▼ It is theorized that changing a rater’s perspective should improve rater congruence. Specifically, when employees assess their own performance from their supervisor’s perspective (supervisor-perspective ratings), self-rated performance becomes less biased, resulting in improved correspondence between “self-” and supervisor ratings. Despite the growing popularity of using supervisor-perspective ratings in the literature, unanswered questions remain. First, little research has explicitly examined how self-ratings change as a function of different perspectives. Thus, it is unclear how adopting a supervisor’s perspective actually alters self-ratings (mean shift of self-ratings). Second, despite the presence of two congruence indices (mean differences and correlations), prior research has focused on either mean differences or correlations, not both. Therefore, it is not clear whether instructing employees to adopt their supervisor’s perspective is a viable way to increase both types of correspondence. Third, it is unclear if using a supervisor-perspective ratings alters and further influences ratings of all types of job-related behaviors (task performance, organizational citizenship behavior, and counterproductive work behavior). Last, little is known about whether and how adopting a supervisor’s perspective influences rater congruence in an Eastern culture.
The objective of this dissertation was to enhance our understanding of how adopting the supervisor’s perspective influences the congruence between self- and supervisor ratings. Specifically, three studies were conducted. The purpose of Study 1 (180 employees from M-Turk) was to examine how adopting a supervisor’s perspective changes self-ratings of work performance dimensions in the U.S. The purpose of Study 2 (143 Korean employee-supervisor dyads) was to explore the extent to which the presumed findings from the U.S. occur with a matched sample of Korean employees and their supervisors. The purpose of Study 3 was to meta-analytically investigate 1) the mean shift due to adopting a supervisor’s perspective, 2) the magnitude of congruence (r and d) between self and supervisor ratings, and 3) whether culture and work performance dimension moderate the mean shift and congruence. By synthesizing the findings from all three studies, this dissertation provides a quantitative summary of the magnitude and boundary conditions surrounding the supervisor-perspective effect, advancing research on self-supervisor
rating congruence.

▼ Structural Health Monitoring (SHM) is the process of
collecting long-term measurements to understand the static and
dynamic behavior of a structure long after its construction. SHM
can be static based or dynamic vibration based. Static Based SHM is
based on the premise that damage will alter the static properties
of structures like displacements and rotations. Dynamic vibration
based SHM is based on the assumption that damage will alter the
dynamic properties of the structure like the structural response,
frequencies, mode shapes, damping or modal strain energy change. To
observe these phenomena, sensors are placed in various critical
locations of the structures. Prediction of these responses is
directly correlated to the reliability and effectiveness of the
selected network of sensors. This research is focused in Static
Based SHM test and concentrates on the methodology for determining
and validating the critical locations of the Ironton-Russell
Bridge, a cable-stayed bridge in Ironton, OH and Russell, KY.
Finite Element modeling method by SAP2000 and MIDAS was implemented
to determine load responses used in the design and construction of
the bridge while member capacities were calculated using RESPONSE
2000.Upon knowing the capacity of the section and load responses,
the
rating factors for towers, edge girders, and piers were
calculated. As the
rating factor is the ratio of capacity to
demand, it is used to determine the critical locations in the
bridge elements where the data acquisition for the sensor should be
placed. Ian R McElhone did this study in 2011 [1], and from his
research, the sensors are placed in those critical locations of
superstructure, towers, and piers. This research uses those
networks of sensors and using finite element models to locate the
position of the truck which will induce the most significant
positive and negative moment responses. The initial design drawing
and the as-built structures are not always matching, and this can
cause changes in the
rating factors of bridge elements. Due to this
difference in the initial design and as-built structure, this
research was conducted to understand the effects of this change in
load ratings further. Also, from the URS-AECOM, the model of the
bridges gets updated in a regular interval of time. This change in
the modeling of the bridge changes the stresses and internal forces
in the bridge element. After each update of the model, the new
rating factor is required to be calculated and compared from the
previous one. This thesis’s first major part is to calculate and
compare this change. After adjusting as-built
rating factors, a
truckload test will be conducted to determine the experimental
rating factor. This test helps to validate the simulation and
adjust the
rating factor that is calculated with the simulated data
and model in the lab. Superstructure section has the least
rating
factor compared to towers and piers. Thus, static and moving

Although education remains a key for preparing South Africa to be part of the competitive global world, school managers continue to threaten educator appraisal that is undoubtedly an important aspect towards the realization of schools' effectiveness and efficiency. The researcher investigated how management styles impact on the developmental appraisal system in schools. The study was conducted in four selected schools in the Johannesburg North district in Gauteng and the study was conducted through the use of ethnographic interviews and observations. While the Department of Education and the unions advocated an appraisal system that aims at improving teaching and learning experience through educator development, research findings suggest that schools are complex organizations, some management styles contribute to the dismal failure of the appraisal system and the appraisal system will in practice waste educators' valuable time for teaching.

▼ O rating soberano é cada vez mais uma ferramenta de análise importante, não só para
os Estados mas também para as empresas que, através dos ratings, passam a ter uma
ideia mais realista da saúde económica das entidades e da segurança associada a
qualquer investimento. As agências de rating Moody’s, Fitch e S&P continuam a ser
as principais no que à avaliação do risco soberano diz respeito, no entanto, são cada
vez mais alvo de críticas por parte de especialistas, por causa das insuficiências e falta
de clareza dos métodos que utilizam. Não obstante, continuam a merecer a
credibilidade dos Estados, empresas e instituições internacionais, como o Fundo
Monetário Internacional e o Banco Mundial. Depois da conquista da independência
em 1975, Angola viu-se envolvida num conflito armado que apesar das
intermitências, só terminou em 2002. Motivo este, que associado a muitos outros, fez
com que a primeira avaliação de risco soberano de Angola tenha surgido apenas em
2010, feita pela Moody’s e sob exigência do FMI. As mais recentes notas de
avaliação de risco soberano de Angola foram revistas em baixa, no contexto da queda
abrupta e contínua do preço do petróleo, que deixa o país numa situação económica
delicada e merecedora de redobrada atenção. Nesta dissertação composta por cinco
capítulos, distribuídos em três partes, objetivo é o de perceber a evolução e as
determinantes do rating soberano de Angola desde o início da avaliação até aos dias
de hoje, além do enquadramento do tema e da revisão da literatura, realizamos uma
análise empírica a fim de perceber quais as variáveis mais importantes para as
alterações na classificação de rating. Deste exercício percebemos que as variáveis
Preço do petróleo e PIB per capita são as mais significativas para a determinação do
rating, apresentando o sinal esperado. Concluímos o nosso trabalho apresentando
algumas das suas limitações e esperando que o mesmo contribua para um maior
conhecimento do tema e da realidade angolana.
The sovereign rating is increasingly important analysis tools not only for States but
also for companies through ratings now have a more realistic idea of the economic
health of the entities and the security associated with any investment. The rating
agencies Moody's, Fitch and S&P continue to be the main in the assessment of
sovereign risk. However, they are increasingly criticized by experts because of the
shortcomings and lack of clarity of their methods. Nevertheless, they continue to
merit the credibility of states, companies and international institutions like the
International Monetary Fund and the World Bank. After gaining independence in
1975, Angola found itself involved in an armed conflict that despite flashes, only
ended in 2002. Reason for this, which associated with many others, made the first
evaluation of sovereign risk has arisen only in Angola 2010 made by Moody's and

Within the framework of a cognitive objective is a complex analysis in the field of financial credibility of enterprises and artificial intelligence, as this
subject is currently perceived first of all in the Czech, but also in foreign literature. Within the framework of this objective a convenient instrument in the field of an evaluation of financial performance of enterprises was chosen. For an applied evaluation of financial credibility, a convenient instrument oriented at assessment of risk spread for a calculation of equity capital costs was chosen. An inventive objective is a proposition of a
rating model, application of chosen artificial intelligence apparatus for assessment of risk spread for the calculation of equity capital costs on the basis of proposed

The motivation for this research-project is to find criteria to identify a good teacher. The education-profession can not afford to train teachers if they are not completely dedicated. Such criteria can also be used for the appointment and/or promotion of efficient teachers. Therefore the purpose of this research is to find a set of criteria founded on theory and an empirical study which may be used to identify an efficient teacher. The focus must be on those factors which make a teacher efficient and effective. In this research a questionnaire was used, using post-graduate education students at the Randse Afrikaanse University. No differences in emphasis were found between the different groups, therefore the findings of the group as a whole were accepted. Emphasis was placed on the following: a teacher must have respect for pupils' uniqueness and that children must also be accepted as valuable. Such teachers must have a love for children; and have a positive attitude towards and respect for the teaching-profession. Educational implications of this study is founded in the fact that a good teacher is a teacher that is n master in his subject and thoroughly prepare his lecturers and also prepare the children for adulthood.

benefits going to be reaped with regard to enhanced credit information system by using local

África" pretende-se analisar comparativamente o impacto que as avaliações das agências de rating exercem sobre a posição competitiva da economia dos países emergentes nos diferentes continentes.
O estudo foi elaborado através da análise das causas e consequências da entrada das agências de rating no Brasil, seguida de uma projecção de como isso aconteceria em Angola.
O mercado de capitais das grandes economias mundiais já incorporou o conceito de rating, ou seja, a classificação de risco de crédito, utilizada amplamente nos Estados Unidos há muitos anos. A existência de agências de rating capazes de fornecer classificações de risco de crédito totalmente independentes é uma das condições imprescindível para o desenvolvimento de qualquer mercado de dívida.
As agências de rating são actualmente, sem qualquer dúvida, um dos principais players no mercado financeiro. As avaliações feitas por estas empresas, permitem aos
investidores ter uma melhor noção sobre o risco inerente a qualquer investimento que possam avaliar.
É importante que todos os intervenientes no mercado de capitais e no mercado financeiro africano, entendem a importância de uma análise prévia, e feita de um modo
correcto e isento, factor muito importante para evitar futuras crises.
Assim sendo, para a análise desenvolvida, concluiu-se que há necessidade das agências de rating classificarem o risco de crédito dos estados e instituições, tanto
pelos métodos qualitativos e quantitativos por elas utilizados, fornecendo ao investidor uma opinião sobre o risco relativo de default, minimizando ou até eliminando a informação assimétrica, viabilizando uma tomada de decisão de investimento fundamentada.
O estudo demonstrou ser significativo para a análise do mercado de capitais variáveis de crédito, a evolução do produto interno bruto, da inflação, como também da taxa de investimento de um país.
With this theme: ‘The Impact of the entrance of Rating Agencies in emerging countries:
Comparison between Brasil and Angola. The viability of the creation of a rating agency
in Africa’, we intend to analyze the impact of the evaluation made by rating agencies
over the competitive position of the emerging countries economy in different continents.
The study was developed through analysis on causes and consequences of the
entrance of rating agencies in Brasil, followed by a projection of how it will work in
Angola.

▼ The research explored the correlates of perceived management performance
(PMP) within the South African Police Service (SAPS) at six of the high-crime
police stations in the Gauteng Province.
A quantitative research methodology was used and involved the use of structured
questionnaires to obtain data. Respondents sampled within the SAPS, had to
complete these questionnaires which measured their perceptions on
empowerment, commitment, trust, goal clarity, job satisfaction, organizational
culture, and organizational structure towards their managers.
The key finding emanating from this study is that perceived manager's
performance (PMP) is positively related to trust, job satisfaction, empowerment,
and organisational commitment. Improving these correlates can be expected to
enhance perceived managers' performance.

▼ The aim of this study is to explore the challenges in the implementation of a
performance management system in the Ministry of Trade and Industry (MTI),
Botswana, achievements, as well as the limitations thereof.
The researcher employed a mixed method approach whereby both the qualitative and
quantitative designs were used. The quantitative approach using a schedule of predetermined
questions utilized focus group discussions with the senior management
teams while the quantitative data was collected by the use of a questionnaire with both
closed and open-ended questions. The sampling frame was the employees of the MTI.
Both stratified random sampling and proportional sampling were used to ensure
homogeneity and fair population representation. The Statistical Package for Social
Sciences (SPSS) was used for analyzing quantitative data while the qualitative data
was grouped into themes which were then embedded in the quantitative data for
analysis.
The findings of the study revealed that the MTI does implement the performance
management system although there are some challenges such as flawed measures,
brain drain and limited resources to mention a few. The study concludes with the
propositions that the outcome is not clearly defined and that PMS is not customer
focused and therefore needs to be tested.

▼ Durante as últimas décadas observou-se o crescimento da importância das avaliações fornecidas pelas agências de rating, sendo este um fator decisivo na tomada de decisão dos investidores. Também os emitentes de dívida são largamente afetados pelas alterações das classificações atribuídas por estas agências.
Esta investigação pretende, por um lado, compreender se estas agências têm poder para conseguirem influenciar a evolução da dívida pública e qual o seu papel no mercado financeiro. Por outro, pretende compreender quais os fatores determinantes da dívida pública portuguesa, bem como a realização de uma análise por percentis com o objetivo de lhe atribuir um rating.
Para a análise dos fatores que poderão influenciar a dívida pública, a metodologia utilizada é uma regressão linear múltipla estimada através do Método dos Mínimos Quadrados (Ordinary Least Squares – OLS), em que num cenário inicial era composta por onze variáveis independentes, sendo a dívida pública a variável dependente, para um período compreendido entre 1996 e 2013. Foram realizados vários testes ao modelo inicial, com o objetivo de encontrar um modelo que fosse o mais explicativo possível.
Conseguimos ainda identificar uma relação inversa entre o rating atribuído por estas agências e a evolução da dívida pública, no sentido em que para períodos em que o rating desce, o crescimento da dívida é mais acentuado. Não nos foi, no entanto, possível atribuir um rating à dívida pública através de uma análise de percentis.
During the last decades there has been noted the growing importance of the assessments provided by the credit rating agencies, becoming a decisive factor on investors’ decision-making. Also, the debt issuers are largely affected by the changes given by these agencies.
This research seeks, on one hand, to understand if these agencies have the power to influence the evolution of public debt, and its importance in the financial market. On the other hand it intends to understand which are the Portuguese public debt determinants, as well as making an analysis by percentiles in order to assign a rating.
For the analysis of the determinants that may influence public debt, the methodology used is a multiple linear regression estimated by the method of Ordinary Least Squares (OLS), that in an initial model it had eleven independent variables, and public debt as the dependent variable, for a period between 1996 and 2013. Several tests were made to the initial model, with the goal of achieving a model the most explanatory as possible.
We were able to identify an inverse relation between the rating assigned by these agencies and the evolution of Portuguese public debt, meaning that for periods where the rating falls, the debt growth is stronger. It wasn’t possible to assign a rating to public debt by the percentiles’ analysis.

Durante a década de 1930 as agências de notação de risco, também conhecidas como agências de rating, passaram a assumir um papel fundamental na supervisão regulamentar do risco de crédito. Na origem desta mudança, considera-se que reside o choque económico provocado pela Grande Depressão.
Devido ao crescimento da importância da atividade creditícia no mercado, o risco associado às operações financeiras passou a merecer um maior interesse. Consequentemente, as agências que ditam as notações de risco, passaram a ter uma maior procura.
Para grande parte das instituições financeiras, a relação entre o risco de crédito, as garantias e o custo de capital são parte fundamental na elaboração da sua política de afetação de recursos e proteção de perdas. A crescente regulação financeira exigida pelas entidades competentes, condiciona cada vez mais a quantidade e a qualidade do risco de crédito presente nos balanços das instituições financeiras. Através do cálculo de rácios apropriados sugeridos pelas mesmas entidades reguladoras, é estipulado, para cada operação de crédito, uma parte do capital da instituição financeira para cobrir eventuais perdas decorrentes dessa operação.
Na primeira parte deste trabalho, e subdividida em quatro capítulos, é feita uma breve revisão bibliográfica acerca desta problemática. Assim, o primeiro capítulo é dedicado ao rating como análise de risco, abordando a sua definição, aplicação e técnicas. O capítulo seguinte é dedicado à caracterização das principais empresas que atualmente têm competências reconhecidas para emitirem notações de risco com fiabilidade, e à explicação de todo o processo de regulamentação que tem vindo a ser desenvolvido pelas entidades competentes. O capítulo seguinte é dedicado à abordagem da atual crise económica, e, à forma de como estas notações se tornaram numa base fundamental na atribuição de crédito. Por último, o quarto capítulo faz uma breve referência ao Comité de Basileia, e aos Acordos por este elaborados, analisando todos os aspetos que passaram a limitar as instituições financeiras relativamente ao risco.
Na segunda parte da presente investigação, e relativa ao quinto capítulo, é realizada uma abordagem empírica ao tema, nomeadamente na caracterização do setor bancário português, passando pela abordagem às instituições bancárias sobre a definição de rating, e, por fim, na análise do CreditMetrics Risk.

One of the current challenges the electricity grid has is to actively connect future generation to its network without the need to fully reinforce it. This dissertation will study the use of dynamic ratings on overhead lines to increase its capacity and thus defer major investment on infrastructure reinforcement.
The amount of current an overhead line can withstand in a given time is defined by the distance towards the ground, which is proportional to the conductor´s temperature, which is given by a static rating stated in the P27 standard – “Current Rating Guide for High Voltage Overhead Lines Operating in the UK Distribution System”. This rating changes from season to season and depends on specific values for ambient temperature, wind speed, wind direction and the probability that in a year the conductor exceeds its design temperature. This standard is seen as being very restrictive and a limiting factor on overhead line capacity for both future generation connections and demand.
Wind speed and direction are extremely important on the cooling of overhead lines and in times of strong winds the conductor cools down, allowing extra amount of current to flow through it. By using real time weather data, it´s possible to obtain the maximum current that can flow in an overhead line for a specific operating temperature and assess the amount of headroom possible given by the difference between the static ratings and the new dynamic ratings is assessed.
A view on the extra amount of energy produced, as well as CO2 emission savings and profit will also be presented, giving a practical result by applying dynamic ratings.

To determine which level of liability the agencies actually face, given the current European regulatory regime, and whether this level could be justified looking at the trade-off between free market dynamics and little regulation of
rating services, on one hand, and investor protection, on the other hand, the thesis analyzes two main problems:
rating agencies' prospectus liability and the applicability of art. 2055 of the Italian Civil Code. In fact, the extent of liability highly depends on whether the agencies are jointly and severally liable for the misconduct of the issuer, its management, its auditors and other operators of the market.

▼ This study was aimed at evaluating the Performance Management Package (PMP) in the Zambia civil service. More specifically, it examined the key elements of the PMP and its implementation and attempted to determine the extent to which work plans and targets have been established and were adhered to in the Zambian civil service. The linkages between performance appraisal and the application of rewards, sanctions, training and skills development were also explored.
In order to do so, a stratified random sample of 236 civil servants drawn from three ministries (i.e. Agriculture and Co-operatives, Local Government and Housing and Finance and National Development) and two government institutions (i.e. Cabinet Office and the Public Service Management Division) were interviewed using a semi-structured questionnaire. In addition"to this were two members of the Performance Improvement Team (PIT) at the Ministry of Local Government and Housing (where the team was found to be in existence). For these two PIT members at the Ministry of Local Government and Housing an unstructured questionnaire was administered so as to get more qualitative data.
The results presented in this study show that although the PMP launch, briefing meetings and installation workshops had been carried out in the sampled organisations, no further work had been done to ensure that every employee had a work plan to follow and targets to achieve against which their performance could be evaluated. This was mainly due to inadequate financial and physical resources, on the one hand, and lack of visionary and committed leadership to continue with the PMP implementation, on the other. In addition, the government has never conducted a review of the PMP implementation in the ministries and institutions.
Similarly, although 78 percent of the respondents had work plans created for their jobs only slightly over half of them (i.e. 55.5 percent) claimed that their work plans were completely followed or adhered to. The main reasons cited for the failure to adhere to work plans were poor funding, increased workloads due to manpower shortages and the absence of strict follow-ups by managers to ensure that work plans were being followed. As regards performance appraisal, slightly over half of the respondents (i.e. 53.8 percent) had the view that the

PMP had introduced or helped put in place a more objective annual performance appraisal system (APAS). Furthermore, the study also found weak linkages between APAS and the application of rewards, sanctions, and training and skills development in the civil service today. As a result of this, the majority of the civil servants interviewed (i.e. 58.5 percent) argued that the administration of the performance appraisal system in the civil service today was just a matter of routine and served very little purpose. The study noted the absence of any reward or incentive schemes and sanctioning mechanisms in the organisations visited that are required to effectively manage performance.

▼ The purpose of the study was to compare the performance between urban and rural Grade 9 school pupils in the Junior Secondary School Leaving Examinations in basic schools in Senanga District.Two objectives guided the study namely, to establish if there was any difference in performance between urban and rural Grade 9 pupils in basic schools in Senanga District and to find out the factors that affected the performance of the Grade 9 pupils in rural and urban basic schools in Senanga District.The sample comprised 140 respondents from urban and rural basic schools, consisting of 100 Grade 9 school pupils, 50 from the urban and 50 rural basic schools, 20 Grade 9 class teachers,10 from the urban and 10 from the rural basic schools, 10 head-teachers, 5 from the urban and 5 from the rural basic schools and 10 PTA chairpersons, 5 from the urban and 5 from the rural basic schools from Senanga District. The study employed mostly the quantitative and, to a lesser extent, the qualitative research designs. The research instruments used were questionnaires, the semi-structured interview and the document analysis. The questionnaires were used to collect data from the pupils, head teachers and the class teachers, while semi-structured interviews were used to collect data from the PTA chairpersons
Quantitative data were analysed using the Statistical Package for Social Sciences (SPSS) which was used to generate tables of frequencies, percentages and graphs.
The findings revealed that the performance of urban and rural Grade 9 school pupils in Junior Secondary School Leaving Examinations was generally poor with no significance difference between the urban and rural Grade 9 school pupils. The poor performance of the Grade 9 pupils was attributed to factors such as lack of qualified teachers, shortage of Grade 9 school teachers, long distance to and from school, lack of homework, insufficient learning materials and lack of library facilities. The study recommended that the Ministry of Education should provide adequate learning and teaching aids for both teachers and pupils in order to reduce the book pupil ratio from 1:4 to 1:1.It further recommended that more qualified teachers be employed to places where their services were required. Furthermore, the government should support teachers to go for further studies to various universities and colleges. The Ministry of Education should improve the conditions of service for teachers in order to motivate them to work efficiently. Finally, the government should provide library facilities at every institution of learning.

▼ Abstract provided by author; Performance appraisal is a practice that is used to get enhanced results from the organisation, from teams and from individuals. The objectives underlying performance appraisal entail to review past performance of employees for a period under review, agree on future objectives, as well as identifying their training and developmental needs; This study examines how a performance appraisal system is implemented in the NDF. It also seeks to identify the reasons the why the system did not meet its objectives. Data were collected by means of interviews and questionnaires directed to a selection of officers, non-commissioned officers and privates in Grootfontein Garrison; The Namibia Defence Force (NDF) is charged with the task to defend the territory and the national interests. This demanding task require robust performance by all members, hence the need to maintain well trained and highly motivated soldiers. Low morale, poor supervision and unclear procedures on promotions undermine the efforts towards a highly motivated army. Although there is a performance appraisal system in place the desired results are not coming forth; The study presents a discussion on the implementation process and, the effectiveness of the existing mechanisms of performance appraisal in the NDF. It discovered a problematic implementation of the process, often hampered by non-adherence to policy guidelines and a lack of accountability in the process. Finally, the study makes conclusions and recommendations in view of improving the situation.

▼ In this thesis, a method for automatically
rating the difficulty of puzzle game levels is introduced. Our method takes multiple aspects of the levels of these games, such as level size, and combines these into a difficulty equation. The method can simply be adapted to most puzzle games. We test this method on three different puzzle games: Flow, Lazors and Move.
We conducted a user study to find out how people rate the difficulty of a set of levels. We then use this data to train the difficulty equation to match the user-provided ratings. Our experiments show that the difficulty equation is capable of
rating levels with an average error of approximately one point in Lazors and Move, and less than half a point in Flow.

prevenção do risco operacional, existente nas Instituições Bancárias, as mesmas estão
classificadas por um

Neste contexto, os indicadores de falhas operacionais, utilizados no cálculo do
rating,
refletem o nível de exposição a riscos operacionais nos processos realizados pela
agência, sendo a função de Assistente de Gerência responsável pelo melhor ou pior
rating que a agência bancária possa vir a ser classificada.
O risco operacional tem cada vez mais relevância no contexto da Banca de retalho. A
pertinência da sua identificação deve ser entendida como uma oportunidade para
crescimento e diferenciação de uma Instituição Financeira (IF) face à sua concorrência,
enquanto a sua avaliação e correta monitorização é uma das condições necessárias ao
sucesso do negócio bancário. A função de Assistente de Gerência, cargo que ocupo na
IF onde trabalho, assume desta forma primordial relevo por se tratar da função
responsável pelo correto funcionamento da agência do ponto de vista operacional.
Neste contexto, o presente relatório de atividade profissional irá destacar o papel do
Assistente de Gerência, cargo profissional desempenhado pelo autor, para o eficaz
desempenho da função de controlo interno na mitigação do risco operacional associado

▼ Background/Introduction: The development of information science with the discovery of techniques and tools at the machine language level has contributed to the further development of many other disciplines such as Medicine, Biology, Biometrics, Statistics etc. (Sim et al., 2012; Wong, 2016). In several cases, the parallel development of two distinct branches has led to the creation of new scientific areas. For example, the application of Informatics and Statistics to Bio-Medical Sciences has led to the distinct but inextricably linked disciplines of Bioinformatics and Biostatistics (Moody, 2004; Indrayan, 2012). Bio-Statistics and Bio-Informatics are relatively recent scientific fields, however, they are rapidly growing in recent years. Biomedical sciences use mathematical scales to measure accurately and reliably a clinical or behavioral characteristic of a person (McDowell, 2006). Composite scales are used in a variety of scientific areas, such as biometrics, psychometry and medicine, and are designed to measure various clinical features, which are difficult to measure quantitatively (Kant, 1996; Streiner & Norman, 2008). Scales are quantitative, continuous or discrete, random variables that follow a known or unknown distribution, intending to evaluate biochemical (eg, Serum Serum Level, Cholesterol Level, etc ), Clinical (eg Sense of Pain, Depression, etc.) or behavioral characteristics (eg General Dietary Standard, Degree of Adoption of Mediterranean Diet, etc.) of individuals of a population (Beck, 1961; Huskisson 2012). Scales are derived from the simple (unweighted) or weighted algebraic sum of a set of m variables. The m variables express distinct components of the feature that the scale aims to estimate. Advanced health indices are also used as healthy/patient segregation tools and are widely used in physic-biological, psychometric and social science research (Bansal & Pepe, 2013). The methodology for the construction of scales is not unambiguously established in the international literature but involves a high degree of subjectivity of the researcher and depends on the type of the characteristic that the scale aims to assess (Panagiotakos, 2009). Aim: The purpose of this dissertation is to quantify the relationship between the diagnostic accuracy of composite scales and their specific structural characteristics, influencing their diagnostic accuracy, using a theoretical and/or analytical proofing process, such as: (A) The k number of partitions/divisions of m discrete component variables, in the case of a discrete composite scale (i.e. an index created by discrete component variables), (Bersimis F. et al, 2013). System Operators for Electricity (ENTSO-E) there is a need to
invest 104 billion Euros to either refurbish or construct overhead
lines (OHLs). This massive enterprise is mainly driven by the need
to accommodate the proliferation of renewable energy generation
projects across Europe in response to the European Commission’s
directive to supply 20% of its energy from renewables by the year
2020. However, 30% of transmission projects experience delays; and
moreover, it has been found that if the existing grid capacity is
to be increased by about 1.3% it would facilitate about 3% of
renewables. Therefore, attention towards the thermal uprating of
existing networks has attracted research interest. In this thesis,
the main contribution to this research is a probabilistic and
holistically integrated system and OHL plant reliability centred
thermal uprating evaluation methodology. This methodology is
designed to aid the facilitation of the thermal uprating’s of
existing lines, through a variety of multistage and multifaceted
risk based decisions. These multifaceted aspects are
subject to the
conflicting views to thermal uprating which stem from various
utility personnel; which further stem from their constricted views
on system reliability. For example, plant maintainers may resist
thermal uprating because it may require the need to increase
maintenance works on right-of-ways, or because they may need to
prevent conductors from ageing sooner than initially projected.
However, restricting thermal uprating for these reasons will limit
the capability of the system to facilitate renewables, and this
will negatively affect overall system reliability. Therefore, the
presented methodology aids to facilitate highly efficient
interdependent decision making amongst plant designers and
maintainers, and system planners and operators, to effectively
manage thermal uprating risks in consideration to the overall
utility’s goals. This thesis implements a variety of studies to
enlighten utility personnel of the possible economic benefits and
risk mitigation practices that could be realised through thermal
uprating. To present robustly conclusive and compelling results,
these studies research the value of thermal uprating from three
possible time scales: long-, medium- and short-term time domains.
Consequently, planners (through this methodology) will for the
first time ascertain the true value of (1) uprating existing
conductors by accepting the subsequent acceleration of their
ageing, (2) selecting the optimal reconductoring technology from a
suite of candidate (conventional and novel) conductor technologies,
(3) the retensioning policy to implement (at a particular stage of
a project) in order to maintain reliability, and (4) novel
real-time OHL ageing management tools for power system operators to
use reliably.

▼ Universal screening for behavior is the use of a measure of social, emotional or behavioral function across an entire population with a goal of preventing future difficulties by intervening with students identified by the screening protocol. Multiple screening procedures have been used, with most including behavior
rating scales in the selection process. The purpose of the present research was to investigate two central questions related to the use of universal screeners for behavior in school settings: first, can scores on universal screeners be used as an outcome measure investigating program based interventions, and second, what evidence of teacher bias exists when an external criterion of behavior is included. The purpose of study one was to determine if differences in teacher-rated behavior could be detected between a sample of students that attended public preschool and a nonattending peer group matched for ethnicity, gender, and a gross measure of socioeconomic status (total n= 138). Results of Study One indicated no significant differences between preschool-attending and nonattending groups (p=.61) or between Hispanic and Caucasian participants. Limitations related to sampling and measurement were discussed. In study two, a best-evidence synthesis of peer-reviewed articles investigating teacher bias in behavior ratings of students was conducted. Strict inclusion criteria were chosen to allow for inferential judgment of teacher accuracy. Results of Study Two found a final total of 25 studies of teacher bias that suggested mixed evidence for bias due to student ethnicity or gender and stronger evidence for bias due to expectancies (disability label), teacher culture, unrelated behaviors (halo effects), and teacher training and experience. Limitations, implications for practice and directions of future research were discussed.

▼ This study investigates whether mandatory disclosure requirements for Qualified Special Purpose Entities (i.e., QSPEs) under SFAS 166/167 weakened credit
rating agencies’ ability to provide bond issuers with inflated initial credit ratings (i.e., “cater” to bond issuers) by previously understating firms’ QSPE exposures. I find that once mandatory disclosure requirements concerning QSPEs were implemented under SFAS 166/167,
rating agencies were less likely to provide inflated initial credit ratings to issuers with QSPE exposures. In addition, I also show that bond investors required less price protection when assessing the riskiness of such entities in the post-period, suggesting that bond investors accounted for
rating agencies’ aggressive behavior in the pre-period. Collectively, these findings suggest that
rating agencies provided inflated initial credit ratings to issuers with QSPE exposures because of disclosure exemptions under SFAS 140/FIN 46(R), but that mandatory disclosure requirements under SFAS 166/167 reduced such behavior by decreasing information asymmetry.

▼ In today’s globalised business world characterised by a high level of competition and
unstable markets, businesses are called upon to utilise their resources in the most
effective and efficient manner in order to survive. It has become critical for businesses to
monitor their employees’ performance and constantly to develop and train employees in
order to eliminate inefficiencies and improve productivity to remain competitive in the
global market. In this respect, performance management has come to play an
indispensable role in helping organisations reach their productivity goals. However,
research indicates that many organisations have failed to implement and maintain
effective performance-management systems owing to employees’ negative attitudes
towards performance-management practices. The aim of this study is to determine
employees’ attitudes towards the performance-management system at Kantey &
Templer Consulting Engineers (Pty) Ltd.
A quantitative study was conducted to obtain a holistic understanding of employee
attitudes towards the performance management system. The sample of participants was
made up of employees at different levels within the organisation. An electronic
questionnaire was formulated to answer the research objectives, was distributed by
electronic mail. Some of the key findings from the study indicated that performance
management review outcomes are very subjective; the performance management
system is not fully implemented; there is inconsistent implementation of performance
management amongst different departments; and lack of managers’ involvement in
implementing the performance management system.
Some of the recommendations made include the use of 360° Feedback appraisal for
employee performance evaluation; keeping up-to-date job profiles outlining the roles and
responsibilities and performance measurements in order to make sure that employees
are aware of performance measurements and performance criteria used during
performance reviews to reduce subjectivity. Due to the paucity of academic literature, it
was difficult to compare the findings of this study with previous research.

The purpose of performance appraisal can be seen as a means to improve the organization's performance through the enhanced performance of individuals. When people think about performance appraisal, they often refer to a number of more specific positive objectives such as, (Fisher, 1996:11): to review past performance; to assess training needs; to help develop individuals; to audit the skills within the organization; to set targets for future performance; and to identify potential for promotion. The problem, however, often stems from the negative perception of individuals that may believe that performance appraisal is simply used by an organization to apportion blame and to provide a basis for disciplinary action, or to demote or find fault with employees. Some people see it as a stick (Fisher, 1996:11) that management has introduced with which to beat people. And if that is their attitude — with or without cause, performance appraisal is doomed to failure. Improvement in performance (Redfern, 1984:1) is widely acclaimed as a most desirable goal of personal evaluation or appraisal, yet the types and kinds of evaluation procedures developed often make the attainment of this goal very difficult. A performance appraisal provides a periodic opportunity for communication between the person who assigns the work, and the person who performs it, to discuss what they expect from the others and how well those expectations are being met (Maddux, 1986:9). Performance appraisals are not hostile proceedings, nor for that matter are they social chitchat. They are an essential communication link between two people with a common purpose. Leading these discussions is not always easy, but the principles and techniques for effective sessions can be learned and applied by everyone. Too often appraisals are left until the last minute and then done in a hasty and unprofessional manner. When this occurs, the results are poor. The superior feels guilty and the employee unimportant and let down. The Government's educational reforms have created an unprecedented rate of change in schools (Healy, 1994: 9). They have also raised basic questions about the purpose of education and the nature of school management and leadership. In this context, there is an urgent need for all of us with an interest in education to step back and reflect on recent educational reforms, to reaffirm old truths and successful practice where appropriate. We need to sift out and implement the best of new ideas, modifying or abandoning those, which are a distraction from the central purpose of schools. This will ensure that an education of high quality is a guaranteed opportunity for all children and young people. Few in education would seriously question the principle of appraising the performance of educators. It is clear that leadership of high quality is a crucial ingredient of successful schools. We should therefore be seeking new insights into ideas, which contribute to effective leadership and making sure that we learn the lessons when things go wrong.

The aim of this dissertation is focused on the composition of funded guideliness for effective teacher evaluation. A literature study is undertaken in this dissertation to gain background on the problematic nature of teacher evaluation. Emphasis is placed on: * the essential aspects of teacher evaluation * the negative symptoms of teacher evaluation * the difficulties (bottle-neck) in teacher evaluation, and * the characteristics of unsuccessful teacher evaluation. The aim of this research is not to focus on the global aspects of teacher evaluation, but to focus on the problematic nature that surrounds teacher evaluation. The literature study is of great importance for this study, because it creates the basis for the empirical study. The empirical study focuses on the meaningfulness of evaluation for the teacher as currently implemented in the school, and also to identify the difficulties in the evaluation practice. Both aspects are integrated in the guidelines for teacher evaluation, contribute to a positive attitude and teacher evaluation.

▼ Na atual Banca de retalho o modelo de gestão do risco deverá identificar, medir e
acompanhar os riscos operacionais que advêm de processos que geram produtos,
serviços ou informações. Sendo as agências bancárias parte integrante do modelo de
prevenção do risco operacional, existente nas Instituições Bancárias, as mesmas estão
classificadas por um
rating tendo em consideração o nível de risco operacional
analisado aquando das auditorias internas a essas mesmas agências.
Neste contexto, os indicadores de falhas operacionais, utilizados no cálculo do
rating,
refletem o nível de exposição a riscos operacionais nos processos realizados pela
agência, sendo a função de Assistente de Gerência responsável pelo melhor ou pior
rating que a agência bancária possa vir a ser classificada.
O risco operacional tem cada vez mais relevância no contexto da Banca de retalho. A
pertinência da sua identificação deve ser entendida como uma oportunidade para
crescimento e diferenciação de uma Instituição Financeira (IF) face à sua concorrência,
enquanto a sua avaliação e correta monitorização é uma das condições necessárias ao
sucesso do negócio bancário. A função de Assistente de Gerência, cargo que ocupo na
IF onde trabalho, assume desta forma primordial relevo por se tratar da função
responsável pelo correto funcionamento da agência do ponto de vista operacional.
Neste contexto, o presente relatório de atividade profissional irá destacar o papel do
Assistente de Gerência, cargo profissional desempenhado pelo autor, para o eficaz
desempenho da função de controlo interno na mitigação do risco operacional associado
ao quotidiano da uma agência bancária.

▼ This study gives empirical evidence on the status of teachers and factors that affect their status in urban and rural areas. It has been argued that teachers in different locations are iccorded different degrees of status (Sidhu, 2005). The purpose of the study was to compare the status of urban and rural basic school teachers in the selected basic schools in Kafue District. The study also aimed at establishing factors that affected the status of teachers in urban and rural basic schools in Kafue District. Specifically the study aimed it analyzing and comparing the status of teachers and investigating factors that affected teachers' status in selected urban and rural basic schools in Kafue District.
Fhe study was carried out in four basic schools-two urban and two rural-in Kafue District in Lusaka Province. The pupils and teachers that responded to the questionnaires were irawn from the sampled schools.
The sample in the study consisted of 39 teachers, 202 pupils and 40 community members from the communities around the sampled schools. Questionnaires were used to collect quantitative data from grade nine (9) pupils and teachers, while Focus Group Discussions were used to collect qualitative data from community members. Quantitative data were analysed using SPSS while qualitative data were analysed by use of themes and categorisation.
The findings were that:
1. The status of teachers both in urban and rural selected basic schools in Kafue District
was, to a large degree similar. This was because the factors that affected the status
of teachers were similar in both urban and rural schools. However, there was a
minimal difference in the status, with those in rural areas enjoying slightly higher
status than those in urban. The insignificant difference between the urban and rural
teachers was because the factors that affected the status of teachers were similar in
both urban and rural schools.
2. Among the major factors which the respondents indicated as affecting the status of
teachers were low salaries, lack of housing or accommodation and lack opportunities
for professional development and further studies.
3. Though it was found that teachers' salaries were generally low, coupled with lack of
decent accommodation and lack of opportunities for professional development,
teachers teaching in both areas enjoyed respect from the pupils and public. This was
attributed to the fact that the profession was perceived as contributing to national development both at community and national levels.
4. The pupils who indicated that they would not want to take teaching as a career cited
low salaries and lack of decent housing as some of the major reasons.
Based on the findings of the study, the following recommendations were made.
• The government should improve the general conditions of service for teachers.
