▼ Aspects such as poverty, unemployment, illiteracy, poor service
delivery, are some of the greatest challenges experienced by
most of the people of South Africa.
The main objective for the establishment of the Thusong Service
Centre is for it to serve as a base from which a wide range of
information products and relevant services can be made closer
and hence more accessible to the poor members of communities.
Thusong Service Centre is therefore, amongst others, identified
as a platform for the communities in the surrounding areas to
interact directly with their national, provincial, or local
government leadership. The interaction takes place in the form
of the izimbizos (unmediated public meetings), ward community
meetings, mass meetings, and so forth .
Members of community have got access to services and
information at the Thusong Service Centre. They do that, so as
to empower themselves with more information on government
programmes and projects such as; the local economic
development projects. By getting involved in such projects, the
community end up as part of small, medium and micro
enterprises and other economic development projects that
ultimately better their quality of life.

▼ Tanzania is ranked among the world’s poorest nations despite her enormous natural resource base, enviable tropical climate and geographic location as the gateway into several landlocked African countries. This abject poverty is particularly pronounced in the
rural areas where almost ninety per cent of the population live.
In this study, the researcher sought to unravel the complexity of participation with regard to Tanzania’s
rural community
development and thereby provide insight into possible policy guidelines that will result in more effective and sustainable community
development.
Since independence, grandiose government policies, political manifestos, different socio-political ideologies, astronomical budgets of national and donor funding as well as bona fide efforts have made little difference in the eradication of poverty in Tanzania’s
rural communities. The researcher opines that Tanzania’s failure to meet its
development goals and its dismal economic performance are a result of the
rural communities’ lack of participation in
development projects. Social inclusion as a concept and the game theory of participation were explored as dynamic and innovative analytical tools to understand the participatory process in community
development. The framework was tested against the analysis of participation in multiple health, education and water projects in
rural Tanzania.
The key findings of this study indicate that the community members’ lack of participation has hindered
development efforts but there are mitigating circumstances. The community members are, for the most part, willing to participate in
development projects. However, they find themselves socially excluded by variables which include government policies, bureaucratic obstacles, conflicts arising from political alliances and deeply-entrenched corruption. Based on the findings and conclusion of this study, this study makes recommendations for the implementation of more meaningful community participation in
rural Tanzania includes having more women and youth representatives at every leadership level especially at the grassroots level and giving local government autonomy. The researcher concluded that, for participation to be effective, it has to be accompanied by well-structured empowerment programmes. Wherever possible, participation by beneficiaries should be solicited from the initial stages of a project. Participation is therefore synonymous with the inclusion of all groups. The researcher’s conclusive thesis is that, should the government adopt this participatory approach, the stalled growth will gain traction and pull the nation from its position among the world’s poorest countries and place it on the path towards sustainable progress.

▼ Though there are plenty of CRS on the pipeline and
a hundred odd stations are already operational, the number is
extremely small for a big population. The government has in fact
recognized this potential, and has planned to set up over 4000
community radios in various areas across the country over the next
few years. However, there is still a long way to go in ensuring the
sustainability of these stations. Despite a lot of success stories
across the country, setting up and running an effective community
radio faces lots of challenges. First of all the guidelines
regarding the ownership and content of a community radio in India
are still very strict. It is difficult to create enthusiastic
community participation and requires time and resources to train
community members in social, business, creative and IT skills. It
is a fact that many of the CRS are over relied on paid staff which
is not recommended. At the same time promoting volunteerism is not
an easy task. newlineMost community radios today run on a Donor
system. This however, slowly needs to be phased out, as a community
radio essentially needs to be run by the people and should survive
on volunteerism, and hence ownership should be passed over to
local-ites. Apart from this, the Community radio sector also faces
a series of problems in issues like material resources and human
resources for installing, running and maintenance of the station,
financial resources, technology resources and content
resources.

▼ Despite the long tradition of beekeeping in Ethiopia and having potential for beekeeping the
beekeepers in particular and the country in general are not well benefited from the sub-sector.
Moreover, the study area is covered with natural vegetations, shrubs and man-made forest,
annual and perennial crops which create conducive environment for beekeeping. However,
beekeeping activities are still at low level and could not exploit the existing potential.
The main objective of this thesis was to investigate the factors that affect
development of
beekeeping in the study area. The specific objectives were to assess factors that adversely affect
the production of honey and beeswax; to identify market constraints that affect honey and
beeswax production; to examine factors that contributed to
rural households to adopt improved
beekeeping methods; and to assess why other
rural households still remain in traditional method
of beekeeping in the study area.
To serve these objectives household survey, focus group discussion and key informant interview
were used to collect primary data. To conduct the household survey structured questionnaire was
prepared in English language first and translated to Oromo language and enumerators were
recruited from the study area and training was given for the enumerators on how to conduct the
household survey. In order to collect primary data multiple stage technique of sampling was
employed. Accordingly, 4 sample kebeles were selected purposively and 120 sample beekeepers
were selected using simple random sampling technique. Households’ survey data was analyzed
using descriptive statistics; percentages, frequencies and some statistical test was conducted such
as chi-square test of association, independent sample t-test and binomial proportion test.
Moreover, Statistical Package for Social Scientist /SPSS/ was used so as to fasten the analysis of
the households survey data. Furthermore, primary data that was collected through focus group
discussions and key informant interviews was analyzed qualitatively.

▼ Despite the considerable number of
rural women in Ethiopia and their contribution in food
production, processing , preparation and provision, they are often neglected and deprived of
services and amenities which leads to their vulnerability to poverty, food insecurity, gender bias
and effects of environmental change. Accordingly, the principal objective of this study is to assess
the food security situation and the type of coping strategies pursued by female and male- headed
households in two kebeles of Meskan Woreda of the Gurage Zone, Ethiopia.
The study has employed both qualitative and quantitative data which is gathered through
household survey, FGDs, key informant interviews and household case stories. Qualitative data
is analyzed through description using words whereas quantitative data is analyzed using
descriptive statistics such as percentages, cross tabs and frequencies.
The findings of the research indicated that female-headed households compared to male-headed
households are found at a low level of food security and are non- self sufficient in terms of the
food requirement of their households and the amount they produce within a year. A number of
factors cause the difference in food security status between female and male-headed households
as discussed in detail in this paper.
First, despite the fact that female-headed households are equally granted land as male –headed
households in the study area, they are unable to benefit much from their plots of land as maleheaded
households do for various reasons. For example 96 percent of female-headed households
in the survey could not cultivate their plots and had to sharecrop them out while only 6 percent of
male-headed households had to sharecrop their land. It was also found out that among the
various problems they encounter, female-headed households who sharecrop their land were
unable to maximize their production as their land is mismanaged by the sharecroppers (people
ploughing their land) in many cases. Second, lack of other crucial factors of production such as,
labor, plough oxen, credit and agricultural inputs among female-headed households has
rendered a tremendous impact on their potential to produce enough food to feed their family
throughout the year.
The findings of the study on the types of coping strategies used by households in the study area
has shown that households implement various coping strategies at the early and later stages of
food shortages. Female-headed households that account for 66 percent as compared to 55
percent of male-headed households use mutual support mechanisms such as asking for gifts and
borrowing from friends and/or relatives at the early and latter stages of food shortage. The study
also revealed that poorer households including many of female-headed households are unable to
use risk minimizing activities such as asset creation to cope with seasonal food shortages, as
their asset base has been continuously being deteriorated due to the recurrent droughts that hit
the area at different times in the past few years.…

▼ Democratic member control and autonomous and independent cooperative principles are
the two ICA designed principles, specifically developed to address the governance
cooperative. According to these principles, Cooperatives are member-governed economic
and social organizations. Cooperatives as democratic and autonomous organizations are
expected to ensure member-governance in their association and operation decision.
Despite their principles, nonetheless, in Ethiopia, in the previous regimes, the association
and business operation of cooperatives were not decided by their members. Today, in
contrary to the previous governments, in principle, cooperatives are recognized as membergoverned
democratic and autonomous organizations.
However, since members and the population at large was accustomed to governmentgoverned
cooperatives in the past, and the move towards member-governed cooperatives
that are capable to complete and survive in the liberated market is a recent phenomenon, it
seems that no considerable effort has been directed to analyze the governance of
cooperatives in the face of the free market economy in Ethiopia. Having this in mind, this
case study is conducted mainly with the objective of analyzing the governance of
cooperatives in Ethiopia with a specific reference to Ankerka Vegetable Producers’
Primary Cooperative Society (AVPPCS) and Tigle Ferie Multipurpose Farmers’ Service
Primary Cooperative Society (TFMFSPCS) in South Wollo Administrative Zone (SWAZ),
Amhara National Regional State (ANRS), Ethiopia. To this end, two specific research
questions are posed. First, what are the facilitators of cooperative governance in the
studied cooperatives? Second, what are the constraints faced in the governance of the
cooperatives covered in the study?
Selecting purposely AVPPCS and TFMFSPCS, the study adopted a case study method. Key
informant interview, focus group discussion and observation method of data collection are
employed to gather both primary and secondary data.
The findings of the case study revealed that, among others, to realize member-governed
cooperatives: besides issuing supportive national legislation, still strong effort is expected
from the government to prevent local government intervention and to strengthen the
organizational capacity of CPBs; the businesses of cooperatives should be localized;
members should participate actively in the economic and decision affairs; and
representatives and employees of cooperatives must be membership-accountable.
Rendering demand-oriented education and training, setting member-shared and locallyspecific
business activities, and Cooperation among cooperatives are the main
recommendations forwarded by the researcher to ensure member-governed cooperatives.

▼ Studies on household livelihood security often explain what and how households make their
livelihoods within the realm of prevailing contexts. This research explores livelihood
resources, vulnerability and coping strategies of households in the three selected kebeles of
Tach Gayint Woreda. To this end, household livelihood security approach was used to provide
an explicit focus on what matters to
rural livelihoods in the studied areas. The study findings
were drawn from data generated through the combination of both qualitative research
methods and quantitative household survey method.
Participatory
Rural Appraisal (PRA) techniques involved participants from various socioeconomic
groups with the view of getting holistic views and a better picture of the prevailing
contexts through the participation of the peasants in the study.
Results obtained reveal that livelihood systems in the study areas are dominated by
subsistence –oriented small holder agriculture in which households practiced mixed farming
where both animal and crop production are carried out concurrently. In addition, the studied
households also pursued non-farm activities although the activities were often low paid type.
On the other hand, the stock of productive assets held by households such as holdings of land,
livestock and other assets are low and possibly deteriorating.
Evidences from the data also showed that the studied households have been suffering from
frequent and severe disasters for many years which include drought, floods, insects and pests,

▼ Qualitative research approaches and methods that broadly fall under observations and interviews are the principal methods employed to uncover and understand what lies behind any phenomenon involved in the daily experiences of the children because the natural context of the children’s lives and the interpersonal and socio-cultural fabric influences their livelihood perspectives, experiences and actions. Besides, using the case study research approach, we attempted to assess the social networks and or relationships constructed by the children. In fact, the whole process of generating the research data was primarily made on the basis of the children’s own perspectives and understanding of their work and livelihood conditions. In doing so, I asked them how they think of their lives in their own terms and gave their own viewpoints.
Poor
rural parents are unable to provide education and basic survival needs to their children. As a consequence, children are often obliged to quit school and joined the city streets in search of employment in the informal sector. In fact, working (shoe-shinning) children discontinued education not because they are uncaring to school rather due to lacking assistance from their parents because of families’ impoverishment, and death or disharmony. Mostly, children are obliged to dropout at school and migrated to the city in search of work not because of the net benefits of attending school are low relative to the rewards from shoe-shinning work. Even though, the study children properly acknowledged that attending school is absolutely vital for their life, it was beyond their capability to pursue education because their families are impoverished and unable to send them to school. It was mainly due to lacking basic survival needs that children are obliged to work. Thus, survival is the foremost and an irreplaceable agenda than schooling for the needy children.
The study reveals that the livelihoods of the shoe shiners are dynamic and there is an intense solidarity among shoe-shinning children in Addis Ababa city. Most of them maintain very close social ties and networks with peer groups, relatives, customers, and with other street actors. The most predominant social tie and or network is peer group socialization which is mainly constructed on the basis of identical work and geographical origin. Those who came from the same geographical origin and or
rural village form a unified functional group and develop high sense of belongingness. They live and work together for getting the benefits of communal life style. Children conceived that living together is the sole livelihood strategy which enables to reduce urban living cost and perhaps makes life easier and enjoyable. They use their social networks and bonds to overcome some of the challenges they face such as reducing their meals and sharing apartments with colleagues as well as relying on each other’s help in times of scarcity. ▼ This study was conducted in Amibara Woreda of the Afar Regional State. The study tried to
investigate the gender dimensions of vulnerability to consequences of climate change. Moreover,
adaptive capacity of women and men headed pastoral households which are required to take
appropriate adaptation measures and major factors that constrain the strategies of the respective
households are also identified. Both qualitative and quantitative data collection techniques were
employed to generate all the relevant data from various sources. Primary data were collected by
using household survey, key informant interview, focus group discussion and direct field observation.
Structured household survey was conducted on 90 women and men pastoral households (i.e. 50% for
each) selected by stratified random sampling technique from three representative kebeles. Secondary
data were collected from different published and unpublished materials; in addition 40 years rainfall
and temperature data from meteorology station were obtained. The data were analyzed by using
descriptive statistics like frequency, mean and percentage. Some variables were analyzed using t-test
to check statistically significant difference between the means of women and men headed households.
The findings of the study suggest that the changes in the climate are highly recognized by all the
respondents. Extensive reduction in rainfall amount, few rainy days, increased temperature and
increased frequency and severity of drought are the most widely observed changes. Unlike the
analysis of the rainfall data, the results of temperature data are in tandem with the observation of the
community. These observed changes have brought a lot of challenges on women and men headed
households. These includes: livestock population reduction and decline in productivity, livestock feed
shortage, deterioration of household food security, water shortage for livestock and human use, and
emergence and spread of new human and livestock diseases. Generally, women headed households
who have limited access to and control over important resources and services are found to be the
‘invisible and the more vulnerable’ segment of the community. Both women and men headed
households adopted various strategies in combination to cope with these challenges and reduce their
vulnerability. However, there are various factors that seriously constrain these strategies. As a
result most of the adaptation strategies of the households, more specifically women headed
households strategies are becoming a no option strategy. The study revealed that the existing biased
gender relation is the fundamental reason for women headed households limited adaptive capacity
and their disproportionate vulnerability to consequences of climate change. Finally, the study
recommends the need to enhance women headed households capacity for effective adaption by

development. However, millions of people are still unable to obtain adequate potable water
particularly in
rural areas that deserve special attention. In order to meet the demand, a distant
piped water supplies to
rural areas is emerging as an option where local water sources are
scarce, contaminated or high level of service demand due to change of the life style and
population pressure. Hence, to benefit from the economies-of-scale, a distant piped water supply
system is expected to serve multi-village. The performance of multi-village water supply system,
however, becomes challenging and it rarely provide the planned level of services due to limited
involvement of the community, low level of cost recovery, lack of adequate technical capacity,
inappropriate institutional arrangements and environmental factors. On this thematic area, little
work has been done so far about the current efforts, practices and challenges of multi-village
water supply system at national level. To this end, this research tries to assess and analyze
practices, challenges and prospects of multi-village
rural water supply system. This study is
conducted in Hitosa Multi-village
Rural Water Supply system of Oromia Regional State. It
employed multistage techniques: purposive, stratified and simple random sampling to select the
WS system, the beneficiary kebleles and the HH survey respondents. The system serves 19
rural
kebeles and three towns. All
rural kebeles are involved in the sampling frame. The beneficiary
kebeles are stratified based on agro-ecology, of which, 6 kebeles(32%) were purposively
determined as sample kebeles and proportionally distributed. A total of 222households were
studied. Household survey, Key Informant Interviews, Field Observations, and Focused Group
Discussions are the main research instruments. Mixed types of data collection techniques are
adopted to gather sufficient and relevant information for this study. Descriptive statistics were
employed to generate frequency tables, averages, standard deviations and graphs. The study
revealed that the performance of Hitosa community managed MV RWS system is substantial in
terms of addressing the local acute water shortage. It was found out that the practices of large
scale gravity water supply system have good lessons that could be replicated to other areas
provided that a comprehensive study of the specific local condition is carried out. However,
currently, there is suppressed supply that considerably influences the satisfaction of the
community. This is due to dysfunctional and partial functional of public taps, availability of
water for short period of time and low pressure, lack of quality spare parts and sustainable
supply chain and failure of implementing different manuals and guidelines, weak financial

▼ This study is undertaken to examine the contribution of microenterprises to the sustainable
livelihoods of the households of their operators in Woliso town. The Sustainable Livelihoods
Framework has been employed to understand the dynamics of the livelihoods of the
households. Industry, trade and service are the major sectors in which microenterprises
engaged in the town. The study employed household survey and in-depth case study to elicit
the required data from sample microenterprises selected from each sector. The study has
found out that microenterprise operators combined different livelihood assets/capitals (human,
physical, social, and financial) to pursue different livelihood strategies/activities, in different
contexts, and realized such livelihood outcomes as increased income, reduced vulnerability,
and improved food security. There were organizations and institutions that, in one way or
another, enabled or constrained the livelihood endeavor of the operators. Rising cost of living,
loss of business, declining supply and rising cost of local raw materials, chronic sickness and
death of household heads were found to be the major shocks and stresses the sample
households faced. In order to cope with these shocks/stresses, the households adapted such
mechanisms as renting out rooms, reducing consumption of staple grains with soaring price,
and shifting to less nutritious food items. Microenterprises have contributed to the
sustainability of their livelihood by providing sufficient income that buffers them against
stresses/shocks by themselves, and by supplementing other sources of income.

▼ The biggest problem of Marudi Town, the major town of the districts in Sarawak, Malaysia, is the lack of an access road to connect it to the outside world, especially to the nearest city, Miri City. The Sarawak state government argued that the main reason for not providing an access road between Marudi and Miri was to reduce
rural-urban migration. Since July 2005, a logging access road built by a logging company has made the Marudi Town community accessible to Miri City by land transportation. This thesis examines the social and economic impacts of the logging access road on the Marudi Town community since July 2005. A case study approach has been applied and two models of access road have been examined. The first model argues that
rural access roads stimulate outward migration, while the second model suggests that access roads facilitate
rural economic
development. Data has been collected through questionnaire surveys, face-to-face in depth interviews, field observation and secondary data analysis. The results show that outward migration occurred before the existence of the logging access road, and the justification given by the state government for not providing an access road between Marudi Town and Miri City is questioned by the local people. Various positive impacts have been created since July 2005; namely an increase in weekend residents and visitors, improvement in the mobility of local people, land accessibility which resulting on saving human lives, more job opportunities, increased local business activities and the expanding ownership of private vehicles. However, due to the weight restrictions of vehicles and the bad condition of the logging access road, the potential positive impacts are limited.

▼ The purpose of the study was to investigate how the co-operatives can be used to uplift the standard of living in the rural, with specific reference to Dutywa villages of Ngcingwane, Mangati and Mbewuleni. In other words is ‘how do we make co-operatives work’. The overall purpose of the study was to investigate whether co-operatives have contributed to positive change in the socio-economic conditions in the three villages of Dutywa. The research further analyzes the performance of the co-operatives in terms of their leadership and management structures. The research was also to find out what the challenges are and what are the gaps associated with the performance of the co-operatives. The research was also to look at how the support from different government departments and other government agencies are used to enhance the co-operatives governance. Lastly, the research was to find the best model for co-operative development and what needs to be done to enhance the capacity of the co-operatives. In the study that was carried out, four different approaches were used. The research was based on action research which involved a range of instruments like questionnaires, focus group interviews, conversation and observation. Both comparative and qualitative research frameworks were used for different purposes and at different times. Comparative approach is used when the three co-operatives are compared to each other. Differences on governance and administrative issues on governance such as capital, market and the impact thereafter is reported on. The research assumption was that co-operative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are 6 limitations that are caused by the inability of government to co-ordinate co-operative development. Despite the role that co-operatives play in South Africa, co-operatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the co-operative. In view of the challenges facing the co-operatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, SEDA, Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by co-operatives and to ensure that co-operative development is sustainable. The findings of this study suggest that co-operatives play a vital role in the socio-economic development of the rural villages. ▼ Development aid continues to play an important role in the economies of developing countries. It is an important capital injection for most African states, including Ghana. This study assesses the contribution of the Department for International Development (DFID) to rural development in Ghana. It also, reviews and describes DFID’s development interventions in line with Ghana’s national development blueprint, the Ghana Shared Growth and Development Agenda (GSGDA). Based on interviews and secondary sources, the study concluded that the DFID plays a significant role in rural development, despite funding constraints. Its development interventions are in the area of health, education, poverty reduction, wealth creation and governance, thus complementing Ghana’s effort toward meeting the Millennium Development Goals (MDGs). The study recommends that the Nation Development Planning Commission (NDPC) coordinates all development aid activities in order to target development trapped sectors and to avoid duplications, especially in rural communities. Also, Ghana should reduce its overdependence on development aid and redirect its effort towards domestic capital accumulation for development interventions in rural communities to promote national growth.

▼ As a manifestation of today's unprecedentedly uneven urban agglomeration, shrinkage has become omnipresent in industrialised countries. In spite of geographical focus on urban contexts in shrinkage studies, the primary locations of acute shrinkage are rural areas that are more structurally vulnerable than urban areas. Shrinking rural areas have undergone cultural, economic, environmental and social decline associated with depopulation, and increasing numbers of them are finding their future continuity threatened. In order to explore how modern society can address rural shrinkage, this thesis investigates the dynamic multi-level social responses to rural shrinkage in post-war Japan, where shrinkage is perpetuated and taking place along with nationwide depopulation and ageing. Focusing on the process of social responses, this thesis draws upon panarchy theory from the field of evolutionary resilience as the theoretical framework. Panarchy theory regards resilience as the dynamic ability of self-transformation to adapt to changing circumstances. This thesis consists of three main parts. Firstly, it traces the development trajectory of rural shrinkage in post-war Japan and investigates the policy measures taken to deal with it. It discusses the constant trade-off of resilience between the national level and the rural regions in the counter-shrinkage policies, and their adverse effect that hampered the capability of the rural regions to autonomously promote contextualised development. It also argues the absence of policy innovation rooted in the centralised governance structure and the nostalgia for the growth period among policymaking actors. Subsequently, the thesis looks at the community-level responses to rural shrinkage through multiple case studies. Delineating the development process of the local revitalisation activities in line with the adaptation phases in panarchy theory, it illustrates the changes of the performances of the activities due to the transitions of socio-economic circumstances. It also emphasises the determinative influence of human capital in shaping the trajectories of the activities, and their impacts on the resilience of the communities, by identifying intermediate organisers and social networks as the primary drivers and apathy among community members as the major barrier. Lastly, it considers whether, and in what way, another local development approach can support the Japanese rural communities to better address shrinkage. Adopting a case study methodology, it evaluates the effectiveness of the Cittaslow (slow city) approach in rural Japan, based on the local Cittaslow practice in Italy, Germany and South Korea. It argues the high possibility of Cittaslow being reduced to a mere place-branding tool, and its limitation to address structural issues (such as shortage of local employment and youth outmigration) in Japanese shrinking communities. ▼ O objetivo deste trabalho é estudar a relação de causalidade entre crédito rural e produto agropecuário. Utilizando dados municipais do período 1999-2004, aplicou-se a metodologia de Granger e Huang (1997), que permite identificar o sentido da causalidade entre duas variáveis em um contexto de painel. Contrariamente à grande parte da literatura que estudou as relações de causalidade entre sistema financeiro e crescimento econômico, este trabalho não identificou a causalidade partindo da variável financeira para o produto. Em geral, os resultados apontaram causalidade unidirecional, partindo do Produto Interno Bruto da agropecuária para o crédito rural.
The main goal of this essay is to evaluate the causal relations between rural credit and agricultural output. Using municipal data for the period 1999-2004, we have implemented the Granger and Huang (1997) methodology, which allows us to identify the causality direction between two variables in a data panel context. Differently from a large part of the literature that has studied causal relations between finance and growth, this work did not find causality from the financial variable towards output. Instead, the results draw attention to unidirectional causality from agricultural output to rural credit.

▼ O processo de formação do latifúndio no Rio Grande do Sul está diretamente relacionado aos antecedentes históricos de ocupação e povoamento do espaço gaúcho. Destaca-se que foram através das sesmarias que surgiram os latifúndios, que eram terras distribuídas desigualmente, sempre favorecendo aos poucos detentores de grandes rendas, contribuindo para a concentração da terra. O latifúndio resistiu econômica e politicamente enquanto a pecuária extensiva representava a base da economia do Estado com as charqueadas e, posteriormente, com os frigoríficos. Entretanto, com a decadência desse segmento econômico, em face de conjunturas de preços e comercialização desfavoráveis à pecuária gaúcha, o latifúndio tem sua gradativa decadência econômica, mas não diminui em concentração de terra, no máximo, esse segmento incorpora mais capital a terra através da prática do arrendamento à lavoura empresarial. Desse modo, a presente pesquisa tem como preocupação central analisar o processo de formação e os fatores que permitiram a permanência do latifúndio na Microrregião Geográfica da Campanha Central, que compreende os municípios de Rosário do Sul, Santa Margarida do Sul, Santana do Livramento e São Gabriel, frente à consolidação de novos interesses na economia gaúcha. Especificamente, a pesquisa objetivou: (a) caracterizar o processo de formação do latifúndio no Rio Grande do Sul; (b) verificar o papel do latifúndio frente à consolidação de novas conjunturas econômicas, além de identificar a sua respectiva forma de exploração, nas quatro unidades territoriais que compõem a MRG da Campanha Central e, (c) estabelecer os fatores que permitiram a permanência do latifúndio, na Microrregião Geográfica da Campanha Central, e as perspectivas para este recorte espacial frente aos novos atores econômicos.No que se refere ao cominho investigativo, o trabalho dividiu-se em fases fundamentais para o desenvolvimento da temática. Primeiramente, procurou-se realizar uma ampla revisão bibliográfica, buscando-se subsídios teóricos sobre o problema proposto. Posteriormente, a pesquisa direcionou-se para a coleta de dados em fontes primárias (trabalho de campo) e secundárias através de dados estatísticos (IBGE e FEE). A pesquisa de campo baseou-se em dois instrumentos distintos, direcionados aos representantes dos escritórios da EMATER nos municípios da MRG e, aos secretários municipais da agricultura. A fase final constituiu-se da análise e interpretação dos dados obtidos durante o trabalho de campo, a pesquisa bibliográfica e a pesquisa nos órgãos estatísticos. Como resultados obtidos, observa-se que as transformações socioeconômicas atuais, estão imprimindo novas formas de apropriação econômica dos latifúndios na MRG da Campanha Central. Rural municipalities in Ontario have not seen Open Data develop at the same pace, and it is unclear whether this is due to a lack of interest, insufficient resources, or some other factor. In this research, I analyze of the state of Open Data in
rural Ontario, based on a survey and a series of follow-up interviews with municipal staff. This includes comparisons with
rural development literature and theory, as well as overarching guidance for future data policy in Ontario.

Development (ABCD) approach in Leliefontein. Through the ABCD process, an inventory of the individual capacities of a sample group will be undertaken, as well as an inventory of the significant local associations, organisations and institutions, as well as their capacities. The objective will be to use the asset-mapping process to challenge negative community selfperceptions, enabling them to build new, positive images that empower and release latent potential. The information gathered will also be made available to the individuals, organisations, associations and institutions within the community, along with some ideas on how mutually beneficial partnerships can be developed. The key objective will be to assist the community of Leliefontein, to no longer regard themselves from a deficit mindset, but positively, as a community with tremendous resources, assets and relationships that can be harnessed for 4 community economic
development. Asset-mapping can then be used by local organisations to build new relationships within the community, as well as relationships that harness resources outside of the immediate community.

▼ This dissertation presents results from research on three development economics issues. In Chapter 1, I study the impacts of fuel subsidy reforms on the spatial dispersion of grain prices using a "natural experiment'' from Ethiopia – which removed fuel subsidies in 2008 – and a highly disaggregated monthly grain price data from about 300 locations. I find that the removal of fuel subsidy substantially increased grain price dispersion and remote areas are particularly highly affected. Change in grain price dispersion resulting from high transportation cost is a key channel through which the removal of fuel subsidy could influence welfare. Farm households in remote districts have experienced welfare losses due to dampening of grain prices in their areas.
In Chapter 2, I present evidence from a randomized control trial on the impact of in-service teacher training and books, both as separate educational inputs and as a package. I test whether there is complementarity between these education inputs. The results suggest that the provision of books, in addition to teacher training, raises student achievement substantially. However, teacher training and books weakly improve test scores when provided individually. The evidence suggests that it is pertinent to supplement teacher training schemes with appropriate teaching materials in resource-poor settings.
In Chapter 3, I study the rural non-farm economy (RNFE) in Uganda and Ethiopia to understand the gender gap in access to and return from RNFE using panel household surveys. I find that female-headed households tend to have low access to and return from RNFE.

Rural tourism can not only benefit the local economy,
rural development and environmental improvement, but also concretes
rural dwellersâ identities and senses of belonging. Therefore,
rural tourism is regarded as an important policy for
rural development and local regeneration in Europe, United States, and Japan.
Rural tourism is recently released in many countrified regions in Taiwan by combining community identities and taking advantages of special local resources to attract tourists. Among these cases, some successfully achieved the goal of regenerating local
development, but some failed and resulted in âcreative destructionsâ. The extremely different results are the motivations of this study. This paper explores the essential elements for developing
rural tourism and the purpose of sustainable
development strategies.
This research takes Dashu Township as the case. Through in-deep interviews, observation, and documental analysis, I collected documental information and viewpoints and suggestions of participators that related to
rural tourism. I, according to overall interview results which were assisted with references from documents and correlative information, blueprinted the
rural tourism
development strategy for Dashu Township.
My conclusion of the
development of Dashu Townshipâs
rural tourism strategy is divided into four parts according to governmental mechanism, tourist resources, tourist service, and operation and management.
I. Governmental mechanism: Setting up a favorable
rural tourism environment under governmentâs support and driving can bring about communitiesâ mutual connection and create local consensus to arouse inhabitantsâ identities and participation. The government can also integrate tourist resources with participators.
II. Tourist resources: Tourist resources can be discussed in three dimensions which are conserving natural resources to develop ecotourism, activating art activities to develop cultural tourism, or boosting up industrial resources and passing down industrial culture.
III. Tourist service: Tourist service can be improved by planning sound travel schedule, operating accommodations, promoting local dishes, improving transportation equipment and public facilities, and providing detail information for the travelers.
IV. Operation and management: Developing delicate products with local features and marketing them creatively. Strengthening human resource training and enhancing the ability of maintenance and management.
In accordance with the study discussion and conclusion, the main suggestion for Dashu Town ship to set up
rural tourism policy including the following parts which are formulating the
development plan and putting administration in practice, insisting on local specialties and local-identity, cooperating with cities in order to reach sustainable value, operating in small scale to fulfill each groupâs needs, selecting a particular scenic point and developing profound tourism to form clusters effects in the future , and returning to basic construction to create…

▼ This study explored the ways in which young women perceived themselves in their
rural context, now and in the future. Little attention has been paid to
rural adolescents, especially in relation to life-career
development. The majority of research efforts have ignored the diversity among
rural communities. Additionally, little is known about how the unique qualities of a
rural community affect female adolescent
development and future life choices.
An ethnographic-narrative method was chosen because the approach is sensitive to context, the emic perspective, and the construction of narratives embedded in the lived experience of participants. Eight young women, who were long-term residents, were interviewed using an open-ended, unstructured format. Participants expressed their understanding of their world through the completion of community life-space maps, the construction of possible selves, and by creating a photographic display.
A four-phase narrative analysis involved four readings (Lieblich, Tuval-Mashiach, & Zilber, 1998): snapshots, life-course graphs, emotional charge, and themes and metathemes. Transcripts were summarized into snapshots of participants' social worlds. Life-course graphs uncovered personal construction of life stories. The emotional charge of participants' narratives revealed their response when talking about their futures. Four views toward the future were evident including apprehension, holding pattern, tentative, and anticipation. Their planning process could be described in four ways, no plans, fuzzy plans, tentative plans and concrete plans. Six metathemes emerged across the narratives: connected and disconnected, feeling supported and feeling unsupported, committed and uncommitted, opening and limiting, tangling with lines of tension, and looking within and looking beyond.
Participants expressed a variety of perspectives on their
rural experience. Their life-course
development was complex, interactive, and affected by the environmental context of the
rural community. The paths taken were varied. Their identity
development occurred through relationships and varied across social worlds. Notions of the self as bounded and discrete made way for a view of permeable, connected selves through which experience flowed.
A holistic, life-course perspective of life-career
development widens the focus from the individual to include the social realm. Contexts, values, beliefs, psychosocial factors and other influences and their interrelatedness constitute the system of young
rural women's life-career
development.

▼ Reducing poverty levels and creating an enabling environment for socio-economic development in rural areas has been on the development agenda of successive governments in Zambia. Literature shows that in Zambia, rural areas have for a long time lagged behind in terms of development. Standard of living has considerably remained low for many years in many rural households. As a result, deliberate efforts have been made over the past years by the government to improve households’ standard of living in rural areas through electrification. In the process so many rural District s have been connected to national grid. However, one wonders how electrification of rural areas has affected standard of living. What is not known is whether rural electrification is indeed a panacea to improving standard of living in rural Zambia. Therefore, this study sought to investigate the contribution of households’ electrification to improving standard of living in Senanga District . Specifically, the study sought to examine the effectiveness of the policy implementation framework for electrification of households in Senanga District . The study further sought to investigate the contribution of household electrification to domestic income; to investigate how electrification had impacted livelihoods of households; and to investigate the contribution of electrification to households’ access to social goods in Senanga District .
The research was a descriptive case study and utilised mixed method approach. A total of 106 participants involving electrified households and key informants were utilised. Multistage sampling method which involved the use of cluster, weighted stratified, purposive and convenient sampling methods was used to select electrified households. Key informants were selected purposively. Self-administered semi-structured questionnaires were used for electrified household while interview guides were used to collect primary data from key informants. Quantitative data obtained from questionnaires was analysed using Statistical Package for Social Science (SPPS) and Excel spread sheet. On the other hand, qualitative data from questionnaires and interview guides was analysed using content analysis method. The key findings of the research show that electrification of rural areas via grid extension is not a perfect model to improve standard of living. The findings of the study also show that the various players in the electrification of households are faced with several challenges that deter

their smooth operations hence adversely affecting the electrification rate and households’ access to electricity in rural areas. Some of the challenges been faced include: households’ low incomes, low electricity tariffs, dispersed settlements, inadequate funding and centralization of electrical materials among others. ▼ O reconhecimento dos aspectos socioculturais e ambientais da agricultura a partir da década de 1990 promoveram a ascensão de novos conceitos e a percepção da agricultura para além das suas funções produtivas, despontando no meio rural novas ocupações não agrícolas, como o turismo rural. Deste modo, a crescente busca pela integração entre cidade e campo através de atividades como o agroturismo, da mesma forma que o reconhecimento da necessidade de valorização do modo de vida rural e a importância da conscientização de crianças e jovens sobre as atividades de produção agropecuária, em especial a produção de alimentos, despertaram o aparecimento de uma nova modalidade de turismo rural voltada a prática pedagógica e reconhecida como uma ferramenta potencial para o desenvolvimento local, o Turismo Rural Pedagógico (TRP). Assim, esta dissertação propôs-se a investigar as motivações e os benefícios socioeconômicos do TRP para as famílias e a comunidade ao entorno do projeto Viva Ciranda e roteiro Caminhos Rurais, assim como identificar o perfil dos empreendedores e empreendimento, motivações, benefícios e a interação entre empreendedores e suas comunidades rurais. Para tanto, foram realizadas entrevistas semiestruturadas e abertas com os empreendedores e comunidade local. Já para a identificação das motivações foram utilizadas questões fechadas através da escala de Likert. A análise dos dados qualitativos foi realizada através da categorização das respostas e do software Web-QDA, já os dados quantitativos foram organizados e tabulados no software Excel. Os resultados revelaram que o TRP consolida-se, nas experiências pesquisadas, como uma interessante opção de investimento e de estratégia de desenvolvimento local, atraindo diferentes perfis de empreendedores e de estabelecimentos. Observou-se que, embora represente uma oportunidade de diversificação econômica, as principais motivações para iniciar e permanecer no TRP, bem como os principais benefícios reconhecidos pelos empreendedores, estão vinculados aos aspectos sociais como a valorização do meio rural, a satisfação pessoal e a conexão entre os meios rural e urbano. Além disso, a pesquisa verificou o reconhecimento e a valorização dessa prática pela comunidade ao entorno das propriedades pedagógicas.

▼ A prática do planejamento é fundamental quando se tem pretensão de implantar e implementar o turismo rural. Quando o planejamento é realizado, proporciona efeitos positivos sobre a comunidade envolvida. Quando inexistente, as possibilidades de sucesso são menores. Nesse sentido, este estudo verifica como se estruturou a atividade de turismo rural através do Roteiro Nostra Colônia, Jaguari-RS. O turismo rural no município foi implantado através de uma parceria entre a Prefeitura Municipal e o Serviço Brasileiro de Apoio às Micro e Pequenas Empresas- SEBRAE. Foi investigada, através da pesquisa bibliográfica, a importância, os conceitos, as abordagens e as fases do planejamento. Na pesquisa de campo, realizaram-se entrevistas com os envolvidos no Roteiro para entender como o turismo rural foi implantado, desenvolvido e como se situa nos dias atuais. Os resultados obtidos demonstram que o planejamento foi realizado pelos órgãos competentes, contudo estes desconsideraram fatores importantes para que o roteiro se consolidasse como realização de marketing contínuo, políticas que assegurassem o apoio da atividade independente do partido político atuante e metodologias que diferenciassem a realidade rural da urbana. Considera-se que o turismo rural obteve sua implantação, teve certo desenvolvimento, mas não chegou a se consolidar, imediatamente passando para a fase de estagnação e declínio. Mediante essa situação, considerase que, se fossem firmadas parcerias entre instituições do próprio município para coordenarem a atividade, se houvesse maior sensibilização por parte do poder público em relação ao turismo e se a comunidade como um todo obtivesse maior participação e poder nas decisões, a situação atual do roteiro poderia ser revertida através de planos, programas e projetos que viabilizassem sua revitalização.
The practice of planning is fundamental when the implementation of rural tourism is intended. A properly conducted planning provides insights into positive as well as negative impacts of an action or innovation. In this sense, this study ascertains the different phases of rural tourism activity in the Nostra Colonia Project, in Jaguari, RS. Rural tourism in this county was implemented through a partnership between the municipality and SEBRAE (Brazilian Support Service to Micro and Small Enterprises). Bibliographical research was important to define the concepts, draw the frameworks and establish the phases of planning. In the field work, interviews were conducted with the participants of the project in view of finding out how the project started, its development and the actual situation. The results show that the activity was duly planned but certain steps were not considered such as the marketing process, political factor and the peculiar features of rural environment which is completely different of the urban reality. ▼ This research discusses about a descriptive-analytical study of two expressions on poverty: the out and in. The out expression represents the set of views seen by people who looks to poverty from outside, it means, they dont belong to that reality. The in expression represents the sum of perceptions of those who are took as poor, living poverty reality. The purpose of this research is to contribute to the understanding of the mentality of the rural poor. At same time seeks to enhancing their perceptions about poverty and yearning for a developed society. The study is based on the notions that cover critical issues of poverty and development. It emphasizes the rural context which is traditionally appointed as the major focus of poverty. The methodology was based on qualitative research, using techniques such as field observation, semi-structured interviews and discourse analysis. As a result, this study identified that outsiders thinks poverty as the lack of material goods and it is not related only to insufficient income. While the insiders thinks poverty as lack of ability to get a job, but do not believe that poverty is present in their environment. Among the findings of this study is reported that the meaning of poverty in the countryside has changed since when issues of agrarian history began to take other directions with greater freedom and rural workers organization. Poverty no longer expresses the real needs of people. Rural communities development has been conceived in fulfill of people s needs. These needs are satisfied in human relations preserved within their spaces, on attitudes of solidarity, cooperation and reciprocity. The in perceptions have not felt in the expression of poverty from the out perceptions and, therefore, the term did not acquire the exact meaning associated with the real word. In other words, the study didnt find a concept in itself of poverty that could be applied to the reality that was studied. This implies the necessity of rethink the uses of the poverty term. Not only emerge a new opportunity to enhance the understanding of poverty in the view of poor people, but also work as a tool to update the ideas that match this mentality.
Esta dissertação aborda um estudo descritivo-analítico entre duas expressões sobre a pobreza: a out e a in. A primeira out é o conjunto das concepções visto por pessoas que vêem a pobreza de fora, não pertencendo a essa realidade; e a segunda expressão in se constitui na soma das percepções daqueles que são considerados os pobres. ▼ Since the end of World War II until the 1980s,
rural areas of industrialized countries evolved in accordance with the idea of modernization, which on the basis of centralized and sectoral policies led to the consolidation of productivist agriculture. As a result of its social, environmental and cultural impacts, a new approach for
rural development emerged during the seventies and eighties. This relied on a greater emphasis on local resources and the leadership of civil society. In recent decades, the adoption of this approach from the institutional sphere, as well as the proliferation of local initiatives, has meant its consolidation as a new paradigm of
rural development. Through a review and a critical analysis of the most relevant academic literature, this thesis shows which is the state of the question on this new paradigm, at the same time that identifies the main theoretical gaps that explain why
rural development is still an ambiguous and complex object of study. Then, I analyze three processes of
rural development that have recently taken place in Catalonia and have presented different levels of success: the Priorat region, the Lluçanès region and the Conca de Tremp region. Using the model of the ‘
rural web’ (van der Ploeg and Marsden 2008) as a framework, all case studies are analyzed based on questionnaires and focus groups with local stakeholders. The comparative analysis enables me to identify the key factors for a successful process of
rural development. Moreover, it allows me to verify the validity of the ‘
rural web’ and to draw up a proposal of reformulation of this model. Overall, this thesis represents a double contribution: on the one hand, it moves towards a better understanding of
rural development; on the other hand, it provides new criteria for planning and implementing
rural development initiatives with higher guarantees of success.

▼ This dissertation is the result of research undertaken in Ikumbi IRDP project area of Isoka district from September, 1982 to February 1983. Tne study sought to analyse Zambia's rural development policy in general and to evaluate and analyse the results of this, especially in terms of the spatial diffusion of innovations in the Swedish International Development Agency (SIDA) supported Integrated Rural Development Programme (IRDP) in Ikumbi project area in particular.
Zambia like many developing countries is striving to narrow the gaps that exist between the urban and rural areas and between the people living in these areas. This is so because it has been realised that the majority of the people live in rural areas and a majority of them live in poverty. Several policies have been adopted in these attempts to improve conditions in the rural areas and to stimulate rural development. Increasingly, attention is focussing upon an integrated approach such as that pursued in the Ikumbi IRDP.
In this study the success of the IRDP was evaluated in terms of the rate of adoption of agricultural innovation. The researcher also attempted an overall evaluation of SIDA-IRDP strategy which is based on the growth pole theory with emphasis on what economists term as spread effects which in geography can be seen as the diffusion of an innovation in space. In particular the study sought to identify the spatial variations through time in the participation of people in marketed agricultural production with coffee and wheat as the principal indicators. The identification took the form of adoption by households of innovation practices of growing the said crops. This study also attempted an identification of the facilitating and constraining factors in the diffusion process. These could be the socio-economic characteristics of the people, the physical features of localities or the infrastructure of the area.
It was found that there was an inverse relationship between distance from Old Fife which is the innovation centre and the rate of adoption for both coffee and wheat. This is probably because households close to the innovation centre are more likely to get information from agricultural and other institutional agents based there than if they were far away from the centre. It was also seen that there was some correlation between the time period since the crop was introduced or supported and the number of households adopting the crop. To begin with more people were adopting the innovations with time, but in recent years, deviations from this trend have been growing. The upward trend was a result of the incentives like subsidies on major inputs like fertilizers and seedlings/seeds which were met by SIDA-IRDP. When the subsidies were withdrawn, the down ward trend was the result. ▼ This study was an assessment of the participatory approaches used in the Participatory Village Development in Isolated Areas (PAVIDIA) project in Chongwe District. The study sought to assess the quality of the participatory approaches used by Japanese International Cooperation Agency in their PAVIDIA project in Chongwe District.
The main objective was to measure the extent to which the approaches used by PAVIDIA were participatory. The specific objectives were: To assess the methods used by PAVIDIA; to find out how participatory the methods used by PAVIDIA were; to assess the approaches used by PAVIDIA; to determine the level of participation in the selection for project participants; to determine the retention of knowledge and skills acquired. The research design used by the study was a descriptive survey that combined the use of quantitative and qualitative processes in collecting data and describing the participatory approaches of PAVIDIA. Data was collected using interviews, observation and group interviews. The data were collected from two categories of people: the project participants and the facilitators. The sample population of the study was 195 project recipients and five extension workers and facilitators.
The study revealed that participation is not easy to measure because it has different meanings and scales of measurement. The level of participation could be interpreted as both high and low depending on the measurement instrument used. When participation was measured in terms of retention of acquired knowledge and skills an indicator of a community that has undergone participation the level was quite high. The level of retention of skills and knowledge was high especially among those participants who were involved in running the project. The study also revealed that those involved in the project remembered almost everything they learnt. It further established that the PAVIDIA approach involved many approaches brought together to form one. A combination of participatory training tools was drawn from participatory rural appraisal, META plan and participatory extension approach. Lastly the study revealed that participation in PAVIDIA is at two levels: programme level on the one hand and process level on the other. At programme level participation is in the form of instructions, the approaches by the program providers and facilitators working together. At process level participation involves the facilitators and project participants, here participatory methods are used.
Arising from the difficulty of assessing the quality of participation, this study concludes that it is possible to have a frame of reference and guidelines for those involved in community development. Secondly is it is also necessary to have multi-stakeholders engagement in the research process in order to link it more closely with the overall process of development

Enterprises (TVEs) and Philippinesâ Small and Medium Enterprises (SMEs). TVEs and
SMEs are considered âeconomic equityâ programs of the two countries that serve both as
a fiscalizer of the adverse effects of rapid urbanization and as poverty alleviation industry,
more specifically in the
rural areas. Both economic equities play an important role in
Gross Domestic Product (GDP) contribution and employment rate. Although the two
countries differ in some aspects, the author compared two regions from each country,
namely Guangxi Zhuang Autonomous Region in China and SOCSKSARGEN Region in
the Philippines, to situate the shared commonalities and differences that may affect their
economic performance. From the data gathered, the research proceeded to evaluate the
reasons for the slow growth of SMEs in the Philippines as compared with the TVEs in
Mainland China. The
rural industrialization was viewed from the perspective of three
important factors: societal, economic, and government policy support. After examining
these three factors, Chinaâs TVEs proved to be successful because all the three factors
have been favorable to them. On the Philippinesâ side, despite all the government
support and economic opportunities attendant to it such as its richness in natural
resources and good trade access to major foreign markets, there seemed to be sluggish
economic growth brought about by societal factors like massive poverty in the
rural areas,
lack of skills and entrepreneurial capabilities, and other factors such as the prevalence of
armed conflicts between the government and the various threat groups in some regions.
Furthermore, this paper has driven home the point as exhaustively shown in the
discussions in Chapter 4 that - âthe more successful Chinaâs TVEs and Philippinesâ
SMEs are, the better for the
rural development of the countryâ. China has proven this
after the 1978 reforms when in 1990 TVEs dramatically rose 13 times more from its 1979
level - that is from 1.4 million to 18.5million. This included other factors of growth like
output value, employment and taxes remitted. While the features of the 1978 reforms -
open door policy, decollectivization and decentralization, among others, were macro
policies which fertiled the soil for
rural industrialization in China, its TVEs growth was
in a SULNAM (Spontaneous, Unorganized, Leaderless, Non-ideological, Apolitical
Movement) phenomenon. Thus, it was more of societal and economic factors with the
local government providing the policy support. Undeniably, it is one of the strong pillars
of Chinaâs economic growth and social-equity considering that 800 million of the 1.3
billion population of China is in the countryside.
