matters multifactorial, with the time in which this condition is important category for analysis. The attempt to contribute to this discussion by suggesting concrete alternatives in the deployment of SUAS, to change the relationship between the interfaces shields was also highlighted in this study. It points up a significant difficulty in this dialogue, with a clear need to extend this debate shows that still fragmented and fragile little daring, especially with regard to the provision of services in both protections, to increase the effectiveness of care directed at these subjects

This paper presents a study on the process of resettlement of communities and intersectionality of social policies, emphasizing the access of the individuals involved to basic rights. The paper is based on the experience of the community of Vila Dique ( Dam Village ), in the city of Porto Alegre, Brazil. The area is located in the proximity of the Salgado Filho International Airport, a scenario challenged by numerous expressions of social issues. The process of resettlement of the residents of the area has been occurring since 2009 under the justification of illegal occupation, along with the need to expand the airport track. The procedure has been under discussion since the formation of the community but the definition of the city of Porto Alegre as one of the venues of the Fifa World Cup in 2014 materialized the removal of the families. The study is funded in critical-dialectical method of Marx's inspiration and it is a qualitative study in which we use techniques focus group with residents of that community who are already resettled in new territory - Porto Novo - and locals still living Dike in the Village; interview with social workers entered the main social policies involved with the process, and document analysis. The historical process of the formation of Brazilian cities is characterized by industrialization and urbanization started in the twentieth century, with a strong process of rural exodus, where the working class was being allocated to the banks of the great urban centers. Through articulation and organization of communities is that social rights, materialized through social policies, in contradictory fashion, also characterized as the state and owns the means of production to the pressures of the working class responses were conquered. Over the years, the people who inhabit regions of economic interest and speculation are threatened to leave their territories at the expense of expansion of capitalism and mega events, along with the works of "urban development", materialize this expansion. This model of capitalist development receives incentives from the state and causes a severe violation of rights, which is the case in our study. Since the beginning of the resettlement community suffered various pressures from the government, getting a project without effective possibilities to be collectively constructed according to the interests of the community. The progress of works made in case residents do not have access to social facilities conquered by the community (health centers, schools, mothers club, storage houses, etc.). Intersectoral action between social policies were incipient to account to ensure community access to social rights in full. This thesis is devoted to analyzing the work of the social worker in Basic Education in the Application Colleges of Brazil, in the period of 2016 and 2017, with the objective of analyzing the work of these professionals and apprehending their configurations, challenges and strategies, contributing to the construction of subsidies for the social worker's role in the Education Policy and public primary schools. Guided by the critical dialectic method, the research methodology used the qualitative approach. The data collection was performed by: a) electronic questionnaire, built on the Google platform; and, b) documentary analysis, guided by script. The analysis of the data was based on the content analysis (Bardin), having a total of thirteen professionals in these institutions and the documents entitled "Subsidies for the Debate on Social Work in Education" and "Subsidies for the participation of social workers in Education Policy ". As a result, it is concluded that the configuration of the work of social workers in the Brazilian Colleges of Application is marked by the still fragile definition of the function of Social Work in the school space, which is directly linked to the recent insertion of social workers in this occupational social space and institutional determinations that conform the professional work, be these materials or relational, and that corroborate for a professional exercise based on an instrumental reason. Although the institutional requisites point to the intention of guaranteeing social protection to its students, the contradictory logic of capital permeates social policies, such as Education Policy, so that, through this, the role of school in capitalist society is strengthened, that is, to ensure the formation of a workforce in accordance with the interests of the ruling class, both technically and ideologically. This study discusses the relationship between Social Work and Popular Education, considering the socio-educational dimension of professional work of the social worker. The purpose of it was to analyze how the production of knowledge in the field of social work expresses the similarities between Social Work and Popular Education in order to identify and strengthen emancipatory processes. Considering, among other factors, the incidence of meetings between Social Work and Popular Education, produced in the context of Health Policy, the study also presents an analysis of Ordinance No. 2761 of 11/19/2013 establishing the National Education Popular in Health Policy as current rules providing for Popular Education as normative, under the Unified Health System. The research was the qualitative type, bibliographic and documentary, with epistemological orientation of dialectical-critical method. Were defined as study universe theses and dissertations in the area of Social Work, the productions published on events and periodic greater national impact area of Social Services, the period of 2006 - 2014. Whereas professional actions must meet the commitment ethical-political assumed as Social Worker in everyday coping with expressions of Social Issues, Popular Education may provide important information for formation and professional performance, with assumptions to support the pedagogical relationship that sets the social and educational dimension of Social Work, direction of emancipatory processes, in that both have as towards human emancipation. In this sense, the social and educational dimension of social work should be a "Socio-Educational Popular Dimension", indicating the education approach that meets the intent of their actions. This study discusses the relationship between ethics, labor and formation in Social Work from the students? experience from mandatory supervised internship, having as main goal to analyze the ethical derived from their everyday tasks in order to contribute to the professional formation of subjects both critically and consciously. With epistemological basis set on the historical ontological lukacsian perspective, the held research was of empirical and qualitative kind. Having as field the college courses of Social Work from PUCRS and UFRGS, and as subject?s students on intership of level III, the data collection was developed in two stages: at first one an alternative tool in questionnaire format was applied, and in the second one semi structured interviews were held. These data were discussed through the discursive textual analysis methodology. Considering the internship as formation through work, we analyzed in this present study the the apprehension of possibilities within the needs that come from the insertion in socio-occupational spaces, the production and reproduction of values and logics historically built in the field of social politics and in the profession itself, the learning built throughout the professional formation and the everyday challenges in the work of internship students. Thus, we point that the movement made by these subjects seen in the exercise of ethics as capacity of the social being shows distances and approximation between speeches and ethical-moral acts, as well as an objectification of both conservative and emancipatory values. In this sense, we point at the need of transversal ethics in the professional formation and its centrality in the mandatory supervised internship, being this a possibility of bringing what we say closer to what we do, searching to create alternatives of possible works that have as horizon the human emancipation from all kinds of oppression and exploitation. We expect the verified results to instigate new critical reflections on a constant movement of thinking and rethinking the possibilities of a professional acting ethically and politically committed.

This essay is focused on studying the Marxian theory and its influence on the work of social care professionals. The goal is to understand how these professionals mediate Marxist theory in their professional practice in order to contribute to the materialization of the professional project. Therefore, it has been considered the socio-historical aspects of the profession, as well as the actual working conditions of social care professionals. The chapters of theoretical elaboration seek to enlighten the Marxian theory on the method of investigation and exposure, followed by the critical-dialectical method and dialectical categories. It has also been described the history of Social Service since its foundation in Brazil until its approach to Marxist theory starting from the Reconceptualization Movement, which culminated in the current ethical- political professional project. In order to achieve our purpose, the work of social care professionals has been investigated from its intentionality, purpose and materialization. The method of study that has guided this research is the critical-dialectical approach with mixed focus. For data collection it has been used - in a first step - questionnaires, followed by interviews to go deeper. The participants of the study were FASC (Foundation for Social Welfare and Citizenship) social care professionals in the city of Porto Alegre. The main results show that most of the subjects admitted using the Marxist framework for the development of their work. The apprehension of this referential has been clarified through mediation with categories and concepts, such as: social issue, totality, contradiction, historicity, participation, social change, among others. ▼ Social services, also known as the \"SS̈ystem are entities created by law, of legal regime of private law and non-profit. They were instituted to provide assistance or teaching to certain social categories, with administrative and financial autonomy. The process of convergence of accounting practices in Brazil to international accounting standards has reached virtually every profit-making entities, spread to the public sector as a whole, and it was the same for the entities of the \"SS̈ystem. According to NBCASP Brazilian standards applied to the public sector, which deals with the convergence with international standards, in 2012, the \"SS̈ystem had to fully adopt NBC T 16. Considering that such changes can bring significant economic impacts to the sector, the aim of this work was to analyze, from the perception of accounting professionals, the difficulties in the adoption of NBCASP, the likely impact on equity and income, and the relevance to the industry, with new accounting practices adopted by Senac Regional Departments (DR), throughout the national territory. Moreover, to evaluate the stage of adoption. The research was conducted through a questionnaire to professionals responsible for the financial information of the 28 DR that made up the population sample of the sector. The results were submitted to descriptive analysis, to basic techniques of exploratory analysis, and statistical analysis techniques. It was noted, among other things that, in the perception of accounting professionals, the adoption of NBCASP can provide impacts to equity and income for the sector entities. The study revealed variables that cause difficulties in the adoption process and enabled to measure the degree of compliance adoption of NBC T 16. The present study deals with the advisory and consulting processes, discussing the teaching and the professional practice of social workers, considering that these processes are private assignments and professional competences, however, they are spaces little occupied by the professional category, in which the production of the knowledge manifests itself in an incipient way. Aiming to answer how the advisory and consulting processes are being operationalized in the training and professional practice of social workers in Rio Grande do Sul, the objective was to analyze the aspects related to the training and professional practice of social workers in the advisory and discussing challenges and possibilities. This is a qualitative study, guided by the dialectical-critical method, based on documental, bibliographical and empirical research, totalizing a sample of twenty-three (23) documents for documentary research, thirty-two (32) research productions and twenty-five (25) subjects participating in the empirical research (coordinators, teachers and students of the Bachelor's degree in Social Work). For the treatment and analysis of the data, the content analysis based on Pag?s (2006) was used. It is concluded that there are contradictions in the recognition of the importance of teaching the advisory and consulting processes now being denied, sometimes being placed in the background, during training, as well as in the way in which it is being addressed by UFAS. This reality reflects and may explain the incipient manifestation of professional practice in these processes. From the data, it is pointed out the importance of the work of social workers in these processes, and the subjects surveyed stressed the need for Social Work to reorganize itself to expand its work in these spaces, to strengthen the formation process and the materialization of the ethical- political, since these processes are in line with it. Finally, propositions are presented to contribute to overcoming the limits and materialization of the possibilities of acting in these processes.

The research presented here seeks to question the theme, the conditions and ways of life of woman who lives in streets in Porto Alegre ? RS. It aims to be a study of experiences and social conditions of female contingent, through a gender approach. Sought to contribute to the production of knowledge in the area of social work on the issue of the homeless population in gender perspective. Guided by critical dialectical method, which it is a theoretical framework that enables the approach to reality aggregating the historicity categories, contradiction, totality and mediation in order to understand the phenomenon, since these are categories inherent in the study. It is understood that little quantity existence of studies that address the relationship genre / street show how this aspect is neglected, in spite of the advances made in recent decades in the female approach in expanding public policies to face the rualiza??o processes. It is important to note that the discussion on gender does not include only the woman, but within the limits of a master's research, with limited time for its development, it was decided to seek to unveil the aspects that are transverse to the woman - street binomial, especially the womans on the streets of Porto Alegre city.

Tem como finalidade constituir um estudo das experi?ncias e condicionantes sociais do contingente feminino, atrav?s do recorte de g?nero. Busca contribuir para a produ??o de conhecimento na ?rea do Servi?o Social sobre a tem?tica da popula??o em situa??o de rua na perspectiva de g?nero.
