▼ As colleges and universities have attempted to become more student-oriented (Wright 1996), students’ perceptions of the higher education experience have become more important to tertiary institutions. Two elements of students’ experience, their treatment during the service process and the actual outcomes experienced by them, affect their judgment of the quality of service and ultimately influence their choice for enrolment in higher education institutions. In order to compete effectively in the marketplace, institutions need to differentiate themselves from their competitors by providing higher quality services (Joseph 1998). To consider how, and to what effect, this is done, this study focuses on the discrepancies/gaps between expected and perceived services, using a modified SERVQUAL instrument to examine students’ perceptions of the quality of service in higher education environments across Australia, Malaysia, and Singapore. This study also examines the influence of cultural dimensions and gender on students’ perceptions of discrepancies/gaps between expected and experienced the quality of service. The findings show a significant difference between first- and third-year students’ expectations and perceptions of the quality of service in Malaysia and Singapore. There is a significant difference in the perceived discrepancies in the quality of service between first- and third-year students in Singapore. It is also found that cultural dimensions have a significant impact on students’ expectations and perceptions, with discrepancies evident between first- and third-year students in Australia, Malaysia, and Singapore. A third finding is male and female students’ expectations and perceptions of the quality of service in Australia are significantly different. A lack of knowledge about students’ perceptions might lead management to misallocate resources in attempts to improve the quality of their university; such misdirected efforts could result in further student dissatisfaction. This study’s analysis of the discrepancy/gap between expectations and perceptions of the quality of service, identifies deficiencies and areas of dissatisfaction that offer opportunities for university managers to improve overall student services, to build a long-term relationship with the customers, and to improve the institution’s reputation.

▼ Efficient functioning of service providing organizations highly depends on quality of their services as it contributes to companies’ competitiveness and customers’ satisfaction (Gill, 2009, p. 533). Thus, quality management should be an integral part of service organizations’ performance. Healthcare industry is a specific representative of the service industry that regards quality as a fundamental value of medical care. To manage quality within the healthcare settings is a challenging task due to its complexity. Hence, the purpose of the current qualitative study was to propose an efficient approach toward quality management within the healthcare industry. In order to be efficient quality management should consider issues that relate to the healthcare organizations’ complexity such as different interests of a wide range of parties involved in healthcare service processes. As mentioned parties are presented by patients, physicians, nurses, receptionists and others, their perceptions of quality could be rather distinctive. So, the first step towards achieving the purpose of the study was to discover an aligned or combined perception of healthcare service quality from patients’ and healthcare service providers’ perspectives. Common perception of quality would give opportunity to focus on improvement of aspects that are essential for the core stakeholders of healthcare organizations. Hence, the second intention that would contribute to efficient quality management was to develop a combined quality management model based on an aligned or combined quality perception. In order to investigate a common perception of quality, we conducted semi-structured individual interviews with patients and healthcare service providers. Having analyzed obtained data we revealed the most vital (sub-) dimensions of service quality for both parties. These aspects relates to the providing information for the patients, emotional support, involving patients into the treatment and having good medical equipment. Also, some important (sub-) dimensions were not stressed by both patients and providers, so we supplemented common (sub-) dimensions with these distinctive aspects. For example, providers mentioned professional skills dimension as the most essential aspect of healthcare service quality. In conclusion, we constructed one common perception of healthcare service quality consisting of common and distinct aspects of healthcare service quality. For the purpose of developing a combined quality management model we selected the most appropriate values, methodologies and tools from such quality management initiatives as TQM, Lean and Six Sigma. The selection was guided by dimensions from the common perception of healthcare service quality. The conducted study contributes to theoretical as well as practical areas. Service-Oriented Architecture (SOA) as a promising style of software design, the role that
Quality of
Service (QoS) plays in the success of SOA-based software systems has become much more significant than ever before. When QoS is documented as a
Service-Level Agreement (SLA), it specifies the commitment between a
service provider and a client, as well as monetary penalties in case of any SLA violations. To avoid and reduce the situations that may cause SLA violations,
service providers need tools to intuitively analyze if their
service design provokes SLA violations and to automatically guide them preventing SLA violations. Due to the dynamic nature of
service interaction during the operation of SOA-based software systems, the avoidance of SLA violations requires prompt detection of potential violations before prevention takes place at real-time. To overcome the low latency time in practice, this thesis research develops an approach of using Machine Learning techniques to not only predict SLA violations but also prevent them by means of optimization. This research discusses the algorithm and framework, along with the results of the experiments, which will help to examine its usefulness for
service providers working on the construction and refinement of services.

▼ The Internet has evolved to become a critical
infrastructure for content delivery. Typical customers of a Content
Distribution Network (CDN) are media and Internet advertisement
companies, data centers, Internet Service Providers (ISPs), online
music retailers, mobile operators, consumer electronics
manufacturers, and other carrier companies. The main goal of the
Content Distribution Network (CDN) is to replicate the content from
the origin server to surrogate servers, scattered over the globe,
in order to deliver the content to end users in a reliable and
timely manner from nearby surrogate servers. The performance of
content distribution network is analyzed to ensure that whether the
user perceived Quality of Service (QoS) in content delivery is
maintained. Quality of Service in content delivery is ensured by
minimizing the impact of surrogate server failure as well as
overcoming the overload problem that is a serious threat for busy
sites serving popular contents. The main objective of this thesis
is the application of the dominating set and its variants to
construct the semantic overlay network of surrogate servers which
in turn provides the logical infrastructure of the content
distribution network. In this thesis, for designing an efficient
and resilient content distribution network, the following
algorithms are proposed to construct the logical infrastructure of
the semantic overlay network. Dominating set formation algorithm;
Equitable Dominating set formation algorithm; QoS aware Dominating
set formation algorithm. The core of this thesis is constructing a
QoS aware dominating set based semantic overlay network which
satisfies the user perceived QoS constraints such as efficiency,
controlled redundancy, and fault tolerant. The performance results
of the proposed QoS aware Dominating set based semantic overlay
network for content distribution is analyzed in terms of Size of
CDN, Mean Response Time, Latency, Hit Ratio Percentage, Number of
Completed Requests, Rejection rate and Mean CDN
load.

▼ The purpose of the study was to determine the factors affecting the quality of ci service in Municipal Council of Mavoko (MCM). The study used a descriptive r design. The target population of the study comprised of all employees of Mi Council of Mavoko . This comprised of officers from the top management, the level management, and the operational (junior) levels. Stratified random samplii used to select 70 respondents. Structured questionnaire was used to collect dat study used descriptive and analytical methods of data analysis, which were i performed using the SPSS data analysis package. The data was analyzed usin£ qualitative and quantitative analysis method. This section presents a summary disci of the findings derived from the study. The findings showed that some of the fa hindering the quality of internal customer service at the MCM include: lack of adei formal performance standards to measure the ability to provide caring and individua attention to staff and external customers/ stakeholders; lack of adequate resouro implement service enhancement programmes; failure to attend to certain motivational issues; and insufficient investment in office automation. The study shown that internal customer service at MCM is largely influenced by hygiene fa which, by their presence or absence, determine levels of worker dissatisfaction supervision, interpersonal relations, work conditions, salary, and job secu Hertzberg’s theory suggested that it is difficult to produce positive motivation to de quality service to customers if hygiene factors are absent. ▼ QoS (Quality of Service) control is an important concept in computer networking as it is related to end user experience. End-to-end QoS guarantees, in particular, can give firm guarantees to end hosts. Unfortunately, it has never actually been used on the Internet since it was deemed too complicated. With the emergence of Software Defined Networking (SDN) and OpenFlow as its most popular standards, we have an opportunity to re-introduce the QoS control concept. The centralized nature and programmability of OpenFlow allow more flexible and more simple QoS control. In this thesis, we propose an end-to-end bandwidth guaranteeing model for OpenFlow. The primary design consideration of the model is to allow QoS flow to send more than its guaranteed rate. To further maximize the overall network utilization, best-effort flows are allowed to use any unused bandwidth in the network. Bandwidth borrowing concept is employed to achieved this. To ensure that it will not affect the guaranteed bandwidth for the QoS flows, we analyze the reliability of the bandwidth borrowing concept in Linux HTB, which is used as the underlying mechanism of OpenFlow queue. From the simulations, we found that the borrowed bandwidth is returned instantly when a QoS flow requires the bandwidth. Thus, it is possible to guarantee bandwidth and maximize bandwidth utilization at the same time. We also explore the possibility of using OpenFlow meter table for traffic aggregation. The aggregation only puts overheads in the first switch, but no other complexities added in the subsequent switches. Therefore, it solves the scalability problem which commonly associated with end-to-end QoS guarantees.

paslaugų kokybės vertinimo problemos bei pateikti pasiūlymai šių
problemų sprendimui. Pirmoje dalyje tiriamos paslaugų sampratos,
paslaugų ypatumai, vieša ir meteorologijos paslauga bei vartotojų
pasitenkinimo indeksas. Išanalizuoti šeši pagrindiniai paslaugų
kokybės modeliai. Antroje dalyje pateikta tyrimų metodologija.
Aprašytas instrumentarijus dviejų atliktų tyrimų. Pirmasis tyrimas
- hidrometeorologijos tarnybos vieša vartotojų pasitenkinimo
apklausa atlikta tarnybos tinklalapyje. Antrasis tyrimas -
hidrometeorologijos tarnybos paslaugų kokybės vertinimas, paslaugų
vartotojų anketavimo būdas. Trečiojoje dalyje aprašoma
hidrometeorologijos tarnybos charakteristika, atliktų tyrimų
rezultatai. Aptartos tobulinimo galimybės. Pateikiami paslaugų
kokybės gerinimo būdai.
This master's thesis investigates and
assesses the efficiency of services, services‘ quality, assessment
and improvement opportunities, raises the problems of services‘
quality and provide suggestions for solving these problems in
Lithuanian Hydrometeorological Service. The first part explores the
concept of services, services’ features, public meteorological
service and customer satisfaction index. There are analyzed six
main service quality models. The second part is intended to explain
the methodology. There are described two instrumentations used for
analysis. The first analysis aims to investigate public users’
satisfaction with Hydrometeorological Service and was implemented
in the Authority's website. The second analysis covers
Hydrometeorological Service services’ quality assessment and was
implemented by questioning service’ customers. The third part
describes basic characteristics of Hydrometeorological Service and
examines research results. There are possibilities for improvements
discussed and methods how to improve the quality of services
explained.

▼ The broad aim of this research program was to advance theoretical and practical knowledge of service quality, customer satisfaction and loyalty intentions. This was achieved by refining existing models or concepts, testing relationships between constructs that have not previously been examined, or applying constructs that have been well understood in a specific academic domain, in a service industry context. The current research program began in 2003 with the first published output appearing in 2004. The program was completed in 2007. It consists of nine peer reviewed publications that have been classified into three distinct phases. In many respects it was an evolutionary process, in that earlier findings identified the questions for proceeding research, and while service quality, customer satisfaction and customer loyalty intentions were of primary concern, other constructs were also examined. These were cultural values, work values, consumption emotions, mood and destination image. The unit of analysis in all of the articles was individuals, as opposed to organisations, and as such, the theories and concepts that were examined and tested throughout the research program have their origins in psychology. As a consequence, the research findings have implications not only for the tourism industry, but any service that involves an interaction between people.

▼ With increased popularity and pervasiveness, mobile networking had become a definite trend for future networks. Users strongly demand the retaining of the connectivity and the QoS (
Quality of
Service) of ongoing services while roaming across different points of attachment. Efficient handover schemes and
service paradigms are essential to the above vision. We will contribute to the QoS provisioning in mobile wireless networks from two complementary perspectives: one is the improved handover schemes at the client end for shorter latency and less packet loss, and the other is the
service migration at server end for improved QoS.
There are time-consuming procedures involved in the handover process. Various research works had devoted to the acceleration of movement detection and registration. However, a time-consuming operation, duplicate address detection, was overlooked by most studies. A novel scheme featuring anycast / multicast technique is developed and presented in this dissertation. The proposed approach switches to anycast / multicast addressing during handover and switches back to normal unicast addressing after all required operations are completed. By switching to anycast / multicast addressing, a mobile node can continue the reception of packets from its corresponding node before its new care-of address is actually validated. As a result, transmission disruption can be effectively minimized. In addition, simple but effective buffer control schemes are designed to reduce possible packet loss and to prevent the out-of-order problem. Analytical study reveals that improved performance can be guaranteed, as reflected in the simulation results.
The establishment of mobility-supported Internet protocols, such as IPv4 and IPv6, had made it possible that an ongoing
service can be retained while a mobile node is roaming across different access domains. However, limited efforts had been paid to server sides if we consider the topological change due to node mobility. In the global network environment, the weighted network distance between a client and its server could change dramatically for reasons of topology change or node mobility. A new network
service framework highlighting the concept of
service migration is presented in this dissertation. The proposed framework take into account essential
service quality factors, such as server loading, bandwidth, delay, and so on, and then dynamically migrates an ongoing
service from a distant server to a new server with shorter âweighted network distanceâ to the client. As a result, the individual
service connection, as well as the global network environment, will benefit from the
service migration, in terms of improved
service quality and bandwidth utilization.
This dissertation explains the general architecture of the proposed framework and focuses on the technical details of the core component -

People hope greatly that the current three private fixed network companies will break the telecommunications monopoly and bring new technology. Nevertheless, due to the fact that the existing
service provider, Chunghwa Telecom, keeps raising difficulties over the connection of their lines and the regional governments also have many restrictions of the excavation and pipe laying, the
service is unavailable in the place where there is no network deployment. Thus the fixed network companies build networks strategically in high-income metropolitan area and industrial park. The related
quality management of network building is much significant.
A
service blueprinting will identify possible fail points and weak links in the
service delivery process and then improve
service quality. This study of the analysis of the telecommunications network deployment is to explore possible fail points in the process and provide improvement plans through
service blueprints. In order to know the results of process improvement, system simulation which can build the original and improved process modes and ARENA process simulation software for simulation and analysis in a variety of conditions will be used. When the related industries establish the perfect
service model, this is for their reference.

U ovoj disertaciji su predloženi i analizirani
alternativni pristupi ostvarivanja Quality of Service (QoS) na
intradomenskom i interdomenskom mrežnom nivou. Kao prateća pojava
razvoja mreže i konsolidacije različitih servisa preko jedinstvene
mrežne infrastrukture, neizbežna je i pojava specifikacije
različitih QoS zahteva. Trenutna QoS rešenja se dominantno
zasnivaju na DiffServ arhitekturi koja je usmerena na garantovanje
performansi u uslovima zagušenja. Međutim, česta je pojava
degradacije performansi kao rezultat različitih grešaka i otkaza
pojedinih delova mreže koji ne spadaju u zagušenje. Sa druge
strane, primena algoritama QoS rutiranja ima inherentne probleme sa
skalabilnošću i kompleksnošću, pa je postizanje determinističkih
performansi i dalje otvoren problem. Realizacija interdomenskog QoS
predstavlja još kompleksniji problem kada se moraju usaglasiti mere
performansi i mapiranje klasa servisa između domena na servisnoj
putanji. Aktuelni bilateralni model ugovaranja servisa između
domena nije adekvatan za realizaciju interdomenskog QoS s obzirom
da proces ugovaranja postaje neefikasan sa porastom broja domena na
servisnoj putanji, dok specifikacija interdomenskih relacija
predstavlja otvoreno pitanje. Primena paketske disperzije se u ovom
radu detaljno analizira posmatrajući različite strategije
disperzije i njihov uticaj u uslovima postojanja rafalnih gubitaka
paketa izraženih na više putanja u mreži. Koristeći postojanje više
putanja, paketska disperzija vrši slanje uzastopnih paketa preko
različitih putanja i posledično utiče na strukturu rafalnih
gubitaka paketa. Prethodne analize paketske disperzije su
obuhvatale posmatranje rastojanja gubitaka paketa kada se rafalni
gubici modeluju Markovljevim modelom sa 2 stanja. Naučni doprinos u
ovoj disertaciji sa aspekta paketske disperzije se ogleda u
realizaciji komparativne analize uticaja strategija na rafalne
gubitke modelovane Markovljevim modelom sa 4 stanja koji
predstavlja tačniji model u odnosu na prethodno navedeni. Dodatno,
kao verifikaciju superiornih rezultata u odnosu na konvencionalno
rutiranje preko jedne putanje, prikazani su rezultati praktičnog
testiranja strategija, a takođe su identifikovani i scenariji u
okviru kojih primena paketske disperzije ima ograničenu efikasnost

service composition is usually performed with end-to-end
Quality of
Service (QoS) properties which are adopted to describe the non-functional properties (e.g., response time, execution cost, reliability, etc.) of a web
service. In addition, the executions of composite web services are typically coordinated by a centralized workflow engine. As a result, the centralized execution paradigm suffers from inefficient communication and a single point of failure. This is particularly problematic in the context of data-intensive processes. To that end, more decentralized and flexible execution paradigms are required for the execution of data-intensive applications.
From a computational point of view, the problems of QoS-aware data-intensive web
service composition and execution can be characterised as complex, large-scale, constrained and multi-objective optimization problems. Therefore, genetic programming (GP) based solutions are presented in this thesis to address the problems. A series of simulation experiments are provided to demonstrate the performance of the proposed approaches, and the empirical observations are also described in this thesis.
Firstly, we propose a hybrid approach that integrates the local search procedure of tabu search into the global search process of GP to solving the problem of QoS-aware data-intensive web
service composition. A mathematical model is developed for considering the mass data transmission across different component services in a data-intensive
service composition. The experimental results show that our proposed approach can provide better performance than the standard GP approach and two traditional optimization methods.
Next, a many-objective evolutionary approach is proposed for tackling the QoS-aware data-intensive
service composition problem having more than three competing
quality objectives. In this approach, the original search space of the problem is reduced before a recently developed many-objective optimization algorithm, NSGA-III, is adopted to solve the many-objective optimization problem. The experimental results demonstrate the effectiveness of our approach, as well as its superiority than existing single-objective and multi-objective approaches.
Finally, a GP-based approach to partitioning a composite data-intensive

▼ Taiwan public museums and print medias hold many âblockbustersâ one after another since 1990. This trend started from US then spread to all over the world. The considerable amount of visitors not only solved the financial problem, but also built the field for print media chasing the cultural capital and developing new business model. We can generalize this trend to three concepts, first, Issues of the Administrative Corporation of National Museum, second, the trend of museum marketing, third, new museology. Those concepts break the ossified museum organization system and the icy impression. However, a stream of people and money will bring some doubts, such like exhibition
quality goes down, over commercialize, and unprofessional. Most of exhibition assessments about museum are overall assessments which include a wide range. But it's not applicable to blockbuster that happens only once, tours around, and needs inter-organizational cooperation.
This study is a case study of âDa Vinci Travelling Exhibitionâ which is held by United Daily News Group, National Chiang Kai-shek Memorial Hall, and National Science and Technology Museum. The research design in this study is based on âConceptual Model of
Service Qualityâ and âExtended Model of
Service Qualityâ which was brought out by Parasuraman, Zeithmal, & Berry. This study counts out the coefficients which existed in the
service quality gap theory, then, establish regression. With the regression, we can judge which
service gap character will effect customerâs satisfaction of
service quality. So that we can point out the way how to improve blockbuster's
service quality and build an exhibition assessment driving from customer. This study also investigated the relation among demographic variables and customerâs satisfaction of exhibition
service quality.
Three findings are revealed. First, demographic variables have significant effect on customerâs attitude toward blockbuster
service quality. Second, except for gap character 1(managerial perception), gap character 2(managerial standard)ãgap character 3(
service performance) and gap character 4(external communication) has a function relationship to the gap 5 was confirmed. Third, Use

▼ In recent years, due to the growing importance of global warming issues and the increasing shortage of natural energy, people began to pay attention to protect the environment, reduce carbon emissions and find alternative energy sources. In this trend, green transportation with no pollution emissions such as bicycles gradually prevailed.
Taipei City Government build public rental bicycle system near MRT stations, tourist areas, schools and so on, in order to encourage citizens to use bikes as short-distance transit vehicles, which is also well-known as âYouBikeâ. Hope to encourage citizens to use low-pollution and low-energy-consumption Bike Sharing system as short-distance transit vehicles by equipping urban road network of bike station with bike rental
service to reduce and replace personal possession and use of motor vehicles to improve traffic congestion, environmental pollution and energy loss in the city.
The purpose of this study is to analyze usersâ intention of using public bicycles information systems. Research model based on Technology Acceptance Model (TAM) and revised information systems successful model from DeLone and McLean (2003), and jointed the âCommunication qualityâ dimension to do analysis. Data obtained from internet and 195 questionnaires were collected totally, which included four invalid questionnaires, and the effective rate is 97.95%.

service quality have significant positive impacts on
service satisfaction. 3. Attitude toward uing has a significant positive impact on

quality. Based on the findings of this study, made personal recommendations to improve the system for reference.

Квалитет је данас један од кључних фактора за
препознавање неког производа односно произвођача на тржишту. Из тог
разлога се његовом управљању посвећује значајна пажња у циљу
задовољења захтева корисника и опстанка организације у условима
оштре конкуренције. Да би што дуже задржали корисника уз себе,
многи произвођачи уз производ нуде и послепродајне услуге. Међу
њима значајно место заузимају произвођачи моторних возила. Сет
услуга које се нуде су: редовни севиси, одржавање возила,
гаранција, продаја резервних делова и слично. У овом раду је
приказан развој модела за управљање квалитетом послепродајне услуге
одржавања моторних возила. Применом одговарајућег методолошког
поступка дефинисана је јединствена листа индикатора квалитета у
форми параметара преко којих корисник процењује њихов квалитет.
Након тога факторском анализом идентификовани су фактори квалитета
одржавања моторних возила из перспективе корисника. Издвојено је
девет фактора који представљају кључне димензије квалитета услуге
која је била предмет овог истраживања. Подаци потребни за све
предметне анализе прикупљени су у овлашћеним сервисима следећих
произвођача аутомобила: Toyota, Škoda, Volkswagen, BMW, Audi i
Citroen. У раду је приказан модел за утврђивање квалитета услуге
одржавања моторних возила који је формиран на бази издвојених
фактора квалитета а узимајући у обзир и израчунату вредност њихове
значајности. На основу резултата добијених предметним истраживањем
а уважавајући и савремене принципе из ове области дефинисан је
модел за управљање квалитетом услуга одржавања моторних возила у
аутосервисима. Дефинисани модел за управљање квалитетом услуге у
ширем смислу треба да покаже како се спроводе активности у циљу
унапређења квалитета у аутосервисима, и како се нови аспекти у
реализацији ових услуга могу импементирати у формирани модел. На
конкретном примеру је приказан начин како је могуће унапређивати
квалитет услуге одржавања моторних возила на бази формираног
модела. Развој модела за управљање квалитетом услуга одржавања
моторних возила даје подршку адекватном управљању овим процесом. Он
има Докторска дисератција важну улогу у остварењу употребног
квалитета (Quality of Service) свих сложених техничких средстава, у
које свакако спадају и моторна возила. Остварени квалитет је
предуслов задовољства корисника. У раду су приказане и допунске
анализе резултата истраживања који се односе на статистичку обраду
показатеља квалитета услуга у зависности од овлашћеног сервиса где
су испитивања обављена.

▼ Mobility is a term that denotes the physical
movement of an object from one place to another in the desire to
obtain resources or to move away from the scarcity of them.
Mobility can involve both physical and logical objects. The
attributes of communication are Bandwidth, latency, reliability,
error rate, delay, interference; i.e.
Quality of
Service (QoS). In
the first phase of the work, the selection of connectivity and
adaptation of application protocol parameters is carried out
depending on the existing information concerned with offered-QoS.
The
Service Location Protocol (SLP) is considered for
service
discovery. In the experiment, the requested traffic rate is varied
from 100kb to 500 kb and average throughput and delay for each
client are measured. In the second experiment, the requested
traffic packet size is varied from 100 to 500 bytes. In the
experiment, the number of clients is varied from 2 to 10. Since
Secured
Service Discovery (SSD) securely transmits the
service
discovery and reply, the attackers are not able to disturb the
data. In the third phase, a location aware
service discovery
protocol is developed in next generation wireless networks. The
proposed protocol is split into three phases. The handoff is
triggered by comparing the received signal strength of the base
station (BS) with the predefined threshold value in the first
phase. The results show that Location Aware
Service Discovery
(LASD) has less delay when compared to Qos-Aware Context
Construction (QACCD), when the rate is increased, because of its
preallocation of resources due to mobility prediction. The key
achievements are, the implementation of QoS predictions scheme as a
part of QoS and context aware
service infrastructure design,
development of a QoS aware Context Construction protocol and a cost
effective routing tree is constructed and maintained dynamically.
The security architecture for the existing
service discovery model
is designed. In addition, a location aware
service discovery is

The problem: Every client wants to get high
quality and impeccable service, it is important to the customer as
the service is provided, and whether it meets their expectations.
To meet customers' expectations, in particular, it is important to
properly handle them, ascertain their needs. However, it is not
always the customer remains satisfied with obtaining a service. So

▼ National Dairy Equipment (Pty) Ltd (NDE) is a privately owned stockist and distributor of stainless steel products and is a respected player in the South African stainless steel industry. NDE operates from within all four major cities in South Africa namely, Johannesburg, Cape Town, Port Elizabeth, and Durban. The organisation, with its wide range of corrosion resistant products, serves industries such as the architecture and construction, automotive, catering, and food and beverage industry. With the stainless steel industry growing in terms of the number of competitors, NDE performs a number of functions in order to achieve customer satisfaction. The general purpose of the study was to indentify the attributes that would act as drivers of customer satisfaction at NDE. Five attributes were identified namely, Service quality, Trust and commitment, Product quality, Commercial aspects and Reliability. The results of this study could assist managers at NDE in improving service delivery to customers. The literature study provided an overview of overall customer satisfaction and possible measurement models for customer satisfaction. Measurement models included, SERVQUAL, SERVPERF, the Two-factor theory, the Kano model and the Three-factor model. The latter proved to be of particular importance to the study as the model was used to classify the identified drivers into basic, performance and excitement factors. Furthermore, a literature review was provided based on each of the identified potential drivers of customer satisfaction. The empirical data needed to complete the study was collected by means of a survey, using a self-administered questionnaire. The questionnaire was distributed by sales representatives at NDE. A total of 320 useable questionnaires were received. The study revealed the following: each of the five proposed attributes had a positive relationship with overall customer satisfaction,thus all five attributes were confirmed as drivers of customer satisfaction at NDE. Commercial aspects and Reliability were classified as basic satisfiers. Trust and commitment was classified as a performance satisfier, and Service quality was identified as the only excitement satisfier. Product quality did not receive any classification. All importance mean scores were higher than the corresponding satisfaction mean scores. This study contributed to the existing body of literature and is seemingly the first of its kind in the South African stainless steel industry. The study is also the first to attempt the measurement of overall customer satisfaction levels at NDE. The methodology used in the current study can be applied to stainless steel industries internationally, in order to verify whether the confirmed drivers would also act as drivers of satisfaction in a similar industry elsewhere in the world.

▼ Decentralization of education administration is becoming a common thread in public governance as more developing and developed countries are trying to implement it in order to devolve some of their educational decision making processes. Precipitated by the economic and political crisis at the end of President Suharto regime in 1998 Indonesia passed its first decentralization law in 1999 (Law 22/1999). Not only strongly impelled by internal forces such as competing regions demanding more authority in managing natural resources, the country was also pressured by external forces, especially the International Monetary Fund in relation to debt resolution. Indonesia was given little alternative and was forced to decentralize most of its governing authorities (excluding defense, religious, security, fiscal, judicial, and foreign affairs) to local government. As a result of this ‘big bang’ policy, Indonesia was unable to prepare for and implement the decentralization process smoothly. District Education Offices which received the bulk of decentralized education authority were not properly prepared to exercise their new and bigger mandates. Their organizational structure, personnel capacity, managerial skills and, most importantly, their capacity to provide for school needs were not properly prepared in advance. As a consequence, the implementation process was fluid, complex and, sometimes, confusing to local personnel and managers. Ironically, improved service quality as one of the main motives behind decentralization was neglected, if not sacrificed. In the Indonesian context, especially at District Education Office level, service quality is the District Education Office’s ability to fulfill its obligatory functions to satisfy school needs. Delivering services depends on many different factors. In this research, respondents also perceived these factors in many different ways, but in relation to District Education Office mandates, it is easier to use a system approach covering input, process, output, and evaluation. The three elements are combined in a Minimum Service Standards discussed in this research. Improving District Education Offices service quality certainly should involve improving all of the above mentioned factors. Targeted capacity building along with regular service quality assessment is two key strategies for improving District Education Offices service quality. Providing all the needed resources for District Education Offices and providing adequate training for its personnel is two important steps in capacity building. In addition, regular evaluation is needed to ensure that District Education Offices service quality keeps improving. In this case, service standards such as Standar Pelayanan Minimal or Minimum Service Standards are needed. ▼ Este trabalho tem como objetivo estudar a qualidade na prestação do serviço público de licenciamento ambiental de Porto Alegre através da análise das percepções e expectativas de funcionários e clientes do serviço. Para tanto foi realizada uma pesquisa exploratória através de entrevistas e grupos focados envolvendo funcionários e clientes do serviço de licenciamento prestado pela Secretaria Municipal do Meio Ambiente de Porto Alegre (SMAM). A qualidade dos serviços foi estudada através da identificação dos atributos envolvidos neste aspecto do serviço prestado. Os resultados possibilitaram identificar os seguintes atributos: padronização dos procedimentos, comunicação, orientação dos processos ao cliente, agilidade, atendimento, fiscalização, interação entre secretarias, competência e coerência das legislações. Foi possível desenvolver um modelo conceitual contendo os elementos e relacionamentos identificados e alguns complementos indicados na literatura. O relacionamento entre os atributos foi organizado em quatro níveis subordinados: (i) qualidade percebida diretamente pelo cliente, (ii) determinantes dos clientes, (iii) processos e procedimentos e (iv) estruturas gerenciais. Como conclusão deste trabalho teve-se a confirmação de que o estudo da qualidade na prestação de serviços públicos, como o de licenciamento ambiental, permite relacionar os elementos essenciais e identificar oportunidades de melhoria. Este trabalho também auxilia a confirmar que cada tipo de serviço exige o desenvolvimento de seu próprio modelo conceitual, em função das especificidades existentes.
The purpose of this work is to study the quality of public services of environmental permission at Porto Alegre through the analysis of perceptions and expectations of employees and customers. For that purpose, an exploratory investigation using personal interviews and focus groups with employees and customers of the permission service was conducted. The level of service quality was evaluated through the identification of the attributes involved in providing the service. The results enable to identify the following attributes: standardization of procedures, communication, orientation of processes to customer, agility, customer service, inspection, interaction among government departments, competence, and coherence of legislations. It was possible to develop a conceptual model including the identified elements and relationships, and some findings of the literature. The relationship among the attributes was arranged in four dependents levels: (i) quality directly observed by customers, (ii) customers determinants, (iii) process and procedures, and (iv) managerial structures. This work confirms that the study of quality in public services, as the environmental permission one, allows unveiling essential elements and relationships, conducting to the identification of improvement opportunities. This work also helps to confirm that each kind of service involves the development of its own conceptual model, due to inherent specificities.

▼ Improving end-to-end Quality of Service (QoS) in existing network systems is a fundamental problem, as it can be affected by many factors, including congestion, packet scheduling, attacks, and air-time allocation. This dissertation addresses QoS in two critical environments: home WiFi and cloud networks.
In home networks, we focus on improving QoS over WiFi networks, the dominant means for home Internet access. Three major reasons for end-to-end QoS efforts fail in WiFi networks are its: 1) inherent wireless channel characteristics, 2) approach to access control of the shared broadcast channel, and 3) impact on transport layer protocols, such as TCP, that operate end-to-end, and over-react to the loss or delay caused by the single WiFi link. We present our cross-layer design, Virtual Wire, leveraging the philosophy of centralization in modern networking to address the problem at the point of entry/egress into the WiFi network. Based on network conditions measured from buffer sizes, airtime, and throughput, flows are scheduled to the optimal utility. Unlike most existing WiFi QoS approaches, our design only relies on transparent modifications, requiring no changes to the network (including link layer) protocols, applications, or user intervention. Through extensive experimental investigation, we show that our design significantly enhances the reliability and predictability of WiFi performance, providing a ``virtual wire''-like link to the targeted application.
In cloud networks, we explore mechanisms to improve availability during DDoS attacks. The availability of cloud servers is impacted when excessive loads induced by DDoS attacks cause the servers to crash or respond too slowly to legitimate session requests. We model and analyze the effectiveness of a shuffling mechanism: the periodic, randomized re-assignment of users to servers. This shuffling mechanism not only complicates malicious users’ abilities to target specific servers but also, over time, allows a system to identify who the malicious users are. We design and evaluate improved classifiers which can, with statistical accuracy and well-defined levels of confidence, identify malicious users. We also propose and explore the effectiveness of a two-tiered system in which servers are partitioned in two, where one partition serves only ”filtered” users who have demonstrated non-malicious behavior. Our results show how shuffling with these novel classifiers can improve the QoS of the system, which is evaluated by the survival probability, the probability of a legitimate session not being affected by attacks.
