▼ The aim of the study was to report on a proportional examination amid a group of proactive (uniform) officers as well as reactive (detectives/plain clothes) officers from the South African Police Service (hereafter referred to as SAPS) in the Republic of South Africa for gauges exhibiting the presence or absence of conventional public police (sub)culture (herewith referred to as police culture) themes of solidarity, isolation and cynicism in terms of Van Maanen’s (1975) and Manning’s (1989) metamorphosis stage of police culture socialisation. The data for the current study were gathered between September 2013 and June 2014. Using a survey format, the research employed a non-experimental ex post facto research design. Overall, the study found relatively strong indicators evincing the presence of the police culture themes of solidarity, isolation and cynicism amongst a sample of five hundred and twenty (520) SAPS appointed police officers in the Republic of South Africa. Each of the respondents had a minimum of 10 years’ experience in the SAPS. More specifically, the study discovered no statistically significant differences among the police cultures solidarity, isolation and cynicism attitudes of patrol officers (proactive/uniform) and reactive (detectives/plain clothes) police officers. The findings of the study, although relatively limited, call into question the contemporary fashionable view (Fielding, 1989; Hobbs, 1991; Chan, 1997; Marks, 2005; O’Neil and Singh, 2007; Sklansky, 2007; Cockcroft, 2013) that new developments in policing have dramatically changed police culture and that orthodox universal homogenies of police culture are unhelpful, outdated and no longer make any sense. The study reports on a comparison of police culture themes of solidarity, isolation and cynicism attitudes among a sample of proactive officers (uniform section) and reactive (detective) SAPS officers in the Republic of South Africa. ▼ Rape is a serious highly prevalent crime committed every day around the world, and affects both men and women. Rape victims must report the incidence to the police, and often the police they report to are male law enforcement officers. Yet many people in South Africa, including male law enforcement officers, do not fully accept that males can be and are victims of rape. So far there has been significantly little research into the reporting of male rape. Thus a qualitative research study on the attitudes of male law enforcement officers towards male rape victims was conducted. Social constructionism was taken as a theoretical starting point to the formal literature. The formal literature itself deals with male rape, how it is perceived, understood and misunderstood by society at large and specifically, by male law enforcement officers. The myths and truths, as well as stigmas associated with male rape are also explored. The impact of gender issues such as gender identity, gender roles and gender stereotypes are explored in-depth as they contribute to attitudes held by male law enforcement officers. Six male law enforcement officers from a Johannesburg police station participated in this study. Every one of them had had a certain amount of experience in the SAPS dealing with rape and rape victims. The researcher identified themes dealing with male rape victims from the literature, and interviewed the participants according to these themes using a semi-structured and structured format. The interviews were coded and analysed in a manner that allowed the themes, which were informed by the literature, to surface from the interview data itself. This is consistent with the qualitative tradition of psychological research. It was found that, male law enforcement officers’ attitudes towards male rape victims influence the way they think about and perceive these victims. It is very likely that this influence has a negative impact on the psychological well being of the male rape victim. It was also found that many male rape victims do not report their victimisation to the police as they fear they will not be taken seriously, they will be laughed at or even ridiculed. The law enforcement officers confirm that the stigma and shame of male rape victims compound their experience, making it traumatic and nearly impossible for them to process. The researcher believes that a change in these attitudes can lead to a change in the way male rape victims are perceived and treated by law enforcement officers, as well as by society as a whole. Further study into the role of cultural beliefs concerning masculinity and gender roles in the South African context can contribute to a better understanding of the phenomenon of male rape, and can be integrated into the current intervention models used to treat these victims. ▼ Proactive policing reforms emphasize that during downtime (all time not responding to citizen calls for service) patrol officers should engage in both self-initiated and directed activities based on crime analysis and problem identification. In general, community-oriented policing and problem-oriented policing stress decision making by line officers based on their own observations and knowledge of the area they are assigned to patrol, but also on crime information made available to them by supervisors. Hot spot policing and managerial approaches such as Compstat, place the responsibility for planning and implementing patrol activities on commanders, lieutenants, or other supervisory personnel. This study provides a descriptive analysis of officer downtime to address two issues inherent to proactive policing strategies within the confines of the Baltimore Police Department. First, whether patrol officers who are required to respond to citizen calls for service have time to engage in proactive policing activities. Second, whether proactive policing strategies from the numerous movements in police reform and crime prevention over the last 40 years have made it past administrative implementation to the front lines of policing. The findings of this research suggest that on average, over three quarters of a Baltimore patrol officers' shift is downtime. During this time they primarily self-initiate routine patrol, or back up other officers on calls to which they were not dispatched. Only six percent of downtime activities are directed by superiors, other officers or citizens. Two percent of these activities are directed by supervisors. The only activities that are more likely to be directed than self-initiated are serving warrants and subpoenas, and attempts to locate suspects, witnesses or informants. ▼ The Sub-Auroral Polarization Stream (SAPS) is a narrow, intense and persistent westward (sunward) ionospheric convection flow channel observed equatorward of the auroral electron precipitation boundary, predominantly on the nightside. Previous studies have identified disturbed-time SAPS to be a geomagnetic activity dependent phenomenon, which exhibits average pre-midnight and post-midnight velocities of 1000 m/s and 400 m/s respectively. Numerous studies have reported even narrower and more intense westward plasma flows called SAIDs to be embedded within SAPS channels, especially during substorm recovery phases. Quiet-time SAPS studies, although relatively few, have shown these SAPS to be associated with much weaker velocities and to be influenced by substorm intensifications. However, these studies have been limited in their ability to make simultaneous measurements of SAPS flow velocities over many hours of MLT. The recent expansion of SuperDARN radars to middle latitudes facilitates unprecedented large-scale observations of SAPS over 10 hours of MLT with high temporal and spatial resolution. In this thesis, we first examine the spatial and temporal dynamics of one quiet-time SAPS event, using the mid-latitude SuperDARN radars. The SAPS was identified as elevated flows lying equatorward of the auroral electron precipitation boundary specified by the NOAA POES satellites. We demonstrate the L-shell fitting technique to analyze the dynamics in the strength and direction of the two-dimensional SAPS flow velocities at three separate magnetic longitudes. The quiet-time SAPS event thus examined lasted for over 4 hours in UT and extended over 10 hours of MLT, as is commonly observed for disturbed-time SAPS. However, the decrease in SAPS peak latitudes and peak velocities with MLT and MLon respectively, observed for disturbed-time SAPS, was not observed for this event. We also find the dynamics of the enhancements in the quiet-time SAPS peak velocities, to correlate well with that of substorm intensifications identified using the CARISMA magnetometers. We then identify numerous such conjunctions between quiet-time SAPS and substorms to infer that quiettime SAPS were almost always associated with substorms and their durations were well bounded by that of the substorms for most cases. Next, we extend this analysis over to a statistical study of quiet-time and disturbed-time SAPS events identified over two years. From this study, we find quiet-time SAPS to occur between the relatively narrow nightside MLT range of [18, 4] whereas disturbed-time SAPS was found to occur between the broader nightside MLT range of [15, 5]. We also find the occurrence percentage of quiet-time SAPS to be at its highest between the narrow latitude range of 60-66⁰, while disturbed-time SAPS was observed to occur within a much broader latitude range of 55-66⁰. Finally, the calibration and validation of a control card used in the SuperDARN radar transmitters, is discussed. ▼ Background The scope of anaesthesiologists has expanded tremendously in recent years. Despite its central role in modern healthcare delivery, medical officers have had difficulty in settling for anaesthesiology as a prospective career choice. This has led to a shortage of physician anaesthesiologists in the country. As a result, many anaesthetics are performed by non-physician practitioners. Objectives The objectives were to identify the factors influencing the choice of anaesthesiology as a specialty among Kenyan medical officers, to determine factors that attract and those that deter doctors from the specialty and to propose measures that can be taken to make the specialty more attractive among medical officers to reduce the existing shortage. Methods This was a cross sectional descriptive study design. Each of the 290 participants was contacted directly via phone call and email and the nature of the study explained. Thereafter the principal investigator or the research assistants personally visited the doctors in their facilities. The nature of the study was explained again and consent sought. After reading and understanding the consent explanation, participants signed the consent form and proceed to filling the self administered questionnaire. On completion, questionnaires were handed back to the principal investigator or research assistants for data analysis. Results All 290 completed forms were returned duly filled; 166(57%) of the respondents were males while 124 (43%) were females. The average age of the participants was 27.58 years. Only 13(4.5%) of the participants chose anaesthesiology as their first choice, 16(6.6%) as a second choice and 6(3.1%) as a third choice. The most preferred specialties of choice were surgery 125(44.8%), obstetrics and gynaecology 94(33.7%), paediatrics 73(26.2%) while internal medicine was at 60 (21.5%). The factors that attracted those who selected anaesthesiology as a career choice were; financial and material rewards, length of postgraduate program and flexible working hours. Those that did not select anaesthesiology cited dependence on surgeons, long/inflexible working hours, minimum patient contact and little previous exposure to the specialty as the main deterrents. To improve the experience at undergraduate level, it was suggested to increase the rotation time and to have a more practical teaching approach. In addition, at internship level, it was suggested that a mandatory anaesthesia rotation be introduced to increase exposure to the specialty.

▼ This dissertation deals with the development and analysis of sub-optimal decision algorithms for a collection of robots that assist a remotely located operator in perimeter surveillance. The operator is tasked with the classification of incursions across the perimeter. Whenever there is an incursion into the perimeter, a nearby Unattended Ground Sensor (UGS) signals an alert. A robot services the alert by visiting the alert location, collecting evidence in the form of video imagery, and transmitting it to the operator. The accuracy of operator's classification depends on the volume and freshness of information gathered and provided by the robots at locations where incursions occur. There are two competing needs for a robot: it needs to spend adequate time at an alert location to collect evidence for aiding the operator in accurate classification but it also needs to service other alerts as soon as possible, so that the evidence collected is relevant. The control problem is to determine the optimal amount of time a robot must spend servicing an alert. The incursions are stochastic and their statistics are assumed to be known. The control problem may be posed as a Markov Decision Problem (MDP). Dynamic Programming(DP) provides the optimal policy to the MDP. However, because of the "curse of dimensionality" of DP, finding the optimal policy is not practical in many applications. For a perimeter surveillance problem with two robots and five UGS locations, the number of states is of the order of billions. Approximate Dynamic Programming (ADP) via Linear Programming (LP) provides a way to approximate the value function and derive sub-optimal strategies. Using state partitioning and ADP, this dissertation provides different LP formulations for upper and lower bounds to the value function of the MDP, and shows the relationship between LPs and MDP. The novel features of this dissertation are (1) the derivation of a tractable lower bound via LP and state partitioning, (2) the construction of a sub-optimal policy whose performance exceeds the lower bound, and (3) the derivation of an upper bound using a non-linear programming formuation. The upper and lower bounds provides approximation ratio to the value function. Finally, illustrative perimeter surveillance examples corroborate the results derived in this dissertation.
